Police in Marshalltown, Iowa, arrested a man after he allegedly stole a one-of-a-kind car and crudely disguised it by covering it in black paint, UPI reported Wednesday. Steve Salasek said his yellow 1966 Ford GT40 replica was stolen from a storage shed. It was recovered after people noticed it on the road with traces of yellow paint still visible. “It was painted black, looks like with a roller, but otherwise undamaged,” Salasek said. (EXPRESS)
A 73-year-old man has been banned from the beach in Daytona Beach, Fla., after he was seen handing out business cards that read, “Sugardaddy seeking his sugarbaby.” Police told him to stay off the beach for six months for violating an ordinance that prohibits soliciting. He said he wasn’t doing anything illicit, although a line on the cards told interested women, “Ask me about your monthly allowance.” (AP)
Apparently, it was a not-so-special election in the tiny town of McIntire, Iowa, where none of its 70 registered voters cast a ballot Tuesday. The ballot asked about potential changes in the length of terms for the mayor and council members. But even the poll workers didn’t vote, because none live in McIntire, population 110. D.C. students see the world EDUCATION When Bao Bao left the National Zoo for China in February, Kyree Cox felt like he was saying goodbye to a childhood friend. But last month, Cox found himself in an unlikely position: on the other side of the globe, staring into the majestic animal’s eyes again. This time, he was her caretaker. Cox, a rising senior at McKinley Technology High School in Northeast, had traveled to China through the D.C. Public Schools study abroad program. Along with 16 of his peers, he spent a week at the China Conservation and Research Center for the Giant Panda in Dujiangyan, in

Private donations covered the entire cost for more than 400 participants. From airfare to lodging, students paid nothing for the one-week trips, making the program accessible for all. D.C. Schools Chancellor Antwan Wilson said he wants the
trips to spur academic initiative, saying that they could inspire “courage” in students to sign up for Advanced Placement courses or further their language studies. To qualify, students must study a world language at school. Eighth- and 11th-graders are eligible to apply, as well as special education students. This year’s trips cost about $1.7 million and were funded by the D.C. Public Education Fund. Participants went to destinations in North and South America, Europe, Africa and Asia. Most chose countries where they could practice the languages they have been learning. Cox said the trip has changed his outlook on education. “This really opened my eyes up,” he said. Death of woman on beach ruled an accident The death of a 30-year-old Texas woman found buried on Ocean City’s beach has been ruled accidental. Police said in a statement Wednesday that Ashley O’Connor of Plano, Texas, who was found buried in the sand, had suffocated. Beachgoers discovered the body Monday morning. Police spokeswoman Lindsay Richard said only O’Connor’s arm was visible above the sand. O’Connor got separated from her family at about 2 a.m. on Monday. It is not clear whether she fell into the hole or climbed in on her own. (AP)

A Montgomery Circuit Court judge on Thursday overturned the county’s ban on the use of cosmetic pesticides on lawns. Judge Terrence McGann said that the law — the first of its kind for a major locality in the region — would conflict with federal and Maryland state regulations that allow the use of the pesticides. Harvard University announced this week that the majority of its incoming freshman students are not white, The Boston Globe reported Thursday. This comes in the wake of news that the Justice Department intends to investigate affirmative action programs at colleges and universities to determine wether they discriminate against whites, and perhaps to take legal action against those schools. Among the applicants admitted to Harvard this year, 50.8 percent are from minority groups, including AfricanAmericans, Hispanics, Asian-Americans, Native Americans and Native Hawaiians. That total was 47.3 percent last year, according to the school.

Experts said that Washington would be the appropriate place to convene a grand jury to examine actions taken by Trump since he became president and took up residence at the White House in the District, including whether he obstructed justice by firing FBI Director James Comey. Many of the potential crimes Mueller’s team is investigating would have occurred in the District of Columbia, such as allegations that Trump aides or advisers made false statements in disclosure records or lied to federal agents.
Others said the choice could reflect Mueller’s reputation for planning ahead and gaming out a possible trial. He would potentially have better chances convicting aides to President Trump in a city in which 90 percent of voters voted for Democratic candidate Hillary Clinton in 2016. A spokesman for Mueller declined to comment for this story. “This is news to me but it’s welcome news to the extent it suggests that it may accelerate the resolution of Mr. Mueller’s work,” said Ty Cobb, White House special counsel. “The White House has every interest in bringing this to a prompt and fair conclusion.”

