Employees said he’d been in earlier, sans costume, and said he’d be back to buy the gun. (AP)
British engineers have launched a “sewer war” against a giant fat blob that’s clogging London’s sewers. Thames Water officials said Tuesday it’s likely to take three weeks to dissolve the blob, which is 250 yards long and weighs as much as 11 double-decker busses. The icky mass consists of congealed wet wipes, diapers, fat and oil. Eight workers are using high-powered jet hoses to break it up before sucking it out for disposal. (AP)

THE DISTRICT Jim Vance lived a very good life, and he knew it. So Tuesday’s memorial service for James Howard Vance III — known to friends, colleagues and viewers simply as “Vance” — was an affectionate, lighthearted tribute to the beloved Channel 4 anchor, who died in July at 75. The two-hour service at Washington National Cathedral was as close to a party as you could have in such grandiose surroundings. There was lots of music, laughter and a guest list of Washington’s broadcasting and political elite: the entire Channel 4 family, of course, plus Paul Barry, Arch Campbell, Chris Matthews, Katie Couric, Willard Scott, Mayor Muriel Bowser, former Attorney General Eric Holder and Redskins quarterback Sonny Jurgensen. A line of Harley motorcycles lined the plaza in front of the cathedral, and jazz filtered out the open doors. “For 28 years, I got to sit next to the coolest guy in Washington, and for that I am very, very

grateful,” Doreen Gentzler, his co-anchor since 1989, told the audience. “I looked up to him, I learned from him, I laughed with him, sometimes I laughed at him, I argued with him. And we always had each other’s backs, on the air and off the air.”
“Not only was he a trailblazer, he did it on his own terms,” said NBC’s Craig Melvin, who first met Vance in 2008 as a new hire at WRC. “He was unapologetically black. And he was also, of anyone I’ve ever met or known, the most comfortable in his own skin.”
One of the newsman’s greatest contributions to his adopted city, said a number of speakers, was his willingness to talk about his struggles with addiction and depression — a kind of honesty that helped thousands of others battling the same demons. But there were also plenty of stories about Vance’s playful side. Melvin remembered the night that Vance, offering to give the thenrookie career advice, promised him a great steak dinner but lured him to Camelot, D.C.’s most famous strip club. (“The steaks weren’t half bad,” cracked Melvin.) Gentzler recounted how Vance would moon (off-camera) weatherman Bob Ryan during live weather reports. He especially loved to make sportscaster George Michael laugh. The two are immortalized in a YouTube video (with 19 million hits and counting) cracking up over a Paris model falling on the runway. The memorial ended with a second-line recessional by the Jefferson Street Strutters, who led the congregation out onto the sunfilled plaza to the sounds of jazz. D.C. tiger cub meets his new foster brother The National Zoo said the Sumatran tiger cub it sent to the San Diego Zoo has met his new foster brother. A video posted Monday on Twitter shows the two cubs meeting for the first time and then doing some playful roughhousing. The cubs, not yet named, were born within a week of each other in July, and both lack mothers to take care of them. Couple gets probation for video ‘pranks’ on kids
THE DISTRICT From Alan and Irene Wurtzel’s master bathroom, they can watch shingles fall off the neighbor’s roof, pigeons flutter through broken windows and rain pour into the four-story brick behemoth. And then there are the rats. There’s nothing the city can do about the vacant Kalorama property because it’s owned by the government of Argentina, which doesn’t have to pay property taxes, adhere to local building codes — or evict vermin. Talk about D.C. problems. Residents like the Wurtzels must rely on the State Department to delicately encourage foreign governments to clean up their properties without instigating retaliation at U.S. embassies abroad. Sometimes it works, other times not so much. D.C. Council member Mary Cheh and Del. Eleanor Holmes Norton recently complained to the State Department about a handful of foreign missions with neglected properties, calling them a “public embarrassment.” Norton named those owned by Serbia, Sri Lanka and Pakistan in Kalorama, a tony neighborhood of grand homes perched above Rock Creek Park in the city’s Northwest quadrant. Norton asked for a meeting with Secretary of State Rex Tillerson or the appropriate official within 30 days. The State Department declined to say if her request would be granted. “The Department takes this matter very seriously and understands the problems and challenges residents face when questions arise about a foreign

