Kevin Bobsein and Christy Coyne will be married amid a Juggalo march.
THE WASHINGTON POST
THE DISTRICT Before Donald Trump was elected president and before the FBI classified Insane Clown Posse music fans as a gang, Christy Coyne and Kevin Bobsein met at a military base in Kuwait. The year was 2010. He was a computer engineer. And she worked in academic support for a university that provided higher education on the base. The nonmilitary Americans on the base stuck together, and Bobsein, 33, asked for her number one day when they saw each other eating. They traveled to Dubai, Jordan and throughout Europe together and now live in a cramped apartment in Northeast D.C. Now, one of the more unusual events they may experience together is set to unfold right in their backyard — on their wedding day. The couple is planning their Sept. 16 wedding at the D.C. War Memorial — a popular wedding location that on this particular day will be nestled between a pro-Trump rally and a rally for Insane Clown Posse fans. Insane

Clown Posse fans call themselves Juggalos and are more known for wearing clown face paint and outrageous antics than blending into idyllic wedding locales. “I laughed I was like, Oh, my gosh, half of my family is afraid of clowns,” said Coyne, 38. “Everyone’s just rolling with it, there’s

Washington Monument. The Juggalo rally, which is protesting the FBI’s 2011 classification of the group as a gang, will start near the Lincoln Memorial, according to Park Service permits issued to the group. More than 3,000 Juggalos are expected to attend. Bobsein and Coyne said a Park Service employee alerted them in June that their wedding coincided with the Juggalo rally and asked them if they wanted to change dates. By then, it was too close to the wedding date and they decided to stay put. They say they don’t expect any issues during their short ceremony, but conceded that all the hubbub on the Mall could make it a little noisy. They acknowledge that they did start looking into the Juggalos’ gang classification when they learned their wedding coincided with their protest. Though they had never listened to any Insane Clown Posse music, they do sympathize with their mission. “I support their cause; it seems ridiculous,” Coyne said of the gang classification. “Let them be.” “Our goal is just for everyone to have a good time, a lot of drinking and a lot of dancing,” Bobsein said. Class resumes amid enrollment rise MONTGOMERY COUNTY More than 160,000 students headed back to school Tuesday in Montgomery County as the sprawling suburban district projected another year of record enrollment and deepened its focus on foreign languages and career education. The first day of classes in Maryland’s largest school system arrived later than it has in more than a decade, following a new state mandate that schools open after Labor Day. But much was otherwise the same, with teachers across the district’s 205 schools welcoming students. Montgomery County Superintendent Jack Smith started

Nearly 1,000 new teachers are joining the Montgomery school system this year, and new Spanish-English language immersion programs began at Brown Station Elementary and Washington Grove Elementary. This year’s expected jump in enrollment — by nearly 2,300 students, to 161,302 — would mark the ninth year in a row that the high-performing county school system has recorded a yearly increase of more than 2,000 students. “It’s going to continue to be a challenge for us, facility-wise and resource-wise,” school board member Patricia O’Neill said.

Back-to-school traffic trouble ramps up today TRANSPORTATION Ah, those August days when somehow the commute doesn’t seem quite so awful. Well, hopefully you enjoyed them, because the post-Labor Day, the-kids-are-back-in-school crunch has returned. The folks at AAA-Mid Atlantic are predicting that the traditional Tuesday gridlock — known as “Terrible Traffic Tuesday” — may spill over to today, creating what they have dubbed “Woeful Wednesday.” The reason? Students in Maryland’s largest school district, Montgomery County, returned to class Tuesday; students in Prince George’s County return today. Students in D.C. and many Virginia school districts have already started classes. Between school buses and parents dropping their kids off for school, it all adds up to more traffic on the roadways, AAA says. According to a study last year by the Transportation Planning Board, morning traffic delays consistently jump 15 to 45 percent from August to September each year. School buses in Montgomery County transport 103,000 students to and from their homes each school day. Over the course of a school day, that fleet of buses will travel 112,000 miles. In Prince George’s County, the bulk of students — 82,000 — will ride the bus. An additional 49,000 will walk, ride their bikes or be driven to school. (TWP)

