The Catholic Diocese of Las Cruces continues to investigate a Virgin Mary sculpture in a Hobbs, N.M., church that appears to be weeping. ANIMALS You might know a Tiger, a Tigger or a Mr. Whiskers. But how many cats are really living in the streets and sleeping on the couches of the District? A consortium of scientists and animal welfare organizations thinks it can find out with an initiative known as the DC Cat Count, which launches Tuesday and will cost $1.5 million over three years. The cat census, organized by the Humane Rescue Alliance, the Humane Society of the United States, PetSmart Charities and the Smithsonian Conservation Biology Institute, will help animal advocates understand how to deal with cats that don’t have a home. Lauren Lipsey, vice president of community programs for the Humane Rescue Alliance, said the organization wants “to better understand the cats in our

Renovated Fossil Hall will reopen in June 2019 The Fossil Hall at the Smithsonian’s National Museum of Natural History will reopen on June 8, 2109, museum director Kirk Johnson announced Tuesday. The little porkers, named Orville and Wilbur, are kunekune pigs — a small, hairy breed from New Zealand known for their corpulent build. local Four others injured after gunmen open fire at apartment complex THE DISTRICT The courtyard of the Clay Terrace Apartments in Northeast D.C. is a typical gathering spot on warm summer nights, police and residents said. On Monday evening, children ran around and people chatted. Then the masked men drove up. They exited a black Infiniti, police said, and opened fire indiscriminately, showering so many

shots into the courtyard that one resident said there were “too many to count.” The crowd of about 15 or 20 people scattered. Makiyah Wilson, a 10-year-old heading to an ice cream truck, appeared to be hit in the chest, residents said. Two witnesses said the girl’s mother held her child and kept repeating the same phrase: “Please don’t let my baby die.” It was to no avail. Makiyah lost her life a short time later at the hospital, police said. A woman and three men who were injured in the shooting were also being treated at area hospitals
Tuesday, as police continued searching for the gunmen and a motive for the shooting. According to police, the gunmen’s black Infiniti, which was missing a bumper, arrived at the public housing complex around 8 p.m. It was not clear Monday whether anyone had been targeted in the shooting. In a year when homicides in D.C. are up 46 percent over 2017 and gunfire has become all too common, the killing of Makiyah stood out. The child’s death comes as D.C. has experienced 83 homicides in

City council again votes to change names of two parks
Ex-state senator sentenced to 3½ years in bribery case
Charlottesville’s leaders have decided their city’s parks aren’t ready for Emancipation and Justice. Still struggling over how to handle Confederate symbols, the Charlottesville City Council voted 4-1 Monday night to change the names of two parks yet again. The former Lee Park, renamed Emancipation Park, is now Market Street Park. The former Jackson Park, whose name was changed to Justice Park, is now Court Square Park. Councilor Kathy Galvin says some community members felt the idealistic names were ill-fitting for parks still dominated by Confederate monuments. (AP)
A federal judge has sentenced a former Maryland state senator to three and a half years in prison in a bribery case. U.S. District Judge Richard Bennett ordered the sentence Tuesday for Nathaniel Oaks. The sentence for the 71-year-old Baltimore Democrat will be followed by three years of supervised release. Bennett ordered Oaks to pay a fine of $30,000 and perform 80 hours of community service on one count of wire fraud and one count of honest services wire fraud. The case arose from an investigation dating to 2015, when Oaks was a member of the Maryland House. (AP)

Trump-union battle: SSA is on the front lines President Trump’s recent executive orders are a serious assault on federal labor organizations, but it is taxpayers who could become collateral damage. Consider the Social Security Administration (SSA), which deals more directly with clients than most. It is on the front lines of the Trump-union clash
because officials there are enforcing his commands more aggressively than management at many other agencies. Three orders issued in May sharply cut the time available for union officials to represent the workforce, restricted their ability to bargain collectively and sped the firing of federal employees. Another order, issued last week, would diminish administrative law judges, most of whom decide Social Security
disputes involving recipients. While the federal workforce and its representatives are the target of the orders, Social Security beneficiaries could be the victims, warned Max Richtman, president and chief executive of the National Committee to Preserve Social Security and Medicare. Calling agency employees “so dedicated,” he said that “when they’re faced with a pretty hostile employer in the government executive in particular, their ability to perform their central duty is undermined and that will lead to a detrimental impact on Social Security beneficiaries.” Nancy Altman, president

