Deal Reached on FAA Shutdown Compromise would allow 74,000 workers to return to work

MWi^_d]jed Congress has reached a bipartisan compromise to end the twoweek partial shutdown of the Federal Aviation Administration that has idled 74,000 federal employees and construction workers and cost the government about $30 million a day in uncollected airline ticket taxes, Senate Democratic leader Harry Reid said Thursday. The deal would allow the Senate to approve a House bill extending the FAA’s operating authority through mid-September, including a provision that eliminates $16.5 million in air service subsidies to 13 rural communities. A vote on the bill is expected Friday. Republicans had insisted on the subsidy cuts as their price for restoring the FAA to full operation. But the cuts may become moot. The bill includes language that gives the transportation secretary the authority to continue subsi-

With the FAA deal, halted construction at Dulles Airport in Virginia may resume soon.

<bo_d] KdZ[h j^[ HWZWh The FAA shutdown began when much of Washington was transfixed by the stalemate over raising the government’s debt ceiling. During that time, the FAA furloughed 4,000 workers but kept air traffic controllers and most safety inspectors on the job. But airline passengers hardly noticed any changes. Airlines continued to work as normal, but they were no longer authorized to collect federal ticket taxes at a rate of $30 million a day. For a few lucky ticket buyers, prices dropped. Then airlines raised their base prices to match the tax. Some passengers will now be eligible for refunds if they bought their tickets before July 23 and their travel took place during the shutdown. dized service to the 13 communities if he decides it’s necessary. As the debt ceiling crisis passed and Congress headed home for its August recess without resolving the standoff, President Obama spoke out Wednesday and Transportation Secretary Ray LaHood urged Congress to return to deal with the issues. Obama expressed dismay that Congress would allow up to $1.2 billion in tax revenue to go out the door — the amount that could have been lost by the time lawmakers return in September. Reid announced the deal Thursday afternoon: “This agreement does not resolve the important differences that still remain. But I believe we should keep Americans working while Congress settles its differences, and this agreement will do exactly that.” JOAN LOW Y (AP)

Bad News for Dry Texas Weather conditions that contributed to drought may reoccur IWd 7djed_e The drought that has turned Texas and parts of the Plains into a parched moonscape of cracked earth could persist into next year, prolonging the misery of farmers and ranchers who have endured a dry spell that is now expected to be the state’s worst since the 1950s. The U.S. Climate Prediction Center said Thursday that the La Nina weather phenomenon blamed for the crippling lack of rain might be back soon, just two months after the last La Nina ended. If that happens, the drought would almost certainly extend into 2012. The extreme dry conditions have been made worse by week after week of triple-digit temperatures, which have caused reservoirs to evaporate, crops to wither and animals and fish to die off by the thousands. “The suffering and desperate

Strong Hints of Water on Mars MWi^_d]jed For decades, space scientists have searched Mars for signs of water, the liquid generally believed to be essential for life. Now, they may well have found it. Scientists announced Thursday that they had detected dozens of slopes across the southern hemisphere of the planet where previously undetected dark streaks come and go with the seasons. When the planet heats up, the streaks appear and expand downhill. When it gets cold, the streaks disappear. The best explanation they have

).&

so far is that those dark fingerlike streaks are a kind of salty water that is running on or just below the Martian surface. At one location — Newton Crater — they have counted as many as 1,000 of these possible streams. It’s a discovery that, if confirmed, would fundamentally change our understanding of Mars and would strongly support the widely held theory that the planet was once far more wet and warm. And scientists say the discovery of water would provide our best target yet for finding possible life beyond Earth. (THE WASHINGTON POST )

Norway Attacks Widen Security Debate EU will seek ways to prevent terrorists from enacting plots Eibe" DehmWo If a man walked into a drugstore here and bought three boxes of aspirin, there would be no reason to take notice. But when Anders Behring Breivik visited 20 drugstores a day for four days and bought three packages of aspirin at each — then ordered 6 tons of fertilizer, chemicals and a rifle — he still largely escaped attention. Now, Breivik’s massacre of 77 people in a meticulously planned rampage on July 22 is forcing Norwegian officials to look at what they could have done to prevent it. But figuring out how the government should respond will present a tough test, pushing against laws

The Oslo attack has spurred EU officials to look at ways to flag suspicious sales of legal chemicals, including fertilizer, that can be used to make explosives. EU experts will discuss how such a new system would work when they meet at a special conference in December, officials said. Meanwhile, Norwegian officials

The experience of the U.S. — where domestic terrorist Timothy McVeigh killed 168 people in 1995 with a bomb in Oklahoma City, pictured— showcases the challenges of preventing such acts. A panel in 1998 recommended regulating the sale of ammonium nitrate, the key ingredient in McVeigh’s bomb and, apparently, in that of Anders Behring Breivik’s deadly attack on Oslo. In late 2007, Congress passed a law requiring regulation of the chemical’s sale. But Homeland Security missed its 2008 deadline to publish a final rule. Officials say they will post the proposed regulations this week. (AP)

We will do that with our sister agencies all over Europe,” said Janne Kristiansen, director of Norway’s national security agency. Norway’s justice minister, Knut Storberget, has bemoaned limitations placed on counterterrorism investigators. Domestic surveillance is a touchy subject in Norway, which prides itself on its

transparency and dedication to civil liberties. In the U.S., computers’ ability to zero in on terrorists has advanced substantially in the decade since the Sept. 11 attacks, said Bhavani Thuraisingham, director of the Cyber Security Research Center at the University of Texas at Dallas. Researchers there are using technology to spot hackers. But it could also be used to spot terrorists such as Breivik, who don’t fit

On Thursday, a Norwegian official said he is concerned Anders Behring Breivik, who confessed to the July 22 attacks in Oslo that killed 77 people, is withholding information that could determine whether he had accomplices. The flash point Syrian city of Hama endured a fifth day under military siege Thursday, with a resident saying people were being “slaughtered like sheep” in the streets. The assault is among the most ferocious in the government’s effort to crush the five-month-long rebellion and a sign of President Bashar Assad’s defiance of growing international condemnation. Activists and residents say the toll since Sunday ranges from 100 to as high as 250, and a rights group said up to 30 people were killed in Hama on Wednesday alone. The tolls could not be verified. A Somali woman sits outside her tent Thursday at a refugee camp in Dadaab, Kenya.

