THE DISTRICT The driver calls some of the men by name. Sometimes he uses a nickname — like “Champ” or “Red” — to set them at ease. He knows who is headed to “New York Ave.” and who will spend the night at “801.” And when each passenger gets off the bus — back at a homeless shelter after a day on D.C.’s gentrifying streets — Orlando Gore wishes them well with an honorific they rarely hear elsewhere: “Have a good night, gentlemen!” Gore has spent four years driving a nightly loop from downtown to local homeless shelters. He is a one-man generator of small acts of kindness, driven by his own memories of tough times in his native North Carolina and his early years in D.C. He has never lived on the streets himself, he says, saved by the generosity of family and friends on those occasions when

his money ran out. But he has a special kinship with his passengers, perhaps borne of his knowledge that he easily could have ended up in their shoes. “He gets us where we’re going,” said Kenneth Pearson, a regular passenger. “And everybody enjoys themselves.” Gore, 47, is one of more than a dozen outreach workers employed by the United Planning Organization, a community action agency founded in 1962 to bring programs to the District’s low-income residents. “I went through a little

hardship,” Gore said, adding that reaching out to his passengers is “my way of giving back. I understand where a lot of people are coming from when they’re in this position.” Gore said he was surprised, at first, to learn about the range of circumstances that land the men he drives in shelters. “They’re just looking for their second chance,” he said. “The shelter is a way of getting everything in order, going through the process to get back on their feet. The U.S. Botanic Garden said that for the first time in its history, three of its corpse flowers are about to bloom, including one the garden grew from a seed. The plant gets its name from the putrid smell it emits to draw pollinating beetles and flies that feed off dead animals. Peak bloom is expected between Aug. 17 and 22, the garden said in a news release. Blooms last just 24 to 48 hours before collapsing. Gracious driver uses his nights to take homeless back to shelters in D.C.

A Virginia man returned home from a trip and found that his apartment had been broken into — and cleaned. Arlington County Police said that shortly after 12 a.m. Monday, a man returned to his Arlington apartment after a trip. He called police when he noticed that his apartment appeared to have been cleaned and some items had been moved. Nothing was missing. (AP)

The new bridge over the Anacostia River is expected to be open by 2021.

Construction will replace aging span over the Anacostia THE DISTRICT D.C. is set to begin its largest construction project in history: replacing the Frederick Douglass Memorial Bridge, which opened in 1950 over the Anacostia River and is one of its busiest commuter gateways, carrying 70,000 vehicles across each day. D.C. Mayor Muriel Bowser unveiled the design of the new bridge Thursday, touting the $441 million project as a major step toward the transformation of the shores of the Anacostia into a world-class waterfront. City officials say the project will spur economic development on both sides of the river. “Investing in our infrastructure is key to how we can continue to be a growing city and the best city in the world, and improving our bridges is very critical to this

mission,” Bowser said. “Today, we are taking a huge step toward improving the District’s infrastructure and building a safer, stronger D.C.,” Bowser said. The new bridge will “provide an iconic gateway between Anacostia and downtown D.C. When completed, this will be a tremendous structure and a fitting memorial for a remarkable American icon.” The new, wider bridge will be built parallel to the old one, near Nationals Park. Traffic ovals will be constructed at each end of the bridge, and sections of South Capitol Street will be re-created as a scenic boulevard. The project includes the reconstruction of the interchange with the Suitland Parkway and Interstate 295. The bridge, projected to open in 2021, is designed to increase safety, add multi-modal transportation options and increase access to the river. Renderings and video simulations show a distinct structure

with parallel arches, a multi-use path and pedestrian overlooks. The green areas on each side of the bridge will provide space for community activities. Replacing the 67-year-old bridge has long been in the city’s plans. The bridge has continued to deteriorate despite maintenance; corrosion has eaten holes through the thick steel beams. The aging bridge got a major overhaul a decade ago, but as with thousands of bridges across the country, it is falling apart faster than repairs can be made, according to engineers. Bridges are generally built to stand for 50 years before needing replacement. That puts the Douglass Bridge past its life span. With an average age of 43, many of the U.S.’s 600,000 bridges are at the end of their lives; 56,000 of them were classified as structurally deficient in a report last year by the American Society of Civil Engineers. A year after blast, recovery is still ongoing One year after a fatal blast rocked a Maryland apartment complex and prompted changes in local laws, those affected are still recovering. In August 2016, a basement utility room at a Silver Spring complex filled with natural gas and exploded, leading to a massive fire and building collapse. Seven people died and more than 30 suffered injuries; roughly 80 people were displaced. Many of the victims joined lawsuits against Washington Gas and property management company Kay Apartment Communities. What caused the gas leak and explosion is still unknown. Since the explosion, the Montgomery County Council passed a stalled landlord-tenant bill, which created tenant advocates in the Consumer Protection Office. (AP)

