THE DISTRICT The crowd seemed like just another large tour group meandering around the Mall. But instead of city maps and cameras, this group brought Poké Balls attached to belt loops and dozens of stuffed Pikachu dolls sticking out of backpacks. Despite a sudden rainstorm, hundreds gathered at the Jefferson Memorial on Saturday afternoon to play Pokémon Go, the wildly popular augmentedreality smartphone game. The people came out not only to hunt Pokémon, but also to meet others who love the game as much as they do. “The game’s fun, but that’s not really what today is about,” said Richard Hu, 23, a student at the University of the District of Columbia. “I’m here to be a part of something different and to be part of this weird, fun community.”

After the brief rain passed just after 1 p.m., the crowd split into three groups that corresponded with the three teams within the game. One team tramped through the mud as they rounded the Tidal Basin and walked north toward the Mall, many faces glued to screens to find Pokémon. The basin’s actual ducks were ignored. The game puts the player in

the role of a Pokémon trainer, whose goal is to find and catch all 151 cartoon creatures. This can’t be done from the comfort of a living room couch, however. Players have to go into the streets and physically wander until they bump into the Pokémon. For the Soens family, the game has become a way to spend more time together. Buffy Soens downloaded the game because her two kids were playing, but she soon found herself hunting Pokémon even when they weren’t around. “I truly enjoy it now,” she said. “There’s even a little competition between us about who can get to the highest level.” The family of four from Bryans Road, Md., has taken evening trips to the District, Annapolis and National Harbor to hunt Pokémon that live in different places. ‘This is not going to be pretty’ TRANSPORTATION This will be the biggest one to date. Metro’s sixth maintenance surge — the first to affect the system’s most heavily traveled corridor — is scheduled to begin today on the Red Line, with round-the-clock single-tracking on the east end between the Takoma and Silver Spring stations. Metro officials estimate that this will be the second-most impactful bout of maintenance of the entire 10-month SafeTrack project, with a 50 to 75 percent reduction in capacity between Glenmont and NoMa-Gallaudet. And after seven days, crews will switch to work on the west end — between the Shady Grove and Twinbrook stations — to complete 10 more days of work. “This is not going to be pretty,” Montgomery County Council Vice President Roger Berliner said, “but it is oh-so-necessary.” Although Metro’s maintenance “surges” on other lines have seen an initial dramatic drop-off in ridership, with a subsequent slow rise as riders trickle back to the train system, Metro General Manager Paul Wiedefeld is hoping that he has successfully scared people away from trying to crowd onto the limited number of trains at any point during the upcoming Red Line surges.

After weeks of work on other portions of the rail system, Metro now brings its maintenance surge to the Red Line.

Plan ahead The single-tracking zone may look small, but it will have a big impact on rush-hour commuters. Here are some ways to avoid the mess. (TWP) Riders commuting between Fort Totten and downtown Washington can steer away from the Red Line and instead travel on the Green Line. Metro will provide extra rush-hour buses on the 80, P6, G8 and Y7 routes, which begin at the Fort Totten station, the Rhode Island Avenue station and points in Maryland, then travel throughout the District. The Montgomery County Department of Transportation’s Ride On bus service will offer “Red Line shuttles” as an alternative to the actual trains.

“This will result in significant delays on the entire Red Line, not just this portion of it,” Wiedefeld said at a news conference. “Starting Monday, Red Line riders need to do what others have done, which is find alternatives.” Traffic-control officers will be

posted at strategic intersections to help handle the increased number of vehicles and pedestrians trying to find their way. Capital Bikeshare will provide a bike corral at Union Station during this maintenance surge. Additionally, the bike rental

