A New Mexico bear hitched a ride on top of a garbage truck, traveling at least 5 miles before it was able to make its escape up a tree. The driver was picking up a dumpster last week when he heard a squeal and realized the bear was on top of the truck. It rode on the vehicle to a Los Alamos Forest Service center, where the driver backed up to a tree. The bear climbed up and stayed for more than an hour before running off. (AP)
When a Canadian woman’s garden gnome, Leopold, was stolen eight month ago, she figured she’d never see him again. This week, he reappeared in her yard, along with a photo album chronicling his absence. Bev York told the Global News the album included pictures of Leopold sipping margaritas in Mexico, hiking the Grand Canyon and visiting dozens of other places. She said she has no idea who took Leopold, but she called his trip “a sweet story.” (AP)
Michigan state police officers in Royal Oak Township risked getting sprayed Thursday morning to free a skunk from a yogurt container that was stuck on its head. Police say the animal was running in circles and “spraying everything” when they arrived. One trooper used a wooden pole to distract the skunk while a second trooper ran up and removed the cup from its head. Both officers escaped without being sprayed. (AP)

Denizens Brewing is hosting an opening ceremony party on its patio Friday night, complete with cornhole and a new barrel-aged farmhouse ale called Bunches. The kickoff event features an outdoor projection screen in the beer garden; future events will be screened in the taproom.
The first two Kimpton Hotel bars to open in D.C. are both hosting nightly Olympics-viewing happy hours: Topaz is extending happy hour until 8 p.m., with a bonus of 10 percent off your tab if the U.S. wins a gold medal in any event that day. If the U.S. wins a gold medal, no matter the sport, gelatin shots are $1 all night at Bar Rouge.
Graffiato put three new caipirinhas on its menu through Aug. 21, including an “American Caipirinha” with cantaloupe, vanilla and basil, and a frozen version with blackberry. Whenever an American athlete or team wins a gold medal, there will be $5 specials, including Veuve Cliquot champagne, a Blue Hawaiian cocktail or a red, white and blue shooter.
Penn Social will definitely broadcast the opening ceremony and U.S. women’s soccer matches on its 22-foot highdefinition projection screen, but after that, it’s a toss-up whether events will be on the main screen or one of the smaller 10-foot screens. Either way, there are $4 Bud Light and Miller Lite beers for the duration of the Games.
Commissary is showing the games on a projection screen in its dining room and has three Olympic $9 cachaça cocktails for the duration of the Games. (The winner sounds like the Gold Medal, with whiskey, cachaça, lime, mint and sugar cane juice.) There will also be international drinks and Brazilian food specials throughout the Olympics.

Bei Bei keeps it cool on a hot summer day What toddler doesn’t like to splash in water? Clearly, Bei Bei — the National Zoo’s baby giant panda — does. The zoo put a video on its Facebook page showing the almost 1-year-old baby panda playing in the water from a hose. In the video, Bei Bei appears rather relaxed and holds up his feet as he is sprayed. Zookeepers wrote in their post (and you kind of have to agree), “And it’s adorable.” The zoo has planned birthday events Aug. 20 for three of its pandas. Bao Bao will turn 3; Tian Tian will turn 19 and Bei Bei turns 1. (TWP)

Study: County police don’t overuse stun guns
Officer’s arrest raises questions for Metro How did someone who raised suspicions remain on the force?
‘No cutting’ is taken serious at Trump rally NIKKI KAHN (THE WASHINGTON POST)
TRANSPORTATION The arrest of a Metro Transit police officer for allegedly attempting to aid the Islamic State was shocking enough. But it also raises questions about Metro’s handling of him. A criminal complaint filed in federal court says Nicholas Young, 36, of Fairfax, had been planning to give material support to the radical Islamic terrorist group — or worse, perhaps carry out a violent attack himself. He was arrested Wednesday and his employment was terminated. This is the first time a U.S. law enforcement officer has been charged with trying to assist the Islamic State. But the news that Young has been charged with trying to help ISIS is also shocking because of the questions his employment raises, such as: Why was this guy allowed to remain on the force for so long? Was he still allowed to be walking around with a badge and a firearm after traveling to Libya twice to take up arms with rebels in 2011, and if so, why? What about after police were called to his Northern Virginia home in
OUT OF LINE?
Police search the home Wednesday of Nicholas Young, 36, of Fairfax, who was arrested for allegedly attempting to provide support to ISIS.
December 2015 on a domestic violence complaint? Did these events at least trigger an investigation that might have put him behind a desk for a while — perhaps in a way that didn’t interfere with the FBI’s investigation — or not? And if it’s true that Young boasted of torturing animals as a child — as alleged in the criminal complaint filed in U.S. District Court — how did he ever pass the psychological tests to become a police officer in the first place? Again, there’s still a lot we don’t know. Perhaps the domestic violence complaint that brought police to his door was investigated and determined to be unfounded. Perhaps it’s common practice for a police officer to
head off to a foreign land hoping to become a mercenary and return to his job as if he were just back from a softball tournament. Perhaps there was a misunderstanding about the animals. No doubt federal authorities will say that Young was closely monitored at all times. It’s also likely that investigating officers kept him in place and kept the investigation going to find out how extensive Young’s contacts were among ISIS sympathizers. But given everything else riders wonder about Metro these days, it would be helpful if the agency would offer more details about how it handled and neutralized this guy while he was still on the force. A Loudoun County School Board member was arrested at a rally for Donald Trump’s presidential campaign at a local high school this week after police said she cut in line and then refused to leave when organizers revoked her ticket. Though Joy Maloney opposes Trump, she said she wanted to attend the event Tuesday at Briar Woods High School in Ashburn, Va., to understand the support he has garnered. She was arrested after she stepped out of her place in line to do a news interview and then attempted to get back into the line to join friends she had been standing with. This irked Trump supporters standing behind her, said Alex Levay, a lawyer who is representing Maloney. (TWP)