Somali Children Fall Prey To a Sprawling Famine Ce]WZ_i^k" IecWb_W Kaltum Mohamed sits beside a mound of earth, alone with her thoughts. It is her child’s grave — and there are three others like it. Just three weeks ago, Mohamed was the mother of five children. But the famine that has rocked Somalia has claimed the lives of four of them. Only a daughter remains. The others starved to death as she and her husband trekked to Somalia’s capital, Mogadishu, in search of aid, a journey being made by thousands of other Somalis. Thousands are grieving in Somalia and in refugee camps in neighboring countries amid Somalia’s worst drought in 60 years. Somalia’s drought and famine have killed more than 29,000 children under age 5 in the past 90 days in southern Somalia alone, according to U.S. estimates. Most aid is not getting to the south, where it’s desperately needed. An al-Qaeda-allied group, al-

It has banned all aid groups but the International Committee of the Red Cross. “Death is inevitable,” Mohamed said Thursday in a makeshift camp near Mogadishu’s airport. “But the surprise was how suddenly I lost my four children in less than 24 hours because of famine.” The Muslim holy month of Ramadan is under way, and the family is fasting daily. But without food, Mohamed doesn’t know how they can end their fast at sundown. The international community must do more to help, she said. Meanwhile, famine follows her. (AP)

7_hfbWd[ CeZ[i I haven’t been able to verify this, but I believe the Wright brothers invented the airplane expressly so the people of Washington could get the heck out of town in August. There’s just something about summer in our Southern swamp of a city that makes people want to jet off somewhere — anywhere — else. But no matter where you’re flying, I can verify one thing: You don’t need a car to get to the airport. Even Dulles. You might have forgotten that fact if you’ve been following the bitter back-and-forth over plans

for a Dulles Metrorail station. But no matter what the Metropolitan Washington Airports Authority ends up building, it’s not going to open for at least five years. In the meantime, if you want to get back and forth a few times yourself,

you’d better focus instead on the public transit options that are already available. That includes Metrobus 5A, which carries passengers from L’Enfant Plaza and Rosslyn to Dulles for $6 (still a bargain, although it was raised from only $3 last year). Or, for $10 each way, score a comfier ride on the Washington Flyer Coach Service that operates between West Falls Church and Dulles. Neither of those choices is as convenient as Metro will be, but they do the trick. Just ask the 187,143 folks who rode the Washington Flyer bus in 2010. I know people who would never think to use BWI as an alternative airport, but they’re missing out on low-cost ground transportation choices (and some cheap AirTran fares). Not only can you take a MARC Penn Line train ($6) or Amtrak from Union Station, but you can also hop on Metrobus B30 from Greenbelt ($6). Don’t forget the new MTA ICC 201 bus to Shady Grove ($5). And I’d bet that even though everyone knows it’s an easy Metro ride to Ronald Reagan Washington National, far fewer realize it’s possible to get there on a bike. The airport’s just off the Mount Vernon Trail, which means you can roll on in and lock up your bike at one of several free storage racks. Once, I even used the trail to walk to the airport from Old Town to meet friends when their plane landed. Admittedly, with luggage, a return trip didn’t seem like a wise idea. But knowing your options always is.

;Whbo Ef[d_d] \eh CBA C[ceh_Wb :[Z_YWj_ed C[jhe Metro said it will not do any major track work and will open two hours early Aug. 28 when thousands of visitors are expected to attend a dedication ceremony for the Martin Luther King Jr. memorial.

The rail system will open at 5 a.m. and have “enhanced service on all lines,” Metro officials said. Parking will be free at Metrooperated lots. There will be no track work, even though Metro has launched an aggressive schedule of work on weekends.

Metro is encouraging riders to buy a farecard or a one-day pass prior to the event. Customers can also buy a special commemorative one-day pa ss for $9 t hat features an image of the MLK Jr. National Memorial. DANA HEDGPETH (THE WASHINGTON POST )

In these lazy, hazy days of summer, you have probably at least considered dining at one of Washington’s 450-plus sidewalk cafes. “You’re trapped inside all day long, so it gives you a chance to get outside and out of the AC,” Jen Shoemaker, said over a tuna sandwich at a Potbelly Sandwich Shop dowtown. “It’s really a savior in the summer.” Be thankful you live in Washington 2011. It was just 50 years ago, on Aug. 8, 1961, that the first sidewalk cafe appeared in the city. After a trip to Paris, Harry Zitelman, the owner of Bassin’s restaurant at 13th and E streets NW, spent two years trying to convince the local authorities that Europeanstyle dining would work. City officials raised myriad objections, as described in a Washington Post story at the time: Side-

One Card that will make it easier for students to use discounted fare cards to ride Metro’s buses and trains, city officials said. Students from kindergarten through 12th grade will be able to enroll for farecards online, renew their passes at any Metro station,

in 2009 to 123 in 2010 to 135 this summer. More than 3,200 seats are available. Genevieve Marcus, who was eating a steak-and-cheese sandwich at a sidewalk cafe near her office on L Street NW on Wednesday, said it’s hard to resist outdoor seating. “If you can put a table outside, people are going to want to sit there,” she said. and recover lost passes, according to city officials. Previously, students had to get an application from their school, take it to a division of DDOT, and then go to a Metro sales office. Mayor Vincent C. Gray, a Democrat, said in a statement that the changes are “designed to make the program easier to use and to reduce the amount of legwork and time it

takes to get a transit pass.” The D.C. One Card already gives students access to D.C. government programs, facilities, recreation centers and libraries. The easier-to-use card process will be rolled out in D.C. schools this fall in phases. This spring, the new process was tested in a pilot program at the School Without Walls.