The National Park Service said Tuesday it awarded a contract for both projects to Grunley Construction Co. of Rockville.
Officials said the monument is expected to reopen in the spring of 2019. The monument has been closed since August 2016 because of reliability issues with its elevator. Under the new contract, awarded Friday, about $3 million will be spent to modernize the elevator. The elevator work is being paid for by a donation from philanthropist and businessman David M. Rep. Cummings: Shutdown would show GOP is inept result in an effective 6 percent federal pay cut over six years. It would require most staffers to contribute more toward their retirement fund, with no increase in benefits. The House budget plan directive to the House Oversight and Government Reform Committee to find $32 billion in savings over 10 years is a direct threat to federal compensation. What does all this mean to a typical federal employee? We asked Rep. Elijah Cummings of Maryland, the ranking Democrat on the committee, for some clarity. “The American people don’t want Republicans to shut down the government over a border wall that President Trump promised repeatedly they would not have to pay for — especially now in the wake of Hurricane Harvey,” he said. “If the Republicans shut down the government over the border wall or for any other issue, it will only highlight their inability to govern effectively.” In addition to proposed federal retirement cuts, Trump wants significant budget reductions for agencies across the government. Those cuts would seriously hamper the ability

2018 pay raises appear on track to take effect Q. Does President Trump’s order for a 1.9 percent federal pay raise in January 2018 mean we’re getting it for sure? CHIP SOMODEVILLA (GETTY IMAGES)
With the summer break over, Congress will make another attempt at becoming an effective, productive legislative body. Job No. 1 is keeping the government open. But that fundamental duty remains in question because of President Trump’s irresponsible shutdown threats. His latest, two weeks ago, was this bit of extortion about his plan to keep out undocumented Latinos: “Build that wall. Now the obstructionist Democrats would like us not to do it. But believe me, if we have to close down our government, we’re building that wall.” Will much of the government close? Congress must answer that question by the end of the month. Raising the nation’s borrowing cap also calls for Congress to act soon. Funding for Hurricane Harvey relief is another matter demanding urgent attention. Federal employees would prefer some issues get no support from Congress. Trump’s proposed budget, for example, would hit federal retirement in numerous ways, including one that would

of federal employees to fulfill their public service mission. Perhaps playing to wiser Republican heads on Capitol Hill, Cummings said he is hopeful Trump’s spending plan is rejected. “Congress is under no obligation to enact President Trump’s proposals, and I hope more sensible minds in Congress will understand the need for Republicans and Democrats to work together to fund agencies at the levels they need to carry out their critical
missions,” Cummings said. Democrats have little power in Congress, but Cummings said they will use it to defend federal compensation and workplace protections. “Democrats will continue to fight to ensure that federal workers receive the pay and benefits they deserve,” he said, “and to protect our civil service from political pressure and influence.” Follow Joe Davidson on Twitter @joedavidsonWP

A. It’s not an “order,” but a raise of that amount now seems virtually certain. Under the complex federal pay law, if Congress does not set a General Schedule raise by the end of a year, one takes effect automatically in January. Congress so far has not actively considered a raise, extending a policy of action by inaction it has followed for years. Trump on Thursday specified that if that silence again continues, the default raise will be 1.9 percent. There remains an outside chance that Congress will put a higher or lower figure in a spending bill, and if that is signed into law, that number will prevail. Trump also said he would divide the raise: 1.4 percent for everyone, with the money for the remainder paid in amounts differing by locality; exact figures would be set later in the year. Blue-collar employees, under a separate pay system, likely would get the same amount. The Washington-Baltimore locality typically gets one of the highest raises — in this case, probably just above 2 percent. ERIC YODER (TWP)