Baltimore officer guilty of assault in shooting of unarmed man
An independent review of stungun incidents in Montgomery County has determined that police are not overusing the weapon. The study was commissioned this year by county executive Isiah Leggett after The Baltimore Sun published an article about people in Maryland who have died after stun-gun encounters with police since 2009. In the article, Montgomery County was cited four times. The review was conducted by Geoffrey Alpert, a University of South Carolina professor and expert on police use of force, and covered 2014 and 2015. (AP) WHEATON, MD.
Police: Death of woman, 72, treated as homicide Montgomery County police are identifying a 72-year-old woman found dead at her Wheaton home. Police identified the woman in a statement Thursday as Linda Cheryl Johnson. Police say officers were called to a home on Arcola Avenue on Wednesday afternoon for a report of a suspicious situation. When first responders went into the home, police say they found Johnson dead with evidence of trauma to her body. Police say detectives have classified her death as suspicious and they are treating it as a homicide. (AP) VIRGINIA BEACH, VA.

Meghan Conti, a spokeswoman for the Virginia Beach Police Department’s animal control unit, said the child was bitten about Wednesday night on a sidewalk near the beach. Conti says the monkey’s owner fled the area with the animal after the incident. Conti says the primate is a whiteheaded capuchin monkey. (AP)

local Judge declares project temporarily ineligible to receive federal aid TRANSPORTATION Maryland transit officials have cancelled a Monday event at which they expected to clinch $900 million in federal aid for the Purple Line’s construction because a judge’s ruling Wednesday made the light-rail project at least temporarily ineligible for federal money, according to two people close to the project. The Maryland Department of Transportation had expected to sign a funding agreement with the Federal Transit Administration,
which would have guaranteed nearly half of the $2 billion project’s construction funding and fulfilled a years-long quest for highly competitive federal aid. But a U.S. District Court judge’s ruling made the light-rail project ineligible, temporarily at least, for federal money, according to one source, who was not authorized to speak publicly about the project. The judge ordered that the project’s “record of decision” — the federal stamp of approval on its environmental impact study — be vacated, or set aside, until the state recalculates the Purple Line’s ridership forecasts to reflect Metro’s falling ridership. A transit project must have

fulfilled federal environmental requirements before it can receive federal aid. The signing of the Full Funding Grant Agreement was considered the last major hurdle before construction could begin on schedule, late this fall. Lawyers for the Maryland Transit Administration and the FTA are considering seeking an emergency stay of the judge’s order or an appeal, the source said. Both agencies had said in a June 15 court hearing that redoing the ridership calculations would delay the project by months and could jeopardize its $5.6 billion publicprivate partnership, which relies on private construction financing.

Howard County police say Madeline Eve Scott of Ellicott City was arrested Wednesday on charges of second-degree assault, fourth-degree burglary and theft. Portalli’s Restaurant owner Evan Brown told police he found a woman walking out of his business when he arrived to assess the damage Sunday. Brown said she was carrying four bottles of liquor. A jury convicted a white former police officer of voluntary manslaughter on Thursday in the shooting death of an unarmed black man accused of shoplifting. Stephen Rankin, who was fired from the Portsmouth, Va., police force after being indicted, now faces between one and 10 years in prison. The judge and jury immediately began hearing from witnesses in his sentencing phase. Rankin, 36, shot William Chapman in the face and chest outside a Wal-Mart store last year after a security guard accused the 18-year-old of shoplifting. No video recorded the actual killing, and there was conflicting testimony about the details. (AP)

nation+world In poll, 3 in 10 black men say they had a personal run-in with an officer POLICE Billy Busby, 24, of Atlanta, says he was working a security job and helping police in Myrtle Beach, S.C., with crowd and traffic control during the popular Black Bike Week in May when he was approached by a white officer. “The officer came up to me and said, ‘What are you doing here?’ I said, ‘I’m sorry, I’m doing my job.’
LONDON
She said, ‘You need to move or I’m going to arrest you,’ ” Busby said. He said his supervisor showed up and vouched for him. “I think she felt intimidated because I was a black male and doing traffic,” Busby said. Harassment of black men by white officers is routine, he added. Two-thirds of young AfricanAmericans and 4 in 10 Hispanics who were asked say they or someone they know has experienced violence or harassment by the police, according to a new GenForward poll. That includes
about 2 in 10 in each group who say that was a personal experience, including about 3 in 10 black men who say the same. The poll also found that young people still desire a police presence in their communities. GenForward is a survey of adults age 18 to 30 by the Black Youth Project at the University of Chicago with the Associated Press-NORC Center for Public Affairs Research. The poll results come after recent fatal shootings of unarmed black men by officers. About 6 in 10 young adults

QINHUANGDAO, CHINA | The TEB-1, or Transit Elevated Bus, goes on a test run Tuesday. The giant “flying” bus, as some have called it, straddles two lanes of traffic and stands nearly 16 feet tall so it can pass over cars on the road. While still a long way from mass production, the TEB-1 was developed to alleviate major traffic woes in China and other countries with crowded metropolitan areas. Each bus can hold as many as 300 passengers.

