Police arrest ‘person of interest’ in string of Alexandria slayings ALEXANDRIA A grand jury in Alexandria on Thursday indicted an eccentric ex-politico in the murders of three prominent city residents over the past decade, confirming that police believe the killer is a man identified months ago as a “person of interest” in the cases. Charles Severance, 53, has been accused in the February slaying of music teacher Ruthanne Lodato, the November shooting of regional transportation planner Ronald Kirby and the 2003 killing of real estate agent Nancy Dunning. He is charged with capital murder in two of the cases, though prosecutors said that, if Severance is convicted, they won’t seek the death penalty. The charges may bring some comfort, and eventually answers,

to a close-knit community that has lived with the fear of a serial killer. All three victims were shot to death at midday, in their own homes, by a killer who left no sign of forced entry. They died within two miles of each other, in a community where any violent crime is rare. “This is a very emotional crime. This is a personal crime,” Alexandria Police Chief Earl Cook told reporters, saying it had been “frustrating and disturbing and terrible” for Dunning’s family in particular to go so long with no answers. “I am confident that the suspect Charles Severance is the suspect we have been looking for.” A tip led police to Severance, a Civil War buff and two-time long-shot Alexandria mayoral candidate who was living with a girlfriend in Loudoun County, Va. In 2005, Severance pleaded guilty to a felony gun-possession charge in Rockingham County, Va., and was placed on probation. All three victims were prominent residents within Alexandria, but none were known to have a specific connection to Severance. Court records show Severance carried a deep grudge against Alexandria civil authorities, who revoked custody of his yearold-son in 2000 and forbade him any visitation until he received a mental-health examination. Severance represented himself in parts of the custody dispute and offered scattershot criticisms of authorities, though he was never specific in directing his anger at one person or agency.

Surge in heroin deaths prompts call for action Virginia Attorney General Mark Herring on Monday announced a new approach to fight surging numbers of heroin-related deaths in Virginia — statewide, they more than doubled from 2011 to 2013. He said several changes to Virginia law are needed, such as “Good Samaritan” protections that would allow people to get help for someone overdosing without fear of being arrested for drug use at the scene. Withering report criticizes D.C. ticketing The D.C. inspector general issued a 115-page audit Monday of three D.C. agencies, which issued nearly 2.5 million parking and traffic tickets in 2013, that portrays the city as the Wild West of traffic enforcement when compared to the suburbs. Among the findings: Speed cameras Many are positioned on multilane streets, and when they snap a photo with more than one car in it, police department analysts have to decide who gets the ticket. Though the department’s manual tells them to use multiple photos and an illustration to guide those decisions, the inspector general said reviewers often were inconsistent and arbitrary in deciding who got tickets.
Parking meters The inspector general faults the parking meter ticket writers from the Department of Public Works for frequently failing to also issue a “required” photograph that shows the violation.

New challenge for border kids: School Local classrooms scramble to meet the needs of undocumented children REGION All summer, Central American children caught at the U.S.-Mexico border have been trickling into the Washington area, sent to live with relatives in Latino communities. Now, they are descending en masse on the region’s public schools, bringing an array of problems that school officials are scrambling to address. Ripped from distant worlds, most of the new students don’t speak English, and some are psychologically scarred from abuse by gangs or smugglers. Reunited with parents or other relatives they barely know, and still grieving for family and friends back home, they may feel depressed and resentful. “Some of these kids arrive feeling very angry,” said Rina Chavez, a counselor with Montgomery County schools in Maryland. “After years of living with
their grandparents, suddenly here they are with mom and a new stepdad and two younger siblings. Then they are expected in a heartbeat to sit down and learn, but they may not be ready. “At first, some even refuse to learn English.” Of the roughly 37,000 border children released to parents or other sponsors since January, the Washington area has absorbed one of the largest contingents. Virginia’s Fairfax County has received 1,023, followed by Prince George’s County in Maryland with 960 and Montgomery County with 816. Only Los Angeles, Miami, two New York counties and one in Texas have received more, according to statistics. All of the children will face eventual hearings on their immigration status. Because the regional school systems already serve large numbers of Spanish-speaking

students, the schools are equipped to handle some of the newcomers’ needs, such as testing for English skills and academic placement. Also in place are outreach programs for parents. “We have been integrating these kids into the system for years,” said Chrisandra Richardson, who administers English for

