A California couple summoned animal control to their children’s backyard playhouse to remove an adult rattlesnake and 18 4-inch babies, UPI reported. Amanda Friedrick, who lives in the high desert town of Ridgecrest, said she and her husband heard a rattling noise in the yard Wednesday and thought they had a loose pipe. When the Hillbilly Gypsies wrapped up a spirited rendition of “Bile ’em Cabbage Down” last weekend to the applause of a small but appreciative gathering of bluegrass diehards, announcer Bob Veatch walked in front of the Lucketts Community Center’s gazebo stage and proclaimed, “That’s it for the Lucketts Fair forever.” With that, its run as one of the most popular country fairs in Loudoun County ended. Over the decades, thousands flocked to the event every summer to soak up the familyfriendly atmosphere and enjoy the fair’s hayrides, petting zoo, fruit pie contests, cakewalks, barbecues, hand-scooped ice cream, quilt raffles, juried crafts and first-rate bluegrass music. Several organizers said the fair had fallen victim to competition, development and dwindling attendance. In recent years, the fair has attracted about one-third of the attendance of its heyday, when it drew as many as 18,000

It may not be limited to bluegrass music, which has been a mainstay of the community center and the fair for decades, she said. Webb, 76, and Dick Snooks, 80, were among a group of 10 Lucketts-area residents who launched the fair in 1973 as a fundraiser to save the old Lucketts schoolhouse from demolition after a new elementary school was constructed next door. Their efforts paid off. The county eventually reclaimed the building as part of a program to convert old school buildings into community centers, and it reopened as the Lucketts Community Center in 1981. “I hate to give it up,” Snooks said. “I don’t like it. Kids get back to school in Northern Va. More than a quartermillion students in Northern Virginia headed back to school Monday as the state’s two largest school districts — Fairfax and Prince William — reopened their doors. Fairfax County schools opened with a new superintendent: Scott Brabrand. This is the first time in recent history that Fairfax County schools have opened before Labor Day. TRANSPORTATION U.S. Transportation Secretary Elaine Chao signed a funding agreement Monday with Maryland Gov. Larry Hogan to build a 16-mile light-rail project in the traffic-congested suburbs of the nation’s capital, and she praised the use of public-private partnerships to build large infrastructure projects like this one. Chao said the department is focused on making it easier for states to use such partnerships to pay for expensive and needed infrastructure in the United States. “We also want to encourage them to leverage resources to make taxpayers’ dollars go further to support sound projects around the country,” Chao said at a groundbreaking ceremony with federal, state and local officials. “The administration’s comprehensive infrastructure plan seeks this creative approach not just for transit, but for highways, rail, aviation and port projects as well, and the Purple Line is a great example of what can be accomplished when the federal, state, local and private partners work together.” The agreement will free up $325 million in federal funds already appropriated and a

total federal contribution of $900 million for the oft-delayed project. The Purple Line, connecting to Metro, MARC and Amtrak, will run through Montgomery and Prince George’s counties, providing rail transportation between the state’s two largest counties, with a combined population of more than 1.8 million. The total construction cost is about $2 billion. The cost to design, build and operate the line is estimated at about $5.6 billion. Hogan, a Republican, said it represents the nation’s largest public-private partnership so far. “This multibillion-dollar infrastructure project is a big win for the state of Maryland, and it will be a major benefit to the national

capital region,” Hogan said. “It’s the largest P3, public-private partnership, ever undertaken in the United States of America. It’s a shining example of what can be accomplished when our federal, state, county and private-sector partners all work together.” U.S. Rep. Chris Van Hollen, a Democrat, said the project will put more than 6,000 people to work on the construction project and create more than 400 ongoing jobs. “It’s going to be a great benefit for the citizens of this entire region in terms of economic development, in terms of less congestion on the roads as more people take transit and, of course, in terms of cleaner air because this is an electric-run train,” Van Hollen said. AU expels 18 students for hazing incidents American University has dismissed more than a dozen students for violations of its student code of conduct, the school said in a statement Monday. Brought by four individuals and the nonprofit safety net organization Bread for the City, the court filing details delays in processing applications and the elimination of benefits without warning, in violation of federal law. The “ongoing failures mean

that households are deprived of desperately needed assistance to help them feed their families and suffer hunger as a result,” according to the lawsuit, filed by the Legal Aid Society of the District of Columbia and the National Center for Law and Economic Justice. Each month, thousands of D.C. residents apply for benefits from the federally funded Supplemental Nutrition Assistance Program program — also known as food stamps. Michael Cohen, a Trump attorney and executive vice president for the Trump Organization, sent the email in January 2016 to Dmitry Peskov, the Kremlin’s top press aide. “Over the past few months I have been working with a company based in Russia regarding the development of a Trump Tower-Moscow project in Moscow City,” Cohen wrote Peskov, according to a person familiar with the email. “Without getting into lengthy specifics the communication between our two sides has stalled. “As this project is too important, I am hereby requesting your assistance. I respectfully request someone, preferably you, contact me so that I might discuss the specifics as well as arranging meetings with the appropriate individuals.” The email is the most direct interaction yet documented of a top Trump aide and a similarly

