A Union Park, Fla., woman captured video Sunday of two strangers hopping out of their cars to help a small alligator cross the street, WKMG reported. “These women were both stopped at the light. ANIMALS Who knows what the black and white cat was thinking when it arrived on American University’s campus. Perhaps it was kicking around the idea of a political science major. Or considering a career in international affairs. Whatever the case, this cat — known as Wonk Cat, or the Wonk Cat — has settled in at American, in Northwest Washington. It has become a film star, and it is the subject of tweets from the university’s president. It has a special cat dorm room, set up near a campus building. For Stephanie DeStefano, American’s grounds operations manager, this tale of a tail began in the fall, when she noticed piles of cat food in planting beds on campus. Every day, more food would be there. Then DeStefano spoke with Erin Robinson of the Humane Rescue Alliance. Robinson told

DeStefano she had been getting calls about a friendly cat on campus. DeStefano started hanging out in the area, talking to the students. She then met Wonk Cat, whom the students had already adopted and named. Robinson came to American and visited with Wonk Cat, who was already sterilized and vaccinated. A short time later, a feeding station was placed on campus, as was a little cat shelter with blankets and insulation.

DeStefano said that on some days, students would “almost be lined up” to pet Wonk Cat, who has picked a prime location on campus to settle in. “College is a very stressful experience and kind of makes you feel alone,” said rising AU junior Alice Bershtein. “There’s something about animal companionship that is so soothing and reaffirming. ... The District of Columbia government has opened a meditation garden in Petworth. It is intended to be a place for quiet, reflection, meditation and cogitation. The park is at Kansas Avenue and Quincy Street NW. Mayor Muriel Bowser, D, cut the ribbon Sunday. In a press release, the city government said the Petworth Meditation Garden is the first of its kind in D.C. According to the city, the garden sprang from a community-driven process to create a space that was both usable and desirable. (TWP)

Bird placed its dockless scooters in Arlington over the weekend, Arl Now reported. The company, which also operates dockless scooters in the District, is the first to offer them in Arlington. Bird spokesman Nick Samonas told Arl Now that the scooters are available in Ballston, Clarendon, Crystal City, Pentagon City and some areas along Columbia Pike. As ridership grows, the company plans to bring more scooters to the area. (EXPRESS)

Baby flamingos thrive at the National Zoo Nine flamingo chicks have hatched recently at Washington’s National Zoo. They were born over the last few weeks, according to zoo officials, and they’re said to be thriving. Experts said the birds have formed a creche, which is what they would also do in the wild. Democratic nominees for Md. governor pitch ahead of primary today MARYLAND The two front-runners in the Maryland Democratic gubernatorial primary went home to their bases this weekend after spending much of the past week reaching out to undecided voters in areas of the state where they are less known. Prince George’s County Executive Rushern Baker crisscrossed his county trying to shore up votes before today’s primary, while his chief rival, former NAACP president Ben Jealous, did the same in the Baltimore area. Analysts say the race between

Supreme Court asked to stop removal of cross Supporters of a 40-foot-tall cross-shaped memorial in Prince George’s County asked the Supreme Court on Monday to prevent the monument from being moved or destroyed. The American Legion wants the high court to reverse an appeals court’s ruling that said the monument, on public land and maintained with taxpayer money, is unconstitutional because it “excessively entangles the government in religion.” The cross was built in 1925 to honor local men who died in World War I. Wildlife experts are warning those out in Maryland waters to be on the lookout for mitten crabs, fuzzy-looking creatures that are not native to the area. The Chinese mitten crab is most notably recognized by its furry claws. Officials said people who find them  should freeze them or put them in rubbing alcohol and turn them in to authorities. Metro ordered to fix trains FTA says 7000-series can be dangerous for visually impaired riders TRANSPORTATION Federal regulators are forcing Metro officials to take immediate action to retrofit the transit system’s fleet of 7000-series trains with new safety devices after a blind woman fell in the gap between two train cars and onto the tracks last month. In a letter Friday, the Federal Transit Administration mandated that Metro officials install

