A Florida man is the newest member of an elite aviation club: the United Flying Octogenarians. According to a Panama City News Herald report, only about 1,500 pilots nationwide have registered as flying after the age of 80. On Saturday, Dick McSpadden joined the club with a birthday flight over Sand Hills in his 1950 Navion Super B plane. McSpadden said he was in denial about his eligibility status, adding that he doesn’t feel 80. (AP)
The owners of a dinner cruise ship in Virginia are being sued for $375,000 by a man who says the ship’s no-skid flooring worked too well. The lawsuit accuses the Spirit of Norfolk of inappropriately using no-skid flooring in an area where cruisers play the game cornhole. Plaintiff Jeffrey Makuch says he fell while playing the game. He says the no-skid floor made it impossible for him to properly shift his weight while throwing a beanbag. (AP)

An ‘indescribable’ reunion VIRGINIA Frank Shatz could not believe it was Erika Fabian walking toward him in the Virginia airport. He bounded toward the woman he still saw as the 13-year-old girl he’d rescued from a Cold War prison so many years ago and gripped her in his arms as though afraid she’d disappear. The two embraced and kissed each other on the cheeks in the middle of the hallway. It didn’t matter that Fabian is 78 and Shatz is 92. It didn’t matter that the two hadn’t laid eyes on each other in 65 years. Shatz knew his cousin’s daughter — and she him — instantly. “When she came through the door, I still saw her as a 13-yearold girl — and I still do somehow; it just doesn’t sink in that so many years passed,� Shatz said in a joint interview with Fabian last month. “She looks exactly like I remember her.� Both survivors of the Holocaust, Shatz and Fabian met in 1953, when Shatz helped extricate Fabian and her sister from

prison in Bratislava, Slovakia. The sisters had been jailed for trying to escape from communist Hungary to Austria. Years later, Shatz and Fabian separately immigrated to the United States, where they lost touch. In the intervening decades, both forged new lives in America — Shatz became a columnist for the Virginia Gazette, and Fabian pursued professional photography and a prolific writing career, publishing articles, travel guides and books.

Fabian never stopped trying to find him, though. So when an online search yielded a Holocaust survivor named “Frank Shatz,� she decided to reach out. Her email led to a flurry of emails, which led to long phone conversations, which led to Fabian’s flight last month from her home in California to Williamsburg to visit Shatz. The two spent four full days together. The two are delighted to find family; to find someone else who suffered through the Holocaust, someone who understands. “All of a sudden, after 60 some years, I find Frank, who was so important in my life at such an early age,� Fabian said. “I don’t have relatives left. I am the last member of my family. ... It’s indescribable.� Now the only worry is that the two might not have time to say all the words they want to say. “Now we just start running out of time to tell each other . . .� Shatz said as his thick voice trailed off. Seated next to him, Fabian interceded. The two would stay in touch, she promised. And there was “a chance� she could return soon. Shatz is already planning her next visit, she said.
A few hours after Sean Doolittle was named to this year’s National League all-star team, the Nationals’ closer shared the news with a rock band near and dear to his heart. “Hey @smashmouth guess what,� Doolittle tweeted Sunday. The band replied, “What’s up sir?� and Doolittle responded, “I’m an all star.� Doolittle will get his game on and go play in this year’s Midsummer Classic at Nationals Park next Tuesday. (TWP)

An airing of grievances THE DISTRICT Just after arriving in D.C. to work for President Trump, Kellyanne Conway found herself in a supermarket, where a man rushing by with his shopping cart sneered, “You ought to be ashamed of yourself! Go look in the mirror!” “Mirrors are in aisle 9 — I’ll go get one now,” Conway recalled replying. “What am I gonna do? Fall apart in the canned vegetable aisle?” For any new presidential team, the challenges of adapting to D.C. include navigating a capital with its own unceasing rhythms. Yet for employees of Trump — the most singularly combative president of the modern era, a man who exists in his own tweetdriven ecosystem — the challenges are magnified exponentially, particularly in a city where he won only 4 percent of the vote. For as long as the White House has existed, its star occupants have inspired a voluble mix of demonstrations, insults and satire. On occasion, protesters have besieged the homes of presidential underlings, such as Karl Rove, George W. Bush’s political strategist, who once looked out his living room window to find several hundred protesters on his lawn. Yet what distinguishes the Trump era’s turbulence is the number of his deputies — many of them largely anonymous before his inauguration — who have become the focus of public fury. “Better be better!” a stranger shouted at Stephen Miller, a senior Trump adviser and the architect of his zero-tolerance immigration policy, as he walked through Dupont Circle a few months ago. But his advisers have also found themselves subjected to a string of embarrassing public spankings. When she arrived in D.C., Conway said she expected people “would help transition into the next administration. I wasn’t expecting people to try to undo the election and drive us out of town.” More recently, Trump appointees have starred in a flurry of in-your-face encounters that ricochet across social media.

