THE DISTRICT At first glance, you might not notice. There’s the tangerinetinted skin. The buttercream half-bouffant. The long, red tie. Everything looks like standardissue Trump caricature — till you get to the teeth. They jut out like a rodent’s, as if for chewing up opponents or gnawing on one’s own political tail. This, standing 15 feet tall and puffed out by hot air, is Trump Rat. And he made his Washington debut Tuesday on the green of Dupont Circle — part of a twoday engagement a short hop north of the White House. This political cartoon in balloon form might look like one of those oversized, inflatable rats that unions bring to protests, but “Trump Rat was custom made,” the artwork’s co-creator says, “from the ground up.” That creator, John Post Lee, is a New York gallery owner who

was moved to help manufacture Trump Rat shortly after the president’s victory last November. “Probably,” Lee says of the timing, “when my Ambien prescription ran out.” Two weeks ago, Trump Rat made its debut near Trump Tower, drawing much vocal support, Lee says, as well as some colorful personal insults. That event led to a New York chapter of the ACLU putting Lee in touch with the National Park Service, and the gallery owner

A third corpse flower plant bloomed Monday at the U.S. Botanic Garden, making three blooms of the exotic and smelly plant in little more than a week, a coincidence that the garden staff considered to be extremely unusual. Garden officials said they thought it was the first time in North America that any place exhibiting the plants had three blooming at the same time. The first of the three reached full bloom on Aug 20. Corpse flowers only hold their blooms for up to 36 hours before collapsing. (TWP)

CHARLOTTESVILLE, VA. The Charlottesville City Council will take the unusual step today of holding a closed-door session to “discuss the performance and discipline of an elected official,” a sign that the fallout from the way the city handled the Aug. 12 white supremacist rally continues to roil the city’s leadership. Charges and countercharges have flown about whether the city was prepared for the rally that eventually led to three deaths and who was to blame for a plan that left police officers either reluctant or unable to respond as violent clashes broke out between rallygoers and protesters. A leaked memo from the city council to City Manager Maurice Jones last week questioned many aspects of how he and Police Chief Al Thomas handled the rally. Jones’ response provided an inside look at just how strained the relationship has become among those responsible for the city’s operation and safety. City council members contacted would not identify the official who will be the focus of their meeting. But there has been criticism leveled by community leaders and others about

the way Mayor Michael Signer, a Democrat elected in 2016, dealt with the rally and its aftermath. The five-member council, on which Signer also serves, has the power to punish one of its own members “for disorderly conduct by a fine not exceeding three hundred dollars,” according to the Charlottesville City Code. The council can also by a two-thirds vote “expel a member of its own body for malfeasance or misfeasance in office.” In the memo to Jones leaked last week, city council members asked the city manager to explain why he wasn’t more aggressive in pursuing an alternate location for the rally and why more restrictions weren’t placed on rallygoers to make the event safer, among other charges.

In his point-by-point response to the council’s memo, Jones rebutted every charge that had been leveled against him and Thomas. Jones said he had pushed to move the rally to another location — which triggered a legal challenge by the protesters. The sharpest response Jones made in his rebuttal was to complaints by Signer that he had not been allowed in the city’s command center to monitor events. “On two separate occasions during the height of the crisis, the Mayor threatened my job and that of the police chief because of our concerns about allowing him to be part of the command center,” Jones wrote. “He said, ‘You work for me,’ and I replied that ‘I worked for the City Council.’ ” JOE HEIM (THE WASHINGTON POST)

Bethesda school bans Redskins gear A private school in North Bethesda has banned its students from wearing anything with the Washington Redskins name or logo on it. Officials at Green Acres School told parents last week that the school won’t allow children “to wear clothing that disparages a race of people,” Bethesda Magazine reports. A letter to parents posted on the school’s website stated, “The term ‘Redskin’ is a racial slur. Its use, whether intentional or not, can be deeply insulting and offensive.” Head of School Neal M. Brown told the magazine that the school, which teaches grades three through eight, hasn’t heard any negative feedback from parents since the announcement was made Friday. (EXPRESS)