Investigators said Thursday they charged six people with drug-related offenses. The investigation also produced $77,000, a money counter and a device that can be used by drug traffickers. (AP)

Three vaccines prevent Zika virus in monkeys
WHALE WAR?
In the ocean, it’s humpbacks versus orcas
HEALTH Three experimental Zika vaccines protected monkeys against infection from the virus, an encouraging sign as research moves into studies in people. The success in monkeys, which involved a traditional vaccine and two more cutting-edge ones, “brings us one step closer to a safe and effective Zika vaccine,” said Dr. Dan Barouch of Beth Israel Deaconess Medical Center in Boston. “But of course, there’s a lot more work to do.” Barouch and others reported the results in a paper released Thursday by the journal Science. One of the vaccines is expected to enter preliminary human studies this year. At least two other vaccines have reached that point already. Inovio Pharmaceuticals announced last week that it had injected its first participant. The National Institute of Allergy and Infectious Diseases gave its first vaccine Tuesday. Both studies focus on assessing vaccine safety. Efforts to develop a vaccine began after a massive Zika outbreak last year in Brazil, which showed that infection of pregnant women can harm fetal brain development. In the monkey study, one vaccine followed the traditional approach, using a dead Zika virus

to train the body for fighting off infection. It was injected into eight rhesus monkeys and followed by a booster shot a month later. A month after the booster, the monkeys got a dose of Zika virus. None showed any sign of the virus in their blood for the week they were followed. In contrast, eight other monkeys that had gotten a sham vaccine became infected. That vaccine, developed at the Walter Reed Army Institute of Research in Silver Spring, is expected to begin human testing in October. The other two vaccines, produced at Beth Israel and not yet scheduled for human studies, delivered only the DNA of a single
virus gene. That spurred the monkeys’ bodies to pump out a protein found in the Zika virus, which in turn helped their immune systems attack the full virus. The two vaccines completely protected a total of eight monkeys against infection. The results “add some encouragement that this might work in humans,” said Dr. Anthony Fauci, director of the federal infectious disease institute, who was not involved in the study. The total protection is “good news,” he said. Experts said it’s impossible to know when a Zika vaccine will be approved for use. Barouch said it’s definitely not going to be this year. Fauci said it might be early 2018, if not later. MALCOLM RITTER (AP)
Scientists plan to do more research after documenting a series of interactions in which humpback whales have intervened on behalf of other animals being hunted by orcas. A new study in Marine Mammal Science reviews at least 115 interactions observed between 1951 and 2012 in which humpbacks interrupted orcas’ hunts of California sea lions, ocean sunfish, harbor seals and gray whales, allowing them to escape. There are no clear reasons for this seemingly altruistic behavior, but one idea is that it might discourage orcas from hunting humpback calves. (EXPRESS)

The amount by which a $3 billion subway expansion built as one of the main Olympic legacy projects for Rio de Janeiro was overbilled, according to a state auditor’s document cited in O Globo newspaper Thursday. Auditors found inconsistencies in the subway contracts, such as invoices for overpriced materials and bills for services that weren’t part of the deal. The revelations further cast a shadow over the first Olympics in South America and come amid protests over Olympic spending as the country weathers its worst recession since 1930. Feds go after ‘goodfellas’ CRIME Nearly four dozen suspects, including the reputed Mafia boss in Philadelphia, were arrested Thursday in a massive case charging them with the kinds of crimes found in a Martin Scorsese movie. An indictment filed by federal prosecutors in New York accused the defendants of extortion, loansharking, casino-style gambling, sports gambling, credit card fraud and health care fraud. It said they formed a syndicate operating in New York, Massachusetts, Pennsylvania and Florida. Among those charged was Joseph “Skinny Joey” Merlino, the

The indictment “reads like an old-school Mafia novel, where extortion, illegal gambling, arson and threats to ‘whack’ someone are carried out along with some modern-day crimes,” such as credit card skimming, the FBI’s Diego Rodriguez said. One count accuses Parrello, 72, of ordering a beatdown in 2011 of a panhandler he believed was harassing female customers outside his Bronx restaurant. Prosecutors also said that in 2013, Parello ordered retaliation against a man who stabbed a member of his crew outside a Bronx bar. The cash was delivered to the Iranian government in January, at the same time the nuclear deal was settled and the Americans were released. Obama: Defeating ISIS is inevitable But he says terrorist networks will persist even after group loses strongholds POLITICS President Barack Obama vowed Thursday that the Islamic State group is “inevitably going to be defeated,” but he predicted that the terrorist networks it spawns are likely to continue operating after the group loses its major strongholds in Iraq and Syria. Saying that recent battlefield defeats have shown that ISIS is “not invincible,” Obama outlined a strategy to use a recently recaptured air base in Iraq as a hub for U.S.-backed Iraqi forces
to “push into Mosul,” the major northern Iraqi city that the militants seized in 2014. Obama made the remarks in a news conference at the Pentagon after meeting with his national security team to discuss the fight against ISIS. He is scheduled to leave Saturday for a vacation with his family on Martha’s Vineyard through Aug. 21. At the Defense Department, Obama conferred with top military and national security officials to assess the battle. Also
attending were Vice President Joe Biden, Defense Secretary Ashton B. Carter, CIA Director John Brennan and other top officials. Here are some other topics Obama addressed in Thursday’s news conference:

The president pushed back at Republican nominee Donald Trump’s suggestion that the November election might be rigged, calling the assertion “ridiculous.” He said his advice to Trump, a candidate he has declared “unfit” for the presidency, was to “go out there and try to win the election.”
Giving Trump classified info Asked whether he had qualms about Trump receiving classified intelligence briefings, Obama said his administration would “go by the law” and tradition in delivering the briefings to Trump so that in the event he won the election, he “would not be starting from scratch” in getting up to speed on national security matters. But Obama also cautioned that those who aspire to serve in the White House “need to start acting like a president” and ensure that secrets are kept. In response to a question about whether Trump could be trusted with control of America’s nuclear weapons, Obama said, “I would ask all of you to make your own judgment.” (THE WASHINGTON POST/AP)

Latest numbers not swinging Trump’s way
Several new polls in swing states show GOP presidential nominee Donald Trump trailing his Democratic rival Hillary Clinton by wide margins. The surveys come on the heels of polls from CNN/ORC and Fox News showing that Clinton has a wide national lead (9 points in CNN’s, 10 in Fox News’). The bad numbers have been coupled with reports that Trump’s campaign staff is becoming demoralized. (THE WASHINGTON POST)