outfit is offering $2 fares on half-hour rides for the duration of SafeTrack. “You need to look at all your alternatives, study them up and do everything you can to avoid being discombobulated,” said Berliner. But, he added, “let’s not lose sight of why we are subjecting our residents to this major inconvenience.” Wiedefeld has been pushing that point, too. At a Metro board meeting Thursday, he said that one of the major focuses of this surge will be replacing crossties, the wooden beams that support the train tracks. Metro staffers expect to be able to replace thousands of crossties between the Silver Spring and Takoma stations during the seven-day, interruptionfree work period — so many that it would otherwise take 160 night-work sessions to complete. Amid all the advance complaining about the Red Line’s initial encounter with SafeTrack, at least one person was optimistic: Takoma Park Mayor Kate Stewart. Yes, she acknowledged, surge No. 6 will be a bummer. The bright side? The Red Line woes of August are only a prelude to what is to come in October: surge No. 10, which will stop all train traffic between Fort Totten and NoMa-Gallaudet for 23 days — the most daunting surge on the SafeTrack schedule. The number of homeowners in Maryland the state Department of the Environment is in the process of contacting to retest their properties for lead and to inform residents of the danger lead-paint exposure can pose to young children. The state, in conjunction with the Environmental Protection Agency, launched an investigation of roughly 400 homes in Prince George’s, Montgomery and Anne Arundel counties earlier this year after the work of an inspector was called into question. State officials said last week they have expanded their probe to include 1,600 additional homes, some inspected as far back as 1996. (TWP)

Investigation underway after train derails TRANSPORTATION The East Falls Church station was closed through Sunday as Metro officials investigated a derailment on the tracks serving the Orange and Silver lines that delayed thousands of morning commuters Friday and capped off an already troubled week for the system. Though they had hoped to reopen the lines by Sunday morning, Metro officials said Saturday that they needed more time to investigate the derailment. Service was suspended between West Falls Church/McLean and Ballston through Sunday, but normal service was to resume starting at 5 a.m. today. The Friday morning derailment resulted in no serious injuries but startled the 60 passengers on the train. It also sent a wave of service interruptions throughout the subway system and did little to allay riders’ concerns about the system’s safety record. General Manager Paul Wiedefeld said experts from Metro, the National Transportation Safety Board and the Federal Transit Administration, as well as an outside consultant, are looking into several possibilities as to why the train derailed. “Environment, heat — we had a lot of rain the past few days,” he said. “It starts with the human [factor]. We’re looking at ties, at fasteners, at all the switches. All that will be looked at.” (TWP)

ELLICOTT CITY, MD. A vicious flash flood ripped through Ellicott City, Md., Saturday night, leaving at least two people dead and two missing as it destroyed roads, homes and businesses. Dramatic video and photos shot after the flood depict a ravaged downtown: bricks torn from sidewalks, streets caved in, cars overturned, storefronts gashed, first floors gutted. The bodies of a man and a woman were found Sunday, town spokesman Andy Barth said. Baltimore County police, who recovered the victims’ bodies on the opposite side of the Patapsco River, identified the victims as Jessica Watsula, 35, of Lebanon, Pa., and Joseph Blevins, 38, of Windsor Mill, Md. Both were inside vehicles that were overcome by floodwaters. The devastation prompted Gov. Larry Hogan to declare a state of emergency. Historic Main Street looked like “a scene from a disaster movie,” Howard County Executive Allan Kittleman said. “I know there are going to be a lot of people who will lose their homes and apartments and businesses that will have a hard time rebuilding.” On Sunday morning — when the 244-year-old town’s epicenter would normally have bustled with visitors — Kittleman and Rep. Soon, Secret realized the rising waters had pushed four cars down the street. “We luckily had backpacks ready,” Secret said. “It’s not much. A single change of clothes.” Three of her cats made it out with her. The fourth was still inside, as far as she knew. “We’ve gone back before, but I don’t think I’ll ever live on Main Street again. I need to go live on a mountain,” Secret said, trying to muster a smile. Shannon Tolley, 45, of Manheim, Pa., was driving through town with a friend on Saturday afternoon when they decided to stop. As the rain began, they popped into the basement bar at Ellicott Mills Brewing Company. Soon, she said, a flash flood warning alerted on Tolley’s phone, and “all of a sudden it started leaking in the basement bar.” The restaurant staff moved diners up to the first floor, then — as the flooding worsened — the second and the third. “The water was just rushing down the street like a big river,” the music teacher said. But that travel plan changed abruptly and the murder case crumbled. Lawyers on both sides had learned about recent secretly recorded conversations with the man who was to have been the key witness against Ingmar Guandique, Levy’s alleged killer. On Thursday, prosecutors dropped all charges against Guandique,

telling defense attorneys that new information had left them unable to prove their case. New details about how the case unraveled emerged Friday from defense attorneys, who said the case was closed shortly after prosecutors received recordings from a Maryland woman of conversations she had with star witness and jailhouse informant Armando Morales. The woman told both sides that Morales said in the recordings that he lied when he testified that Guandique had told him about killing Levy, according to the

