A suburban Phoenix woman found a 7-foot-long boa constrictor slithering near her trash can. Scottsdale, Ariz., firefighters were called Monday night to remove the snake, which they say was docile. This is the third snake to be found in the area. Two albino Burmese pythons were picked up in the same spot earlier this month. Firefighters suspect someone may be dropping off the apparently domesticated snakes. (AP)

A hazmat crew responding to a reported air contamination situation at a Rochester, N.Y., apartment building Monday found the cause was a microwaved hot pepper. A resident had reported an odor that was causing people to cough and have breathing difficulties, WHAM-TV reported. Responders said heating the pepper released the chemical capsaicin, which makes peppers spicy. The effect was much like pepper spray. (EXPRESS)

together in front of an audience. They’ve amassed a strong local following painting abstract and realistic pictures of President Barack Obama, civil rights leaders and most anything else. Born and raised in Chicago, Rebecca and Rachel Crouch moved to D.C. to attend Howard University in 2000. In 2011, Rebecca became the founding principal of Scholar Academies. In 2015, Rachel was named principal of Perry Street Preparatory Public Charter School.

“We’d be doing a mural and I’m like, we are not splitting this money down the middle.” REBECCA CROUCH, on her artistic life with her twin sister, Rachel Crouch. Rachel is very meticulous and realistic; Rebecca has a more freeform, abstract approach. Rebecca jokes that it takes twice as long for Rachel to paint.

“It’s different seeing your principal paint with her sister — I like it,” said 12-year-old Elijah Chase, a seventh-grader at Perry Street who said he didn’t know that his principal painted or had a twin sister before seeing them together at school last week. The sisters are calm and lighthearted, chatting with each other and their students. They’re emotive and believe that creating a positive and empowering culture for school staff is key to success. They both said they receive similar feedback in their evaluations: They’re effective at getting their staff onboard with their missions, but sometimes appear too casual and nonchalant. “Our leadership style is the exact same,” Rachel said. “The exact same,” Rebecca said. They went to a top public school in Chicago and didn’t become aware of the inequalities that exist within the school system until they did tutoring in college. “I didn’t know that there were other schools where kids couldn’t read and write,” Rachel said. “Then in college, I tutored at an elementary school, and I realized I could do something about it.” PERRY STEIN (THE WASHINGTON POST)

TRANSPORTATION SafeTrack, and the associated marketing pushes from Uber and Lyft, are changing the landscape of ride-hailing in the D.C. region. Since Metro launched its massive rebuilding program in June, the share of commuters relying on Uber and Lyft has spiked. Demand for Uber rides is up by 25 percent since SafeTrack’s launch, according to company figures provided at a briefing Monday. Lyft’s demand is up 15 percent, a company spokeswoman said. The ride-hailing firms have seen an accompanying jump in the proportion of riders using their discounted ride-splitting options — from 20 percent before SafeTrack to 1 in 4 now. The gains are welcome news for the companies, which made big marketing pushes focused on their lower-cost commuter options ahead of SafeTrack. Uber launched a $10 million initiative called “Pooling Together” that promised discounts of up to 80 percent on pooled rides, in addition to incentives for drivers targeting surge areas. Lyft slashed pooled ride fares by up to 75 percent. A review of Uber’s data shows how its efforts may have paid off: D.C. is adopting uberPOOL faster

Google joining the race Google is experimenting with its own ride-hailing business, according to The Wall Street Journal. The tech giant began using its navigation app Waze in May to connect riders around its California headquarters. Now, the Journal reports, Google will open up the pilot to all commuters in San Francisco this fall. The current pilot charges riders at most 54 cents a mile — far lower than most Uber and Lyft rides. (EXPRESS)

For Md., Va. riders, where’s the Wi-Fi? Metro’s new Wi-Fi pilot program is already getting pretty good reviews, at least when it comes to speed. But there’s a gripe: Why no Wi-Fi pilot at stations in Virginia or Maryland? Metro’s eventual goal is to extend the free Wi-Fi to all of the system’s 91 stations. But the 45day pilot is limited to six downtown locations. It turns out that the stations were chosen to provide a “representative mix of platform configurations, station layouts and passenger traffic volumes,” Metro spokeswoman Sherri Ly said. “Metro Center, Gallery Place, Union Station and L’Enfant Plaza are among the Metrorail system’s busiest stations,” Ly said. “Archives and Judiciary Square are typical of many underground single- and double-entrance stations.” (TWP)

