A freight train car that derailed in northern Iowa Tuesday rolled into and damaged a trackside tavern called DeRailed. Police Chief Hugh Anderson said the accident occurred around 4 a.m. as crews moved rail cars and changed connections in Charles City. Anderson said an officer called to say a train car had derailed into DeRailed, adding that “it’s not every day you get to say that.” The bar sustained about $10,000 in damage. (AP)

Dolphins apparently don’t like having electronic devices shoved in their faces. In a video taken by a visitor to SeaWorld in Orlando, Fla., last weekend, a woman is seen reaching over the side of a tank to take a picture with an iPad. When a dolphin grabs the device and tosses it into the water, the woman is seen retrieving it and hurrying away. A voice can be heard over a loudspeaker saying, “As you can see, the dolphins can reach your loose items.” (AP)

A traffic stop in Santa Fe, N.M., on Thursday yielded a surprising find: a drunken 13-yearold boy behind the wheel and the child’s intoxicated grandmother riding in the back. A deputy stopped the pair after spotting a blue 1994 Oldsmobile weaving. Deputies say the boy’s 52-year-old grandmother seemed highly intoxicated and stumbled to the patrol vehicle. She faces multiple charges, police said. (AP)

‘Outburst’ of shooting stars ASTRONOMY The pleasantly prolific Perseid meteor shower — a shooting-star show that reigns each August — may become an “outburst” this year, if astronomical predictions hold firm. In any given year, when the dark heavens cooperate, the Perseids could peak at 50 to 100 shooting stars an hour. This year, the International Meteor Organization thinks that number may increase to about 150 meteors an hour. Other astronomers are calling for as many as 200 meteors an hour. Of course, nothing is a shooting-star slam dunk. U.S. Naval Observatory astronomer Geoff Chester tempers the excitement with caution, reminding all sky gazers that meteor showers can be unpredictable. The Perseid meteors peak this Thursday evening into Friday morning, your best chance to

catch the light show. The young, bright moon will wash out many meteors Thursday evening, but chances get better after midnight: The waxing young moon sets at 1:09 a.m., welcoming heavenly darkness, according to the Naval Observatory. What exactly are meteors? Comet trash. As ancient comets pass near Earth, they leave a dusty trail — and our planet speeds through the debris each year on its journey around the sun. When our planet crosses these paths, the little granular specs strike Earth’s atmosphere, and they light up and streak through our skies. For the Perseids, that comet is Swift-Tuttle, discovered independently in 1862 by astronomers Lewis Swift and Horace P. Tuttle, who happens to be buried in an unmarked grave at Oakwood Cemetery in Falls Church, Va. Watching the Perseids is easy: Go outside and look up. It’s that simple.

Dark skies permitting, Perseid meteor shower should be a stunner

Where to watch Loudoun, Fauquier, Charles or St. Mary’s counties: Light pollution tapers off quite a bit in western Loudoun and most of Fauquier counties. Depending on where you are, Charles or St. Mary’s counties might be an easier trip. Shenandoah National Park: The light pollution ratio around Old Rag is the best you can get so close to the Beltway. This is the go-to option if you want to take a drive. Cherry Springs State Park, Pa.: While not exactly local, this park in northern Pennsylvania is one of the International Dark Sky Association’s designated “dark places.” (TWP)

If you’re in a neighborhood or an urban location, get away from porch lights and street lights — find a dark area and let your eyes adjust to the night. With 100 to 200 meteors per hour at peak, you’re not going to see every shooting star, but it should be persistent — such as one every few minutes. Meteors appear to emanate from the constellation Perseus, which now rises before 10 p.m. in the northeast. D.C. finally dips below 70 degrees D.C.’s streak of consecutive days with temperatures above 70 degrees finally ended early Tuesday when the mercury dipped to 68 degrees. Had it remained 2 degrees warmer, the streak threatened to last another seven to 10 days, at least — given the very warm and humid weather in the forecast. Officially, the mercury remained at 70 degrees or higher for 35 straight days, three days more than the prior longest streak, which ended Aug. 15, 1980. Still ‘safety before service’? Metro’s board seeks answers from GM days after a train derailed