Day laborers gather Saturday in the parking lot of a Home Depot in southwest Houston to try to secure work.
Harvey recovery tests need for illegal workers Immigrants without papers were crucial to post-Katrina rebuilding HOUSTON Everywhere carpenter Samuel Enriquez looks, he can see the work that needs to be done. But because he is in the U.S. illegally, he knows he can’t earn an official paycheck in Houston’s recovery. Enriquez, who is from El Salvador, sits on a curb outside a home improvement store, hoping a passer-by will offer $10 an hour to help rip out sewage-soaked carpets or rotting drywall. Having lived in the U.S. for a year, he believes Texas is as good a place as any to seek refuge, because that’s where the work is now, even if some government
officials want him and others like him to leave the country. “If they deport all of us, who will rebuild?” says Enriquez, 36. “We do more for less.” It will take an army of workers to reconstruct the areas devastated by Hurricane Harvey. Whether the region can do it without fully embracing workers like Enriquez will soon be put to the test. Under President Trump, authorities in Texas have been bearing down on immigrants who are in the country illegally. Texas also has been leading a group of 10 states that demanded that Trump end the Deferred Action for Childhood Arrivals program, or DACA, which granted reprieves from deportation to nearly 800,000 undocumented
immigrants. DACA is in limbo after Trump on Tuesday announced plans to wind down the program. It is a harsher landscape for those in the country illegally than it was 12 years ago, when the Gulf Coast faced the task of cleaning up from Hurricane Katrina. After that storm, President George W. Bush bowed to pressure from construction firms and relaxed worker ID rules. By some estimates, that let more than a quarter of all government-paid recovery jobs go to undocumented immigrants. Today, rights groups say, U.S. authorities have sent conflicting signals about whether they might start simply detaining and deporting those flushed out into the open by the storm. ARELIS R. One of the major new features expected in the next iPhone is a new way to unlock the smartphone: with your face. At first blush, this may not sound like a big deal. Android and Samsung have their own versions of facial recognition. But, thanks to major advances in face-scanning technology, this method is on the rise. Apple has acquired at least two notable facial recognition companies in recent years, including PrimeSense, which developed the original facesensing and motion-sensing Kinect for the Xbox. Apple also bought a firm called RealFace, which specialized in security applications for facial recognition. Both firms have worked extensively on facial recognition technologies that wouldn’t be fooled by a photo or video, for example. The push behind that move is simple, said Gene Munster, managing partner of Loup Ventures: Apple wants to deliver a bigger screen. Apple is said to be ditching the home button completely, as part of a goal to make the front of the phone nearly all screen. The company’s goal is to “make things more secure and also to advance the design of devices,” Munster said. Adding facial recognition — the kind expected in the next iPhone — should accomplish both. Congress comes back to face a long to-do list Having returned from its break Tuesday, Congress enters a month of legislative hell. If lawmakers don’t pass a budget and raise the debt ceiling in time, the government could shut down and there could be disastrous effects for the U.S. economy. Here’s what’s on the to-do list. (THE WASHINGTON POST) Health care hearings

The Senate’s GOPcontrolled health committee will hear from governors and state insurance commissioners on how to stabilize premiums amid all the uncertainty Congress has given insurance companies over the past few years. No major legislative changes are on the table, but these hearings could rev up the repeal debate.
Treasury Secretary Steven Mnuchin is warning that the U.S. will run out of money at the end of the month to pay its bills, and he needs Congress to let him issue more debt to get more cash. If Congress doesn’t act, Mnuchin says the U.S. simply won’t have enough money to pay the government’s bills, which could cause massive economic upheaval.
The next fiscal year starts Oct. 1, which means lawmakers have until midnight Sept. 30 to pass a spending bill or, at the very least, extend last year’s budget for a few more months. If Congress doesn’t do something, everything controlled by the federal government could shut down. President Trump has threatened a shutdown to get border wall funding.
The Children’s Health Insurance Program is a federal and state program that provides medical insurance for about 9 million low-income children. The debate could become controversial if Republicans seek to attach Obamacarerelated provisions they were unable to pass during their health care effort earlier this year.