7^[WZ5 D[m Oeha Gripped by fear of another recession, the stock market suffered its worst day Thursday since the financial crisis of 2008. The Dow Jones industrial average fell more than 500 points, its ninth-steepest decline. The sell-off wiped out the Dow’s gains for 2011. It put the Dow and broader stock indexes into what investors call a correction — down 10 percent from the highs of this spring. “We are continuing to be bombarded by worries about the global economy,” said Bill Stone, the chief investment strategist for PNC Financial. The day was reminiscent of the wild swings that defined the markets during the financial crisis in September and October three years ago. Gold prices briefly hit a record high, oil fell an extraordinary $5 a barrel, and investors were so desperate to get into some government bonds that they were willing accept almost no return.

Thursday’s decline was the ninthworst ever by points for the Dow. In percentage terms, the decline of 4.3 percent does not rank among the worst. On Black Monday (Oct. 19, 1987), for example, the market fell 22 percent, a drop of 508 points. (AP) Point

It was the most alarming day yet in the almost uninterrupted selling that has swept Wall Street. Since July 21, the Dow has lost more than 1,300 points, or 10.5 percent of its value. It has closed lower nine of the 10 trading days since.

Larson, head of U.S. equity trading for RBC Global Asset Management.

ISTOC

H[Y[ii_ed For the day, the Dow closed down 512.76 points, at 11,383.68. It was the steepest point decline since Dec. 1, 2008.

Two weeks ago, investors appeared worried about the deadlocked negotiations in Washington over raising the ceiling on government debt. As soon as the ceiling was raised, investors focused on the economy, and the selling accelerated. On Thursday, growing fear about the weakening U.S. economy was joined by concern in Europe that the troubled economies of Italy and Spain might need EU help. Traders also unloaded stocks before Friday’s release of the government’s unemployment report for July, which is expected to show only weak job growth and perhaps a rise in the unemployment rate, which is 9.2 percent. Together, they produced “a perfect storm of selling,” said Ryan

=beXWb ?cfWYj

?d ;khef[ The European Central Bank tried to calm increasingly nervous markets by offering banks more emergency credit and making what analysts said was an intervention in the bond markets. Still, the markets remain skeptical that Italy and Spain can stave off a debt crisis already seen in Greece, Ireland and Portugal. The euro slid Thursday against the dollar, and the borrowing costs of Italy and Spain remained dangerously high.

KPHO TO

Global economic worries come to a head in a historically bad day for the Dow

Until a week ago, Wall Street had mostly convinced itself that the U.S. economy would improve in the second half of the year. Then report after report began to show that the economy was much weaker than first thought. Manufacturing is barely growing. The service sector, which covers about 90 percent of the American work force, is growing at the slowest rate in a year and a half. People spent less in June than in May, the first decline since September 2009. The overall economy is expanding at the slowest pace since the end of the Great Recession. It grew at an annual rate of just 0.8 percent for the first six months of this year, raising the risk of another recession.

?d @WfWd Japan intervened in the foreign currency market Thursday and its central bank engineered a monetary boost, landing a onetwo punch to knock the yen from levels that threatened the country’s post-disaster recovery. Japan’s decision to sell the yen and buy the dollar immediately sent the greenback to 78 yen from the low-77 yen level, boosting the stock market. It later climbed toward 80 yen. (AP)

In an indication of how frightened investors are, Bank of New York Mellon said it would start charging large investors to hold their cash. The bank’s clients include pension funds and large investment houses. Mark Luschini, chief investment strategist for Janney Montgomery Scott, an investment firm in Philadelphia, said his clients saw the move from stocks into cash as “a parking lot to sort things out.” “With the scars of 2008 still fresh,” he said, “some clients don’t want to miss the change to preempt further damage should it come.” (AP)

J^[ DWj_edWbi When he was 15 years old, Ian Desmond’s family coughed up a couple hundred bucks and sent him with his AAU team to play ball in the Dominican Republic. It was an eye-opening trip, soaking up the sporting culture of that baseball-mad island nation where for seemingly every young boy the dream of dreams is to get noticed and get signed by a major-league organization, move to America and make a better life for his family. During the visit, Desmond heard something that shaped his baseball philosophy, a mantra held dear by ambitious Dominican boys. “You can’t walk your way off the island.” Simply put, while patience at the plate may be a virtue, hitting the baseball hard and often is what gets you noticed. “That was something I took to heart,” Desmond said. “It just stuck with me. I wanted to be aggressive, and I wanted to be the guy to go out there and make things happen.” The Nationals coaches are now asking him to dial that down. The free-swinging second-year short-

His .228 on-base percentage is better than only two National League players with a minimum of 350 at bats. “I think he’s just a little overly aggressive at home plate, kind of like when he broke into the league last year,” manager Davey Johnson said last month. Despite his insufficient statistics, Desmond has impressed those inside and outside the clubhouse with his effort and leadership. He was a popular target of opposing general managers prior to the trading deadline, and last week he was honored by the Major League Baseball Players Alumni Association as Washington’s Heart and Hustle Award winner. “It’s unquantifiable by numbers, but the organization sees it,” Desmond said. “Otherwise, I probably would have been sent down a long time ago. J^[ ikhfh_i[ Anthony Armstrong came out of the football hinterlands to become a serious deep threat in the Redskins’ offense last season, gaining 871 receiving yards on just 44 receptions. Armstrong provides the speed the team’s offense needs, but he is on the small side and susceptible to drops, which hurt his value. The league will know a lot more about him this season, meaning he’ll be under pressure to show doubters he isn’t another flash in the pan. “I have to go out there and prove people wrong,” Armstrong said. “I can still get the job done, and that’s what I’m trying to do.”

tana Moss is the clear No. 1 at the position. Beyond that, it’s anyone’s guess as to how the rest of the depth chart will shake out. After Moss, there’s a mix of young players and new acquisitions jockeying for roster spots, putting a premium on every route and catch at training camp. “The guys who make the most plays and who know the assignments are the guys who will separate themselves,” Redskins receivers coach Keenan McCardell said. “It’s good competition out there.” ELLIOT T SMITH

NFL insiders agreed the Redskins got a steal in third-round pick Leonard Hankerson, giving them a big target with solid leaping ability. Hankerson came on in the latter half of his college career, racking up 1,156 yards on 72 catches with a school-record 13 TDs last year for Miami. The lockout could stunt his development, but Hankerson feels he did the work needed to make an immediate impact. “Rookie or not, I’m going to come in and compete for a job,” he said. “If you know your stuff, you’re going to play.”