Vet encourages Khan to run for Va. delegate POLITICS Khizr Khan, the father of an Army captain killed in Iraq in 2004, gave a rousing call to elect Hillary Clinton last week at the Democratic National Convention. In fact, the Charlottesville, Va., lawyer made such an impression that now there’s an effort to recruit him to seek public office. Thomas Keefe, a Vietnam veteran who once worked for the Bill Clinton administration, on Wednesday launched an online fundraising campaign to encourage Khan to run for the Virginia House of Delegates. In less than 24 hours, 40 people had pledged more than $10,000 through Crowdpac, an online crowdfunding tool some observers use to gauge support for a candidate. Khan declined to comment. The solidly Republican seat is currently held by Rep. Robert B. Bell, R-Albemarle, who is running for attorney general and declined to comment. Keefe, 67, a Democratic veterans rights activist, said Khan’s words inspired him to create the web campaign, saying Khan is well suited for office. “I heard him speak, and the sincerity really came through,” Keefe said in a phone interview. “This is America, the great melting pot. This is another example of a person who could really change the ideas some of the people in this country have.” JENNA PORTNOY

THREE POINTERS
Ramos waits on payday in contract year NATIONALS Late Tuesday night, after his club throttled Arizona for the second piece of a three-game sweep, Dusty Baker showered Wilson Ramos with praise. He called the All-Star catcher “a godsend.” He said he couldn’t imagine not having Ramos on the team because he’s “figured it out” in his sixth season. The skipper said Ramos has helped carry the first-place team offensively alongside Daniel Murphy while other players have performed below expectations. Then the manager, unsolicited, addressed Ramos’ future with Washington after this season, when he becomes a free agent. “I’m hoping we do something with big Ramos here to retain him soon,” Baker said. Because of his breakout, Ramos, 28, will be one of the top
players on the market — if he hits the market. So far, there is no indication that he won’t. Ramos said Wednesday the team has not approached his agent about a contract extension. “They have told me absolutely nothing still. ... We’re still waiting” said Ramos, who was acquired as part of a package from the Twins in exchange for Matt Capps in 2010. Ramos began the season confident and healthy. He changed his offseason workout routine and had eye surgery during spring training to improve his vision. Then he got off to a hot start and maintained it to become the best offensive catcher in baseball. As of Thursday afternoon, he led all qualified catchers in batting average (.331), on-base percentage (.381), slugging percentage (.536) and RBIs (59), and was tied for second in home runs (16). Defensively, he ranked eighth in caught stealing percentage

(.359) and first in catchers’ ERA (2.35). Pitchers obviously have a huge impact on both measures. Regardless, Ramos is at his best in the batter’s box. That was evident again Tuesday when he
swatted a three-run homer in the fifth inning off Diamondbacks left-hander Robbie Ray to blow the game open. It was the latest hit in a big spot for Ramos, who has piled those up this season. The homer tied his career high, set last season. “I’m focusing a lot on hitting the ball through [the] middle, and I think that’s what has helped me help the team the way I’ve been able to,” he said. Most importantly, Ramos has played in 91 games this season and is on pace to break the career-high of 128 he set last season. It couldn’t have come at a better time for him. JORGE CASTILLO

Report: Sex abuse ignored USA Gymnastics didn’t look into claims against its coaches, story says GYMNASTICS An investigation published by The Indianapolis Star on Thursday found that USA Gymnastics did little to investigate claims of sexual abuse levied against coaches, routinely dismissing allegations as hearsay “unless they came directly from a victim or victim’s parent” because the organization was afraid of damaging coaches’ reputations.
All states require that people report suspected sexual abuse of a minor to authorities. Instead of investigating or reporting the allegations, the sport’s governing body routinely filed them away, the story said. “USA Gymnastics would not disclose the total number of sexual misconduct allegations it receives each year. But records show the organization compiled complaint dossiers on more than 50 coaches and filed them in a drawer in its executive office,” The Star wrote. The paper found four cases
in which the group didn’t report coaches for suspected abuse. The Star said USA Gymnastics received at least four complaints about a coach named William McCabe starting in 1998, when a gym owner wrote that McCabe “should be locked in a cage before someone is raped.” The Star said McCabe pleaded guilty in 2006 in Savannah, Ga., to sexual exploitation of children. USA Gymnastics said The Star left out key facts in its story “that would have painted a more accurate picture of our efforts.” MATT BONESTEEL (THE WASHINGTON POST)

Unrivaled underwater
Katie Ledecky enters Rio with a chance to be her nation’s signature champion SWIMMING In many of her biggest races, Katie Ledecky is leading before she even touches the water. In the 800-meter freestyle finals at the 2012 London Games, which produced her first Olympic gold medal; in six of her nine individual swims at the 2015 world championships, where she pulled off an unprecedented sweep of the 200 through 1,500 freestyles — in those races, and in many others, Ledecky was the first swimmer in the pool. Her reaction time from the sound of the starter’s gun to the instant her feet left the blocks was fastest in the field at anywhere from .66 to .73 seconds. It is not a skill Ledecky, a 19-year-old from Bethesda, needs or even particularly cares about. There isn’t much benefit in beating opponents off the blocks by a couple hundredths of a second when you typically win your core events by several seconds, or even tens of seconds. But as a symbol of Ledecky’s
athletic brilliance, her dominance of the nearly meaningless first movement of a distance race is illustrative. “This is a one-in-a-billion human being,” said Washington Capitals and Wizards owner Ted Leonsis, a longtime family friend. “She has a very special family, and she’s an incredibly gifted person — with a high, high self-actualization and selfawareness, otherworldly good instincts and intelligence, a gifted physiognomy, plus an incredible drive to be the best.” As Ledecky enters the Rio Games, she already may be the most dominant athlete in sports, as measured by the gap between her and everyone else in her discipline. At the 2015 worlds, against the best competition the globe could offer, she won the 1,500 freestyle by more than 14 seconds and the 800 free by more than 10. Usain Bolt is occasionally beaten. Serena Williams doesn’t win every Grand Slam title.

