A monkey in India became a hero to some Sunday after it stole money out of a house and started handing it out to people, the BBC reported. The monkey snuck into a house looking for food, and instead found 10,000 rupees (worth about $165). The simian started tossing the money off of a tin roof, attracting the attention of passersby, before moving onto a tree while continuing to distribute the “stolen” goods. (EXPRESS)

At the invitation of a union representing hotel employees, Bowser spent Tuesday cleaning rooms at the Marriott Marquis as photographers and reporters watched. “Those duvets are hard,” Bowser said as she struggled with a comforter. D.C. says it did all it could Report finds that city agencies couldn’t have saved Relisha Rudd

THE DISTRICT D.C. agencies that had contact with 8-year-old Relisha Rudd before she vanished in March with a janitor from a homeless shelter could not have prevented her disappearance, a review by the District released Tuesday found. But the summary notes several breakdowns in communication and recommends numerous improvements to strengthen communication between the school system and child welfare and social agencies. Still, Abigail Smith, the deputy mayor for education, said that had all the new recommendations been in place, it would not have saved Relisha. She remains missing though police fear her dead. The janitor, Khalil Tatum, 51, was found dead of an apparent self-inflicted gunshot wound in early March.

A year after shooting, family sues Last year, John Geer was shot dead by a Fairfax County police officer, unarmed with his hands up in the front doorway of his home. On Tuesday, Geer’s longtime partner sued the police department, the chief and three officers for gross negligence. The family is seeking $12 million, but also “to get answers,” said Maura Harrington, Geer’s partner of 24 years. The shooting

Geer, 46, was distraught that Harrington, the mother of his two children, had decided to leave him. She called 911 (a call-taker asked if Geer had a firearm, and she said hunting guns were locked in a safe.) Officers arrived and spoke to Geer while he was inside with his arms up.

When Geer slowly started lowering his arms after nearly 50 minutes, a cop shot him once in the chest. Geer’s father and a friend were at the scene and pleaded for police to help, but no one went in for an hour. By the time officers broke the door down, Geer had bled to death.

For a year, local police and federal investigators have not released any public information about the case: No ruling on whether the shooting was justified, no explanation of why it happened, no names of the officers involved.

Where is the outrage? There has been no public uproar, no protests over the shooting, in part because his family trusted the justice system to do its job, they said. Harrington is now speaking publicly for the first time. TOM JACKMAN (THE WASHINGTON POST)

Another American doctor infected with Ebola virus

Dozens of teens bust out of juvenile detention center

A U.S. airstrike in Somalia killed at least six members of the Islamic extremist group al-Shabab, possibly including its leader who was in a car that was hit. Al-Shabab’s top leader, Ahmed Abdi Godane, was in one of two vehicles hit Monday night by a U.S. military strike, a commander of the Somali Islamic extremist group said Tuesday, but he would not say if Godane was among the six militants killed. The Pentagon confirmed he was the target of the strike. Al-Shabab gained international notoriety a year ago this month when it attacked the upscale Westgate Mall in Nairobi, Kenya, killing at least 67 people. (AP)

A missionary organization in Liberia announced Tuesday that another American doctor has become infected with Ebola. The doctor, who was not treating Ebola patients, was not immediately identified. Meanwhile, the international group Doctors Without Borders warned Tuesday that the world is losing the battle against Ebola and lamented that treatment centers in West Africa have been “reduced to places where people go to die alone” as authorities race to contain the disease. Doctors Without Borders President Joanne Liu said her organization is completely overwhelmed by the virus in four African countries. (AP)

Dozens of teens broke out of a Tennessee youth detention facility late Monday, and after an overnight search, police were still hunting Tuesday for several of the escapees who remained at large. The security breach happened at the Woodland Hills Youth Development Center in Nashville around 11 p.m. Monday, about the same time guards at the jail were changing shifts. Police believe that a total of 32 teens, all between the ages of 14 and 17, escaped their rooms and kicked down a panel underneath a window to escape the building. They then slipped under a weak spot in the chain-link perimeter fence and fled. (THE WASHINGTON POST)

NOVOKATERYNIVKA, UKRAINE The ferocity of the attack on the fleeing Ukrainian troops was clear, days after the ambush by Russian-backed separatist forces. More than 30 military vehicles lay in charred piles Tuesday. Villagers said dozens were killed, and some remained unburied. Study questions effect of double mastectomies

MARIAM KUKUNASHVILI, founder of the New Life surrogacy clinic in Thailand, which worked with Mitsutoki Shigeta

At an August news conference, Thai police showed photos of some of the surrogate babies born to a Japanese man.

