A Tokyo pharmaceutical company has introduced a pink, penguin-like character as a mascot for its enemas, UPI reported this week. She and her husband purchased their home near the Congress Heights Metro station in 2014, but within months she had both given birth and lost her job. “It was a very rough time,” said York, who now works part time. Through the Department of Energy and Environment’s Low Income Home Energy Assistance Program, she qualified for a solar energy program and was connected with GRID Alternatives Mid-Atlantic, which installed panels on her roof. “If we did not have the solar panels, our electricity bill would be through the roof,” she said. Now, with four adults and one child in the house, she pays roughly $85 to $90 a month for electricity. She estimates that the bill would be around $200 without the panels. “Every little bit, as you know, helps,” York said. “It gives me more breathing room. Endangered kiwi chick hatches at zoo facility The Smithsonian’s National Zoo announced Monday that an endangered kiwi chick hatched at its research facility in Front Royal, Va., in late July. The flightless brown kiwi is native to New Zealand’s North Island. The zoo said the female was moved to its kiwi facility and will eventually be paired with a male. ‘Driverless’ van driven by man dressed as seat A person disguised as a car seat has been driving a van around Arlington — an apparent attempt to gauge the public’s reaction toward what appears to be a driverless vehicle. Up-close video of the van taken by WRCTV appeared to show arms and legs protruding from what looks like the back of a standard seat. The Virginia Tech Transportation Institute said Monday the van and driver are part of a study it’s conducting on driverless cars. (AP)

PRINCE GEORGE’S COUNTY At a recent civic association meeting, Prince George’s County Executive Rushern L. Baker III happily touted the commercial investment, new grocery stores and tax revenue his government had helped generate since 2010. But when he opened the floor to questions, residents had something else on their minds. “What’s going on with our trash?” one Clinton resident asked. It is a question Baker has heard repeatedly in the 14 months since his government cut trash pickups from twice a week to once, a change aimed at staving off a growing deficit in the solid-waste fund and bringing Prince George’s in line with the services offered in neighboring Montgomery County and in D.C. But the change was abrupt and poorly communicated, some critics say, sparking a backlash that has spilled over into the 2018 election campaign. Former congresswoman Donna Edwards, D, who is considering a run for county executive, recently invoked the cut in trash pickups to make a point about trust in government. State Sen. C. Anthony Muse, D, who is running to succeed Baker, made the issue the centerpiece of a recent

And State’s Attorney Angela Alsobrooks, D, launching her own campaign for county executive last week, got her biggest applause when she promised to resume twice-weekly pickups if elected. “These are the kinds of services citizens rely on,” said Leslie Knapp, legal and policy counsel for the Maryland Association of Counties. “They are not dramatic or headline-grabbing, but if you don’t do them right, you will hear about it.” Upper Marlboro resident Brenelle McCoy lives along Route 301 in a rural part of Prince George’s. Wildlife, birds and pests are a constant preoccupation when setting out trash. So is the smell. Since the county cut back pickups, she said, she has stopped serving red meat to her family of six because she doesn’t like
leaving the leftovers waiting in the trash barrel at the side of her house. Seafood, she said, can be consumed only on days close to Friday, the pickup day. “Just think, if you have crab legs and it’s 97 degrees all week and trash is picked up on Friday,” she said. “Just imagine what’s in your trash can. I actually took pictures one day of a maggot crawling on my trash can lid. … I haven’t had a barbecue all summer.” Retired Prince George’s County police officer Harry Clarke said he tries to stay out of politics. But he’s fed up with keeping smelly garbage in his Upper Marlboro garage until his Thursday pickup day. “I would vote for someone who promised to bring it back,” he said of twice-weekly pickup. Unreturned, stolen bicycles hurt program The Baltimore Bike Share system has been plagued by a high rate of stolen or otherwise unreturned bikes. Media outlets report the $2.36 million program, started last fall, has 200 bikes with 20 locations for pickup and drop-off. Reviews of the system by The Baltimore Sun on three different days and times showed less than a third of the 200 bicycles were available at docks across the city. Program coordinator James Decker said the absent bikes could have been in use or undergoing maintenance. Decker said the bikes are outfitted with GPS, so it’s rare that a bicycle goes missing entirely. But the subcontractor that operates the program and maintains the bikes has assigned two employees who solely recover bikes from around the city on a daily basis. (AP)

