Mission: Give the garden variety Nick Nelson | Landscape architect, United States Botanic Garden Much of the same planning that goes into a building’s architecture applies to a garden’s architecture, especially one as large and detailed as the fragrant, pleasantly humid, lush-as-can-be United States Botanic Garden. Though there is one obvious difference. “A garden can mature and evolve in a way that a building cannot,” says Nick Nelson, the botanic garden’s landscape architect. That and, well, plants die. While a staff of horticulturists maintain and manicure the botanic garden, Nelson spends the majority of his days in his office planning for his next project, like

the annual holiday display or orchid show. He often starts his concept drawings with pen and paper, and eventually switches to a computerized 3-D drawing tool for more detail. “I still do love the power of a hand sketch and a hand-drawn perspective,” he says. “Even though I’m not selling anything, I still need to sell people on my idea.” Though his mother was an avid gardener, it was high school golf that first piqued Nelson’s interest in turf management and design. That, plus his artistic ability, ultimately led him to study landscape architecture in

Garden in 2008, he has developed all of the short- and long-term projects at the botanic garden. His favorite was designing the 16-foot urn that sits in front of the garden — a space that was originally going to be occupied by a large water feature. “We decided: we’re a garden, so let’s do a giant planter,” he says. Nelson takes a lot of pride in those types of permanent projects; the plants and exhibits that will be around for visitors to see for years. Though, given that he’s working with living things, he adds, “Nothing’s ever permanent here, that’s for sure.” ALLIE CAREN
Officials say the smear of microscopic organisms covering the dome of the Jefferson Memorial isn’t mold or soot — it’s biofilm — and they’re trying a new way to beat it. Last week, the National Park Service started testing a process called laser ablation. The stone absorbs energy from the laser and grows warm. As its temperature rises, the offensive gunk loosens its grip and evaporates. The biofilm was first spotted in 2006, and it’s grown progressively worse, despite various techniques to fight it. TRANSPORTATION In a break with Metro General Manager Paul Wiedefeld, board chair Jack Evans says the agency should be pushing for $25 billion over 10 years to cover the system’s long-term needs, significantly more than the $15.5 billion the agency chief has requested. Evans said the additional money could be used for projects such as a second Potomac River tunnel to relieve chronic congestion and a permanent fix for water infiltration problems that create repeated arcing incidents on the Red Line.
Wiedefeld says Metro needs $15.5 billion over 10 years, including $500 million in annual dedicated funding. But at a Metro board meeting Thursday, he outlined $9.5 billion in anticipated needs not included. Evans criticized Wiedefeld’s approach, saying it allows the region’s leaders to balk at committing to funding Metro’s needs. “This will only keep us where we are right now, which is not a good place to be,” Evans said Sunday. “$15 billion ... gets you to where you are today. Nobody wants to be where we are today.”

The lawyer for Virginia Beach says a Confederate monument outside an old courthouse cannot be moved. Virginia Beach city attorney Mark Stiles says a 1904 law bars war memorials in counties from being disturbed. He said that applies to Virginia Beach because the city originated as a county. Stiles said his interpretation fits with court opinions on the matter and as well as those of Virginia Attorney General Mark Herring. In an opinion issued last month, Herring said state law allows cities to move war memorials. Such laws have spawned an ongoing debate across Virginia over the memorials. (AP)
A massage therapist was arrested after allegedly sexually assaulting a woman while giving her a massage Sunday at a business in Northwest Washington. Police received a report that 24-year-old Habtamu Gebreslassie of Silver Spring had allegedly sexually assaulted a client at Massage Envy in the 4900 block of Wisconsin Avenue NW during a massage, court documents said. Gebreslassie was charged with first-degree sexual abuse, D.C. police said. Authorities are not aware of other similar cases. Massage Envy LLC said Gebreslassie was no longer employed by the company. Baltimore County Executive Kevin Kamenetz, a Democrat, announced Monday that he is running for governor. Kamenetz, 59, is finishing his second term as executive after 16 years on the County Council. This year, he directed Baltimore County police not to participate in efforts to identify undocumented immigrants among college students, and he signed an order barring county law enforcement from inquiring about immigration status or holding detainees past their release dates unless the agents have presented a judicial warrant. He won reelection in Baltimore in 2014 with 56 percent of the vote. (TWP)