The National Flood Insurance Program will take on new significance after Harvey. While lawmakers agree it should be reauthorized, many believe it needs reform. About 5 million homes have flood insurance through the government, but the program is more than $20 billion in debt and has been criticized on both sides for inefficiencies.
The Federal Aviation Administration is up for reauthorization this month. Trump wants to use this opportunity to make major reforms by privatizing air traffic control. A bill to do that passed a House committee in June, but the House has yet to vote on it, and the Senate looks like it has no appetite to make this massive change.
The last hurricane relief bill Congress approved — more than $60 billion in help for 2012’s Hurricane Sandy — took two months of debate. First responders in Texas say the state simply can’t afford to wait that long. House lawmakers will vote today on a $7.85 billion package of emergency aid for victims of Hurricane Harvey.
Trump on Tuesday added the Deferred Action for Childhood Arrivals to the to-do list, saying he would let DACA expire in six months and give Congress a chance to pass a law, if it wants, to protect these younger undocumented immigrants from deportation. Immigration watchers are skeptical Congress can pass such a divisive law in time.

Uncertainty and dread
For ‘Dreamers’ who have built lives in the U.S., killing of DACA feels like a betrayal
Obama calls ending DACA program ‘cruel’

The Department of Homeland Security said Tuesday it would no longer accept new applications for Deferred Action for Childhood Arrivals, which has provided renewable, two-year work permits to nearly 800,000 so-called “Dreamers.” The agency said those enrolled in DACA will be able to continue working until their permits expire. Those whose permits expire by March 5, 2018, will be permitted to apply for two-year renewals as long as they do so by Oct. 5.
believing they are American and so many of them have lived lives of which America can be proud,” Reyes said in a statement. Arkansas Attorney General Leslie Rutledge commended Trump’s decision. “While we are a compassionate country, the United States is a country of laws and President Trump recognized that President Obama’s DACA program went far beyond the executive branch’s legal authority,” Rutledge said. “Congress has always been the proper place for this debate.” In Miami, Paola Martinez, 23, who is from Bogota, Colombia, sobbed as she attended a rally, and said she will feel helpless without DACA. She recently graduated with a civil engineering degree from Florida International University. “Instead of going a step forward, we are going a step backwards. We are hiding in the shadows again after my work [permit] expires. It’s just sadness,” she said. “You just feel like you are empty. There is no support.”
IMMIGRATION Former President Barack Obama on Tuesday called the Trump administration’s decision to repeal a program protecting young immigrants from deportation “cruel” and “self-defeating.” In a Facebook message, Obama said repealing the program casts a shadow over some of the nation’s best and brightest young people. “To target these young people is wrong — because they have done nothing wrong,” he wrote. The former president’s statement came as President Trump announced that the Deferred Action for Childhood Arrivals, or DACA, program will end in six months. The Obama administration created the DACA program in 2012 as a stopgap as it pushed unsuccessfully for a broader immigration overhaul in Congress. Many Republicans say they opposed the program on the grounds that it was executive overreach. The former president called anew on Congress to pass an immigration bill “with a sense of moral urgency that matches the urgency these young people feel.” “What if our kid’s science teacher or our friendly neighbor turns out to be a Dreamer? Where are we supposed to send her? To a country she doesn’t know or remember, with a language she may not even speak?” he added.

