A blue Peugeot 104 stolen in France’s Champagne country in 1979 will be reunited with its owner after it was pulled from a swamp. The pond owner alerted police Monday after the car became visible because a drought dropped the water level. The car was crawling with crayfish but recognizable. “It’s still blue and there is still chrome on the bumpers,” mechanic Franck Menard said. Police were relieved to find it didn’t contain the remains of a body. (AP)

The Peabody Institute Library in Danvers, Mass., is reminding residents that Chuck E. Cheese tokens are not an acceptable form of payment for late fines. The library said it has seen a surge of people trying to pay fines and printing fees with tokens from Chuck E. Cheese and Bonkers, a local amusement center. Officials in Licking County, Ohio, are selling 67 pairs of collectible sneakers seized from a 48-year-old drug dealer. Bids will be accepted through Sept. 15 at govdeals.com. Proceeds will be used to fund drug investigations. Or maybe it was the contours of muscular men hard at work on what would become one of the most venerated statues in the nation. Whatever it was, joggers stopped, cyclists dismounted and Metro riders peered out their windows during commuting hours last week to glimpse the newly installed mural that pays homage to the workers who built the statue in the Lincoln Memorial. “It’s beautiful,” said Prameeka Patura, 27, who passed by the mural. “It’s very creative. Services put out a $50,000 national call in spring 2016 for proposals for a mural that would cover the vacant Penn Center building the city owns where New York Avenue NE meets the trail. The city received 20 applications and ultimately settled on Baker’s vision because the mural itself was striking and its message was particularly salient for that space, according to Joia Nuri, a public information officer for the department. “The reaction has been phenomenal,” Nuri said. “We have just been standing there and watching people go by and stop and take pictures.” Baker said he wanted to transform the history of the Lincoln Memorial into a mural. “When I started doing research, the story really started to unfold. I found a really symbolic story about America,” he said. It took Baker four months to hand-paint the mural. He said the color scheme of black, white and gray is intentional and carries symbolism. “People see things in black and white, but it’s really not the full story,” he said. “Only through all the shades of gray do we see the full truth.” PERRY STEIN (THE WASHINGTON POST)

Bald eagle to get surgery after being struck by car Veterinarians plan to perform surgery this week on a bald eagle that was hit by a car. The Virginian-Pilot reported that the bird, known as HK, suffered bruising to his lungs and a right leg fracture. After the bird was struck Friday, a local veterinarian took him to the Wildlife Center of Virginia in Waynesboro. The center described the bird as “bright” and “feisty.” (AP) LOOSE GOOSE

Minor league game delayed by bird on field A goose caused a game delay and a bit of a stir when it landed in the middle of a minor league baseball team’s field. The Daily Times of Salisbury, Md., reported Sunday that the wayward bird landed in center field during a Delmarva Shorebirds game the night before, prompting the team’s first “goose delay.” A groundskeeper scooped up the bird, which appeared to be suffering from an injury, and carried it off the field. Police in Md. use device to put holes in ATV tires

Howard County police Monday were investigating the shooting death Sunday night of Meiko Anthony Locksley. Locksley, 25, of Columbia, was the son of former University of Maryland football coach Mike Locksley. Authorities said multiple callers reported hearing a single gunshot in the neighborhood. Police said they had no information about a possible suspect or motive. The elder Locksley was elevated to interim head coach for six games after Randy Edsall was fired in 2015. (TWP)

Police in Prince George’s County have a new tire-deflating tool that stops people who drive ATVs and dirt bikes illegally on public roads. Police said the device was deployed over Labor Day Weekend. The device is a series of short poles that officers can toss in the road ahead of a dirt bike. The poles contain sharp inserts that flatten tires. Authorities say the device will force those driving ATVs illegally on highways and public roads to stop. Such drivers typically ignore commands to pull over. (AP/TWP)

