A New Jersey woman whose request for a vanity license plate reading “8THEIST” was denied when state officials said it might be considered offensive will now be allowed to display it. A settlement filed in federal court Friday resolves a lawsuit filed in 2014 by Shannon Morgan. THE DISTRICT Stanley Tapscott started driving a cab in the early 1960s, when man hadn’t yet been to the moon, the Watergate was under construction and John F. Kennedy was serving out his fabled thousand days. He’s been on the streets of Washington ever since. “I may not be the oldest one out there, but I’m close to it,” said Tapscott, who turns 90 this month and is the city’s second-oldest cabdriver. The eldest is a year older, according to D.C. Department of For-Hire Vehicles records. A single dad, former Navy Yard employee and chronic parttime cabdriver who took up the habit to help pay for his now69-year-old daughter’s college education, Tapscott “bumped the curb,” as he puts it, through many of the signature events of the 20th century. Tapscott, who is African-American, met the Rev. Martin Luther King Jr. during a planning meeting for the March on Washington. “I didn’t have him in the cab,

though,” Tapscott said. He once drove a vice president but couldn’t remember which one. Even the most remarkable experiences of the past five decades can be a blur. Now, however, a career that has spanned 10 presidencies is ending, Tapscott said. Citing competition from ride-hailing services and what he characterized as the overregulation of the cab industry, he will hang up his meter and idle the cab he owns at the end of the year.

“It doesn’t matter your color or how you’re dressed. If you throw up your hand, it’s my job to pick you up.” STANLEY TAPSCOTT, on driving for Capital Cab in the 1970s, which he said was committed to giving rides to black people whom other companies would pass by. Tapscott is retiring at the end of this year.

“This used to be called a business,” he said. “They’ve taken it away from me.” On a recent weekday morning, business was not great, and Tapscott’s cab, a 2003 Lincoln Town Car with 152,000 miles, wasn’t sounding well. “I think it’s the catalytic converter,” he said as a churning sound erupted from the hood. The asthmatic Lincoln is a major factor in Tapscott’s decision to quit hacking. According to D.C. taxi regulations, cabs built before 2004 were supposed to be off the road Jan. 1, 2015. Tapscott’s cab is 13 years old, and his extension is about to expire. “I think I need to sit down and do nothing rather than waste my time,” he said. After helping a woman with a walker into her home off 16th Street NW, near the District line with Montgomery County, Tapscott also pointed out that what he had just done was an insurance risk. The new world order doesn’t seem to have space for a basic human gesture. “I just like giving good service,” Tapscott said, “because I’m going to get old one day.”

Elevator twice closes Washington Monument The Washington Monument was closed twice this weekend because of elevator issues. The National Park Service said the monument opened briefly Sunday morning before the elevator got stuck at the 490-foot level. The park service said the cause was a tripped breaker. OCCOQUAN, VA. They stream into the picturesque colonial town by the hundreds, day and night. Groups of teenagers. Couples on dates. A middleaged government worker just stopping by on her commute home along Interstate 95. They huddle in front of the town hall, gather on the boardwalk, cram onto the brick sidewalks and overflow into the street. They stare at their phones and flick their fingers across the screens in a zombielike rhythm that easily could be mistaken for a scene from a dystopian, tech-addled future. Pokémon Go’s augmented reality has brought them here to the tiny town of Occoquan, and Pokémon Go is augmenting Occoquan’s reality. This nearly three-century-old riverfront town in Virginia’s Prince William County has unwittingly become a hotbed for the new game, which is drawing droves of players to the town as they use their phones to capture make-believe creatures that are living in abundance among Occoquan’s real-life residents (all 1,016 of them). “It’s quite unbelievable,” Occoquan Mayor Elizabeth Quist said. “I get in traffic jams coming home from council meetings on Tuesday nights now. I can’t think of another time on a weeknight I’ve been six deep at a stop sign waiting for other people to go. That’s

Occoquan’s newfound popularity has been a boon for the quaint restaurants and shops that line the town’s three-block main strip, as any kind of tourism brings in business. But residents in the D.C. suburb are now complaining that Occoquan has lost its

quiet vibe, and town officials are scrambling to figure out how to keep everyone safe. “You have 22-year-olds playing Pokémon at 2 a.m. and they find an emoji — or whatever the heck it is — and they’re going to make noise,” said Joe McGuire, a town council member. “Now we have residents complaining about it.” Occoquan’s denizens are demanding a way to make it all stop. They speak of parents struggling to put young children to sleep because of all the Pokémon-related chatter outside their homes, and they worry about the drivers who have been playing Pokémon Go while behind the wheel, careening down one-way streets in the wrong direction. “You can’t resist. You just

come down here and it’s Pokémon heaven,” said Laurie Lemons, who lives nearby and has been stopping in Occoquan after work. “You hit the jackpot.” McGuire acknowledged that this is all good for the town’s economy, as city leaders had been looking for ways to boost retail traffic. Three stabbed Friday night during fight at Montgomery County Agricultural Fair