Federal panel blocks firing of head of troubled D.C. veterans hospital

Two teens have been charged with murder in connection with the fatal stabbing of a homeless man in Maryland. Police in Prince George’s County say the two are charged with the murder of Francisco Sagastizado, 47, in July. Police said a preliminary investigation reveals Sagastizado was stabbed after he refused the teens’ demands for money. Elias Portillo, 14, and a 13-year-old boy were taken into custody. Portillo, of Adelphi, will be charged as an adult, police said. The 13-year-old, whom police are not identifying because of his age, will be charged as a juvenile. (AP/TWP) MARYLAND

11 accused of prescribing addictive drugs illegally Eleven people in Maryland have been indicted for their alleged roles in illegally prescribing addictive drugs. The indictments allege Kofi Shaw-Taylor, a licensed physician, and nine co-defendants operated pill mill clinics that dispensed drugs without a legitimate medical purpose. Separately, authorities announced the indictment of Hasan Babaturk, a licensed medical doctor, who’s accused of illegally prescribing drugs from his vehicle in Harford County. (AP) THE DISTRICT

Officer who fatally shot Md. man asked to resign D.C. Mayor Muriel Bowser says a police officer who fatally shot an unarmed black motorcyclist last year has been asked to resign. Prosecutors said Wednesday that they won’t file charges against the officer in the 2016 death of Terrence Sterling of Fort Washington, Md., because there was insufficient evidence to prove he used unreasonable force or wasn’t acting in selfdefense. City officials have acknowledged that the officer, Brian Trainer, violated policy by not activating his body camera until after the shooting. (AP)

TRANSPORTATION A federal judge has dismissed the District from a lawsuit filed by victims of the January 2015 L’Enfant Plaza smoke incident, leaving Metro as the sole defendant in the case. The decision, filed Thursday by Judge Tanya Chutkan, says D.C. Fire and Emergency Medical Services cannot be held as a responsible party in the lawsuit because the agency is protected by “sovereign immunity” — a legal doctrine that typically prevents lawsuits against government agencies responding

to high-pressure emergency situations. “In the court’s view, the high level strategy and decisions involved in the response to a fire emergency such as this one … is clearly the type of activity that justifies official immunity to assure … ‘fearless, vigorous, and effective decision-making,’ ” Chutkan wrote in her decision. Chutkan said that Metro’s attorneys also failed to make the case that D.C. Fire did not properly fulfill its contractual duty to Metro while responding to the smoke disaster. Therefore, she said, the District will be dropped from the lawsuit, but Metro will stay on as the sole defendant. The decision comes nearly seven months after Metro filed

a cross-claim in U.S. District Court, seeking to absolve the transit agency of culpability in the smoke disaster that resulted in the death of 61-yearold Carol Glover of Alexandria, and injured scores of other riders when acrid smoke engulfed a Metro Yellow Line train stuck inside a tunnel outside L’Enfant Plaza. Those victims have argued in court documents that they were left in the train for about 45 minutes before firefighters arrived to rescue them and escort them off, and that Metro and the District both failed in their duties to the passengers because of miscommunication and a lack of safety preparedness. Va. city prepares for alt-right rally CHARLOTTESVILLE, VA. For the second time in six weeks, Charlottesville, Va., is bracing for a protest of its decision earlier this year to remove a statue of Confederate Gen. Robert E. Lee from a downtown park. White nationalists, white supremacists and members of alt-right groups will gather in the city at noon Saturday for the Unite the Right rally, to voice opposition to the decision and assert itself as a movement. The planned event — and one held July 8 by the Ku Klux Klan for the same purpose — has sparked fierce opposition in the town of close to 50,000. Counterdemonstrations are planned by a collection of faith-based groups, civil rights organizations, local businesses and faculty and students at the University of Virginia, which is located in the city. The convergence of potentially thousands of protesters and

