Ready for anything

WASHINGTON POST/THINKSTOCK/EXPRESS ILLUSTRATION

September is National Preparedness Month, when the Federal Emergency Management Agency urges Americans “to be prepared for any type of disaster,” according to the FEMA website. That’s one broad mandate. To help D.C.-area residents ready themselves for a wide variety of calamities, here’s expert advice on three very unlikely emergencies. S.D.

1

A cluster of “pop up” condos causes a tornadogenerating vortex in Shaw. COULD IT HAPPEN? The miniskyscrapers appearing among rowhouses “could trigger some small vortex, but I’m not sure it could lead to tornados,” says Rongjia Tao, a tornado researcher and physics professor at Philadelphia’s Temple University. HOW TO PREPARE: Just in case, locate the nearest basement and practice getting to it in a hurry. The top floors of a pop-up would be particularly dangerous in a tornado, Tao says, so consider letting your inconsiderate neighbors join you.

In pursuit of D.C.’s three electoral votes, handshaking presidential candidates cause a pinkeye epidemic. COULD IT HAPPEN? The virus that causes most cases of conjunctivitis is highly contagious, and small epidemics happen all the time, says Christopher Starr, an ophthalmologist and professor at Weill Cornell Medical Center in New York. Although, he says, a candidate with a pink eye would “be told pretty quickly to stop shaking hands.” HOW TO PREPARE: The truly paranoid should consider goggles. “If you wore them 24/7, nothing would get in there,” Starr says.

3

The Hay’s Spring amphipod, an endangered shrimp-like creature that’s only been found in Rock Creek Park, makes a comeback. Swarms of them menace the city. COULD IT HAPPEN? The crustaceans are confined to water, so “they aren’t going to start jumping up and biting people’s legs as they jog by,” says James Thomas, who confirmed the amphipod’s existence in 1994 while working at the Smithsonian. If a flood carried them out of Rock Creek into nearby swimming pools, they might clog filters. That’s it. HOW TO PREPARE: Find a reliable pool-cleaning service.

ALEXANDRIA The descendants sat in Saturday’s scorching sun, but they dared not complain. Sweat seemed like a minor sacrifice compared with the one made by their ancestors, laid to rest more than 150 years ago around the corner in unmarked graves. Hundreds had gathered to dedicate the Contrabands and Freedmen Cemetery in Alexandria. They all had something in common: forebears among the 1,700 African-Americans buried here, many after fleeing north to Alexandria during the Civil War to escape slavery. More than 20,000 African-Americans came to Alexandria, promised emancipation if they got to Union territory. The spot’s significance was buried along with the bodies. Wooden markers had decayed,

and the land was covered over by a gas station, office buildings, the Capital Beltway — forgotten by many until the construction of the Woodrow Wilson Bridge. Louise Massoud and Lillie Finklea, both 75, helped lead a 17-year, multimillion-dollar effort to identify bodies, locate descendants and build a towering bronze memorial, which was dedicated Saturday. A genealogist was able to locate 145 families that had ancestors in the cemetery. Sherrin Bell Hegamin, 66, a retiree who came from Philadelphia, was an only child and had no children. She discovered that at least a dozen of her family members were buried there. “It’s overwhelming,” Hegamin said. “I never knew there were so many people related to me out there.” ROBERT SAMUELS (THE WASHINGTON POST)

D.C. poised to test police body cameras Until recently, the practice of police officers wearing body cameras was implemented only in some of the nation’s smaller departments (Laurel, Md., police were among the first to wear them locally). Now, some D.C. police officers could start wearing cameras as soon as Oct. 1 as part of a pilot program. A few issues still need to be worked out. ( THE WASHINGTON POST )

When will officers be required to turn on the cameras — during all interactions with the public or only in instances that could be contentious? Privacy concerns must be balanced with the understanding that even routine interactions can quickly turn volatile.

How long should police keep the recordings on file? And who should have access to them?