Suspect wanted for firing gun at NW Metro station D.C. police were searching for a man who fired at least one round from a gun down a Metro escalator in Columbia Heights in midday, according to authorities and surveillance video made public Monday. Three medical marijuana growers get the final OK Regulators have given final approval to three more medical marijuana growers in Maryland. The Maryland Medical Cannabis Commission also granted final approval Monday to two processing companies. The commission extended a deadline for another 10 companies that were supposed to have final background checks and inspections done within one year of getting preliminary approval. THE DISTRICT Jeffrey Herbst, president and chief executive of the Newseum, stepped down suddenly on Monday as the museum’s board announced a full-blown review of its long-troubled finances. The review could result in the sale of the landmark building on Pennsylvania Avenue, according to a statement from the Freedom Forum, the creator and primary benefactor of the Newseum. The Newseum will remain open while the financial review takes place, the statement said. One of Washington’s most popular museums, the Newseum is devoted to free expression and the First Amendment. The museum moved from Arlington to D.C. in 2008. Over the past 20 years, the statement said, the Freedom Forum has provided

more than $500 million to build and fund the Newseum. A depiction of a hooded Ku Klux Klan member wearing a suit with a Confederate flag was found Sunday taped to the front door of Greater Praise Temple Ministries. Like an atmospheric bully, Hurricane Harvey settled its big butt over the Texas Gulf Coast, causing epic rains, floods and misery — before inflicting more grief on Louisiana. But a welcome counterpoint to the destruction is the human response, the legion of selfless volunteers, charitable organizations and regular folks helping residents survive. Government workers at all levels, including more than 8,600 federal employees as of Tuesday morning, are directly involved with the disaster. About two dozen federal offices have responded, from the Federal Emergency Management Agency (FEMA), which is taking the lead with more than 2,500 staffers, to AmeriCorps, which sent over 225 people for food and shelter operations and debris removal. The U.S. Coast Guard “has over 420 personnel conducting operations in South Texas,” FEMA reported on Monday. “The Coast Guard had confirmed rescues of 2,000 multiperson cases in the Houston and Galveston area, with 16 helicopters in the air and eight

rescue and recovery missions. National Emergency Medical Services has a contract for 100 ambulances and 15 air ambulances. Mobile Emergency Response Support personnel are providing voice, video and information services. FEMA said it set up Incident Support Bases (ISB) at locations in Texas and Louisiana “to ensure supplies including water, meals, blankets and other resources are closer to affected areas.” As of Tuesday morning, FEMA had provided

Texans more than 306,000 meals and over 687,000 liters of water. The Federal Employees’ Group Life Insurance (FEGLI) program held one of its rare open seasons last September, but coverage elections were delayed by a year, essentially to prevent those with a condition threatening their life in a short time from boosting their benefits. Employees could newly enroll in the program for “basic” coverage worth about their annual salary and could choose or increase optional coverage worth up to about five times more, plus coverage for family members. The Office of Personnel Management recently told agencies to remind their employees that any choices they made, along with the related changes in premiums, begin with the first biweekly pay period of October (payroll cycles differ among agencies). Also, it said, employees should check their later pay statements for that period to be sure their choices did take effect — and to ensure they didn’t accidentally cancel existing coverage while choosing new coverage. Korea launch calibrated for ‘mischief’ Missile fired over Japan sends defiant message, stops short of ‘red line’ NATIONAL SECURITY North Korea’s latest missile launch seemed designed to wreak just the right amount of havoc: enough for Kim Jong Un to show that he wouldn’t be cowed, but not so much as to invite American “fire and fury.” The missile launched early Tuesday appeared to be a Hwasong-12, the intermediate-range ballistic missile that North Korea has been threatening to shoot into the waters near the U.S. territory of Guam. But North Korea didn’t shoot it southeast toward Guam. Instead, it lobbed the missile in

a northeasterly direction, over Japan and into the Pacific Ocean. It was, as Stephan Haggard, a political scientist and Korea expert at the University of California at San Diego described it, “perfectly calibrated to create political mischief.” “The launch shows how Kim Jong Un is weirdly conservative, calibrating tests so that they are difficult to counter, flying just beneath the radar of a required kinetic response,” Haggard said. This enabled the North to send a strong political signal and to glean valuable technical data on its rapidly advancing missile program, without overtly crossing a “red line” and spurring the U.S. into action, analysts said. Taro Kono, Japan’s foreign minister, acknowledged as much.

