The sheriff’s office in Orange County, Fla., said it arrested a suspected car thief who pulled into a store while being pursued Monday so he could buy a welding helmet and view the solar eclipse. The suspect was busted while wearing the helmet and standing next to the stolen car, UPI reported. NASA warns that the filters in most welding visors or goggles aren’t dark enough to protect the eyes of someone viewing an eclipse. (EXPRESS)

A man in Dubai is in legal trouble after allegedly trying to smuggle 5.7 million amphetamine pills into the United Arab Emirates by hiding them inside sheep intestines. The man appeared in court Tuesday on charges that he hid the pills in intestines packed into drums heading into the massive Jebel Ali port. Sheep intestines can be used for, among other things, making sausage casings and catgut, a type of cord. (AP)

Prop money used in movie productions is being passed off as though it’s real in the western Pennsylvania town of Aliquippa. Police on Monday posted pictures of a fake $20 bill that was used at a local business. Although the bill looks convincingly real otherwise, there is one dead giveaway: The words “Motion Picture Use Only” are printed clearly on the front and back of the bill in question. (AP)

REGION It was a day of natural wonders in the Washington area Monday. They included not only the muchdiscussed eclipse of the sun, but also the blossoming of a “corpse flower” and a possible tornado touchdown. The eclipse, which blocked more than 80 percent of the sun, was much publicized and watched. The corpse flower blossoming was perhaps less anticipated, but was also rare, in two different ways. Years pass between the blossoming of these huge, exotic and smell-producing plants. Currently, the U.S. Botanic Garden has three that have blossomed or are about to blossom. One reached full blossom Sunday. A second was blossoming Monday night, a spokesman for the Botanic Garden said. The third had yet to blossom, but was expected to reach full and

putrid flowering within a day. The origin of the name “corpse flower” recognizes the bloom’s smell, which has been likened to that of rotting flesh. Adding to that combination of relatively uncommon natural events was a fierce storm that struck Charles and St. Mary’s counties in southern Maryland late Monday afternoon. Many trees were felled. The Charles County department of emergency services listed several roads that were closed after flooding occurred and trees were

knocked down. “Penns Hill Road between Knollcrest and Stonestreet Road, Estevez Road, and Bowling Drive are all closed due to flooding and trees down in the roadway,” the county said. The National Weather Service issued a tornado warning. At the very least, a powerful thunderstorm raked the area only hours after the eclipse ended. It was an unusual combination of natural forces. Now, after decades as a Catholic priest, he’s coming forward about his past. W hi le Father Wi llia m Aitcheson’s racist past was a matter of public record, it wasn’t widely known in the diocese of Arlington, until this week. Prompted by images of violence during a white nationalist rally in Charlottesville, Va., Aitcheson described his transformation in a column published Monday in The

Arlington Catholic Herald, the diocesan newspaper, and urged white supremacists to repent. “While I firmly believe God forgave me — as he forgives anyone who repents and asks for forgiveness — forgetting what I did would be a mistake,” wrote Aitcheson, who is taking a leave of absence from active ministry. “My actions were despicable. When I think back on burning crosses, a threatening letter, and so on, I feel as though I am speaking of somebody else.” Aitcheson, 62, said 40 years

A federal funding agreement for a 16-mile light-rail project in trafficchoked Montgomery and Prince George’s counties is expected to be signed “in the very near future,” a spokesman for Maryland Gov. Larry Hogan said Monday. The agreement would free up $325 million in federal funds already appropriated and a total of $900 million over the life of the funding arrangement, said Doug Mayer, the governor’s spokesman. Hogan spoke with Transportation Secretary Elaine Chao on Friday and Monday in what Mayer called “very productive, highlevel conversations.” The 21-stop Purple Line project would connect New Carrollton, College Park, Silver Spring and Bethesda. SUSPICIOUS BEHAVIOR IN SCHOOLS

The number of reports of suspicious conduct by Montgomery County school employees during the most recent school year, down nearly 9 percent from the year before, according to data from a new report. Most of the allegations did not result in Child Protective Services investigations, but they often triggered school district action. More than 70 percent led to employee warnings, disciplinary letters and reprimands, the data from the school system showed. There were 338 reports of suspicious employee conduct the previous year. The 100 residents of a condominium complex in Prince George’s County have been ordered to leave their homes after the mid-rise buildings failed a fire safety inspection. Fire Chief Ben Barksdale said the building is unsafe and residents must be out by this morning. Barksdale said the Lynnhill Condominiums in Temple Hills have a non-working fire alarm system, broken fire doors and vacant condos filled with trash. Council votes to shroud Confederate statues The Charlottesville City Council decided Tuesday to shroud the statues of two Confederate generals in black, capping a long and emotional public meeting that erupted into chaos as residents expressed their anger over a recent white nationalist rally. Lee and Stonewall Jackson was unanimous, and was meant to recognize the city’s mourning after a violent demonstration that left one woman dead and scores injured, according to Paige Rice, clerk of the council. Liberty U. grads return diplomas in protest Some graduates of Liberty University in Lynchburg said they are returning their diplomas to the evangelical school to denounce President Jerry Falwell Jr.’s latest show of support for President Trump. Uncle Sam can be a good boss in many ways, but his board of directors, aka Congress, and his chief executive, aka the president, can make life difficult for his staff, particularly those at the top of the civil service. A recently released Office of Personnel Management (OPM) survey shows that work environment issues are “the highest contributing factors” in the decision of federal senior executives to leave government. At the top of that list is the political environment, followed by the closely related organizational culture and senior leadership. The senior leadership, dominated by political appointees, strongly influences the culture. The Senior Executive Service (SES), whose members administer major federal programs, work closely with political appointees who provide policy direction. While the OPM survey was done when Barack Obama was president, indications are the political environment has become particularly toxic since President Trump took office. “It shouldn’t surprise anyone that the hyperpartisan political