Who ran the study? The study was published Tuesday in this week’s Journal of the American Medical Association. The study involved nearly 200,000 California women treated for cancer in one breast and followed for several years afterward.

1 man. 16 kids. A big surrogacy scandal.

What did the results indicate? Ten-year survival rates were nearly identical — roughly 82 percent — for women who had lumpectomies to remove the tumor plus radiation, and for those who had double mastectomies. How common was each procedure? In the study, a little more than half of the women had lumpectomy treatment. The number who had double mastectomies increased substantially to 12 percent between 1998 and 2011.

SAKCHAI LALIT (AP)

Removing both breasts to treat cancer affecting only one side doesn’t boost survival chances for most women, compared with surgery that removes just the tumor, a study suggests. The results raise concerns about riskier operations that are become increasingly common. LINDSEY TANNER (AP)

A 24-year-old is under investigation; he says he just wanted a large family BANGKOK When Wassana, a young Thai woman from the slums, saw an online ad seeking surrogate mothers, it seemed like a lifealtering deal: $10,000 to help a foreign couple who wanted a child but couldn’t conceive. In reality, there was no couple. There was instead a young man from Japan named Mitsutoki Shigeta. Reportedly the son of a Japanese billionaire, Shigeta made surrogate babies with 10 other Thai women, police say, spending more than half a million dollars to father at least

What do the results mean? The results confirm what many doctors have suspected, said Dr. Len Lichtenfeld, deputy chief medical officer of the American Cancer Society. “There’s no guarantee that by having the second breast removed that you will do better,” said Lichtenfeld, who had no role in the research.

1-800-FLOWERS to buy Harry & David for $142.5M

16 babies for reasons still unclear. He has become the focal point of a scandal over commercial surrogacy. The industry has thrived on semi-secrecy and legal loopholes, and Thailand’s government is vowing to shut it down. Shigeta is being investigated for human trafficking and child exploitation, but Thai police say they haven’t found evidence of either. The 24-year-old has said through a lawyer that he simply wanted a big family. He has not been charged with any crime and is trying to get his children back — 12 are currently

being cared for by Thai social services. His whereabouts are unknown; he left Bangkok after police raided his condominium Aug. 5 and discovered nine babies with nine nannies. Police say he sent DNA samples from Japan that prove he is the babies’ father. Wassana was the first woman Shigeta paid to bear his child. “The agent told me it was for a foreign couple,” she says. In a country where deference to authority is expected, especially for poor women, she didn’t probe. Two months after giving birth, she met Shigeta for the first time

at the New Life fertility clinic, which had posted the Internet ad. His lawyer accompanied him to the meeting, where he and Wassana signed a document granting him sole custody. “He didn’t say anything to me,” she says. “His lawyer did the talking.” A month later, the lawyer told her to go to the Juvenile and Family Court to finalize the custody transfer. Under Thai law, a woman who gives birth is the legal mother, and, if she is married, her husband is the legal father. A court approval is required to transfer custody, which experts say often involves perjury. In August, barely a year after her court date with Shigeta, she saw his face again — on television. Thai media was calling it the “serial surrogacy” case. Wassana’s child may be one of four Shigeta brought to Cambodia, where he holds a passport. “Did I deliver him to some terrible fate?” she says. She told police that she would raise the boy if he is being mistreated. “I thought he would be with a good family that would love him. That’s what I thought.” JOCELYN GECKER AND THANYARAT DOKSONE (AP)