The number of confirmed cases of hepatitis A that are connected to frozen strawberries used at Tropical Smoothie Cafe locations across Virginia, up from 28 cases less than a week ago, state health officials said. The Virginia Department of Health said in a news release Monday that about 55 percent of the infected residents have been hospitalized. All the potentially contaminated Egyptian-sourced berries were pulled from the 96 Tropical Smoothie Cafe locations in Virginia no later than Aug. 8 or Aug. 9. Officials say more cases could emerge. District police arrest two more suspects in robbery and shooting at Verizon Center McDonald’s this month

Gov. Larry Hogan has announced a $5 million study to explore a potential new Chesapeake Bay crossing. Hogan said Tuesday that the Maryland Transportation Authority Board voted last week for the Tier 1 National Environmental Policy Act study. The study will begin this fall and take up to four years to finish. It will identify the location of a crossing and possible funding options. Hogan says the study is needed because there is too much traffic that will only get worse on the Chesapeake Bay Bridge. (AP) VIRGINIA

Feds given time to weigh former governor’s case A federal appeals court has granted a request to put former Virginia Gov. Bob McDonnell’s case on hold for another three weeks. Federal prosecutors asked for more time to figure out the next steps in the Republican’s case after the U.S. Supreme Court overturned his corruption conviction in June. The court approved that request Monday, putting the case on hold until Sept. 19. McDonnell was convicted in 2014 of violating federal bribery law. (AP) VIRGINIA

Tech, William & Mary receive email threats Campus police at the College of William & Mary say someone on the campus received a threatening email that’s similar to threats emailed to people at Virginia Tech. Dozens of people at Virginia Tech got the threatening email Monday. Police said the message “included a threat to campus safety” but they did not elaborate. An alert from the head of the emergency management team at William & Mary says a similar email was sent to someone at William & Mary who has an affiliation with Virginia Tech. The threat was sent to that person’s Virginia Tech email address. (AP)

A new poll shows a former Virginia lawmaker who was jailed in a sex scandal involving a 17-year-old girl is the front-runner in the crowded race for Richmond mayor. The poll from Christopher Newport University says Joseph Morrissey has support from 28 percent of the city’s voters. Morrissey spent his days at the General Assembly last year and his nights in jail after he entered an Alford plea to a misdemeanor for contributing to the delinquency of a minor. In an Alford plea, a defendant acknowledges there is evidence for a conviction but doesn’t admit guilt. (AP)

Refugees have staged neardaily protests the past week. In one, women blocked a main highway to Maiduguri, the Borno state capital, for five hours, shouting that their children are starving and have no drinking water in 104-degree heat. Maiduguri is estimated to host

as many as 2 million refugees, but only a fraction stay in the camps because, as The Daily Trust newspaper reported Tuesday, “Most of the camps have become centers of hunger, malnutrition and communicable diseases.” In a separate, 110-bed feeding center, 10 to 25 percent of children are dying, said Doctors Without Borders spokeswoman Shaista Aziz. Most of the dying are from refugee camps, she said. Dozens of babies and children with matchstick limbs and protruding rib cages fill the tents of the feeding center, which was visited by The Associated Press. Families cannot leave the camps, “so they are completely reliant on food distributions,” said Dr. Natalie Roberts of

Your dog understands you better than you might think. Scientists in Hungary have found that dogs understand both the meaning of words and the intonation used to speak them. So even if you use an excited tone to tell Fido he’s going to the vet, he’ll likely see through you and be bummed about going. The findings mean dogs are more like humans than was known: They process language using the same regions of the brain as people, according to a paper published in Science. The researchers gently trained 13 family dogs (mostly golden retrievers and border collies) to sit still for brain scans. A trainer then spoke words of praise their owners used — “that’s it” and “well done” — and neutral words such as “yet” and “if.” Each dog heard each word in a neutral tone and a happy, atta-boy tone. Using the brain activity images, the scientists saw that the dogs processed the familiar words, regardless of intonation, in the left hemisphere, and the tone, or the emotion behind the word, in the auditory regions of the right hemisphere. Just like people do. A study co-author said the left hemisphere’s response to praise words didn’t prove a dog was comprehending meaning, but recognizing a word frequently addressed to him. ISIS’ spokesman is killed in Aleppo, group reports The Syrian al-Adnani led extremists’ efforts to attack the West SYRIA The Islamic State reported the death of its chief spokesman, Abu Muhammad al-Adnani, on Tuesday, potentially signaling the loss of a senior militant who steered the group’s campaign to bring violent operations to the West. If confirmed, Adnani’s death would damage ISIS in two areas that have made the terrorist organization particularly dangerous: its sophisticated use of social media to reach a global audience and its willingness to employ the crudest forms of violence in scattered

