At a bar on H Street the other night, a guy named James was sitting alone after the date he was on went awry because he doesn’t own a car. His date apparently thought this spoke poorly of him. But James is from Jamaica and grew up in the Bronx. I’m from Manhattan, so I knew what he meant when he said, “I just don’t care about cars.” “Yeah,” I said, pulling out the battered yellow and blue New York subway fare card I keep in my wallet. “This is all I need.” Growing up in New York City, you feel like you’ve lived a different life than kids most everyplace else in the country. On TV and in the movies, you see teenagers making out in their cars. My first kiss was on the 4 train. Somewhere between 23rd and 34th streets, in a packed car during the afternoon rush hour, a girl named

Sharon kissed me, deeply, and I, with surprised open eyes, saw other eyes on me. Many had that weary 5 p.m. look that said, Why do I need to see this on my way home? I’ve owned cars and I’ve driven thousands of miles on roads both open and clogged throughout Washington, New Jersey and Michigan, states where I was a reporter for two decades, covering state government, being tear-gassed in riots and standing in Western wildfires, before covering the Hill and now embarking on this new beat covering life as it happens underground. Like James, I’ve never felt any attachment to cars. My Super 8 childhood memories unfold to the rumbling of subway cars, before a backdrop of anti-teen-pregnancy posters hanging above the straps. I remember catching Yankees games with my dad. The train would emerge from the darkness, sunlight filling the

But I have other memories of growing up on the subway too, of leaning my hand against a pillar as I waited on a platform, and then feeling the white stretchy web of someone’s spit as I pulled it away. Before New York got safe enough for riders to let themselves get lost in whatever it

Here in D.C., I’ve endured single-tracking. I’ve climbed the Mt. Dupont escalator. I’ve had more than one exhausted stranger sleep on my shoulder. I have never woken them. Let them sleep, I figure. At least until they start drooling. I know from the half-closed eyes and blank stares I see in the cars that many a long day has been had, and I wonder about the days being recollected in silence. Behind the gazes, days are being relived in which cures were developed, lessons taught, and history polished and preserved since the morning commute. Meanwhile, someone out of sight is worrying about making the trains run on time. Others are working to make it happen. And each time a train comes to a stop at a platform, then lurches forward a few inches, there are new mysteries to explore on the Metro rail system’s 234 miles. A tipping point for dining D.C. residents will head to the polls Tuesday to vote on tipped wages

THE DISTRICT Thea Bryan was shocked by how her bartending income plunged by half when business was slow at Indique in Northwest D.C. Tired of depending on tips on top of $5 an hour paid by her boss, the single mother is fighting to make D.C. restaurants and bars pay workers like her the full minimum wage. A few miles away, Frank Mills also makes $5 an hour as a bartender at Jack Rose Dining Saloon and doesn’t want a raise. He earns as much as $36 an hour with tips — and says Bryan’s efforts could hurt his bank account. Bryan and Mills are on opposite sides of Initiative 77, which aims to shake up the relationship between customers, workers and restaurant owners in the city’s thriving dining scene. The question may be the most contentious — and confusing — issue on the ballot Tuesday in D.C.’s primary. The District and most states exempt workers who earn tips from the standard minimum wage — allowing employers to pay servers, bartenders, bellhops and others just a few dollars an hour, on the assumption that gratuities will pump up their pay. In the District, tipped workers must be paid at least $3.33 an hour, and if their tips do not bring that up to $12.50 an hour, employers are required to make up the difference. But some employers don’t. The D.C. agency that enforces wage laws found violations affecting 5 percent of tipped workers at nearly 600 businesses audited since 2016. Some servers, particularly women, say they have to tolerate harassment from customers to get tips. After tips, most front-line workers pocket more than the busboys, dishwashers and line cooks in the back of the

house, cementing inequity. The ballot initiative would phase out the lower hourly tipped wage and require businesses to increase pay over seven years so that all workers earn at least $15 an hour by July 2025. Then the city would have one minimum wage that rises with inflation. The measure says nothing about whether diners should still tip. Mayor Muriel Bowser and nearly all other elected leaders are opposed to it, along with — maybe surprisingly — many of the restaurant workers the ballot question is supposed to help. Those workers call the measure a threat to their livelihoods. Owners say the current system works: Restaurants with thin profit margins can survive while workers can earn more than the standard minimum wage. “What’s proposed is not negligible in any way, shape or form,” said Kimberly Grant, chief executive of ThinkFoodGroup, a company with a dozen local restaurants. “This would be really devastating.”

