Connection through dance REGION The beat speaks through his feet. Nelson Spires twists his body, slides to the right and then to the left. He’s moving in unison with more than a dozen other dancers. It’s soul line dancing night at a community center in Jessup, Md. What exactly is soul line dancing? The simplest explanation is that it is line dancing to R&B and hip-hop songs. You know, those group dances — the electric slide, the cupid shuffle, the wobble — in which participants seem to magically know the choreography and do flash mob-style dance routines at picnics and weddings. But soul line dancing goes deeper. Many soul line devotees — nearly all of whom are AfricanAmerican — take classes, attend socials and even travel together in line-dancing groups. For many of them, the dancing brings a cultural connection that traces its roots to Africa and the Caribbean. Such synchronized movements were a staple of the Harlem Renaissance and

have recurred again and again through the decades at sock hops, disco soul lines and choreographed hip-hop dance routines. The trend has been growing in the D.C. metro area and across the country. Since 2010, the number of certified soul line dancing instructors has quadrupled in the region. Sharon Lynn Holmes, a local instructor who started a line-dance certification program that year, said only eight soul line teachers joined the ranks then. Today, there are 32 area

And the rule is, if you mess up, catch up.” And her fellow dancers have become family, she said. They eat together, learn together, and there’s even a local annual awards ceremony. She said the people she meets have two interests in common: dancing and fellowship. “It’s just wholesome,” Nicholson said. “People are dancing everywhere,” she said, smiling. VICTORIA ST. Fugitive civil rights leader arrested at Dulles

VIRGINIA A unanimous Supreme Court on Monday threw out the bribery conviction of former Virginia Gov. Bob McDonnell, in a ruling that could make it tougher to prosecute elected officials accused of corruption. Chief Justice John Roberts said McDonnell’s conduct in accepting more than $165,000 in gifts and loans from a wealthy businessman in exchange for promoting a dietary supplement may have been “distasteful” or even “tawdry,” but didn’t necessarily violate federal bribery laws. McDonnell, once a rising star in the Republican Party, was found guilty in 2014 and sentenced to two years in prison, but was allowed to remain free while the justices weighed his appeal. The case now returns to lower courts to decide whether prosecutors have enough evidence to try McDonnell again. At issue was a law that bars public officials from taking gifts in exchange for “official action.” McDonnell said he never took any official action to benefit Star Scientific Inc. CEO Jonnie Williams or pressured other state officials to do so. McDonnell claims he did nothing except set up meetings and make some calls for a constituent who asked for help. Prosecutors insisted that McDonnell accepted personal

But Roberts agreed with McDonnell that the instructions to his trial jury about what constitutes “official acts” were so broad as to include virtually any action a public official might take while in office. That could leave politicians across the country subject to the whims of prosecutors, he said. “Setting up a meeting, talking to another official, or organizing an event (or agreeing to do so) — without more — does not fit that definition of official act,” Roberts wrote. “There is no doubt that this case is distasteful; it may be worse than that,” he wr that, wrote. “But our concern

is not with tawdry tales of Ferraris, Rolexes and ball gowns” — a reference to some of the expensive gifts McDonnell received. “It is instead with the broader legal implications of the government’s boundless interpretation of the federal bribery statute.” In a statement, McDonnell thanked the justices and said he has not and would not “betray the sacred trust” of the people of Virginia. He said he hoped the matter will soon be over. McDonnell’s attorney Noel Francisco called the decision a “home run” and said it was unlikely a new trial would go forward. The Justice Department declined to comment.

McDonnell’s wife, Maureen, also was convicted of corruption and was sentenced to a year in prison. Her appeal has been on hold while the Supreme Court considered her husband’s case. Her attorney, William Burck, said Monday’s ruling “requires that her conviction immediately be tossed out as well.” In his opinion, Roberts noted that McDonnell had won the support of several influential former White House attorneys — both Democrats and Republicans — as well as dozens of state attorneys general. Md. prosecutor arrested in hotel nudity incident A Maryland county prosecutor has been charged with indecent exposure and disorderly conduct after police responded to a report of a nude man on an Ocean City hotel balcony. Worcester County State’s Attorney Beau Oglesby announced Monday that Edward Rollins III, his counterpart in Cecil County, was charged with two counts of indecent exposure and two counts of disorderly conduct. Police took Rollins into custody Wednesday. Indecent exposure carries up to three years in prison and a $1,000 fine. Disorderly conduct is punishable by up to 60 days in jail and a $500 fine. Third-grade teacher charged with sex abuse A onetime Montgomery County third-grade teacher turned himself in on sex abuse charges after police accused him of inappropriately touching two students in his classroom. Metro announces hundreds of layoffs Beleaguered agency will cut 500 jobs in bid to stabilize its finances