THE DISTRICT At least three D.C. Council members said Monday they will lead an effort to repeal a ballot initiative approved by voters last month that raises the minimum wage for servers, bartenders and others who earn gratuities. D.C. Council Chairman Phil Mendelson and members Jack Evans and Brandon T. Todd said they intend to file a bill today to overturn Initiative 77, which voters approved in June by a margin of 56 to 44 percent. The ballot initiative phases out the “tipped wage” that allows D.C. employers to pay workers as little as $3.89 an hour and count tips toward the standard minimum wage of $13.25 an hour. Under the initiative, employers are required to gradually increase the hourly wages for tipped workers until they reach what will be the uniform minimum of $15 an hour by 2025. Advocates behind Initiative 77 attacked any effort at repeal as unfair. “It would be deeply undemocratic for Council to overturn the will of the people,” said Diana Ramirez, a spokeswoman for One Fair Wage DC. “D.C. voters don’t like it when Republicans in Congress do it, and we trust Council will not stoop to that level. In our pre-election poll, over 80 percent of D.C. voters said they would be concerned if Council overturned their vote. The people are watching. The National Transportation Safety Board said it has recovered the body of the pilot of a small helicopter that crashed into a Williamsburg, Va., condominium Sunday, raising the death toll from the crash to two. NTSB Air Safety Investigator Doug Brazy said Monday that the pilot’s body had been found, but they were still working to identify the person who was flying the Robinson R44, registered to an Alexandria address. Brazy said the pilot was the only person on board Sunday afternoon. Virginia State Police said 91-year-old Jean Lonchak Danylko was also killed. She lived in one of the units in the condominium that was hit. (AP)
Maryland Gov. Larry Hogan has signed a contract with the federal government to enact the state’s unique all-payer health care model. Hogan signed the five-year contract Monday with the federal Centers for Medicare and Medicaid Services. Overall, the model aims to provide incentives in the state’s health care system to emphasize the quality of care over the quantity of care and focus on value rather than volume. Maryland health secretary Robert Neall said if successful, the plan could be replicated around the country to address financial strain on Medicare. It’s expected to save $300 million a year by 2023. Virginia Republicans are asking the U.S. Supreme Court to overturn a recent court ruling that 11 districts were unconstitutionally gerrymandered and need to be redrawn. House Speaker Kirk Cox filed a notice of appeal Friday. A three-judge panel ruled 2-1 last month in a lawsuit that accused lawmakers of illegally packing black voters into certain districts to make surrounding districts whiter and more Republican. The judges ordered lawmakers to redraw the state map by Oct. 30. But lawyers for Republicans also asked Friday for the deadline to be put off until the Supreme Court weighs in. (AP)

Elrich squeaks by with nomination Just 80 votes decide Democratic bid to lead Montgomery County MONTGOMERY COUNTY Longtime Montgomery County Council member Marc Elrich was declared the winner of the Democratic primary for county executive Sunday, besting opponent David Blair in a tight race that came down to absentee and provisional ballots. Just 80 votes separated the two candidates, with 37,529 votes for Elrich and 37,449 for Blair, according to election results posted to the county’s website late Sunday night. Elrich, a progressive who has served on the county council for 12 years, and Blair, a Potomac businessman and political newcomer, had been locked in a close race since the June 26 primary, separated by just a few hundred votes, with Elrich’s lead steadily dropping with each new round of ballots counted. But after several thousand provisional and absentee ballots were reviewed last week — and a review of the final 970 provisional ballots Sunday — Elrich emerged the victor. A 5-month-old infant who survived more than nine hours buried under a pile of sticks and debris in the woods of western Montana suffered only minor injuries despite wearing a wet and soiled onesie in 46-degree weather, authorities said Monday. The baby boy is otherwise in good condition. Local authorities were called 8 p.m. Saturday about a man threatening people in the Lolo National Forest. The man indicated that a baby was buried somewhere in the woods. After a six-hour search, officials found the baby at 2:30 a.m. Sunday. NATIONAL SECURITY For Defense Secretary Jim Mattis, this week’s NATO summit presents a central test: how to preserve a U.S.-European alliance that he sees as crucial to America’s security while not crossing a boss who doesn’t share that view. The summit, which will bring Mattis and President Trump together with the traditional allies of the United States, illustrates the tightrope the former general has walked since arriving at the Pentagon. The two have differed on torture, the war in Syria and the value of America’s alliances as it confronts an increasingly aggressive Russia and other threats. Mattis has compensated by keeping a low profile, downplaying differences with Trump and quietly urging the Europeans to judge the administration by its actions and not the president’s tweets. But in recent months, Mattis’ task has grown more arduous. Relations with Europe are at their lowest ebb in decades. Last month, Trump harshly criticized the allies at the Group of Seven economic summit in Canada. Recently, Trump suggested to aides that he might cut U.S. force levels in Europe if the allies do not boost spending. “They