The National Restaurant Association, the Restaurant Association of Metropolitan Washington and individual business owners have raised $340,000 to fight the policy. Meanwhile, the fight to pass Initiative 77 has raised $270,000 and run a more muted effort, with few servers willing to publicly make a case for the measure. Advocates say low-wage workers and immigrants in the restaurant industry support the measure but fear retaliation from employers.

The debate over Initiative 77 has perplexed voters in a heavily Democratic city. “I just don’t understand the politics of it. … It seems easy to me; why not give people a chance for a wage increase?” said Randall Meyers, who is leaning toward voting yes. “But the quiet I hear from wage staff and people who would benefit most from this has been sort of surprising.” Even though Tuesday is a primary election, the vote on the ballot question will be final. But the battle may continue. Ten of 13 D.C. Council members have publicly opposed Initiative 77 and at least one said that lawmakers will consider overturning the measure if it passes. That may be easier said than done, said Diana Ramirez, who leads the D.C. effort for Initiative 77. “It is a democratic process,” she said. “If the council overturned this, the message they are sending is a trade lobby is more powerful than their constituents.” FENIT NIRAPPIL AND TIM CARMAN (THE WASHINGTON POST)

Chesapeake health trending upward ENVIRONMENT For the first time in the 33 years that scientists have assessed the health of the Chesapeake Bay, the nation’s largest estuary showed improvement in every region, a likely sign that a massive federal cleanup plan is working. The bay’s most important species — blue crabs and striped bass — earned top scores in a report card released Friday. Bright green underwater grasses — which help protect young fish before they venture into the Atlantic Ocean — are now thriving, even in some places where such vegetation had disappeared. In sharp contrast to the days when the bay was so beleaguered that every meaningful species experienced sharp population

declines, officials and scientists from D.C., Maryland and Virginia announced Friday that it is in the midst of a full and remarkable recovery. The news comes at a time when hundreds of bottle-nosed dolphins have been seen frolicking in the bay. The bay’s overall grade is a C, because some areas, such as the Patuxent, Patapsco and York rivers, are bouncing back from near-failure. The category of water clarity faltered, falling to an F from last year’s D. But the James River area and the lower stem of the bay closer to the Atlantic both earned grades of at least B-, their highest ever, and shored up the overall score. POLITICS The push toward immigration votes in the House is intensifying the divide among Republicans on one of the party’s most animating issues and fueling concerns that a voter backlash could cost the GOP control of the House in November. To many conservatives, the compromise immigration proposal released last week by House Speaker Paul Ryan, R-Wis., is little more than “amnesty.” One tea party group described the Republican plan as “the final betrayal.” Fox Business host Lou Dobbs, who is close to President Trump, tweeted Friday that Ryan is “trying to open our borders even more and give illegal immigrants the biggest amnesty in American history.” Passage of the bill could alienate conservatives and depress turnout at a time when enthusiasm among Democrats is high. Yet scuttling the bill could turn off independent voters, an especially important bloc for House Republicans competing in dozens of districts that Democrat Hillary Clinton won in the 2016 presidential election. “The GOP’s in a tough spot,” said Republican pollster Frank Luntz. “The hardcore Trump voter has a different point of view

Trump will reportedly meet with House Republicans to discuss the issue Tuesday — days after his comments during an impromptu Fox News interview on the White House driveway nearly derailed the planned House vote.

Trump said Friday in the interview that he wouldn’t sign what was described as the “moderate” immigration bill, even though the version written by House leadership is based on his own priorities. White House officials later said the president had misspoken and didn’t realize he was being asked about the compromise bill. Skittish conservative lawmakers have indicated they wouldn’t support the plan unless Trump were to give it a full embrace. Rep. Patrick McHenry, R-N.C., said, “House Republicans are not going to take on immigration without the support and endorsement of President Trump.”

