The school buses wouldn’t pull up to Brambleton Middle School for another three hours, but Principal Renee Dawson was in her office by 5 a.m. Across Loudoun County, more than 81,000 students — a new high for the public school system — would soon be hoisting their backpacks Thursday for the start of a new year. Yet for Dawson and her new campus in Ashburn, it would be a day of many firsts. By 7:45, nearly all of Brambleton’s 99 teachers had gathered in front of the school as Justin Timberlake’s “Can’t Stop the Feeling” blared from a loudspeaker. Some waved red and white pompoms; others cartwheeled on the concrete. Loudoun welcomes more students amid record class enrollment

It trails only Fairfax County Public Schools, with more than 189,000 students, and Prince William County Public Schools,

with more than 89,000. But the Loudoun system is growing faster than its two neighbors. From fall 2007 through last school year, state data show Loudoun’s enrollment jumped 46 percent. The Fairfax total rose 13 percent, and Prince William’s 22 percent. Further, 22 of Loudoun’s 90 schools have opened in that decade. Three more are slated for 2018. For all of the physical growth, county Superintendent Eric Williams said he is just as focused on new programming. “The growth occurs and it’s a huge amount of work, but it’s a backdrop for what’s happening in the classroom,” he said. This year, three elementary schools will introduce computer science immersion programs, giving students a half-hour of daily coding instruction. Brambleton Middle is the county’s only new school this fall, but nearby are reminders of continued growth. Construction crews are preparing an adjacent plot for Independence High School, set to open in 2019. Madison’s Trust Elementary, which opened last year, sits a half-mile away. Metro funding fight pits city against states TRANSPORTATION A disagreement between the District and its neighbors over how to split the cost of fixing Metro is blocking the region’s effort to agree on a plan for the transit system, raising doubts about whether a long-term solution can be found this year, officials said. The argument roiled a meeting of top local officials Wednesday, where D.C. Council Chairman Phil Mendelson argued forcefully against using an existing Metro funding formula to decide what D.C., Maryland and Virginia each would pay. The city would pay more than its neighbors under that recipe, which Mendelson said would be unfair to the city and inefficient to administer. He also said it would require the District to raise taxes too high. D.C. instead favors a uniform, regionwide sales tax to raise the additional $500 million a year that Metro says it needs for new equipment and maintenance. But representatives from Virginia and Maryland fought strongly against Mendelson’s position, saying Metro should stick to the current formula. Several officials said the argument is worrisome because

Officials also warned that this dispute could mean the region will fail to agree on a long-term funding plan for Metro in time to win approval from the state legislatures in Richmond and Annapolis in early 2018. Metro General Manager Paul J. Wiedefeld has said Metro needs the additional funds starting in July 2018 or risk seeing a further deterioration in infrastructure and service. A plan prepared by top county and municipal administrators

and budget officers this spring said a one-cent-per-dollar sales tax would generate enough money — $650 million annually — to keep the transit system safe and reliable. It also would generate enough extra money to pay for some expansion of the system, such as construction of a second tunnel under the Potomac River between Rosslyn and Foggy Bottom, which would eliminate one of Metro’s major bottlenecks. The report said that a sales tax has several advantages over alternatives such as a property tax — it would be easier to administer, would capture revenue from tourists and other nonresidents, and is used by other major transit systems throughout the country. Alas, the Mid-Atlantic missed out on the biggest piece of the Powerball jackpot when a $758.7 million ticket was sold in Massachusetts — the largest single-ticket payout in U.S. history. But that doesn’t mean there’s nothing to celebrate: One $1 million ticket was sold in Virginia and another in Maryland. One golden ticket was sold at Parkway Express in Lorton, Va., just off Interstate 95. The winner matched the first five numbers, striking out only with the Powerball number, officials said, and was just one of more than 240,000 winners in the state. In Maryland, another $1 million ticket was sold at Potomac Shell in Gaithersburg, which will receive $2,500 for selling the ticket. Neither winner has come forward. (TWP)

Child tries best Houdini impersonation

A 2-year-old got into a safe in a phone store in Southeast D.C. on Wednesday, and the door shut. The child was inside it for several minutes before fire department rescuers got the child out, D.C. Fire and EMS spokesman Vito Maggiolo said. The 2-year-old was conscious and alert after getting out, and was taken to a hospital for observation. Maggiolo said rescuers used a specialized rescue saw to cut hinges on the safe, and then were able to pry it open. Maggiolo said the child was in the safe for about 15 minutes. (TWP)