TRANSPORTATION Metro announced a major workforce reduction Monday, saying it will eliminate 500 jobs in the coming months that “are no longer deemed critical” to the beleaguered transit agency, which is struggling with declining ridership and revenue woes. General Manager Paul Wiedefeld, who fired 20 non-union Metro employees last month in what he called a management “restructuring,” said in a memo Monday that a far more sweeping staff reduction is necessary “in order to operate in a businesslike manner and achieve cost savings” in the next fiscal year, which begins Friday. While the May firings involved a relatively small number of employees in Metro’s 13,000-member workforce, the new round of job cuts will impact not only managers but also lower-level unionized workers, Wiedefeld said. “I have directed the elimination of a total of 500 positions over the next several months,” Wiedefeld said in his memo to all employees. He did not specify which jobs would be cut or how many of them are currently vacant. “Human Resources is currently revising outdated policies and processes that guide the

reduction of staff in positions that are no longer deemed critical to Metro’s business interests,” Wiedefeld said. “That review will conclude shortly, at which time redundant and other positions not deemed essential to Metro’s core business will be identified for elimination.” He said, “Once identified, those positions that are currently occupied by incumbents will be eliminated.” Wiedefeld, hired as Metro’s general manager and chief executive in late November, has vowed to streamline the organization, the vast majority of whose employees are members of three labor unions. The three labor unions are at the end of their contracts and the unions and transit officials

are currently negotiating new agreements. The money woes stem from Metro’s mismanagement of federal grant money and from a decline in operating revenue partly caused by a steady drop in subway ridership. As Wiedefeld endeavors to revitalize the agency, officials across the region, including members of Congress, have demanded that he do more to hold Metro managers accountable for the problems and fire those who fail to perform. Some of the 500 positions he plans to eliminate are filled by “at will” employees, who can be let go at the general manager’s discretion. The two most powerful women in the Democratic Party clasped hands and held them high overhead, offering a powerful visual and a preview of what could be a historic presidential ticket. It was the first time they took the stage together in the campaign. “Here’s what it boils down to:

Black and white Americans told pollsters that as the administration of President Barack Obama comes to an end, they remain split on the reality of race in everyday life and its fundamental issues. Win for abortion rights Supreme Court rules Texas’ clinic restrictions unconstitutionally limit access to abortions

SUPREME COURT The Supreme Court on Monday struck down Texas abortion restrictions that have been widely duplicated in other states, a resounding win for abortion rights advocates in the court’s most important consideration of the controversial issue in 25 years. Justice Anthony M. Kennedy joined the court’s liberals in the 5-to-3 decision, which said Texas’ arguments that the clinic restrictions were to protect women’s health were cover for making it harder to obtain an abortion. The challenged Texas provisions required doctors who perform abortions at clinics to have admitting privileges at a nearby hospital and said that clinics must meet hospital-like standards of surgical centers. Similar restrictions have been passed in other states, and officials say they protect patients. But the court’s majority sided with abortion providers and medical associations that said the rules are unnecessary and so expensive or hard to satisfy that they force clinics to close. Texas officials criticized the decision for what they described as judicial overreach that they said will endanger innocent lives. “The decision erodes states’ lawmaking authority to safeguard the health and safety of women and subjects more innocent life to being lost,” Texas Gov. Greg Abbott (R) said in a statement. “Texas’ goal is to protect innocent life, while ensuring the highest health and safety standards for women.” Kennedy, the court’s pivotal justice on abortion rights, assigned the opinion to Justice