“She’s the greatest athlete in the world today by far.” MICHAEL J. JOYNER, a researcher for the Mayo Clinic who specializes in human performance. Joyner described Ledecky’s margins of victory as “absolutely remarkable.”
Stephen Curry goes 5 -for-20 now and again. But Ledecky has won all 12 of the individual finals she has swum at major meets. The people who coach her, train with her and race against
her are quietly bracing for another monster summer from Ledecky, with the question not a matter of wins and losses but how much faster she can possibly go. “If she never goes faster, she’s already an all-time incredible performer,” said David Marsh, coach of the U.S. women’s national team. She is already considered the best female swimmer in the world at the moment, but with a representative showing in Rio — where she has a legitimate shot at four gold medals with perhaps a world record or two sprinkled in — she would, before the age of 20, enter the conversation of the best ever. “We’re fortunate to be living in this age in our sport, the Ledecky era,” said Chuck Wielgus, executive director of USA Swimming. “I don’t think we’ve ever seen anybody like Katie before. And I think in the future we’re going to look back, and the sport’s history will be divided into pre-Katie and post-Katie. She’ll be this iconic figure by which all future distance and middle-distance swimmers will be measured.” DAVE SHEININ (THE WASHINGTON POST)

In Rio, 10 refugees stand for 60 million
SWIMMING
OLYMPICS In their past, they had seen some of the darkest places on the planet. War zones in South Sudan. Bombed-out cities in Syria. Refugee camps in Kenya. Of all the places for these 10 athletes to come together, it was in Rio de Janeiro on Wednesday on a stage inside a makeshift conference center before the 2016 Olympics. Their past, full of sorrow, brought them together. Their future, full of hope, united them. “Guys,” Yusra Mardini said, “you want to do a selfie?” Mardini, an 18-year-old swimmer from Syria, leaned back and pointed the camera. She locked arms with another Syrian swimmer and two middle-distance runners from South Sudan. Other teammates, athletes like them from war-stricken countries, laughed or spoke with reporters. The four faces in Mardini’s cellphone all beamed as she snapped a picture, another small moment within a major achievement. For the first time, a refugee team will compete at an Olympic Games. It will comprise those two Syrian swimmers, an Ethiopian marathoner, two Congolese judokas and five South Sudanese middle-distance runners. They will represent more than 60 million refugees across the

world, the highest total since World War II, according to the U.N. Refugee Agency, and provide a human story to a worldwide crisis. They will walk into Maracana Stadium during the opening ceremony Friday under the same flag not as victims, but as competitors. “When they march into that stadium, there are 60 million people marching right behind them,” U.N. Foundation spokesman Aaron Sherinian said. “The world needs to acknowledge those 60 million people.” The International Olympic Committee formed the team with assistance from the United Nations, identifying an original list of 43 candidates, holding a tryout camp in Kenya and selecting 10 athletes based on status and ability.
Refugees have competed in the past as independent athletes. This is the first time they have joined together, officially, as a team. Across the board, the 10 athletes said that while they held out hope of competing under the flags of their original or adopted countries, they are proud to represent refugees. They are reminders that refugees are humans, not statistics. Their presence in the Games promotes empathy and dignity, not pity. “Being a refugee doesn’t mean that you can’t do anything,” said middle-distance runner Yiech Pur Biel, who fled war-torn South Sudan in 2005. “We represent millions of refugees, and it will change lives to tell refugees that you can do everything in life.”

Michael Phelps, whose 18 gold medals and 22 overall are the most of all time, was holding court with the media Wednesday at the start of his fifth Olympics when a reporter asked about his newborn son, Boomer. Until that moment, Phelps, 31, had long maintained that Rio would be his last Olympic appearance. But then he gave himself some wiggle room. “Just so you guys don’t beat me to death if I come back,” he told reporters, “I’m just going to say that to have him watch the potential last races of my career is something I look forward to being able to share with him.” (TWP)

AC bill too high? No sweat! As the temperature rises, keep your rental’s energy costs down COSTS Americans have taken heat for our so-called obsession with air conditioning. But just because we consider it a necessity doesn’t mean we aren’t looking for ways to save on cooling costs this summer. Upgrading appliances to Energy Star-rated, green, energy-saving machines often tops the list of ways to trim your energy bill. But for those sweating in an apartment, upgrading appliances often isn’t an option. So what can renters do to beat the heat while keeping energy costs down during the sweltering summer months?

Before you crank up the AC, find ways to chill your body naturally. Staying hydrated is the first step to cool off, but Dr. Kyle Smith, a family physician who practices in Maryland, warns that not all liquids are created equal.

“Both alcohol and caffeine are diuretics, so when you’re trying to stay hydrated it’s important to drink water or a drink like Gatorade,” he says.
If you can’t bear to turn down the AC, trim down other costs on your energy bill. According to the Department of Energy, 5 percent of the average home’s electric bill comes from lights. So do an extra check of all lamps before you leave home. While you’re at it, unplug your cellphone charger: Electronics that are plugged in, but not currently in use, spend “vampire power.” While most everyday devices create vampire power that adds only pennies over the year, cable boxes and sleeping computers — even laptops — can add about $20 together in standby power alone. Double that if your cable box is equipped with DVR.
Keep your AC in shape According to Joel Cohn, legislative director of the District’s Office of the Tenant Advocate, “There is no requirement that a landlord must provide AC.” If air conditioning is provided, Cohn says, there are some rules: AC units must be inspected annually and maintained in good working order, and AC must be