Authorities say 12 people have been arrested while protesting a police conference in Baltimore. Dozens of protesters gathered Sunday outside a hotel where the Maryland Fraternal Order of Police is holding its biennial conference this week. The Baltimore Police Department said several protesters entered the hotel and chained themselves to a railing. Police say the protesters were arrested and charged with trespassing. Tests allay asbestos concerns at U.S. Capitol The Senate press gallery and nearby rooms in the U.S. Capitol have been declared safe after an air quality investigation prompted by fears of asbestos exposure. Report: Pilot aborted landing before crash The pilot of a private plane that crashed Friday at Shannon Airport in Fredericksburg, Va., killing all six aboard, had aborted a landing and was trying to climb for a second attempt when the plane went into a stall, investigators said Saturday. The pilot was identified as William C. Hamerstadt, 64, of Carmel, Ind. Three passengers were from Shelbyville, Ind.: Lisa K. Borinstein, 52; her son, Luke J. Borinstein, 19; and her daughter, Emma R. Borinstein, 15. Another passenger, Maren Timmermann, 15, of Berlin, and the plane’s owner, Robert D. Ross, 73, of Louisville, were also killed. (TWP)

SILVER SPRING A fourth body has been found at a Silver Spring apartment building that was nearly leveled in an explosion Wednesday night, authorities said Sunday. Eight people were unaccounted for after the explosion, which left at least four dead, more than 30 injured and about 100 displaced. Two bodies were recovered Thursday, but officials said at the time several more were missing. Montgomery County Executive Isiah Leggett said natural gas may be a contributing factor in the incident, but officials said Sunday they were not prepared to discuss the cause. The explosion, just before midnight, rocked a Silver Spring apartment block and sent debris flying hundreds of feet away. The building was nearly leveled, and it took until Thursday evening for investigators to stabilize it and recover and remove two bodies. A federal judge says a defamation lawsuit against Rolling Stone magazine over a now-debunked article about a rape at the University of Virginia likely will head to a jury trial later this year. A U.S. District Court said at a hearing Friday that aspects of U-Va. administrator Nicole Eramo’s case likely will proceed to a jury. Eramo is an associate dean of students who had counseled “Jackie,” who claimed in the November 2014 story to have been raped. In high-water vehicles, boats and helicopters, emergency crews worked Sunday to rescue scores of south Louisiana residents from deadly flooding as the governor warned that it was “not over.” From the air, homes in southwest Louisiana looked more like little islands surrounded by flooded fields. Farmland was covered, streets devolved into impassable pools of water, and shopping centers were inundated with only roofs of cars peeking above the water. From the ground it was just as catastrophic. Drivers tried to navigate treacherous roads where the water lapped at the side or covered the asphalt in a running stream. Abandoned cars were pushed to the side of the road. Lawn furniture and children’s toys floated through the waters. Gov. Study: More pot users are smoking daily A massive study published this month in the Journal of Drug Issues found that the proportion of marijuana users who smoke daily has rapidly grown, and that many of those frequent users are poor and lack a high school diploma. Examining a decade of federal surveys of drug use conducted from 2002 to 2013, study authors Steven Davenport and Jonathan Caulkins examined the demographics of current marijuana use in the United States. They found that the profile of marijuana users is much closer to cigarette smokers than alcohol drinkers. “What’s going on here is that over the last 20 years marijuana went from being used like alcohol to being used more like tobacco, in the sense of lots of people using it every day,” Caulkins said in an email. Adults with less than a high school education accounted for 19 percent of all marijuana use in 2012 and 2013 (compared with 13 percent of the total adult population), according to the survey. This is similar to their 20 percent share of all cigarette use, but considerably higher than their 8 percent share of all alcohol use. In Pennsylvania on Friday, the candidate labeled reporters the “lowest form of humanity” and said the news media are piling on him and doing the bidding of Democratic nominee Hillary Clinton. On Sunday morning, Trump tweeted, “If the disgusting and corrupt media covered me honestly and didn’t put false meaning into the words I say, I would be beating Hillary by 20%.” The barbs came after a week in which Trump asserted that President Obama is the “founder” of the Islamic State militant group, a false claim he intensified and then backed away from by deeming it sarcasm. He also seemed to suggest that gun owners take action if Clinton won and appointed judges who favor gun control. Trump also saw his poll numbers drop — a Wall Street Journal/NBC News/Marist poll released Friday shows that besides Clinton’s lead nationally, she has opened a wide lead over Trump in the battleground states of Colorado, North Carolina and Virginia. The paper said in a story this past weekend that Trump’s advisers are resigned to the fact that he cannot stick to plans to change and to stop provoking others and that his mood in private