Charlottesville mayor says he was shut out of security talks prior to protests

A longtime Maryland defense attorney was sentenced Thursday to six months in jail for sexual solicitation of a minor in Montgomery County. Michael D. Dobbs, 57, stood solemnly as the judgment was announced inside a courthouse where he had practiced for three decades. He was given three weeks to report to jail so he could continue shutting down his law practice. Dobbs was arrested after emailing an undercover officer he believed was a 15-year-old boy he met over Craigslist. (TWP) BALTIMORE

Police: Body-cam video wasn’t remade illicitly Baltimore’s police commissioner said there is nothing questionable about an officer recorded on a body camera apparently re-enacting the discovery of drugs. Kevin Davis said Thursday that he disagreed with state’s attorney Marilyn Mosby’s decision to drop charges in dozens of cases involving the officers seen in the video. Davis said the officer in the video, which showed an arrest in June, found the drugs, but realized his body camera was not on. The commissioner said the officer put the drugs down, turned on his body camera, and picked up the drugs again. (AP) MARYLAND

Judges put on hold redistricting map dispute A dispute over Maryland’s congressional redistricting map is being put on hold while the U.S. Supreme Court considers a similar case in Wisconsin about partisan gerrymandering. A panel of U.S. District judges ruled 2-1 Thursday to put the case on hold in order to wait for guidance from the high court, which will hear the Wisconsin case in early October. The judges wrote: “Until the Supreme Court speaks, prudence compels this court to stay further proceedings.” (TWP)

THE DISTRICT The District’s top lawyer on Thursday asked a federal appeals court to rehear a challenge to the city’s strict limits on carrying concealed firearms. Attorney General Karl Racine’s decision follows a ruling last month from a three-judge panel that blocks D.C.’s requirement of a “good reason” to obtain a permit because it prevents most residents from carrying guns in public places. City officials say the restrictions are “common sense gun rules” needed to promote public safety in the nation’s capital. Racine wants a full complement of judges on the U.S. Court of Appeals for the D.C. Circuit to

review the panel’s decision unfavorable to the city. “Review by the full court is necessary due to the importance of this question, which affects the safety of every person who lives in, works in, or visits the District,” according to the new court filing. “Through their elected representatives, District residents have decided that public carrying without ‘good reason’ is inconsistent with public safety.” The city’s permitting system remains in effect while the appeal is under review. If the court declines to revisit the panel’s decision, the order to permanently block enforcement of the “good reason” requirement would take effect seven days later. Hundreds orphaned in Sierra Leone mudslides Charities grapple with how to help children in the embattled country FREETOWN, SIERRA LEONE Seven-year-old Ali Mansaray must build a new life for himself after surviving the mudslides and flooding that killed nearly 500 people, including his parents, in Sierra Leone last week. Now he is being looked after by his grandmother, who was spared because she was sleeping at a friend’s home the night of the Aug. 14 disaster. “The boy’s mother and father are dead,” a grieving Emma Mansaray said. “Only God saved me because I did not sleep there.” Ali is among hundreds of

children who have lost one or both parents to the mudslides in this impoverished West African nation’s capital. Many children have no family members left alive. The children line up for food rations at temporary shelters with few hopes that any survivors will be found among the estimated 600 people missing. Charities in Sierra Leone are grappling with how to help the hundreds of children who have lost parents. It is particularly difficult in a country where just two years ago a deadly Ebola outbreak decimated many families. “It’s a real knock for the country so soon after Ebola,” UNICEF Sierra Leone spokesman John James said. “We didn’t expect to hear the ambulance sirens

and see people in biohazard suits again in the streets of Freetown.” He added, “Sierra Leone has a young population, and this will have an impact on the lives of children and adolescents for decades to come. People here are resilient, but we’ll be working hard to trace the extended families of orphaned children.” The government says about 4,000 children have been affected, and that psychosocial therapists are needed for them before schools reopen in September. Aid groups such as World Hope International are providing help to prevent orphaned children from further trauma, including child traffickers seeking to exploit the situation in Freetown.