Instead of throwing big money at Santonio Holmes, the Redskins took a decidedly smaller approach, signing Donté Stallworth and trading for Jabar Gaffney. These aren’t the buzz-building deals of the past, but both could provide deStallworth pendable options for QB John Beck. Stallworth had just two catches with Baltimore last season, but Gaffney set a career high with 65 recepGaffney tions in Denver. “It’s a great opportunity,” Gaffney said. “This offense lets a receiver run routes and use his knowledge of the game, and that’s what I do best.”

J^[ N#\WYjeh When he was drafted in 2008, Malcolm Kelly was supposed to be the playmaking WR the Redskins would have for years. Three seasons later, the team still doesn’t know what they have in the former Oklahoma standout. This is probably Kelly’s last chance to prove himself after spending all of last season on injured reserve with a hamstring injury and compiling just 28 catches in his snake-bitten career.

When Brett Haber resigned as WUSA’s sports director this week, he noted that his job might not exist in 10 to 20 years. Maybe ESPN is the reason, or maybe the Internet should be blamed. Either way, Haber said that the local channels feel that their viewers don’t want — or need — their sports fix in the 6 p.m. and 11 p.m. broadcasts. To some, this must 8o CWjj be a no-brainer, or at Im[died least inevitable. For those of us who lived in D.C. during the 1980s, though, this is relatively stunning. With all due respect to Haber and Lindsay Czarniak, who left WRC earlier this year, neither engaged the community like those giants did. Of course, Brenner and Michael made their mark during Joe Gibbs’ heyday. Since then, D.C.’s sports scene hasn’t been the same. Maybe all the losing finally caught up with the local news. No one wants to hear about one loser — let alone a city’s worth of them. Haber’s loss is significant in the journalism landscape, but it may pale in comparison to the loss of local sports broadcasting ahead. To reach Matt Swenson, e-mail matt.swenson@readexpress.com

IeYY[h The ear-to-ear grin on Bill Hamid’s face as he approached reporters for the first time since getting a careeraltering phone call said more than any words could. The 20-year-old D.C. United goalkeeper is getting the chance to live his dream. Hamid was included on new U.S. national team coach Jurgen Klinsmann’s 22-man roster for next Wednesday’s friendly in Philadelphia against archrival Mexico, marking the first of what he hopes to be many call-ups to represent his country. Hamid has been projected to be in the U.S. goalkeeping mix

down the line, and this development helps speed that progression. With Olympic qualifying slated to begin in March, a positive impression from Hamid during this stint with the national team could cement his place.

“Jurgen ... wants guys that want to get better on a day-by-day basis,” said Hamid, an Annandale, Va., native. “That’s definitely something in my mind. I want to get better and show him that I want to be one for the future, or one soon.”

In his second pro season and first as an entrenched starter, the 6-foot3, 225-pound Hamid has taken great strides to improve. Appearing more comfortable and poised as he gains experience, Hamid has begun to round out his skill set and complement his overwhelming physical and vocal prowess. “Bill’s at a good place right now,” said United goalkeeper coach Pat Onstad. “He’s done all the hard work, he’s got confidence in his ability, and he knows he’s put the work in to get that confidence, and he’s in a perfect place to get this opportunity.” It’s unlikely that Hamid will play against Mexico, but he’ll happily back up longtime U.S. starter Tim Howard while soaking in the international experience. “[Howard]’s like a big brother now,” Hamid said. “I look up to him. He’s a great person to model your game and off-field life after. I’m definitely going to enjoy playing with him and feeding off his style of play.” AVI CREDITOR

With election season gearing up, we’re likely to see a lot of bland pantsuits and patriotic ties. But some candidates (or their fashionable wives) will don luxe eagle pins or rhinestone flags, the signature of Ann Hand, a woman who’s far more of a D.C. insider than the politicians who come here every few years. The jeweler known for Americana-themed baubles started her eponymous boutique (4885 MacArthur Blvd. NW; 202-333-2979) in 1988. She shares her memories. Are patriotic fashions trendier during election season? There’s no question: yes. Every cycle, we do what we call a rhinestone poll. We’ve done this for several elections, where we make pins for all the candidates and then

we watch them dwindle down to election day. It’s always so moving to watch people come in and buy things to support their candidate. You just made a pin to commemorate President Reagan’s centennial celebration. How do you remain nonpartisan? It’s our policy that we are nonpartisan and always have been. These American symbols really belong to everybody. There is no partisanship when it comes to patriotism, so I’ve always designed for everyone. How has Washington style changed over the years? When I started out doing this 24 years ago, no one wanted to wear anything patriotic. It was rather

Do you think Washington women are stylish? Oh, I think the Washington woman is sadly underrated. I think that so many of them just dress so beautifully, and, unfortunately, many, especially those who are married to someone who serves in political life, don’t feel they can step out too much. They have constituents back home, and they have to be thoughtful about how they appear. Who’s your D.C. style icon? Jacqueline Kennedy. I think she did a lot to make women aware of how they dressed. That was still the Grace Kelly era, and that’s what I’m partial to. I’ve seen Mrs. Obama wear similar clothing, with a modern interpretation and brighter colors. So many politicians and first ladies have worn your designs. Were you ever shocked to see a woman wearing Ann Hand? The first time that I saw Hillary Clinton on the cover of a magazine wearing our pin, I thought, “Wow.” It was such a memorable moment for us, because we were just getting starting, and she was photographed wearing our eagle. I’ll never forget it. K ATHERINE BOYLE (E XPRESS)