TRANSPORTATION A damning federal report on systemic problems with track maintenance at Metro has shaken the confidence of the agency’s board members, who have received little from leadership by way of explanation and some of whom believe the Federal Transit Administration should have forced Metro to address problems that put riders at risk. Most of all, board members have questions: Who OK’d the decision to hold off repairing a stretch of track that later caused a derailment? Why didn’t Metro officials communicate their inability to complete inspections in a regular, timely manner? And what happened to the new era of “safety before service” heralded by the arrival late last year of General Manager Paul Wiedefeld? On Tuesday, 11 days after a train carrying 75 passengers derailed at East Falls Church, Metro declined to answer questions related to the crash investigation or make Wiedefeld available for an interview on the findings of reports released by FTA and the National Transportation Safety Board. “As he has demonstrated, Paul is committed to holding people accountable. In order to do that, the investigations must be thorough and fact-based — and that does take time,” Metro spokesman Dan Stessel said. Some of the questions were not directly related to the derailment. The agency, for example, declined to say if it has beefed up its track inspection regimen after federal officials pointed out that inspections were being carried out once monthly instead of twice weekly as prescribed in

Paul Wiedefeld said he would put “safety before service” as Metro’s general manager.

Metro’s own guidelines. Metro also declined to say if it has inspected track widths systemwide since the derailment. The derailment was caused by a defect known as “wide gauge,” in which the two rails are too far apart and cause the wheels to lose contact with the rails. Following the July 29 incident, Metro said it would inspect all interlockings that would be used heavily during SafeTrack. The FTA said Metro has made it clear to federal officials that it will follow a “robust” inspection regimen in areas surrounding SafeTrack going forward. Federal officials also noted that the specialized vehicle Metro uses to identify track defects is out of service. The transit agency declined to say when the vehicle will be back in service, or specify what was wrong with it or what is being used to inspect tracks in its absence. Metro Board Chairman Jack Evans said he also is concerned about the lack of information on how, and when, Metro plans to ramp up the inspection schedule.

He said he expects to get some of those answers today, when he is scheduled to meet with Wiedefeld and new members of his executive team, all of whom started their jobs in recent weeks: Chief Safety Officer Patrick Lavin, Chief Operating Officer Joseph Leader and General Counsel Patricia Lee. Still, Evans said, Wiedefeld’s new high-level staff may yet instill major changes for a quick turnaround. “We’re still building this team to address these problems,” Evans said. It’s the first in a series of deep dives that the regulatory agency plans to release by the end of the summer, all aimed at addressing systemic issues within Metro: One will look at red-signal violations, the other will address the traction power electrification system. Among the most notable conclusions of the report released Monday: FTA staff had pushed for Metro to include an interlocking close to East Falls Church station in its SafeTrack parameters, but Metro decided to wait on those repairs in order to continue operating single-tracking throughout the safety “surge.” Degraded tracks at that interlocking caused the July 29 derailment of two cars of a Silver Line train. TRANSPORTATION The special maintenance project on the west side of the Red Line will become even more special this weekend as Metro adds more repairs to fix problems identified during the inspections the general manager ordered after the Orange/Silver line derailment in July. Unlike the weekday work, in which trains will continuously share a track between the end of the line at Shady Grove and Twinbrook, the weekend project will shut the Red Line completely between Shady Grove and Grosvenor. The closing will clear the tracks so that crews can replace crossties and perform additional repairs, including work on switches, Metro said. Weekend train service will be replaced with free shuttle buses. The Shady Grove, Rockville, Twinbrook and White Flint stations will be closed. The 15 SafeTrack maintenance projects consist mostly of long-planned track repairs that Metro General Manager Paul J. Wiedefeld has ordered condensed into about a year’s time. The work that began Tuesday between Shady Grove and Twinbrook includes refurbishing or replacing crossties, rail fasteners, rails, switches and power cables. Last month’s derailment occurred at a track crossover near the East Falls Church station just outside the SafeTrack work zone on the Orange and Silver lines. (TWP)