On June 11, the girls were put on a bus, and after a short stint in U.S. federal custody, were flown to Virginia. “This is what we dreamed and worked for all these years,” their father, Angel Rac, said. “Now they are finally here, they will study hard, and they will start a new life.” (TWP)

Last year, the county had 19,000 such students, and the border surge has added about 800 more. “It’s not a drop in the bucket, but it’s what we do.” Yet even for schools used to integrating Hispanic immigrants, the unusually large number of those enrolling at once — many with social and emotional needs — is straining the system’s capacity for counseling and mentalhealth therapy. Many troubled children have been reluctant to speak about their past experiences, making it difficult for even Spanishspeaking therapists to reach them in a few short meetings. Diana Sosa, a school social worker in Herndon, Va., said Fairfax schools have established mentoring programs and ties with a network of churches, businesses and agencies to supplement staff services for immigrant children who need emotional support. But she also noted that local Latino gangs often prey on new students — much as they would do in Central America. “These kids have so much on their minds. It makes them very vulnerable,” Sosa said. “We try to find them support and mentors. Respiratory virus hits scores of kids HEALTH Jennifer Cornejo’s 13-year-old son, William, had cold symptoms that developed overnight into a life-threatening respiratory illness. “He was in really bad shape,” she told News7 in Denver. “He came really close to death. He was unconscious at our house and white as a ghost with blue lips — he just passed out.” “My head started hurting,” said William of Lone Tree in Colorado. “And after that my lungs started closing up. It felt different.” Hundreds of children in more than 10 states have been sickened by a severe respiratory illness that public health officials say may be caused by an uncommon virus similar to the germ that

Pressure is on new royal baby to save the U.K. Can the royal pregnancy prevent a breakup? It’s a question that bubbled up after news broke Monday that the Duke and Duchess of Cambridge are expecting their second child. As congratulations poured in, so did questions about the timing of the announcement and its possible effect on the debate about Scottish independence. Skeptical Scots — who will vote on whether to split from the U.K. in a little more than a week — may wonder whether the timing was just a wee bit “too neat, too convenient,” with some viewing it as “just another Establishment ploy,” warned The Daily Telegraph’s James Kirkup. It’s true that the royal family remains popular in Scotland, where the queen vacations every summer at Balmoral Castle. But Alex Salmond, the first minister of Scotland, has said that an independent Scotland would keep the queen, who would continue to serve as head of state — the way she does in such Commonwealth countries as Canada and New Zealand. Officially, the royal family has been neutral on Scottish independence. LONDON Britain’s main political leaders scrambled Monday to offer Scotland greater autonomy in a last-minute bid to stave off independence, as the pound sank on opinion polls suggesting separatists are gaining ground. A Yes vote in next week’s referendum would end Scotland’s 307-year-old union with England and plunge Britain into uncharted constitutional and economic waters. Many British politicians and business leaders have long considered that outcome unlikely, and for months polls have put the anti-independence side ahead. But the gap has narrowed ahead of the Sept. 18 vote, and one survey released Sunday by pollster YouGov showed the two sides nearly even. YouGov’s methodology — which samples from a pool of online respondents who have signed up for the panel and are paid to participate — is not trusted by all poll-watchers, and other surveys gave the advantage to the No side. But the sense that the race is too close to call rattled independence opponents and energized supporters. “I don’t think there’s any doubt at all the momentum is with the Yes campaign,” said Scotland’s pro-independence Deputy First Minister Nicola Sturgeon.

