Officials: Panetta To OK End of Military Gay Ban

The space shuttle passed into history Thursday, the words “wheels stop” crackling over the cockpit radio for the very last time. In an almost anticlimactic end to the 30-year-old program, Atlantis and its four astronauts glided to a ghostly landing in near-darkness after one last visit to the International Space Station, completing the 135th and final shuttle flight.

Defense officials who spoke on condition of anonymity say Pentagon chief Leon Panetta will certify Friday that gays may serve openly in the armed services and President Obama is expected to endorse it. News of his decision comes two weeks after top military leaders agreed that repealing the 17-year-old ban will not hurt military readiness. (AP)

IfWY[\b_]^jÊi <kjkh[ The longer-term future for American space exploration is hazy, a huge concern for many at NASA. President Obama has set a goal of sending astronauts to an asteroid by 2025 and Mars in the mid2030s. Meanwhile, NASA is getting out of the business of sending cargo and astronauts to the space station, outsourcing the job to private companies. The first privately operated unmanned supply run is expected later this year. It could be several years before private companies fly astronauts to the space station. (AP)

It was a moment of both triumph and melancholy. “I saw grown men and grown women crying today — tears of joy to be sure,” said launch director Mike Leinbach. “Human emotions came out on the runway today, and you couldn’t suppress them.” Now the spaceship and the two other surviving shuttles will become museum pieces, like the Mercury, Gemini and Apollo capsules, and the Wright brothers’ flying machine before them. NASA astronauts, a dwindling breed, will have to hitch rides to the space station aboard Russian Soyuz capsules for at least three to five years. And

thousands more shuttle workers will lose their jobs, beginning with a round of layoffs on Friday. The spaceship’s return was witnessed at the Kennedy Space Center and Houston’s Johnson Space Center by a relatively small crowd, NASA family and friends, compared with the 1 million who watched Atlantis lift off on July 8. In Houston, flight director Tony Ceccacci, who presided over Atlantis’ safe return, choked up while signing off from Mission Control for the final time: “We copy your wheels stop. Job well done, America.” Altogether, NASA’s shuttle fleet flew 542 million miles, circled Earth 21,152 times, carried 355 people from 16 countries and spent a combined 1,333 days in space. Whiff of a Debt Accord Boehner: House GOP closer to compromise to avoid shutdown MWi^_d]jed House Speaker John Boehner predicted Thursday that a majority of House Republicans will end up supporting some kind of compromise to avoid a government default. Democrats insisted that higher tax revenue be part of a deal. White House budget chief Jacob Lew told reporters at the Capitol that “I’m unaware of a deal between President Obama and congressional Republicans, and he repeated that “we’ve made clear revenues have to be included. All sides pushed against media reports that Obama and Boehner, R-Ohio, were near an agreement on a grand bargain trading $3 trillion or so in spending cuts and a promise of $1 trillion in tax revenues through a later overhaul of the tax code as part of a deal to extend the government’s borrowing authority. “We’re not close to a deal,

House Speaker John Boehner hinted Thursday at a possible debt deal compromise.

C[Wdm^_b[ $$$ Momentum on a separate bipartisan budget plan by the Senate’s “Gang of Six seemed to ebb as critics warned the measure contains larger tax increases than advertised, and it became plain that the measure comes too late and is too controversial to advance quickly. President Obama met with the top four congressional Democratic leaders later Thursday at the White House to discuss the status of debt talks. (AP)

White House spokesman Jay Carney said. What seems clear is that the White House and Boehner continue to negotiate in hopes of a large deficit-cutting package as an Aug. 2 deadline looms. When asked whether GOP lawmakers supporting the House’s “cut, cap and balance debt limit measure would be unwilling to ultimately compromise, Boehner said, “I’m sure we’ve got some members who believe that, but I do not believe that would be anywhere close to the majority. (AP)

JWij[i B_a[ 9^_Ya[d The Agriculture Department wants consumers to know when there’s less chicken in their chicken. A proposed rule aimed at food companies would require that poultry and other raw meats be labeled appropriately when they’re plumped up by added solutions such as chicken broth, teriyaki sauce, salt or water. The practice of adding those ingredients is common, but many consumers don’t know about it. (AP)

The economy’s spring slump appears to be extending into the summer, according to a slew of mixed data released Thursday. Layoffs are rising. Manufacturing activity in the Northeast expanded only slightly in July. Economic growth is projected to pick up this fall, but not enough to give businesses confidence to hire. The economy could lapse even further if Congress and the Obama administration fail to reach agreement on raising the nation’s borrowing limit in the coming week. For the moment, traders on Wall Street don’t seem worried. Stocks soared Thursday on news that European governments were moving

toward agreement on an aid package for Greece. The Dow Jones industrial average rose more than 150 points in afternoon trading. Economists are less optimistic. They are forecasting a thirdstraight month of feeble hiring in July. Expectations are that the economy added somewhere in the range of 50,000 to 100,000 net new jobs this month. Federal Reserve Chairman Ben Bernanke and other economists have largely attributed the slumping economy to temporary factors. (AP)