Speaking at an event honoring the late Nelson Mandela ahead of the 100th anniversary of his birth, Obama did not mention President Trump by name and cast his concerns far more broadly, warning against movements toward authoritarianism globally. But Obama made several

remarks that came across as thinly veiled criticism of Trump, who during a summit in Helsinki just the day before appeared to place more trust in Russian President Vladimir Putin than in the U.S. intelligence officials who concluded that Russia interfered in the 2016 U.S. election. “I am not being alarmist, I’m simply stating the facts,” Obama told a crowd of about 15,000 in Johannesburg. “Look around — strongman politics are ascendant.” Obama’s speech also contained criticism of stances Trump has taken on climate change, immigration and other policies. At a time when independent fact-checkers are calling out Trump about misleading and false statements almost daily,
Obama also took aim at politicians who lie, as well as those who attack the news media, as Trump routinely does. “People just make stuff up,” he said. “They just make stuff up. . . . We see the utter loss of shame among political leaders where they’re caught in a lie and they just double down and they lie some more.” Obama also lamented that “the free press is under attack” at a time when Trump routinely complains about his coverage by “the fake news.” The trip is Obama’s first to Africa since leaving office in early 2017. Astronomers are still finding moons around Jupiter, 400 years after Galileo spotted the first ones. The latest discovery, announced Tuesday, of a dozen small moons brings the total to 79, the most of any planet in our solar system. The moons had not been spotted before because they are just 1 to 2 miles across. A team at the Carnegie Institution for Science in D.C. named one of the moons Valetudo after the great-granddaughter of the Roman god Jupiter. Valetudo is in Jupiter’s distant, outer swarm of moons, and the team calls it an “oddball” because of its unusual orbit: It orbits in the same direction as the planet, but opposite that of the outer swarm. The approximate number of miles of fiber optic cables in the U.S. that could be underwater by 2033, according to a study presented Monday at an internet research conference, Earther reported. The cables, which are not typically waterproof, are currently buried along densely populated U.S. coastlines, but climate change could submerge them in saltwater, posing a serious threat to internet infrastructure. Antibiotics get overprescribed at urgent care Nearly half of patients who go to urgent care clinics seeking treatment for a flu, cold or other conditions that do not require antibiotics receive a prescription for one anyway, according to a study published Monday. That is three times as often as antibiotics are prescribed to patients with the same illnesses in traditional doctors’ offices. Patients who get unnecessary antibiotics are at risk for severe side effects, even with just one dose, doctors say. Inappropriate use of these lifesaving drugs also puts everyone else at risk because overuse accelerates the emergence of resistant bacteria, or “superbugs,” that cannot be stopped with drugs. An analysis published in the journal JAMA Internal Medicine is the first study of antibiotic prescribing in the growing number of urgent care centers and retail health clinics. Researchers focused on respiratory conditions that do not respond to antibiotics. Urgent care centers prescribed antibiotics in nearly 46 percent of visits for these conditions — nearly three times higher than the 17 percent prescribed at traditional medical offices and almost twice as high as the rate at emergency departments, the study found. Four wrestlers sue Ohio State Lawsuit claims officials failed to stop doctor’s known sex misconduct COLUMBUS, OHIO Four former wrestlers say in a lawsuit that Ohio State University officials ignored repeated complaints about a now-dead team doctor and failed to stop his “rampant sexual misconduct” that went on nearly two decades. The lawsuit describes Richard Strauss, who killed himself after retiring from the university, as “a prolific sexual predator” who might have assaulted 1,500 or more male students at Ohio State. Athletes who alerted officials about Strauss felt their complaints were futile and that the