POLITICS Special counsel Robert Mueller began using a grand jury in federal court in Washington several weeks ago as part of his probe into possible coordination between the Kremlin and the Trump campaign, according to two people familiar with the investigation. The development is a sign that investigators continue to aggressively gather evidence in the case. Federal prosecutors had previously been using a grand jury in the Eastern District of Virginia, and even before Mueller was appointed, had ramped up their activity, issuing subpoenas and taking other investigative steps. In federal cases, a grand jury is not necessarily an indication that an indictment is imminent or even likely. Instead, it is a powerful investigative tool that prosecutors use to compel witnesses to testify or force people or companies to turn over documents. The Wall Street Journal first reported the existence of the Washington grand jury. It’s unclear why Mueller chose to use a panel in D.C., though there are practical reasons to do so. The special counsel’s office is located in Southwest D.C. — much closer to the federal courthouse in the city than the

But in his first White House call with Mexico’s president, Trump described his vow to charge Mexico as a growing political problem, pressuring the Mexican leader to stop saying publicly that his government would never pay. “You cannot say that to the press,” Trump said repeatedly, according to a transcript of the Jan. 27 call obtained by The Washington Post. Trump made clear that he realized the funding would have to come from other sources but threatened to cut off contact if Mexican President Enrique Pena Nieto continued to make defiant statements. The funding “will work out in the formula somehow,” Trump said, adding later that “it will come out in the wash, and that is OK.” But “if you are going to say that Mexico is not going to pay for the wall, then I do not want to meet with you guys anymore because I cannot live with that.” The heated exchange came during back-to-back days of calls that Trump held with foreign leaders a week after taking office. The Post has obtained transcripts of Trump’s talks with Pena Nieto and Australian Prime Minister Malcolm Turnbull. A woman who encouraged her suicidal boyfriend to kill himself in dozens of text messages and told him to “get back in” a truck filled with toxic gas was sentenced Thursday to 15 months in jail for involuntary manslaughter. Michelle Carter, now 20, was convicted in June by a judge who said her final instruction to Conrad Roy III caused his death. Carter was 17 when the 18-year-old Roy was found dead of carbon monoxide poisoning in July 2014.
Juvenile Court Judge Lawrence Moniz gave Carter a 2½year jail sentence but said she has to serve only 15 months. He also sentenced her to five years of probation. She remains free as she appeals the case. C arter’s law yer, Joseph Cataldo, had asked the judge to give her five years of probation and require her to receive mental health counseling. He said Carter also was struggling with mental health issues — bulimia, anorexia and depression — at the time of Roy’s suicide. “Miss Carter will have to live with the consequences of this for the rest of her life,” Cataldo said. “This was a horrible circumstance that she completely regrets.”

In dozens of text messages, Carter had urged Roy to follow through on his talk of taking his own life. “The time is right and you are ready … just do it babe,” Carter wrote in a text the day Roy killed himself. Cataldo argued that Roy was determined to kill himself, and nothing Carter did could change that. Cataldo said Carter initially tried to talk him out of it, and urged him to get professional help. Carter and Roy met in Florida in 2012 while both were on vacation with their families. After that, they only met in person a handful of times. Their relationship consisted mainly of texting.

A survey of airline passengers found that more than 20 percent had knowingly or unknowingly smuggled prohibited items past Transportation Security Administration (TSA) checkpoints, including at least 6 percent who boarded a plane while unintentionally carrying prohibited knives or other blades. Less than 1 percent claimed they discovered belatedly that they had mistakenly traveled with firearms, ammunition or explosives. The survey of more than 1,000 people around the country — conducted by jet-chartering service Stratos Jet Charters Inc. — found that younger travelers were more likely to flout the rules. Of the respondents who admitted knowingly trying to fly with something banned by the TSA, 19.7 percent were millennials, compared with less than 15 percent who were Gen Xers. The most common item whisked past TSA on purpose was liquids. More than 3 percent admitted knowingly carrying bladed items past security, while 2.2 percent of female respondents and 3.7 percent of male respondents said they have intentionally carried prohibited drugs onto an aircraft. The Justice Department sent letters to cities struggling with gun violence, telling them they will be ineligible for a new program that aims to root out drug trafficking and gang crime unless they give federal immigration authorities access to jails and provide advance notice before releasing someone in custody who is wanted on immigration violations. Enjoy the journey: Riveting Nats offer day-to-day drama Anyone who doesn’t love watching regular-season Nationals games this year — whether they score 23 runs or hit five homers in one inning or win 1-0 with a near no-hitter by Gio Gonzalez on Monday — just doesn’t get it. Six months of steady pleasure, punctuated by games of total shock, is just as valuable as six days of jubilation or dejection in October. This season, more so than any of the previous five winning years, obsessing over hypothetical “parades” seems like willful wastefulness when so many thrills and chills arrive with regularity. On any given day, Anthony Rendon might go 6-for-6 with 10 RBIs, Stephen Strasburg
might fan 15, Max Scherzer might take a no-hitter into the ninth inning, Trea Turner might hit for the cycle or Bryce Harper and Ryan Zimmerman might homer on back-to-back pitches to cap a four-straight-homer barrage. We know this because each has already happened. Or, because this isn’t a fairy tale, Strasburg might flex his fingers in the third inning and walk off the mound straight onto the disabled list. Or Scherzer could hit his first career home run and, minutes later, wince and take himself out of the game after just one inning because of neck spasms. Is the season doomed? Or did he just sleep wrong? Every night, this Nats season is riveting. This bunch has scored 10 or more runs 18 times, and had eight walk-off

