With 10 beds and a waiting list 21-people long, the Emily Program had planned to open a second in-patient facility for people with serious eating disorders later this month. Minnesota’s government shutdown has thrown those plans in doubt. The private, St. Paul-based treatment program was waiting on a July 18 inspection by the licensing division of the Department of Human Services. The division closed in the shutdown, and “without that last step in the licensing process, the program will be unable to open,” said Jillian Lampert, director of licensing for the Emily Program. One mother chose home birth because it was cheaper than going to a hospital. Another gave birth at home because she has multiple sclerosis and feared unnecessary medical intervention. And some choose home births after cesarean sections with their first babies. Whatever their motivation, all are among a striking trend: Home births increased 20 percent from 2004 to 2008, accounting for 28,357 of 4.2 million U.S. births, according to a study from the Centers for Disease Control and Prevention released in May. White women led the drive, with 1 in 98 having babies at home in 2008, compared to 1 in 357 black women and 1 in 500
IW\[jo H_iai The American College of Obstetricians and Gynecologists, which certifies ob-gyns, warns that home births can be unsafe, especially if the mother has high-risk conditions, if a birth attendant is inadequately trained and if there’s no nearby hospital in case of emergency. Some doctors also question whether a “feminist machoism” is at play in wanting to give birth at home. By some accounts, in 1900, 95 percent of U.S. births took place at home. That slipped to half by 1938 and less than 1 percent by 1955. (AP)

birth at home,” she said. Home birthers say they want to be free of drugs, fetal monitors, IVs and pressure to hurry their labor at the behest of doctors and hospitals. They prefer to labor in tubs of water or on hands and knees, walk around their living rooms or take comfort in their own beds, surrounded by loved ones as they listen to music or hypnosis recordings with the support of midwives and doulas. Some rely on husbands or other non-professionals for support. Dr. Joel Evans, the rare boardcertified ob-gyn who supports home birth, said the medical establishment has become resistant to change: “Women are now looking for alternatives where they can be treated as individuals, as opposed to being forced to comply with protocols, which however well meaning, have the impact of both medicalizing childbirth and increasing stress and anxiety around delivery,” said Evans. Britain’s voracious tabloids may have hit a new low: The News of the World was facing claims Tuesday that it hacked into a missing teen’s phone messages, possibly hampering a police inquiry into her abduction and murder. Britons are used to seeing their press harass royals and celebrities, but the hacking case involving Milly Dowler, 13, has horrified many, including British Prime Minister David Cameron, who called it “shocking.” Dowler’s abduction in 2002 transfixed Britain. As her parents were making appeals for information, a private investigator working for the tabloid allegedly hacked into her cell phone and deleted messages to make room for possible new ones.

Meanwhile, new allegations surfaced Tuesday when a lawyer for Colin Stagg said that police believed Stagg’s phone was hacked by the tabloid in 2000. Man Dies After Falling Into Potomac River Authorities say a man has died after he apparently slipped and hit his head while on a boat and fell into the Potomac River. The resignation will be effective July 31, the last day before the council’s August recess, said Shaw n M. Wright, Johnson’s defense lawyer. But that is not soon enough for Johnson’s council colleagues. After meeting behind closed
doors for 90 minutes Tuesday, the rest of the council called for Johnson, D-Mitchellville, to step down immediately and voted to strip her of her council staff and her countyissued car and cell phone. Johnson will, however, continue to collect her salary of $1,874 a week until her resignation takes effect.
“After careful thought and consideration, I tendered my resignation this morning as a member of the Prince George’s County Council for District 6,” Leslie Johnson said in a statement. “My resignation is important for the constituents of District 6 so that the district can be in the best possible position to