EDUCATION The leaders of the Satanic Temple have gathered in Salem, Mass., a city renowned for its witch trials. They’re plotting to bring their wisdom to the nation’s public schoolchildren. They point out that Christian evangelical groups such as The Good News Club already have a presence in the lives of many American children through after-school religious programming in public schools, and they appear determined to give young students a choice. “It’s critical that children

understand that there are multiple perspectives on all issues, and that they have a choice in how they think,” said Doug Mesner, the Satanic Temple’s co-founder. Today, the group plans to introduce its After School Satan Club to public elementary schools, including one in Prince George’s County, petitioning school officials to allow them to open when the academic year starts. There are at least 10 other chapters across the country. The group’s plan for public schoolchildren isn’t about promoting worship of the devil, however. The curriculum for the proposed after-school clubs emphasizes the development of reasoning and social skills. Every child must have a signed parental

Although the National Transportation Safety Board did not identify the company operating the balloon or its pilot involved in Saturday’s crash, two officials familiar with the investigation said it was run by Heart of Texas Hot Air Balloon Rides. The officials spoke to The Associated

Press on condition of anonymity because they were not authorized to talk about the case publicly. NTSB investigators will look at “three things — human, machine and environment,” board member Robert Sumwalt said. The investigation will include the balloon’s maintenance history and the weather conditions. The NTSB is interested in any cellphone video of the flight from witnesses, and investigators will look for devices in the wreckage that might contain video shot by passengers. The pilot was Skip Nichols, 49, according to Alan Lirette, who identified Nichols as his boss, best friend and roommate. Lirette said he helped launch the balloon, which was carrying a

total of 16 people, none of them children. The balloon fell in a pasture near Lockhart, about 30 miles south of Austin. The crash site was near a row of high-tension power lines, and aerial photos showed an area of scorched land underneath. One witness described seeing a “fireball” near the power lines. A shooting in a crowded entertainment district in downtown Austin early Sunday caused a chaotic scene, leaving one woman dead and four others wounded and police searching for a suspect. Austin Police Chief of Staff Brian Manley says police received reports of gunshots in Sixth Street Entertainment District shortly after 2 a.m. Sunday, and found that five people had been shot. One woman was pronounced dead at the scene, and three other women were hospitalized with injuries that were serious, but not life-threatening. Crews continued to battle a massive wildfire near California’s Big Sur that is threatening thousands of homes as another blaze broke out in Fresno County and quickly spread, prompting the evacuation of 300 homes near dry, rolling hills. The fatal fire north of Big Sur grew overnight to 59 square miles, the California Department of Forestry and Fire Protection said Sunday. The wildfire has destroyed 57 homes and 11 outbuildings and is threatening 2,000 more structures. It was 15 percent contained Sunday morning. Turkish President Recep Tayyip Erdogan issued a new presidential decree Sunday that introduced sweeping changes to Turkey’s military in the wake of a July 15 failed coup, bringing the armed forces further under civilian authority. Nats hoping they’ve found a new savior NATIONALS While making his trek from Milwaukee to San Francisco this weekend — a whirlwind trip that included a layover in Phoenix and concluded at 2 a.m. Sunday — Mark Melancon exchanged texts with Jonathan Papelbon, the man whose job he is taking. Melancon, the Nationals’ new closer, said Sunday that Papelbon, the Nationals’ previous closer, was “awesome” about the potential awkwardness. “It’s a tough situation so I understand that,” Melancon said Sunday in San Francisco before the Nationals played the Giants. “Like he said, we’re here to win a championship. Whatever it takes.” The Nationals acquired Melancon, a three-time All-Star, from the Pirates for left-handers Felipe Rivero and Taylor Hearn on Saturday because the Nationals