The day began with the young Manolo strolling onto campus late, just as Sister Assumpta was chasing the tardy students from the schoolyard, welding her yardstick as if she were Samson slaying Philistines. The Manolo still bears the marks of that first lesson in punctuality! Of the course, it was not all fun at OLFSCDS. Education always took precedence over sporting teams. Indeed, who could forget the time Eduardo Castro, our greatest competitor, failed the algebra test and was suspended from our rosary team, just as we were about to compete for the regional championships against our cross-town rival, Holy Relic? It was then that the Manolo, who had been “riding the pine” all season, was put into the starting lineup. And, in the moment of supreme triumph, he helped bring home the trophy with his flawless rendition of the most difficult Fatima Decade! What is in this year? Strangely, it is the Sperry Top-Sider! Solid hues mimic highlights; stripes look like mini braids. Jewel tones are toughest to keep in stock, though. A stylist put them on me by taking a few strands of my hair and the tops of three feathers, then clamping a tiny metal bead around the bunch near my scalp with pliers. Best part: You can brush, wash, blow-dry, flat-iron and even color your hair normally — dye won’t stick to the feathers, and they last for at least two months. Worst part: Forgetting I’ve got plumes! But it took about five times as much goop to get my tresses to look semi-saturated. No matter how I styled it, my mane looked like it needed washing. The kit comes with an activator solution, dye, conditioner, pro-grade black plastic gloves and clear directions. The foam did its thing for 20 minutes before I rinsed and saw — hooray! — no more grays. Best part: The foam didn’t drip down my skin like the runny liquid dyes I’ve found at salons. This little surfer girl effect means tresses are darker toward the scalp and gradually lighten near their tips. The technique works best on long hair, if you want it dramatic. To do it, Urban Style Lab’s Tricia Bennett painted color onto Express section editor Kristen PageKirby’s mane, going only halfway up the strands and giving the ends some extra saturation. Rather than looking like she was growing her roots out, the color change was subtle with no harsh line. Already blond? Take the ends to platinum like Cameron Diaz, shown, did. Best part: It’s a low-maintenance hair color because it’s supposed to look uneven, meaning you don’t have to have a touch-up every eight weeks like highlights require. Worst part: Because the most color is at the bottom (see Teyana Taylor), which is usually the most damaged, it’s important — if you want the color to stick around — to use a color-protecting shampoo.

Bringing Those Damn, Dirty Apes To Digital Life

It’s ‘Miller’s’ Time I’m writing this column ahead of time because, as you read this, I’m at the beach, thinking of you sitting on a Metro train next to Stinky McSpreadlegs. HA, HA! Oh, wait, no, I’m not. I’m wondering if there’s any way to sleep more than 24 hours a day. Anyway, because of my time off from work, I haven’t seen either of the big movies out this week — “The Change-Up” and “Rise of the Planet of the Apes” — and nothing about them 8o Ah_ij[d really inspires me to FW][#A_hXo write. So please allow me to point your eyes toward Silver Spring and at the AFI Silver, which, you may be shocked to learn, does not pay me to consistently write about how awesome it is. This weekend the AFI Silver is showing “Miller’s Crossing,” a flat-out amazing Coen brothers film that both embraces and overturns the conventions of film noir. I could give you very involved reasons about why it’s great. I could tell you about how it was the first film I, as an undergraduate, watched more times than was required for the class I was taking. (I watched it on LaserDisc. I parked my dinosaur outside.) But I don’t have room here to tell you all the reasons I love this film. All I can do is use this space, just once, to grab you by the collar and say, “Please, go see it.” Comments? Give Kristen your feedback: expressnightout.com/thereelist

First, the good news. “Rise of the Planet of the Apes,” the much-anticipated prequel to the sci-fi movie franchise of the late ’60s and early ’70s about a world ruled by apes, gets one thing exactly right. The apes, which we see on the cusp of world domination, are both terrifying and sympathetic. That’s not an easy trick. Yet it’s critical to this origin story, which charts the ascent of a hyper-intelligent chimp named Caesar (Andy Serkis, in motion-capture CGI) to the role of leader of an ape under-

ground, after suffering abuse at the hands of a sadistic handler at a primate shelter. As rendered by computer animators, Caesar and his simian followers are both relatable and scary as heck. Now for the bad news. The filmmakers seem to have spent so much attention on getting the primates right that they completely forgot about the people. Led by a mumble-mouthed James Franco (see also: Oscar-hosting performance) in the role of Will Rodman, a research scientist whose experimental Alzheimer’s cure leads to a sudden jump in one young lab chimp’s IQ, the cast of human actors is uniformly weak. At one end of the dramatic spectrum is Freida Pinto, who’s almost invisible as Will’s veterinarian girlfriend. At the other end there’s John Lithgow, who’s especially embarrassing as Will’s dodderingly senile father, but the list of offenders — and their acting offenses — is long.

Past “Planet of the Apes” flicks used actors in chimp, gorilla or orangutan costumes. This time, the filmmakers needed photo-realistic simians that could evolve into smarter-than-average apes. Once the filmmakers decided to use performance capture, Andy Serkis was the first person visual-effects supervisor Joe Letteri suggested to director Rupert Wyatt. “You had this chimp that needed to grow up and have this relationship, this bond, with a human family,” says Letteri. ‘’We needed someone ... who’s not afraid to interact with [the humans] and not afraid to have the personality play out as part of the performance. I can see a lot of Andy in it. It doesn’t look at all like him, but there’s an intensity, the way you can look into his eyes. You can just kind of see Andy’s performance.” (AP)

H_i[ e\ j^[ FbWd[j e\ J^[ 7f[i F=#') Director: Rupert Wyatt Stars: James Franco, Andy Serkis, Freida Pinto In a Nutshell: An origin story set in present-day San Francisco, where man’s own experiments with genetic engineering lead to the development of intelligence in apes and the onset of a war for supremacy.