Loudoun wineries complain of thefts VIRGINIA Breaux Vineyards opened the spring wine-tasting season this year with a supply of 2,000 highend crystal wineglasses manufactured by Riedel. The popular winery in western Loudoun County has only about 200 of them left. Customers are stealing them, company Vice President Jen Breaux said. “It’s disheartening, because we want to give an experience that matches the setting,” she said. “And the public can make that kind of hard. You want people to taste out of a beautiful Riedel glass and have the full experience. But, quite frankly, losing 1,800 glasses is unacceptable.” Other Loudoun winemakers confirmed that theft by customers is a growing problem that cuts into their profits. “This time of year, we routinely lose at least one case of [25] wineglasses every weekend,” said Dave Greb, tasting room manager at North Gate Vineyard, near Purcellville. Kathy Clough, who manages the tasting room at Breaux Vineyards, said she once observed a young woman leaving “with a sweater full of glasses.” The problem isn’t limited to
wineglasses. Breaux said that customers routinely take cutting boards, bread knives and stainless steel ice buckets. “I’m down to six ice buckets,” she said. “I had 200 of them” a year ago. Breaux vented her frustrations to Nancy Bauer, who then addressed the issue of theft on her website, Virginia Wine in My Pocket. Bauer said that her subsequent article received the most traffic of any story she had ever posted on her website. She attributed some of the thefts of wineglasses to confusion as to who owns them. “It used to be the given that . . . you go to the winery, you taste the wine, they give you the glass,” Bauer said. Breaux said that she and her staff have discussed whether to include the wineglasses in the cost of the tasting. But she doesn’t think customers would want to pay the higher cost. Customers also have a misconception that the wineries can afford to take the loss, she said. “Wineries are … beautiful, and there’s a facade of luxury, but we are farms,” Breaux said. “It does hurt the bottom line. Korea Bombers, stealth jets fly over Korean Peninsula in response to missile SOUTH KOREA The U.S. military flew advanced bombers and stealth jets over the Korean Peninsula and near Japan in drills with South Korean and Japanese warplanes on Monday, three days after North Korea fired a missile over Japan. The United States often sends powerful military aircraft in a show of force in times of heightened animosities with North Korea. The North launched its latest missile as it protested tough new U.N. sanctions over its sixth nuclear test Sept. 3.
Monday’s flyovers over the Korean Peninsula involved two B-1Bs and four F-35Bs from the U.S. and four F-15K fighter jets from South Korea, according to the two militaries. The U.S. and South Korean planes practiced attacks by releasing live weapons at a firing range in South Korea, the U.S. Pacific Command said. The command said U.S. planes also conducted formation training with Japanese fighters over waters near the island of Kyushu. Since Kim Jong Un took power in North Korea in 2011, his nation has tested weapons at a torrid pace. Many experts say it’s only a matter of time until Kim achieves his h stated objective
of possessing nuclear-tipped missiles capable of striking anywhere in the mainland U.S. Alarmed by North Korea’s advancing weapons programs, many conservatives in South Korea have called for the reintroduction of U.S. tactical nuclear weapons in the South. The combined tab from Hurricanes Harvey and Irma is expected to hit $200 billion or more. While the federal government is expected to pay most of that — up to 75 percent — the assistance is not guaranteed. That share could change. President Trump has proposed cutting the Federal Emergency Management Agency’s budget by $667 million, targeting grants that help state governments prepare for natural disasters. States vary on how prepared they are to weather such costs. Florida and South Carolina, both hit by Hurricane Irma, are among the dozen or so states that do not have dedicated disaster funds and opt to cover the expenses after the fact, potentially by dipping into reserves or shifting money from other state agencies. CARIBBEAN Hurricane Maria grew into a Category 4 storm Monday as it barreled toward a potentially devastating collision with islands in the eastern Caribbean. Forecasters warned it was likely to grow even stronger. The storm was on a path that would take it near many of the islands already wrecked by Hurricane Irma and then toward a possible direct strike into Puerto Rico on Wednesday. “This storm promises to be catastrophic for our island,” said Ernesto Morales of the U.S. National Weather Service in San Juan. The U.S. territory, still facing major power outages, on Monday imposed rationing of supplies including water, milk, baby formula, canned foods, batteries and flashlights. Forecasters said the storm would dump up to 18 inches of rain across Puerto Rico and whip the island with heavy winds for 12 to 24 hours. The U.S. National Hurricane Center said Maria had maximum sustained winds of 125 mph Monday and was heading westnorthwest at 10 mph.Hurricane warnings were posted for the U.S. and British Virgin Islands, Guadeloupe, Dominica, St. Kitts, Nevis, Montserrat, Martinique and St. Lucia. Immigrants protest Pelosi’s DACA plan SAN FRANCISCO Several dozen young immigrants shouted down Nancy Pelosi, the top Democrat in the House, at an event Monday in her hometown. The protest followed her recent talks with President Trump over the future of the Deferred Action for Childhood Arrivals program, which grants legal status to about 800,000 young immigrants. “We are immigrant youth, undocumented and unafraid,” they shouted as they overtook an event Pelosi was holding to encourage passing legislation to preserve DACA protections. After smiling and occasionally trying to speak through much of the protest, Pelosi told the protesters to “just stop it, now” before she was led out of the room. She was scheduled to appear Monday afternoon in Sacramento
for a similar event. The protesters were demanding “a clean bill” — meaning that the Dream Act would get an upor-down vote on its own without any language regarding border security attached. They demanded that Pelosi show a commitment to protecting “all 11 million” undocumented immigrants believed to be in the country. Last week, Pelosi and Democratic Senate Leader Chuck Schumer of New York met with Trump twice and discussed a deal to extend the DACA program. Trump critical of U.N. President urges reform of organization and says U.S. will be partners in effort to make changes