The student newspaper laid down a rule not to write about the first daughter unless she made news. Malia Obama seemed to be trying hard this week to make her move-in anything but exciting. While chatting with other students in a public space on Harvard’s campus in Cambridge, Mass., she politely declined a reporter’s interview request, according to The Boston Globe. Former president Barack Obama was spotted at a Harvard Square restaurant, suggesting that he came to town to move her into her dormitory — but if he came to campus, he managed to stay invisible. Malia Obama took a gap year after her 2016 high school graduation, which delayed her start at Harvard until after her father left office, which means the family now has a leaner Secret Service detail and no pool of reporters documenting their comings and goings. A smattering of photos of Malia Obama in Cambridge circulated on the internet, but even those look-who’s-here shots may soon vanish, said Elliot King, a professor of communication at Loyola University Maryland. “When you see somebody every day, they stop being a celebrity,” King said. “Part of being a celebrity is the distance, their mediated image. EDUCATION For millions of young Americans heading off to college this month, the start of the academic year is an opportunity to embark upon a period of self-discovery and prepare for the real world. Two students are entering campus life with the most famous last names in the world. Tiffany Trump, the youngest daughter of the current president, has enrolled at Georgetown Law, and Malia Obama is entering Harvard University as a freshman. Will college life be an escape for them as well? “The [college] culture is pretty respectful of their privacy,” said Jack Rakove, a Stanford University professor of history and political science who served as Chelsea Clinton’s thesis adviser when she was an undergraduate there. Rakove, who also taught golfer Tiger Woods and actress Jennifer Connelly, recalled the mass excitement when the Clintons rolled up to campus. Her father was still in the White House, so Chelsea arrived via Air Force One and a full presidential motorcade; a heavy police presence and a gaggle of reporters trailed the first family. But just as quickly as Chelsea’s cavalry rolled in, it dissipated. “There was a concerted effort and a pretty well-established norm to do the best you could to try to treat her as anyone else,”

McCain into a recovery operation, an acknowledgment that it does not expect to find any of them alive. Postal worker faked cancer to skip work Caroline Boyle told colleagues in 2015 that cancer attacked her white blood cells and ravaged her immune system, leaving her too weak to come into work at the U.S. Postal Service office in Aurora, Colo. Boyle needed to rest and work from home, according to notes by her doctor. But there were problems that later confirmed that Boyle, 60, had constructed an elaborate ruse. The doctor’s name was misspelled in a note presumably detailing Boyle’s non-Hodgkin’s lymphoma, and the signature was botched. Boyle was convicted of fraud Tuesday, brought down by USPS investigators. A district judge handed down a sentence of five years of probation that includes six months of home confinement with an electronic monitor, a $10,000 fine and restitution of exactly $20,798.38, acting U.S. Attorney for Colorado Bob Troyer said. That restitution figure represents “some or most” of the amount Boyle claimed for administrative sick leave she was wrongly paid. A Justice Department official said one aspect of Boyle’s sentencing from U.S. District Judge Raymond P. Moore was unique. Running straight into an inside wall of defenders isn’t acceptable. Starter Rob Kelley got squeezed inside in the first two preseason games, but he still has to show he can push the pile for a couple of yards or cut outside. Chris Thompson can’t be the team’s only elusive runner. Samaje Perine has some momentum after averaging 5.6 yards per carry against the Packers. The run blocking has been poor, but that should improve in the final preseason game starters will play. Coach Jay Gruden likely won’t rely much on the running game this season, but it still needs to be able to produce.

Finally, the top three wideouts — Terrelle Pryor Sr., Josh Doctson and Jamison Crowder — and tight end Jordan Reed are all healthy at the same time. Now they have to show what they can do. There’s really no reason for Washington to keep hiding its playbook. Opponents already know what’s coming — the fade in the red zone and plenty of dump-off passes. The Redskins would use the game time better by opening up the offense and letting Kirk Cousins work on his chemistry with his receivers, while giving Reed his first taste of live action. Timing is everything for this crew.

Zach Brown has been the team’s best defender in the preseason, so it looks like he’s locked down one of two starting jobs at inside linebacker. The decision for the second spot comes down to whether Mason Foster can call defensive signals as well as Will Compton does. This is the final exam for Foster, the slight favorite over Compton. A BrownFoster combo would be more stout against the run, but Compton will get some snaps in passing situations regardless. The trio makes up the strongest inside linebacker corps that the Redskins have had in years. Receivers crossing the middle are in trouble.