Where will they go? Delroy Burton, chairman of the D.C. police union, said lapel cameras, while giving the best view, tend to get knocked off in physical altercations. The chest mount is the most stable but might lack a full perspective. D.C. officers who volunteer will try a variety of placements.

U.S. expands Iraq strikes Campaign helps launch ground offensive to secure dam in Anbar

Obama talks Islamic State on ‘Meet the Press’ A pre-taped interview with President Barack Obama aired on Sunday’s “Meet the Press,” the same day Chuck Todd made his debut as host. Here are a few of the topics they touched on. (AP/THE WASHINGTON POST)

JACOB SILBERBERG (AP)

BAGHDAD Iraqi forces battled Sunday to secure the country’s second-largest dam from Islamic State militants after U.S. airstrikes opened the way for a ground offensive, marking an expansion of the American bombing campaign to Anbar, the deadliest province for U.S. troops during the Iraq war. Iraqi officials said the ground operation, spearheaded by Iraqi counterterrorism forces and backed up by allied tribesmen, troops and local police, was underway Sunday night in the vicinity of Haditha, about 150 miles northwest of Baghdad. There, militants have been attempting to seize control of the city’s strategic hydroelectric dam for months. The attacks represented a sharp escalation of a U.S. military campaign that began Aug. 8, when President Barack Obama ordered the Pentagon to intervene in Iraq to stem the rapid advance of the Islamic State, a Sunni extremist group that has swept across the north and west of the country. While the Islamic State’s gains in and around the northern Iraqi city of Mosul have garnered more attention in recent months, the al-Qaeda splinter group has also been consolidating its gains in Sunni-dominated Anbar since seizing control of the province’s two major cities in January. al-Saidi, the Iraqi special forces commander for Anbar, said the ground offensive was launched about 6 a.m. after U.S. jets began their campaign Saturday night. Iraqi special forces called in targets for U.S. airstrikes, he said. The targets are outlying villages and towns controlled by the Islamic State, including Barwana, less than a mile outside Haditha. From there, militants have been attempting to push north to the city and its dam, which stretches more than 5 miles across the river. State media reported that Iraqi forces retook Barwana on Sunday afternoon, but the fluidity of the situation was underscored when the province’s governor, Ahmed al-Dulaimi, and a local

Why are dams key? U.S. officials have expressed concerns that militants could flood Baghdad and other swaths of the country if they control the dams. It also would give the group control over electricity, which they could use to strengthen their hold. (AP) Earlier this year, the Islamic State gained control of the Fallujah Dam on the Euphrates River and militants used it as a weapon, opening it to flood downriver when government forces moved in on the city. The Islamic State was able to take control of the Mosul Dam in northern Iraq last month, but persistent U.S. airstrikes dislodged the militants. While fighters have been trying to take it back, the U.S. has continued to strike to keep them at bay.

leader toured the newly secured territory. A mortar round landed about 15 feet from the two politicians, and both men were injured, officials said. The expansion of the U.S. strikes comes as the White House and Pentagon are putting together plans for a broader and more extensive military campaign against the Islamic State. In remarks to reporters Sunday during a visit to Tbilisi, Georgia, Defense Secretary Chuck Hagel called the Haditha Dam “a critically important facility” and said the strikes “are very much in line with what President Obama said were the guiding principles of military action in Iraq.” LOVEDAY MORRIS, CRAIG WHITLOCK AND GREG JAFFE (THE WASHINGTON POST)

Soda cans, pipes, doorbells — these objects make up the emergency response system for some Detroit firefighters, according to the Detroit Free Press. The city’s financial woes mean that Detroit firehouses have to craft their own alerts — like putting a soda can in front of a fax machine so when the can clinks, firefighters know an alert has come in, the paper reported. The soda-can story was told at the city’s bankruptcy trial by a recovery consultant, the Free Press said. (EXPRESS) Detained American in North Korea gets trial date