But a foreign coup or bankruptcy could mean that a country doesn’t have the political will or cash to act. “As long as a property is notified to us as used for diplomatic or consular purposes,” the statement said, “it enjoys the corresponding level of inviolability. While this may restrict some actions by the District of Columbia, the rules of inviolability also protect reciprocally, United States diplomatic and consular properties abroad.” With other vacant properties, the city could cut the grass, erect a fence and bill the owner. Not so with foreign missions. The city’s Department of Consumer and Regulatory Affairs is powerless over buildings that are essentially foreign soil despite

He bought a $5.6 million house on 24th Street NW early this year, shortly after he was confirmed to join President Trump’s Cabinet. Tillerson’s home is blocks from the vacant Argentine foreign mission and the other run-down properties owned by Serbia, Pakistan and Sri Lanka, as well as one that belongs to Cameroon. “There is no such thing as architectural crimes,” said Ellen Goldstein, the Advisory Neighborhood Commission member for the southern half of Sheridan-Kalorama. “It’s just a shame to see crumbling buildings on your block.” JENNA PORTNOY (THE WASHINGTON POST)
A husband and wife who posted controversial “prank” videos of themselves berating their children have been sentenced to five years of probation. Heather and Mike Martin each entered Alford pleas to two counts of child neglect, allowing them to maintain their innocence while acknowledging the evidence. The Frederick, Md., couple uploaded videos online. In them, the parents screamed profanities at their children and broke their toys. They later apologized. Prosecutors said the kids experienced “impairments of their mental or psychological ability to function.” (AP) MARYLAND
Gov. asks for legal action against FAA over flights Maryland Gov. Larry Hogan is asking the state’s attorney general to sue the Federal Aviation Administration to abandon new flight routes that have “caused a significant increase in noise pollution for many of our citizens.” The governor made the request to Maryland Attorney General Brian Frosh in a letter on Tuesday. Welch pleads guilty in 1975 double slaying MONTGOMERY COUNTY A convicted sex offender was sentenced to 48 years in prison Tuesday after pleading guilty in the deaths of two young Maryland sisters who vanished in 1975, a crime that went unsolved for four decades and haunted parents and children in the D.C. suburbs. Lloyd Lee Welch Jr. pleaded guilty to two counts of first-
degree felony murder in the slayings of 10-year-old Katherine and 12-year-old Sheila Lyon. The 48-year sentence is part of a plea agreement that also calls for him to receive a 12-year concurrent sentence for two unrelated sexual assaults in northern Virginia. The Lyon sisters disappeared on March 25, 1975, after walking from their home in Kensington, Md., to a nearby shopping center. A friend of the girls later told police she saw a man staring at the girls and following them at the mall. Welch, then 18, was

The girls’ parents, John and Mary Lyon, and her two brothers, thanked Montgomery County police for sticking with the case. “We just want to say, simply, ‘thank you,’ and it’s been a long, long time, … and we just want to go home,” John Lyon said. Welch is now serving a prison sentence in Delaware for sexually assaulting a 10-year-old girl. Once he completes that sentence in 2026, he will begin serving his sentence in Virginia.