Ugly female moths have developed a way to boost their odds of snagging a mate. They hang out with more attractive moths, according to new research, Science magazine reports. Moths judge attractiveness based on scent, so researchers bred two strains of tobacco budworm moth in a lab, one of sexy smellers and one of stinkers. Then they split them off into pairs. Pairs of attractive females nearly always snagged mates; pairs of unattractive females never did. Korea fires 3 missiles Japan alerts Hokkaido residents to take cover after 1 flies over island ASIA AND PACIFIC North Korea launched three ballistic missiles Tuesday morning and at least one of them flew over the northern Japanese island of Hokkaido, public broadcaster NHK of Japan reported. The government issued an alert for residents in some prefectures to take cover. Although North Korea sent a missile over Japan once before

— in 1998 — this launch comes at a time of heightened tensions. Pyongyang has been threatening to fire a missile over Japan and into the waters around the American territory of Guam. “We’ll make the utmost effort to protect the public,” Japanese Prime Minister Shinzo Abe told reporters Tuesday morning. POLITICS President Trump is reviving a program that provides local police departments with surplus military equipment, such as highcaliber weapons, despite past concerns that armored vehicles and other gear were inflaming confrontations with protesters. Attorney General Jeff Sessions announced the program to roaring applause Monday at a national convention in Washington of the Fraternal Order of Police. The plan will “send a strong message that we will not allow criminal activity, violence and lawlessness to become a new normal,” Sessions said. The directive signed by Trump Monday repeals an Obama-era executive order from 2015 that

HARVEY Rain pelted Houston anew Monday as emergency teams — aided by a growing contingent of citizen-rescuers — plunged into waist-deep water seeking people stranded by devastating, historic flooding in the wake of Hurricane Harvey. Officials in Texas said Monday afternoon that at least eight people appear to have died as a result of the storm battering the state. That toll includes six people in Harris County, home to Houston; one person in Rockport, near where Harvey made landfall; and another person in La Marque, near Galveston. Authorities expect the toll to rise as rescue efforts continue and more rain, rising rivers and surging floodwaters pummel the Gulf Coast. Forecasters say up to 20 inches of additional rain could fall on parts of Texas and Louisiana by Thursday, with as much as 50 inches of overall rainfall in some parts of Texas. Harvey will likely affect the South Texas economy for months. Mark Zandi, chief economist at Moody’s Analytics, predicted that the region’s economic output will be cut about 1 percent, or $7 billion to $8 billion. Property damage from Harvey will likely be counted in the tens of billions of dollars. Damage from flooding will far outstrip wind damage, said analysts for Risk Management Solutions, which makes forecasts for insurance companies. Oil prices are expected to spike over the next week as about 10 refineries representing more than 15 percent of the nation’s refining capacity are shut down. Nearly 3 billion barrels of the 18 billion U.S. daily capacity have been knocked out. In the shipping industry, all major ports in the Houston and Corpus Christi areas remained closed Monday and might not open for days. Several large container ships that were headed to Houston anchored off Mexico or Louisiana to wait out the storm. Miles away, on Houston’s northeast side, a photo emerged showing four children asleep on a counter in a flooded kitchen, including a little girl reportedly on a ventilator. “Still trying to get a water rescue,” the message said. “Please send some help quick.” Each heartbreaking story — shared widely on Facebook, Instagram and Twitter as floodwaters swelled — offered some variation of the same message as Tropical Storm Harvey unleashed chaos across Houston: “Here’s my address — Please send help!” When social media was in its infancy, Americans watched in horror as Hurricane Katrina