BALTIMORE The Justice Department is expected to announce today the findings of its investigation into whether the Baltimore police force had a pattern of violating citizens’ constitutional rights, according to an official familiar with the probe. The probe was launched following the April 2015 death of Freddie Gray, a 25-year-old black man whose neck was broken while he was handcuffed and shackled but left unrestrained in the back of a police van. The official, who was not authorized to discuss the matter and spoke on condition of anonymity, said Tuesday that the government’s report was expected the

following day. A Justice Department spokesman did not immediately return messages. The report will mark the culmination of a federal civil rights investigation into potentially unconstitutional practices, including excessive force and discriminatory traffic stops, in one of the country’s largest police forces. Federal investigators spent more than a year interviewing Baltimore residents, police officers, prosecutors, public defenders and elected officials, as well as riding along with officers on duty and reviewing documents and complaints. Baltimore police say they have recovered the gun that was used in the fatal shooting of a popular rapper. Department spokesman T.J. Smith says officers recently arrested a man who was in possession of the gun. He said it matched the weapon used to kill Tyriece “Lor Scoota” Watson on June 25 as he was leaving a charity basketball game. Erdogan and Putin agree to mend ties RUSSIA The leaders of Turkey and Russia pledged Tuesday to restart key energy projects and roll back sanctions, taking bold overtures to rebuild ties as Turkey looks beyond its NATO partners for support following a failed coup last month. In his first trip abroad since the attempted takeover by the military, Turkish President Recep Tayyip Erdogan openly courted Russia — in vivid contrast to Turkey’s previous bitter hostilities with Moscow over disputes that include being on opposite sides in Syria’s civil war. Erdogan called Russian President Vladimir Putin “my dear friend Vladimir” at talks in the Konstantinovsky Palace near St. Petersburg. The Turkish leader repeatedly thanked Putin for his rapid offer of aid following the coup attempt, and called for relations between the two countries to return “to their pre-crisis level, or even higher.” The negotiations marked the first face-to-face meeting between Erdogan and Putin since Turkish fighter jets shot down a

Russian Su-24 warplane over the Syrian border last September, bringing the regional rivals to the brink of war and sparking a political crisis. While the two leaders emphasized their renewed economic cooperation, they avoided topics in the first round of talks that could undercut the high-level outreach. Those included the conflict in Syria, where Moscow backs President Bashar al-Assad, and Turkey supports his enemies. Also sidestepped in public: compensation that Russia wants Turkey to pay for the death of its pilot. The Islamic State has looted or destroyed a large portion of the archaeological site of Tal Ajaja in northeastern Syria, Agence France-Presse reports. Khaled Ahmo, director of antiquities in Hasakah province, where the ancient site is located, told AFP that “more than 40 percent of Tal Ajaja was destroyed or ravaged” by the group’s fighters. After having overrun the area in 2014, ISIS fighters were pushed out of sections of Hasakah in recent month by a campaign led by Kurdish militias. In the wake of the militants’ departure, the extent of the damage they wrought is being steadily discovered. Located about 30 miles from the border with Iraq, Tal Ajaja is one of a series of vast Mesopotamian mounds rich in artifacts and relics going back about three or four millennia. In 2014, video emerged of ISIS militants smashing Assyrian statues at the site. According to the extremist group’s apocalyptic creed, representations of deities and sites of pre-Islamic worship are worthy of destruction. ISIS has also developed a lucrative, illicit trade in smuggling antiquities it chooses not to destroy. Trump urges ‘Second Amendment people’ to fight Clinton on judges POLITICS Republican presidential nominee Donald Trump, speaking at a rally in Wilmington, N.C., on Tuesday, appeared to encourage gun owners to take action if Hillary Clinton is elected president and appoints judges who oppose gun rights. Trump said Clinton “wants to abolish, to essentially abolish the Second Amendment,” a charge she has flatly denied. He said that if Clinton becomes president, she could appoint judges who would leave Americans nearly helpless on this front. “By the way, and if she gets to pick — if she gets to pick her judges, nothing you can do, folks,” Trump warned. “Although the Second Amendment people, maybe there is, I don’t know.” It was not clear whether Trump was inciting gun owners to use their weapons against judges or a sitting president, or was encouraging some other action. Trump campaign senior communications adviser Jason Miller released a statement shortly after the comment, swatting down the idea that Trump was suggesting any form of violence. “It’s called the power of unification — 2nd Amendment people have amazing spirit and are tremendously unified, which gives them great political power,” Miller said in the statement.

