Police have ‘grave concerns’ over missing Md. children CLARKSBURG, MD. By Monday afternoon, the father had grown worried. He didn’t know where his youngest children were. And their mother, who had a history of mental illness, wasn’t forthcoming with answers. He suggested they go to a police station in Germantown, Hoggle Md., to get help. On the way there, according to Montgomery County police, the two stopped at a Chick-fil-A restaurant. The mother said she wanted to run in to get a drink. And as of Tuesday afternoon, that was the last anyone had seen of Catherine Hoggle, 27. The two kids — Jacob, 2, and Sarah, 3 — also remain missing. “I am deeply concerned for the welfare of these two little children, and for their mother,” Assistant Montgomery Police Chief Russell Hamill said. With each passing hour, fears worsened. Jacob was last seen on Sunday afternoon. Sarah was last seen Monday morning. Two dozen detectives have been working on the case, which is complicated by the staggered

Streetcar moves closer to starting passenger service

Study: Truancy-prevention programs effective in D.C.

The D.C. Department of Transportation plans to start simulated streetcar service next month. The official route testing along a 2.4-mile segment of H Street and Benning Road NE will bring D.C. a step closer to returning streetcars to city roadways. Passenger service is expected to begin by the end of the year, said Thomas Perry, DDOT’s program manager for streetcar engineering and construction. Meantime, DDOT has yet to finalize some service details, including schedules and a fare policy. For now, plans call for cars to run every 10 minutes, seven days a week.

A new study shows that nearly four out of five D.C. families who participated in voluntary truancy-prevention programs saw an increase in school attendance. The study, released Tuesday, was commissioned in the wake of a new city law that seeks to make parents more accountable for children who missed school. The truancy program has been under public scrutiny after the disappearance of Relisha Rudd following 30 absences, more than 10 of them unexcused. Nearly a third of all D.C. Public Schools students missed more than 10 days of classes without a valid excuse in the 20122013 school year. (AP/TWP)

The HMS Erebus and HMS Terror were last seen in the late 1840s. Canada announced in 2008 it would search for the ships led by British Arctic explorer Sir John Franklin. More than seven weeks after being shot from the sky, the wreckage from Malaysia Airlines Flight 17 still lay strewn Tuesday across the fields of eastern Ukraine. As evidence of the July 17 aviation disaster that killed all 298 people on board remained exposed to the elements, investigators hundreds of miles away in the Netherlands — who have not yet visited the crash site because

it is deemed too dangerous — released a preliminary report that left key questions unanswered. The plane had no mechanical or other technical problem in the seconds before it broke up in the sky after being struck by multiple “high-energy objects from outside the aircraft,” the report said. There were multiple punctures in the cockpit and front section of the fuselage, it said — damage that could be caused by a missile that detonates in front of its target and peppers it with

small chunks of metal. However, investigators did not identify the source of the fragments or say who fired them. Although the report drew no conclusions about responsibility, U.S. State Department spokeswoman Marie Harf said the findings were consistent with “our original assessment, that it was likely shot down by one of these surface-to-air missiles fired from separatist-controlled territory in eastern Ukraine. “It highlights questions for which Russia must still answer,” she said.

The slow pace of the inquiry, its cautious preliminary conclusion and the fact that wreckage and human remains are still lying in Ukraine frustrated and angered victims’ families. “Well, I don’t know what to say about this,” said Samira Calehr, a Dutch mother who lost two sons, 11-year-old Miguel and 19-yearold Shaka, in the crash. The venerable iPhone has a new screen that’s 0.7 inches wider diagonally than the iPhone 5S and 0.03 inches thinner. It comes with a “Retina HD” display that preserves the crispness of the Retina display from older models despite the larger screen size. The iPhone 6 carries an upgraded A8 processor. And it comes with rounded edges, in a departure from the squared-off finish in the iPhone 5S. Both new iPhones will be available for preorder Friday and will ship Sept. 19. The new version of iOS that’s being rolled out alongside the iPhone can be downloaded as early as Sept. 17.

The iPhone 6 Plus measures 5.5 inches diagonally, a 17 percent increase in screen size over the iPhone 6 and a 38 percent increase over the iPhone 5S. It packs even more into its Retina HD display, and its A8 chip, Apple claims, offers a 25 percent improvement on processing power and 50 percent faster graphics rendering. Both the iPhone 6 and 6 Plus come with support for voice-over-LTE and WiFi calling, meaning that you can be on the phone with someone and lose cell signal but continue the call uninterrupted if you’ve got an active data connection.