Claim Amplifies U.K. Media Crisis Reports: Police took cash to trace phones in tabloid scandal BedZed Scotland Yard, still reeling from the alleged police role in Britain’s phone hacking scandal, was asked Thursday to investigate another explosive claim: that journalists bribed officers to locate people by tracking their cell phone signals. The practice is known as “pinging” because of the way cell phone signals bounce off relay towers as they try to find reception. Jenny Jones, a member of the board that oversees the Metropol-

itan Police Authority, cited claims that reporters at the now-defunct News of the World tabloid paid off police officers to trace phones. The allegation was made by Sean Hoare, an ex-News of the World reporter who spoke about skullduggery at the tabloid. Hoare was found dead Monday at his home near London; police say the death is not suspicious. Pinging joins a host of alleged media misdeeds under the microscope as police, politicians and the public weigh allegations that journalists at Rupert Murdoch’s News of the World engaged in years of lawless behavior to get scoops. What began in 2005 as a slowburning scandal over one report-

er’s efforts to spy on voice mails on the phones of Britain’s royals has exploded into a crisis that has shaken Murdoch’s media empire and led

to resignations of two of Scotland Yard’s most senior officers. Rebekah Brooks, chief executive of News International, which runs Murdoch’s British newspaper division, and Les Hinton, the Wall Street Journal publisher who formerly headed News International, have also resigned. Murdoch shut down the News of the World and abandoned a bid to control British Sky Broadcasting. British politicians have felt the heat too, with the country’s leaders seeking to distance themselves from papers they once courted. Still, things cooled a bit Thursday, as Parliament began its summer recess, though the investigation appeared to be intensifying. (AP)

Eurozone leaders agreed Thursday to grant Greece a massive new bailout — but likely make it the first euro country to default — and make radical changes to the currency union’s bailout fund, allowing it to act pre-emptively when crises build up. The eurozone countries and the International Monetary Fund will give Greece a second bailout worth $155 billion, on top of the $158 billion granted a year ago. Banks and private investors will contribute $71 billion to the deal. “For the first time since the beginning of this crisis, we can say that the politics and the markets are coming together,” said European Commission President Jose Manuel Barroso. Phony Apple Stores Swell in China’s Market

Fake shops crop up despite Beijing’s work to halt piracy culture 8[_`_d]

It looks almost exactly like a sleek Apple store. Sales assistants in blue T-shirts with the company’s logo chat with customers. Signs for the iPad 2 hang on the walls. Outside, the famous logo sits next to the words “Apple Store” — one of the few clues that the place is a fake. China — known for counterfeit consumer gadgets, software and clothing — has reached a new piracy milestone: fake Apple stores.

that Beijing is making in countering a culture of rampant piracy and widespread production of bogus goods that is a major irritant in relations with trading partners. China’s official Xinhua News Agency reported this month that police arrested more than 9,000 suspects in a nine-month anti-piracy campaign as it shut down more than 12,000 factories that produced counterfeit goods. Apple said this week that China was “very key” to its record earnings and revenue in the quarter that ended in June. The company plans to open two more stores in China, one in Shanghai and another in Hong Kong, by year’s end. (AP)

IekdZ_d] j^[ 7bWhc An American blogger who lives in Kunming in China’s southern Yunnan province said Thursday that she stumbled on three shops masquerading as real Apple stores, one of which is shown, and posted photos on her BirdAbroad blog. She said the stores were so convincing that employees seemed to believe they worked for Apple. “But some things were just not right: The stairs were poorly made. The walls hadn’t been painted properly. Apple never writes ‘Apple Store’ on its signs — it just puts up the glowing, iconic fruit,” she wrote on her blog. The three stores are not among the authorized resellers listed on Apple Inc.’s website. (AP)

The technology giant has four stores in China, two in Beijing and two in Shanghai, and various official resellers. An Apple spokeswom-

an said the company had no comment on fake stores in China. The proliferation of the fake stores underlines the slow progress

HkXX[h Ieb[b[ii It’s one thing when your boss warns you not to wear flip-flops. It’s another when WMATA does it. But a recent post on the new Metro Forward blog, designed to improve communication with passengers, veered into fashion police territory. “Consider saving flip-flops for the beach,” was part of the advice offered alongside a photo of two sorry sandals extricated from Metro escalators. I’d normally be offended that Metro has the gall to question my favorite footwear. Washington summers are so sweltering and sticky that sometimes I think I couldn’t survive without freeing my toes. But I’ll let it go — mostly because the blog is probably right. I know this because a few years back,

I was headed into the McPherson Square station when I let my right foot slide to the back of my flipflop just as I reached the bottom of the escalator. Bad move. Before I knew it, the comb plate grabbed the shoe, and I was standing there half-barefoot while watching the flip-flop flap. With a quick tug, I

managed to yank the piece of rubber out just as the machine ground to a halt. My sturdy shoe weathered the incident just fine (thanks, Old Navy!), and my train was coming. So, I’m ashamed to admit, I snuck away from the scene and never told anyone what happened — until now. I realize I should have alerted the station manager. I also realize I was lucky it was a sleepy Saturday and no one was behind me, not only because they’d have witnessed my utter stupidity, but also because they could have been injured by the sudden stop. Metro escalators have enough

(Although, in my defense, this was way before the current widespread escalator woes. And I was young and stupid.) Does that mean I don’t wear f lip-f lops on Metro anymore? Hardly. I can’t kick the habit that easily. But I’ve learned to lift my feet up when dismounting an escalator and to stop playing with my shoes. It’s better for my soles, and as long as I can continue my streak of not breaking any more Metro escalators, I think it’s better for my soul as well.

VRE Searching for Serial Seat Slasher in System

Gray Heads to Hollywood

A commuter train service is asking its riders to be on the lookout for someone slashing its trains’ seats the last few months. The Washington Examiner reports that Virginia Railway Express spokesman Mark Roeber says 21 seats have been slashed. The service sent a message to its riders on Wednesday asking them to alert a conductor if they see someone slashing seats. VRE says the seats cost $175 each to replace. (AP)

His goal is to lure more big-budget productions to the District. Gray says the District has “an incredible talent base and resources” that should be attractive to producers. SATURDAY FEELS LIKE

The heat index is a critical way for officials and forecasters alike to determine the potentially deadly effects of summer weather on the body. With it, officials are able to better gauge and communicate to the public the health risks that result from the combination of heat and humidity. (THE WASHINGTON POST )

J. SCOTT APPLEWHITE/AP

'', '''

Morning sprinklers drench the West Lawn of the Capitol ahead of a scorching Thursday in Washington, where temperatures reached the upper 90s. The heat index soared as high as 115, prompting heat warnings.