Between Saturday night and Sunday morning, Twitter accounts normally reserved for photos of kids, dinner recipes and celebrity gossip were suddenly transformed into lifelines capturing people’s efforts to stay alive. “I have 2 children with me and the water is swallowing us up,” Maritza Ritz Willis tweeted in the early morning hours Sunday, along with her address. “911 is not responding!!!!!!” A little over an hour later, she had been saved. “The children and I are safe,” she tweeted. “Thank you everyone and thank you Facebook!!!!!! The miracles of social media. Forever grateful!!!” Many of the city’s local celebrities with hundreds of thousands of followers — such as rappers Paul Wall and Kirko Bangz — tried reposting pleas for help on their social media feeds in hopes of drawing rescuers’ attention, a tactic known as a “signal boost.” Houston Police Chief Art Acevedo instructed residents to continue using official channels to ask for help, but many social media users complained they couldn’t get through. The Facebook group “Hurricane Harvey Helping Hands” has multiple examples of homegrown rescuers posting photos of their boats and trucks along with their phone numbers. Taylor wore a T-shirt under his uniform Sunday that said, “Anthony Is My Favorite Player,” with a big picture of third baseman Anthony Rendon’s face in the middle. Why? “He’s everybody’s favorite player, isn’t he?” Taylor said, straightfaced but with a sly smile. Wake up and watch Rendon. That’s what the T-shirt really means. He wasn’t one of the five players Washington sent to the All-Star Game, but there’s no better player on the Nats, not Max Scherzer or Bryce Harper. Nose tackle Taylor out for the season REDSKINS Washington’s defense suffered a blow Monday when the team learned that nose tackle Phil Taylor will miss the season after tearing his left quadriceps in Sunday’s third preseason game, two people with knowledge of the situation confirmed. Taylor will require surgery. A first-round pick out of Baylor in 2011, Taylor (6 feet 3, 343 pounds) hadn’t played a game since 2014. He spent the first four seasons of his career with the Browns. But he missed much of the 2014 season with a right knee injury that required surgery. After setbacks in 2015 and 2016, Taylor signed a non-guaranteed deal with the Redskins. After entering spring practices as the third nose tackle, behind Joey Mbu and A.J. Francis,

Make mornings count There are a few steps you can take to make that early workout routine a reality WELLNESS You’d probably love to be one of those people who consistently exercise after work. But life gets in the way, and your daily fitness routine goes out the window. A morning workout routine seem like an obvious answer, but how do you actually do it?

Sleep is your friend Yes, you can turn yourself into an early riser. But not overnight. “You have to adjust gradually,” says Dianne Augelli, a fellow of the American Academy of Sleep Medicine. “The body can take an hour or less of [sleep schedule] change,” Augelli says. If you normally go to sleep at midnight and get up at 8 a.m., you will not feel rested if you suddenly switch your bedtime to 9 p.m. and get up at 5 a.m. (The American Sleep Association recommends seven to nine hours of sleep per night.) You probably won’t be able to

make yourself go to sleep that early anyway, Augelli says. Instead, change your sleep schedule by 30 minutes at a time, Augelli says. Start going to sleep at 11:30 p.m. and getting up at 7:30 a.m. Do that for about a week and then roll back another 30 minutes. Repeat until you land at your desired wake-up time without needing an afternoon nap.

Even if you wake up rested, how do you get motivated to go to a class or out for a run? Do something you enjoy. Melissa Westman-Cherry, 46, a D.C. resident and daily gymgoer, says that when she started working out a little over a decade ago, she chose Zumba classes: She needed a class that felt playful in addition to being physically strenuous. “It was a really fun class, and it got me into a routine,” she says.

Accountability and peer support can also help, says Leslie Swift, 48, a daily exerciser in the D.C. area. “If other people can get themselves out of bed, then so can I,” she says. Her other motivators: that first energizing cup of coffee, with just enough milk to give her fuel for the workout, and the high she feels during and after a workout. Hollywood confronts the Trump times MOVIES Movies take years to make, but many of this fall’s films may feel preternaturally programmed for the Trump era. While some have been in development for more than a decade, others have been fast-tracked since the election. Soon, moviegoers will have no shortage of films offering timely reflections on America. Writer-director Peter Landesman found himself making a film about the FBI battling White House interference while a curiously similar conflict played out between President Trump, the FBI and its former director James Comey. “Mark Felt: The Man Who Brought Down the White House,” out Sept. 29, tells the story of Felt (Liam Neeson), the legendary Watergate source known as Deep Throat, who was the No. 2 official at the FBI during the scandal. It’s been in the works since 2005. “This movie could have been made 10 years ago or five years ago,” says Landesman. “The fact that it’s coming out this year has a supernatural rel relevance.” ellev evan a ce.