True to form, the president also managed to work into his speech a reference to the Trumpbranded apartment tower across First Avenue from the U.N. His speech began a busy week of diplomacy for Trump, who is scheduled to meet separately with more than a dozen world leaders along the sidelines of the U.N. In his first bilateral meeting, with Israeli Prime Minister Benjamin Netanyahu, Trump declared that they “are giving it an absolute go” on Middle East peace talks. JONATHAN LEMIRE
POLITICS Interior Secretary Ryan Zinke has recommended that President Trump modify 10 national monuments created by his predecessors, including shrinking the boundaries of at least four western sites, according to a copy of the report obtained by The Washington Post. The memorandum, which the White House has refused to release since Zinke submitted it late last month, does not specify exact reductions for the four protected areas Zinke would have Trump narrow — Utah’s Bears Ears, above, and Grand StaircaseEscalante, Nevada’s Gold Butte, and Oregon’s Cascade-Siskiyou — or the two marine national monuments — the Pacific Remote Islands and Rose Atoll — for which he raised the same prospect. The two Utah sites encompass a total of more than 3.2 million acres. Zinke’s recommendations would change how the targeted monuments are managed and say the administration should permit “traditional uses” now restricted within the boundaries, such as grazing, logging, coal mining and commercial fishing. The memorandum shows Zinke concluded after a nearly four-month review that both Republican and Democratic presidents went too far in recent decades in limiting commercial activities in protected areas. The White House is reviewing the recommendations and has not reached a final decision on them.