College Park, Md., considers proposal allowing non-U.S. citizens to vote in municipal elections
Police said they arrested a man suspected of taking pictures up the skirts of women at the Columbia Heights Metro station. Metro said Tuesday that Brandon Lynn Williams, 19, of Forestville, Md., was arrested on a charge of misdemeanor sexual abuse. Metro said an anonymous tip led them to Williams. Metro said that multiple victims have been identified but that there are potentially dozens of women who don’t know that Williams took “upskirt” photos of them on an escalator. (AP) MARYLAND
Man accused in ISIS case faces two more charges Federal prosecutors have added charges in a new indictment of a citizen of Bangladesh who was living in Maryland and charged with attempting to provide material support to the Islamic State group. In addition to the initial terrorism charge, the new indictment issued Tuesday by a federal grand jury in Maryland adds two charges against Nelash Mohamed Das, 25, of Hyattsville. They are attempting to murder a federal employee and using a firearm in a crime of violence. Das was arrested last year. (AP) MARYLAND
Hogan: Dredging by dam aims to help bay’s health Gov. Larry Hogan said the state will dredge sediment trapped behind a Susquehanna River dam to see if the work improves the health of the Chesapeake Bay. The Baltimore Sun reported Tuesday that the test project will determine if dredging on a large scale will make a difference. Hogan said the state will ask companies this month for dredging proposals. The test project would be done this winter. The Hogan administration has been focusing on ways to reduce bay pollution that comes by way of the Conowingo dam. (AP)

THE DISTRICT Regulators are scrutinizing $3,500 in excessive donations to the 2014 election bid of Attorney General Karl Racine, D, a potential embarrassment for one of the District’s foremost champions of campaign finance reform. The D.C. Office of Campaign Finance is reviewing five contributions that were above the legal limits imposed on donors, according to agency spokesman Wesley Williams. The illegal donations were first reported Tuesday by NBC4. Racine told The Washington Post that after he and his campaign staff were notified by a reporter of the excessive donations,
they reviewed their records and refunded the money. It is not yet clear whether the violations will result in fines. “What’s important to note is that at the end of the day, I take full responsibility for those mistakes,” Racine said. “There’s a normal process of review when a
contribution is made, and that normal process of review should certainly catch, if you will, excessive contributions by the same donor. That failed in those instances.” Racine, who is up for reelection next year and is also widely considered to be a potential challenger for Mayor Muriel Bowser,
said any future donations would get extra scrutiny from his campaign team to make sure they complied with District limits. Sean Rankin, a Racine campaign adviser who is now executive director of the Democratic Attorneys General Association, said the five donors whose contributions were above legal limits were the Home Depot Political Action Committee, AT&T, Chester Burrell, Jeff Guimond and Clifford Barnes. Rankin said the mistake arose in part from a glitch in the software used by the District’s campaign finance office that did not record the donations as over the limit when the campaign first reported them. “It’s still our responsibility to have caught it, but we missed it, and the software missed it,” Rankin said. NWS confirms tornado on Maryland peninsula The National Weather Service confirmed that a tornado briefly struck Salisbury on Monday afternoon. Meteorological technician James Foster said Tuesday the tornado was powered by winds of up to 105 mph. The Daily Times of Salisbury reported that the tornado ripped through a 1.5-mile stretch of the city. Order to D.C. hospital: Suspend baby deliveries The Department of Health in D.C. has ordered a hospital to stop delivering babies and offering prenatal care for the next 90 days. That gap in coordination, combined with differing clinical standards among VA and non-VA community providers, can be deadly. Health professionals outside VA are not required to follow departmental guidelines. Veterans receiving opioid prescriptions from private clinics “may be at greater risk for overdose and other harm because medication information is not being consistently shared,” Inspector General Michael Missal said when the report was released last week. “That has to change.” His office recommended that VA: “Require non-VA providers to submit opioid prescriptions directly to a VA pharmacy for dispensing.” Ensure those providers have “a complete up-to-date list of medications and medical history.” Require community providers to review VA opioid guidelines. The information about a veteran, identified as “Patient 1,” is scant, clinical in tone, yet disturbing. “At the time of his death, the patient was a male in his 40s with a past medical history signif5ricant for PTSD, chronic low back pain, obstructive sleep apnea, obesity, and depression,” the Department of Veterans Affairs inspector general reported. The patient was “hospitalized twice for suicidal ideation and a reported suicide attempt.” But only later does the report say another attempt was successful — “suicide caused by toxic levels of sertraline, morphine, and gabapentin.” This veteran — one of 20 who kill themselves every day, a frightening figure — received medical care from VA, and a non-VA doctor prescribed opioids for his chronic pain. While psychological factors were the reasons and drugs were the tools, the suicide was facilitated by a hole in a system designed to give vets the choice, in some cases, to obtain outside medical care at the government’s expense.