Hot Topic 9_dY_ddWj_ Hot weather that has plagued the Plains for days spread eastward Thursday, blanketing several more states under a sizzling sun that made people sick, shut down summer schools and spurred cities to offer cooling centers and free swimming. Forecasters issued excessive heat warnings for a huge section of the country, from Kansas to Massachusetts, and some southern states were under heat advisories. An excessive heat warning was issued for both Thursday and Friday between noon and 8 p.m. in Washington, where temperatures hovered in the mid-90s on Thursday with the heat index hitting 109 degrees by mid-afternoon. “It feels very sultry, very uncomfortable, and it’s just very dangerous,” said Jim Lott of National Weather Service office. In Manassas, more than 8,000 re-enactors and 10,000 spectators are expected over the weekend to

mark the 150th anniversary of the First Battle of Bull Run, the Civil War’s first major battle, fought on a notoriously hot day in 1861. Many re-enactors wear period garb made of wool, and as the National Park Service hosted a morning ceremony Thursday, ambulances waited near the visitors center just in case. The weather promised to be a major concern this weekend, as the National Weather Service forecast temperatures of 100 for Friday and 99 for Saturday. Baltimore, Annapolis and several other Maryland cities opened cooling centers, and Allentown, Pa., waived fees at all public pools.

>_ijeh_Y >[Wj On July 21, 1861, Union and Confederate troops fought the First Battle of Bull Run, their first major battle. The Confederate victory was said to have been achieved in a “hot and sultry” period. But despite battlefield reports of oppressive heat and humidity, the records of the Rev. C. B. Mackee, a noted weather observer, reveal otherwise. It seems the weather before, during and after Bull Run was no match for our current heat wave: Though Mackee’s 2 p.m. reading was 90 degrees on July 20, the next day — the day of the battle — his 2 p.m. reading was only 80. The temperature didn’t hit 90 again until July 30. (T WP)

The region searches for ways to keep its cool during a stifling heat wave

Temperatures across a swath of the country neared the 100-degree mark Thursday, sending people in Michigan, left, and New Jersey, right, in pursuit of refreshment.

Scattered deaths have been blamed on the heat nationwide. The Ohio Health Department — fearing a Thursday high of 101, 2 degrees above a record set in 1930 — said emergency room visits have been three or four times higher than usual this week, mainly due to heat exhaustion and heat stroke cases. The temperature approached triple digits in Philadelphia and much of central and western New York. Philadelphia school officials sent students home early Thurs-

day and canceled summer school for Friday. At the Warren County Fair in Lebanon, Ohio, rides were closed early Thursday afternoon. Fair officials pushed their opening time back to 4 p.m. because of the heat. Attendance is off this year, too, fair officials said. “It’s miserable,” said Peggy Vanderpool, 52, working at the fair. “This is the worst year in the 10 years I’ve been coming here. Even the young kids are not handling it well.” (AP/ THE WASHINGTON POST )

Nats’ skipper tackles the issues plaguing 3 struggling hitters

Ch$ Fei_j_l[ With the Nats’ trio of underachievers — Jayson Werth, Ian Desmond and Sean Burnett — Davey Johnson, left, has offered praise to boost the egos of the three struggling hitters in hopes that it will lead to better production. Here’s what the skipper is saying. D.T.

J^[ DWj_edWbi A slump in baseball is a befuddling thing. Whether at the plate or on the mound, it gets in your head and pinballs around until it shoots out every single nerve ending. The weight of it compounds with each strikeout or blown save. If you’re lucky, the slump dies on its own, a quick and merciful death, and you can get back to doing the things that made you a major-league baseball player.

If it doesn’t, things get awkward. Teammates won’t say it, but they feel sorry for you. And your manager? He has to stare down a cluster of reporters’ microphones twice a day, every day. Inevitably, the questions come about the slumping player. What does he think about it? And, seriously, what does he plan to do about it? The Nationals have three players enduring such prolonged slumps that manager Davey Johnson must answer for it. During his previous managing stops, Johnson did not hesitate to use the media to deliver foreboding messages to players, hinting that

he needed more from them or even that their jobs were not as secure as they might like to think. With Washington’s trio of underachievers — Jayson Werth, Ian Desmond and Sean Burnett — he’s taken a different approach. He’s offered praise in the face of failure, attempting to allay any festering insecurities and boost the players with public displays of support.

His optimistic approach hasn’t yet borne fruit. All three remain mired in slumps, but in recent games Werth and Desmond have shown flickers of their past selves. Werth, hitting .218 after signing a $126 million contract in the offseason, on Wednesday belted two doubles and a home run, his first in more than a month. Desmond, hitting .226, responded with a double and an RBI single when

moved to second in the lineup on Tuesday. He’s got hits in nine of his past 10 games. Desmond and Burnett are rumored to be potential trade candidates with the July 31 deadline approaching. Despite their struggles, both retain value in the eyes of contending teams, and Nats general manager Mike Rizzo this week insisted that no player is “untouchable.” DEREK TURNER

The Colts’ owner told reporters Thursday that he doesn’t expect offseason neck surgery to prevent Indianapolis’ franchise player from playing at his usually high level. The comments come after the Indianapolis Star reported that Manning would not be ready at the start of training camp. (AP)