Federal decision means no one faces criminal fault in 2015 death BALTIMORE The U.S. Department of Justice won’t bring federal charges against six police officers involved in the arrest and incustody death of Freddie Gray, a young black man whose death touched off weeks of protests and unrest in Baltimore. The officers were charged by state prosecutors after Gray’s
neck was broken in the back of a police transport wagon in April 2015. The 25-year-old was handcuffed and shackled at the time, but he was unrestrained by a seat belt. Three officers were acquitted at trial, and Baltimore State’s Attorney Marilyn Mosby later dropped the remaining cases. The Gray family’s attorney, Billy Murphy, said the Justice Department informed him on Tuesday that no federal charges would be filed. The decision means none of the officers will
be held criminally responsible for Gray’s death. Five officers face internal disciplinary hearings scheduled to begin Oct. 30. Those officers are Lt. Brian Rice, Sgt. Alicia White and officers Caesar Goodson, Edward Nero and Garrett Miller. The sixth officer, William Porter, was not charged administratively. And given the scarcity of confirmed political appointees at the department, Interior Secretary Ryan Zinke’s reassignment of more than 20 percent of the senior executive corps could be particularly disruptive. It doesn’t smell right, so maybe an official probe will tell if it’s rotten. The Interior Department’s Office of Inspector General (OIG) is examining the extraordinary and politically suspect reassignment of dozens of Senior Executive Service (SES) members. The OIG’s review is in response to a request from eight Democrats on the Senate Energy and Natural Resources Committee. They asked for the probe after one Interior senior executive, Joel Clement, wrote a Washington Post article that said he was reassigned and “retaliated against for speaking out publicly about the dangers that climate change poses to Alaska Native communities.” Nancy K. DiPaolo, an OIG spokesperson, said the assessment could take a few months and “you can expect the review to list out what facts are found.” In a letter led by Sen. Maria Cantwell, Wash., the Democrats requested the IG action because of “troubling newspaper reports of the arbitrary reassignment of as many as 50 Senior Executive Service employees of the Department
A. Not much, but there’s still a chance Congress will agree to it. Federal agencies can offer buyouts, also called voluntary separation incentive payments, when cutting staff or reorganizing. Employees who accept the payments must resign (or retire, if eligible), and the agency abolishes the position or reshuffles jobs to save money. The general maximum buyout payment has been $25,000 since the 1990s, although the Defense Department can pay up to $40,000. The Pentagon asked Congress for, and got, that boost last year, arguing that $25,000 is no longer a strong enough incentive — especially because the payments are taxable and recipients must repay the full amount if they return to the government within five years. Months ago, the Trump administration proposed extending the higher amount government-wide for the same reason, but Congress has not actively considered the idea. The administration repeated that request late last week, essentially asking the Senate to add the higher number to a defense bill now up for vote. Middle-class income tops $59K, a new high ECONOMY In a stark reminder of the damage done by the Great Recession and of the modest recovery that followed, the median American household in 2016 finally earned more than it did in 1999. Incomes for a typical U.S. household, adjusted for inflation, rose 3.2 percent from 2015 to 2016 to $59,039, the Census Bureau said. Last year’s figure, which covers the last year of the Obama administration, is slightly above the previous peak of $58,665, reached in 1999. It is also the first
time since the recession ended in 2009 that the typical household earned more than it did in 2007, when the recession began. Trudi Renwick, the bureau’s assistant division chief, cautioned that the census in 2013 changed how it asks households about income. Still, the data is closely watched because of its comprehensive nature. It is based on interviews with 70,000 households. The income gains reflect mostly a rise in the number of Americans with jobs and in people working full time all year last year, the agency said.

Apple’s $999 iPhone X will test the market Apple has broken the $1,000 barrier with its latest, and most expensive, phone, the iPhone X. With a price starting at $999 — twice what the original iPhone cost when it came out 10 years ago — and with a host of new features, the phone will be a big test for both Apple and consumers. On Tuesday, CEO Tim Cook called the iPhone X “the biggest leap forward� since the first iPhone. (“X� is pronounced like the number 10.) It loses the home button, which revolutionized smartphones; offers an edge-to-edge screen; and will use facial recognition to unlock the phone. It sets a new price threshold for any smartphone intended to appeal to a mass market. (AP)
The improved incomes have been widely shared. AfricanAmerican median household income jumped 5.7 percent, to $39,490 year over year. Among Latinos it rose 4.3 percent, to $47,675. For whites, the gain was 2 percent to $65,041. AsianAmericans reported the highest incomes, at $81,431, which was little changed from 2015. Edith Windsor, gay marriage trailblazer, dies 1929-2017 Edith Windsor, a widow who brought a Supreme Court case that struck down parts of a federal law that banned samesex marriage and led to federal recognition for gay spouses, died Tuesday. She was 88. Windsor died in New York, her lawyer, Roberta Kaplan, said. The cause of death wasn’t given, but she struggled with heart issues. “The world lost a tiny but tough-as-nails fighter for freedom, justice and equality,� said her current spouse, Judith Kasen-Windsor. Windsor’s first spouse, Thea Spyer, died in 2009. The women had married legally in Canada in 2007. Windsor sued the federal government after Spyer’s death, saying its definition of marriage as a relationship between a man and a woman prevented her from getting a marital deduction on Spyer’s estate. That meant she faced a huge tax bill that straight couples would not have. The U.S. Supreme Court ruled 5-4 in June 2013 that the provision was unconstitutional, and that legally married samesex couples are entitled to the same federal benefits that heterosexual couples receive. The opinion became the basis for the wave of federal court rulings that struck down state marriage bans and led to a 2015 Supreme Court ruling giving same-sex couples the right to marry. “She will go down in the history books as a true American hero,� Kaplan said. Seattle Mayor Ed Murray, embattled by child sex abuse allegations, will resign from his post, effective today at 5 p.m. The announcement came Tuesday, just hours after The Seattle Times reported new allegations that Murray, 62, sexually abused a relative in the 1970s. That relative, a cousin, was the fifth man to publicly accuse the mayor of sexual assault, the newspaper reported. Murray continues to deny all the accusations. Elected mayor in 2013, Murray, a Democrat, dropped his re-election bid in May after the first four men claimed he had sexually abused them years earlier, when they were teenagers. As Hurricane Harvey was still pummeling Houston, Mexico reached out with an offer of food, generators and medical aid, “as good neighbors should always do in trying times.” But now, Mexico says it is withdrawing its offer of aid because it needs those resources to clean up after its own hurricane and a massive earthquake. At least 96 people were killed in last week’s 8.1 magnitude earthquake off Mexico’s Pacific Coast, and Hurricane Katia made landfall Friday on Mexico’s Gulf Coast. The government estimates that some 2.5 million people are in need of aid, and survivors are still waiting for help in some areas. (TWP)
Two more Americans have been confirmed to be affected by unexplained health attacks against U.S. diplomats in Cuba, the U.S. said Tuesday, raising the total number of victims to 21. The additional two individuals appear to be cases that were only recently reported but occurred in the past. The State Department said no new, medically confirmed “incidents” have taken place since the most recent one in late August. It’s possible the number could grow even higher as more cases are discovered. State Department spokeswoman Heather Nauert said the U.S. continues to assess American personnel. (AP)