Baby’s death linked to Zika Texas newborn is first in U.S. known to have died from the disease HEALTH The death of a newborn girl in the Houston area has been linked to the Zika virus, Texas public health officials said Tuesday. The infant’s mother had traveled to Latin America during her pregnancy and was infected there by the virus, according to the Department of State Health Services. Her baby acquired the virus while in the womb and was

born with microcephaly, a rare congenital condition that can cause an abnormally small head and underdeveloped brain. “Zika’s impact on unborn babies can be tragic, and our hearts are with this family,” Jon Hellerstedt, the Texas health commissioner, said in a statement. “Our central mission from the beginning has been to do everything we can to protect unborn babies from the devastating effects in Zika.” Several other cases of babies with microcephaly have been documented in the U.S. in recent months — and some women with

‘Final five’ finishes first U.S. women’s gymnastics team caps off perfect Rio Games with a golden finale GYMNASTICS Dominant. Peerless. Golden. Just call them the Final Five. The U.S. women’s gymnastics team gave retiring national team coordinator Martha Karolyi a fitting send off Tuesday night, putting on a two-hour display of precision and class. Their score of 184.897 in the team final represented a blowout, more than eight points clear of second-place Russia. The nickname the U.S. team revealed for itself is a nod to 2020, when teams will be made up of four members, not five. T he A mer ic a ns’ second straight Olympic team triumph and third overall was never in doubt. From the second Laurie Hernandez drilled her opening vault to Simone Biles’

boundary-pushing floor exercise at the end, the U.S. put on an exhibition that showed how far the divide between its team and every other nation’s has become. It’s a gap that Karolyi, 73, created from scratch since taking over for husband Bela in 2001. She’s molded the U.S. program into a ponytailed juggernaut. As Karolyi watched the final from the front row, her team seemed totally immune to the pressure. Maybe that’s because for Hernandez, Biles, Gabby Douglas, Madison Kocian and Aly Raisman, the meets are fun. The toughest competitions happen in quiet at the regular training camps Karolyi carefully oversees. When the lights come on, it’s time to let loose.

The only moment of tension Tuesday came early. When Hernandez was introduced to the crowd, Raisman nudged her and told her to wave, which the 16-year-old did with a smile. Barely five minutes later, the youngest member of Team USA was all business. Her doubletwisting Yurchenko put the machine in motion. Raisman, who won three medals in London four years ago, followed with perhaps the finest vault of her long career. When Biles drilled her Amanar and put up a 15.933 — the highest score of the day — the U.S. was already in the lead. Yet it’s not just enough for Karolyi for her team to win. She stopped measuring the

Americans against everyone else long ago. The coach wants there to be no doubt. And there wasn’t. The U.S. went through 28 rotations over two days, just like the other seven teams that made the team final. Unlike the other seven, the Americans didn’t slip off uneven bars. While the gold was never in doubt, you wouldn’t have known about it by watching Karolyi. She clutched the white railing in front of her during Biles’ floor routine, nodding with approval with each gravity-escaping tumbling pass. SWIMMING When Ryan Lochte arrived in London, there was a stir each time he walked the pool deck. Women swooned over his every movement. Swimmers wondered at his abilities and accomplishments. How many Olympians end up with their own reality show? Tuesday afternoon, though, he quietly dove into the pool at Olympic Aquatics Stadium and began his fourth Games. He had dyed his hair a blue-ish silver. Is that what it takes for Lochte to get noticed now? “I think I had more of a target

on my back in 2012,” Lochte said. “But since the past couple of years haven’t been up to par for my standards, I think I’m the underdog now. ” Lochte’s swim Tuesday afternoon came as the anchor leg of the men’s 4x200-meter freestyle relay. Along with the 200 individual medley, it was one of just two events he will swim in Rio de Janeiro. Earlier this summer, Lochte failed to make the U.S. team in the 400 IM. “I wasn’t used to that,” Lochte said. “But just watching Team USA ... especially [Monday] night really got me going.” Lochte’s Tuesday swim went just fine, and it was likely he would have one more in Tuesday’s final, which ended after