I hate it when someone leaves the broiler on. It happens about one week every year in D.C. I feel like Swengali confit, cooking in my own fat. This typically coincides with the Legg Mason Tennis Classic. The unbearable heat adds to the misery of watching has-beens or never-weres competing for the championship days after the tournament’s big names have been eliminated. 8o CWjj It’s not the event’s Im[died fault. Rory McIlroy added a little buzz but was a nonfactor at the British Open last weekend as Darren Clarke scored his first major win. Darren who? Exactly. Howard was not with Everton for its friendly against the Philadelphia Union on Wednesday, but United officials say he will appear this weekend. How much he plays is up to manager David Moyes. UMd. Athletics Facing a Budget Crunch School establishes commission to look at financial troubles 9ebb[][ Ifehji The University of Maryland athletic department has been able to balance its finances at the end of each fiscal year using a unique arrangement, utilizing fundraising revenue kept in independent foundation accounts to pay for expenses. But the revenue in the accounts — which surged after a number of successful seasons from the revenue-producing football and bas-

ketball teams in the early 2000s — could not keep pace with the department’s expenses. When the department withdrew roughly $1 million at the end of the fiscal year that ended June 30 to help balance its most recent budget, the reserve funds were exhausted. On Tuesday, university President Wallace D. Loh announced the formation of a commission to examine the athletic department’s financial troubles. The 17-member group was charged with making recommendations that could create long-term financial stability. The challenge for the athletic department in solving its finan-

cial puzzle is multifaceted. One of the most significant obstacles has been the recent struggles of Maryland’s two most profitable sports: football and men’s basketball. Revenues for both of those teams has either stagnated or declined over the past six years, according to financial documents the athletic department filed to the NCAA. Season ticket sales have declined in both sports, department officials have said. At the same time, the athletic department over the past decade made several improvements to facilities used by revenue and nonrevenue generating sports. Two of

Loh this week could conclude that 27 varsity sports are too many to maintain under Maryland’s current financial conditions. It’s a poor workman who blames his tools, and caddie Steve Williams was certainly one of Tiger Woods’ most important tools. Woods won 13 of 14 majors and 72 tournaments with Williams toting his clubs the past dozen years. That’s a nice living for a golfer and by extension, for his caddie. But as Williams himself pointed out Wednesday, the last 18 months in Tigerland haven’t pro8o JhWY[[ duced a lot of fun (or >Wc_bjed funds). Woods has gotten divorced and injured, he’s been treated for a sex addiction, he’s fired and hired a swing coach, he’s tried and failed to return to form. Williams, who more often protected Woods from fans and the media than advised him on club selection, waited patiently through all this. He hinted on New Zealand television that he’s not been paid during this period, either, saying it’s been hard on his family. So when Adam Scott called asking for Williams’ help, Williams asked Woods for permission, Woods said go ahead ... and then

Caddie Steve Williams, top, felt betrayed by Tiger Woods, who fired him recently.

The conspiracy theorists say this is one more sign that the left leg injuries that have crippled Woods’ game are more serious than he will admit and that his career is finished. Or was he just angry that Williams asked to caddie for Scott, that he saw it as a betrayal of their relationship? The truth is probably somewhere in the middle. Woods may be rebuilding himself from the ground up: his knee, his swing, his bag, his new girlfriend. Perhaps he’s divesting himself of all reminders of his previous life. That seems far more likely than Woods giving up on himself. On others, yes, but not on himself. (THE WASHINGTON POST )

those projects — a new basketball arena and major renovations to the football stadium — largely contribute to the department’s debt, which currently exceeds $83 million. The department’s annual debt service payments are expected to increase significantly in the next seven years. Additionally, according to records, the athletic department lost more than $64 million from 2005 to 2010 on the 24 sports other than football and men’s and women’s basketball. The athletic department lost more than $13 million in the fiscal year 2009-10 — the most recent report available — on those 24 sports. (THE WASHINGTON POST )

Now, it’s much cooler to wear them around your waist in the form of Beklina’s vintage fabric belts ($140 each, Beklina.com), which use scrap leather, retro material and salvaged metal buckles to create waist cinchers both ecofriendly and a lot more fashionable than that macrame lanyard you made at Camp Wanna Wanna. Plus, they’ll add spice (but not extra body heat) to summer sundresses.

Sun Dissed NATURAL IS IN, according to health food stores and Jennifer Aniston. But the sort of tan that suggests unspoiled beauty either comes from repeated sun exposure (bad!) or a can (blotchy!). But Christian Dior perfects nuance via Diorskin Healthy Glow Summer Fluid ($46, Nordstrom.com), a thin serum that gives faces a sun-kissed (not fakebaked) radiance.

Indeed, when you woke up this morning, that normally avuncular fellow who does the weather on “Wake Up, D.C.!” was weeping hysterically that his patented “RealFeeling Heat Index” (the secret combination of heat, humidity and temperature readings taken from the surface of the sun) would soar to 317 degrees in the shade, which will soon not exist because all the trees in D.C. will “spontaneously burst into flames by noon.” And yet, the few minutes later, you flip to the more level-headed weather report in The Post, where you find that the actual temperature will be 103 degrees Fahrenheit. Yes, it will be hot and nasty and humid and terribly unpleasant, but then what did you expect? This is the Washington, D.C., in the summer. When has it not always been thus? Take the advice of the Manolo: turn the air conditioner up and the television off. Pour yourself the big glass of iced tea and settle into your reading chair for the long afternoon of piratethemed romance novels. Dating back to 1730, Lancaster’s Central Market is the oldest continually operating public marketplace in the United States. Today, it resides in a striking 1889 Romanesque Revival building. Market manager Michael Ervin estimates that 90 to 95 percent of shoppers who frequent the 57 farm stands, food shops and trinket vendors are residents. “It’s the essence of Lancaster County: Local people growing fresh, local foods and selling to people that they’ve known for years,” Ervin says. “We’re not just a market; we’re a community.”