Paraguay has become the first country in the Americas to eliminate malaria in 50 years, the World Health Organization announced last week. Health officials said Paraguay’s ability to quickly identify and investigate cases is why it was able to conquer the mosquito-borne disease, The New York Times reported. However, malaria cases increased by 5 million worldwide from 2015 to 2016, and nine nations in the Americas reported at least a 20 percent increase over that span, according to The Times. U.S. officials threatened negative trade consequences for Ecuador if the country introduced a resolution to the World Health Assembly to encourage breastfeeding, according to a person familiar with the negotiations, adding that there had been significant lobbying of U.S. representatives by the infant-formula industry. The U.S. sought to remove language that urged governments to protect, promote and support breastfeeding, along with language calling on policymakers to limit the promotion of food products, such as infant formula, that can be harmful to young children. The U.S. effort was unsuccessful and most of the original wording remained. “It certainly is blatant and aggressive, and an attack on breastfeeding supports,” said Elisabeth Sterken, national director of INFACT Canada. President Trump said Monday that the U.S. does not oppose breastfeeding, apparently arguing that the Ecuador resolution would have reduced access to breast milk substitutes. “We don’t believe women should be denied access to formula,” he tweeted. “Within a year or two, it’s going to be really hard for a person to distinguish between a real video and a fake video,” said Andrew Grotto, an international security fellow at the Center for International Security and Cooperation at Stanford University. “This technology, I think, will be irresistible for nation states to use in disinformation campaigns to manipulate public opinion, deceive populations and undermine confidence in our institutions,” Grotto said. Michael McFaul, who was the American ambassador to Russia between 2012 and 2014, said Russia has engaged in disinformation videos against various political actors for years and that he had been a target. He has said that Russian state propaganda inserted his face into photographs and “spliced my speeches to make me say things I never uttered and even accused me of pedophilia.”
KABUL, AFGHANISTAN U.S. Secretary of State Mike Pompeo used an unannounced trip to Afghanistan on Monday to step up the Trump administration’s calls for peace talks between the Afghan government and the Taliban. Flying into Kabul after visiting Vietnam, Pompeo made the appeal in meetings with Afghan President Ashraf Ghani and Chief Executive Abdullah Abdullah. “The United States will support, facilitate and participate in these discussions,” Pompeo later told journalists, stressing that any talks would be “Afghan-led and Afghan-owned.” He added: “The region and the world are all tired of what are taking place here in the same way that the Afghan people are no longer interested in seeing war.” However, it remains unclear how the Taliban will take such an offer after nearly 17 years of war. Ghani had extended a recent holiday cease-fire in hopes of encouraging the militants to come to the bargaining table, but the Taliban rejected the offer and resumed attacks. The Taliban have seized control of several districts across the country and launch near-daily attacks. TECHNOLOGY New technology on the internet lets anyone make videos of real people appearing to say things they’ve never said. Republicans and Democrats predict this hightech way of putting words in someone’s mouth will become the latest weapon in disinformation wars against the United States and other Western democracies. We’re not talking about lipsyncing videos. This technology uses facial mapping and artificial intelligence to produce videos that appear so genuine it’s hard to spot the phonies. Lawmakers and intelligence officials worry that the bogus videos — called deepfakes — could be used to threaten national security or interfere in elections. So far, that hasn’t happened, but experts say it’s not a question of if, but when. “I expect that here in the United States we will start to see this content in the upcoming midterms and national election two years from now,” said Hany Farid, a digital forensics expert at Dartmouth College. “The technology, of course, knows no borders, so I expect the impact to ripple around the globe.” When an average person can create a realistic fake video of the president saying anything they want, Farid said, “we have entered a new world where it is going to be difficult to know how to believe what we see.” The reverse is a concern, too. People may dismiss as fake genuine footage — say, of a real atrocity — to score political points. Realizing the implications of the technology, the U.S. Defense Advanced Research Projects Agency is already two years into a four-year program to develop technologies that can detect fake images and videos. takes extensive analysis to identify phony videos. It’s unclear if new ways to authenticate images or detect fakes will keep pace with deepfake technology. So far, deepfakes have mostly been used to smear celebrities or as gags, but it’s easy to foresee a nation state using them for nefarious activities against the U.S., said Sen. Marco Rubio, RFla., one of several members of the Senate intelligence committee who are expressing concern about deepfakes. A foreign intelligence agency could use the technology to produce a fake video of an American politician using a racial epithet or taking a bribe, Rubio says. Imagine a fake video of a U.S. leader — or an official from North Korea or Iran — warning the U.S. of an impending disaster. “It’s a weapon that could be used — timed appropriately and placed appropriately — in the same way fake news is used,