IMMIGRATION They grew up in America and are working or going to school here. Some are building businesses or raising families of their own. Many have no memory of the country where they were born. Now, almost 800,000 young immigrants who were brought to the U.S. illegally as children or overstayed their visas could see their lives upended after the Trump administration announced Tuesday it is ending the Obama-era program that protected them from deportation. “We are Americans in heart, mind and soul. We just don’t have the correct documentation that states we’re American,” said Jose Rivas, 27, who is studying for a master’s in counseling at the University of Wyoming. Rivas’ grandmother brought him to this country from Mexico when he was 6. He wants to become a school counselor in America, but lamented: “Everything is up in the air at this point.” The news that the government is phasing out the Deferred Action for Childhood Arrivals program, known as DACA, over the next six months was met with shock, anger and a sense of betrayal by its beneficiaries, often called “Dreamers.” Demonstrations broke out in New York City, where police handcuffed and removed over a dozen immigration activists who briefly blocked Trump Tower, and in other cities, including Salt Lake City, Denver, Los Angeles and Portland, Ore. Attorney General Jeff Sessions said DACA, started by former President Barack Obama in 2012, was an unconstitutional exercise of executive power. with such immigrants. Attorneys general for several states threatened to sue to protect the DACA beneficiaries. “We stand ready to take all appropriate legal action to protect Oregon’s Dreamers,” Oregon Attorney General Ellen Rosenblum tweeted. Utah Attorney General Sean Reyes, a Republican and an early Trump supporter, said the president has every right to end DACA. But he added that it would be unconscionable to deport Dreamers. “These children grew up

SOUTH KOREA South Korean President Moon Jae-in took office four months ago aiming to reach out to North Korea in a way his conservative predecessors did not. Two intercontinental ballistic missile launches and one nuclear test later, his government is ramping up its defenses. Some officials have even considered asking the U.S. to bring back tactical nuclear weapons a generation after their removal from the Korean Peninsula. Seoul’s interest in stronger weapons got a boost Tuesday, when the Trump administration agreed to remove restrictions on South Korean missiles. South Korean officials also want the nation to get nuclear-powered subs. This shift right by Moon underscores deep unease that the North’s expanding nuclear program will undermine the South’s long alliance with the U.S. Pyongyang may soon perfect an ICBM that can target the U.S. mainland. South Korea’s intelligence service said Tuesday that it had seen signs of preparations to launch another ICBM that could theoretically reach well into the continental U.S. The timing seems right. North Korea likes to stage provocations on significant dates, and on Saturday the regime celebrates the anniversary of the nation’s founding, The Washington Post reported. KIM TONG-HYUNG (AP)

REDSKINS BACKFIELD
Thompson signs 2-year extension

Su’a Cravens appears to be done with football. The safety told Redskins teammates and executives Sunday that he was retiring at age 22. While team president Bruce Allen reportedly persuaded Cravens to spend a month on the exempt/left team list before making a final decision, reports from The Washington Post indicate that Cravens no longer loves the game. Best wishes, Su’a. Thanks for being honest with yourself and the team. Playing in the NFL is a privilege. If Cravens doesn’t want to do it, then it’s best for him to walk away. Commit less than 100 percent on the field, and you’ll get badly hurt. Don’t put everything into the game, and you’re just hurting the team and stealing paychecks. Cravens was correct to want to retire, even though many fans think he’s an idiot for
giving up what is their dream and walking away from a fouryear contract that pays an average of $1.1 million annually. But players in the NFL feel sore, at best, every day for six months. Cravens has already suffered three injuries in just one year, including a concussion. He has apparently decided it’s not worth it. As more studies of postcareer brain problems emerge and more stories of players with broken bodies appear, Cravens isn’t alone in exiting early. Former 49ers linebacker Chris Borland retired in 2015 at 24. Ravens lineman John Urschel walked away this year at 26. Still, some longtime Redskins personnel said they can’t remember another player walking away like this. Offensive tackle Andre Johnson, the team’s first-round pick in 1996, didn’t quit, but his distant attitude ensured he never played a snap for Washington. Like many disinterested store clerks whose vibe seems to say, “They can make me