provided for a minimum period of time, typically May 15 through September 15. If your landlord is keeping your AC unit in good shape, your energy costs will be lower. You can help by cleaning or replacing air filters in your unit monthly.
Get what you pay for Gaps or cracks around air vents, windows and doors allow cooled air to leak out. For the price of a tube of caulk and 30 minutes of
your (or your landlord’s) time, you can seal up gaps and keep the air you’re paying for where it belongs. Keeping doors closed to rooms that aren’t in use also keeps you from having to pay for a cool — but empty — room. When you’re at work, try closing bedroom and bathroom doors to keep rooms cooler.
Corby Lyons O’Connor rents a
townhouse in Alexandria and owns property in Florida, so she’s no stranger to keeping cool in a humid climate. Her favorite solution: ceiling fans. “I use those in the bedrooms and would like one in the dining area,” she says. “I prefer them over the air conditioning.” Fans create a wind chill effect that cools people down, not the whole room. And while ceiling fans are the most efficient, a box fan or another portable fan

seating for 200, plus cabanas, grilling stations, a shuffleboard court and fire pits, the roof is the ideal spot for entertaining. The units themselves are underwhelming: Designed by Toronto-based interior design firm Cecconi Simone, the apartments have the usual open floor plan with contemporary bathrooms and kitchens. If you are lucky enough to score an exterior unit, the view is spectacular; plus, private outdoor balconies range from 250 square

Unless you are very old, young or ill, there’s no medical reason to panic if your air conditioning goes on the fritz during the summer (or you want to try going without, for serious savings). “If the human body is working normally, even if you’re exposed to external warmth, your body temp should stay the same,” says physician Kyle Smith. “For the vast majority of people, air conditioning and keeping cool is purely for comfort.” But if you’re concerned about a roommate or a neighbor in the heat, Smith says, the first thing to do if someone feels overheated is to “see if they are thinking or responding normally; if so, it’s probably safe to take care of them without getting medical attention.” If someone seems to be struggling to think normally, “seek immediate medical care,” Smith says. A.L.
will get the job done, too. The Department of Energy says that using a ceiling fan allows you to set the thermostat about 4 degrees warmer and be just as comfortable. It doesn’t matter whether your motivation for keeping energy costs down is straight-up savings or being a better world citizen. Going green and saving green often go hand in hand, and summer in D.C. is a perfect time to develop a few earthand wallet-friendly practices. AMANDA LEAMER (FOR EXPRESS)

Will Smith as Deadshot and Margot Robbie as Harley Quinn in “Suicide Squad.”
ALSO OPENING
‘Indignation’
WARNER BROS.
R, 110 min.
One bad dream team Even the few bright points of ‘Suicide Squad’ can’t shine through the darkness
FILM REVIEW “Suicide Squad” opens not with a bang — or even a whimper — but with a three-ring binder. Wielded by Viola Davis in the role of unscrupulous government operative Amanda Waller, the book in question contains the dossiers and criminal records of members of the titular extramilitary fighting unit that Waller is assembling: a hand-picked group of eight mostly incorrigible criminals and a metahuman or two (think the mutants of “X-Men”) to handle the government’s dirtiest, most underthe-rug battles. To ensure their cooperation and loyalty to team leader Col. Rick Flag (Joel Kinnaman), they have been injected in their necks with “nanite” bombs,
micro-explosives rigged to go off if they attempt to flee, fail to protect or otherwise disobey their commanding officer. With me so far? What takes a few sentences to summarize in print becomes a mostly thankless chore for the audience to decipher in writerdirector David Ayer’s carelessly plotted, murky-looking, sloppily choreographed and largely funfree interpretation of the DC Comics antihero-adventure saga. How, you might ask, is it possible to so thoroughly suck the joy out of a story that features a guy who can shoot flames out of his hands (Jay Hernandez, as Diablo) and a reptilian, sewer-dwelling thug nicknamed Killer Croc (Adewale Akinnuoye-Agbaje)?
‘Suicide Squad’ (PG-13, 123 min.) DIRECTOR: David Ayer STARS: Will Smith, Jared Leto, Margot Robbie, Viola Davis IN A NUTSHELL: To fight bad guys, the government recruits a team of other bad guys. Also, the Joker shows up.
As the Joker, intent on rescuing his girlfriend, Harley Quinn, Jared Leto steals every frame of the film he appears in. Along with Margot Robbie’s delightfully over-the-top shrink-turnedpsycho Harley, Leto is one of the film’s rare, pure pleasures. A movie about these two, you
might gladly watch. Will Smith officially heads the cast as super-sniper Deadshot, but his character is pretty much dead on arrival. He’s meant to embody the film’s half-hearted antiheroics: He’s the cynic who dubs the task force “Suicide Squad.” But the character feels mopily obligatory, even when he’s shown single-handedly gunning down a dozen evil minions from the roof of a car. It’s one of the few moments in the film designed to elicit applause from the fanboys and fangirls who have been waiting, with mounting anticipation, for the film. But it stands out only because there is otherwise so little badassery in “Suicide Squad.” MICHAEL O’SULLIVAN (THE WASHINGTON POST)

Ava DuVernay has become the first woman of color (and the third woman overall) to direct a live-action film with a budget of over $100 million, with her adaptation of Madeleine L’Engle’s sci-fi novel “A Wrinkle in Time.” DuVernay tweeted, “Not the first capable of doing so. Not by a long shot. Thanks to @DisneyStudios for breaking this glass with me.” (EXPRESS) Harry Connick Jr. to premiere daytime talk-variety show “Harry” on Sept. 12
In James Schamus’ adaptation of the 2008 novel by Philip Roth, Logan Lerman plays Marcus Messner, the son of a kosher butcher who escapes to attend college in Ohio. “Indignation” grows from a garden-variety coming-of-age story into a meditation on the pitiless vagaries of character and regret. Thoughtful and reserved, perhaps even to a fault, it winds up packing a wallop. ANN HORNADAY (THE WASHINGTON POST)
‘Gleason’ R, 110 min.
Weeks after former NFL player Steve Gleason was diagnosed with ALS, he began to record a video diary in order to share as much of himself as possible with his then-unborn son while he was still able to speak. Director Clay Tweel shapes that footage into a narrative that lends vivid credence to tired platitudes about what it means to live life to the fullest. PAT PADUA (TWP)