counter-demonstrators has left many city leaders, residents and business owners worried about possible violence and property damage in the typically tranquil community. “With large crowds of individuals with strongly held and potentially opposing beliefs, there is also the potential for conflict,” the city’s communications director, Miriam Dickler, wrote in a news release. As it did with the Klan rally, the Charlottesville police department is coordinating with Virginia State Police and Albemarle County law enforcement for Saturday’s event. NATIONAL SECURITY President Trump issued a new threat to North Korea on Thursday, demanding that Kim Jong Un’s government “get their act together” or face extraordinary trouble. He said his previous “fire and fury” warning to Pyongyang might have been too mild. “Maybe that statement wasn’t tough enough,” Trump said in the latest round of an escalating exchange of threats between the two nuclear-armed nations. Speaking to reporters at his private golf club in Bedminster, N.J., Trump said North Korea has been “getting away with a tragedy that can’t be allowed.” Still, he declined to say whether the U.S. is considering a pre-emptive military strike, arguing that his administration never discusses such deliberations publicly. Trump spoke after North Korea intensified its own rhetoric by announcing a detailed plan to launch a salvo of ballistic missiles toward the U.S. Pacific territory of Guam, a major military hub and home to U.S. bombers. That announcement had been a response to Trump’s threat that the North would face “fire and fury like the world has never seen” if it threatened the U.S. again. On Thursday, Trump said it is

He said the U.S. “of course” would always consider negotiations with North Korea, but added that talks with the North have failed for the last 25 years. He said that China, the North’s biggest trading partner, needs to do more to apply pressure — and predicted that it will. The threatened attack near Guam, if carried out, would be the North’s most provocative

missile launch to date. The North said it is finalizing a plan to fire four of its Hwasong-12 missiles over Japan and into waters around the tiny island, which hosts 7,000 U.S. military personnel on two main bases and has a population of 160,000. Japan and South Korea vowed a strong reaction if the North were to go through with the plan. Trump added his voice on Thursday, insisting that if North Korea took any steps to even think about an attack, it would have reason to be nervous. “Things will happen to them like they never thought possible, OK?” Trump said. Of North Korean leader Kim Jong Un, Trump added: “He’s been pushing the world around for a long time.”

Guam residents express faith in U.S. military GUAM The tiny U.S. territory of Guam feels a strong sense of patriotism and confidence in the U.S. military, which has a huge presence on the Pacific island. But residents are worried by Washington’s escalating war of words with North Korea. The people of Guam woke up Thursday to another pointed threat from Pyongyang, which vowed to complete a plan to attack waters near the island by mid-August — adding a timeline to a threat from a day earlier that North Korea would create an “enveloping fire” around Guam. What to know to prepare for the solar eclipse

Bracing for solar overload Rural towns in the eclipse’s path prepare for a flood of smartphone-toting visitors SCIENCE Nestled in the southwest corner of Kentucky is the city of Hopkinsville, home to about 32,000 people on a normal day. But “normal” is about to go out the window. More than 100,000 visitors are expected to descend on Hopkinsville and the surrounding region for this month’s historic solar eclipse. The city lies along what’s known as the “path of totality,” a swath of land stretching across the U.S. where, for a brief moment on Aug. 21, the moon will appear to completely block out the sun. The crush of people who’ve journeyed to Hopkinsville for the celestial occasion will need food, shelter and — in an era of Instagram, Snapchat and livestreaming — cellphone service. But the latter could be a problem: Cell service basically doesn’t exist, at least not at eclipse viewing sites such as Orchardale Farm, a 15-minute drive from town. “You could typically get zero to one bar of service at these locations,” said Brooke Jung, eclipse coordinator for Hopkinsville. On the other side of the country, Madras, Ore., is a town of 6,500 that’s bracing for an influx of up to 150,000 visitors, according to

On Aug. 21, a light shadow of the moon will start to cover the sun just after 1:17 p.m. and will peak just after 2:42 p.m. at 81 percent coverage. Then, the amount of sun covered will start to diminish and, just after 4:01 p.m., it will be over. Where is the closest place to see the full eclipse? The path of totality will pass several hundred miles south of Washington, through South Carolina. If you’d like to drive down for the big event, your best bet is probably Columbia, S.C. — a (relatively) easy 7½-hour drive on Interstate 95. How rare is a total solar eclipse? This month’s eclipse will be the first total solar eclipse in 99 years to cross coast-to-coast and the first to pass through any part of the lower 48 states in 38 years. The next total solar eclipse visible from Earth will occur in July 2019 over Argentina and Chile. And the U.S. is set to see another total eclipse on April 8, 2024. Do I need special equipment? Yes! Except during the brief phase of totality, you must wear eclipse-watching glasses the entire time you are looking at the sun. This is also true if you are watching the eclipse from outside the path of totality. If you attempt to look at the eclipse without protective lenses, you risk severe damage to your eyes.

