The News Journal reports Dover City Councilman David Anderson said Kaya Jones had already praised him, so he asked her to record it using Cameo, which lets you pay for shoutouts from minor celebrities. A 1-year-old motorist was pulled over for driving without a license, but got off with a “cuteness warning.” Police in Malden, Mass., staged the traffic stop Tuesday after spotting Grayson Salerno driving a red toy Mercedes on a sidewalk. An officer pulled up, switched on his lights and feigned writing a ticket. It’s doubtful the young offender understands the charge. He wore a T-shirt reading: “I have literally no idea what you are saying.” (AP)

White House rally mixes protest, party

THE DISTRICT A nightly protest outside the White House began the evening that its resident made headlines in Helsinki. Now in its third week, it has morphed into equal parts demonstration, roast and dance party. Unlike the Women’s March or March for Our Lives — singleday events attended by thousands — the modest, day-to-day rally dubbed the “Kremlin Annex” has a different flavor. Organizers welcome those who want to confront President Trump daily, at high volume. The issues — a Supreme Court selection, family separations at the border, possible collusion with Russia — matter, they say. Which issue the protesters show up for doesn’t. “We don’t plan on stopping until Donald Trump is gone,” the group’s website says. Philippe Reines, a longtime Hillary Clinton spokesman, said protests began July 16 after Trump, in Finland, appeared to side with Russian President Vladimir Putin, who denied his country interfered in the 2016 U.S. presidential election. That night, Reines tweeted: “If someone flew home from Helsinki they’d get back to DC around 9pm. Probably jet lagged. You know what I’d hate if I just got

The nightly rallies feature bands, speakers, stunts and the occasional celebrity. The sampling of offerings has included appearances by actress Alyssa Milano and Stormy Daniels attorney Michael Avenatti, as well
as members of Congress. On Day 10, there were protesters dressed as sharks, timed to Shark Week. The size of the protests vary — Parkhomenko estimated more than 1,000 turned out to hear Avenatti, while other nights might see fewer than 100 people. Trump antagonist Rosie O’Donnell is scheduled for Monday. Chandra Prater, 33, a selfdescribed “stay-at-home mom” from Los Angeles, bought a plane ticket to Washington after Trump’s Helsinki summit. “I wanted to say I did everything in my power to stop them,” she said. “The president is so unpredictable that I don’t think any of us know what will be effective. There is an element of stabbing in the dark.”

State appeals D.C. sniper resentencing to SCOTUS Virginia’s attorney general has asked the Supreme Court to block an order granting a resentencing for D.C. sniper Lee Boyd Malvo. Attorney General Mark Herring’s application for a stay was filed Thursday. Herring previously said he would ask the high court to review a June ruling that said Malvo should be resentenced in Virginia under new rules for punishing juveniles. Herring argues Malvo’s sentence already complies with those rules. Malvo was 17 when he and John Allen Muhammad fatally shot 10 people in the D.C. area in 2002. (AP) VIRGINIA

A leading Maryland lawmaker says he will introduce a constitutional amendment next year to protect abortion rights. House Speaker Michael Busch announced Thursday he will introduce the proposal in next year’s legislative session. If approved by the General Assembly, it will go on the ballot in 2020. Police issued an Amber Alert warning that JinJing is “believed to be in extreme danger.” Police say JinJing is about 4 feet, 11 inches tall and weighs about 90 pounds. She is Asian and has black hair and brown eyes. The woman they say abducted her is described as Asian, about 40 years old, with black hair. (AP)