doctor was above the law in the eyes of the university, according to the federal lawsuit filed Monday. Among the allegations in the lawsuit is that two wrestlers met with former Athletic Director Andy Geiger during the 19941995 season and complained about voyeurism and lewd acts by Strauss and other men at their practice facility. The lawsuit says the university didn’t take action or agree to move the team’s practices following that meeting. The team did move into a new building about eight years later. Geiger told The Associated Press a week ago that he did not remember meeting with the wrestlers or any complaints about
Strauss. But he said he did speak with former wrestling coach Russ Hellickson about voyeurism in the Strauss showers. Hellickson also has denied knowing about any abuse by Strauss. Ohio State said it is reviewing the lawsuit but didn’t comment further about it. The four wrestlers, whose names were not listed in the lawsuit, say Strauss sexually assaulted or harassed them in the late 1980s or 1990s. The university in April announced that independent investigators were looking into allegations that Strauss fondled and groped male athletes during
physical examinations and medical treatment. Strauss joined Ohio State in 1978 and retired as a professor in 1998. He later moved to California, where he killed himself in 2005 at age 67. He left Ohio State not long after the university held a hearing on complaints against him in 1997, but the school took no legal or disciplinary action, the lawsuit said. So far, more than 150 former athletes from 14 sports and witnesses have been interviewed, Ohio State has said. The streaming company’s stock plunged more than 10 percent Tuesday morning after Netflix’s latest earnings numbers fell short of expectations for subscriber growth. It closed down 5.2 percent Tuesday. Netflix, which had previously had five quarters of meeting or exceeding analyst expectations, announced Monday afternoon that it had added just 670,000 subscribers in the U.S. in the second quarter. That was compared to the 1.2 million many analysts predicted, and 4.5 million overseas subscribers instead of the 5.1 million projected. While the misses seem minuscule for a company with more than 125 million global subscribers, they could validate investors’ fears of a company in slowdown mode for the first time in years. Wall Street has already been watching closely as Disney ramps up its subscription-content efforts and HBO, under incoming owner AT&T, is adopting a new strategy. Meanwhile, rivals such as Apple are upping their content efforts. Analysts fear the competition will lure away subscribers or prevent new ones from signing up with Netflix, resulting in a long-term revenue decline. The U.S. is open to holding direct talks with the Taliban to encourage negotiations between the militant group and the Afghan government to end 17 years of war, U.S. officials said. That marks a tactical shift by the Trump administration, which has appeared willing to participate in discussions only if those talks also involve the Afghan government. The U.S. officials said Monday that Afghan-to-Afghan negotiation remains the goal of any engagement with the militants. An anonymous Taliban official said that if the U.S. is interested in talks, it should take Taliban leaders off a sanctions blacklist. (AP)
Israel placed new restrictions on its only cargo crossing with the Gaza Strip on Tuesday in response to continued Hamas hostilities, even after it agreed to a ceasefire. Defense Minister Avigdor Lieberman said Israel will cease transferring gas and fuel via the Kerem Shalom crossing until Sunday but will allow food and essential medication to cross. Commercial cargo was suspended last week. Lieberman also said Israel was tightening its naval blockade to limit Palestinians from sailing beyond three nautical miles off Gaza’s coast. President Trump didn’t offer a clear agenda for his meeting with Putin.

POLITICS In five short weeks, President Trump has upended the established global order. He cozied up to North Korean leader Kim Jong Un, who received worldwide attention while giving up relatively little in return. He waged rhetorical war against loyal U.S. allies in Europe, unsettling a 69-year-old security pact. And on Monday, he slammed his own FBI and intelligence agencies in the course of defending Russian President Vladimir Putin against charges of interference in the 2016 U.S. election, although he later said that he misspoke. The moves have clearly served Trump’s desired image as a dealmaker willing to upset the status quo and throw out conventional wisdom. But what’s less clear to many, including Republican lawmakers and Trump’s own advisers, is what the president is trying to accomplish — and how he expects to get there. “Dialogue is useful, but the question is: To what end?” said Thomas Graham, who served as a high-ranking Russia policy official in the George W. Bush administration. “What you don’t see is a clear articulation of what the American interest is. And it’s particularly disconcerting that you’re trying to build up a dialogue with China, North Korea and Russia at the same time when you’re undermining what has been, historically, a very productive dialogue between the U.S. and its European allies and East Asian allies.” Trump has cast his highstakes geopolitical endeavors as an overdue course correction for a U.S. foreign policy that had become bogged down by groupthink and rendered ineffectual against