Purple Line to close popular Md. trail Loss of green space for the light-rail project angers many residents MONTGOMERY COUNTY Ever since it opened 20 years ago, the clock had been ticking on the Georgetown Branch Trail, an oasis of green space in suburban Maryland that was set aside in the late 1980s for a public transitway. Even so, the heartache was palpable Monday among trail users who used a picture-perfect Labor Day holiday to take a last walk, jog or bike ride along the 3.1-mile path before it closes today for the next four to five years to make room for the light-rail Purple Line. “This is an irreplaceable loss,” said Dan Leggett, 50, a resident in nearby Wheaton who has biked the trail since it opened to the public in 1997, and was again out riding Monday. “It’s tree-lined and it’s shaded and it’s a respite from all the built-up environment that’s around us.” With emotions raw around the $2 billion Purple Line as construction moves forward, the trail’s closure — announced just last Tuesday — adds another layer to the controversy surrounding the much-debated project that has been tied up in federal court for several years. The number of people in Virginia who have been killed in traffic crashes in 2017 as of Friday, according to state police. That’s compared to 477 deaths at the same time last year. D.C. police chief during a tumultuous era dies THE DISTRICT Isaac Fulwood Jr., the hardcharging, plain-spoken D.C. police veteran who led the department for three tumultuous years marked by political scandal and unprecedented homicidal violence in the capital city, died Friday at a hospital in Washington. He was 77. The former chief, who was known as Ike, had been ill with kidney failure. His death was confirmed by D.C. police chief Peter Newsham. No cause was given. Trump expected to stop renewing DACA permits

The initiative shielded young immigrants from deportation and allowed them to get two-year, renewable work permits and driver’s licenses and to more easily afford college. It meant opportunities beyond low-wage jobs and a chance to climb the ladder at work as well as school. “Taking that away is taking everything from us,” said Renata Aldaz, who is studying psychology at George Mason University. Critics say the program is an example of presidential overreach that takes jobs from citizens and legal residents. The young immigrants in the program “have a compelling case, but struggling American millennials have a more compelling case,” said Roy Beck, president of NumbersUSA, which has fought to end DACA since the program was created in 2012.

The program’s defenders say recipients are making valuable contributions to society and shouldn’t be punished for decisions made by their parents. If Trump phases out the program, or if it is successfully challenged in court, those young people will become undocumented again — eventually losing their work permits, jobs and health insurance and, in many states, their driver’s licenses. Many have lived here nearly all their lives and are fearful of being forced to return to countries they barely remember. “I feel like as a country, we would be losing” if DACA were rescinded, said Alexandra Duran, a 21-year-old Salvadoran student at Marymount University. “We helped build it, in a sense.”

Kenya’s electoral commission announced Monday that the country will hold fresh presidential voting Oct. 17. Syrian government forces and their allies were on the verge of breaking a nearly three-year siege by the Islamic State of parts of the eastern city of Deir Ezzor, opposition activists and state media said Monday. Russia and China have both proposed a twopronged approach: North Korea would suspend its nuclear and missile development, and the United States and South Korea would suspend their joint military exercises. FOREIGN POLICY North Korea’s leader is “begging for war,” U.S. Ambassador Nikki Haley said Monday at an emergency meeting of the U.N. Security Council, as members called for punishing the country with even stronger sanctions for its powerful nuclear test. Haley said the U.S. would look at countries doing business with the North — which include China — and planned to circulate a resolution this week with the goal of getting it approved Sept. 11. “Enough is enough. War is never something the United States wants. We don’t want it now. But our country’s patience is not unlimited,” Haley said. “The United States will look at every country that does business with North Korea as a country, that is giving aid to their reckless and dangerous nuclear intentions,” she said. The move came as South Korea said it was seeing preparations in the North for an ICBM test and fired missiles into the sea to simulate an attack on the North’s main nuclear test site. Also on Monday, President Trump spoke by phone with South Korean President Moon Jae-in and agreed that Sunday’s underground nuclear test by North Korea was an unprecedented provocation. Study: Letting teens sleep in would yield $9B The U.S. would realize roughly $9 billion a year in economic gains by instituting a simple, nationwide policy change: starting public school classes no earlier than 8:30 a.m. That’s according to a first-ofits-kind Rand Corp. study on the nationwide costs and benefits of later start times. The benefits would come primarily from two sources: greater academic performance (and hence, lifetime earnings) among more well-rested students, and reduced rates of car crashes among sleepy adolescent drivers. Those benefits would greatly outweigh the annual costs of implementing the policy change, which include the price of reorganizing school bus schedules, and the onetime cost to install additional infrastructure, like lighting, to support later dismissals. Co-author Marco Hafner called the rapid return on investment from implementing the change “unprecedented.” Researchers have identified early school start times as a significant public health problem. Adolescents’ brains are wired to go to sleep late and wake up late, making it difficult for them to get a good night’s sleep before a 7:30 a.m. start time. Houstonians need to replace their damaged vehicles — but flooding hit the dealerships, too HARVEY Harvey appears to be the most destructive event for cars in the nation’s history, based on early estimates, with floodwaters having destroyed hundreds of thousands of vehicles in the Houston area. The loss is having an immediate impact, preventing many people from being able to return to work, sending craftsmen scrambling for new vehicles as they hope to rebuild the region, and leaving auto dealers who face millions of dollars in losses racing to restock amid unprecedented demand. “They say 500,000 total in Houston,” said Mitchell Dale, who owns McRee Ford, referring to initial estimates of how many cars were destroyed last week in the Houston area. Dale said his own automotive stock was worth about $28 million, and almost all of it is destined for the crusher. “We’re looking at, probably, unrecoverable uninsured losses of