Remember the polar vortex, the mass of Arctic air that plunged much of the U.S. into deep freeze? You might have to get used to it. When ice in northern seas shrinks, leaving more water uncovered, the polar vortex escapes the Arctic and heads south, the study suggests. (AP)

The fighter who apparently beheads Sotloff in the video calls it retribution for Obama’s continued airstrikes against the group. “I’m back, Obama, and I’m back because of your arrogant foreign policy towards the Islamic State … despite our serious warnings,” the fighter says. “So just as your missiles continue to strike our people, our knife will continue to strike the necks of your people.” The killer specifically mentions the recent U.S. airstrikes around the Mosul dam and the

SYRIA Islamic State extremists released a video Tuesday purportedly showing the beheading of a second American journalist, Steven Sotloff, and warning President Barack Obama that as long as U.S. airstrikes against the militant group continue, “our knife will continue to strike the necks of your people.” The footage — depicting what the U.S. said appeared to be a sickening act of brutality — was posted two weeks after the release of video showing the killing of James Foley and just days after Sotloff’s mother pleaded for his life. Barak Barfi, a spokesman for the family, said that the Sotloffs had seen the video. Sotloff, a 31-year-old Miamiarea native who freelanced for Time and Foreign Policy magazines, vanished in Syria in August 2013 and was not seen again until he appeared in a video released last month that showed Foley’s beheading. Dressed in an orange jumpsuit against an arid Syrian landscape, Sotloff was threatened in that video with death unless the U.S. stopped airstrikes on the Islamic State. In the video distributed Tuesday and titled “A Second Message to America,” Sotloff appears in a similar jumpsuit before he is apparently beheaded by a fighter with the Islamic State, the extremist group that has conquered swaths of land across Syria and Iraq and declared itself a caliphate. In the video, the organization threatens to kill another hostage, identified as a British citizen. The SITE Intelligence Group, a U.S. terrorism watchdog, first

Iraqi town of Amirli, making it unlikely that Sotloff was killed at the same time as Foley, as some analysts had speculated. Over the weekend, Iraqi government forces with help from U.S. airstrikes broke the Islamic State’s two-month siege of Amirli, a town where some 15,000 Shiite Turkmens had been stranded.

In a sign of disorganization — or perhaps dissension — in the extremist group’s ranks, it appeared that a faction of the Islamic State posted the video early, before it was supposed to be released. In a later Twitter message, those responsible apologized and asked fellow jihadis not to “reproach” them. Last week, Sotloff’s mother, Shirley Sotloff, pleaded with his captors for mercy, saying in a video that her son was “an innocent journalist” and “an honorable man” who “has always tried to help the weak.” U.S. Rep. Paul Ryan, R-Wisconsin, blamed the Obama administration for contributing to the circumstances that led to the swift ascent of the Islamic State. Ryan said the U.S. needs a decisive campaign to “finish off” the Islamic State, warning that “if we don’t do it here and now, it will come to get us.” ZEINA KARAM (AP)

In Nasiriyah and other towns in Iraq’s Shiite south, families have been clamoring for information and holding protests to demand the bodies of their loved ones — soldiers missing in the wake of a sweep by Sunni-led Islamic State extremists. On Tuesday, about 100 Iraqis stormed the country’s parliament in Baghdad, demanding answers about their missing relatives. They have threatened reprisal killings against Sunnis if bodies aren’t returned and killers held accountable. (THE WASHINGTON POST)

Amnesty International cites ‘ethnic cleansing’ Rights group Amnesty International accused the Islamic State on Tuesday of systematic “ethnic cleansing” in northern Iraq targeting indigenous religious minorities, as well as conducting mass killings of men and abducting women. The 26-page report adds to a growing body of evidence outlining the scope and extent of the Islamic State’s atrocities since it began its sweep from Syria across neighboring Iraq in June. (AP)

THREE POINTERS

NFL’s best defenders

Who’s the Nats’ MVP?

According to ESPN, J.J. Watt’s new contract extension will pay him $51.8 million guaranteed, the most ever for a defensive player. Is he the NFL’s top defender, though?