That undoes 100 years of America’s grand strategy, which worked out well for us.” In pursuing meetings with Kim and Putin, Trump proclaimed that his ability to forge a personal rapport with his counterparts would pay more dividends than following the more traditional path of allowing diplomats and policy experts to engage in long, painstaking talks to determine whether a deal is possible. “I would rather take a political risk in pursuit of peace, than to risk peace in pursuit of politics,” Trump said at a news conference with Putin in Helsinki. Yet Trump’s approach also has been marked by an enthusiasm for disparaging U.S. allies. Where his White House predecessors sought to build consensus among Western nations to present a united front against adversaries, Trump has routinely reserved his most pointed criticisms for nations that have the most in common with the United States. “Trump is doing enormous damage to an international order that is already unwinding,” said Ian Bremmer, president of risk analysis firm Eurasia Group. “It’s getting worse than I expected.” DAVID NAKAMURA AND
POLITICS Seeking to quell mounting criticism after the Helsinki summit with Russian President Vladimir Putin, President Trump on Tuesday said he accepts the U.S. intelligence community’s conclusion that Russia sought to influence the 2016 election. But Trump also floated the possibility that other actors may have been involved, a conclusion not backed up by U.S. intelligence agencies. “I accept our intelligence community’s conclusion that Russia’s meddling in the 2016 election took place. Could be other people also. A lot of people out there,” Trump said. “There was no collusion at all,” he added, dismissing the notion that his campaign coordinated with Moscow in 2016. Trump said he misspoke at the Monday news conference with Putin and that he meant to say he didn’t have any reason to doubt Russia interfered in the election. “The sentence should have been, ‘I don’t see any reason why it wouldn’t be Russia,’” instead of “why it would,” Trump said. He didn’t address his assertion that “I have confidence in both parties” in response to a question about whether he believed Putin’s denial or the U.S. findings on interference. The lineups in the MLB AllStar Game on Tuesday featured the man who hit more homers than any rookie in history; a man whose most accurate statistical comparisons are to Frank Robinson, Ken Griffey Jr. and Mickey Mantle; and a former bowling ace whose current on-base-plus-slugging percentage (1.139) is the highest since a PED-pumped Barry Bonds was statistically mocking the game. And that was just the American League’s starting outfield of Aaron Judge, Mike Trout and Mookie Betts. During the festivities surrounding Washington’s first All-Star Game since 1969 — which was set to start after Express’ deadline Tuesday — much has been said about baseball’s problems. These are real and must be dealt with. We live in an ADD world, but regardless of the era, the current brand of the sport needs a jolt of excitement
between the lines. As we discuss the issues with the current game and the potential solutions, let’s make sure we find what’s worth celebrating — namely, the players. The game might be ailing. But the players are awesome. Problem: The single is dying. Balls are put in play infrequently. Players don’t produce hits. Strikeouts have set records annually for the past decade and will again this year. Solution: Jose Altuve. Houston’s second baseman is headed toward his fifth straight 200-hit season, with more than 21/2 hits for every career strikeout. He’s taking the torch from Ichiro Suzuki and Wade Boggs and filling each at-bat with potential. Problem: The front-office strategy of tanking is causing fan disinterest in too many markets. There will be no relevant baseball played, for instance, by the Orioles or White Sox or Padres or Marlins or Royals after the break. Solution: Manny Machado. Though it’s dubious to suggest Baltimore’s current plight is by

design, it’s unarguable that the AL’s starting shortstop is one of the game’s best attractions. His appearance in Washington has only fueled interest in the Orioles’ plans. Problem: The league doesn’t have enough marketable stars and does a poor job pushing forward those it has. Everyone knows LeBron James. No one knows Mike Trout. Solution: Bryce Harper. He’s struggling in many ways at the plate, though many players would like to “struggle” by leading the league in walks and posting 23 bombs at the break.
He’s got T-Mobile and Under Armour and Gatorade following him around. Then there’s the Cubs’ Javier Baez, whose glove is so sublime that I’d pay to see him play second, short or third. In assessing baseball this week, we should discuss solutions to the on-field issues. But more than that, we should take a breath and appreciate the players gliding over the turf. Baseball has problems. The players aren’t among them. Not close.
Back at the British Open for the first time in three years, Tiger Woods broke from his tradition Tuesday in Scotland. Instead of being among the first to practice, he didn’t show up at Carnoustie until his news conference just before lunch. Then, he played nine holes. This was not a case of a 42-year-old needing his rest. Entering the year having not played any major since the end of 2015, Woods has been feeling better as 2018 has gone on. And there’s something about links golf that inspires him. “It’s my favorite type of golf,” Woods said. “... A links-style golf course, you can roll the ball. Distance becomes a moot point.” This year, however, warm, dry air and baked turf have balls traveling far. (AP)