had lost confidence in Papelbon, a four-month progression completed by a poor outing Thursday to cap a horrendous week. Melancon, 31, is essentially a rental as an impending free agent this offseason, but Washington didn’t have to relinquish a top prospect for the upgrade. The right-hander won’t get to pitch at home for the Nationals until they return Friday. But he well remembers the last time he pitched in the District: Melancon allowed a game-tying, pinch-hit home run to Daniel Murphy in the ninth inning of an 18-inning Pirates win July 17. “I was trying to help us out,” he joked. That was a rare hiccup for him. Since seizing the role for the Pirates in July 2013, no other pitcher has amassed more saves. False idols: We love the way the ‘Bachelor’ lies “Deceiving others. That is what the world calls a romance.” So said Oscar Wilde. Though the witty Brit expired in 1900, I think he was talking about the current season of “The Bachelorette,” whose finale airs tonight at 8 on ABC, and “Bachelor in Paradise,” premiering tomorrow, same time, same network. Because there appears to be a whole lot of deception going on. Tonight, Bachelorette JoJo Fletcher chooses between her

favorite singletons: Robby Hayes, described by ABC as a “former competitive swimmer,” and Jordan Rodgers, a “former pro quarterback.” When she says she’s in love with both of them, isn’t she deceiving herself? Meanwhile, she sent deceptively mixed signals to the third finalist, Chase, who was left to wonder: “Why did you give me that Fantasy Suite [where ABC-sanctioned copulation takes place] card just to send me home?” JoJo may be the victim of deception, too. Rumor has it Jordan wanted to be on “The

Bachelorette” to jump-start his career in sports broadcasting. Plus, his former girlfriend has accused him of cheating. And then there’s “Bachelor in Paradise,” in which contestants who struck out on “The Bachelor” or “The Bachelorette” mingle at a resort. Spoiler alert: There will be proposals! And no doubt, deceptions. One woman says of her beloved: “I’m in love with him. I just hope he doesn’t change his mind.” But deception won’t be the only game. Two contestants are self-styled truth tellers. Chad Johnson, one of JoJo’s suitors, is billed by ABC as the most controversial man in the history of the “Bachelor” franchise. To earn this title, Chad ate a heap of lunch meat, picked fights and, after he was dumped by JoJo, says he “hung out with” the exes of Robby and another contestant, Grant. Still, credit where credit is due. There’s no denying the truth of his advice earlier this

season to fellow contestants vying for JoJo’s heart: “Y’all don’t know her yet; you can’t be in love with her.” “Paradise’s” other truth teller is Jubilee Sharpe, who lost her family as a child in Haiti, was adopted by an American family and is a military vet. When she was on “The Bachelor,” Jubilee freely admitted that she’s “complicated” — which prompted host Chris Harrison to say, “I know you can’t control how complicated you are.” To which comedian Amy Schumer tweeted: “There is nothing wrong with ‘complicated’ women Chris Harrison. You treated it like something she should fight.” Jubilee’s honesty shows Oscar Wilde’s words aren’t always the rule when it comes to romance. I hope she continues to spread her truthiness in paradise.

In this new special, “The Hills” star Lauren Conrad promises to tell “the real story” behind her former MTV reality show, which premiered 10 years ago this summer.

While many big

donors wouldn’t talk to Pelosi, a surprising number are included. She knew many of them through her mother, House Democratic leader Nancy Pelosi. Some, annoyed at being vilified as the “billionaire class” by Bernie Sanders, say their influence is exaggerated. Take Brad Freeman, who has given more than a million dollars to the Bush family. Freeman was excited to get a call from George W. Bush shortly after he was elected. But the conversation was merely about Bush’s cat, which Freeman had taken a liking to. Bush couldn’t bring the cat to the White House. Would Freeman want it? When people wonder what he got in return for his donations, Freeman says ruefully, “I got the frickin’ cat.” Pelosi learned that even in this

high-rent sphere, life is a lot like high school. “This is a way of buying friends, of getting people to show up at your parties,” Pelosi says. Some donors really do have strong feelings about issues and want to be listened to, like broadcasting executive Stanley Hubbard, a conservative who rails about “too many tree-hugging fruitcakes” and dismisses global warming. On the other end of the spectrum, there’s Vin Ryan, disgusted by democracy’s turn. He’s taking the seemingly contradictory stance of spending money only on behalf of candidates who support efforts to reduce the influence of money in politics.