plots outside Iraq and Syria. It would be a significant blow at a time when the group is already fending off attacks from Western-backed forces on the ground and a two-year air campaign that has deprived it of territory and resources. In a tweet, the Amaq news agency, ISIS’ media arm, said Adnani was killed while inspecting troops in Aleppo, Syria. It did not say exactly when, where or how Adnani died. Aleppo is the name of the northern Syrian city that has been the site of years of fierce battles, and also of the province surrounding it. In a longer statement posted on Telegram, Amaq boasted of the group’s resilience and vowed

to avenge Adnani’s death. Adnani’s death has been rumored several times before. U.S. officials could not immediately confirm the report of Adnani’s death, but a senior defense official said that aircraft belonging to the U.S.-led coalition had targeted a “senior leader” from ISIS in Bab, a city in northern Aleppo province, on Tuesday. It was not clear whether that was Adnani. Adnani, whose real name is Taha Sobhi Falaha, is a Syrian who was born in the northern province of Idlib and is believed to be in his late 30s. He crossed the border and joined al-Qaeda in Iraq, a precursor to ISIS, after the 2003 U.S.-led invasion.

A radio telescope in Russia scanning the skies for alien life has picked up a “strong signal” from a sun-like star, HD164595, 94 light-years from Earth. Astronomers say the signal is strong enough to suggest the possibility of a nearby civilization. The star, a few billion years older than our sun, is known to have at least one planet. The discovery happened in May 2015 but was made public this week on the blog Centauri Dreams. Some experts have been skeptical, saying a message from aliens is unlikely. The amount the European Commission ruled Tuesday that Apple owes in back taxes after striking a sweetheart deal with Ireland that allowed the tech giant to underpay for more than a decade. Apple paid a tax rate of 1 percent or less on its European profits, according to the commission. Apple and the government of Ireland — where the company has long had a European base — said they would appeal the ruling. In case Apple loses, it has more than $200 billion in cash on hand. It’s not malarkey that Biden would be a hit. The vice president won’t have a day job in about five months and we all know he likes to party. Seriously, Biden on “DWTS” would be a ratings bonanza. Hell, if he wore the Aviators while dancing, it might explode the internet.

Christie is term-limited out of office in 2017 and, if Donald Trump is not our next president, he’ll be looking for something to do to repair his image. Besides, we know he’s got at least some dance moves from that Jimmy Fallon “Dad Dancing” segment that we can’t unsee.

Following her star turn at the Democratic National Convention last month, everyone was calling for the FLOTUS to run for president. But she seems uninterested in running. So what about dancing? The first lady would certainly be the contestant to beat.

The former president has kept a low profile since leaving the White House. But now that he’s almost a decade removed from the top job, why not do a turn on “DWTS”? Maybe he could set down his paintbrushes for a little bit and try on some dancing shoes. Laura would love it.

On the off chance Trump isn’t elected president, he’s the perfect fit. Worldwide celebrity? Check. Divisive public persona? Check. Reality show experience? Check. Just imagine the spats with the judges, or Trump bringing back his “Saturday Night Live” “Hotline Bling” moves.