Sanctions anger N. Korea FOREIGN POLICY North Korea on Tuesday condemned the U.N. Security Council’s decision to impose tougher sanctions and doubled down on its warning that the United States would “suffer the greatest pain” it has ever experienced for leading the effort to ratchet up economic pressures on the reclusive nation. The United Nations on Monday unanimously agreed on its toughest sanctions against North Korea, setting limits on its oil imports and banning its textile exports. The United States
and its allies had pushed for new sanctions to increase pressure on North Korea to agree to negotiations. “My delegation condemns in the strongest terms and categorically rejects the latest illegal and unlawful U.N. Security Council resolution,” North Korean Ambassador Han Tae Song told the U.N.-sponsored Conference on Disarmament in Geneva, according to Reuters. In a White House meeting with Malaysian Prime Minister Najib Razak, President Trump called the new sanctions “just
another very small step.” But, he warned without elaborating, “those sanctions are nothing compared to what ultimately will have to happen.” Treasury Secretary Steven Mnuchin said at a conference on Tuesday that he would pursue sanctions against China if it does not adhere to the Security Council resolution. THE CARIBBEAN France’s president and the Dutch king visited Caribbean territories on Tuesday that were hammered by Hurricane Irma, in an attempt to quell accusations that European governments were unprepared, slow to react and sometimes even racist in their responses to the devastation. French President Emmanuel Macron headed to the hard-hit French-Dutch island of St. Martin to meet with residents. His plane brought water, food, medicine and doctors to the island. “We have put in place one of the biggest air bridges since World War II” to bring emergency aid and rescuers to the islands of St. Martin and St. Barts, said Macron, above. Eleven people were killed on the French side of St. Martin, up from a previous death toll of 10. In addition, four people were killed on the Dutch side of the island. About 1,900 French police and troops are now on the ground, and power has been restored in about 50 percent of homes. Residents on the island have spoken of hunger, homelessness and a feeling of abandonment after the hurricane hit last Wednesday. Dutch King Willem-Alexander arrived on St. Martin on Monday and said: “I’ve never experienced anything like this before and I’ve seen a lot of natural disasters in my life. Federal Emergency Management Agency administrator Brock Long said preliminary estimates suggested that 25 percent of the homes in the Keys were destroyed and 65 percent sustained major damage. “Basically every house in the Keys was impacted,” he said. In Islamorada, a trailer park was devastated, the homes ripped apart as if by a giant claw. A sewage-like stench hung over the place. One man and his family came to check on a weekend home and found it destroyed. The sight was too much to bear. The man told his family to get back in the car, and they drove off toward Miami. The Lower Keys — including Key West, with 27,000 people — were still off-limits, with a roadblock in place where U.S. 1 was washed out. While the Keys are studded