KRISTEN PAGE-KIRBY | THE REELIST
And down we go: Fighting evil with evil is a scary idea There are two major themes in “Suicide Squad.” The first is that, for many women to be costumed effectively in comic book movies, it’s important that they get regular bikini waxes. The second is that “bad guy” is a relative term. In the DC Comics-based “Suicide Squad,” shady government operative Amanda Waller (Viola Davis) rounds up a bunch of criminals — some with superpowers, most with super-skills, along with Harley Quinn (Margot Robbie), who is apparently included just because she’s bonkers — to have on hand as defenders in case someone with Supermanlike powers turns out to be not so super. “It’s the only way,” Waller intones. There’s a lot of intoning in “Suicide Squad.” I am no sage, but there is one thing I am sure of: There is never an “only way.” There
are good ways and bad ways and better ways and worse ways, but “only way” is awfully rare. “Only way” is awfully tricky, too, as it’s often a solution based solely on fear. And decisions based on fear are the ones people screw up the most: I’m scared I’ll never get married, so this person is good enough. I’m scared of what this lump could be, so I’m not going to the doctor. I’m scared I’ll fail, so I won’t take the chance. But Waller insists that fighting evil with evil is the ONLY way to protect the good, so (eventually) off the movie goes into the gray area of superherodom. The thing is, the problem inherent in gray areas is that once you’re in them it’s pretty hard to tell when gray goes to black. Actions that are despicable in the light — Squad members’ previous activities include murder for hire, murder for fun and the murder of women and children — are now acceptable because they’re covered
by a government-sponsored covert stamp of approval. After all, now they’re fighting for the good guys. Of course it’s necessary to get down in the dirt when you’re fighting someone who doesn’t play clean, like Enchantress (Cara Delevingne). However, Waller’s argument — that the only way to fight monsters is to become monsters, or at least put them on a government payroll — is dangerously wrong, because it lacks any sort of safeguard. In “Suicide Squad,” the approach pays off. The good bad guys win. But in the real world, where we have our own bad guys we can use for good — be they technological wonders capable of raining fire from the heavens or “enhanced interrogation” techniques — we don’t know that our choice to use evil for good will save the day. We have to look at our capability to descend into darkness and ask: How low can we get before we ourselves destroy what we were fighting to preserve? The credits won’t roll when our battle is done; we’ll have to continue to live with our choices. And what happens when we become the thing that goes bump in the night?

The overstuffed story ‘Don’t Think Twice’ (R, 92 min.) of an improv troupe DIRECTOR: Mike Birbiglia gets the balance wrong STARS: Mike Birbiglia, Gillian Jacobs, FILM REVIEW “Don’t Think Twice,” Mike Birbiglia’s follow-up to his 2012 semi-autobiographical debut “Sleepwalk With Me,” is about an improv troupe experiencing an existential crisis. The ensemble at the heart of the film performs under the name The Commune, and its six members share one goal: to move beyond improv and make it big on “Weekend Live” (a thinly fictionalized version of “Saturday Night Live”). Miles (Birbiglia) is the troupe’s stalwart leader, while Jack (Keegan-Michael Key) has the most natural talent. When Jack and his girlfriend, Samantha (Gillian Jacobs), are invited to audition for the TV show, only Jack is hired. This creates complex feelings among the other Commune members, who are happy for Jack but resent his success. As Jack struggles

IN A NUTSHELL: A New York-based improv troupe must deal with professional jealousy when one of their own makes it big.
to make his mark amid the cutthroat competition of the show, Miles and the other performers left behind feel helpless, especially since their theater is about to close. The scenes of the troupe improvising are the highlight of “Don’t Think Twice” — they feel spontaneous, organic and joyful. The camera drifts from one performer to another, showing how listening and empathy are just as important as a welltimed one-liner. Even off the stage, the group members continue to riff. Some of these offstage scenes are

brilliant, even heartbreaking. After Bill (Chris Gethard) experiences a family tragedy, his friends mock the situation until, inexplicably, the jokes shift from offensive to funny again. Paradoxically, “Don’t Think Twice” feels both dramatically thin and overstuffed. The Commune members all have their own problems, each of which Birbiglia tries to honor in 90 minutes. By shoehorning too much into a bittersweet story, he undersells the power of improv and the unique skills it requires. Despite the obvious goodwill he feels for his characters, Birbiglia maintains a respectful distance from them, choosing not to criticize them as harshly as they might deserve. “Don’t Think Twice” could have used an even more detached observer; while Birbiglia brings a certain sensitivity to his characters’ insular travails, the film is unable to shake the tropes found in similarly bittersweet dramatic comedies. the big screen, in the form of Nadine (Hailee Steinfeld), a socially awkward high schooler we’d all feel more sympathy for if she didn’t look like Hailee Steinfeld. USAW MASTERS OLYMPIC WEIGHT LIFTER, usa BOXER, & MR. AMERICA MASTERS BODY BUILDER Robert Thomas has been a scientist researcher for a ten-year clinical trial test to block sarcopenia in aging adults (20062016), and has successfully blocked the disease. This ten-year clinical trial test has been submitted to NIH-NIA for a research grant to block sarcopenia for everyone. 79 million retiring Baby Boomers have just ten years left before it will be too late! This research project originated in the GWU Lerner Wellness Center. At the same time while at the GWU Wellness Center, he discovered a new “locked body core trimuscle complex” that functions as a single muscle. Because of its body core location, it is a powerful short repetition muscle that he developed on the leg press and called the “Tiger Repetition Speed Lift”. In 2012,
the GWU Wellness Center held a Special Event to introduce the Tiger Lift to the world. This resulted in the YouTube video: Robert Thomas “Tiger Lift 500 Pounds Per Second.” To date, that video has been the strongest total weight lift ever recorded by any human. No one has equaled anything near the five hundred pounds per second average or 90,000 pounds in three minutes. The GWU Exercising Physiology Department of the GWU School of Health and Medicine endorsed the Tiger Lift as “sound and effective”. In 2013, he proposed two Tiger Speed Repetition Olympic Events. The USAW responded by creating a petition format to their members. It is on the Internet as PETITION MILLION POUND SPEED LIFT.
Two new Olympic Weightlifting Events Tiger Speed Repetition Lifts are scheduled for Wednesday, August 10 and 17 at 8:15 PM at LA Fitness, Farragut North. 40 free passes available. The events are “One Thousand Pounds Per Second Average for Three Minutes” and “One Million Pounds in One Half Hour or Less”. He also sponsors the Children’s Rescue Charity: Ending World Wide Dire Poverty. LIFTING POWER FORMULA = STRENGTH X SPEED - PRESENT TWO OLYMPIC LIFTS CANNOT MEASURE SPEED OR TOTAL STRENGTH