UNITED NATIONS President Trump used his United Nations debut Monday to prod the international organization to cut its bloated bureaucracy and sharpen its ill-defined mission. But he pledged U.S. support for the world body he had excoriated as a candidate, and his criticisms were more restrained than in years past. “In recent years, the United Nations has not reached its full potential due to bureaucracy and mismanagement,” Trump said. “We are not seeing the results in line with this investment.” The president urged the U.N. to focus “more on people and less on bureaucracy” and to change “business as usual and not be beholden to ways of the past which were not working.” He also suggested the U.S. was paying more than its fair share to keep the New York-based world body operational. The short remarks at a forum on U.N. reforms were a precursor to today’s main event, when Trump will address the U.N. General Assembly for the first time, a speech nervously awaited by world leaders concerned about what the president’s “America first” vision means for the future of the world body. Trump riffed on his campaign slogan when asked to preview his central message to the General Assembly, saying: “I think the main message is ‘make the United Nations great’ — not ‘again.’ ‘Make the United Nations great.’ “Such tremendous potential, and I think we’ll be able to do this,” he added. Key to the playoffs: Strasburg finally ready for October see, closely but clearly, that he’s been both excellent and the second-best pitcher on his team. Those numbers say he is an ace. Does that mean, when the postseason arrives, the Nationals have a weapon rather than a question mark? No one remembers starting pitching as the reason the Nats lost a five-game division series to the Dodgers last year. There was Jayson Werth out at the plate by a mile in Game 5, and Clayton Kershaw striding from the bullpen for a final confrontation with Daniel Murphy, and all the disappointment that followed. With Strasburg out with a torn pronator tendon, no Nationals starter other than Scherzer completed as many as five innings in the series. Their collective efforts, including Max: a 5.40 ERA. Now, add Strasburg to that mix. Not just the myth of Strasburg, the first overall pick in 2008 who has been burdened by that status. No, the actual Strasburg who is pitching, here and now. “He’s Stephen Strasburg. People expect this from him,” Werth said. “That’s what he’s supposed to do.” But no one is supposed to do what he’s doing now. Sunday was Strasburg’s sixth start since coming off the disabled list with a forearm impingement. His numbers over that stretch: a 0.66 ERA, 0.76 WHIP, .174 average against with

Preserve him with chemicals and encase him with bubble wrap, if need be. Whatever it takes. The Stephen Strasburg of 2017 is the best version yet. When healthy, he’s always been numerically outstanding, if occasionally frustrating. But the Nationals need to get this version, the one we’re seeing right now, to October. He could help mold the entire month. What Strasburg had Sunday in a 7-1 win over the Dodgers wasn’t his best stuff. “Curveball was OK,” he said. “Changeup was OK.” But his blah stuff can nearly kneecap the opposition. Six innings of three-hit, one-run ball against Los Angeles equals “OK.” What he is — and the reason he could help dictate the Nationals’ postseason — is the best No. 2 starter in baseball. Here are two pitchers’ stats: Pitcher A: 14-6, 2.59 ERA, 0.92 walks and hits per inning pitched (WHIP), 12.01 strikeouts per nine innings, .178 batting average against. Pitcher B: 14-4, 2.60 ERA, 1.03 WHIP, 10.51 strikeouts per nine, .205 average against. Pitcher A is pretty obviously Max Scherzer, the Nationals’ Cy Young-winning alpha male who will likely take the ball to start a division series. Pitcher B is Strasburg. You can study those numbers and

And yet, the thought of October? “You could kind of smell it when it started to get cold,” Strasburg said. The Nationals will be there in October. They can kind of smell what that might be like. No other team in baseball sniffs that same scent. Get Strasburg to the postseason, healthy and strong, and see what he can do.