On the Islamic State: Obama said it is time for the U.S. to “start going on some offense” to stop the advances of the Islamic State. “There’s going to be a military element to it,” Obama said, but “this is not the equivalent of the Iraq War.” He is expected to announce details later this week. On that JV comment: “They’re not a JV team,” Obama said of the Islamic State, after Todd reminded him that he had referred to the offshoots of al-Qaeda as akin to junior varsity terrorist groups in an interview last January. Obama said he had been referring to other groups. On golf appearances: Obama said there always will be tough news somewhere but that he “should’ve anticipated the optics” of immediately going to play golf after denouncing the militants who had beheaded American journalist James Foley. On Ebola: The president emphasized that Americans should not be concerned about contracting the disease in the United States, but he said his administration would lead the international effort to help deal with the spread of the disease.

Robert Griffin III was sacked three times in Sunday’s loss to the Texans.

JAY GRUDEN KNEW THAT HIS TEAM might have some struggles out of the gates as they took on a

Texans team led by a fierce defensive front and Pro Bowl pass rusher J.J. Watt. But the first-year coach couldn’t have accounted for the self-inflicted wounds that his players were guilty of both

The third-year running back averaged 6.5 yards a carry, but he only had 14 touches for 91 yards. The Redskins had lots of success on the ground, with Roy Helu adding 46 yards on four carries, but they lacked balance — throwing the ball almost twice as much as they ran it. Morris had just two fourth-quarter carries.

on offense and special teams, and Washington fell 17-6 to kick off the Gruden era. Meanwhile, the Texans snapped a 14-game losing streak and earned their own first-year head coach, Bill O’Brien, a victory in his debut. Two fumbles inside the Texans’ 10-yard line, a blocked extra-point attempt and a blocked punt returned for a touchdown proved Washington’s undoing. MIKE JONES (THE WASHINGTON POST) entirely justified. Washington’s offense scored one touchdown, and Griffin was harassed and uncomfortable throughout the game. His completion percentage (78.4) was great, and Washington had 372 yards of offense, but they managed just six points.

WORST TURNOVERS INSIDE THE 10-YARD LINE: The Redskins. Twice.

One came on a botched hand-off when Robert Griffin III tripped over a lineman’s foot, and the other came after a long catch-and-run from Niles Paul, who was filling in for the injured Jordan Reed, and really, you can get a pretty good sense of how the game went just from this sentence.

PATRIC SCHNEIDER (AP)

BEST REMINDER OF THE 2013

WORST WAY TO GET BEAT LATE IN THE FOURTH QUARTER: A Ryan Fitzpatrick third-down run up the middle. On perhaps the game’s most crucial snap — a third and six near midfield late in the game — Houston’s totally average quarterback scrambled for nine yards and a first down. That put the Texans in field goal range, and when their kicker converted, the game was essentially over.

Redskins tight end Niles Paul fumbles Sunday in the third quarter. BEST LEAPING FUMBLE STRIP FROM BEHIND: Ryan Kerrigan. As he’s

done his entire career, the linebacker forced a monumental turnover, stopping Houston inside the 10-yard line early in the fourth quarter and giving Washington yet another

chance to get back into the game. Kerrigan forced four fumbles in 2013.

SPECIAL TEAMS: There were plenty

of good moments, but there was also a blocked extra point. And a player tackling his teammate. And a blocked punt returned for a touchdown. The Redskins, for years, have specialized in mildly unusual special teams plays that don’t happen every day. Here were three. In the first half of the first game. DAN STEINBERG (THE WASHINGTON POST)

Watt was in the Redskins’ backfield all day — hitting Robert Griffin III five times. Nick Foles threw two touchdown passes in the second half and the Eagles rallied from 17-0 deficit to beat the Jaguars. Foles overcame three turnovers in the first half and threw a 68-yard touchdown pass to Jeremy Maclin early in the fourth quarter to give the Eagles their first lead. Fletcher Cox returned a fumble 17 yards for a TD to seal the win.