In late July, Congress approved $2.1 billion for Choice to help build VA Secretary David Shulkin’s vision for “an integrated system
that allows veterans to receive the best health care possible.” But the integration isn’t as good as it needs to be, which is a danger when care is fragmented among VA and private providers, said Garry Augustine, executive director of Disabled American Veterans. “Under the current Choice program, it isn’t as tight as it should be,” Augustine added. “That should be addressed.” And soon — before another vet, like Patient 1, falls through the gap. A. The Federal Employees Health Benefits Program (FEHBP) for federal workers, retirees and family members is a separate program that has existed for decades, long before enactment of the ACA. With a mix of national and regional plans that must meet certain standards, the FEHBP in some ways served as the model for the insurance policy exchanges created under the ACA. The FEHBP, for example, barred participating health insurance companies from denying coverage because of pre-existing conditions long before the ACA made that a national policy. One impact the ACA did have on the FEHBP was to allow coverage of children until they turn 26, four years beyond the prior cutoff. However, that is one part of the ACA that wasn’t on the table for repeal in the efforts so far, and probably won’t be if the effort is revived. One option that was raised recently would allow privatesector workers to buy coverage through the FEHBP rather than the ACA. President Trump on Tuesday warned North Korea against making any more threats to the U.S.
produced a miniaturized nuclear warhead that can fit inside its missiles, crossing a key threshold on the path to becoming a fullfledged nuclear power, according to a confidential assessment by U.S. intelligence officials. The new analysis, completed last month by the Defense Intelligence Agency, comes on the heels of another intelligence assessment that sharply raises the official estimate for the total number of bombs in the communist country’s atomic arsenal. The U.S. calculated last month that up to 60 nuclear weapons are now controlled by North Korea. Some independent experts believe the number of bombs is much smaller. An assessment this week by
the Japanese Ministry of Defense also concludes there is evidence to suggest that North Korea has achieved miniaturization. nation+world Department reverses its position in Ohio voter registration case OHIO The Justice Department has reversed itself in a high-profile voting case in Ohio to side with the state and allow the purging of voters from the rolls for not answering election mail and not voting in recent elections. In a court filing Monday, Justice attorneys took the opposite position from the Obama administration in a case that involved the state’s removal of thousands of inactive voters from the Ohio voting rolls. Civil rights groups challenged Ohio’s process last year, arguing
that such purges are prohibited under the National Voter Registration Act. The Justice Department under Obama filed an amicus brief siding with the groups, and the Supreme Court is set to hear the case in the next term. But in an unusual turn, the department filed a new amicus brief Monday arguing that the purges of voters are legal under federal law. This brief, unlike the prior one, was not signed by career attorneys in the Civil Rights Division. The Ohio procedure allows the state to purge voters meeting certain criteria for being inactive. If a voter has not cast a ballot in two years, the person is sent a notice asking to confirm registration. If the voter does not

Climate ‘test’ for Trump White House reviewing report that finds strong link between climate change, human activity
Feds won’t test train engineers for sleep apnea
The New York Times reported on the latest draft late Monday. The Washington Post subsequently obtained a third draft of the report. The version at the White House is the fifth draft, but people familiar with both versions say there is no substantive difference. The report touches on a wide variety of issues, such as receding Arctic ice and an increase in the acidification of the oceans that is “unparalleled in at least the past 66 million years.” It also dismisses talk of a socalled hiatus in global warming, noting that the most recent years reinforce longer-term trends. Instead, the report says, the U.S. faces temperature increases of 2.5 degrees Fahrenheit over the next few decades “even under significantly reduced future emissions.” And the record-setting temperatures of recent years will become “relatively common in the near future.” STEVEN MUFSON
TRANSPORTATION U.S. officials are abandoning plans to require sleep apnea screening for train engineers and truck drivers, a decision that safety experts say puts millions of lives at risk. The Federal Motor Carrier Safety Administration and the Federal Railroad Administration said they are no longer pursuing the rule to require testing for the fatigue-inducing disorder that has been blamed for rail crashes in New York City and New Jersey and several highway crashes. The agencies argue that it should be up to railroads and trucking companies to decide whether to test employees. One railroad that does test, Metro-North in the New York City suburbs, found that 11.6 percent of its engineers have sleep apnea. The decision to kill the sleep apnea regulation is the latest step in President Trump’s campaign to slash federal regulations. The administration has withdrawn or delayed hundreds of proposed regulations since Trump took office — moves he has said will help bolster economic growth. Sleep apnea is especially troubling for the transportation industry because sufferers are repeatedly awakened and robbed of rest as their airway closes and their breathing stops, leading to dangerous daytime drowsiness. ENVIRONMENT A climate report based on work conducted by scientists in 13 federal agencies is under active review at the White House, and its conclusions about the far-reaching damage already occurring from global warming are at odds with the Trump administration’s views. The report, known as the Climate Science Special Report, finds it is “extremely likely” that more than half of the rise in temperatures over the past four decades has been caused by human activity — in contrast to Trump Cabinet members’ views that the magnitude of that contribution is uncertain. The draft report, which has undergone extensive review, estimates that human impact was responsible for an increase in global temperatures of 1.1 to 1.3 degrees Fahrenheit from 1951 to 2010. “Many lines of evidence demonstrate that human activities, especially emissions of greenhouse [heat trapping] gases, are primarily responsible for recent observed climate changes,” the report notes. “There are no alternative explanations, and no natural cycles are found in the observational record that can explain the observed changes in climate.” That counters what Environmental Protection Agency Administrator Scott Pruitt and Energy Secretary Rick Perry have said. It remains unclear how the White House — which announced in June that it would pull out of the Paris climate accord — will handle the report. Many