is “sullen and erratic.” The paper also said he agonizes over his relationship with the media. He responded on Twitter: “The failing @nytimes talks about anonymous sources and meetings that never happened. Their reporting is fiction. The idea of burying a dictator accused of massive rights violations and plunder at the heroes’ cemetery has long been an emotional and divisive issue in the Philippines, where Marcos was ousted by a revolt in 1986. He was flown to Hawaii, where he lived with his wife and children in exile until he died in 1989. His remains were later returned to his northern Philippine hometown and displayed in a glass coffin. His wife, Imelda, gradually regained political influence. Duterte, who took office June 30, argues that Marcos qualifies to be buried at the military-run cemetery as a former soldier and president. Retirement itches: Phelps wired for Tokyo comeback Michael Phelps belongs to that separate species of alltime greats, and they’re the most discontented people on earth, incapable of leaving their energy unspent. You saw his face when he was taunted, and you saw him leap through the water like a marlin to get to the wall. If Phelps thinks he has anything left in that long body, we will see him in four years in Tokyo. You can be sure of it. “The itches,” were the words Michael Jordan once used to describe the urge to compete.

What if Phelps decides he hasn’t yet touched the bottom of his talent? Picture him four years from now threshing through the water at the age of 35. He swears it won’t happen, but he has sworn he was done before, and he was just bored. “Last time was his last, this time was his last, and I get to say I was on the same team twice when he retired,” Katie Ledecky said teasingly before Phelps made his final relay swim Saturday in Rio. “Maybe there will be a third time. All records are made to be broken.” Ryan Lochte, one of Phelps’ roommates in Rio, even told

NBC that he “guaranteed” Phelps would appear in a sixth Olympics. For an example of what’s possible, look no further than Anthony Ervin, who at 35 reclaimed the 50-meter freestyle title for the U.S. 16 years after he first won gold in Sydney. Ervin was 19 when he won gold in Sydney, where Phelps was a 15-year-old comer. By 2003 Ervin was tired. He walked away, joined a band and abused alcohol and various chemical substances. Phelps was in a similar place a few years back, a halfhearted swimmer whose only form of relaxation seemed to come from a pipe or a bottle. When he competed, other swimmers regarded him as aloof and unsociable. “Being Michael required such isolation,” Ervin observed. For Phelps, the results of personal healing and sobriety are obvious. He came to Rio as a far more buoyant person — and swimmer. It’s not just a matter of his personal

happiness as a father and soonto-be-husband. Phelps has discovered that he can swim without his old grim concentrated defenses — and binges. In Rio, he has engaged with his fellow swimmers, especially younger Americans. He found out he could actually enjoy the Olympic experience, even laugh about it. “It wasn’t like a fake laugh. ... I was actually enjoying myself, and we were telling jokes with one another,” Phelps said. “That’s what I didn’t have in 2012.” If Phelps believes that he has no more of these efforts in him, then he is right to retire. But Ervin believes in four years Phelps can still be viable — and more importantly, that his titanic presence could be valuable to younger swimmers. Everyone needs a purpose. Biles vaults to her third gold medal WOMEN’S GYMNASTICS American Simone Biles collected a third gold in as many events — this one, on vault, the apparatus that most closely resembles the sofa and upholstered chairs that served as her launching pad so many years ago. She outscored her nearest competitor by 0.700 points Sunday at Rio Olympic Arena. That’s a staggering margin, and Biles earned it on two of the sport’s most difficult vaults — the Amanar and Chen — to finish with a score of 15.966. Russia’s Maria Paseka took silver (15.253) and Switzerland’s Giulia Steingrube claimed bronze (15.216). Gymnasts are required to perform two different vaults in the Olympic apparatus final, with