Video shows fatal police shooting SILVER SPRING Maryland authorities on Wednesday released body camera video of a police officer fatally shooting a man who he says attacked him. One of the videos released by Montgomery County Police showed Officer Anand Badgujar running and walking through a neighborhood June 11 in pursuit of Robert White, a black man from Silver Spring who was unarmed. ANALYSIS An alarming but ultimately harmless incident aboard Metro’s Red Line on Sunday underscores the difficulty of policing an urban subway system with 118 miles of track — but also the persistent concern by some riders that the agency should do better at keeping order on its trains. A Metro rider who was returning home with his family after a weekend outing at a Washington museum said he had to use the train’s emergency intercom to summon help after a deranged man burst into the car and began cursing and ranting about the Islamic State. But nobody came, and the Red Line train kept going, the rider said. Two more stops went by as the agitated man continued to act in a threatening way, according to the rider — a Montgomery County resident who asked to be identified only by his first name, Andrew, because of safety concerns. At one point, he and his family switched cars but the frenzied man followed them and demanded to know whether they had summoned the authorities. After the third stop, Andrew and his family exited. He called for help again from an emergency call box on the platform and watched the train depart,

still with no sign of police. What bothers him the most about the episode even now, he said, was that instead of holding at a station for police, the train kept rolling. “That train shouldn’t go anywhere until a security person or police get down there and find out what’s happening,” Andrew said Tuesday. “It was shocking to me how poorly they handled it.” Metro offers a strikingly different account. In response to questions about the incident, Metro spokeswoman Sherri Ly said police met the train three minutes after being summoned and removed the disorderly person. No one was hurt. Ly also said Andrew and his family did all the right things in a dicey situation.
“If you feel uneasy about something happening in your car, exiting at the next station and moving to another car is a good thing to do,” Ly said. “Using the intercom to notify the train operator was also the right thing to do.” Andrew isn’t buying it. “They just got lucky nothing bad happened in what must have been a 10- to 15-minute period of time,” he said. Metro police received the report of a disorderly man aboard car No. 7263 at 3:31 p.m., via the Rail Operations Control Center, Ly said. “The train was at Woodley Park traveling in the direction of Shady Grove,” she said. “Officers intercepted the train at the
next station, Cleveland Park, at 3:34 p.m. and removed the individual from the train.” Andrew, after hearing Metro’s account, expressed doubt about the response. He said he believes the agency took action only after his second attempt to summon help from the platform, not the first attempt when he was on the moving train. To him, the episode suggests that Metro employees say they put safety ahead of other concerns, such as on-time performance, but still don’t act like it or they would have held the train. “They haven’t gotten the message,” he said. “I think most people would rather be late than injured.” FREDRICK KUNKLE (THE WASHINGTON POST)

Amtrak derails outside Union Station
An Amtrak train derailed Thursday afternoon outside of Union Station, but there were no reported injuries, according to an Amtrak spokesman. Fire department spokesman Doug Buchanan said the derailment was reported about 12:15 p.m. in the vicinity of H Street Northeast. The train, with 190 passengers on board, was traveling “at a low speed” when the lead engine derailed, an Amtrak spokesman said. The train remained upright. (TWP)
Metro awards $89M contract to privatize new bus garage set to open in Lorton, Va., WTOP reports
Q. I understand that the Orange and Silver line trains can’t run on a normal schedule while Metro is rebuilding the track between the McPherson and Smithsonian stations. But why can’t the trains run on a normal schedule outside of where the work is being done, and maybe turn around at McPherson and Smithsonian? A. Wouldn’t that be nice? The upcoming project is going to create “significantly reduced service” on the Blue, Orange and Silver lines from Aug. 11 through Aug. 26. Rail capacity is going to be so limited that Metro has starkly advised riders of those lines to find some other way to commute during this time. But unfortunately, the simple answer to this question is there’s no place for trains to turn around at McPherson or Smithsonian. Metro was built with very few pocket tracks — third tracks where trains can get out of the way and turn around. “Turning trains back in the middle of a line is not feasible,” Metro spokesman Dan Stessel said. “There is only one place on the system where this happens as part of regularly scheduled service, and that’s the Yellow Line at Fort Totten — and even that is only possible during nonpeak times, never in rush hour.” KERY MURAKAMI (EXPRESS)