scientists are looking at it as a test case of the administration’s attitude toward science in general. “The current situation will provide an acid test of whether the Trump administration is open to hearing the scientific truth about climate change or is so much in the thrall of fossil fuel interests that they are fixated on hiding the reality from the public,” Michael Oppenheimer, a professor of geosciences and international affairs at Princeton University, said Monday night. The Climate Science Special Report is a key element of the National Climate Assessment, which, according to the 1990 Global Change Research Act, is supposed to be issued every four years. However, the assessment has come out only three times. The 2000 assessment, finalized under President Bill Clinton, came under attack once George W. Bush took office. Bush administration officials declined to cite it in subsequent federal reports,
Changing the language A series of emails from the past few months obtained by The Guardian found that staff at the U.S. Department of Agriculture were told to avoid certain climate-related terms. The emails were sent by staff at the Natural Resources Conservation Service, a USDA unit that oversees farmers’ land conservation. In an email Feb. 16, workers were advised to avoid using the term “climate change,” and to use “weather extremes” instead, The Guardian reported Monday. Staff were also instructed to use “build soil organic matter, increase nutrient use efficiency” instead of “reduce greenhouse gases.” (EXPRESS)

Well after most of his teammates trudged to the showers, Norman was still sweating in his shoulders pads and helmet at the far end of the training camp field, where a thinned-out crowd of a few hundred fans watched him run, cut, leap and catch balls in a systematic progression that mirrors the route tree of a wide receiver. After a pause for water and audible exhale, Norman dropped flat on his back with his knees bent and eyes skyward, then popped up in a sit-up just in time to catch a ball hurled at him. Equipment man Drew Curls peppered Norman with footballs as he circled the cornerback like the big hand of a clock until the cornerback had caught 50 balls at the apex of 50 rapid-fire situps that tortured his abdominal muscles and strained his neck.

‘Dead arm’ behind him, Solis finds his velocity Lefty touches 96 mph at Chicago but is still fighting to stick in bigs NATIONALS On Saturday, with the Nationals trailing the Cubs by four runs in the seventh inning at Wrigley Field, manager Dusty Baker gave the ball to Sammy Solis. Runners stood at first and second with one out, and Anthony Rizzo was due up. It was a highleverage spot. One mistake, and a rout was on. Solis struck out Rizzo on six pitches. One was a curveball, and the rest were 94- and 95-mph fastballs. Willson Contreras, on his way to winning NL player of the week, followed. He struck out on four pitches, whiffing on an 80-mph curve for strike three. Solis then threw a 1-2-3 eighth, adding two more strikeouts. The Nationals would lose 7-4, but not because of Solis, whose fastball touched 96 mph. It was a dominant showing, one reminiscent of the pitcher the Nationals came to depend on in 2016.
A month earlier, that Solis was nonexistent. The left-hander endured a forgettable four-game stretch culminating with an awful outing against the Braves on July 8: four runs, four hits, two walks, one out in a 13-0 loss. He wasn’t himself because, a week after coming off the disabled list, his stuff just wasn’t the same. “It was just dead arm,” said Solis, who turns 29 on Thursday. “The velocity wasn’t there. ... Now that it’s waking back up, I’m proving to be more effective.” When the Nats placed Solis on the disabled list April 19, they didn’t anticipate a long absence. They diagnosed him with “left