ACCORDING TO FIRST BASEMAN ADAM LaROCHE, it’s pretty clear who the Nationals’ MVP has been this year. Before Friday’s game,

he said Anthony Rendon “may be our hands-down team MVP when this thing’s said and done.” In a season where Washington’s two highest-profile players — Bryce Harper and Stephen Strasburg — have had their struggles, a lot of players have stepped up to help lead the Nationals to the best record in the NL. So is LaRoche right about Rendon being the team MVP? With just a few weeks of the regular season remaining, here are the leading candidates. JEFFREY TOMIK (EXPRESS)

.251, 22 HRs, 81 RBIs

12-5, 2.55 ERA, 80 Ks

LaRoche knows what he’s talking about. Rendon has been the Nationals’ best player this season. Not only does he lead the team with a 4.0 offensive WAR (wins above replacement), but he also has a team-high 1.3 defensive WAR, playing an above-average second and third base this year. He leads Washington in runs, is second in hits, and third in batting average, homers and RBIs. Rendon’s production directly affects the Nationals’ outcome. In wins, the 24-year-old is hitting .347 with 59 RBIs. In losses, he is hitting .189 with 14 RBIs.

Since the All-Star break, there hasn’t been a better Nationals hitter than their leadoff guy. Span has hit .360 with a .407 on-base percentage in 43 games in the second half of the season. For the year, he’s on pace to steal a career-high 32 bases, and the center fielder had a hit or walk in 36 straight games at one point in 2014. In August alone, Span had 14 multi-hit games, and he doesn’t appear to be cooling off. The 30-year-old, who has averaged one home run every 112.7 at-bats in his career, hit two bombs in Monday’s game against the Dodgers.

Like Span, Werth has been on fire since the All-Star break, hitting .317 with four home runs and 22 RBIs. The veteran outfielder, who leads the team with a .383 on-base percentage, was the NL player of the month for July. Werth is crushing lefthanded pitchers, sporting a .939 OPS against them, and has come through in the clutch. In 25 ninthinning at-bats, Werth has 13 hits (.520 average), and he has hit .345 with a .463 on-base percentage when batting with runners in scoring position. The 35-year-old has been a consistent bat in the middle of the lineup.

The shortstop’s batting average is the secondworst among Nationals who have played more than 80 games this year, but he’s one of the best hitters when it counts. When there’s no one on, Desmond has a dismal .245 batting average. But when there’s a runner in scoring position, his average jumps to .282. And with the bases loaded, Desmond is 8-for-11 (.727 average) with one home run and 17 RBIs. His ability to come through with runners on has led to a team-high 81 RBIs. The 28-year-old also leads the team, and all major league shortstops, with 22 homers.

The 6-foot-8 right-hander missed the first month of the season, but he’s been the Nationals’ best starter for most of the year. In 17 starts from May 14 to Aug. 17, Fister went 12-2 with a 1.89 ERA. But the Nationals offseason acquisition entered his Tuesday night start against the Dodgers coming off two of his worst outings of the year, allowing eight earned runs in 11⅔ innings. If Fister is able to regain his form this month and Washington makes the playoffs, it wouldn’t be surprising to see Fister be the team’s Game 1 starter.

Over the past two seasons, Watt has 31 sacks. Having Jadeveon Clowney on the other side makes him even more dangerous now.

EAT THEIR WORDS

A Pop’s SeaBar glossary

SAM VASFI

Opening season

Pop’s SeaBar, a new restaurant from the owners of Cashion’s, located next door, opens Thursday (1817 Columbia Road NW). The decor is inspired by casual fish shacks in shoreline communities (“It’s kind of gaudy on purpose,” says co-owner Justin Abad) and the menu presents some head-scratchers. Here’s help. HOLLEY SIMMONS (EXPRESS)

This fall, D.C.’s dining scene will see the arrival of big-name chefs (Daniel Boulud is coming!) and new projects from well-loved local establishments (cheers to another Chez Billy, above). While there are plenty of other restaurants in the works, here are the five to get most excited about. HOLLEY SIMMONS (EXPRESS) El Camino 108 Rhode Island Ave. NW

In October, Hipster Row (the strip of Rhode Island Avenue in Bloomingdale that’s home to Boundary Stone, Grassroots Bakery and Showtime) will add a Mexican restaurant to its offerings. Owned by Tony Lucca and Phil Rodriguez (who also own 1905), El Camino will offer dishes like tostadas, sopes and tacos. “We’re not trying to reinvent anything, but we want to introduce the neighborhood to aspects of Mexican cuisine it may not be familiar with,” Lucca says. Latin American cocktails and tequila will abound.