stand here, but they can’t make me care,” Johnson never seemed to like his job. The Redskins released him after one season, and he played three games for Detroit in 1998 before being out of football at 25. Maryland linebacker Wesley Jefferson quit football before he could get to the pros. Jefferson had one year of eligibility left when he finished his degree in 2007. Instead of playing one more season, Jefferson stayed true to his dream of becoming a Maryland state trooper, a job he still holds.
Maybe Cravens will take a month or a year off, and the absence of the game will make him remember how much he loves it. It happens to injured players regularly. Or maybe Cravens will never look back, and many fans will forget him. Whether he goes through urns to with retirement or returns vens football, let’s hope Cravens ath. finds peace along his path. After all, it’s his life.
The Redskins signed third-down specialist Chris Thompson to a two-year extension Tuesday. The running back, who is in his fifth year, now is signed through 2019. The new deal begins in 2018. This year he’ll play on a $2.7 million, one-year tender he signed during the offseason as a restricted free agent. Financial terms of the new deal were not disclosed. Thompson, 26, played just six games in his first two seasons. In 2015, he averaged 6.5 yards per touch, but received only 70 touches as he played through a partially torn labrum. Last year, he played in all 16 games and finished with 356 rushing yards, 349 receiving yards and five total touchdowns. (THE WASHINGTON POST)

Torn ACL sidelines Pigrome Season-ending injury makes Maryland turn to true freshman QB
Maryland was up 37-34 at Texas when sophomore Tyrrell Pigrome was hurt.
TIM WARNER (GETTY IMAGES)
COLLEGE FOOTBALL Maryland sophomore quarterback Tyrrell Pigrome will miss the remainder of the season after suffering a torn ACL in his right knee during Saturday’s 51-41 upset win over Texas, coach DJ Durkin said Tuesday. The road win over the Longhorns, Maryland’s first over a ranked team in seven years, served as a potential springboard to a promising season in College Park — but it came at a heavy price. The loss of Pigrome thrusts the quarterback situation back into a state of flux — the Terrapins will start true freshman Kasim Hill on Saturday in the home opener against Towson. The team’s upstart defense also suffered casualties in Austin. Senior linebacker Jesse Aniebonam, Maryland’s best pass rusher, will miss several months with a fractured ankle, Durkin said. Sophomore cornerback Antwaine Richardson is day-to-day in concussion protocol. Pigrome is expected to have surgery this week; Aniebonam was scheduled to undergo surgery Tuesday. Although Pigrome likely will be able to receive a medical redshirt to preserve a year of eligibility, his injury nonetheless sets back a career that looked ready to take ta e o off through th oug gh the first three

quarters against Texas. Not only was Pigrome resilient, overcoming an interception that was returned for a touchdown on his first throw of the game, but he was as dangerous with his arm as he was with his feet in helping Maryland build
a 30-14 halftime lead. Pigrome completed 9 of 12 passes for 175 yards and two touchdowns. He also ran 11 times for 66 yards and another score. The final carry, a 4-yard scamper deep inside Texas territory on the final play of the third

quarter, proved costly. Pigrome came up limping and was helped off the field by trainers. He was replaced by Hill, the four-star recruit from St. John’s College High School in the District who pushed Pigrome for the starting job during fall camp and was named the backup over sophomore Max Bortenschlager. Hill played beyond his years as Maryland pulled away in the fourth quarter. After he was flagged for a delay-of-game penalty that forced his team into a third-and-19 situation, the rookie responded with a 40-yard throw to junior D.J. Moore. Hill capped the drive with a 3-yard touchdown run. Maryland’s staff is confident in Hill’s ability to carry a talented offense, but depth at quarterback is now dangerously thin with the loss of Pigrome and the uncertain status of junior Caleb Henderson, who injured his right foot last spring and didn’t enter fall camp fully healthy. Henderson was limited and wore a boot for the late stages of camp, although Durkin said that the North Carolina transfer would be back in the fold soon. Maryland will also have to account for the loss of Aniebonam, the former Good Counsel star who came into his own last season with nine sacks and 14 tackles for a loss. His absence will give more reps to redshirt junior Melvin Keihn and freshman Bryce Brand, who posted his first career sack against the Longhorns. ROMAN STUBBS (THE WASHINGTON POST)