While the film succeeds in making the apes frightening — and believably emotive — they’re less than fully present. The hair, the eyes, the skin, the facial expressions: It’s all uncanny, but it misses the mark by millimeters. Roddy McDowell — Serkis’ 1968 predecessor — was, paradoxically, more real, even in his stiff rubber mask. As for the story itself, it’s adequately well told and, by “Planet of the Apes” standards, plausible. There are, of course, a few nods to the old series along the way. You didn’t think you would get through this without someone saying, “Take your stinking paws off me, you damn, dirty ape,” did you? Hearing that line again is fun, but it’s also an unfortunate reminder t hat “Rise of the Planet of the Apes” is far from a classic. MICHAEL O’SULLIVAN ( THE WASHINGTON POST )

<_bc H[l_[m “Freaky Friday” meets “The Hangover” in “The Change-Up,” a raunchy ode to guy-love in which Jason Bateman and Ryan Reynolds struggle valiantly to transcend the movie they’re in. Sometimes they do — especially Reynolds, who displays the same rom-com chops that made him so yummy in “The Proposal.” As an arrested adolescent and incorrigible ladies’ man named Mitch, Reynolds has most of the funniest lines here, many of them vulgarities aimed at infants who smile beatifically at the verbal abuse. When a youngster asks Mitch if he’ll come to her dance recital, he tells her the

only dance performances he attends “involve a big, shiny pole and a broken woman with daddy issues.” Then Reynolds makes a lowerlip-out frowny face, which exemplifies why he’s at his best when he can keep it light and just riff. Bateman doesn’t get to have nearly as much fun as Mitch’s straight-laced best friend Dave, a type-A lawyer with a beautiful wife (Leslie Mann) and three kids. He’s called on to turn on his signature nervous grimace while being asked, say, to have an intimate encounter with a buxom woman’s nether regions on the set of a porn flick, or have another intimate encounter with a woman who’s nine months pregnant. Those are but two of the long series of sex-oriented set pieces that constitute “The Change-Up,” wherein Mitch and Dave switch bodies early on and must impersonate each other until they can

switch back. Like “Horrible Bosses” and “Bad Teacher,” this hardR comedy brazenly seeks out the most rancid, vulgar, graphic form of lowbrow humor. But give “The Change-Up” credit for making its aesthetic known early on, when Dave blearily becomes the target of projectile baby poop aimed not just at his face but into his mouth.

Writer-directorstar Miranda July explores an alternate universe in “The Future.” ROADSIDE ATTRACTIONS

Wit h w it a nd unset t ling strangeness, “The Future” takes a sitcom premise — two skittish 35-year-olds adopting a sick cat in order to tiptoe into the responsibilities of adulthood — and gives it a radical, otherworldly twist. That should come as no surprise to fans of writer-director Miranda July, whose 2005 serio-comedy “Me and You and Everyone We Know” announced her as an off-kilter, visionary talent. “The Future,” in which July co-stars with Hamish Linklater, proves that she’s no mere one-hit wonder, although her strange hybrid of screwball humor and solemnity, transgressive sex and winsomeness, will never be fodder

J^[ <kjkh[ H Director: Miranda July Stars: Miranda July, Hamish Linklater In a Nutshell: When a couple decide to adopt a stray cat, their perspective on life changes radically, altering the course of time and space.

for the masses. Viewers need to be prepared to enter into July’s world, which is as likely to feature a talking cat or a walking T-shirt as the more banal realities of young-middle-aged life in Los Angeles. That’s where Jason (Linklater) and Sophie (July) have been marking time, “gearing up to do some-

thing really incredible.” When they find an injured cat and discover the animal has only months to live, they name him Paw-Paw and agree to love him unconditionally until he dies. Then another vet informs them he could linger for years, throwing the commitment-averse couple into crisis. If Paw-Paw lives for five years, they’ll be 40 when he dies. “Forty is basically 50,” Jason says, quietly panicking. “And then after 50, the rest is just loose change.” Such is the subtle, off-handed humor that infuses “The Future,” where irony and earnestness vie mightily for psychic pride of place as Jason and Sophie plunge into separate but equally alien worlds to stave off their encroaching anxieties.

“Life, Above All,” a deeply moving South African drama about AIDS and ostracism, manages to be, paradoxically, both austere and uplifting. Though the uplifting part will, for some, be too little and too late to mitigate the film’s overall funereal tone, it still might leave you with a faint, faltering smile on your face at the closing credits. But you probably won’t even notice it, on account of all the tears that will likely be streaming down your cheeks by that time. The movie centers on Chanda (incandescent newcomer Khomotso Manyaka), a smart if constitutionally melancholy 12-year-old worrywart who lives with her mother, Lillian (Lerato Mvelase), and two younger half siblings. As the film opens, Chanda and her family are about to bury a third, an infant sibling named Sarah. Lillian is seriously ill, as is her ne’er-do-well husband, Jonah, the father of Lillian’s three youngest children. Chanda’s father died several years earlier. And, yes, that’s a lot of death and sickness for one skinny preteen to handle. As Chanda, Manyaka seems to be carrying the weight of the world on her shoulders. In a way, she is. ANOTHER EARTH (PG-13, 92 minutes) This sci-fi-infused Sundance darling — an earthbound drama of guilt and redemption set against an otherworldly backdrop — takes place in the present day, just after scientists have discovered a parallel world. At the heart of the story is a young woman named Rhoda (Brit Marling), who’s clearly in need of a second chance. When the promising, college-bound high-school senior accidentally plows into another car after a night of drinking, killing the pregnant wife and son of acclaimed composer John Burroughs (William Mapother), their two lives are irrevocably altered. Now, about that second Earth. After making radio contact with each other, the two worlds learn that they’re not just parallel, but identical, down to their inhabitants. In other words, there’s a Rhoda and a John up there, too. M.O. BAD TEACHER (R, 92 minutes) Cameron Diaz brings her signature brand of blonde va-va-vooms to Elizabeth Halsey, a sultry, surly, self-absorbed gold digger who decided to become a teacher for what she deems “the usual reasons: short hours, summers off and no accountability.” When her planned jackpot of a marriage comes