POLITICS The Canadian government said Thursday that at least one Canadian diplomat in Cuba also has been treated for hearing loss following disclosures that a group of American diplomats in Havana suffered severe hearing loss that U.S. officials believe was caused by an advanced sonic device. Global Affairs Canada spokeswoman Brianne Maxwell said Canadian officials “are aware of unusual symptoms” affecting Canadian and U.S. diplomatic personnel and their families in Havana. Officials don’t have any reason to believe that tourists could be affected. In the fall of 2016, a series of U.S. diplomats began suffering unexplained losses of hearing, according to officials with knowledge of the case. After months of investigation, U.S. officials concluded that the diplomats had been attacked with an advanced sonic weapon that operated outside the range of audible sound. The Cuban government said late Wednesday that “Cuba has never permitted, nor will permit, that Cuban territory be used for any action against accredited diplomatic officials or their families, with no exception.” Officials familiar with the probe said investigators were looking into the possibility that the incidents were carried out by a third country such as Russia. The statement by the president came in response to a question as he spoke to reporters outside a national security briefing at his golf club in Bedminster, N.J. “The opioid crisis is an emergency, and I’m saying officially right now it is an emergency. It’s a national emergency. We’re going to spend a lot of time, a lot of

You know, when I was growing up, they had the LSD, and they had certain generations of drugs. It continued a few days later, when he left the Nationals to return to Washington for the birth of his second child. On Sunday, his wife Lea gave birth to Gabriel. “I got to see some baseball on TV,” Gonzalez said. “And then I also got to spend some time with my son, change some diapers.” On Wednesday, he faced the Marlins again. This time in Washington, his no-hitter lasted just two batters. But the

left-hander added another dominant outing to his standout season, limiting Miami to one run over seven innings in a 10-1 win. He struck out six with no walks. United purchased Arriola, 22, from Mexican club Tijuana for more than $3 million. The previous high for United was $1.4 million for Luciano Acosta from Argentina’s Boca Juniors last fall. United will ship allocation money to the Los Angeles Galaxy, which owns Arriola’s MLS rights because he was once a member of its youth academy, and pay for a contract worth more than $1 million annually through 2020, according to sources. Coach DJ Durkin, speaking for the first time all camp, declined to point out any separation among his top four candidates — redshirt junior Caleb Henderson, above, sophomores Tyrrell Pigrome and Max Bortenschlager and freshman Kasim Hill. Running from the past ‘The Glass Castle’ spins a dreamy coming-of-age tale from nightmarish memories FILM REVIEW Jeannette Walls’ nomadic, freewheeling childhood was often a dream — except when it was a nightmare. The journalist wrote about her unorthodox upbringing in her 2005 memoir “The Glass Castle,” which is now a film starring Oscar winner Brie Larson. The movie begins in 1989, with Jeannette working for New York Magazine. Perfectly coiffed and perpetually in pumps, she’s the 1980s ideal of the female professional who has it all, right down to her Wall Street fiance (Max Greenfield). One night, sitting in the back seat of a taxi, she notices a woman rummaging through garbage cans. Just then, a man emerges and starts yelling at her driver. These two, we learn,

are her mother and father — now squatters living on the Lower East Side. Although she still keeps in touch with them, Jeannette isn’t entirely sure that she wants to. Crosscutting between scenes set in the present day and flashbacks to Jeannette’s childhood, the movie shows us what looks, at first, like a romantic adventure. Jeanette and her three siblings are home-schooled, because, as their father, Rex (Woody Harrelson), declares, “You learn by living.” Ella Anderson, who plays the 10-year-old Jeannette, does a lovely job portraying a starryeyed daughter who idolizes her father. And Rex’s appeal is clear: He’s a charismatic dreamer with a brilliant streak. Slowly, though, it becomes

clear that he’s also a cruel and abusive drunk whose idea of teaching his daughter how to swim is throwing her in the deep end — again and again. Inevitably, Jeannette begins to notice, as children will, that the cracks in the facade have become crevasses. Eventually, her growing awareness hardens