THE CINCINNATI BENGALS HAD GIVEN AWAY A 15-POINT LEAD and were still in search

of their first touchdown when receiver A.J. Green got into the huddle and told his teammates, “We got one play. Let’s make this play.” Green did more than just talk. He caught a 77-yard touchdown pass from Andy Dalton with 4:58 left to provide Cincinnati with a win over the Ravens. Green got behind cornerback Chykie Brown, who was pressed into a starting role for the injured Lardarius Webb. Brown got a hand on the ball, which popped from Green’s grasp before he gathered it in. After putting a fake on safety Darian Stewart, Green trotted into the end zone. The subsequent 2-point conversion made it 23-16, and the Bengals held on. (AP)

Throwing for a franchise-record 448 yards and showing some rarely used mobility to keep plays going, Matt Ryan led the Falcons to an overtime victory over the Saints. Ben Roethlisberger hit Markus Wheaton twice during a last-gasp drive to set up Shaun Suisham’s 41-yard field goal as the Steelers survived after they let a 24-point lead evaporate. SUNDAY’S BEST

Matt Ryan Falcons quarterback

The Falcons passer torched the Saints’ defense, throwing for a franchise-record 448 yards in a shootout win. He also set the team record for career touchdown passes, moving past Steve Bartkowski. Last season, Ryan surpassed 300 yards only twice in the last nine games of the year.

Allen Hurns Jaguars wide receiver

The rookie out of Miami became the first player with two touchdowns in the first quarter of his NFL debut. Hurns had four catches for 110 yards and two scores to help Jacksonville get out to an early 17-0 lead — which they squandered in the second half against the Eagles. He was targeted nine times Sunday.

Le’Veon Bell Steelers running back

The second-year running back had almost as many receiving yards (88) as rushing yards (109). Bell reached 100 yards on the ground for the second time in his young career and was tied with Markus Wheaton for Ben Roethlisberger’s most-targeted receiver on Sunday.

17

Colin Kaepernick threw two touchdown passes to Vernon Davis, one right after the first of three interceptions by Tony Romo, and the 49ers beat the sloppy Cowboys. The 49ers also got a 35-yard fumble return on the second play of the game.

26

10

Jake Locker threw for 266 yards and two touchdowns, while Alex Smith was intercepted three times. Locker picked apart a defense that lost linebacker Derrick Johnson and defensive tackle Mike DeVito to Achilles tendon injuries. Locker was 22 of 33 and found eight targets.

23

20

Fred Jackson set up Dan Carpenter’s field goal in overtime with a 38-yard run to the 1, and the Bills stunned the Bears. The Bears had just punted to open the extra period and Buffalo took over on its 22. The Bills got to the Chicago 39 when Jackson broke off his big run.

34

6

Wide receiver Cordarrelle Patterson ran for 102 yards on three carries with a 67-yard scoring run off a simple pitchout and the Vikings opened impressively under new coach Mike Zimmer. The Rams handled Adrian Peterson, limiting the star runner to 75 yards on 21 carries.

Williams equaled Chris Evert and Martina Navratilova with 18 major singles titles, the fourthmost in history. No. 1, win all 14 sets she played in the tournament, she never even dropped more than three games in any of them. Until the U.S. Open, though, Williams had not been at her best on her sport’s biggest stages in 2014. She lost in the fourth round at the Australian Open, the second round at the French Open, and the third round at Wimbledon. Hawks co-owner to sell team Levenson self reports an ‘offensive’ email he sent two years ago NBA Atlanta Hawks co-owner Bruce Levenson said Sunday he is selling his controlling interest in the team, in part due to an inflammatory email he said he wrote in an attempt “to bridge Atlanta’s racial sports divide.” Levenson said he regrets the email sent to the team’s coowners and general manager Danny Ferry two years ago as