Elizabeth is looking for another rich guy to marry, and she sees potential in a new substitute teacher, a bespectacled sweetie named Scott Delacorte, played by Justin Timberlake. A promising assortment of famous players from TV sitcoms make up a comic dream team of a supporting cast. But with the exception of Jason Segel and his reliable laid-back flair, they’re left with next to nothing to do but react with appalled awe to Elizabeth’s

trademark vulgarity-strewn ripostes. A.H BEATS RHYMES AND LIFE: THE TRAVELS OF A TRIBE CALLED QUEST (R, 95 minutes) The lines are drawn early on in “Beats,” which is surprisingly tense and combative given the overwhelmingly positive and playful music in the band’s catalogue. But that makes what could have been a sappy, fanboy love letter a compelling look at the group’s inner workings. The movie begins with the band’s formative years in Queens during the late ’80s and early ’90s, a truly vibrant time in which artistic exploration and commercial success weren’t contradictory. But the band’s tumultuous 2008 reunion tour gets just as much screen time, which makes for a surprisingly pulse-quickening narrative. Even as the band implodes, “Beats” flows as smoothly as Q-Tip on “Verses From the Abstract.” DAVID MALITZ CAPTAIN AMERICA: FIRST AVENGER (PG-13, 125 minutes) The ultimate origin story of the original myth of Marvel Comics’ seemingly endless comic-book universe, the World War II-era drama returns to its classic roots with the squarejawed forthrightness of its straight-arrow protagonist. Even his name exudes an America that time forgot: Steve Rogers. “I don’t like bullies,” Rogers (Chris Evans) says simply before joining the U.S. Army in 1942. Director Joe Johnston has surrounded Evans with a wonderful cast of supporting players, including Stanley

As lovable as Mater is, let’s face it: A little bit of Larry the Cable Guy goes a long way. Fortunately, “Cars 2” is a long, looong way from Talladega. Set in Tokyo, London and a picturesque Italian village during a three-part international race to determine the fastest car in the world, “Cars 2” boasts eye-popping scenery of far-flung locales and thrilling race sequences. It’s a visually stunning film. Unfortunately, the sequel shortchanges the very relationships that gave the first movie its surprising heart. M . O . COWBOYS & ALIENS (PG-13, 118 minutes) Jon Favreau’s celebration of two of cinema’s most revered genres doesn’t stint in lavishing their most cherished conventions with even-handed affection and respect. Daniel Craig plays Jake Lonergan, who as the movie opens wakes up alone in the desert with a mysterious injury and a heavy metal bracelet around his wrist. When he rides into nearby Absolution, he immediately makes his presence felt, swatting down a bully named Percy Dolarhyde (Paul Dano), whose father, Woodrow (Harrison Ford), owns a huge cattle ranch nearby. When strange lights appear in the sky and some of the townsfolk are sucked into hovering vehicles overhead, the taciturn Lonergan and the crustily misanthropic Woodrow Dolarhyde join forces to track down the interstellar outlaws and bring their people home. A.H. CRAZY, STUPID, LOVE (PG-13, 118 minutes) “Crazy, Stupid, Love” opens with a clever montage of couples’ feet engaging in all manner of furtive flirtation under restaurant tables. When the camera lands on Cal Weaver (Steve Carell) and his wife, Emily (Julianne Moore), their troubles are clear. She’s wearing comehither heels while Cal is decked out in shlumpy New Balance sneakers. In other words, she’s still trying, but Cal has given up, which accounts for why Emily announces at that same restaurant that she wants a divorce. He numbly agrees, moves out of their comfortable house and into a depressing bachelor pad and begins

Half of “Green Lantern” transpires in CGI-created outer space, and yet this is the type of movie in which all the central players are close at hand. Not only is Hal’s true love an office mate; so is his potential adversary, Hector Hammond (Peter Sarsgaard). MARK JENKINS HARRY POTTER AND THE DEATHLY HALLOWS — PART 2 (PG-13, 130 minutes) Picking up precisely where its first installment left off, “Deathly Hallows — Part 2” finds Harry (Daniel Radcliffe) burying his dear friend Dobby, “A Free Elf,” as the tombstone describes him, and setting off on yet another grim journey to find the Horcruxes containing tatters of Lord Voldemort’s soul and destroying them, the better to weaken and ultimately defeat the force of darkness also known as You Know Who. Harry’s moment at Dobby’s grave sets an apt tone for a largely cheerless quest that will take Harry, Ron (Rupert Grint) and Hermione (Emma Watson) from Shell Cottage to the bowels of Gringotts Bank and finally to Hogwarts School of Witchcraft and Wizardry, where Harry will meet his calvary at the hands of Voldemort, once again brilliantly portrayed by Ralph Fiennes. A.H. HORRIBLE BOSSES (R, 97 minutes) This scorchingly raunchy — and, yes, pretty funny — movie is built around the premise that three buddies (Jason Bateman, Jason Sudeikis and Charlie Day) would rather murder their evil overseers than simply quit and look for new jobs. Why? Because there are no other jobs out there. Sporting a greasy comb-over, an almost-unrecognizable Colin Farrell plays Sudeikis’ character, Kurt’s, boss, a coked-out victim-in-waiting. Kevin Spacey is equally over the top as Harken, the smarmily psychopathic tormentor to Bateman’s Nick. Jennifer Aniston, however, has the most memorable turn on the side of mismanagement, playing against the actress’ sweetheart reputation as a foulmouthed, sexually aggressive dentist for whom Day’s Dale works as a hygienist. The three friends decide to go in together on a murder plot, seeking advice from a shady consultant they meet in a bar (Jamie Foxx). Hilarity — or at least filth — ensues. M.O. LARRY CROWNE (PG-13, 99 minutes) Tom Hanks (who also directed) plays the

title character, a squeaky-clean divorced man who’s fired from his job as a salesman at a big-box store. Larry dumps his house, switches from a gas-guzzling SUV to a more sensible, if sexier, secondhand scooter, takes a part-time job as a shortorder cook and enrolls in college. His first course: a speech class called “The Art of Informal Remarks.” Talk about unmarketable. At least the teacher — played by an unhappily married Julia Roberts — is hot. You can see what’s coming, even if Larry can’t. Later, Larry meets the free-spirited Talia. Before you can say “bibbidi-bobbidi-boo,” Talia has given Larry a magical makeover, complete with new hair, new glasses, new ’tude and stylin’ clothes. Watching Hanks’ transformation from Larry Crowne to “Lance Corona” — Talia’s nickname for his new persona — is the film’s chief pleasure. M.O. MONTE CARLO (PG, 108 minutes) There’s something unexpectedly heartening about watching “Monte Carlo,” which follows a trio of young women who can string together full sentences made up of actual words. Grace (Selena Gomez) lives in Texas but dreams of traveling to Paris. Finally escaping high school, Grace plans a trip to France with her best friend, Emma (Katie Cassidy). An initial kink in the pair’s travel plans arrives in the form of Grace’s new stepsister, who is forced by the girls’ parents to go along on the adventure. Upon landing in France, the world travelers immediately apprehend that they have signed up for the wrong tour. But Grace’s striking resemblance to an infamous British socialite gains the trio a private jet to Monte Carlo to enjoy the lifestyles of the rich and famous. STEPHANIE MERRY THE SMURFS (PG, 102 minutes) Raja Gosnell relies on cutting-edge CGI and unnecessary 3-D wizardry to transport the pint-size heroes of the ’80s to noisy New York City. Once here, the Smurfs interact with incredulous humans, impart a little homespun wisdom and help make our grungy existence a tad more animated. A paper-thin plot finds six Smurfs sucked through a magical vortex and dropped into Central Park. Hot on the Smurfs’ blue trail is evil sorcerer Gargamel (Hank Azaria) and his feisty cat, Azrael. Luckily, the Smurfs take shelter with gentle Grace (“Glee” star Jayma Mays) and her workaholic husband, Patrick (Neil Patrick Harris), who both need to be reminded that life moves pretty fast, and if you don’t stop to smurf the roses every now

