On Debt Limit, Voter Clamor Rises Americans speak up as deadline to avoid default approaches

CkhZeY^i KdZ[h <_h[ Rupert Murdoch and his son James Murdoch will face questioning from Parliament on Tuesday on the unfurling phone hacking scandal at a News International tabloid newspaper.

M[ZZ_d] 8[bbi _d D$O$ New York will allow same-sex marriages starting Sunday, just weeks after the state legislature voted to legalize the unions and Gov. Andrew Cuomo signed the bill into law.

A GOP “cut, cap and balance” plan set for a House vote Tuesday would condition a $2.4 trillion increase in the debt limit on a $100 billion-plus cut from next year’s budget and the adoption of a constitutional amendment to require a balanced budget. But the plan is a dead letter with President Obama and in the Democratic-controlled Senate, as is a separate effort by Senate Republicans to adopt a balanced budget amendment. Amending the Constitution requires a 2/3rds vote of both houses. (AP)

For Rep. Tim Scott, the debt ceiling is not only the top issue voters in his South Carolina district want to talk about these days — it seems to be the only issue. The freshman Republican’s office has been logging dozens of calls and emails daily about the debt ceiling. It’s the No. 1 topic of discussion at town hall-style meetings with voters. “Tons of phone calls, lots of emails, and the closer we get to Aug. 2, the more we’re hearing,” Scott said. With the deadline looming to raise the $14.3 trillion debt ceiling, voters are tuning in, worried by the prospect of a financial meltdown if the nation defaults and concerned that elected officials in Washington are playing politics with an issue that could have far-reaching consequences. If the United States falls into default, the result could be higher interest rates on mortgages, car loans and credit cards, and a stop to Social Security checks. In its simplest form, the debt ceiling fight crystallizes party orthodoxy: Republicans staking out a hard line against raising taxes and Democrats standing firm against deep cuts to

House Speaker John Boehner of Ohio, right, and House Majority Leader Eric Cantor, of Virginia, left, have refused to endorse a debt-limit plan that would lead to higher taxes.

7d ?dZ[f[dZ[dj Fh_p[ The debt-ceiling debate may be helping President Obama with a vital group: independent voters. He has positioned himself as willing to make political sacrifices to reach a bipartisan accord and avoid default. He says trims are needed to Social Security and Medicare, programs dear to liberal Democrats, and says a deal must include tax increases, but only on the wealthiest Americans. The reactions from GOP and Democratic leaders are boosting his image as a comparative centrist. (AP)

government services. President Obama supports a blend of spending cuts and tax increases, a position that has the backing of 69 percent of Americans, according to a recent Gallup poll. Some lawmakers say they are hearing the most from their parties’ base, those who urge their representatives not to yield. “Don’t bend, stay the course, stand firm,” Rep. Tom Price said in summing up the feedback from constituents in his heavily Republican district north of Atlanta. Still, Scott said a majority of calls and emails say the ceiling should be raised if necessary. “But they tell me, ‘You better get something important to justify doing it,’” he said. (AP)

Casey Anthony, center, is accompanied by her attorney as she leaves jail on Sunday.

Anthony Walks Into the Unknown Fla. woman cleared in her child’s death is set free from jail EhbWdZe" <bW$ This is what freedom looks like for Casey Anthony: $537.68 from her jail account, no job, estranged parents, a criminal record, lawsuits pending against her and the scorn of multitudes who think she got away with murder. She quickly gave reporters the slip after walking out of jail Sunday, but whatever life she manages to build for herself will be lived under a media microscope and the shadow of countless threats. Experts who have helped other notorious defendants through rough times say she will have opportunities as well, but it won’t be easy for the 25-year-old, who was found not guilty of killing her 2-year-old daughter, Caylee, but convicted of

lying to investigators. With her hair in a bun, Casey Anthony walked out the front door of an Orlando-area jail shortly after midnight, wearing a pink T-shirt, blue jeans and sneakers, and escorted by sheriff’s deputies holding semi-automatic rifles. Protesters shouted “Baby killer” and “You suck” as she climbed into an SUV. The vehicle sped away and darted into a parking garage at a building where one of her attorneys has offices. Where she went next is unknown. Soon after her release, there was police activity at Orlando Executive Airport as two vehicles pulled up to a twin-engine private jet bound for Columbus, Ohio, but no one saw Anthony get out and onto the plane. Ohio is the home state of Anthony’s parents, but an official at the Columbus airport said the aircraft was only carrying golfers back from a Florida vacation. (AP)

System moves away from brown motif to more elegant themes MWi^_d]jed At a car dealer’s showroom, prospective buyers check the style and color of the vehicle’s seats, the sight lines, the roominess and the comfort. If the interior doesn’t feel right to the customer, no sale. A team at Metro is designing a somewhat larger vehicle, one capable of seating more than 60. But like the auto industry, the Metro group also is looking at customer comfort as a key selling point.