REDSKINS When the Redskins signed Chris Thompson to a two-year extension five days before the start of the season, coach Jay Gruden voiced relief. The thought of not having the third-down back on the roster “scares the heck” out of him. Sunday’s 27-20 road victory over the Rams showed why. The Redskins never trailed, but the game was close because of missed opportunities: Runs that should have gained more; drops that could have sustained drives; a field-goal attempt that clanged off an upright; near sacks that Rams quarterback Jared Goff sidestepped; failure to anticipate a fake punt.
In some of the most tense moments, the back who stands 5 feet 8 and 191 pounds came up big. Thompson’s statistics Sunday — three carries for 77 yards and two touchdowns; three catches for 29 yards; a 16-yard kickoff return — hint at his versatility but don’t capture the blocks he threw for playmakers around him. Forced to settle for a field goal on their opening drive, the Redskins doubled down on the run on the next series. Kirk Cousins didn’t throw once, and Thompson capped the six-play drive by diving over the left pylon for a 7-yard touchdown. When the Redskins allowed the Rams to score 10 unanswered
points, Thompson answered. After Samaje Perine was stopped on first down, Cousins went to Thompson on the next three plays — passes of 10 and 4 yards and, on a draw play, a 61-yard TD run that restored a two-score margin, 20-10, at the half. Thompson credited his line for a play the team had barely practiced. “They made me look good,” he said. Thompson also took full blame e for dropping a ball that hit him m in the chest and could’ve been n a TD, adding to the many rea-sons he’s regarded as a greatt teammate: accountable, reli-able, hard-working and humble. Redskins: Cravens won’t return in 2017
The Redskins have officially placed Su’a Cravens on the reserve/ left squad list, the team announced Monday. The move means the second-year safety is ineligible to return this year and won’t get his 2017 salary. Cravens left the team three weeks ago to mull retirement. He can return in 2018, but if he retires he will have to repay Washington three-fourths of his $1 million signing bonus. He wasn’t with the team at a 19-17 win and didn’t fly back to Florida on the team plane. Although they are fairly simple to make, sometimes we just can’t get around to making overnight oats. Quaker’s new Overnight Oats in single-serve containers are a perfect short cut. They’re slightly sweeter than a homemade version but not overly sugary. You just add milk (and, optionally, a couple of tablespoons of yogurt for creaminess) to the container of oats, dried fruits, nuts, quinoa and flax. Then stir and let sit for at least 6 hours in the refrigerator, as you would with any overnight oat recipe. Add fresh fruit and nuts the next morning for extra flavor.
A study published la last week in Annals of IInternal Medicine found tthat sitting for long p periods of time — no m matter how much you e exercise — is a risk factor ffor early death, CNN rreports. The study, w which tracked 7,985 p participants aged 45 o or older for an average of four years with hip-mounted activity monitors, found that the longer you sit, the higher the risk of death. The researchers found that those who moved every 30 minutes had the lowest risk of early death. The researchers told CNN that “those who sat for more than 13 hours per day had a 2-fold [200 percent] greater risk of death compared to those who sat for less than about 11 hours per day.” The conclusion was the same for those who frequently sat for 90 minutes with no breaks, compared to those who took breaks. My sister “Emily” and I live on the East Coast while our sister “Jane” lives out west, and Jane visits us several times a year and stays with Emily because she has a bigger place. Emily sometimes rents out that guest room on Airbnb and is thinking of asking Jane to pay when she stays, since it is “lost income” for Emily because she can’t rent it when Jane is there and it is often a holiday weekend. I think this is ridiculous and ungracious, so Emily says I should house Jane instead. OK, well, all I have is a futon for Jane. I don’t want Emily to even bring this up to Jane. STUCK IN THE MIDDLE Well, Jane herself could potentially have lost wages if she’s taking time off to visit you guys, and she’s presumably buying several cross-country plane tickets each year to see you. But in most families, this is moot, as bed-lending is just a given. Trying to bean-count that is usually against the spirit of adult siblings being there for each other in good times and bad. That said, this presumed natural reciprocity goes both
ways, so let’s say Emily is in a jam with money (is she?) and it really is an undue sacrifice to host Jane. So then, helping Emily out could take many forms, from both you and Jane — yes, the futon stay is one, but so is chipping in even more with meals and groceries, or leaving her a gift card. What I wish Emily knew, though? That it’s hard to be excited about doing something like that — or even visiting at all — if it’s demanded.