But the sudden move to offer greater powers to Scotland suggests the No campaign is far from confident. Scotland joined England and Wales to make Great Britain in 1707. Now with a population of 5.3 million, Scotland already has considerable autonomy, with its own parliament and separate legal and educational systems. Britain’s Conservative, Labour
and Liberal Democrat parties — all of whom oppose independence — are preparing to offer Scotland even more financial independence, including greater tax-raising powers, in a bid to avert a Yes vote. Many Scots favor that option, but it is not on the referendum ballot, which asks whether Scotland should become an independent country. Highly drafted fantasy football players were pretty hit-or-miss in Week 1. Don’t jump off the bandwagon just yet for these top picks, but here were the three biggest duds.
Washington’s season-opening 17-6 loss to the Texans can’t be pinned on any one player, or one particular play. There were many transgressions committed by the Redskins, and because of that, the team negated any positives they had against the Texans. Here are some observations from Sunday’s game. Must-win already?
Give Jay Gruden credit for his work as a gameplanner and play-caller. The coach knew he would have to be creative so his young quarterback and the offense would have a chance to succeed against an aggressive Texans defense. Gruden delivered. He set things up with the run game, used quick-hitter passes and misdirection in the backfield and kept Houston’s pass rushers from being able to tee off on Robert Griffin III. Gruden also lined his quarterback up in the shotgun on 52 of the 62 offensive plays in an attempt to give him more room to work with.
Robert Griffin III wasn’t a game changer on Sunday, and he wasn’t exactly a game blower, either. For what he was asked to do, he did OK. The passing decision-making on Sunday reflected improvement over the preseason, as did the 78 percent completion percentage and his distribution to eight targets. But Griffin still needed to have been better. He admitted after the game that he should have just fallen on the ball on the hand-off attempt to Alfred Morris that was fumbled. Overall, there were some positives, but this also is a game they would like to have back.
The second-year tight end has all the promise in the world. He’s truly a dynamic talent. But once again Jordan Reed is on the injury report after straining a hamstring in the first half of the season opener. With the game on the line, and Washington needing a big play in the midrange passing game, it would’ve been nice to go to the athletic tight end. But he again couldn’t come through for his team, a year after battling various injuries and concussions as a rookie. Reed’s lack of durability is a real problem. He could seriously rank among the top tight ends in the game if only he could stay healthy.
A lot went wrong in this game, but one of the most troubling of all was the display of a lack of effort/ability/awareness/ competitiveness, or whatever you want to classify it as, on Bacarri Rambo’s pathetic tackle attempt of DeAndre Hopkins. Rambo was so badly turned around and appeared to make a half-hearted effort to swipe at Hopkins, and then jogged after the receiver, who raced the remaining 36 yards for a 76-yard touchdown. “It was poor,” Gruden said. “We all saw it and it was poor. Poor angle, poor tackle, poor attempt at a tackle and led to a huge play in the game.”
With 15 games remaining, it’s tough to call a game a must-win, but the Redskins can’t afford to lose to the Chad Henne-led Jaguars in Sunday’s home opener. In Jacksonville, the Redskins will face a team in the rebuilding stage. Getting a win is highly important because in Weeks 3 and 4, Washington faces division foes Philadelphia and New York. Going into Philly with an 0-2 record against the defending NFC East champions would be a tall task. Also, statistics show that teams that open the year with two straight losses have about a 12 percent chance of making the playoffs.

An overdue ruling: Outcry forces NFL to ban Rice, again In the end, the NFL got it right. But it took way too long. Ray Rice was cut by the Ravens and suspended indefinitely by the league Monday after TMZ Sports released a video of the running back punching his nowwife in an Atlantic City, N.J., elevator. But the ban should have been issued back when Rice admitted he made “the biggest mistake of [his] life” at a news conference in July. The league would have been fine with this issue being swept under the rug, but public outcry has forced its hand. Throughout this process, the NFL has been reactive, rather than proactive. In July, NFL Commissioner Roger Goodell handed Rice a two-game ban for the same act that he was
suspended indefinitely for on Monday. While the newly released footage gives a more vivid and gruesome vision of what unfolded that February night, enough of the details were known months ago. It’s unclear if the NFL saw the entirety of the video before it handed down the initial two-game ban, but that doesn’t matter. Rice should have been out of the league back then. After harsh criticism, Goodell has since changed the NFL’s policy on domestic violence — admitting he made a mistake with the initial ruling against Rice. First-time domestic violence offenders now face at least a six-game suspension, and second-time offenders will be banned for life. The problem is that seeing the words “domestic violence” in print doesn’t resonate as much as watching a man punch

a woman in her face. There’s no outrage from people reading court documents about abuse. But the penalty shouldn’t be harsher just because the abuse was caught on video. Rice would have been back with the Ravens on Friday if the footage wasn’t leaked, which makes you wonder: How many players currently in the NFL have struck a woman and continue to play in the league? In July, Panthers defensive end Greg Hardy was found guilty of assaulting his former girlfriend and threatening to kill her. According to the Charlotte Observer, the judge said the evidence convinced her beyond reasonable doubt that Hardy beat his girlfriend, threw her around his apartment, then tried to hide his actions with a fabricated 911 call. But TMZ doesn’t have a video of this, so the NFL is waiting out the appeals process before it makes a ruling on the Pro Bowl defensive end. Meanwhile, Hardy continues to play and will make $13.1 million this year. The NFL did right by suspending Rice indefinitely, but will it have that same reaction when it’s not provoked by public outcry over a TMZ video? Sadly, I don’t think so.