They are made by feeding a computer an algorithm, or set of instructions, as well as lots of images and audio of a certain person. The computer program learns how to mimic the person’s facial expressions, mannerisms, voice and inflections. The democratic game Surprising semifinalists display a level of World Cup parity we’ve never seen before RUSSIA When players and coaches are asked to explain the nearly inexplicable outcomes in this World Cup, the common response comes with a shrug and, in various languages, an unsatisfying response: “That’s football.” More like, that’s not normal. Germany, Brazil, Spain, Argentina and Portugal have all been eliminated. That’s the reigning World Cup winner, the all-time trophy holder, a global titan, a five-time finalist and the defending European champ. Anyone claiming to have predicted the semifinalists — France, Belgium, England and Croatia — is lying. Separately, each had plausible hope of making it this far, but the thought of all four advancing was far-fetched. The last time the final four did not include at least one from the power group of Brazil, Argentina, Germany and Italy was, well, never. Since 1970, two or more from that quartet had appeared in the semifinals every time except 1998 and 2010.
This year, France is the most decorated of late, having won the 1998 title at home and finishing second eight years later. Belgium last made it this far in 1986, England in 1990 and Croatia in 1998. All three lost right away. “The big teams are home,” Croatia coach Zlatko Dalic said. “The teams who are hard-working, compact, united and well organized, they are here in Russia.” It has taken more than intangibles, however, to reach the semifinals; it has taken talent. With the best players from smaller countries playing in major European leagues, it becomes easier to understand some of the reasons for this summer’s shake-up. The size of Belgium and Croatia — in land mass and population — belies the wealth of sublime skill churned out by youth academies and national team programs. Although the countries combine to house just 15.5 million citizens — about the same as Istanbul’s metro area — all but three of their 46 World Cup players

Plastic straws can be bad for your body
The health numbers that count
Just a few years ago, you automatically received a straw with any cold takeout drink and probably didn’t think twice about it. No longer. Seattle is the latest city to join at least a dozen others across the U.S. in banning plastic straws. McDonald’s in the U.K. and KFC in Singapore have also served their final straws. And Starbucks announced Monday that it will phase out plastic straws from all of its stores by 2020. Governments and companies are taking this action because of the staggering volume of waste generated by something most people don’t need: An estimated 7.5 percent of plastic in the environment comes from straws and stirrers, one analysis found. If that’s not persuasive enough, here are five lesser-known health-related reasons to ditch straws. CHRISTY BRISSETTE (FOR THE WASHINGTON POST)
2 Cavities
Drinking sugary or acidic beverages through a straw can increase the likelihood of cavities. Straws send a concentrated stream of liquid toward a small area of the teeth, which can erode enamel and cause tooth decay. On the other hand, straws can also be used to lower the risk of cavities if they’re positioned behind the teeth, at the back

of the throat, although this approach isn’t realistic or comfortable for most people.