day, the epicurean bazaar tallied 6.2 million visitors in 2010, according to Marketing and Event Manager Sarah Levitsky. The concept of culinary getaways — vacations planned around restaurant reservations, cooking classes and market visits — may be as old as leisure time itself, but anecdotal evidence suggests it’s suddenly growing in popularity. Tommy Nicolosi, the owner of

DiNic’s restaurant in the market, says he’s noticed a spike in out-oftown customers. “All of a sudden, aside from my regulars, I started getting people coming here as a destination,” says Nicolosi, who has served his famous roast pork sandwiches in the market for 31 years. “It’s, like, ‘Oh, we’re in from New Mexico,’ or, ‘We’re at the convention center and we had to come across the street to see you.’ That’s a fairly new phenomenon.” David Loy, the president and CEO of Epitourean LLC, which sells food-centric travel packages through Epitourean.com and

Cookingvacations.com, says he’s also observed booming interest in this type of tourism. In 2010, Epitourean’s sales increased by more than 300 percent compared to 2009, Loy says. “Obviously, people dine when they travel, but what we have seen is a significant growth in the number of people wanting to learn a little bit more while they’re on vacation,” he says. “People get exposed to the local culture by learning about the cuisine.” Our hyper-awareness about what we eat, how we eat it and

where it comes from — as well as the rise of chef superstardom — makes it easier than ever to arrange a jaunt entirely around legendary dishes or landmarks. In fact, that makes it practically inexcusable not to, says Jeff Swedarsky, the founder of DC Metro Food Tours, which offers eatery crawls around Washington. If you’re not experiencing a city through your stomach, Swedarsky says, “you’re missing out on a whole lot.”

Sandwiched between Ocean City’s T-shirt shops and family arcades are a legion of snack vendors with devoted followings. Exhibit A: French fries from THRASHER’S (401 S. Boardwalk, 801 N. Boardwalk), a beachfront establishment since 1929. Fried in peanut oil, these taters are topped with salt and vinegar — no ketchup allowed. Exhibit B: Another boardwalk institution, DUMSER’S DAIRYLAND RESTAURANTS (Beach-net.com/dumsers) and ice cream parlors dish out softserve cones, hard ice cream, sundaes, milk shakes and floats. One unforgettable flavor: Hawaiian delight (vanilla ice cream dotted with cherries, pineapple and bananas). For an actual meal, steamed crabs straight from the Chesapeake are the can’t-miss specialty. CRAB ALLEY (9703 Golf Course Road, West Ocean City, Md.; 410-213-7800) has deck dining with water views. Start with a bowl of Maryland vegetable crab soup or cream of crab soup, and save room (and energy) to deconstruct a heap of Old Bayseasoned crabs. Call a few hours in advance to place an order; the crabs are sold by the dozen or half-dozen in six sizes.

Virginia Beach’s food scene “is all about being on the waterfront and having great seafood,” says Jeff Swedarsky of Coastal Food Tours (a branch of DC Metro Food Tours), which runs a Virginia Beach Boardwalk Food Tour ($59, Coastalfoodtours.com). One highlight: Waterman’s Surfside Grille (5th Street and Atlantic Avenue; 757-428-3644) showcases both fresh catches and oceanfront vistas. The she-crab soup and seafood platters are satisfying eats after a long day in sun or surf. Just a block from the boardwalk, equally enticing entrees beckon — such as potato chip-encrusted mahi and scallops in a puff pastry “boat” — at TAUTOG’S (205 23rd St.; 757-422-0081). Tautog’s sister restaurant next door, DOC TAYLOR’S (207 23rd St.; 757-425-1960), specializes in all-day brunches. The $1.99 Old Bay-rimmed Bloody Marys and mimosas are beloved by vacationers and locals alike, says co-owner Bill Gambrell. “They’re intended for people to be able to have more than one” while waiting for a table and eating, Gambrell says, “because, unfortunately — or maybe fortunately — it’s busy sometimes.” No summer at the shore would be complete without old-fashioned saltwater taffy and peanut brittle. FORBES CANDIES (Forbescandies.com; three locations) sells 20 flavors of taffy. The 81-year-old company takes particular pride in its new 28th Street and Atlantic Avenue location, where a circa-1931 machine churns out 1,800 pounds of taffy each week.

When Frederick native Bryan Voltaggio competed against (and finished second to) his brother Michael on Bravo’s “Top Chef” in 2009, many Washingtonians began paying attention to the siblings’ hometown. Namely, to Bryan Voltaggio’s high-end American eatery, Volt (228 N. Owner Buz Grossberg doesn’t speak highly of his city’s food scene (“There’s not a great vibe like in other cities, when you go to parties and the first thing people start talking about is where they’ve eaten,” he says). But he appreciates that Richmond’s reputation now precedes it: When people visit from afar, “it never ceases to amaze me — but it doesn’t surprise me anymore.”

<_bc H[l_[m Let Tony Stark make the wisecracks and Nick Fury give the intimidating commands. As Steve Rogers, Chris Evans brings an earnest dignity and intelligence to “Captain America: The First Avenger,” the final Marvel Comics setup for next summer’s all-star blockbuster “The Avengers.” There’s little humor here outside a few moments in which this superhero discovers the full breadth of his powers and the presence of Tommy Lee Jones, who shows up and does that bemused, condescending thing he can do in his sleep. Director Joe Johnston’s film feels

weighty and substantial, even in the dreaded and needless 3-D, and it has a beautiful, sepia-toned, ArtDeco look about it. Plenty of action awaits, but it’s not empty or glossy. You are not in for a giddy, winking, high-f lying summer f ling. And that’s OK — there’s something appealing about such an old-fashioned approach. Evans, who previously played the smart-alecky Human Torch in

both “Fantastic Four” movies, takes a very different tone here as the World War II fighting hero. Rogers is a scrawny kid from Brooklyn with dreams of military glory who keeps getting rejected each time he tries to sign up for service. Scientist Abraham Erskine (Stanley Tucci) sees something special in him, though, and enlists him for a daring experiment. Through some high-tech injections, Steve is transformed into a super soldier known as Captain America. Despite his newly buffed physique, the government believes the best use of this