The proposal represents an abrupt reversal of the findings that the government reached under President Obama, when regulators argued that requiring more-fuel-efficient vehicles would improve public health, combat climate change and save consumers money without compromising safety. President Trump’s plan also would revoke California’s legal waiver to set its own tailpipe restrictions, granted under the 1970 Clean Air Act. It also would restrict the ability of states to follow California’s lead — something the District of Columbia, Maryland, Virginia and 10 other states already have done. automakers to essentially double the fuel economy of their fleets to reach an average of roughly 54 miles per gallon by 2025, as the Obama administration proposed in 2012, would make vehicles more expensive and encourage people to stick to driving older, less-safe cars and trucks. The Trump administration’s analysis, published jointly by the National Highway Traffic Safety Administration and the Environmental Protection Agency, estimates that halting fuel-efficiency targets at 2020 levels could save $500 billion in “societal costs,” avert thousands of highway fatalities and save Americans an estimated $2,340 on the cost of each new car. The same analysis
acknowledges that easing the Obama-era standards would increase U.S. fuel consumption by roughly a half-million barrels of oil per day and increase greenhouse gas emissions. Public health analysts and environmental groups condemned the proposal, saying it squanders a chance to combat climate change in the transportation sector, the nation’s largest source of carbon dioxide emissions. A new archaeological study of cremated bones found at Stonehenge reveals that some of the people buried there had unusually distant origins. The chemical analysis, published Thursday in Scientific Reports, shows that 10 of 25 people whose remains were examined weren’t from that area of England — at a time before the invention of wheeled transport, when most people spent their lives within a narrow radius. Previously, the catechism said the church didn’t exclude recourse to capital punishment “if this is the only possible way of effectively defending human lives against the unjust aggressor.” Previous popes have upheld that position, while urging an end to the practice. The new teaching, published Thursday and contained in Catechism No. 2267, says the previous policy is outdated, that there are other ways to protect the common good, and that the church should instead commit itself to working to end capital punishment. Francis has long railed against the death penalty, insisting it can never be justified, no matter how heinous the crime. POLITICS From somewhere in the mysterious “deep state,” a dissident agent rises up to give the people cryptic clues about how their heroic president will push back the forces of evil and make America great again. The renegade informant is known only as “Q,” and if such a person actually exists, isn’t in a movie, but somewhere in the Washington bureaucracy. Energized by Q’s complex web of conspiracy notions about the forces aligned against President Trump, Q’s followers have spread virally both online and now out in real life, too, forming a movement known as QAnon that is making itself visible at Trump’s rallies and other public gatherings. To believers, Q is a pseudonym for a well-placed U.S. government agent who is posting online distress messages and bits of intel, known as “bread crumbs,” in an effort to save the country — and Trump — from hostile forces within the government. Q’s missives started appearing last October on 4chan, the mostly anonymous website where fringe ideas incubate and blossom. In messages written in a telegraphic, cryptic style, Q called on Americans to rally behind Trump as he planned a counteraction against forces that would investigate him and remove him from office. Some QAnon followers believe Trump himself inspired their movement with a comment he made last October at a photo session with military leaders. The president pointed to the officers’ uniforms and said, “You know what this represents? Maybe it’s

‘Classic conspiracy idea’ Michael Barkun, a political scientist at Syracuse University who studies conspiracy theories, said that these ideas “get recycled every generation.” The deep state is “a classic conspiracy idea,” Barkun said, “where the conspiracy is always invisible.” Q is supposedly a renegade member of that deep state, cryptically sounding the alarm and offering hints about what horrors are being cooked up inside the government. At the rally, clusters of angry Trump supporters shouted curses at news reporters, and later, the president and his son Eric retweeted video of rallygoers chanting “CNN sucks!” To Chip Berlet, an author on political extremism and conspiracies, and others, the scene was a disturbing threat. Meyer’s job on the line Ohio State has fired coaches for less serious offenses than alleged cover-up of abuse ANALYSIS The allegation levied against Ohio State coach Urban Meyer by the ex-wife of one of his former assistants is bad enough, with Courtney Smith questioning Meyer’s contention that he was unaware of a 2015 domestic abuse claim she made against her ex-husband, recently fired receivers coach Zach Smith. Ohio State’s job now, as it conducts an investigation into what Meyer knew and when, is to determine if that offense is bad enough to result in his dismissal, should it be proven true. Based on the school’s history with scandal, it would almost certainly be a fireable offense. And the fact that Meyer — who went on paid leave Wednesday
— has led the team to a national title and a 73-8 record since 2012 should have nothing to do with it. Jim Tressel achieved iconic status in his second season at Ohio State in 2002, when the Buckeyes went 14-0 and upset Miami in the Fiesta Bowl to win their first consensus national title since 1968. Tressel’s teams would post seven more top-10 finishes. Still, he was forced out in 2011 after it was revealed that he had failed to notify the school and NCAA investigators about players taking cash and discounted tattoos from the owner of a local parlor in exchange for signed memorabilia and championship rings. In 2004, Ohio State fired men’s basketball coach Jim O’Brien, who also had found success in