As planning continues for the 7000 series railcars, the design team has tried to satisfy riders, train operators, maintenance staffers, police — just about every type of person who’s going to experience these cars over the next 40 years or so. “All the research really starts from a marketing position,” Barbara Richardson, the assistant general manager for customer service, told Metro board members during a presentation this month. When Richardson talks about design goals, her elegant images are more suggestive of cocktails on the 20th Century Limited than the compressed f lesh aboard an Orange Line train to

Udagawa said the team tested the idea of a brown color scheme for the car interior. But the brown was all too familiar to longtime Metro riders. “People really didn’t like seeing the brown again,” he said. “In the context of a D.C. system, people are a bit tired and maybe bored with brown.” (THE WASHINGTON POST )

Police: Va. Man Burns Home in Disposal of Dog Md. woman looking A Virginia man who apparently tried to dispose of his dead dog’s body by burning it wound up setting his house on fire. Firefighters were called to the Dale City home of Charles Harris earlier this week. Harris was charged with illegal outside burning. Sources: Pr. George’s May Get New Hospital Facility 9^[l[hbo" CZ$ A proposal to create a new hospital in Prince George’s County in partnership with the University of Maryland Medical System is inching closer to reality, according to several sources who have been briefed on the plans. The proposed new facility, estimated to cost up to $500 million, would replace the struggling Prince George’s Hospital Center, according to the sources, who spoke on the condition of anonymity because no

agreement has been reached. It is unclear at this stage of negotiations whether the new medical center would be housed in the old hospital building, in a new building on the same grounds in Cheverly or in a new building elsewhere in the central part of the the county. In a statement, university medical officials cautioned that there is no deal yet and that the university system still “has not committed to move beyond a consultative role at this time.” (THE WASHINGTON POST )

Americans lose 2 leads before Japan wins the Cup title in a dramatic final

( (

U.S. goalkeeper Hope Solo fails to save a penalty during the shootout of the final match between Japan and the United States at the Women’s World Cup on Sunday.

?dif_hWj_edWb M_d \eh @WfWd Japan had not beaten the Americans in their first 25 meetings, including a pair of 2-0 losses in warmup games a month before the World Cup. But the Nadeshiko played inspirationally throughout the tournament, hoping their success could provide an emotional lift to their nation, still reeling from the March 11 earthquake and tsunami. After being presented with the gold trophy, the players jumped up and down on the podium, then gathered behind a sign reading “Champions. World Champions.” “Not one of the players gave up,” coach Norio Sasaki said. “The penalty kicks are always a 50-50 percent chance.” (AP)

Japan won the Women’s World Cup, stunning the United States 3-1 in a penalty shootout Sunday night after coming from behind twice in a 2-2 tie. Shannon Boxx, Carli Lloyd and Tobin Heath all failed to convert for the Americans, who squandered dozens of chances throughout the game and blew a lead just six minutes from winning their third World Cup title. “This is obviously going to hurt for a while,” said Abby Wambach, whose only hole in her glittering career is the World Cup title. It’s been 12 years since the United States last won the Women’s World Cup, and this team was certain it would be the one to break the drought. It needed to beat Italy in a two-game playoff just to get into the World Cup, and then it lost two games in a three-month span, an uncharacteristic “bad streak” for the U.S. After easy wins in their first two games in Germany, the Americans lost to Sweden — their first loss ever in World Cup group play. But they rallied with one of the most riveting finishes ever in a World Cup game — men’s or women’s — against Brazil in the quarterfinals. Down a player for almost an hour and on the verge of making their earliest exit ever from a major tournament, Abby Wambach’s magnificent, leaping header in the 122nd minute tied the game. The Americans beat Brazil on

Obama was a fan, taking to Twitter himself on Sunday morning to wish the team well. “Sorry I can’t be there to see you play, but I’ll be cheering you on from here. Let’s go. — BO.” The White House later released a photo of Obama and his family watching the game.

But after beating Brazil on penalty kicks in a quarterfinal, the Americans just didn’t have the same touch Sunday. “You don’t; you can’t,” U.S. coach Pia Sundhage said when asked to explain it. “Sometimes in, sometimes out.” As Wambach stated: “Evidently, it wasn’t meant to be.” (AP)

to pay off your bills. Yet debt-chained consumers routinely do just that, even as they criticize the federal government for efforts to raise the debt ceiling. The spotlight is on the government’s questionable fiscal behavior as it nears its borrowing limit of $14.3 trillion and confronts the risk of default. But most individuals are just as addicted as Uncle Sam. These five essential tips for managing debt can help you avoid potential pitfalls.