wins, in less than two-thirds of a season. It’s on pace to score 888 runs, 99 more than any big-league team in Washington’s history, back to 1901. But anyone who doesn’t also cringe watching these Nats, who have 11 men on the disabled list, with Adam Eaton and Joe Ross already out for the year, does not grasp the precariousness of beautiful seasons. With three losses this week, the Nats finally showed signs of the energy drain from compensating for the steady subtraction of key players since April. Will reinforcements return quickly enough? Then again, the Nats have the top pitcher in the NL by FanGraphs’ Wins Above Replacement in Scherzer and the top two position players in WAR in Rendon and Harper. That’s once-a-generation stuff. Because of the front-running Dodgers and Astros and the suddenly tough-looking Cubs, D.C. may have its best team in living memory yet rank only fourth in the majors this season. How do you cope with that? More pointedly, how warped is the state of your sports mental health if you can’t enjoy the Nats to the fullest now, every minute, for as

The quarterback spent the abbreviated workout being reminded he’s now 40. Klitschko, 41, hangs up his gloves Wladimir Klitschko, who dominated the heavyweight ranks for a decade with his cautious style and devastating knockout blows, announced his retirement Thursday at 41. After winning a gold medal for Ukraine at the 1996 Atlanta Olympics, Klitschko held the unified heavyweight belt from 2006 until 2015, when he lost a unanimous decision to Tyson Fury. In April, Britain’s Anthony Joshua scored an 11th-round TKO of Klitschko (64-5) in the latter’s last fight. A rematch with Joshua was expected in November, but Joshua will likely now face mandatory challenger Kubrat Pulev. Klitschko’s older brother Vitali was also a heavyweight champ. Ryan Tannehill fell without being hit Thursday and was accompanied by trainers as he walked off the field in Davie, Fla. The Sun Sentinel reported that he hyperextended the knee and an MRI showed no structural damage. A subsequent report from the Miami Herald said the MRI results were inconclusive, and Tannehill may still have a severe injury. He missed the final four games of last season, including a playoff loss at Pittsburgh, after spraining two ligaments in his left knee. He decided against surgery and took part in all offseason drills. Matt Moore went 2-2 in his place and is still the backup. (AP/EXPRESS)
The NFL’s chief medical officer said it’s “really important” for the league and the NFL Players Association to see if marijuana can be a safe and effective pain-management tool for players. “I think we have a lot more to learn about that,” Allen Sills, a neurosurgeon hired by the NFL in March, said Wednesday. The league sent a letter to the NFLPA in July offering to collaborate on research into the use of marijuana, which is banned under the current drug policy, for pain management. The NFLPA is conducting its own study and hasn’t responded to requests to comment on the NFL’s offer. (TWP)

FILM REVIEW A movie doesn’t have to be rated R to be scary, but it should have a villain who doesn’t remind you of the test-tube love child of Voldemort and a second-rate stand-up comic. As the glibly wisecracking, well-coiffed demonic sorcerer Walter Padick — also known as the Man in Black, thanks to his self-explanatory, funereal attire — Matthew McConaughey in the PG-13 Stephen King adaptation “The Dark Tower” is unlikely to evoke deathly shivers so much as a terminal case of the giggles. Inspired, in the most generous sense of the word, by King’s violent, eight-volume, supernatural-Western fantasy series, the film by Nikolaj Arcel
is a watered-down, kids-movie version of King-ly horror. Walter’s brooding nemesis, Roland Deschain, aka the Gunslinger (Idris Elba), isn’t even the movie’s true hero, although he has been stalking Walter, pistols blazing, since time immemorial. The main protagonist here is a troubled tween named Jake Chambers (Tom Taylor), who seems to have accidentally wandered into this movie from the set of a young adult drama about alienation. As the movie opens, Jake has been having vivid nightmares in which he sees Roland battling with Walter. As illustrated in the film’s prologue, Walter has been kidnapping children and hooking them up to a contraption that harnesses their psychic energy