just his second season in Columbus. In 1999, O’Brien led the Buckeyes to their first Final Four appearance since 1968. His dismissal followed his admission that he had provided a $6,000 loan to the mother of Bosnian recruit Aleksandar Radojevic. After committing in 2007, Radojevic never played for the Buckeyes because the NCAA discovered he had been paid to play by a Montenegrin professional team in 1996. O’Brien claimed he loaned the money only for
humanitarian reasons , and only after discovering that Radojevic would never play at Ohio State. While the NCAA did find that O’Brien was aware of improper benefits given to another European recruit, effectively ending his big-time coaching career, O’Brien would later sue Ohio State for improper termination, with a judge finding in his favor and awarding him $2.4 million in back pay. Meyer’s contract was amended this year with clauses outlining the ways the school can fire him for cause. If Meyer is proven guilty of failing to report incidents of abuse, the school could terminate his contract without honoring his $38.1 million buyout.
Jimmer Fredette, the hoops sensation who first drew notice at BYU, is back playing basketball on U.S. soil, and nothing seems to have changed. He hits ridiculous shots from all over the floor and scores at will. For the past two years, he’s been playing in China, where he scored 73 points in one game. But this summer, the 29-year-old has been the centerpiece of Team Fredette in The Basketball Tournament, the $2 million, winnertakes-all event that draws to a close with Friday’s championship in Baltimore. TENNIS There may be a five-year age gap between Denis Kudla and Frances Tiafoe, but the Washington area’s top two tennis players have developed a tremendous kinship since their junior days. When Tiafoe was emerging as a budding star at the Junior Tennis Champions Center in College Park, Md., Kudla was the JTCC’s King of the Court, a big-brother type for Tiafoe to emulate. “That’s my guy,” Tiafoe, 20, said this week at the Citi Open in Rock Creek Park. “I grew up chasing him as a kid.” Kudla, 25, said the pair have been friendly since Tiafoe was a 4-year-old roaming the grounds of the tennis academy where his father was as a maintenance man. “It’s a special relationship that we have,” Kudla said. “I’m hoping that it can last our whole
careers and we can push each other to the top.” This week, Kudla and Tiafoe are pushing each other at the 50th edition of their hometown tournament. After struggling for years to break through in D.C. — Kudla was 0-4 lifetime at the Citi Open entering this year; Tiafoe 0-2 — both advanced Wednesday to the Round of 16. Their matches were scheduled to end after Express’ deadline Thursday. “Outside of the slams, this is the tournament that I want to win,” said Kudla, who entered the week as the world No. 85. “I feel like with everyone in the draw and my level and knowing how I can play, I believe in myself. I think I can win this tournament if I’m playing well. Kudla was raised in Arlington and is back in the top 100 after dipping into the 200s as recently as last November. He revealed this week that at this time last year, his motivation was so low that he contemplated quitting.