In what is perhaps the biggest get for D.C.’s dining scene in recent years, Daniel Boulud will open an outlet of his New York City-based French brasserie later this month. The Michelin-starred and seventime James Beard Awardwinning chef is best known for his contemporary French cooking and his mastery of the baked Alaska, a classic dessert of ice cream encased in browned merengue. In 2015, another high-profile chef, David Chang, will join Boulud at CityCenter when he opens a Momofuku concept and a Milk Bar.

Rumor has it Jose Andres is considering serving deep-fried guinea pig at his forthcoming Penn Quarter restaurant. The dish, known in South America as cuy, would be one of the many eclectic dishes at Andres’ ChinesePeruvian fusion joint. As for the Chinese offerings, expect a rotating dim sum collection and sumais. There will also be ceviches and causas, a classic Peruvian dish made from potato dumplings, meat and vegetables. When China Chilcano opens in late 2014, it will be the ninth restaurant in Andres’ D.C. empire.

You’re not having deja vu: Eric and Ian Hilton are opening a second location of their Petworth-based French bistro. Chef Brendan L’Etoile’s menu will look familiar, though with considerably more seafood. “There are 5 million ways to make a bouillabaisse, and Brendan has made about 4 million of them at this point,” Ian Hilton says. The restaurant will occupy the old Cafe La Ruche spot, and though the team has done quite a bit of reconstruction, there will still be a charming outdoor courtyard, open seasonally.

This 4,000-square-foot, tri-level firehouse was founded in 1897 and abandoned in the mid’70s. This month, the restaurant group that owns Shaw’s Tavern plans to reopen the historic space as a modern American steakhouse. Executive chef Peter Prime will serve pizza, lasagna, fried chicken and mussel pots. There will also be a side patio with seating for 80 guests. And no, you can’t use the fire pole, which still remains from the original firehouse.

Investigating 4chan could prove tricky

Maroon 5’s “V” is the band’s most cohesive dance-pop album yet.

Maroon 5 finally goes full pop ALBUM REVIEW Maroon 5 began as a limpid soulpop band and diversified into funky, dance-floor pop after “Moves Like Jagger” resuscitated the band’s flat-lining career. Its last release, “Overexposed,” was a grab bag of hopefuls engineered for chart domination. The band’s new album, “V” (pronounced “five”), is better: It’s what happens when a talented band aims for peak cheese. “V” hits every guilty-pleasure nerve bundle. There are songs that imitate the Police, songs that imitate Bruno Mars imitating the Police, and exercises in giddy, Prince-ified disco funk (“Sugar”) and falsetto-happy dance pop (“Feelings” — when it comes to song titles, Maroon 5

are not overachievers). In fulfillment of the band’s one-thoughtful-song-per-album mandate, everyone pretends to be contemplative on the closer, “My Heart Is Open,” but Adam Levine wasn’t made for that — he was built to be callow and slippery. To hear him try to compute any emotion other than lust feels awkward, like watching a dog try to play Words With Friends. When, on the strangely upbeat “In Your Pocket,” Levine confronts a lover (“Show me that phone in your pocket, girl/ … If you have nothing to hide”), it feels overbearing and stalkeresque. If anyone in 2014 still thinks this is sexy, Robin Thicke’s career died in vain. ALLISON STEWART (THE WASHINGTON POST)

/b/ has no governor or rules. Poole told The New York Times in 2008 that the 4chan community has the power to “dictate its own standards.” Although there does appear to be some self-monitoring when it comes to child pornography, the group traffics in outright homophobic and sexist slurs.