NASA’s record-breaking astronaut, Peggy Whitson, retired Friday, less than a year after returning from her last and longest spaceflight, which spanned almost 10 months. She’s spent more time off the planet than any other American: 665 days over three space station missions. Only Russian men have spent more time in space. Whitson, 58, was the first woman to command the International Space Station, holding the position twice, and the oldest woman ever to fly in space. “As I reminisce on my many treasured memories,” she tweeted, “it’s safe to say my journey at NASA has been out of this world!” (AP)

McDonald’s said Friday it will start phasing out paper straws at all its locations in the United Kingdom and Ireland in September, and test an alternative to plastic ones in some U.S. restaurants later this year. Theranos CEO Holmes indicted on fraud charges Federal prosecutors indicted Elizabeth Holmes Friday on criminal fraud charges for allegedly defrauding investors, doctors and the public as the head of the blood-testing startup Theranos. Holmes and former Chief Operating Officer Ramesh Balwani are charged with two counts conspiracy to commit wire fraud and nine counts of wire fraud each. Holmes remains the company’s chairwoman, but is stepping down as CEO. (AP)

The Taliban later rejected an extension of the cease-fire. Najibullah Kamawal, director of the provincial health department, said another 60 people were wounded in the attack, which struck a crowd of

people as they left the governor’s compound. Saturday’s attack, which also took place in Jalalabad, killed at least 36 people and wounded 65, according to Kamawal. No one has claimed the attacks, but they appeared to be the work of the Islamic State, which is not included in the cease-fire and has clashed with the Taliban. FBI agent pulled from probe says he would testify POLITICS The FBI agent who was removed from the investigation into Russian interference in the 2016 election for sending anti-Trump texts intends to testify before the House Judiciary Committee and any other committee that asks, his attorney said in a letter made public Sunday. Peter Strzok, who was singled out in a recent Justice Department inspector general report for the politically charged messages, would be willing to testify without immunity, and he would not invoke his Fifth Amendment rights, his attorney, Aitan Goelman, said. Strzok has become a special target of President Trump, who has used the texts to question the Russia investigation. Goelman said Strzok “wants the chance to clear his name and tell his story.” If Strzok were to testify publicly, the hearing could be explosive, perhaps exposing new details about investigators’ thinking on some of the FBI’s most high-profile probes. Strzok had a leadership role on the probe of Hillary Clinton’s use of a private email server while she was secretary of state and the probe into whether the Trump campaign coordinated with Russia to influence the 2016 election. POLITICS In the run-up to the decision to pull out of the Paris climate agreement last May, President Trump wanted the opinion of Environmental Protection Agency Administrator Scott Pruitt. But when Trump’s personal secretary called the EPA, Pruitt wasn’t around. As it turned out, he was already at the White House, having just ordered the ice cream special in the Mess, where he often dined hoping for just such an opportunity to talk to the president. Once in the Oval Office, Pruitt reinforced Trump’s desire to leave the accord, arguing against other advisers so long that an aide had to bring a cup so his melting ice cream wouldn’t drip onto the presidential rug. Pruitt’s actions that May day are emblematic of how he has built his relationship with Trump — ingratiating himself personally, extolling the president’s abilities and strongly backing him on policy in meetings and in regular one-on-one conversations. That approach also helps explain how Pruitt has kept his job amid a bevy of transgressions that are similar to, or worse than, those that have cost other Cabinet officials their positions. On climate change, Pruitt shares Trump’s skepticism of mainstream science and has offered a reality-TV-style way to make their case: a televised show in which Pruitt would debate a climate scientist. In an effort to support Trump’s trade stance, he devised a plan to impose stricter fuel efficiency standards on vehicles made by foreign automakers, even though White House lawyers argued it was illegal. And he has suggested he could take a leading role in renegotiating the North American Free Trade Agreement, on