As a kid, he attended the tournament as a fan. At 16, he was the rookie making his ATP Tour-level debut. “If only I can tell you how nervous I was,” he recalled. Now he’s the tournament’s 13th seed and a legitimate contender. “It’s all dreams come true,” he said. “It’s unbelievable what I’ve
been able to achieve.” Tiafoe is enjoying a breakthrough in 2018. In February, he earned his first ATP title, at Delray Beach (Fla.). In July, he reached the third round of Wimbledon — his best result at a Grand Slam. Tiafoe entered the Citi Open with a career-high ranking of No. 41. “It’s awesome to see the growth that he’s had,” Kudla said. “He’s an incredible player.” The admiration is mutual: “ Without h i m, I probably wouldn’t be the guy I am today,” Tiafoe said. The Citi Open also presents Kudla and Tiafoe with a rare opportunity to play doubles. They advanced to the quarterfinals by walkover and are scheduled to play together Friday. “We feel like we’re not only representing ourselves, but we’re representing the DMV,” Kudla said. “We love saying that right now. Reddz also buys for cash or trade, and they also accept menswear. Do note that they stop buying one hour before closing. This is not an uncommon practice, so be sure to read store sites carefully when preparing to sell your clothing and plan accordingly. The biggest dierence because at one time I worked is that they are consignment here! This little gem of a store shops, so sellers do not get buys and sells both men’s their cash up front. Sweet as a pot of honey ‘Christopher Robin’ is conventional Disney — awww-inspiring, yet a little overstuffed FILM REVIEW Despite its similar title, “Christopher Robin” is in no way to be confused with “Goodbye Christopher Robin,” last fall’s soberly fact-based drama about the relationship between “Winnie-thePooh” author A.A. Milne and his son. (Christopher Robin Milne, as you may remember, was the inspiration for the famous stuffed bear’s human companion, a small British boy called Christopher Robin.) The title character of Disney’s gently charming new live-action/ CGI hybrid, played by an earnest and winsome Ewan McGregor, is a grown-up version of Pooh’s entirely fictional Christopher Robin, now a married father of one who works for a London luggage manufacturer. He’s disaffected, it seems: in his job, in his marriage to Evelyn (Hayley Atwell) and in his relationship with his young daughter Madeline (Bronte Carmichael). Disaffected, that is, until Pooh shows up in post-World War II London one day, via a Narnialike portal in the base of a hollow tree, to remind Christopher
about Just What Really Matters in Life. (Purists may be mildly irked to learn that “Robin” has somehow become Christopher’s last name, rather than his middle name. But that’s Disney for you.) “Christopher Robin” is a sweetly good-natured fable, with winning voice performances by Disney veteran Jim Cummings in the dual roles of Pooh and Tigger, and especially by Brad Garrett as the perpetually gloomy Eeyore (a role that seems made for him). And the movie, directed by Marc Forster from a script by Alex Ross Perry and Allison Schroeder, gets one big thing very right: the Zenlike wisdom of Pooh, who is fond

of uttering such things as “I always get to where I’m going by walking away from where I’ve been.” Such koanesque aphorisms — celebrated in the not entirely tongue-in-cheek 1982 book of philosophy “The Tao of Pooh” — are sprinkled liberally throughout “Christopher Robin” and are some of the film’s greatest pleasures. Otherwise, the film is pretty conventional Disney fare: silly, slapsticky, all-too-neatly wrapped up and punctuated by a surfeit of poignant moments, as when Christopher’s childhood