Hesitant Avenger It’s an understatement to say Chris Evans is a reluctant superhero. The actor reportedly turned down the role of “Captain America” several times, unsure whether he wanted to commit to it, “The Avengers” and future sequels. “The reason I kept saying no is because I was scared,” Evans, who went to therapy because of the role, told the New York Times. “Maybe this is exactly what I had to do. Maybe this is exactly what I had to face.”

human weapon is to send him out on tour selling war bonds. But Rogers isn’t the only one who’s been juicing: Hugo Weaving plays the former Nazi leader Johann Schmidt, who will reveal himself to be the villainous Red Skull. He’s formed his own splinter group, Hydra, and insists that his minions greet him with a Hitler-style salute. In satirizing our country’s tendency to fetishize patriotism, “Captain America” doesn’t have much that’s new to say: We worship and cling to our heroes, whether or not they want or deserve our adulation. Is that it? Still, such a reserved take on the subject might just be preferable to heavy-handed preaching. And we’re surely in store for an over-the-top spectacle when “The Avengers” hits theaters next year. Until then, this is a nourishing appetizer. CHRIST Y LEMIRE (AP)

Teachable Movies Remember when you’d walk into your third-grade classroom and there was a film projector set up? Or, if you’re a young’un, a TV at the front of the room? And you knew that your teacher had finally just HAD IT and needed a day to stare into space and calculate the interest on her student loans, which meant you got to watch a MOVIE? And then it would turn out to be about Bull Run or osmosis, or it was that Donald Duck in 8o Ah_ij[d Mathmagic Land one. FW][#A_hXo But it was still awesome because MOVIE! That’s what it should feel like to watch any documentary — you learn, but it’s less note-taking and more just sitting back and absorbing information into your brain. Good thing there are two new ones that should shake you out of any summer-movie coma Michael Bay put you into. The first is “Tabloid,” which opened two weeks ago, and if the words “manacled Mormon sex scandal” don’t do anything for you, then I’m sorry, I can’t help you. The second, opening today, is “Project Nim,” about a chimp, below, who was raised as a human baby, learned to sign, and then was betrayed by just about everyone who ever met him. So break up your summer routine, kids, and learn a little something. There won’t even be a test afterward.

FbWo_d] BAD TEACHER (R, 92 minutes) Cameron Diaz brings her signature brand of blonde va-va-vooms to Elizabeth Halsey, a sultry, surly, self-absorbed gold digger who decided to become a teacher for what she deems “the usual reasons: short hours, summers off and no accountability.” When her planned jackpot of a marriage comes up lemons, she’s forced to return to her old job. Elizabeth is looking for another rich guy to marry, and she sees potential in a new substitute teacher, a bespectacled sweetie named Scott Delacorte, played by Justin Timberlake. A promising assortment of famous players from TV sitcoms make up a comic dream team of a supporting cast. But with the exception of Jason Segel and his reliable laid-back flair, they’re left with next to nothing to do but react with appalled awe to Elizabeth’s trademark vulgarity-strewn ripostes. A.H. CARS 2 (G, 106 minutes) “Cars 2” features a lot more of two things: Mater, the rusty, rednecky tow truck voiced by Larry the Cable Guy, and car racing. As lovable as Mater is, let’s face it: A little bit of Larry the Cable Guy goes a long way. Fortunately, “Cars 2” is a long, looong way from Talladega. Set in Tokyo, London and a picturesque Italian village during a three-part international race to determine the fastest car in the world, “Cars 2” boasts eye-popping scenery of far-flung locales and thrilling race sequences. It’s a visually stunning film. Unfortunately, the sequel shortchanges the very relationships that gave the first movie its surprising heart. M.O. GREEN LANTERN (PG-13, 105 minutes) The premise of “Green Lantern” seems as musty as a dog-eared pulp magazine: Earth’s Lantern is one of thousands of intergalactic cops who wear magic rings that draw their juice from “the emerald energy of willpower.” The latest contender for emeraldhood is Hal Jordan (Ryan Reynolds), a bad-boy test pilot, forever striving to be as brave as the top-gun father he saw incinerated by exploding jet fuel. Yet Hal doesn’t seem the hero type, exactly. A self-described “total screwup,” he’s personally unreliable and emotionally unavailable, even to longtime love/ hate interest Carol Ferris (Blake Live