The ‘Teach Me How To Dougie’ rap group tries to move on after a band mate’s death Cki_Y Corey Fowler was driving when he heard the gunshots that killed friend and band mate Montae Talbert outside an Inglewood, Calif. liquor store. Members of Cali Swag District had just returned from a trip out of town and were set to meet up at a studio on the night of May 15. “As I went past his car, shots were fired,” says Fowler, who goes by Smoove in the hip-hop group. After viewing the scene — Talbert slumped over a steering wheel with two gunshots to the head — Fowler sped off. “I almost crashed.
I ran a red light,” he says. “I just panicked.” The man who taught the nation how to Dougie was dead. Twentytwo-year-old Talbert, who went by M-Bone, was the lead dancer and choreographer whose limber moves in the “Teach Me How To Dougie” video had been mimicked by everyone from Michelle Obama to Justin Bieber to model Kate Upton. That sudden stardom made them stand out in the poor, gang-ridden Inglewood neighborhood where they grew up. The three remaining members say they’ve stayed out of gangs and have even been waved away from parties by gang members who don’t want them to ruin their success. And while Cahron Childs, who goes by JayAre, blames the killing on “hatred,” Fowler doesn’t think Talbert was targeted because of fame. “It eats me up every day,” Fowler, 20,

A gentle breeze ripples Lake Michigan’s deep blue surface as a gull circles lazily overhead. The sun is bright, the temperature is a comfy 70 degrees, and the view of the water and the distant Manitou Islands is spectacular. The beach is wide and sandy — and almost deserted. Only a couple dozen people are in sight along a half-mile stretch of lakefront in the heart of Sleeping Bear Dunes National Lakeshore in Michigan’s northwestern Lower Peninsula. Tourist season is in high gear, yet beachgoers here in Glen Haven have no trouble staking out a spot all their own. Partly because of this splendid isolation just a short drive from a busy resort town, Florida International University professor Stephen Leatherman — nicknamed “Dr. Beach” — has awarded Sleeping Bear Dunes the top ranking in his initial survey of Great Lakes beaches. For the past 21 years, Leatherman has released widely followed listings of the nation’s top 10 beaches, based on extensive criteria that

Goat doesn’t lend itself easily to factory farming, so it’s not something that can be mass-produced, even though it’s popular elsewhere. Is that why it’s considered healthy? No factory farming?
Goat is often locally raised, which is a health benefit. But it also doesn’t have the muscle mass that some other animals have, which, in turn, makes it have less fat. It’s a skinny animal. It’s lower in fat than chicken and beef. Most goats are fed grass, which is what they’re meant to be eating, not corn, so there’s innate nutrition in the meat.

Stir over the heat until the onion begins to soften, about 3 minutes. *$ Pour in the broth; stir in the tomato paste, lemon juice, cinnamon, the remaining teaspoon salt, and the remaining teaspoon pepper. As the mixture begins to simmer, make sure you scrape up any browned bits in the pot. Then tuck the meatballs into the simmering sauce and pour any juices on their plate over everything. Mark and I like to call it the “cruise effect.” If you’ve been on a cruise to the Caribbean, you’ve tried goat. In the Caribbean, the goat they serve can be really gamey to stand up to the spicy flavors. But the goat meat you get here is so mild. It’s not even as strongly flavored as lamb, and
I think people don’t expect that. They’re shocked. What about the people who haven’t tried it?
Well, sometimes they just think it’s going to be strong or they don’t know what to expect. But whenever we serve goat, people are surprised at how mild and sweet it is.

I always say it’s a cross between dark meat, turkey and pork. It has a distinct flavor. It’s not tasteless, and certainly not a boneless, skinless chicken breast. But it doesn’t have that overpowering barnyard flavor that goat milk can have, either. So those who don’t like goat milk could actually like the meat?
Yes, surprisingly, it’s a completely different animal. Dairy goats are not meat goats. If you’ve had goat meat and didn’t like it, it’s possi-
ble you were fed a dairy goat. You wouldn’t want to eat an old dairy cow. It wouldn’t be a good steak. It would be stringy and tough, and it’s the same for goat. Do you have tips for cooking goat?
You have to think low and slow. It’s best when braised or roasted at very low temperatures. Yesterday, I put a whole goat on the grill at 275 degrees and it was on there for six hours. There are so many ways to prepare it. I love to take the leg and roast it slowly for seven hours so it’s falling off the bone.

Deputies were met by numerous paparazzi who pointed out James Rainford standing on the beach, looking into Hilton’s Malibu, Calif., home.