stuffed animals — with whom his now-deadened imagination once ran wild — tell him how much they miss him. (All together now: Awww.) Children will enjoy the bonerattling chases and pratfalls into puddles of honey, and adults (or at least the sentimentally inclined ones) will get misty-eyed remembering their own lost childhoods. As teddy bear-based fantasy goes, however, “Christopher Robin” is no “Paddington.” In its journey from hither to yon, the movie takes us to some pretty inane places, ultimately making the argument that Pooh and his friends from the Hundred Acre Wood may have been instrumental in introducing the concept of paid leave to Britain. Am I overthinking a simple children’s fable? Probably so. As Pooh — a self-described “bear of very little brain” — once noted, too much brain power is not necessarily a good thing. A breakup doesn’t have to be this bad FILM REVIEW To understand the experience of watching “The Spy Who Dumped Me,” it is first necessary to understand the Cheesecake Factory. Let’s explain. You enter the restaurant with a few dishes in mind, only to have so many offered to you that the spiral-bound menu requires page numbers. The hodgepodge decor turns the ugly dial all the way to 11. You will leave feeling overstuffed (and probably a little regretful). How perfect, then, that one of the action-comedy’s funniest moments is a quip about the restaurant: “Dostoevsky wrote that menu.” Kate McKinnon’s throwaway line leads to a quick realization: The movie is the cinematic equivalent of the Cheesecake Factory. Rewind. Everywoman Audrey (Mila Kunis) is a grocery store cashier who discovers — shortly after a breakup with boyfriend Drew (Justin Theroux) — that her ex isn’t really the host of an NPR podcast about jazz and
economics (and thank God for that). In reality, he’s a CIA operative, now on the run from bad guys who want a flash drive he has hidden in the base of a fantasy-football trophy. After Drew gets shot, informing his astonished ex that she is a target, too, Audrey and loyal best friend Morgan (McKinnon) embark on an involuntary European adventure to deliver the flash drive to Drew’s Viennese contact. But such tasks are never simple, are they? The women get chased around the continent by a Russian gymnast turned assassin (Ivanna Sakhno) and assisted by bickering intelligence agents Sebastian and Duffer (Sam Heughan and Hasan Minhaj), all three of whom want to get their hands on the drive. That’s a whole lot of menu. But filmmaker Susanna Fogel, who wrote the film with David Iserson, is no Dostoevsky. Despite a few bits where the action-comedy hybrid actually works — such as when a European traveler assumes that Audrey, Morgan and Sebastian are American simply because they have pulled guns on him — neither genre is given enough room to breathe. The movie also works overtime to earn its R rating, larding the plot with gratuitous nudity and

exceedingly graphic murders. Look, people go to the Cheesecake Factory for a reason. But the miscast Kunis feels like lowcarb cheesecake, with McKinnon as a slice of the delightful
peanut butter fudge. As with this past season of “Saturday Night Live,” the actress’s trademark kookiness saves the day. You’ll want to slap Drew when he tells Morgan, disdainfully, that she is a “little too much.” Even her character’s shrieking declaration that Gillian Anderson’s classy spy chief is “the Beyonce of the government” manages to charm (and the spy genre could certainly do with more female representation). ‘Fast-food crime thriller’ is a genre now
Ben Affleck will direct and Matt Damon will star in a film about a former police officer who rigged the McDonald’s Monopoly game, Deadline reported Thursday. “Deadpool” writers Paul Wernick and Rhett Reese reportedly will pen the script. The film will be based on a Daily Beast article published Saturday that documented a scheme in which ex-cop Jerry Jacobson allegedly defrauded McDonald’s out of more than $24 million. FILM REVIEW Kids under the age of 18 are being persecuted by adults for their special powers in “The Darkest Minds,” an adaptation of book one of Alexandra Bracken’s young adult trilogy that’s about five years and 15 movie dystopias too late to feel the least bit fresh or interesting. And it’s not for lack of trying. Director Jennifer Yuh Nelson (“Kung Fu Panda 2”) brings a heart-pounding intensity to the deeply disturbing story in her live-action debut. But the narrative never really gets going — a clear and infuriating setup for some future installment. The film speeds through a jumble of exposition breaking down a world in which most of the children die suddenly and the 2 percent who remain develop said special powers. Ruby (Amandla Stenberg) is our entry into this world. She’s an “orange,” the second-most dangerous color, but survives by mind-controlling the screeners into thinking she’s a more tolerable “green.” There are appealing things about this movie, like Stenberg, who does wonders with what she’s given, and a cast featuring the likes of Bradley Whitford, Mandy Moore and Gwendoline Christie. But as the whole dystopian YA genre looks for a way to evolve, this concept of setup movies really needs to die. Derivative is excusable, a halfstory is not. LINDSEY BAHR (AP)

Kanye West and two of his children, North, 5, and Saint, 2, are featured on the cover of Harper’s Bazaar’s fall fashion issue. It’s Saint’s first major magazine cover. West’s 6-month-old daughter, Chicago, does not appear with her brothers. The photo is part of a series of images featuring musicians and their families. Christina Aguilera, Mariah Carey, Bruce Springsteen, Steven and Liv Tyler, Erykah Badu and others appear throughout the issue. In the piece, West tells the magazine: “I hope my children never lose their confidence to society.” (EXPRESS)