Apple’s most ambitious bet takes on what others have tried (and mostly failed) to improve: mobile payments. Apple Pay will allow users to add and store their creditcard information on their phone — but these numbers will never be shown to the merchant. Instead, merchants will see a proxy account number generated by the phone, along with a verification code that’s unique to each transaction. Apple has already secured cooperation from the major payment networks as well as from such credit-card issuers as CapitalOne, Bank of America and Citi. And users will be able to use Apple Pay at many retailers, including Whole Foods, Macy’s, McDonald’s and Subway.

Apple says the new phones will be faster and have better battery life than previous versions.

NFL Several people within the NFL on the management side said Tuesday that, while it’s clear the league made significant missteps in its handling of the Ray Rice case, support for Commissioner Roger Goodell among the owners of the 32 NFL franchises remains strong. “Look, it’s clear there were mistakes made,’ ” an executive with one NFL team said, speaking on the condition of anonymity to give a frank assessment of owners’ sentiments about the case. “The commissioner said that in his letter [to owners acknowledging he’d erred in setting Rice’s initial suspension at two games]. Cringe drinking Beer and wine servers guide guests with off-putting but accurate descriptions LINGO As the co-owner and sommelier at The Red Hen, Sebastian Zutant works hard to make the Bloomingdale restaurant’s wine list appealing. So when he overheard a server tell customers recently that a wine tasted like old BandAid, he yanked her off the floor faster than you’d pull one of those bandages from a boo-boo. Perhaps there was a more appetizing term the waitress could have used, but many wine and beer experts look to standardized flavor wheels with off-putting descriptors to help them pinpoint tastes in complex beverages. The wheels include terms like “burnt rubber,” “kerosene” and “cooked onion” — though it’s rare for these to actually make it to the table. “I’m pretty blunt when I train servers,” Zutant says. “If something tastes like horses---, it tastes like horses---, but I don’t encourage them to say that to our guests.”

Nahem Simon, beer director at Jack Rose Dining Saloon, believes these wacky descriptors allow him to be most accurate. That’s why when guests order the St. Louis Gueuze Fond Tradition, for example, he often tells them it has a “horse blanket” quality to it. “It really does smell like the blanket you put under a horse’s saddle,” Simon says. “I can’t say rustic, I can’t say horsey, because what does that mean, really? I try to be as specific as possible.” And Dave Delaplaine, the beer director at Roofers Union and Ripple, believes that being upfront with customers about how a beverage tastes can only lead to happy guests. “Some beers are so far out there that if you don’t set expectations, the guest is going to be weirded out [when they taste it],” Delaplaine says. “It can alienate, but I think it’s more important to let them know what they’re getting into.”

It’s difficult to trace the etymology of these terms to a single origin, but many in the industry credit Michael Jackson, a beer expert influential during the 1970s, who developed a lexicon for flavors at a time when suds weren’t taken seriously. “Most of the language we use today to describe beer evolved from him,” says Greg Engert, beer director for the Neighborhood Restaurant Group, which owns ChurchKey and Bluejacket Brewery. “A lot of bartenders use words he made popular, and they probably don’t even know where they came from.” Brent Kroll, the wine director for Neighborhood Restaurant Group, is comfortable using these kookier adjectives, but only if he can follow up with an explanation. “If someone describes a wine

as similar to their grandma’s closet, I don’t know what that means. I’ve never met their grandma,” Kroll says. But he won’t hesitate to tell guests that some grapes grown in northern Italy have a strong aroma of blood (gross!) because the soil is rich with iron (makes total sense). “Unless [a server] can explain why it tastes that way, it just says, ‘Look at me!’ ” Kathy Morgan, a master sommelier who works with Range and Aggio, takes a more traditional approach and only describes wines in a way that makes them appealing. “I’ll put wines in terms of families, like herbal or floral,” Morgan says. Ultimately, diners trust sommeliers and bartenders to lead them to something they’ll enjoy. “Just like with art, alcohol should be beyond verbal definition,” Engert says. “But it’s your job to pin down flavors, so you have to come up with ways to make them sound different.” HOLLEY SIMMONS (EXPRESS)

That explains the success of shows that soften the blow with wit, like HBO’s “Real Time with Bill Maher,” which on Friday resumes its 12th season.