Jamison Crowder assumes a bigger role on offense, so the Redskins would prefer not to tire him out on punt returns. But other options haven’t looked special. Kendall Fuller has been iffy, averaging 6.4 yards per return with a long of 17 yards. Will Blackmon returned two for 13 combined yards. Unless Fuller busts a long return, Crowder will probably keep the responsibility after averaging 12.1 yards per punt return last year. Crowder is faster than Fuller, but Fuller is 21 pounds heavier, so he could be a more durable option. Having more depth on special teams could lead to more trick plays in 2017.

A past strength has looked like a weakness through two preseason games. The Redskins need to open up inside lanes while closing those same gaps for pass rushers. With center Spencer Long injured, rookie Chase Roullier gets a chance to prove himself with the first unit. Both Shawn Lauvao and Brandon Scherff could play better at guard, but Scherff is coming off a Pro Bowl year and should ramp up soon, and Lauvao is known as a solid run blocker. If Lauvao plays poorly and Roullier impresses, Long might even return at left guard. Backup jobs at guard are still being decided, too.

Racism alive in the ring Mayweather-McGregor fight uses old promotional ploy of pitting black against white BOXING For all the novelty of their fight, Conor McGregor and Floyd Mayweather Jr. have relied on boxing’s most durable means of promotion. They have concocted a racial rivalry in a climate ripe for exploiting it. In promotional stops in Los Angeles and Toronto, McGregor said to Mayweather, “Dance for me, boy.” In a subsequent stop in Brooklyn, following criticism of those remarks, McGregor explained he couldn’t be racist because he was “half-black from the belly button down.” He then thrust his pelvis as a gesture “for my beautiful black female fans.” Mayweather has since stated many people believe McGregor is racist, and Mayweather dedicated the fight to “all the blacks around the world.” In a country still wracked by the rec ent hor ror of

Charlottesville, Mayweather and McGregor will fight Saturday night in Las Vegas in perhaps the richest and most outlandish boxing match in recent history. Mayweather, a 40-year-old with a 49-0 record, expects to earn more than $200 million. McGregor, 29, a mixed martial arts champion who hasn’t strictly boxed since he trained as a youth in Dublin, expects to clear $100 million. Playing up a black-white divide has been a hallmark of boxing promotion since the early 20th century, and Mayweather and McGregor have proved the durability of the tactic. Critics see McGregor and Mayweather exaggerating racial animosity to help sell the fight. One such skeptical party is NYU history professor Jeffrey T. Sammons, the author of “Beyond The Ring: The Role of Boxing in American Society.”

FILM REVIEW “Ingrid Goes West” is a disturbing, darkly comic parable of the moment, a part-cheeky, partcreepy cautionary tale about meaning and connection — or the illusion of it — in these hyperwired times of social media. It’s the story of a lost and lonely soul who, in her desperation to belong, almost disappears. Aubrey Plaza plays Ingrid Thorburn, a young woman who, after a breakdown, gathers up her belongings and, financed by a cash payout from her late mother’s life insurance policy, heads to Venice, Calif., with the new Instagram moniker ingridgoeswest as her banner of reinvention. Seeking easy endorphins, Ingrid starts following an

Instagram “influencer” named Taylor Sloane (Elizabeth Olsen), a style-savvy photographer whose paid postings Ingrid starts compulsively “liking” in the hope of being liked in return. Following turns into stalking, and Ingrid quickly engineers a way of meeting — and then ingratiating herself with — Taylor and her boyfriend (Wyatt Russell), a painter whose work consists of found thrift-store canvases on which he has overlaid such hashtags as #squadgoals. The first half of the film, which mocks emoji and other shallow, ephemeral forms of engagement, shapes up to be a satire of contemporary communication and the fruit-fly-fleeting nature of cultural discourse. with light but not lethal touch by Matt Spicer, “Ingrid Goes West” mostly draws laughter. But the humor in this movie soon turns far blacker, uglier and clumsier as things spin out of control after Taylor’s sleazy brother (Billy Magnussen) uncovers the ruses Ingrid has constructed to worm her way