“If North Korea had launched the missile to the south, the U.S. might have viewed it as a considerable provocation and responded accordingly,” Kono told reporters after the launch, as the government reeled. In Washington, President Trump warned that the North’s “threatening” actions will only increase its international isolation. “All options are on the table,” he said in a statement. North Korea fired rockets over the Japanese mainland in 1998 and 2009 — although it described them as satellite launch vehicles and gave Japan advance warning in the second case. Nursing home safety at risk HEALTH More than 1 in 4 cases of possible sexual and physical abuse against nursing home patients apparently went unreported to police, says a government audit that faults Medicare for failing to enforce a federal law requiring immediate notification. The Health and Human Services inspector general’s office issued an “early alert” Monday on preliminary findings from a large sampling of cases in 33 states. The results were sufficiently alarming that investigators say corrective action is needed now.

The audit is part of a larger ongoing probe, and additional findings are expected. The incidents spanned a two-year period from 2015 to 2016. In 38 of the total cases (28 percent), investigators could find no evidence in hospital records that the incident had been reported to local law enforcement, despite a federal law requiring prompt reporting by nursing homes, as well as similar state requirements. Starting today, some pizzas in Domino’s hometown of Ann Arbor, Mich., will arrive in a Ford Fusion outfitted with radars and a camera that Ford uses for autonomous testing. A Ford engineer will be at the wheel, but the front windows have been blacked out so customers won’t interact with the driver. Instead, people will have to come out of their homes and type a four-digit code into a keypad mounted on the car. That will open the rear window and let customers retrieve their order from a heated compartment. The compartment can carry up to four pizzas and five sides, Domino’s Pizza Inc. says. The experiment will help Domino’s understand how customers will interact with a self-driving car, says company president Russell Weiner. Will they want the car in their driveway or by the curb? Will they understand how to use the keypad? “The majority of our questions are about the last 50 feet of the delivery experience,” Weiner told reporters last week. HARVEY The remnants of deadly Hurricane Harvey menaced Texas and Louisiana alike on Tuesday, while a reservoir west of downtown Houston spilled over for the first time in its history due to record-shattering rainfall. Even as officials struggled to determine the storm’s true impact, its scope appeared to be staggering. As much as 30 percent of Harris County — which covers 1,777 square miles and is home to Houston, the country’s fourthlargest city — was underwater Tuesday, said Jeff Lindner, a meteorologist with the county’s flood control district. That geographic area is about equal to the combined square mileage of New York City and Chicago. President Trump arrived in Texas on Tuesday to survey the ongoing devastation, while storm clouds continued a drenching onslaught that has already dropped more than 3 feet of rain in some areas. Trump’s visit, following his pledge of swift action by the federal government to provide relief to states affected by Harvey, comes on the 12th anniversary of Hurricane Katrina making landfall in Louisiana. Yet even as Houston officials struggled to determine the extent of the tragedy, authorities said the storm had hit close to home for the first responders facing seemingly endless flooding. Houston Police Chief Art Acevedo said Tuesday that Sgt. Steve Perez, 60, a veteran officer, drowned Sunday while driving on duty in the floodwaters. “He laid down his life,” Acevedo said Tuesday. “He was a sweet, gentle public servant.” Perez had spent more than three decades with the Houston police, Acevedo said. POLITICS Eager to show he’s on the job and taking action, President Trump offered upbeat reassurances Tuesday to Texans who felt the wrath of Harvey, promising local residents, “We are going to get you back and operating immediately.” Starting his visit to Texas in wind-whipped but sunny Corpus Christi, Trump’s motorcade passed broken trees, knockeddown signs and fences askew as it made its way to a firehouse for a briefing with local officials. “This was of epic proportion,” the president declared as he pledged to provide model recovery assistance. “We want to do it better than ever before. We want to be looked at in five years, in 10 years from now as, ‘This is the way to do it.’ ” Afterward, Trump spoke to a crowd of hundreds of people gathered outside. “What a crowd. HARVEY As soon as Jordy Bloodsworth saw the images of Texans wading through Hurricane Harvey’s gushing floodwaters, he borrowed his buddy’s brand new Chevy truck, hitched his 18-foot fishing boat to the back and took off from Baton Rouge, La. Bloodsworth was just 12 years old when Hurricane Katrina destroyed his family’s home. What he gained, though, was a deep motivation to help his brethren in Texas during this week’s historic deluge. He’s part of a group that’s known as the “Cajun Navy.” It’s a volunteer online grass-roots effort that is part of an armada of private boats that have descended on the Houston area after authorities asked for help with search and rescue efforts. Painful memories of Hurricane Katrina run deep in what’s informally known as the “Cajun corridor,” between Texas and Louisiana. During Katrina, hundreds of Texans crossed the border to help rescue teams in New Orleans. Many families in Houston housed relatives and friends who were Katrina’s victims. ‘Despacito’ changed the Latin game MUSIC In music circles, the story of “Despacito” has been repeated so often that it’s starting to feel like a folk tale. Puerto Rican artists Luis Fonsi and Daddy Yankee released a reggaetonmeets-pop earworm so catchy that when Justin Bieber heard it in a nightclub in Colombia, he quickly asked to hop on the track. A dash of the Biebs proved to be the missing ingredient that would make “Despacito” into a viral music phenomenon. It steamrolled its way to becoming the first Spanish-language No. 1 on the Billboard Hot 100 since 1996’s “Macarena,” and reigned as the most-streamed song in Spotify history. The music video shattered YouTube records when it reached 3 billion views. The track’s success — paired with that of Colombian artist