Remains of some sailors found on damaged ship MILITARY The remains of some of the 10 sailors missing since a U.S. Navy guided-missile destroyer collided with an oil tanker near Singapore have been found in compartments on the damaged ship, the commander of the Pacific Fleet said Tuesday. The search for other missing sailors from the USS John S. McCain was ongoing. “We’re always hopeful that there are survivors,” Adm. Scott Swift said in Singapore. “Until we have exhausted any potential of recovering survivors or bodies,

the search-and-rescue efforts will continue.” Swift said he had ordered a special review of naval operations at the Navy’s main bases in Japan, at Yokosuka and Sasebo, after four incidents this year off Japan and South Korea — two involving Yokosuka-based ships. Ten sailors have been missing since the McCain and a Liberianflagged oil tanker collided before dawn Monday. The baby’s two brothers and father were also rescued; the mother got out on her own. At least two people were killed and 39 were injured. About 2,600 were left homeless.

POLITICS President Trump’s decision to announce expanded U.S. military operations in Afghanistan but disclose few details is set to spark fresh congressional debate about the future of the United States’ longest war and whether it is time for lawmakers to approve a new use-of-force law. Senior Republicans voiced support for Trump’s decision to endorse a Pentagon plan to boost troop levels and said it will be reviewed during public congressional hearings when lawmakers reconvene next month. But Democrats and some Republicans blasted Trump for not disclosing more information and said they will redouble attempts to pass the first use-of-force resolution since the 2001 act that authorized military action against terrorist groups in the wake of the Sept. 11 attacks. “The majority of us weren’t in Congress in 2001,” said Sen. Instant divorce by Muslim men blocked in India INDIA For hundreds of years, Muslim men in India could divorce their wives by repeating the word “talaq,” Arabic for divorce, three times. On Tuesday, the country’s Supreme Court declared the practice unconstitutional. A five-judge bench moved to block instant divorce for six months, pending debate in Parliament of a law banning the practice. India is one of a handful of countries where triple talaq still happens. It is home to 172 million Muslims, 14 percent of the population, making it one of the largest Muslim countries in the world. Because family matters for the nation’s many communities are governed by their religious traditions, some Muslims saw the ruling as an intrusion in their affairs. Triple talaq gave Muslim women in India almost no say in divorce. Husbands have divorced their wives by phone, text message and mail, or sometimes in the heat of trivial marital arguments. Landing a knockout blow is McGregor’s best shot to beat Mayweather BOXING The odds might not be favorable, but here’s what Conor McGregor has when he steps inside the ring Saturday night: a puncher’s chance. Unfortunately for the UFC star, that might be the extent of his prospects against one of the best boxers of all time. To win in the much-hyped, much-derided showdown against Floyd Mayweather Jr., McGregor seems to know it’s knockout or nothing. Last week he predicted he’d put Mayweather down in the second round. How daunting is that challenge? Mayweather, 40, has never lost in 49 professional fights. It isn’t often that he’s even been hurt. If the fight goes to the scorecards — which is a good possibility as Mayweather hasn’t knocked out anyone since 2011 — McGregor might have to find solace in a giant payday. “I don’t see him outpointing Floyd in a boxing match,” said Dana White, the UFC president. “I see him getting in, turning it into a fight, roughing Floyd up.”

While Mayweather has suggested he might be the aggressor, most fight experts don’t foresee him tearing up a winning blueprint. He’ll use the full ring, he’ll counterpunch and he’ll lull McGregor into making mistakes. With limited boxing training, McGregor, 29, will likely try to take the fight to Mayweather and overpower his more seasoned opponent, particularly in clutching situations. But even those who had some success with an aggressive strategy — Jose Luis Castillo and Marcos Maidana, namely — still ended up on the losing side against Mayweather.