into Taylor’s life. Blackmail, attempted murder and something that feels like the brink of actual madness ensue, casting a sour, unsettling pall over the previously farcical proceedings. Plaza is marvelous in the title role, embracing Ingrid’s unflattering neediness with a commitment that’s scary. And, in a small role as her landlord and pretend boyfriend, O’Shea Jackson Jr. of “Straight Outta Compton” shines. There’s an attempt to end on a hopeful note that doesn’t quite jibe with the jaundiced outlook of the film that came before. “Ingrid Goes West” doesn’t quite go south, but in diving headfirst into the swamp of Internet addiction, its vision gets a little murky. Grumpy old men: ‘The Trip to Spain’ leaves fun behind Somewhere in “The Trip to Spain” lies a message on masculinity, male friendships, aging and how to measure success at midlife. The problem is the film makes it nearly impossible for the audience to give a crap. The follow-up to 2010’s “The Trip” (which I liked very much) and 2014’s “The Trip to Italy” (which was fine), “The Trip to Spain” follows somewhat fictionalized versions of British comic actors and pals Steve Coogan and Rob Brydon as they go on a working vacation. In the first movie, Coogan was writing reviews of some of the U.K.’s best restaurants and Brydon tagged along; now

it’s Brydon who’s doing the critiquing, while Coogan — struggling to recapture the success he enjoyed as a co-writer and star of the 2013 film “Philomena” — is writing a book. Well, trying to start a book. “About Spain,” he says. “And me.” And there lies the problem. The strength of “The Trip” lay in the largely improvised scenes and teasing one-upmanship between Coogan and Brydon. The improvisation is still there in “The Trip to Spain” — Coogan and Brydon are still doing Michael Caine impressions, they’re still doing Bond villains, they’re still doing a lot of things. The whole movie smells of “still.” The major difference is now they’re utterly insufferable. If a road trip with a whining 6-year-old is

unpleasant, why would anyone think a road trip with two men in midlife-crisis mode would be any better? At least you can shut the 6-year-old up with snacks and an iPad. It’s cheap to dismiss “The Trip to Spain” simply because its main characters are unlikable (and I’m sure they are characters; I interviewed Coogan a few years ago and he seemed genuinely kind and even poured me some tea). Whether or not you want to hang out with a character is not the proper measure of his worth. In the first two films, both men could be selfish jerks, but at least they were interesting. On this trip, Coogan and Brydon are not only unpleasant, they’re boring too. They seem tired

of each other and tired of themselves. Which is, admittedly, part of the movie. Their lives are not going as expected and they clearly recognize they’re past the halfway point (in the one scene I genuinely laughed at, they rue being at an age where you can pull a muscle by getting out of bed). And they’re just so bummed about it; the snap and enthusiasm of the first two films just isn’t there. Yes, getting older is hard, but it happens to everyone — and most of us don’t have expense account-fueled trips across Europe to soften the blow. “The Trip” was a journey with smart, interesting, talented people who cared about things other than themselves — “The Fellowship of the Ring” with better food and no jewelry. “The Trip to Spain” is more like “The Pilgrim’s Progress,” full of penitence and much too long of a pit stop in the Slough of Despond. ‘Leap!’ slips and falls next to its animated rivals FILM REVIEW Anyone who’s ever dreamed of tutus and toe shoes will likely get a kick out of “Leap!” But the Weinstein Company’s first animated film under the Mizchief banner — the tale of a determined 11-year-old orphan named Felicie pursuing ballet in 1879 Paris — is more of a hop than a grand jete in the competitive cartoon arena. That said, “Leap!” is a step up from Weinstein’s “Shrek”on-a-budget “Hoodwinked” films, tapping such stars as Elle Fanning, who plays Felicie with girlish pluck, Nat Wolff, Kate McKinnon, Mel Brooks and Maddie Ziegler for voice roles. It also makes the most of its distinctly Old World aesthetic and enticing character design. Where “Leap!” stumbles most, however, is in the story, which is beholden to every underdog tale ever. But if there’s a beating heart of “Leap!,” it’s in the touching relationship between Felicie and her unlikely mentor, voiced by Carly Rae Jepson, who provides a surprisingly warm and dramatic vocal presence. For whatever reason, jarring anachronisms abound. Felicie dons denim hot pants at one point, and the sonnet on the Statue of Liberty is referenced, years before it was written. There are two fart jokes — just because. But don’t fret, parents. Your tween will be too busy humming along to the soundtrack’s girlpower tunes, by Jepsen and Sia, to notice.