somewhere between $1 million and $1.5 million.” Harvey’s financial toll has drawn comparisons to hurricanes Katrina and Sandy, but because Houston is larger than New Orleans and the city’s storm was more brutal than Sandy, the region’s cars appear to have taken a bigger hit. Sandy destroyed about 250,000 vehicles and Katrina claimed about 200,000, according to estimates. Harvey ruined 300,000 to 500,000 cars and perhaps far more, early analysis indicates, leaving as much as $2.7 billion to $4.9 billion worth of automotive damage in its wake, according to Jonathan Smoke, chief economist at Cox Automotive. While people wait for insurance money, the search to find a working car can be a desperate pursuit. Enterprise had more than 2,500 active reservation requests in the Houston region alone. Aid vote slated House lawmakers will vote Wednesday on a $7.85 billion package of emergency aid for victims of Harvey. The bill, which was introduced Sunday night, reflects the White House’s requested total for assistance for Texas communities — including $7.4 billion for the Federal Emergency Management Agency’s disaster relief fund. Cravens shared his emotions on Snapchat with six videos and a photo Monday morning — a day after the franchise placed him on the exempt/ left team list. Cravens said on Snapchat that he wanted to bring light to his situation, but then said, “I don’t feel like I need to explain myself. ... I think I need to follow what makes me happy, get my mental right, my well-being right, my family right.” It’s unclear whether there was a specific reason, or multiple reasons, that caused Cravens to mull retirement and act upon it a day after the team trimmed its roster from 90 players to 53. On Sunday night, Cravens posted a note on his Instagram story thanking those “who

showed their true colors today. Both positively in support and negatively in misunderstanding and frustration.” According to a person with knowledge of the situation, Cravens came to Redskins Park on Sunday morning to inform team president Bruce Allen of his decision to retire. Allen convinced Cravens to postpone that move. A place on the exempt/left team list gives Cravens a month to resolve personal issues and make up his mind. Cravens and the team plan to revisit his situation at the conclusion of that month. Cravens, 22, was entering the second season of a four-year, $4.4 million contract, which pays him an average salary of $1.107 million. Cravens, a projected starter at strong safety, missed the past three weeks after having arthroscopic knee surgery. He was supposed to return by Week 1 and was expected be back at practice this week.

Part of a pattern According to several sources, Sunday wasn’t the first time safety Su’a Cravens has expressed a desire to quit football. (TWP) Cravens had discussed retirement with coaches for the past month. But he also said he was excited to open the season as a starter. As an undersized linebacker last year, Cravens suffered a concussion in Week 4 and a biceps injury in Week 14. After the second injury, he didn’t report to Redskins Park for three days and informed teammates he was thinking of retiring. At Southern California, Cravens had a similar response to an injury, going missing for three days while considering quitting.