Entering Monday’s games, they have the majors’ second-best ERA (3.12). In one category, however, the Nationals don’t simply lead all baseball this season but all teams ever. The Nationals’ talented pitching staff has a 3.54 strikeout-to-walk ratio (K/BB), which is on pace to be the best ever (since the modern era began in 1900). Pulling it all together Results Gym introduces members to a new prop — and an old-school exercise EQUIPMENT The exercisers who pack the classes taught by Harold Sanco, group fitness director at Results Gym, are never sure what he’s going to throw at them next. It could be a plank hold, the popular ’60s dance step “the pony” or even some combination thereof. So when Sanco first told his students to each take one of the Capitol Hill gym’s newest acquisitions, called “Lebert Equalizers,” Sarah Robinson was nervous. “It looks like a hurdle,” says the 27-year-old Kingman Park resident. “I thought, ‘Oh lord. What is he going to make us do now?’ ” The answer was a whole lot of different things. Sanco had them lift the 8-pound prop and rotate their midsections, place it back on the ground and hold on for pushups and mountain climbers, clutch the top while jumping and then stretch with it. But all of that was just a prelude to showing off why Sanco is really pumped for “our new
toy.” He had his students lie on their backs with their legs bent and feet on the floor, grab the Equalizers and hoist their torsos as high as possible. Then he had them switch grips, from underhand to overhand, and do it again. “We had never done a pullup in this class before,” says Sanco, who couldn’t figure out how to make the move work in a group setting. So when he spotted Equalizers at a fitness convention last year, Sanco was determined to get them to Results. Over the past few weeks, he’s introduced his students to the Equalizers (or, “EQs” as he calls them), demonstrating several ways they can be of service. When the gym’s fall schedule debuts Monday, Sanco will start to teach several all-Equalizer classes (see box). Students, despite some goodnatured grumbling, seem on board with the changes. Robinson admits her pullups are still “a bit rough,” but after struggling through them at just a handful

She appreciates that the Equalizers give her a chance to work her muscles in a different way — and come in bright colors. At a recent class, Bonawitz picked pink to match her outfit. (Results also has them in yellow and lime-green.) Can’t choose just one? Sanco has ideas involving multiple Equalizers — making a tunnel you can crawl under by cramming a few together, or standing between a pair and using them like parallel bars to hold tuck jumps. Expect to see them pop up in other classes, adds Sarah West, Results’ director of training. She already has her bootcampers doing pullups with them, too. “It’s hard to find a variety of ways to train the back,” West says. Or, at least, it used to be.

FACILITIES The CrossFit movement started out in converted warehouses next to alleys, so there’s nothing that unusual about the location of Balance Gym’s newest CrossFit affiliate. But the 3,000-square-foot space just happens to be the former storage area at the back of Reebok FitHub Georgetown (1251 Wisconsin Ave. NW). And that alley? “It’s the nicest one in the city,” says Pablo Brown, who will be manager of CrossFit Balance Georgetown. When the gym debuts — a soft opening is planned for within the next month or so — it’ll be operated separately from the Reebok store. Both Reebok and Balance, however, are psyched about the close quarters (they’re separated by just a glass partition). A similar model is such a huge success on Fifth Avenue in New York that Reebok has been searching for other potential partners that could open gyms inside or near its stores. Balance plans to offer dropin classes and intro programs that cater to newbies and tourists, but the heart of the gym will be the community it wants to develop in the neighborhood, says Balance COO Ori Gorfine.

Robert Sullivan’s best-seller, “Rats: Observations on the History and Habitat of the City’s Most Unwanted Inhabitants,” details rats’ history and mating patterns, and includes profiles of exterminators, city officials and scientists who interact with the animals, the site reports.