Police: Rio brass arranged bribes for bid voters OLYMPICS Brazilian and French authorities said Tuesday they uncovered an international corruption scheme aimed at buying votes in awarding the 2016 Olympics. The disclosures came as police in Rio de Janeiro raided the home of Brazilian Olympic Committee President Carlos Nuzman, above. They emerged with suitcases, documents and a computer. Nuzman went to a police station for questioning. His lawyer said his client would cooperate but “did not commit any irregularity.” In total, 11 detention warrants were issued for people in Brazil and France in what police dubbed “Operation Unfair Play.” Investigators said Nuzman, an honorary member of the International Olympic Committee, was a key player in buying votes for Rio’s 2009 bid. With help from Nuzman, then-IOC voting member Lamine Diack allegedly used accounts in the Caribbean to accept a payment of $2 million. The French have been looking into allegations that Diack, one of his sons, Papa Massata Diack, and others were involved in blackmailing athletes and covering up failed drug tests. Construction and concession companies were behind the push to bring the games to Rio, prosecutor Fabiana Schneider said. She said Sergio Cabral, the former governor of Rio who has been jailed on a different corruption conviction, was also a key player. STEPHEN WADE (AP)

Fifth Harmony at work, work, work, work, work, work.
VIDEO STREAM
‘Bad at Love’
You gotta put in work Hard knocks haven’t thwarted Fifth Harmony. Instead, the group just got better. MUSIC It’s been a year of transition for Fifth Harmony: The pop stars parted ways with member Camila Cabello, switched management teams, negotiated a new contract with their label and won greater creative control of their brand. It all traces back to when the group was formed in 2012 on the U.S. version of “The X Factor.” In 2015 they released their full-length debut, “Reflection,” finding chart success with the hit “Worth It.” They reached greater heights with the slick and sexy song “Work From Home” — the lead single from last year’s “7/27” — which peaked at No. 4 on the Billboard Hot Ho 100 ch chart.
But out of the public eye, the women were struggling. “There are just so many crazy things that happen behind the scenes. So many horrific situations that happen and we had to step up and say, ‘You know what? We demand the respect that we deserve,’ ” says Ally Brooke, 24. “ ‘We need to write on this album. We need to be part of that process.’ And that’s exactly what we did.” The newly minted quartet released a new, self-titled album. last month. Naming it after the group drives a point home — though Fifth Harmony has downsized and faced hardships, the quartet feels stronger than ever. “[The album] is more edgy and mature, of course, but [it’s]
the most harmonious we’ve ever been,” says Dinah Jane, 20. The women say they are more comfortable now because they’re in the driver’s seat. They pushed for more creative control with their labels, Epic Records and Simon Cowell’s Syco imprint, and sought legal counsel to gain ownership of the Fifth Harmony trademark. “When we hired our lawyer, Dina LaPolt, that’s when our real transformation began because she really informed us about our business and informed us about our rights as artists,” says Lauren Jauregui, 21. The new album delivers more of the group’s signature provocative pop/R&B sound, along with
an eclectic mix of messages. The women writhe on motel beds and showcase saucy parking lot dance sequences in the video for “Down.” They touch on politics and encourage inclusivity in the uplifting album-closer “Bridges.” And they issue a stern warning to those who misjudge them in the darker track “Angel,” produced by Justin Bieber collaborator Poo Bear and EDM artist Skrillex. “Honestly, it’s a breath of fresh air,” says Normani Kordei, 21, of the group’s new dynamic. “Even in those times where the storm was really, really heavy and we didn’t know if it was going to end ... now I recognize what goodness actually feels like.” NICOLE EVATT (AP)