ROBERT THOMAS; ENDING WORLD WIDE DIRE POVERTY
“I’m liking the summer camp chic, to be honest. Basically, everyone [else] had the same reaction.” CHRISTINE ROUSSELLE, at townhall.com, sarcastically comments
on a tweet by Vice President Joe Biden to President Obama that read, “Happy 55th, Barack! A brother to me, a best friend forever.” The tweet, sent from Biden’s official Twitter account, also includes a photo (above) of two friendship bracelets, with flower beads and letters spelling out “Joe” and “Barack.”
TOM LEY, at deadspin.com, on the Philadelphia mayor’s office issuing a statement prohibiting the use of dumpsters as pools. The announcement came after residents of Cedar Street rented a dumpster and filled it with water from a fire hydrant as an ad hoc pool during a block party.

ALLIE JONES, at nymag.com, reacts
to nude pictures of Orlando Bloom leaked on Twitter that show the actor paddle boarding naked with a bikini-clad Katy Perry, his girlfriend, and walking in the nude in Sardinia, Italy, apparently in view of paparazzi. The New York Daily News published censored versions of the photos.
“Let us delight in dirty Arthur memes. … Make [them] as filthy as possible and don’t you ever, ever stop.” EVE PEYSER, at gizmodo.com, encourages the trend of social media users creating memes that sexualize the children’s animated character Arthur the aardvark. The network behind the series, WGHB, disagrees, and recently issued a statement to The Associated Press saying it is “disappointed by the few [memes] that are outside of good taste.”

LEO (July 23-Aug. 22) You may be waiting for a friend or co-worker to provide you with the last piece of a tricky puzzle. You have more time than you think. VIRGO (Aug. 23-Sept. 22) You will have to consider travel time when putting together the schedule for your day. You may have to go farther than expected. LIBRA (Sept. 23-Oct. 22) You may not have time to revel in the day’s success, as you must move on to your next project with alacrity. Others give you what you need. SCORPIO (Oct. 23-Nov. 21) You receive a promise that seems, at first, to be unrealistic. Later in the day, however, you realize that it can and will be fulfilled.

CAPRICORN (Dec. 22-Jan. 19) While you wait for the formalities to end, you’ll be able to put together a proposal of sorts that is well received. AQUARIUS (Jan. 20-Feb. 18) You don’t have all that far to go, but you’ll still want to get an early start. There’s much to do once you reach your destination. PISCES (Feb. 19-March 20)
FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

1962: Actress Marilyn Monroe, 36, is found dead in her Los Angeles home; her death was ruled a probable suicide from “acute barbiturate poisoning.” Also, South African antiapartheid activist Nelson Mandela is arrested; it was the beginning of 27 years of imprisonment. 1974: The White House releases transcripts of subpoenaed tape recordings showing that President Richard Nixon and his chief of staff, H.R. Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Good idea, rich ladies! Kerry Washington shared this week that she has gotten a little help during her pregnancy from Jessica Alba. “She told me she had this box of maternity clothes that she would ship from girlfriend to girlfriend,” Washington told InStyle magazine. “And then I started doing it as well. … Everybody adds cute stuff to the box. You’re less afraid to spend money because you feel that a lot of people are going to use it.” (EXPRESS)
Kim Kardashian West took to Twitter on Wednesday to mourn the death of her beloved BlackBerry Bold. She said she was unable to find a replacement online. “I knew this day would come & to be honest I’m prepared,” she bravely told her followers. She was in a tough spot, she continued, because she likes to keep two phones, “so I always have a working phone.” She mused that she might get a different type of phone, “like Samsung,” or an iPhone. “Reality is starting to set in & I’m getting sad,” she wrote finally. BlackBerry executive Alex Thurber told TMZ that the company is sending Kardashian West a new smartphone. (EXPRESS)

Jennifer Garner declared she has “a modern family” in an interview with the “Today” show. Garner separated from her husband, Ben Affleck, last year. They share three children. The family joined Affleck in London earlier this summer as he filmed “Justice League.” “He and I are great friends and we just all went en masse,” Garner said. “I want [the kids] to see everything’s OK.” (EXPRESS)
Sarah Jessica Parker told Marie Claire in a new interview that she is not a feminist. “I am not a feminist,” she stated. “I don’t think I qualify. I believe in women and I believe in equality, but I think there is so much that needs to be done that I don’t even want to separate it anymore.” She added that she wants “people to be treated equally,” and that women should be “paid for the value of their contributions.”