'

A[[f W b_Z ed _j$

A good benchmark for your personal debt ceiling is to limit total debt to no more than 40 percent of your gross income. When households have to pay more than that every month, it’s generally an indicator of financial distress, according to the Federal Reserve. The National Foundation for Credit Counseling has another way of framing it. Housing, including a mortgage, should account for no more than 30 percent of your take-home pay, it suggests, and all debt obligations such as credit cards and car payments should total no more than 20 percent.

(

Having good credit in this tight economic and job environment is more important than ever and with more far-reaching consequences. Without a good report, it can be difficult to get hired or rent an apartment because employers and landlords now commonly look up credit reports. About six in 10 employers conduct credit checks, including 13 percent that do so for all job candidates, according to survey data from the Society for Human Resource Management.

Ç=eeZ Z[XjÈ _idÊj Wi ]eeZ Wi _j ki[Z je X[$

Student loans and mortgages are considered good debt because borrowers generally end up making money from their investment. That can still be the case, but it’s hardly a sure thing. Even though a college education may pay off financially in the long run, today’s graduates can end up with low-paying jobs or none at all in an environment where unemployment is 9.2 percent. That can make heavy student loan obligations all the more difficult to pay off, tarnishing a job-seeker’s credit report and compounding the challenge of finding work.

*

:edÊj jWa[ ed Yh[Z_j YWhZ Z[Xj$

Part of keeping debt from mounting has to do with not just making the minimum payments. Those nowrequired monthly updates from your lender telling you you’re on pace to pay off your credit card in 23 years should help remind you to pay more. The average interest rate on credit cards with variable The total consumer debt in the U.S. at the end rates is 14.42 percent, accordof the first quarter. Consumers who aren’t careful can end up paying a significant amount in hidden fees and other costs when they use credit. Banks looking to make up for revenue lost when Congress tightened credit card policies in 2009 are looking to partially compensate through new or increased fees. There can be fees for phone support, foreign transaction fees, over-the-limit fees and even inactivity fees. So when using credit, make sure you understand all the fees and penalties you might be subject to before using your card. DAVE CARPENTER (AP)

Another major goes to Northern Ireland. The surprise was Darren Clarke’s name on the claret jug. Ten years after he last contended in a major, no longer in the top 100 in the world, Clarke delivered his defining moment Sunday in the British Open when he held off brief challenges from Phil Mickelson and Dustin Johnson to win golf’s oldest championship. The weather was so wild that heavy rain gave way to sunshine in minutes, and the wind was relentless. Clarke was a steady presence through it all. A 20-foot eagle putt on the seventh hole gave him the lead for good, and he didn’t drop a shot until it no longer mattered. With bogeys on the last two holes, Clarke closed with an even-par 70 for a three-shot victory over the two Americans. Northern Ireland had gone 63 years without a major. Now it has three of the last six — Graeme McDowell in the U.S. Open last year at Pebble Beach, followed by Rory McIlroy at the U.S. Open in a record performance last month at Congressional, and now the

He finished at 5-under 275 and became the first player in his 40s to win a major since Vijay Singh at the 2004 PGA Championship. Only two other players were older than Clarke when they won their first major — Roberto De Vicenzo (44) in the 1967 British Open, and Jerry Barber (45) in the 1961 PGA Championship. (AP)

42-year-old Clarke. “Northern Ireland...... Golf capital of the world!!” McIlroy tweeted as Clarke played the last hole. Clarke had reason to believe his best celebrations were behind him. Surely, nothing could top playing a Ryder Cup on home soil in Ireland five years ago and leading Europe to victory just one month after his wife, Heather, died of cancer. He is engaged now, but after thanking his family, added, “Somebody up there is watching down as well.” He delivered on the demanding links of Royal St. George’s to hold off Mickelson and Johnson. Mickelson, rarely a threat in this major,

For the Americans, their longest drought without a major since the Masters began in 1934 will continue at least until the PGA Championship next month. They had plenty of contenders, from Phil Mickelson to Dustin Johnson to Rickie Fowler and Anthony Kim, but none came through. Mickelson shot 38 on the back nine, hitting his final approach into the grandstand. (AP)

made up a five-shot deficit in seven holes and was only one shot behind after a birdie on the 10th until he started missing short putts. In the final group of a major for the third time in six years, Johnson made two birdies early on the back nine and was only two shots behind when his second shot to the par-4 15th went out of bounds, ending his hopes again. The last hour was a coronation for Clarke, long a popular figure not only in Europe but also around the world. Puffing away at cigarettes as he barreled down the fairways, he never looked to be in any trouble. He posed with the claret jug that was empty, but not for long. He promised some “nice, Irish black stuff” by evening. And when asked about the celebration, Clarke promised only that it would be “long.” “And I’ll be very, very hungover,” he said. '$// \eh _FWZ" // Y[dji \eh _F^ed[ “Feed Me Oil” is the latest brain-bender from Chillingo, the company that bought “Angry Birds” from Rovio. Like “Angry Birds,” it’s a “physics puzzler” — to solve each level, you have to work around the somewhat unrealistic physics of the game’s universe. In this case, you have a monster that is thirsty for the oil spewing from an inconveniently located spout. The goal is to use an assortment of simple tools — such as rotating platforms, fans and magnets — to direct the oil flow into the monster’s mouth. Your score depends on how many tools you have to use, and since there’s never just one correct solution, you’ll be tempted to retry levels to attempt more elegant approaches.