a second set of “between-car barriers” to hundreds of the new stainless steel railcars by Dec. 31, or risk having 25 percent of their federal funding withheld. FTA also said that Metro may not introduce any new trains into the system until they are outfitted with chain guards protecting the gap between rail cars. Metro must respond to FTA’s letter by this Friday, outlining a plan on how it intends to complete the required work on the entire fleet of 7000-series railcars by the new deadline. The design of the existing

between-car barriers has been identified by federal officials and people within the disabilities community as a safety hazard since January 2016. Then, in July 2016, a male passenger with visual impairments fell into the gap between train cars. In October 2016, Metro officials said they remained confident that the design was safe, but said they planned to install additional protections to the trains regardless by the end of 2017. A violation of Sanders’ rights? ANALYSIS Recent incidents have highlighted the confusion around the legality of refusing service. White House press secretary Sarah Huckabee Sanders was asked to leave a Virginia restaurant on Friday due to her support for what the owner called an “inhumane and unethical” administration. That incident is being discussed in conjunction with a trans woman being asked to leave Cuba Libre in Washington last week and the Masterpiece Cakeshop case, in which a Colorado gay couple were denied a wedding cake in 2012 due to the owner’s religious opposition to their marriage. But civil rights attorney Alexandra Brodsky said the only substantial similarity between those incidents is that “they underscore what an affront to a person’s dignity it is to be turned away.” “Restaurants and stores turning away queer and trans people is part of the systemic discrimination that these customers face in all facets of their life,” Brodsky said. “Sarah Sanders is one of the most powerful people in

Trump tweets ‘be careful’ to Rep. Maxine Waters

Marijuana-based drug is first-ever OK’d in U.S.

President Trump warned Rep. Maxine Waters on Monday to “be careful what you wish for,” after the California Democrat called for the continuing public harassment of Trump administration officials. “She has just called for harm to supporters, of which there are many,” Trump tweeted. “Be careful what you wish for Max!” He also called Waters “an extraordinarily low IQ person.” (TWP)

The Food and Drug Administration on Monday approved the first prescription drug derived from marijuana, a milestone that could spur more research into a drug that remains illegal under federal law. The medication, called Epidiolex, treats two rare forms of childhood epilepsy. The syrup is a purified form of a chemical ingredient found in the cannabis plant — but not the one that gets users high. (AP)

While political affiliation is a protected trait in the District, the same cannot be said for Lexington, Va., where Sanders visited the Red Hen. According to the ACLU, only the District, Seattle and the Virgin Islands specifically protect people from being refused service because of their political affiliation or ideology. David Cole, ACLU national legal director, told The Washington Post that he doesn’t support the Red Hen’s actions. “I think it’s

wrong, but under most jurisdictions’ laws, it has not been made illegal,” he said. Sepper, on the other hand, said Sanders was denied service based on her individual actions, not because she is registered as a Republican. Restaurants reserve the right to boot someone out for a trait that is not protected. “If your boss fires you and you open a business and only refuse to serve your former boss, that’s not a violation of discrimination law,” Sepper said. Washington is an especially interesting place to consider how politics can influence a dining experience, given the wide swath of politicians present; just look to last week’s protest of Homeland Security Secretary Kirstjen Nielsen’s policies at MXDC Cocina Mexicana for proof. Diane Gross, co-owner of Cork Wine Bar, said she has hosted prominent figures “of various political persuasions” and would never ask a customer to leave unless they were being disruptive. “I think the bottom line is that we’re in the hospitality industry, and we need to be hospitable,” Gross said. “That’s why we do this, to welcome people … and provide folks with the same level of service regardless of who they are.” SONIA RAO (THE WASHINGTON POST)