He used to be “The King of Queens.” Now Kevin James is the king of physical comedies with odd premises. In “Zookeeper,” talking animals help him with his problems. and again, you just might miss the special moments. SEAN O’CONNELL TR ANSFORMERS: DARK OF THE MOON (PG-13, 154 minutes) Transformation proves to be beyond the grasp of “Transformers: Dark of the Moon,’’ the latest movie in which 1980s vintage Hasbro toys come to life and kick ’bot. Dispatching Shia LaBeouf’s Sam Witwicky on his third “Transformers” caper, the movie wobbles between quick-cut action and outright slapstick. As befits a cinematic saga that began as a toy tie-in, “Dark of the Moon’’ sometimes seems designed for boys who are too young to appreciate the

charms of Rosie Huntington-Whiteley, the British blonde who plays Sam’s new squeeze. And while the CGI and 3-D are up to date, whenever Autobot philosopher-king Optimus Prime offers Sam some wisdom, the advice sounds like something from a Depression-era Boy Scout handbook. M.J. WINNIE THE POOH (G, 63 minutes) Disney’s new take on the adorable honeyloving “Winnie the Pooh” is a memorable return to the Hundred Acre Wood and a lively, interactive adventure. Inspired by the simplified lines and water-color palette of Disney’s original Pooh cartoons, this hand-drawn tale opens with a nar-

rator introducing us to Winnie the Pooh (Jim Cummings), a tubby little cubby who single-mindedly thinks about feeding his grumbly tummy some honey. But Pooh must put his honey quest on hold when he encounters his melancholy donkey pal, Eeyore (Bud Luckey), who’s missing his gray tail. SANDIE ANGULO CHEN ZOOKEEPER (PG, 101 minutes) The film opens on a beach at sunset, where Griffin Keyes (Kevin James) has rented a horse and hired a mariachi band so he can propose to his girlfriend, Stephanie (Leslie Bibb). But she turns him down. Vapid and self-centered, Stephanie can’t get over the fact that Griffin’s a zookeeper. Years later, Griffin is ready to move on when the statuesque beauty slides back into his life. Thankfully, our hero finds motivational support from a friend (Rosario Dawson) and the animals at Griffin’s zoo. Faster than you can say “Doctor Doolittle,” the beasts in Griffin’s social circle begin to spew advice and dating tips. Lions voiced by Sylvester Stallone and Cher teach him not to be so cowardly. Then there’s a monkey voiced by Adam Sandler who suggests Griffin throw his feces at Stephanie — just what you’d expect a monkey voiced by Sandler to say. S.O.

Weapons Of Mass Distraction Though it was part of this summer’s Fringe Festival, the run of “Who’s Your Baghdaddy? or How I Started the Iraq War” has extended well past Fringe’s closing. This musical takes subject matter we all know well — the lead-up to our country’s most recent war — and populates it with catchy songs and dances! Woolly Mammoth Theatre, 641 D St. NW; through Aug. 13, $17-$25; 202-393-3939, Whoisyourbaghdaddy.com. (Gallery Place)

VIRGO (Aug. 23-Sept. 22) It’s a fine day to indulge a whim, but you’ll have to know when to say when. Too much of a good thing can quickly become a bad thing. LIBRA (Sept. 23-Oct. 22) You must be ready to take your knocks, but in the end you’ll be able to look back and say that you performed well under pressure. SCORPIO (Oct. 23-Nov. 21) You’ll want to ensure that things go as planned, but you must acknowledge that, even under the best of circumstances, surprises can arise. Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Winehouse’s Last Song To Fund Youth Charities Amy Winehouse’s final recording, a duet with Tony Bennett, will be released as a charity single for a foundation set up in her name. “Body and Soul” will go on sale in September, with proceeds going to the newly established Amy Winehouse Foundation. Father Mitch Winehouse said releasing the song for charity was “the most fitting tribute of all.” The foundation will fund a range of charities benefiting young people. The family also hopes to open a drug rehab center. (AP)

Sarah Michelle Gellar told the Television Critics Association that she’s recording an episode of “All My Children” before it goes off the air in September, New York Magazine reported. Gellar, who stars in the new CW show “Ringer,” played Kendall Hart, Erica Kane’s daughter, on the ABC soap in 1995. Another actress now plays Hart, so Gellar will be returning in an asyet-to-be-determined role. Gellar also talked about her decision to return to TV, where she says the best roles for women are: “I was spoiled by ‘Buffy,’ because I thought that was what it was like everywhere, and it’s not.” (EXPRESS)

Mr. Unnamed Source: Capitalize My Name, Please Marc Anthony is floundering in the wake of his split from Jennifer Lopez’s, an unnamed source told Us Weekly magazine. “His mood shifts from blaming her to begging her to take him back to telling her she is destroying his life,” the source said. “He’s being difficult on every little point [regarding the divorce]. He wants to prolong things so she reconsiders.” Another unnamed source noted that Lopez, though she finds Anthony “hard to take,” is otherwise “very happy” and “surrounded by love.” (E XPRESS)