Queens of the Stone Age, always on edge The band amplifies its roots on ‘Villains’ but is unwilling to settle down

MUSIC REVIEW After blasting out five albums in the first nine years of Queens of the Stone Age, Josh Homme has backed off in the last decade in a considered effort to make the band newly relevant to not just his fans but also himself. On “Villains,” only the band’s second album since 2007, Homme splices together rock swagger, dance swing, vocal androgyny and art-band weirdness into songs that can’t be easily pinned down. The renewal project actually began on the Queens’ 2013 album, “… Like Clockwork,” in which Homme explored some of the more vulnerable, personal and disquietingly fragile aspects of his songwriting in collaboration with producer James Lavelle, the mastermind of U.K. electronic innovators Unkle. With “Villains,” Homme enlists another unlikely sidekick from the U.K., Mark Ronson, whose production credits include Amy Winehouse and Bruno Mars. Though Ronson’s presence may alarm Queens fans, the producer leaves an imprint far more subtle than he did on his 2015 hit “Uptown Funk.” Instead, Ronson amplifies some of the less overtly rock elements that already exist in the Queens sound.

Cartoon monsters populate “Villains” — t here a re at least four namechecked in “UnReborn Again” alone. But the real monsters are ganging up inside Homme’s imagination — one rave-up is aptly titled “Head Like a Haunted House.” The music aims to loosen their grip. A few tracks work on a more straight-ahead plain: “The Way You Used to Do” busts loose with handclaps and a swinging guitar, the dance floor as sanctuary. “Fortress” reclaims some of the troubled tenderness that Homme explored on previous Queens albums. These songs serve an important purpose by presenting the Queens in a less complicated light, a palate cleanser between the more ambitious tracks.

The rest is more complex, with surprise-around-every-corner arrangements and Dean Fertita’s extraterrestrial keyboards, yet the stellar rhythm section anchored by drummer Jon Theodore ensures that things still rock. The album winds down with two of its finest moments. “The Evil Has Landed” pits Homme’s Led Zeppelin-like guitar riff against Theodore’s booming cymbal-free drums to create an unlikely dance rocker. “Here we go, get out of the way,” the singer declares. It drops into the underwater drone of “Villains of Circumstance,” in which Homme sounds adrift until he’s swept off in a storm cloud of guitars, strings and demented keyboards. It’s an appropriately off-kilter capper to an album that makes a virtue of its uneasiness.