Tariffs prompt Harley to move work overseas BUSINESS Production of Harley-Davidson motorcycles sold in Europe will move from U.S. factories to facilities overseas, the Milwaukeebased company announced Monday, a consequence of the retaliatory tariffs the EU is imposing on American exports in an escalating trade war with the Trump administration. President Trump has used the iconic American motorcycle maker as an example of a U.S. business harmed by trade barriers in other countries, but Harley had warned that tariffs could negatively impact its sales. Trump tweeted Monday that he’s surprised Harley-Davidson was first “to wave the White Flag” in the tariff dispute between the U.S. and the European Union. “Taxes just a Harley excuse — be patient! #MAGA,” Trump added. The EU on Friday began rolling out tariffs on American imports including bourbon, peanut butter and orange juice. The tariffs on $3.4 billion worth of U.S. products are a response to duties the Trump administration is imposing on European steel and aluminum. Harley-Davidson said in a regulatory filing Monday that EU tariffs on its motorcycles exported from the U.S. jumped between 6 percent and 31 percent, adding about $2,200 per average motorcycle exported from the U.S. to the EU. The high court, without explaining its decision, said it won’t hear the case of Brendan Dassey, whose story was documented in Netflix’s “Making a Murderer.” Dassey was 16 when he confessed to Wisconsin authorities that he joined his uncle in raping and murdering photographer Teresa Halbach. Dassey’s attorneys say he was manipulated into accepting the police officers’ story of Halbach’s murder. Wisconsin courts ruled that Dassey’s confession was voluntary.

The Supreme Court justices sent back to a lower court a decision that Republicans in North Carolina had gerrymandered the state’s congressional districts to give their party an unfair advantage. North Carolina’s Republican-led legislature has implemented a map under which Republicans hold 10 of the 13 congressional seats. The lower court will now decide whether the plaintiffs had the proper legal standing to bring the case.

The Supreme Court ordered Washington state courts to take a new look at the case of a florist who refused to provide services for a same-sex wedding, in light of the justices’ recent ruling in a similar case involving a Colorado baker. The order means the Supreme Court is again, for now, passing on a key issue: whether business owners citing their faith can refuse to comply with anti-discrimination laws that protect the LGBT community.

The justices largely upheld Texas congressional and legislative maps that a lower court said discriminated against black and Hispanic voters. The lower court was wrong in how it considered the challenges, Justice Samuel Alito wrote in the 5-4 decision. The majority sided with the challengers over one legislative district. The decision comes months after Democrats celebrated an earlier ruling that invalidated parts of the maps and a revised voter ID law.

Erdogan to assume broad new powers TURKEY Recep Tayyip Erdogan, who has dominated Turkish politics for the past 15 years, is set to extend his rule and take on sweeping new powers after his victory in the country’s landmark presidential and parliamentary elections. Turkey’s High Electoral Board on Monday declared Erdogan, 64, the winner of Sunday’s dual votes, which usher in a new system in which the prime minister’s post is eliminated and executive powers are transferred to the president, who rules with only limited checks and balances. The Turkish leader is accused by critics of adopting increasingly authoritarian tactics but is loved by supporters for bringing prosperity and stability. According to unofficial results that have yet to be confirmed by the electoral board, Erdogan won 52.5 percent of the presidential vote.

Under the new presidential system, Erdogan himself will appoint ministers, vice presidents and high-level bureaucrats, issue decrees, prepare the budget and decide on security policies. His win could also deepen Turkey’s rift with its Western and NATO allies, who are already concerned by the country’s setbacks in democracy and human rights as well as Turkey’s closer ties with Russia. When it rains, it pours Immense rainfalls are causing more flash flooding — and experts say it’s getting worse