FLORIDA KEYS Search and rescue teams made their way into the Florida Keys’ farthest reaches Tuesday, while authorities rushed to repair the lone highway connecting the islands and deliver aid to Hurricane Irma’s victims. Federal officials estimated that onequarter of all homes in the Keys were destroyed. Two days after Irma roared into the island chain with 130 mph winds, residents were allowed to return to the parts of the Keys closest to Florida’s mainland. But the full extent of the death and destruction there remained a question mark because cellphone service was disrupted and some places were inaccessible. “It’s going to be pretty hard for those coming home,” said Petrona Hernandez, whose concrete home with 35-foot walls on Plantation Key was unscathed, unlike others a few blocks away. “It’s going to be devastating to them.” The number of deaths blamed on Irma in Florida climbed to 13, in addition to four in South Carolina and two in Georgia. At least 37 people were killed in the Caribbean. “We’ve got a lot of work to do, but everybody’s going to come together,” Florida Gov. Rick Scott said. “We’re going to get this state rebuilt.” Irma’s rainy remnants, meanwhile, pushed through Alabama and Mississippi after drenching Georgia. Flash-flood watches and warnings were issued around the Southeast U.S. While nearly all of Florida was engulfed by the 400-milewide storm, the Keys — home to about 70,000 people — appeared to be the hardest hit. Robles quick to show why he’s so prized MLB On Sunday, with a chance to clinch their fourth division title in six years, the Nationals went young for the last of 21 games in 20 days. Only one regular starting position player was in the lineup that took the field. Only one player was over the age of 30. In the middle of the youth trial stood the greenest of them all: Victor Robles. Three days after making his debut to become the youngest player to appear in an MLB game this season (20 years and 111 days old), Washington’s consensus top prospect made his first career start Sunday. The center fielder batted fifth and wasted no time displaying his five-tool gifts and eccentricities. He fought the sun on the first flyball hit his way, crouching down with his glove shielding
his eyes, and still made the catch. His helmet flew off his head running the bases twice. He was hit by a pitch in the fourth inning — after getting plunked 55 times in the minors the past two seasons — to reach base for the first time in the big leagues. In the sixth inning, he crushed a curveball off the wall in rightcenter field for his first career hit, gambled to stretch a double into a triple and made it to third base safely — but slid past the bag and was tagged out. That was his first career hit. It also produced his first career RBI in Washington’s 3-2 win over the Phillies. “I think my excitement just made me slide past the base, but it happens,” Robles said. “That’s behind me. It’s time to play more baseball.” A couple hours later, on the fourth day of his big league career, Robles, still too young to lawfully consume alcohol, wore a pair of goggles as his new teammates sprayed assorted beverages in celebration of their

REDSKINS Washington’s revamped defense was unveiled in a 30-17 loss to the Eagles on Sunday at FedEx Field. On Monday, coach Jay Gruden offered mixed reviews for the unit led by new defensive coordinator Greg Manusky. Gruden said that while the defense played with great effort, Washington couldn’t get off the field on third down. It’s been a consistent problem in his tenure. On Sunday, Philadelphia went 8-for-13 on third downs, and Gruden said it was the “one glaring stat that just blinks out at you” after Washington finished dead last in that statistic last year. “That’s something we have to get better on,” Gruden said. “We have to get better with our fourman rushes when we rush four. We have to get better with our blitzes when we blitz. We have to tackle the quarterback when we have him in the grasp.” Eagles quarterback Carson Wentz made some outstanding plays on third down, including on the first drive. The National awakens its animal instincts On ‘Sleep Well Beast,’ the band’s distinctive vibe gets added power MUSIC REVIEW The world’s best rock bands are built on unique blends of talent and sound that set them apart from all of the others who strap on guitars and blister fingers in basements. And few bands have soared higher or set themselves apart more distinctively than The National, which exploded out of Cincinnati nearly two decades ago. With “Sleep Well Beast” — the band’s seventh studio album and first in ffour o r years, rel ou released
Friday — The National revives the distinctive vibe that led it to the forefront of 21st-century arena rock bands. Familiar or not, these guys are good at what they do. Pulsating bass and drums set a forward-leaning foundation for the band’s polished guitarkeyboard mix. Together they convey urgency, transporting listeners through mostly dark lyrics past a sonic backdrop that offers hope mainly because it’s on its way somewhere. This happens on the mellow opener, “Nobody Else Will Be There,” and on the
rollicking single “The System Only Dreams in Total Darkness.” What takes the band higher, ultimately, is Matt Berninger’s charisma. Not since Bryan Ferry’s heyday has a singer seemed to have stepped so vividly from the pages of a Raymond Chandler story. The heartache is palpable. So is the tragic hero’s cool remove. Only time will tell if The National belongs among rock’s legends. Some bands with this much attitude lose luster when the charm wears off. But there’ll be time to sort that out — and the believers won’t be disappointed in the meantime.