Slumping slugger shows his emotions, looks like his old self MLB A few days ago, Bryce Harper sat facing his locker, hood up, hat pulled low, headphones in, so engrossed in his little corner of the clubhouse that it took a tap on the shoulder to extricate him. This, in some ways, is who Harper has become over the last
year and a half — a man around whom contract talks and critiques swirl so relentlessly that he tries to shut out all the noise. In the age of Spotify and Pandora, Billboard’s charts struggle to remain meaningful MUSIC Drake and Kanye West flooded the American consciousness with music this summer in strikingly different manners. West released a pair of seventrack albums — one bearing his name and a separate collaboration with Kid Cudi. Drake, meanwhile, dumped the contents of his hard drive on streaming services as a 25-track behemoth titled “Scorpion.” Both approaches might seem ostentatious, but they also hinted that pop artists might be using some savvy trickery to manipulate the charts. If that’s the case, it worked. Despite lackluster reviews, Kanye’s “Ye” ended up at the top of the Billboard 200 albums
chart. He also set a record: Every song debuted in the top 40 of the Billboard 100. And, despite its own lackluster reviews, Drake’s “Scorpion” utterly decimated streaming records. It broke the one-week U.S. streaming record for an album in a mere three days. It debuted at the top of the Billboard 200, and garnered a record-breaking 745.9 million U.S. streams in its first week. These records aren’t surprising. Instead, they’re a function of the charts desperately trying to figure out how to rank music in the streaming age. Billboard added streaming songs as one of the metrics for its charts in 2012, leading the Recording Industry Association of America du
A moving target The criteria for Billboard’s metrics are constantly evolving — this year, the company made changes to weight paid streams on services like Spotify over unpaid ones on jukebox-esque platforms like Pandora for the Billboard 100 singles chart. For the Billboard 200, 1,500 streams of any songs on one record equal one listen to that record. T.M.A.
and Nielsen to follow suit. But if records are being broken every time the chart-bearers change the rules, then do they mean anything? Is it fair to compare Beyonce and the Beatles? If not, what happens to the way we conceive of the history of
popular music? Meanwhile, are those shifting metrics altering the actual music we, the consumers, are receiving? Billboard has tried to stay in front of the game, always considering what a song download is worth and what the difference is between a stream and a radio play. “What we do is we react to the marketplace around us. I think we were fairly nimble on downloading and even more re so on streaming to make sure re we’re reflecting where the music ic consumer is going,” says Silvio io Pietroluongo, Billboard’s senior or vice president of charts and data ta development. “Where that will ill end up, though, I don’t know.” .”
Rick Astley resurfaced two years ago with a stellar album, his first record of new material in 15 years. Now he’s proved that wasn’t a fluke with “Beautiful Life,” which came out Friday. The soulful Englishman, known for becoming a jokey meme, delivers again on a dozen tracks of his up-tempo mix of blueeyed soul, gospel and dance. As with 2016’s “50,” Astley wrote and produced this album alone and performs all the instruments. There’s only one other person who is all over the record: Lene Bausager, Astley’s wife. FILM Ten years ago, â&#x20AC;&#x153;Iron Manâ&#x20AC;? and â&#x20AC;&#x153;The Dark Knightâ&#x20AC;? shook up the movie landscape, setting the stage for superhero films to dominate Hollywood for years to come. â&#x20AC;&#x153;Iron Manâ&#x20AC;? would have the greatest impact, kicking off the
Marvel Cinematic Universe. â&#x20AC;&#x153;The Dark Knight,â&#x20AC;? meanwhile, represented the best of what a superhero movie could be. At the time, critics saw it as an allegory for the Bush presidency and a commentary on the war on terror. Yet today, the Christopher Nolan film, and particularly Heath Ledgerâ&#x20AC;&#x2122;s Joker, typifies something more relevant: a prescient example of modern online troll culture.