SUPREME COURT The Supreme Court said Monday that people convicted of domestic abuse — including on a misdemeanor charge — can be stopped from owning a gun. In a 6-to-2 decision, the court said Congress had intended to keep firearms out of the hands of domestic abusers. The question for the court was whether the gun ban applies to those convicted under state law of misdemeanor domestic abuse and whether assault convictions for “reckless” conduct could trigger the prohibition. The Maine case was brought by two men, including Stephen Voisine. He had a conviction for a misdemeanor assault of a woman with whom he had a relationship, and U.S. prosecutors said that meant he should be banned from owning firearms. Voisine argued that Maine’s law did not require prosecutors to show that he intentionally used physical force, because the law also covered “reckless” behavior. That, he said, should not be enough to elicit the ban. The court rejected that argument, finding that “a person who assaults another recklessly uses force no less than one who carries out that same action knowingly or intentionally.” To accept the petitioners’ interpretation, the majority said, would risk striking down similar laws in 34 states and D.C. and letting “domestic abusers of all mental states” evade the firearms ban. A bunch of empty promises? Brexit ‘leave’ leaders may struggle to fulfill their campaign pledges

LONDON Politicians who wanted Britain to leave the European Union were not shy about making promises. They plastered their campaign bus with vows to “take back control” on immigration and boost funding for the beloved National Health Service. But with Britain facing months or years of negotiations to detach itself from the 28-nation bloc, victorious “leave” leaders will find their pledges of prosperity, sovereignty and more public spending hard to keep. They know it, and are already lowering expectations. Conservative “leave” supporter Iain Duncan Smith now says the campaign had not laid out promises but simply “a series of possibilities.” The “leave” campaign has yet to lay out what it thinks Britain’s future relationship with the EU should look like. Before Thursday’s referendum, however, the “leave” side’s tone was considerably less ambiguous: They wanted out, they wanted control of EU immigration and they wanted a lot of money back from the EU Many economists think there’s a conflict between the key promises of reducing EU immigration and producing a flourishing economy. They argue that Britain needs access to the EU’s tariff-free single market of 500 million people, and

won’t get it if it tries to restrict the free movement of EU labor. Leaving the EU would allow Britain to “take back control” by renouncing the free-movement principle. Another “leave” promise was that the move would shift 350 million pounds ($462 million) a week away from the EU and into British health care. MARKETS Investor jitters over the economic fallout of Britain’s vote to leave the European Union sent U.S. stocks sharply lower Monday. The latest slump followed another rough day for European markets and a further weakening of the euro and British pound, which last week plunged to its lowest level since 1985. Ratings agency Standard & Poor’s added to the market’s anxiety Monday by lowering the U.K.’s “AAA” credit rating to “AA.” The firm cited uncertainty over the U.K.’s vote to leave the EU. Materials companies led the slide on Wall Street. Shares in energy companies fell as the price of U.S. crude oil declined. “When you get major news like this that is unexpected, as the Brexit vote was, it often takes about five trading days to kind of work through the system,” said JJ Kinahan, chief strategist at TD Ameritrade. The Dow Jones industrial average lost 260.51 points, or 1.5 percent, to 17,140.24. The average had been down more than 337 points earlier in the day. The S&P 500 index slid 36.87 points, or 1.8 percent, to 2,000.54. The Nasdaq composite fell 113.54 points, or 2.4 percent, to 4,594.44. But the clearest signs of investors’ fears could be seen in the pound. Wizards cut head trainer WIZARDS The Wizards have dismissed head trainer Eric Waters, according to a league source, following a season in which ailments plagued the majority of the roster, most notably the starting backcourt of John Wall and Bradley Beal. The unannounced move came several weeks ago, the source indicated. Waters had one year remaining on his contract. Take two weighted plates, the ones you would add to a barbell, and hold them together in one hand, with your thumb on one side and your fingers on the other. If you aren’t strong enough for that yet, try just holding one plate for as long as you can.