People often want an itinerary for bringing up certain things in a relationship. Noteworthy exes? Substance abuse issues? Money woes? An inability to use the bathroom while someone else is within a 10-mile radius? But there are of course no such right answers, since conversations among new daters should flow naturally and not unfold like a list of disclaimers on a power saw. Also, no two people are alike and no two disclosures have the same impact. A general rule is that when it feels like it’s become a “thing” (clinical term!) to have not said something yet, it’s time to say something. Seems like it here. But be proud of your history and your recovery; it’s not a shameful thing you must unload, but rather a part of you that makes you more nuanced than the next person at the buffet. The Emmys affirmed what viewers already know: This is peak TV ANALYSIS This is us, up to our eyeballs in great television, and grateful for the distraction. At Sunday’s exuberant 69th Primetime Emmy Awards show, host Stephen Colbert stuck to this theme in his jaunty opening musical number. “My HBO Go password is SEXBOT 1-2-3,” he sang. “The world’s a little better on TV.” He was joined in cameo appearances from the likes of Julia Louis-Dreyfus and Tony Hale of “Veep,” along with a kick line of
dancers in “Handmaid’s Tale” robes and bonnets. The overall message this Emmy night? Hey, America, there’s never been a better time to tune out reality by tuning into — and collapsing into the comfort of — your multiple TV screens. “I think there are more movie stars here tonight than there were people who saw movies this summer,” Colbert joked, acknowledging a long emerging and now universal truth: TV is on top of the world. Even Oprah Winfrey, handing out the night’s final award, called television “the great survivor.” Isn’t it, though? While the best actress in a limited series category alone brought

this Emmy night up to Oscar-level anticipation and wattage (Nicole Kidman won for “Big Little Lies,” for example), a true testament to TV’s triumph came when Colbert noted the Emmys had improved its diversity record, reflected in the nominees. A segment midway through the show self-saluted TV’s effort to add more stories about everyone, made by and
starring everyone. Sure, TV still has a million miles to go, but, yes, hooray for progress. As if to underscore that point, the very next thing to happen was the comedy writing award, which went to Netflix’s “Master of None” co-stars and writers Aziz Ansari and Lena Waithe. Waithe is the first black woman to win an Emmy for writing on a comedy
series (and the first one to be nominated), which she accepted with emphatic style and grace. It is one thing to see diversity in the acting categories, but the real progress is finally beginning to happen behind the scenes, where shows are conceived, written, produced and directed. It’s hard to imagine that not so many years ago, a lot of the jokes at the Emmys were about the encroaching death of television. Now? “Netflix alone raked in 92 Emmy nominations this year,” Colbert noted in his opening monologue. “And may I remind you five years ago their hottest show was a scratched DVD of ‘Finding Nemo.’ ” It was the first Emmy night in a long time in which everything that was nominated seemed more than deserving. People came up with celebrity rhymes such as Drake on a cake, from @TheHashtag0nist; and RuPaul on a U-Haul from @OverDosinOnKaty.

Vogel was eating lunch at BLT Steak, which is next to The Times’ D.C. office, when he realized he was sitting near two of President Trump’s lawyers, Ty Cobb and John Dowd. Vogel overheard the two talking about the Russia probe, even mentioning two documents that are “locked in a safe.”

On Sunday, Twitter user @ColeCashwell tweeted at Durant, asking why he left the Oklahoma City Thunder. Surprisingly, Durant responded directly — but he answered in third person. The tweet led people to believe Durant uses fake Twitter accounts to defend himself.