Cory Haik, Mic’s chief strategy officer (and a former Washington Post employee), explained, “We wanted to get people’s attention” with the video. “I think you have to get in their face in some kind of way, make something that breaks out, which is really hard to do.” And “several thousand” people clicked through on the campaign’s link to register to vote, she said. As with any voting bloc, there’s a fine line between speaking directly to millennials’ interests and awkward, blatant pandering. Efforts to woo young voters picked up steam in 1992, when Bill Clinton became the first presidential candidate to appear on MTV, which launched a voting activism program, “Choose or Lose,” that same year. He talked about his first rock-and-roll experience, “going nuts over Elvis Presley,” while wearing what The New York Times called “an awful-looking flowered necktie.” Rock the Vote, meanwhile, had recently formed, and eventually found its signature formula: Line up a dizzying number of celebrities, drop them in front of a neutral background and have them name-drop the issues that will get people to vote. According to one study that tracked voting in the places Rock the Vote ads ran, they actually did increase turnout by a few percentage points. This election, Hillary Clinton’s youth outreach tactics have included snapping selfies with Kim Kardashian, selling T-shirts emblazoned with the word “Yaaas” and referencing Pokémon Go. When the hosts of a hip-hop morning radio show told her she was pandering, she asked, “Is it working?” Donald Trump seems less concerned with specifically targeting

POLITICS The video is filled with lewd innuendos, sly suggestions and incessant repetition of the number 69. It’s narrated by a young woman and man who keep saying things like “insert” and “on top” and “niiice.” They’re not talking about sex. They’re talking about voting. This is the premise of an actual public service announcement aimed at getting millennials to vote this year. Released this month from the news startup Mic, the ad is based on the premise that, according to the Pew Research Center, 69 million millennials and 69 million baby boomers are eligible to vote this year — hence, the excuse for some sex jokes. The #69TheVote campaign is Mic’s response to the historically abysmal turnout rates for young voters. It’s a problem that campaigns and civic organizations have been grappling with for decades. Despite the notable uptick in young voters when President Obama was first elected, less than 20 percent of people under 30 showed up to the polls for the 2014 midterm elections. It was the lowest youth turnout rate recorded in a federal election, according to CIRCLE, a Tufts University center on voting research. But many efforts to lure youngsters to the polls — with marketing campaigns that attempt to speak their language — have been memorably mortifying. “Come this November, just don’t blow it … unless you’re into that,” the narrators for that #69theVote PSA utter with what sounds like a wink and a smirk. One YouTube commenter wrote: “This doesn’t make voting look cooler. It just makes sex look worse.”

Surgeons want to transplant a human head Here’s the cast of characters: Valery Spiridonov, 31, a Russian who runs an educational software company from Moscow. Because he has WerdnigHoffmann disease, a genetic disorder that wastes muscles and motor neurons, he is physically capable of little beyond feeding himself, steering his wheelchair with a joystick and typing. The disease is usually fatal; doctors expected him to be dead by now. Xiaoping Ren, 55, a Chinese surgeon who was on the team that performed the first successful hand transplant. Sergio Canavero, 51, an Italian neurosurgeon who has written dozens of respected scientific papers. In 2013, he announced he wanted to try to transplant a human head. You see where this is going, right? Canavero and Ren want to perform the world’s first head transplant, and Spiridonov has volunteered to provide the head. Canavero said the transplant could happen as early as 2017 and has a “90 percent plus” chance of success. It would require 80 surgeons, cost tens of millions of dollars and involve the use of a scalpel with a diamond blade, The Atlantic reported. Many scientists have derided the project as “junk science” that raises false hopes. One says that if Spiridonov dies — a not-unlikely outcome — the doctors should be prosecuted for murder. There’s no pressure in a preseason finale, so coach Jay Gruden and offensive coordinator Sean McVay could choose to reveal something from deep in the playbook. It wouldn’t be a trick play — those are saved for games that count — but rather a few emergency passes, which would be tailored to specific personnel in the event that injuries require the team to play backup receivers and quarterbacks. Gruden isn’t one to just run the ball 40 times, even in games that don’t count. He could try some decoy plays like former Redskins coach Norv Turner did, calling dummy plays the team doesn’t intend on using but that opponents would have to waste time scouting.

Third-string quarterback Nate Sudfeld gets the entire game to prove he’s worth keeping on the roster. The Redskins don’t want to put Sudfeld on the practice squad for fear he won’t clear waivers. The 6-foot-6 rookie from Indiana isn’t nearly ready to start, but he has shown flashes of talent during the preseason, most notably a game-winning 18-yard touchdown pass against the Jets. He has tremendously improved his mechanics and decision-making since offseason camps and may one day start somewhere in the NFL. The closest Redskins comparison is Sage Rosenfels, a 6-foot-4 passer Washington chose in the fourth round of the 2001 NFL draft.