After taking a handoff from Kirk Cousins during a training camp scrimmage Saturday in Richmond, Jones hunched forward to hide behind his linemen, cut back against the grain and burst forward while covering the football with two hands. About an hour later — after he had finished signing autographs — Jones talked about the most important lessons he’s learned as he enters his first season as the starting running back. “Ball security is job security,” Jones said, revealing a smile with two gold teeth glinting in the sun. “The second thing I learned is, if you can’t protect Kirk [Cousins], you will not play.” Improving his pass protection and eliminating a propensity to fumble are two ways the 23-yearold seeks to mature. Listed at 6-foot-2 and 232 pounds, he has the rare build to be a workhorse in the NFL. While the Redskins see potential, critics have pointed to the backfield as a potential weak spot for the team. As a rookie last season, Jones split time with Alfred Morris and showed enough promise for Washington to let the veteran

Searching for rhythm Netflix’s ‘The Get Down’ has plenty of style, but is sorely lacking in substance STREAMING “The Get Down,” a lavish but frenetically flawed Netflix series from film director Baz Luhrmann and a host of collaborators, is on a hunt to mythologize and celebrate the nascent days of hip-hop, as seen through a fictional group of young Bronx teenagers in the sweltering summer of 1977. It’s undeniably interesting to watch, but what a mess. The first episode melds Luhrmann’s visual and aural elegance (his films include “Moulin Rouge” and “The Great Gatsby”) with a sincere reverence for his subject matter. The colors, the sounds, the vibe of the show — it’s all over the place, adhering to no fixed structure or momentum. It oozes originality, while

acknowledging that the hip-hop beat (known to these kids as “the get down”), at its essence, is a product of excessive borrowing, sampling and mixing. As its protagonists play with borrowing and sampling in their music, “The Get Down’s” visuals show a similar method of mixing from every possible source, from the conflict ballets of “West Side Story” to the junkyard ethics of “Fat Albert and the Cosby Kids.” To that you can add the Eastern mysticism of martial arts movies, the full glory of Travolta-era disco and the “Ford to City: Drop Dead” days of New York’s urban malaise. “The Get Down” is about the unlikely friendship between Ezekiel “Books” Figuero (Justice

Kevin’s vows to be his latest Netflix special Kevin Hart and his longtime girlfriend, Eniko Parrish, were married in front of friends and family in a lavish ceremony near Santa Barbara, Calif., on Saturday. Parrish wore a custom Vera Wang gown at the ceremony and changed into another for the reception. TMZ on Friday published a video, possibly taken by Amber Heard, of an enraged Johnny Depp smashing and kicking cabinets in their home. Depp and Heard have been in court fighting over the terms of their divorce for the past month. Heard has claimed that Depp was verbally and physically abusive during their marriage. In the video, Heard tries to calm Depp down as he pours a large glass of wine and appears to destroy kitchen cabinets in frustration. 《 JOINT DECLARATION 》 TaiPing Island, an area of 0.49 square kilometers, is the largest natural island in the Spratlys, has an inexhaustible well of fresh water on the island, beautiful white sand beaches, and a coconut grove producing coconuts every year. On July 12th, 2016, Taiwan’s Coast Guard Administration issued a press release noting that there are defense forces living on TaiPing The absurdity of the above r uling on Taiping Island is heightened by Japan’s claims about Red Bird Reef (Okino Tori Shima). Japan describes this reef as "the height of about 1 meter, made up of two rocks several meters in diameter". At high tide, there are only two rocks sticking out of the water, the Dong Louyan (called by Japan "East Island") and Bei Lu Yan (called by Japan "West Island"), respectively 1.6m 2 and 6.4m 2 . Japan claims these barren rocks of Red Bird Reef to be an island, and, based on this absurd judgment, claims 4.7 million square miles of exclusive economic zone and about 25.5 million square kilometers of the outer continental shelf. Since 1987, Japan has surrounded these tiny rocks with concrete to make larger platforms, turning the original rocks, which were less than 10 square meters, into artificial islands. However, according to UNCLOS, claims for an exclusive economic zone must be based on natural islands, not artificial islands. Red Bird Reef is not available for humans to live, cannot maintain economic life, and is thus not an island according to UNCLOS. Article 121 of UNCLOS notes that an island is above water at high tide and is a naturally formed land area. Rocks such as Red Bird Reef cannot sustain human life; therefore, they should not be included as

islands, and they cannot claim an exclusive economic zone or continental shelf. In April 25th 2016, the Japanese Coast Guard illegally seized an ROC

Island. Their daily life on the island is secure and safe. TaiPing island fulfills the definition of an island according to the provisions of the United Nations Convention on the Law of the Sea (UNCLOS). Now the ridiculous political farce of the South China Sea Arbitration decides this island is a reef.