But Saturday night, Cravens informed his fellow defensive backs in a group text message that he was retiring, a second person familiar with the situation said. Members of the group chat

As you create a solid standing posture, set a timer for yourself at the office or during your day and stand for one minute. And though his family’s motives may be in the right place (jury’s still out!), the advice of not saying anything is odd at best, and actively damaging at worst. ‘Cult’ tries to tap into Trump-era horrors FX

FX fright fest’s take on post-election U.S. isn’t as smart as it could be TV REVIEW President Trump’s election last year immediately sent audiences and critics on a hunt for political themes in pop culture. It hardly mattered that most of the scripted TV shows on the receiving end of this fresh scrutiny had been in production months before the election. Hulu’s “The Handmaid’s Tale,” for one very good example, was on its way regardless of the 2016 election outcome. Trump’s rhetorical talent for stirring the fascist beast that lurks within the national character merely helped the show seem more conceiva conceivable and thus more frightening.

But now we have what amounts to our first big drama that explicitly addresses the only person we ever talk about anymore. It’s “American Horror Story: Cult,” the seventh iteration of Ryan Murphy and Brad Falchuk’s FX anthology series of sicko, scary tales that aim to both celebrate and subvert the horror genre. No subtext about it — this time the horror is the president. “Cult” delivers a premise that’s as blunt as it can be, but also satirically sly in the way it holds a mirror up to the double standards on either extreme of the political spectrum. The first episode of “Cult,” premiering at 10 p.m. today, wastes mier

no time setting itself up: It’s the night of Nov. 8, 2016, and a group of friends are gathered to watch election returns at the tastefully yuppified small-town Michigan home of Ally and Ivy MayfairRichards (Sarah Paulson and Alison Pill), a nice lesbian couple. Stoked for a Hillary Clinton victory, the women and their friends are instead subjected to the live nightmare of Trump’s triumph. The outcome sends Ally, who has struggled with phobias and anxiety for years, on a downward spiral. Remember in 2016 when Americans started seeing and reporting creepy clowns stalking their communities? “American

Horror Story” certainly remembers. Not only have they brought back Twisty the Clown (a murderous character from a previous season), but they’ve also sent in all the clowns. And Ally starts seeing them everywhere. Across town, the Trump victory has electrified Kai Anderson (Evan Peters), a twisted young man who exalts in the moment, smearing his face with orange Cheetos dust and styling his dyedblue hair into a Trumpian pompadour. Kai begins to freely taunt his community with politically incorrect remarks and aggressive behavior while he campaigns to fill a vacant city council seat. Ally is one of Kai’s favorite lefties to intimidate, and her increasing desperation leads her down a path of extremism that she had once deplored in others. Before she knows it, she’s a gun owner being accused of white privilege. The most notable aspect of “Cult” is how it seems to mock Ally’s constant state of panic, as if sending a message to antiTrump worrywarts. At the same time, the show gives a compelling shape to the monstrous aspect of American discourse in 2017 — a literal manifestation of the evils of racism, homophobia, xenophobia and hate. The show is here to justify your revulsion. As timely as this show is, “Cult” is oddly low on the sort of chills that would keep a viewer up at night. Even with the idea of the president as a boogeyman, it’s difficult to sustain the sort of energy it takes to live in constant fear of him or what he’ll do. And once a viewer gets past that, the unfortunate truth is that “Cult” is just another slasher tale that features a bunch of bad clowns. HANK STUEVER (THE WASHINGTON POST)

Becker and Fagen: Always better together APPRECIATION Steely Dan’s Walter Becker wasn’t a flashy guitarist or great singer. His genius came in his partnership with Donald Fagen, which began at Bard College in the late 1960s and stretched over seven albums from 1972 to 1980 and a pair of surprisingly strong late-period records after he and Fagen regrouped in 1993. With Becker’s death Sunday at 67, we mourn the end of that partnership, what he and Fagen called a “concept” more than a rock group: Steely Dan. What made Steely Dan special came from the great paradox of making music often as smooth as the Doobie Brothers but as dark, twisted and unreliable as the work of their literary hero, Vladimir Nabokov. Almost everything about Steely Dan was a paradox. They were album-based yet scored with singles throughout the 1970s. They quit the road at their commercial peak and yet returned to the sheds in 1993, 13 years after what had been their final studio record. Fagen, the keyboardist and singer, and Becker, the bassist at first and later rhythm guitarist, were interesting as solo artists. But together they were special, with a gift for misdirection and an impeccable taste in music. Fagen made clear in a brief statement about his friend that this “concept” won’t end with his death: “I intend to keep the music we created together alive as long as I can with the Steely Dan band.” GEOFF EDGERS (TWP)