Unlike teammates on other units, most special teamers are still playing in the fourth preseason game. Maybe it’s time for Gruden to see how kickoff coverage has improved rather than telling Dustin Hopkins to simply boom the ball through the back of the end zone. Instead of letting opponents start on their own 25-yard line, perhaps the Redskins could alter field position by trying to cover a returnable kick. Gruden has been too conservative over the preseason, but who can blame him after the team surrendered a 101-yard touchdown return to Atlanta? The scoop on co-ops Why you shouldn’t rule out these building types when house hunting around D.C. HOME BUYING If you’ve been in the market for a home in the Washington area, chances are you have run across some listings for co-ops. It’s also possible that, like many people, you may not be exactly sure what a co-op is — which may have turned you away from considering them. A co-op, or housing cooperative, is a residential building that’s owned by a cooperative corporation, which is usually nonprofit. The corporation also owns the land, residential units and all common areas. When you buy a co-op, you’re not purchasing your individual unit — you’re buying shares of the corporation. Your ownership stake gives you leasing privileges letting you occupy a specific unit in the building, as well as membership in the co-op association. The shares you own rise in value along with the housing market. Co-ops used to be a bit of a tough sell in Washington. For one thing, lenders were reluctant to approve financing because

co-ops require something known as a “share loan” instead of a traditional mortgage. The market has opened up, though, and the money to finance co-ops is now available and attainable. Co-op owners must pay a “maintenance fee” to the association, similar to condo fees. Co-op fees tend to be higher, though, because they include a share of the mortgage and property taxes on the building, as well as maintenance, amenities and sometimes utilities. Still, there are some financial advantages to the extra cost. The owner’s proportionate share of mortgage interest and property taxes is usually tax-deductible, which helps offset the higher fee. And co-op owners don’t receive a separate property tax bill. Also of note is that, in Washington, property taxes on co-ops are assessed on a smaller percentage of their appraised value than condos. Another thing that makes co-ops unique is their ownership restrictions. Prospective buyers must be interviewed and

And while you may have heard horror stories about co-op board approvals, the vast majority of D.C. co-ops are not overly restrictive, and the process is painless. Like any other form of housing, there are pros and cons to owning a co-op. Before you make a decision, it’s a good idea to check with a financial adviser to see which housing option makes the most sense for you and your future goals. The rules go on to say that large rugs that cover the majority of a hardwood floor area are acceptable. I recently purchased my unit and installed hardwood floors in my condominium. One of my neighbors, a board member, interprets the rules as allowing the hardwood floors and rugs, with the rugs covering over 50 percent of the area. My downstairs neighbors constantly complain about noise

from my unit. I recently made a printout of my floor plan showing my rugs and computed the area of coverage, which came out to about 65 percent. My downstairs neighbor is making this into a compliance issue so she can have the homeowners’ association pay attorney fees and come after me. How do I make sure that they see that this is not a compliance issue but an issue between two homeowners, so she doesn’t have the protection and deep pockets of the board? A. Frequently, the main complaint downstairs owners have about hardwood floor owners above is the noise the upstairs

Who gets to dish it out? When chefs leave their restaurants, the fate of their signature dishes can be a mess CHEFS When Yona opened last November, chef Jonah Kim unveiled what would become his signature dish: the uni waffle. Topped with sea urchin, taramasalata and caviar, it created buzz as the most photographed item at the Ballston restaurant, a partnership between Kim and Mike Isabella. But when Kim left the restaurant recently, the uni waffle disappeared from the menu. The dish’s sudden departure raises an issue common across restaurants: When chefs leave, what becomes of their recipes? The partners at Yona have remained tight-lipped about their split, so what happened in that case remains unclear. In other breakups, the answer has depended on the business relationship between the restaurant owner and the chef. In partnerships, contracts can determine what would happen to dishes and recipes if the relationship fails. According to Robert Lannan, a Washington lawyer who specializes in hospitality, those issues are better

“addressed on the front end rather than the back end.” Leave things up in the air, and once a schism happens, those things can get thorny. Contracts often rely on general language regarding “signature dishes” or “unique concepts,” Lannan said, because of the fact that recipes can’t usually be patented. But having a written agreement doesn’t always ensure a split will go smoothly. After chef Erik Bruner-Yang left Toki Underground in March, he opened a stall serving ramen at Whole Foods in Foggy Bottom. That didn’t sit well with his former partners, who claimed in a letter filed in D.C. Superior Court that Bruner-Yang violated a non-compete clause in Toki’s operating agreement by serving “food items similar in nature to the menu at Toki.” They argued that Bruner-Yang was doing the same thing at Maketto, the chef’s coffee shop, retail store and restaurant mashup on H Street NE. Bruner-Yang responded by filing a lawsuit in June, in part