WEATHER Torrential rain events across the U.S. are becoming more frequent and more intense, leading to record rainfall, rare extreme flooding and perilous infrastructure failures. Experts say the immense rains — some spawned by tropical ocean waters, others by onceroutine thunderstorms — are the product of long-rising air temperatures and an increase in the sheer size of the storms. Because warmer air can hold more water, large storms are dropping far more rain at a faster clip. Such rains in recent weeks have deluged the Great Lakes region, the Deep South and the suburbs of major cities along the Atlantic coast. Philadelphia, Charlottesville, and Ocean City, Ellicott City and Frederick in Maryland all have experienced major flooding since mid-May. Several locations in Maryland had their wettest May on record, including Baltimore, which tallied more than 8 inches. “Things are definitely getting more extreme,” said Andreas Prein, an atmospheric scientist in Boulder, Colo. “You just have to look at the records. All areas of the continental U.S. have seen increases in peak rainfall rates in the past 50 years. … And there is a chance that we are underestimating the risk, actually.” On Friday, Richmond experienced its second-wettest day on record — 7.61 inches of rain, more than the city typically gets in the entire month of June, topping the previous record on Aug. 12, 1955, during Hurricane Connie. Americans are conserving water in their homes like never before, says a U.S. Geological Survey report released this month. In per capita terms, domestic water use has plummeted from 112 gallons per day in 1980 to just 82 gallons in 2015, a 27 percent decrease. For the purposes of the USGS data, domestic water use encompasses everything we do with water at home — from washing dishes to watering lawns. The report credits a number of federal policy interventions with reducing home water use. The Environmental Protection Agency estimates that 70 percent of our total home water consumption happens indoors, with the remainder going to outdoor uses. But these numbers vary considerably by region, with households in arid Western states devoting 50 percent or more of their annual water budget to maintaining lawns and landscaping. As a result, per capita domestic water use varies greatly at the state level, ranging from 35 gallons per day in Connecticut to 184 gallons per day in Idaho. While our average per capita home water use is declining, it remains much higher than in other wealthy nations, including the United Kingdom (37 gallons per day) and Germany (32 gallons). Fighting the stigma Athletes spread support and awareness about eating disorders among runners HEALTH Whenever Alexis Fairbanks lost a race, she would look at the girls who finished ahead of her and think: They were smaller, thinner, they had the ideal runner’s body type — of course they beat me. And each time this happened, Fairbanks went home convinced that to be successful in running, she needed to lose weight. She was willing to do anything to get there. But if anyone had asked Fairbanks in high school or college if she struggled with disordered eating, she would have denied it. Fairbanks was in the midst of a years-long journey with disordered eating from which the 26-year-old D.C. resident is still recovering. “Sport itself does not cause

eating disorders,” says Riley Nickols, director of the Victory Program at the McCallum Place eating disorder treatment center in St. Louis. “But certain aspects of a sport can heighten vulnerability and an individual’s risk.” Sharing her story helped Fairbanks move onto the road to recovery. Early last year, she co-founded the nonprofit Lane 9 Project with fellow runners Samantha Strong, 23, and Heather Caplan, a 31-year-old registered dietitian, to educate others and provide a community where people can find support. Fairbanks and her co-founders want to remove stigmas, debunk stereotypes and spread awareness about eating disorders. “I still have people tell me, ‘You’re a 20-year-old woman,

this is normal. You’re supposed to feel self-conscious about your body,’ ” says Strong, an ultramarathon runner. “With Lane 9, we tell people, ‘No, you don’t have to live with this. You can love and cherish and support your body … and do so in a healthy way.’ ” They aren’t alone in their efforts. Nickols, who works with athletes of all levels seeking help with eating disorders, has given talks at colleges about best practices for coaches when assisting struggling athletes. “I think anyone involved in athletics knows firsthand that eating disorders are active in the sport culture,” he says. “It cannot be ignored.”

New tools One new method to help address the lack of training and knowledge of eating disorders among coaches is a clinical assessment tool known as relative energy deficiency in sports. RED-S was developed in 2014 by the International Olympic Committee to help medical professionals determine if an athlete is in a state of low energy availability, which is defined as “a mismatch between the athlete’s energy intake [diet] and the energy expended in exercise.” K.S.

In 2007, researchers at the Norwegian School of Sport Sciences found that about 47 percent of elite female athletes in sports that “emphasized leanness” had clinically diagnosed eating disorders, compared with 21 percent of women who were not elite athletes. The pressure to look a certain way can lead to a distorted body image, which is common among endurance athletes who are clinically diagnosed with eating disorders or struggle with disordered eating, according to National Eating Disorders Association chief executive Claire Mysko. “A lot of these behaviors can be validated by the community itself,” Mysko says. “If you talk to elite athletes, there is obsessive thought around food and weight and intense training, and there’s very little questioning of that.” When U.S. track and field standout Lauren Fleshman first joined the professional ranks, she discovered that the world recordholder in her event was the same height. Fleshman was determined to be the same weight. It wasn’t until she “threw that number out the window” that Fleshman, 36, began to race well. “All you can do is find what works for you,” she says. Avoid the weight loss remarks It rolls easily off the tongue: “You look great. ... You’ve lost weight!” While some people welcome such observations, there are a number of reasons it’s better to take a different approach when you’re tempted to praise someone’s weight loss. CARRIE DENNETT (TWP)

They may be ill or experiencing a crisis. Weight loss isn’t always healthful and intentional. They may have an eating disorder, and you may be rewarding them for a behavior that hurts them. Body comments may be inappropriate, especially in the workplace. It’s a backhanded compliment. The implication of “You look great. ... Have you lost weight?” is that you didn’t look good before. What to say instead: Tell a friend how nice it is to see them. Compliment a co-worker or acquaintance on their style. Or, pair a “How are you?” with a “You look really happy” or “You seem super energetic today!”