“inappropriate and offensive.” In a statement released by the team, Levenson said he sent the email due to his concerns about low attendance and a need to attract suburban whites. He says he later realized the email made it seem white fans were more important. He voluntarily reported the email to the NBA. “I have said repeatedly that the NBA should have zero tolerance for racism, and I strongly believe that to be true,” Levenson said in the statement. “That is why I voluntarily reported my

inappropriate email to the NBA. “After much long and difficult contemplation, I have decided that it is in the best interests of the team, the Atlanta community, and the NBA to sell my controlling interest in the Hawks franchise.” NBA Commissioner Adam Silver said the league will work with the Hawks ownership group and CEO Steve Koonin, who now will oversee all team operations. Silver said the league’s independent investigation “regarding the circumstances of Mr. Levenson’s comments” in the email was ongoing. CHARLES ODUM (AP)

The Nationals beat the Phillies on Sunday to avoid a series sweep. Adam LaRoche homered twice and Scott Hairston hit a go-ahead sacrifice fly in the sixth inning. Gio Gonzalez, left, allowed two runs in six-plus innings for the Nationals. Washington pushed its NL East lead over Atlanta back to seven games. Drew Storen pitched a perfect ninth a day after manager Matt Williams said he had removed Rafael Soriano from the closer role. (AP) Deal reached to bring Winter Classic to Nationals Park in 2015

MUST-SEE THIS WEEK

1 ‘Sons of Anarchy’

Fall TV’s first impressions

10 p.m., Tuesday, FX

As the show comes roaring back for its seventh and final season, expect Jax (Charlie Hunnam, below) to make vengeance priority number one after last year’s bloody conclusion.

which is typically the only thing critics have to go on. But a pilot must at least trigger interest at a level to get viewers to return the second week. Here are five new series that might catch

‘Gotham’

(9 p.m., Sept. 17; Fox)

(8 p.m., Sept. 22; Fox)

‘How To Get Away With Murder’

‘Jane the Virgin’

‘Marry Me’

(9 p.m., Oct. 13; CW)

A group of teenagers meet as patients in the pediatric ward of a Los Angeles hospital. Sure, a show that gathers kids to frolic, flirt and even face death sounds like “Glee” without the jazz hands. But this comedy-drama comes with heart and a dose of authenticity that ground the good times.

In an industry where nothing is a sure thing, fall’s most-awaited show by the most-desirable demo would seem to be a sure thing. The noir crime series lays the groundwork for Batman while introducing notyet-Commissioner James Gordon (Ben McKenzie) as a rookie cop.

(10 p.m., Sept. 25; ABC)

(9 p.m., Oct. 14; NBC)

A legendary attorney is fearless in the classroom as she drills a no-holds-barred philosophy of law into her students who help tackle her toughest cases. “Murder” promises to be twisty, wicked, dark and fun. And it stars Viola Davis, who brings life to a character of endless mystery.

The one-line description of this series seems like a joke: Virginal Jane is mistakenly impregnated with a specimen meant for someone else. The wonder of this series is that it feels fully plausible, authentic and delightful, unfolding in a multicultural world with the irresistible Gina Rodriguez in the title role.

Jake and Annie aren’t yet married, or even engaged — just dating for six-yearsand-counting, with Annie more than ready for Jake to pop the question. On this slender premise hang the comic gifts of co-stars Ken Marino and Casey Wilson, not to mention those of series creator David Caspe of “Happy Endings.”

‘Stalker’ (10 p.m., Oct. 1; CBS)

‘A to Z’

‘Mulaney’

‘Cristela’

‘State of Affairs’

(9:30 p.m., Oct. 2; NBC)

(9:30 p.m., Oct. 5; Fox)

(8:30 p.m., Oct. 10; ABC)

Dylan McDermott stars in what’s billed as a “psychological thriller” about the Threat Assessment Unit of the LAPD, oddly fetishizing cases of voyeurism and cyber harassment. Series creator Kevin Williamson has said if viewers are offended, they should “change the channel.” Exactly. Before the show starts.