“Cargo Runners” is another board game for a device that has seen adaptations of everything from checkers to Monopoly to Ticket to Ride. The difference is that this is a completely original game built for the iPad. Each player has a cargo ship, and the goal is to sail around the world, collecting fruit or coffee or whatever other commodities clients desire. “Cargo Runners” has just the right mix of luck and skill, and while it’s simple enough for kids to learn, it has enough strategy to satisfy older players. The only drawback is the lack of a singleplayer mode, but the developers say they’re working on it.

The latest work from Telltale Games, which has built its reputation on the kind of pointand-click adventures that have seen a major revival on the iPad, “Puzzle Agent 2” follows FBI agent Nelson Tethers as he returns to Scoggins, Minn., home of an eraser factory, a tribe of forest gnomes and the most eccentric locals east of Twin Peaks. Several townspeople have disappeared, and Nelson has to follow a trail of puzzles to find them. The brainteasers in “Puzzle Agent 2” are solid, with a good mix of visual, mathematical and logical challenges. The scratchy line art by Graham Annable fits the quirky nature of the story, and Telltale finally delivers answers to some of the questions left hanging in the original “Puzzle Agent.” This fascinating four-hour journey will leave players craving the next installment.

menaces invaded Apple’s iPhone in December 2009, the game and its spinoffs have clocked more than 250 million downloads. The characters have moved on to T-shirts, toys and board games, and there’s been talk of a movie or TV show. If or when the craze for critter-on-critter warfare subsides, many equally addictive options await players in need of a fix. LOU K ESTEN (AP)

The rooftop of the Donovan House is a magical wonderland in the summer — or is that the heatstroke speaking? Drink water, folks! Hey, look, a giant talking caterpillar! Dehydration hallucinations are just one hazard of D.C. summers. The remedy: a swimming pool and frozen cocktails, courtesy of ADC (Above DC), the Donovan House’s rooftop bar 8o <_edW (1155 14th St. NW). PkXb_d The icy concoctions ($10) come in various flavors that will change throughout the summer at the bartender’s whim. There’s also a seasonal menu of Asian dishes: sweet and spicy chicken wings, sushi rolls and summer rolls ($11-$14), as well as sangria and punch. ADC is open through Labor Day (Mondays through Saturdays 6 p.m. to 1 a.m. and Sundays from 3 p.m. to 11 p.m.). Get in touch with the bar (via Donovan House’s Facebook page or Twitter @Donovan_House) before you head over — ADC hosts a lot of private events, and it would be awkward to walk in with your towel and get rebuffed. And please remember: You’re by a pool, on a roof. No running and not too much tequila. And no swimming for an hour after you eat.

THE MAIN EVENT: On July 24, they’ll become the first same-sex couple to marry at Canyons Resort in Park City, Utah. HOW THEY MET: At a St. Patrick’s Day party. “With some liquid courage, I walked over and started talking to him,” Brandon says. “‘Liquid courage’ doesn’t quite describe it,” Seth says. “He was pretty plastered, but he seemed nice.” FIRST DATE: Sushi, sake and gelato on Seth’s birthday. “We ended up texting the whole night after the date,” he says. HOW HE PROPOSED: While on vacation in Puerto Rico, Seth gave Brandon a stuffed panda with a ring around its arm. Later, on a hike through the rain forest, Brandon dropped to one knee and asked Seth to marry him. MAKING IT UNIQUE: Brandon says: “We were both raised Mormon — I was even a missionary — and think it’s kind of funny to have a gay wedding in Utah on Pioneer Day,” an official Utah state holiday commemorating the arrival of Mormons in Salt Lake Valley. “I guess we are kind of pioneers in our own way!”

That friend had also introduced Rick’s brother to the woman who became his wife, “so we figured he had a good track record,” Katie says. MOST-HATED CLOTHING ITEM: His red Tony Stewart NASCAR jacket with the Office Depot logo on it; her leopard print Snuggie. PET NAMES: She calls him “Richard Ugly.” “Some guy she knew in college was apparently extremely good-looking, so as a joke she would call him Mr. Ugly. THE MAIN EVENT: The Florida Keys on July 22. Victoria will carry her grandmother’s prayer book.