White House lawyer Rudy Giuliani suggested Sunday that President Trump might pardon his former campaign manager Paul Manafort if he is convicted — but only after special counsel Robert Mueller has completed his investigation. “When it’s over, hey, he’s the president of the United States, he retains his pardon power, nobody’s taking that away from him,” Giuliani said on CNN’s “State of the Union.” But Giuliani stressed that Trump would not issue any pardons related to the Mueller probe while it is still ongoing, so as not to give the appearance that he has anything to hide. “The president has not issued pardons in this investigation. The president is not going to issue pardons in this investigation, and my advice to him as long as I am his lawyer is not to do it, because you just cloud what is becoming now a very clear picture of an extremely unfair investigation with no criminality involved of any kind,” Giuliani said. Remember all those shows you’ve heard about but never watched, saving them for that proverbial “someday”? Well, avoid that sunburn and catch them this summer — curtains drawn, A/C cranked. Here are four suggestions for recent shows that people often say they’ve been meaning to watch. Plan wisely, but take it easy. Summer TV shouldn’t feel like mowing the lawn. This is an exciting, wryly executed espionage thriller — easily BBC America’s best original series since “Orphan Black.” Sandra Oh gives a cool-as-cucumber performance as Eve Polastri, an American-born analyst working in a British intelligence office who nurtures a pet theory that there’s a prolific assassin-for-hire on the loose in Europe. Eve’s hunches prove to be dangerously correct, as she’s drawn further into the world of Villanelle (Jodie Comer), a glamorous but psychopathic killer based in Paris who performs hits for a clandestine Russian cabal. Comer is unforgettably creepy and oddly hilarious as Villanelle, making the most of ingenious scripts by creator Phoebe Waller-Bridge.

When Stephen Colbert first described his collaboration on a Showtime animated series about the Trump White House, it seemed unlikely the show would be able to keep up with the zany news cycle and the steady stream of Trump jokes. “Our Cartoon President,” however, proves to be plenty nimble and often very funny, not so much for its take on the president (voiced by Jeff Bergman) but for the way it lampoons just about everyone else. The show quickly figured out the difference between vicious and vital satire, with especially good sendups of Cabinet members (many of whom are still serving!), the Fox News echo chamber and the MSNBC mortification machine.

Some viewers put this one off because watching it comes with a whiff of woke-culture duty, but that’s not what you’re smelling. FX’s “Atlanta” is about as chill as they come, and the things Donald Glover and company tell us about some of the biggies (race, class, suburban poverty, social intersections) are conveyed in an artful way that pairs nicely with summertime’s moods. Season 2 (dubbed “Robbin’ Season”) has some of Season 1’s experimental playfulness, but it’s more linear in form. It’s also where Brian Tyree Henry gives a beautifully doleful performance as Paper Boi, a local rapper beginning to feel the hollowness and burnout that come with a small taste of fame.

The subscription-TV model is indeed out of control, but don’t let an angry “I ain’t payin’ extra for CBS All Access” stance deprive you any longer from this impressively relevant and always engaging “Good Wife” spinoff. Following the further jurisprudence adventures of proud liberal-elite attorney Diane Lockhart (Christine Baranski), Season 1 dealt her the triple blow of financial ruin, divorce and the election of Donald Trump. The alt-right, the anarchist left, the #MeToo movement — “The Good Fight” is always a half-step ahead of everyone else. Without ever seeming hammy or overblown, the show has become a “West Wing”-style safe space for certain viewers.

Perhaps any comedian doing topical jokes on TV should start off by announcing, “I hereby apologize in advance for anyone who will be offended, even if they’re offended by jokes I did not tell.” Consider the case of Michelle Wolf. After her monologue at the White House Correspondents’ Association dinner, the stand-up comic was roundly criticized for criticizing White House press secretary Sarah Huckabee Sanders’ appearance, which, if you review the transcript, she did not do. Wolf just congratulated Sanders on her makeup: “She burns facts and then uses that ash to create a perfect smoky eye.” Undaunted by the blowback, the 32-year-old comic and “Daily Show” alumna has launched a weekly Netflix show, “The Break With Michelle Wolf,” with a half-hour episode each Sunday. Wolf brings a unique voice to the mix of TV humorists, partially because it is so

high-pitched that when she’s excited you can’t always make out her words. And it’s not an act. “Yes,” she says in the first episode, “this is my real voice.” Her comedic voice is unique, too. Sometimes that’s a good thing. Her parody ad for an Amazon Echo that demands “lunch meat” is crazy funny. But her remarks on the Miss America pageant’s decision to can the bathing suits led to a truly tasteless JonBenet Ramsey joke. Despite its cringe-worthy patches, the show has bursts of absolute brilliance. Wolf’s routine about how Bill Clinton has not personally apologized to Monica Lewinsky was a tour de force. Segueing into other apologies that need to be made, she says: “Bees, sorry, we didn’t know we needed you.” That segment serves as a reminder that Michelle Wolf is a dangerous comic. She says she “broke” the correspondents’ dinner. Maybe she’ll end up breaking TV, too.