into bitterness, which is how Jeanette ends up in Manhattan looking like Career Girl Barbie. Any coming-of-age movie set in such a dysfunctional environment is going to have its tear-jerking moments. But the movie often undercuts itself by spelling things out rather than hinting at them, belaboring emotions to ensure that the audience understands what the characters are feeling. Still, the movie may hit home for anyone wondering how much identity is shaped by nature, versus nurture. It’s Jeannette’s past that she’s running from. In ‘Menashe,’ faith tests family bonds FILM “People love to be transported somewhere else,” says Joshua Z Weinstein, director and co-writer of “Menashe.” “It’s exciting to be transported to somewhere new that’s just around the corner.” For his first feature film, Weinstein’s “somewhere else” is an ultra-Orthodox Hasidic community in Brooklyn. The film is loosely based on the real life of star Menashe Lustig, who plays a widower (also named Menashe) who is forbidden from taking custody of his son unless he remarries, as Hasidic law dictates that a child must be raised by a mother and a father. Complicating matters is a rule that prohibits Hasidim from touching people of the opposite sex unless they are blood relations; one of Menashe’s concerns is that even if he remarries, his new wife could not even give his son a hug. As the one-year anniversary of his wife’s death approaches and Menashe is allowed a few days with his son, the pressure for him to marry gets even stronger — as does Menashe’s resistance.

“To secular people, there’s a sense that these people must be evil, must be hateful, must be spiteful,” Weinstein says. “But really it’s just a complete misunderstanding of unknowing.” Weinstein and Lustig hope “Menashe” gives outsiders a glimpse into an often-closed world so they can learn not just about its rules, but also about its joy and humanity. “Usually, movies about religious people are about them having awful lives, and then leaving,” Weinstein says. “As secular people, we assume if life is bad, you move on. But for me I was more interested in why people chose to stay.” In the film, Menashe has his reasons to stay faithful, even though it means his son is forced to live with his brother- and sister-in-law. “I love the place where I am,” Lustig says of his Hasidic faith. “First of all, I grew up there. Second of all, I am a deep believer about the spiritual, the mystic — I connect to that. I couldn’t find it other places.” There is irony, of course, in making a movie about a community that usually doesn’t go to movies (Lustig says he had seen only one film — “Fiddler on the

NBC is working on another revival of the 1960s sitcom “The Munsters,” from executive producers Seth Meyers and Jill Kargman (“Odd Mom Out”). NBC previously tried rebooting “The Munsters” for a series in 2012, but it ended up airing as a one-off special around Halloween called “Mockingbird Lane.” (EXPRESS)

Lifetime picks up “American Princess,” a drama from “Orange Is the New Black’s” Jenji Kohan

REVIEW A harsh, wintry beauty pervades “Wind River,” screenwriter Taylor Sheridan’s directorial debut. In this sturdily effective thriller, Jeremy Renner plays Cory, a U.S. Fish and Wildlife Service tracker on an Indian reservation in Wyoming who teams up with a rookie FBI agent named Jane (Elizabeth Olsen) to investigate the murder of a native girl. Jane discovers she’s out of her depth, not just regarding the case, but in a community steeped in mistrust of the government, grinding poverty and cruelly foreshortened prospects. Sheridan doesn’t play up the exoticism and despair of reservation life, but he makes his point clear in a shot of an upside-down American flag at the reservation entrance: Things aren’t right here, and haven’t been for a very long time. Though Sheridan approaches the setting with the sensitivity and respect of his empathic protagonist, the film still bears a slight but inescapable whiff of cultural tourism. (In one scene, Cory gives literal meaning to the term “white savior.”) Though Olsen does her best with an underwritten role, “Wind River” is graced with fine performances, especially from Renner, who just slips into Cory’s reluctant heroism. This movie is worth seeing if only to see Renner in the kind of starring role he so richly deserves and, with luck, will continue to find. ANN HORNADAY (TWP)

Swift testifies in groping trial Taylor Swift testified Thursday in Denver in the lawsuit against her from a former radio DJ. The DJ, David Mueller, claimed that Swift caused the firing when she accused him of groping her during a 2013 meet-and-greet. Swift has countersued for sexual assault. She said Mueller grabbed her underneath her skirt and “stayed attached to my bare ass-cheek as I lurched away from him.” Swift said she did not say anything to Mueller about it because she didn’t want to disappoint fans who were waiting for a photo. Justin Theroux’s feud with his New York neighbor has escalated with a second lawsuit. The “Leftovers” star sued his downstairs neighbor, Norman Resnicow, in May alleging that Resnicow purposely killed Theroux’s plants and cut off water and electricity to his deck. According to the New York Post, Resnicow has now countersued Theroux, claiming that the actor has a habit of “exploding in out-ofcontrol anger” and leaving his “yowling” rescue dogs in his apartment. Resnicow also criticizes Theroux’s suit, calling it a “story of a so-called ‘years-long harassment campaign’ as fictional as the television series in which he recently starred.” (EXPRESS)