No name, no gain A restaurant departure can be a little different for chefs who aren’t celebrities — in those cases, it’s often the owner who seeks to protect recipes. “The main people that put the money up are going to want to protect the name of the restaurant and the intellectual property,” said Brian Wolken, who took over Campono in the Watergate with his wife, chef Tracy O’Grady. If a chef ends up leaving in that scenario, Wolken said, then the recipes will likely stay with the restaurant. (TWP)

Marjorie Meek-Bradley, the executive chef of Ripple and Roofers Union, has never signed a contract that references her recipes. But the way she views it is that, as a chef, her dishes belong to the restaurant. “Anything I develop somewhere, that

was a dish for that restaurant,” said Meek-Bradley, who worked with Isabella at Graffiato and Jose Andres’ Zaytinya. “If they want to hang onto it, that’s fine.” In fact, she might be a little disappointed, if, say, she were to ever leave Roofers Union only to see her popular fried chicken sandwich nixed from the menu. And even if a dish remains after a chef’s departure, chances are the new talent will make some tweaks. Blue Duck Tavern’s roasted bone marrow appetizer, for example, came onto the menu thanks to its opening chef. Since then, several others have come through, each putting their own spin on the dish. When chefs leave, “recipes tend to stay and get passed on,” Joseph Cerione, Blue Duck Tavern’s general manager, said. At Yona, that’s certainly the case for some of the menu. Chef Fukushima has developed ramen with tare, or bases, of shoyu (dark soy sauce), shio (salt) and miso (fermented soybean paste). The noodles are the same as Daikaya’s, as is the technique of wok-frying toppings. The twists: the shio’s delicate hint of seafood; the shoyu’s light, citruslike freshness; and the miso’s gentle, nutty flavor of sesame seeds. Additionally, the menu features a variety of kozara, essentially small plates, labeled as “nibblings.” Options include a pea Caesar (“pea-sar”) salad, mapo tofu poutine, crab rangoon and smashed cucumber salad. MUSIC Britney Spears’ performance Sunday at the MTV Video Music Awards was intended as the third prong of a successful comeback that would include her hit Vegas show and a solid new album, “Glory,” which dropped Friday. Her performance of “Make Me…” wasn’t awful — she seemed competent and aware — it was just … wrong. Awkward. Dutiful. Old-fashioned. It was as if the 34-year-old’s understanding of pop showmanship ended sometime in 2005, which maybe it did, and no one had told her. “Glory,” however, is the musical version of a 3 a.m. booty call. It’s a chocolate sampler box of beats and styles, many of them EDM-related: There’s wistful, wind-down electro pop (the excellent “Man on the Moon”), stuttery and ambitious club pop (“Better”), vintage R&B (“What You Need”). “Glory” is fizzy and enjoyable — but then, it didn’t need to do much, except meet basic levels of competence, and not be 2013’s “Britney Jean.” Spears needed only to seem present, which she

Cops eventually search Brown’s L.A. mansion Los Angeles police searched the home of Chris Brown on Tuesday, following a nearly 10-hour standoff. TMZ was first to report that police responded after a woman called 911 to report that Brown had threatened her with a gun. TMZ reported that shortly after police arrived at the home, Brown threw a duffel bag out the window, which authorities retrieved, containing weapons and drugs. Meanwhile, Brown took to Instagram to post videos in which he railed against the police and the media and declared his innocence. Police said Tuesday afternoon that none of the half-dozen people escorted from the home, including Brown, had been arrested. (AP/THE WASHINGTON POST/EXPRESS)

Jesse Helt, the formerly homeless man who accepted the MTV Video Music award for video of the year on behalf of Miley Cyrus in 2014, is selling the trophy on eBay. TMZ reported that Helt, who spoke onstage about the plight of homeless youth, now has an apartment in Los Angeles and is expecting a baby soon. He has started the bidding for the Moonman trophy at $10,000, but there’s an option to buy it outright for $15,000. (EXPRESS)