to create a laserlike beam that he uses to chip away at the titular Dark Tower, a mysterious skyscraper that somehow holds together the film’s various multiverses. Jake lives in modern-day New York, while Roland and Walter inhabit a wasteland known as Mid-World, which seems to contain both medieval villages and
Walter’s high-tech lair, staffed by laughably sycophantic minions out of a live-action version of “Despicable Me.” Let’s make this easy: “The Dark Tower” isn’t frightening, or even, despite some serviceable action and special effects, very interesting, except perhaps for viewers too young to know better, or for Stephen King fans susceptible to outright pandering. In the buildup to the movie’s release, fans of the source material expressed concern that its brisk running time would underserve the books’ grand themes. Director Luis Prieto has made a surprisingly effective thriller out of “Kidnap,” a New Orleans-set action movie in which Halle Berry plays a single mother who stops at nothing to rescue her abducted 6-year-old son. Barry carries “Kidnap” with a mix of determination and distress, and Prieto leverages the performance of his Oscarwinning star to convert what could have been a junker into a lean, mean suspense machine. In a time when climate change seems an issue more vital than ever, it’s odd that this second documentary about Al Gore’s climate crusade lacks urgency. Odd man goes out: ‘Brigsby Bear’ lets its freak fur fly “Brigsby Bear” is utterly, wonderfully weird. James (played by “SNL” square peg Kyle Mooney, who also co-wrote) has been living a sheltered existence — literally, as he’s spent his life in an underground bunker, believing that some catastrophe has rendered the outside world uninhabitable — under the watchful eyes of parents Ted and April (Mark Hamill and Jane Adams). Except Ted and April actually kidnapped him as an infant; they get caught and go to prison, and the nowadult James goes “home” to his biological family.
James is understandably awkward; Ted and April raised him with some bizarre, pseudo-religious rituals like standing and shaking hands after saying grace before a meal. Moreover, James has seen only one TV show in his life — a fake one, made by Ted, called “Brigsby Bear.” Ted’s imprisonment means the titular bear never got to finish his years-long adventure, so James sets out to make a movie and cap off the ursine arc. So you’ve got a weird movie about a weird guy making a weird movie to complete a weird show — and they’re all interesting to watch because they are all completely un-selfconscious about what oddballs
they are. James knows he doesn’t fit in, but he doesn’t think he’s the strange one; instead, it’s the world’s fault that it doesn’t fit the shape he’s built for it. The show “Brigsby Bear” is so weird (it’s clearly inspired by “H.R. Pufnstuf,” with a heavy dose of sci-fi and a dash of after-school special), but it abides by its own internal, insane logic; plus, any show that can maintain a 20-year story arc has got to have something going for it. And the film “Brigsby Bear” celebrates weirdness without patronizing the weird. In the movies, strange people are usually used as props for the typical — to

teach them a life lesson, or to illustrate how beautiful the world really is if only they’d open their burdenedby-normalcy eyes (this goes double for characters with a disability or illness; in the movies, nothing teaches life lessons better than a tragically young paraplegic or a tragically young woman with cancer). Even when a misfit is at the center of a movie, it’s rarely about him or her — it’s about how this oddball teaches and changes others. In “Brigsby Bear,” James is the protagonist in a traditional sense — the movie is about his wants, his progress and his changes. The fact that others learn from or are inspired by him is secondary to James’ evolution as a character. He’s a person — granted, one who’s unlike most people — but “Brigsby Bear” never turns him into a metaphor. His weirdness makes him neither hero nor hindrance. It just makes him human. Sometimes you have to yell to be heard. And stomp. And clap. The documentary “Step” follows the Lethal Ladies of the Baltimore Leadership School for Young Women, the step team from an all-girls school in Baltimore, as they try to win a competition that has long eluded them. Director Amanda Lipitz talked about telling their story. How did you choose which team members to focus on? I actually wish there were 20 of me. I could have gone home after practice every day with the different girls, but at some point you have to be economical. You can’t be everywhere. How did the girls react to you being around all the time? They really felt a part of making this movie. They didn’t feel I was making this movie. [I feel] they tell the story and you’re there with the camera; they tell the story and you guide them through telling the story. You help them tell the story better. But it has to be their story. In the end, is the film really about stepping? We had a much bigger purpose, which was to change the conversation about Baltimore and inspire young people. That was the most important thing to them.