But Williams had seen plenty of financially motivated guys before. This was different. “He was so intense, ... The talent (chef Vikram Sunderam) and owner (Ashok Bajaj of Knightsbridge Restaurant Group) may be the same, but don’t think this is a clone of the super-popular Rasika. Bindaas, which takes over some of the space formerly occupied by adjacent sibling Ardeo + Bardeo, focuses on street food. Sunderam says “the idea always was to project different regions” of India on the menu, which is broken into sections of chaat (savory snacks), kathi rolls and pao (wraps and buns), shashlik (kebabs), uttapam (rice pancakes) and naan (bread), as well as fish and vegetables. So you’ll find a Goan pork sausage and pao (a kind of sandwich with a soft, griddled roll, popular in Mumbai) filled with North Indian chicken (tikka masala) or South Indian lamb (roast masala). And for something with a whiff of America, there’s always the bacon chili naan. Bajaj says Bindaas is the kind of place to go “when you’re not in the mood to eat curry,” the dish synonymous with India that you won’t find anywhere on the menu here. Prices range from $4 to $15. Bindaas will serve Indian beer and whiskey, 60 wines by the bottle and 18 by the glass, plus four signature cocktails and two mocktails. BECKY

AWARDS Bon Appetit magazine has named Washington its restaurant city of the year “Oh, my gosh,” says Genevieve Villamora, co-owner of Bad Saint, who’s still recovering from last week’s news that the magazine had named her tiny Filipino eatery one of its top 50 new restaurants of the year, along with locals The Dabney and Tail Up Goat. “That is so exciting. Wow.” Post food critic Tom Sietsema says the award shows that “the national media are discovering what those of us who live here, and care about eating well, have known for the past few years: Washington is a food mecca that gets more mouthwatering by the season. One-of-a-kind meals can be enjoyed at all price levels, and some of what the city’s chefs are doing is being emulated elsewhere in the country. Given the current political environment, it’s especially encouraging to see Washington getting toasted rather than roasted.” Bon Appetit deputy editor Andrew Knowlton says he experienced genuine excellence during his 10 or so days and 30 to

40 meals in the nation’s capital. In addition to the three aforementioned top-50 spots, Knowlton says his local favorites also included Aaron Silverman’s Pineapple and Pearls (recent recipient of a four-star review from Sietsema), Eric Ziebold’s Kinship and Alex McCoy’s recently closed and relocating Alfie’s. Among what impresses Knowlton about the city is a willingness to experiment and open “cool, rad restaurants,” including Bad Saint and The Dabney, the latter of which has a commitment to cooking over a live fire. “That’s nuts,” Knowlton says of the work chef-owner Jeremiah Langhorne is doing around The Dabney’s open hearth. “That wouldn’t happen in a lot of other cities.” Villamora agrees that the city is full of buzz surrounding relative newcomers who are pursuing their culinary passions, but she also gives credit to veterans such as Jose Andres (Jaleo, Minibar, Zaytinya, etc.), Peter Pastan (Obelisk, 2 Amys, Etto) and Johnny Monis and Anne Marler (Komi, Little Serow), “who have been toiling for a long while and sowed the seeds” of the dining renaissance we’re experiencing. ‘Game of Thrones’ author inspires another TV show The author of the series that inspired HBO’s “Game of Thrones” has another television adaptation in the works. George R. R. Martin announced on his blog that the TV rights to “Wild Cards,” the graphic novel anthologies he edits, have been acquired by Universal Cable Productions. Martin says “Wild Cards” assistant editor Melinda M. Snodgrass will serve as executive producer of the show. The 22-book series centers on the survivors of a fictional alien virus that struck New York City in 1946, deforming some and providing extraordinary power to others.