Nerves are fickle. Solis returned July 1 after rehabbing with Class AAA Syracuse. But he struggled in the next four games, and his velocity had dropped about 2 mph, so he was sent back for six more games with Syracuse, where he got some rest and rediscovered his stuff. He was called up and pitched a scoreless inning July 29 against the Rockies, then optioned again after giving up two runs in Miami. He came back when Enny Romero was placed on the DL with forearm tightness,which displayed an uncertain new reality for Solis on the Nats, whose game against the Marlins on Tuesday ended after Express’ deadline. Staying on the pulse EDM’s star producers are helping pop singers map out what the future sounds like MUSIC Raise your hand if you remember EDM. Five summers ago, “electronic dance music” had a new league of superstar DJs getting paid astronomical amounts of money to perform at packed festivals the world over. The EDM bubble may have since burst, but the genre’s star producers are faring exceptionally well this summer, taking up residence on the Billboard Hot 100 after partnering with an array of pop vocalists — Calvin Harris with Pharrell Williams, The Chainsmokers with Coldplay, David Guetta with Justin Bieber. These kinds of genre-splicing collaborations aren’t new, but for a certain class of pop singers, it seems to be changing ch han a ging the way
they apply their physicality to a geometric dance rhythm. You can hear it on the radio when Selena Gomez, Alessia Cara and Halsey’s respective summer tracks are delivered with mechanical clarity, with all three vocalists making references to eternity. Are they singing about transhumanism? Let’s take Halsey’s “Now or Never.” When the singer is breathing in, she’s all human, taking sharp hits of oxygen that dramatize the ballad’s sustained romantic ache. But when she’s breathing out, she’s half-machine, singing about pain with precision. Listen to how she lingers on the words “now,” “time” and “forever.” The grain in her voice sounds like it’s pixelating. sound
Alessia Cara’s “Stay,” a collaboration with German EDM producer Zedd, addresses the gap between data and soul in the form of a duet. First comes Cara pushing her voice hard into the song’s rigid architecture. Then comes a gush of synthesized melodies pantomiming what she just sang. It’s a game of call-and-response, but the call sounds big-hearted, and the response sounds no-hearted. Cara is singing about forestalling a separation, but she might as well be teaching the HAL 9000 how to sing “Daisy.” With “It Ain’t Me,” Norwegian producer Kygo is conducting a test, in which Selena Gomez must first coo alongside a gently plucked guitar and then over the relentless thuds of sub-woofing
bass. As the song builds its crescendo, the coffee shop turns into a rave, with Gomez showing how she can make her voice feel artificial in an intimate setting and expressive in an anonymous one. That so-real-it-sounds-fake quality in Gomez’s singing is put to far better use over the uncluttered beat of “Bad Liar,” her other hit single. In the first verse, Gomez asserts, “just like the Battle of Troy, there’s nothing subtle here.” In the second, she purrs, “If you’re the art, I’ll be the brush.” Are these malformed bits of poetry the result of human error, or were they written by a buggy algorithm? 1936-2017 Glen Campbell, a guitar prodigy and ballad singer who dominated the polished, string-swelling countrypolitan sound of the late 1960s and 1970s and cultivated a clean-cut image at odds with his once-stormy personal life, died on Tuesday at age 81. Campbell announced he had Alzheimer’s disease in 2011 and performed what he called the Glen Campbell Goodbye Tour shortly thereafter. In 2015, he won his sixth and final Grammy Award, honored for best country song “I’m Not Gonna Miss You,” which he co-wrote for a documentary about his life. In a career that spanned six decades, Campbell made dozens of albums and sold more than 40 million records. At a time when the grittier “outlaw” movement of Waylon Jennings and Willie Nelson was on the rise, Campbell vaulted to fame as an unabashed sentimentalist whose songs were aimed at the American heartland. Singer-guitarist Glen Campbell dominated the country charts in the 1960s and 1970s with “Gentle on My Mind” and “Rhinestone Cowboy.”

He co-hosted “The Summer Brothers Smothers Show” on CBS in 1968. The network later hired him to host a variety show, “The Glen Campbell Goodtime Hour,” which aired from 1969 to 1972. He also was cast as a supporting actor in the John Wayne movie “True Grit” (1969), whose title song he sang, earning him an Academy Award nomination.
Campbell was married four times and had eight children. He said the demands of celebrity and a series of troubled relationships led to his prodigious drinking and cocaine use. He pleaded guilty to drunken driving in 2003 and was sentenced to 10 days in prison. But his musical reputation had survived more than intact, and, in 2005, he was named to the Country Music Hall of Fame. That year, he joked with a reporter that he couldn’t imagine he was in any hall of fame. “They could never put me in a slot,” he said. “They couldn’t say Glen was ‘country,’ ‘pop’ or ‘rock.’ I’m crock, OK?