TV REVIEW Dan Reynolds, the 30-year-old lead singer of the rock band Imagine Dragons, was raised in a Mormon household in Las Vegas. He spent two years as a Church of Jesus Christ of Latter-day Saints missionary. And he married singer-songwriter Aja Volkman in 2011, after she agreed to learn and accept LDS doctrines. “I felt fine about it,” Volkman says. “Except for the gay rights.” Two of her closest friends, a lesbian couple, took a pass on attending the wedding. That understandable snub seems to be the initial trigger for “Believer,” a moving but not entirely satisfying documentary that premiered Monday on HBO, in which Reynolds attempts to reconcile his own acceptance of LGBT people with his church’s consistent rejection of them. “Believer” is heartfelt and earnest in all the necessary moments (and beautifully shot), but it’s ultimately about a straight, white, married father of three who wants to have it all ways — to be seen worldwide as an empathetic rock star while remaining faithful to his church. Reynolds goes out on a note of faithful resistance. Eventually, he says, someone will answer. That’s one ending. The other ending: Reynolds and Volkman confirmed in April that they are getting divorced. It’s proof once more that a camera can be right there in the room and still miss a key part of the story.

Season 2 newcomer Mustafa Shakir brings a little Erik Killmonger style to his enjoyable role as Bushmaster, a Jamaicanraised man with special powers that give him the ability to stand toe to toe and go blow for blow with Luke. Just as Bushmaster begins to find his bad-guy groove, Alfre Woodard’s Black Mariah comes in and steals the show. Woodard’s transformation from reluctantly corrupt politician to queen of Harlem crime is Season 2’s breakaway performance. In the war for Harlem, you won’t see the final shot coming. Luke won’t see it coming, either, and it’ll force him to make decisions he didn’t think he’d ever ponder. Those decisions draw new lines in the sand, creating unexpected alliances and rivalries for a Season 3 that already has its work cut out for it if it’s going to top this one.

TELEVISION Brett Lovejoy spends about eight to 10 hours a week watching “Westworld.” Watching, in this instance, doesn’t simply refer to sitting in front of a television screen. The 27-year-old mostly spends that time reading through and contributing to online forums dedicated to dissecting every sequence of the show for hidden meaning. This isn’t unusual. A. Ron Hubbard, co-host of the podcast “Watching Westworld,” spends about 15 to 20 hours with the show each week. Craig Carter, who started “Westworld: The Podcast,” dedicates a weekly five to 10 hours. “Sometimes, the pleasure is seeing the theories and thinking about it,” Hubbard said. “The better an episode is, the more fun the actual viewing of it is. The more abstract it is, the more fun it is to talk about.” When “Westworld” debuted, it had a lot riding on it. HBO needed a show to capture the zeitgeist a la “Game of Thrones,” especially as that unprecedented fantasy began winding down. A twisty, sci-fi-Western mashup from the

imagination of Michael Crichton, and in the capable hands of coshowrunners Jonathan Nolan and Lisa Joy, seemed to be just the ticket. But Season 2, which wrapped up Sunday, saw lower ratings than the debut season. Rather than inspiring a wide breadth of fandom, “Westworld” has inspired a depth of it. What keeps the fans talking about “Westworld” all week is the mystery-box nature of the show. “Occasionally, I pop over to Reddit and Twitter and check in on people’s theories. In some ways, I consider it another realm of the show, another layer of the storytelling,” said Jeffrey Wright, who portrays the character Bernard. “People dive in with their imagination and ideas and, in some ways, have created another writer’s room.” The approach, though, may have a downside: The conversation can be more fun than actually watching the show. Hubbard, who calls the show “Sudoku for people with art degrees,” worries that future showrunners might see the community around “Westworld” and try to emulate it. “If this continues,” he said, “I’m worried we’re going to have bad art and filmmaking just to preserve the mystery box.” TRAVIS M.