BOOK REVIEW Guardian columnist Hadley Freeman’s ability to explore social guidelines from beloved ’80s movies is addicting in her book, “Life Moves Pretty Fast.” In it, the writer analyzes storylines and plot points from films that molded an entire generation, forcing those who grew up with these characters to take a deeper look at why they fell in love with them in the first place. Admitting that “Ferris Bueller’s Day Off” was her gateway drug into the world of ’80s movies, Freeman tackles the topics of first love, teenage angst, manly bonding, social classes and race using a variety of revered film examples, including “The Princess Bride,” ‘’Dirty Dancing,” ‘’Ghostbusters,” ‘’Back to the Future” and anything starring Eddie Murphy. There’s also an entire section dedicated to director John Hughes. If anyone defined a generation, it was this man and his muse, Molly Ringwald. “Pretty in Pink” and “The Breakfast Club” taught the misfits of the world that being different doesn’t mean you have to be a pushover. Freeman also discusses the probability of such films being produced today. “Life Moves Pretty Fast” is a delightful collection of humorous, witty and sometimes poignant life lessons. After getting BET’s Humanitarian Award, Jesse Williams takes on social injustice PERSONALITIES At Sunday’s BET Awards, megastar Beyonce performed on a bed of water, backlit by dancing flames, crying out for “Freedom” in a dazzling spectacle. But it was Jesse Williams, an actor on a long-running ABC drama, who stole the nearly four-hour show with an acceptance speech. “Yesterday would have been young Tamir Rice’s 14th birthday,” Williams said, referencing the 2014 fatal police shooting of a Cleveland boy who was holding a toy gun. “So, I don’t want to hear anymore about how far we’ve come when paid public servants can pull a drive-by on a 12-year-old playing alone in a

park in broad daylight, killing him on television and then going home to make a sandwich.” For Williams — known to many as Dr. Jackson Avery on medical drama “Grey’s Anatomy” — the impassioned remarks on police brutality and institutionalized racism may be heralded as a breakout moment. But the 34-year-old, who was accepting the Humanitarian Award, has been a consistent presence in the Black Lives Matter movement since its beginning. Williams doesn’t just share his sharp opinions on Twitter. He sits on the board of directors for the Advancement Project, a nonprofit founded by civil rights attorneys

that is dedicated to racial justice issues. In May, he appeared in “Stay Woke: The Black Lives Matter Movement,” a documentary he executive produced. And after the police shooting of an unarmed Michael Brown, Williams headed to Ferguson as protests intensified in October 2014. “He ran from the police when we got tear-gassed,” Johnetta Elzie, a prominent Black Lives Matter activist, told the Post. “He’s been there, and I can’t say that for many other celebrities who claim to be involved in the movement.” Earlier this year, Williams headed to Flint, Mich., where he was involved with a benefit concert for those affected by the water-contamination crisis there. Williams has a number of projects in the works that combine his

art with his activism, including producing and starring in a biopic on Harry Belafonte, the actor and civil rights activist to whom Williams has been compared. (Belafonte is also an Advancement Project board member). On Sunday, Williams used the BET stage, usually reserved for flashy performances, to honor those killed by police: Rice, Eric Garner, Sandra Bland, Darrien Hunt, Rekia Boyd. He said their names. He spoke directly to black women, promising that “we can and will do better for you.” “We’ve been floating this country on credit for centuries, yo. And we’re done watching, and waiting while this invention called whiteness uses and abuses us,” Williams said. “Burying black people out of sight and out of mind, while extracting our culture, our dollars, our entertainment like oil — black gold.” The cameras flashed to Williams’ parents — his father is black and his mother is white — as he thanked them for “teaching me to focus on comprehension over career.” After graduating from Temple University, Williams taught American, African and African-American history at Philadelphia public charter schools before becoming an actor and appearing in Lee Daniels’ “The Butler” and “The Sisterhood of the Traveling Pants 2.” It was “Grey’s Anatomy” that became his breakout role. The transition from teaching history to acting made sense to Williams, he has said. “I thought there are ways that we could tell stories that could have a lot of value in communities that are constantly being told that they’ve come from nothing,” he told Essence in 2015. “I learned that you can actually do a lot of good on camera, by really giving voice to characters and storylines.” But on Sunday night, Williams didn’t have to use a character or plot to cast a national spotlight on racism — just his own words.