Not only is Hal’s true love an office mate; so is his potential adversary, Hector Hammond (Peter Sarsgaard). MARK JENKINS HARRY POTTER AND THE DEATHLY HALLOWS — PART 2 (PG-13, 130 minutes) Picking up precisely where its first installment left off, “Deathly Hallows — Part 2” finds Harry (Daniel Radcliffe) burying his dear friend Dobby, “A Free Elf,” as the tombstone describes him, and setting off on yet another grim journey to find the Horcruxes containing tatters of Lord Voldemort’s soul and destroying them, the better to weaken and ultimately defeat the force of darkness also known as You Know Who. Harry’s moment at Dobby’s grave sets an apt tone for a largely cheerless quest that will take Harry, Ron (Rupert Grint) and Hermione (Emma Watson) from Shell Cottage to the bowels of Gringotts Bank and finally to Hogwarts School of Witchcraft and Wizardry, where Harry will meet his Calvary at the hands of Voldemort, once again brilliantly portrayed by Ralph Fiennes. His first course: a speech class called “The Art of Informal Remarks.” Talk about unmarketable. At least the teacher — played by an unhappily married Julia Roberts — is hot. You can see what’s coming, even if Larry can’t. Later, Larry meets the free-spirited Talia. Before you can say “bibbidi-bobbidi-boo,” Talia has given Larry a magical makeover, complete with new hair, new glasses, new ’tude and stylin’ clothes. Watching Hanks’ transformation from Larry Crowne to “Lance Corona” — Talia’s nickname for his new persona — is the film’s chief pleasure. M.O. to Monte Carlo to enjoy the lifestyles of the rich and famous. STEPHANIE MERRY MR. POPPER’S PENGUINS (PG, 97 minutes) Jim Carrey, as the titular Thomas Popper, steals the show from his avian co-stars, a flock of CGI penguins who are strenuously adorable in the way that only CGI penguins can be. Playing a slick Manhattan real estate developer who reluctantly comes into possession of six Gentoo penguins, the actor uses his gift for physical comedy and funny voices to propel this gentle comedy forward toward its familiar message about the importance of family over career advancement. Grown-ups will see where this is going. But before it gets there, what follows is a series of antic misadventures involving penguins’ need for cold temperatures — Popper essentially turns his apartment into a giant walk-in freezer — and the birds’ propensity for imprinting with a parental figure, regardless of species. M.O. PAGE ONE: INSIDE THE NEW YORK TIMES (R, 91 minutes) You almost expect the film to open with shots of massive rolls of newsprint and conveyor belts serving up thousands of still-warm copies of that day’s paper. And it does. But faster than you can say, “Sweetheart, get me rewrite,” filmmaker Andrew Rossi cuts away from such nostalgia-inducing bunk to cold, hard reality: TV news reports about one newspaper after another going under. The film is built around David Carr, the Times’ media columnist since 2002. The movie is almost a profile of him as

much as it is a portrait of his employer. Carr makes for a fascinating if cranky host. He’s lively, opinionated, funny, personal and a bit old-fashioned. Carr talks about it all, knowledgeably, entertainingly, broadly and passionately. M.O. SUPER 8 (R, 118 minutes) In “Super 8,” a chubby would-be director named Charles (Riley Griffiths) keeps running around his small Ohio hometown, framing its culde-sacs and tract homes with his hands and calling for “more production value.” Charles is shooting his own zombie movie, and he has commandeered his adolescent friends to work on his cast and crew. The scenes of Charles’ movie-within-a-movie turn out to be the best parts of “Super 8.” While Charles and his team are filming, they inadvertently record a horrific accident that ends up drawing the attention of the U.S. Air Force. Charles’ special-effects guy, Joe Lamb (Joel Courtney), is convinced that something is afoot. A.H. TRANSFORMERS: DARK OF THE MOON (PG-13, 154 minutes) Transformation proves to be beyond the grasp of “Transformers: Dark of the Moon,’’ the latest movie in which 1980s vintage Hasbro toys come to life and kick ’bot. Dispatching Shia LaBeouf’s Sam Witwicky on his third “Transformers” caper, the movie wobbles between quick-cut action and outright slapstick. As befits a cinematic saga that began as a toy tie-in, “Dark of the Moon’’ sometimes seems designed for boys who are too young to appreciate the charms of Rosie HuntingtonWhiteley, the British blonde who plays Sam’s new squeeze. And while the CGI and 3-D are up to date, whenever Autobot philosopher-king Optimus Prime offers Sam some wisdom, the advice sounds like

X-MEN: FIRST CLASS (PG-13, 131 minutes) “First Class” begins, like the comic book series itself, in 1944. That’s when a young German boy named Erik Lehnsherr watches his parents being hauled off to Auschwitz. In a fit of fear and rage, he

something from a Depression-era Boy Scout handbook. M.J. WINNIE THE POOH (G, 63 minutes) Disney’s new take on the adorable honeyloving “Winnie the Pooh” is a memorable return to the Hundred Acre Wood and a lively, interactive adventure. Inspired by the simplified lines and water-color palette of Disney’s original Pooh cartoons, this hand-drawn tale opens with a narrator introducing us to Winnie the Pooh (Jim Cummings), a tubby little cubby who single-mindedly thinks about feeding his grumbly tummy some honey. But Pooh must put his honey-quest on hold when he encounters his melancholy donkey pal, Eeyore (Bud Luckey), who’s missing his gray tail. Pooh rounds up his entire enchanted neighborhood crew to embark on a competitive search for Eeyore’s replacement tail, with Christopher Robin offering a pot of honey as a reward.

Animals offer Kevin James, shown, relationship advice in “Zookeeper.” bends the metal gate separating him from his family, commanding the attention of a scientist eager to harness young Erik’s telekinetic powers. Twenty years later, the grown Erik (Michael Fassbender) contemplates his revenge against the man who went on to ruin his life. Meanwhile, the genially telepathic Charles Xavier (James McAvoy) is earning his doctorate in genetic research at Oxford, with

his shape-shifting friend and surrogate sister, Raven, by his side. A.H. ZOOKEEPER (PG, 101 minutes) The film opens on a beach at sunset, where Griffin Keyes (Kevin James) has rented a horse and hired a mariachi band so he can propose to his girlfriend, Stephanie (Leslie Bibb). But she turns him down. Vapid and self-centered, Stephanie can’t get over the fact that Griffin’s a zookeeper. Years later, Griffin is ready to move on when the statuesque beauty slides back into his life. Thankfully, our hero finds motivational support from a friend (Rosario Dawson) and the animals at Griffin’s zoo. Faster than you can say “Doctor Doolittle,” the beasts in Griffin’s social circle begin to spew advice and dating tips. Lions voiced by Sylvester Stallone and Cher teach him not to be so cowardly. Then there’s a monkey voiced by Adam Sandler who suggests Griffin throw his feces at Stephanie — just what you’d expect a monkey voiced by Sandler to say. SEAN O’CONNELL