(10 p.m., Nov. 17; NBC)

Girl meets guy. Tedium results. A rom-com whose stars (Cristin Milioti and Ben Feldman) are stuck in a gimmicky format: a “comprehensive account” of their dating relationship, as we are told at the top of the show, “from A to Z.” Together, they spell “lack of chemistry.” Alphabet this show won’t last long.

It’s a comedy starring standup comic John Mulaney as a stand-up comic named John. Clearly, this show is just dying to be the next “Seinfeld.” But problems block the way: “Seinfeld” was done, for all times, a quarter-century ago; Mulaney is no Jerry Seinfeld; there’s no Larry David mojo. Plus “Mulaney” isn’t funny.

Stand-up comic Cristela Alonzo stars in a family sitcom based on her life and Mexican-American heritage. She’s working multiple jobs as she plods through law school and resides in a dizzy household with her large family. Zingers fly and stereotypes rule. You’ve seen it all before. Why begin again?

In other hands, this idea might have made a good show. A group of CIA analysts prepare a daily briefing paper of the most urgent security issues for the president. But here, that team is led by “Grey’s Anatomy” expat Katherine Heigl. But at least the fine actress Alfre Woodard plays the president.

By now, anybody entering this competition must know Chef Gordon Ramsay won’t be easy to please … and that’s putting it very mildly. Still, that doesn’t keep 18 new chefs from starting Season 13 in the two-hour episode.

3 ‘9/11 E-Men Heroes’ 8 p.m., Thursday, DSC

This new special incorporates previously unseen archival footage and first-hand accounts to honor the heroism and sacrifice of the New York Police Department’s Emergency Service Unit (ESU).

Dearly beloved: We gather here to judge you Do you like a low-cut, hikedup-in-front wedding dress in the style of a stripper, or a simple gown with a burlap sash?

Do you prefer food served from an armada of food trucks or from an Ethiopian buffet? How should the bride enter: in a canoe or dangling from a hook lowered from above? These are but a few of the deep philosophical questions

that arise in “Four Weddings” (9 p.m. Fridays on TLC). In each episode, four brides attend each other’s weddings and score the gown, food, venue and overall gestalt. The winner gets a free honeymoon to … someplace fancy. The losers are pretty gracious. “Four Weddings” is a wonderful way to waste an hour. Er, no, I mean, it’s a wonderful way to vicariously attend four weddings and marvel at how the brides, strangers to each

other, bond as they watch each other take their vows. For those who study the sociology of American weddings, circa 2014, the show shows what an open and accepting society we have become. A woman marries a woman. A black woman marries an American Indian. A 60-year-old man with a mane of blond hair marries a 37-year-old woman with a mane of blond hair. A highly tattooed 40-year-old pledges her troth to a 25-year-old. No one passes judgment on who’s marrying whom (although I secretly wish the brides would score the grooms, especially the dude who walks down the aisle in baggy black shorts). I’m just hoping there will be a spinoff: “Four Weddings and a Funeral.”

“The real ending I teared up because of how awful it was. This ending I teared up because of its perfection.” COMMENTER BRIAN COHEN AT BUZZFEED.COM is still upset by

the ending of “How I Met Your Mother.” Luckily, after an uproar of disappointment from fans, the show’s creators promised an alternate ending would be released in the series box set, available Sept. 23. No spoilers, but the ending has leaked online — and it’s exactly what letdown fans were hoping for.

Wednesday’s Nationals/Dodgers game. A very large, very shirtless man in the stadium was spotted sunbathing by cameras during the 5-hour, 34-minute game. The identity of the hero is unknown, but his image has circulated from Denmark to Belgium to London and back. He’s even an Internet meme now. Oh, and for all you Nats fans, Washington won the game 8-5 in the 14th inning.

“His head definitely turned heads—and also dreams into nightmares.” MATT DEKNEEF AT HOLLYSCOOP.COM is not

The new hairstyle — or lack thereof — is for a project about a man obsessed with movies. A fake tattoo of Elizabeth Taylor and Montgomery Cliff smack on the back of his dome completes the crazy look.