1 Gas and bloating
Sipping from a straw introduces air into the digestive tract. This can cause uncomfortable digestive symptoms, such as gas and bloating. Many people have experienced significant improvements by ditching straws, as well as cutting back on two other habits that introduce air into the digestive tract: drinking carbonated beverages and chewing gum.
Health often seems like a numbers game. What’s your blood-sugar level? How many calories are you eating? But sometimes we obsess over numbers that don’t matter very much. Here are some that dieticians do consider important.
3 Chemicals
Most single-use plastic straws are made from polypropylene, a type of plastic commonly made from petroleum. Polypropylene is thought to be food-safe in amounts approved by the Food and Drug Administration. But there is evidence that chemicals from polypropylene can leach into liquids and may release compounds that could affect estrogen levels, especially when exposed to heat, acidic beverages or UV light. More established is the fact that degraded plastics found in the ocean are ingested by marine wildlife, making their way up the food chain and perhaps winding up at the dinner table. So not only can plastics harm animals in the
environment, but bits of them, and the toxic chemicals within, may hurt us all. 4 Wrinkles
Regular use of straws can also lead to the same wrinkles that smokers get around their mouths. These “pucker lines” could persuade some to stop using straws. 5 Excess sugar and alcohol

sugar intake. The thought is that straws cause you to gulp down a greater volume of liquid more quickly than drinking from a glass or cup. Plus, people aren’t very accurate about estimating how much liquid they’re taking in, especially if they’re distracted by a movie or smartphone screen. The idea that drinking alcohol through a straw leads to faster intoxication is another theory that’s been repeated often. But, much like the excess-sugar theory, it’s popular but unproven.

That means filling half your plate with vegetables and some fruit, one quarter with proteinrich foods, and the final quarter with whole grains. 25 to 35 grams: That’s how much fiber a day we need for optimal health. 7 to 8 hours: Are you getting that much sleep every night? Poor sleep over the long term has been linked to an increased risk of obesity, Type 2 diabetes and heart disease. 150 minutes: That’s the recommendation for how much physical activity (equivalent to 2½ hours) you should get each week. This level of activity helps combat heart disease, stroke, Type 2 diabetes, obesity, dementia and cancer.

The long, one-way road to the in-laws Q. My husband insists that every summer we make the eighthour trek to see his parents. They have never visited us, despite being able-bodied and financially stable. They do not make much effort the rest of the year in communication either. I feel they need to put more into the relationship than just hosting us every year, as I get resentful every time we make this drive. ADVICE PLEASE! But “just hosting” is effort in its own right. And being ablebodied and financially stable doesn’t automatically make traveling easy. As for the communication: Everyone has their own limitations, and if those limitations aren’t working within your relationship, then you’ve got to speak up. In this case, it is family, and they are older, and they raised your husband (who, by the way, wants to make the trek — and that matters too), so the “It’s part of the deal” factor is even bigger. Is 16 yearly hours of podcasts and gas station snacks so high a price?

TIRED OF IT In this era of flaking, ghosting and “I’m too busy to RSVP to your shindig, let alone socialize in person,” I do think a lack of social effort and reciprocity is a growing problem. But there have always been initiators and non-initiators in life — and a thousand gradations in between — and some people in your shoes have decided that if they have to be the one to make plans, so be it, because the people are worth it. If this is not the case for you, then you at least need to let your friends know clearly that the imbalance isn’t working for you, giving them time to make changes. It’s OK to let them know that it’s too much, and just like they appreciate your effort, you’d appreciate theirs as well. Seinfeld’s ‘Comedians in Cars Getting Coffee’ falls victim to formula TV REVIEW What is it about Jerry Seinfeld’s “Comedians in Cars Getting Coffee” that has turned watching the series into just one more streaming-entertainment chore? Let Seinfeld himself answer, in one of the 12 new episodes of his casual interview series, which returned for a mostly uninspired new season last week on Netflix: “How is it that we can’t get enough of any two idiots talking?” Seinfeld asks comedian

Why? Alec Baldwin is the only guest in the new season who seems ready and able to connect with Seinfeld on any subject, at any level, with real sincerity and appreciation for the time spent. He knows the drill, which Seinfeld and many of his passengers seem to have forgotten: It’s not enough to just get two famous people together and attempt to hang. In the glut of shows and podcasts in which celebrities rub shoulders and riff away, it takes work to engage another person, famous or not. In her first Netflix hour, released last month, Australian Hannah Gadsby delivers both sharp setups and punchlines and a searing indictment of comedy itself, arguing that the genre cannot grapple with trauma. The first half of “Nanette”
falls more within the boundaries of a traditional special, with jokes about penicillin, identity and growing up “a little bit lesbian” in conservative Tasmania. But midway through, Gadsby starts dissecting how comedy works to explain why she needs to quit stand-up altogether. You’ll laugh, but you also may cry.