MATT SAYLES (INVISION/AP)
Halsey
The video for “Bad at Love” has Halsey playing an outlaw, but the chic kind who wears thigh-high combat boots and a studded leather jacket with a bug emblazoned on the back. She shows up at a gas station and quickly befriends some other chic outlaws, but they make a run for it when police (who look more like space cadets) show up. Where do they go? To a desert oasis that has plants and wine, of course. BRYANNA CAPPADONA (EXPRESS)
‘Hungry’ Fergie feat. Rick Ross
“Hungry,” both the song and video, sets a darker tone for Fergie’s long-delayed second album, “Double Dutchess.” The song samples a haunting vocal line from Dead Can Dance, and the black-andwhite video features artsy and mind-bending visuals. It all feels very Beyonce circa “Beyonce,” which actually makes sense since “Double Dutchess” will include a visual component. B.C.

Anxiety is real for LCD Soundsystem
KEVIN WINTER (GETTY IMAGES FOR FYF)
Our graduates are leading the teams that keep us safe. Are you ready to take the next step in your career?
James Murphy returns to explore his neuroses over the band’s trademark indie sound on ‘American Dream’ MUSIC REVIEW With LCD Soundsystem’s fourth album, “American Dream,” James Murphy, the 47-year-old songwriter-frontman-producer, has reunited his loudly bereaved rock band after a grandiose farewell gig at Madison Square Garden in 2011. Staging a comeback this early feels ridiculous, but in an interview with The New York Times, Murphy says that David Bowie essentially gave him permission to reassemble the band. So that explains that. What remains inexplicable is Murphy’s burning desire to come back and tell us more of the same story in more of the same tones. “American Dream” sounds like the LCD Soundsystem we’ve always known — exquisite analog synth arpeggios, impeccable snare fills, butt-bouncing bass, ornery lyrics that radiate a stylish aura of paranoia. It’s a vibe that Mur phy
blueprinted w it h “ L o si n g My Edge,” LCD’s narrated dance track about getting trounced in the style wars by a new class of “art-school Brooklynites in little jackets and borrowed nostalgia for the unremembered ’80s.” Since then, Murphy has continued to write songs that allow him to attack himself and his surroundings in sweepingly efficient gesture. This new LCD album picks only familiar fights. “Other Voices” is a Talking Heads pantomime about the nagging urge to get your famous band back together, and its refrain finds Murphy singing to the mirror, “You’re still a pushover for passionate people.” The song’s implied conclusion speaks to his abiding confidence: His music is a rebuke to all the other lousy
styles fouling up the scene. In a similar spirit, there’s “Tonite,” in which the singer laments that “all the hits are saying the same thing.” Both songs sound good, but they feel unfair. What right does Murphy have to complain about the state of contemporary pop when his disco-punk Jamba Juice tastes like the past 30 years never happened? The only conspicuous shift on “American Dream” is that the vocal melodies obey the contours of Bono, depending on how much lung Murphy chooses to deploy. But his lyric sheet? It feels more neo-Huey Lewis, repeatedly echoing the anti-cool of “Hip to Be Square,” a career-defining hit for Huey Lewis and the News from 1986. All these refrains seem to be communicating the same thing: Hey, everybody, maybe my private neuroses are a little like yours. CHRIS RICHARDS (THE WASHINGTON POST)
CHARTS
Taylor Swift’s single dethrones ‘Despacito’ Taylor Swift’s “Look What You Made Me Do” pushed Luis Fonsi and Daddy Yankee’s hit “Despacito” off the top of the Billboard Hot 100 chart after 16 weeks — just shy of breaking Mariah Carey’s record as the longest-running No. 1 song. Swift’s track also broke a weekly streaming record for a song by a female artist, with 84.4 million U.S. streams. (AP) Lucasfilm and Disney announce that Colin Trevorrow will no longer direct “Star Wars: Episode IX”