McGregor supporters like to point out that a southpaw presents unique challenges for Mayweather, a world champ in five weight divisions. To sneak in that knockout punch, McGregor is hoping to rely on unpredictability. He’s shown only flashes of his boxing skills in the MMA octagon and in recent months has teased the fighting public with some video clips — mostly mundane and unimpressive — from his training sessions. “I know every [thing] he throws,” McGregor said. “I know what to expect. I’ve seen it before. He does the same stuff over and over again … For him, he knows nothing. He knows absolute nothing about the way I’m gonna approach this fight and the way I’m gonna come at him. Norway’s Therese Johaug, a former Olympic champion, World Cup winner and seven-time world champ in cross-country skiing, is now barred from racing until April. Johaug, 29, tested positive for an anabolic agent listed in the contents of a treatment for sunburned lips, and a Court of Arbitration for Sport panel approved an 18-month ban Tuesday. Johaug was banned for just 13 months by a Norwegian sports tribunal, which noted that the balm was approved by a team doctor. The Swissbased International Ski Federation appealed for a harsher ban. Country stars know when to ‘hold’ ’em MUSIC The country music songwriting community is a unique entity. It’s a tight-knit, supportive, fiercely loyal family. At the same time, everyone wants to get their hands on that next big song. Welcome to a side of country music that fans don’t usually see: In an insular place like Nashville, where every deal is contingent on relationships, figuring out which songs should go to which singer can be a delicate issue. The “hold” policy in song publishing, which has been around for decades, has become more complex as Nashville writing rooms evolve. When asked to describe what putting a song on “hold” means, various industry people gave answers that ranged from a “verbal handshake” to “don’t play this for other people” to a “word-of-mouth word of mouth thing.” thing.

Wires are bound to get crossed, particularly because there are so many ways to pitch songs. Usually after writers finish a song, they email a recording to their publishing company’s song pluggers, who consider singers who might be a good fit. If they don’t know the artist personally, they’ll contact label representatives, managers or producers. They get creative. Songwriter Heather Morgan says when she sends a song to her publisher, they “put together a plan.” That doesn’t mean writers have control: One of her recent cowrites, “Reckless,” bounced from Keith Urban to Lady Antebellum to maybe Carrie Underwood to, ultimately, Martina McBride. All writers can do is watch. Here come the problems: Publishers will promise to not pitch a song, then do it anyway. Some artists and teams abuse the process, keeping hundreds of songs on hold, or a possible hit locked down for years, which can cripple a small publishing company.

Finders keepers A common “hold” policy conflict is when a young songwriter wants to hold a track as their first single, but an established artist hears it first. In 2014, this played out publicly with Keith Urban’s “Cop Car,” co-written by Sam Hunt. Hunt hadn’t released his first album yet, and a publisher gave it to Urban. “Everything I poured into that song was stolen from me,” he tweeted when Urban performed it at the Grammys. E.Y.

Shane McAnally, one of Nashville’s most sought-after writerproducers and president of Smack Songs, said he has joked

that people should have to pay a $10,000 advance to put a song on hold. While he has enough power now to confront a star directly, midlevel writers have to rely on the vague word of gatekeepers. But McAnally adds that “many artists came from the songwriting world,” so they tend to be respectful. During election week last year, the Hallmark Channel was the fourth-most-watched channel on TV during prime time. Let that sink in. It had more prime-time viewers than MSNBC did, and it was just behind CNN and ESPN. “We intentionally branded ourselves as the happy place,” Abbott says. ASSISTANT SERGEANT AT ARMS AND CHIEF INFORMATION OFFICER The US Senate Office of the Sergeant at Arms seeks a Chief Information Officer. This is executive level work representing the Sergeant at Arms and managing a staff of professionals on highly responsible matters involving information technology, telecommunications, and information security. The Assistant Sergeant at Arms/Chief Information Officer (CIO) works with the Sergeant at Arms on a wide variety of information systems issues, ensuring that information passes along an established chain of command. The CIO leads the building and managing of the infrastructure, technologies, and digital data. The role promotes the development of the next generation technologies and platforms that support digital transformation, provides interoperability throughout the product portfolio, and continually adapts IT’s processes and skill sets to ongoing changes in the technology and business landscape. Work also includes planning, organizing and coordinating the development of policies, procedures, and action plans. The incumbent performs the work under the direction of the Sergeant at Arms. Work requires a Bachelor’s Degree in information technology or a related field, and five to eight years of senior or executive management experience; or any equivalent combination of education and experience. Position requires ability to obtain a top secret security clearance. Salary up to $169,459 based upon experience. Celebs fight back after photo hack The porn site Celeb Jihad has published dozens of nude photos obtained in a hack of several celebrities, TMZ reported, including Miley Cyrus, Kristen Stewart, Stella Maxwell, Katharine McPhee, Tiger Woods and Lindsey Vonn. According to TMZ, Woods was not personally hacked, but his photo was obtained from ex-girlfriend Vonn’s phone. Separate lawyers for Vonn, Woods and McPhee have threatened legal action if the photos are not removed from Celeb Jihad. The Daily Beast reported that the other celebrities are also working to get their photos removed from the site. (EXPRESS)