Last year, Woolly Mammoth’s production of “Clybourne Park” (starring Jefferson A. Russell, left, and Dawn Ursula, right) earned raves from just about everyone, so it’s no surprise that in this summer of remounted productions, Woolly’s bringing it back. The time-hopping comedy is a takeoff on Lorraine Hansberry’s “A Raisin in the Sun,” but it hits all the right notes in its analysis of modern American attitudes toward race and belonging. It’s in a Book

“The Great Gatsby” was the most popular book in junior-year English class, partly because it was beautiful but mostly because it was short. But the playful novel “Daisy Buchanan’s Daughter,” by Tom Carson, left, takes 628 pages to tell the story of the descendant of Fitzgerald’s heroine — a story set in the District and filled with history, puns and deep meaning. Carson will read from some of those pages this weekend. Politics and Prose, 5015 Connecticut Ave. NW; Sun., 5 p.m., free; 202-364-1919, Politics-prose.com. (Van Ness)

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Arena Stage makes a joyful return to ‘Oklahoma!’ Reprise of last year’s hit has same cast and same sparkle

Photo of the 2010 cast of Oklahoma! by Carol Rosegg.

By Peter Marks, Published: July 17 That bright golden haze is just as radiant the second time around around. “Oklahoma!,” the surprise autumn smash at Arena Stage, is back on the Fichandler stage for a summertime fling, looking as smart and sending out as many joyfully youthful vibes as it did for the run that inaugurated the company’s return to its near-magically transformed campus in Southwest Washington. The original multi-ethnic cast, which gave the seminal 1943 Rodgers and Hammerstein musical such a freshly illuminating face, has returned intact. Supported by the robust sound of a dozen musicians under the baton of George Fulginiti-Shakar, the voices, if anything, embrace that astonishing score with even more confidence and style. “The Surrey With the Fringe on Top,” that ditty your mom used to hum (when she was in a particularly good mood), gets some romantic swagger from Nicholas Rodriguez’s magnetically self-assured Curly. “Kansas City” becomes an energizing two- and clog-stepping showcase for choreographer Parker Esse and the superb, Broadway-ready Cody Williams as prairie dim bulb Will Parker. Eleasha Gamble’s becoming Laurey cloaks “People Will Say We’re in Love” in pure velvet. And the born comedian June Schreiner capitalizes on her natural gifts for the most expertly innocent version of Ado An Annie’s “I Cain’t Say No” you are ever likely to hear. Speaking of repeat listens: Why doesn’t anyone explore the possibility of cast recordings of regional productions? Because this would be one worth owning. Maybe even in the MP3 age the costs are prohibitive, but I’d bet that a significant percentage of the 600-plus people exposed nightly to Rodriguez and company would be sharing their R&H music files with friends. (Well, maybe they’d have to ask their kids how to do it.)

The breakthrough of director Molly Smith’s production is in fusing the making-of-Am making-of-America ethos of “Oklahoma!” — set at the turn of the 20th century, before the territory achieved state statehood — to a more modern understanding of how the country’s composition is utterly dynamic. Thus, ( Aunt Eller (an amusingly persnickety E. Faye Butler) and Laurey are black; Curly is played by a Latino; the lead cast and ensemble include other actors and dancers who are white, Asian American and African American. There is going on here the application of rose-colored eyewear: The only suggestion of hostility in this “Oklahoma!” of many colors — aside from the men who fight for Laurey, Curly and Aaron Ramey’s brooding farmhand Jud — is the pervasive rivalry between the farmers and cowmen. Otherwise, Smith maintains on this evening a jaunty air, evoked voked most definitively by Rodriguez, whose Curly flashes devilish grins and appears for the longest time to take the challenging courtship of fearful, equivocating Laurey as a bit of sport on the range. His lightness of being is a useful segue as the first act spirals toward his smokehouse confrontation with Jud in the weird, moodshifting number “Pore Jud Is Daid,” through which Curly tries to persuade his adversary that suicide would be an ennobling exit. Jud in Ramey’s portrayal is a seething menace, and though Jud is crucial to one of the musical’s motifs — the exotic sexual tensions generated by outsiders — Oscar Hammerstein II didn’t entirely solve the problem of how to give this creepy, unlikable character even a shred of humanity. Smith, with the help of Rodriguez and Ramey, at least manages to milk the self-conscious irony of “Jud Is Daid” so that we sense Curly’s beguiling ham-handedness. And set designer Eugene Lee comes up with an ingenious device

for illuminating Jud’s vulgar earthiness: His dark lair rises out of the floor of the Fich’s theater in the round, as if he inhabits an easily accessible level of hell. This and the carnal turmoil conjured in Laurey’s haunting dream ballet — staged by Esse with both passion and coherence — are the only intimations of trouble on the Plains. The ominous aspects are trumped in Smith’s production by the sweeter ones, and so this “Oklahoma!” is more musical comedy than musical drama. (One cautionary note: Funny lines aren’t funnier just because they’re shouted. In fact, raised voices get muddier, a tendency creeping into some performances.) The zany romantic triangle of Will, Ado Annie and Ali Hakim, the Persian traveling salesman who likes to peddle more than the wares on his cart to the local ladies, sets the dominant tone here. Nehal Joshi makes for a divinely enjoyable Ali Hakim, infusing this genial huckster with equal parts charm and slyness. He’s a quintessential immigration story unto himself: the visitor who comes only to make a buck, but ends up stitched inexorably into the American quilt. That maker of other fine threads, Martin Pakledinaz, dresses the cast in the splendidly functional duds of pioneer culture, and Michael Gilliam’s lighting gives an ethereal pallor to Esse’s turbulent dream ballet. The blanket illumination here is of the variety that allows you to feel as if a landmark of the theater is making history all over again. l marks@washpost.com
