A bat infestation prompted a Salt Lake City high school to cancel after-school programs this week so workers could root out the flying mammals. West High School janitors rounded up more than 300 bats. Some were caught in midflight with butterfly nets. Others were found sleeping in classroom corners. Up for a watery commute? TRANSPORTATION If a group of Northern Virginia elected officials and business leaders have their way, many of their constituents could soon be making their way to work on a high-speed ferry system connecting the region via the Potomac River, from as far as Woodbridge to the D.C. waterfront. On Thursday, a 149-seat ferry made a test run from Occoquan Harbour Marina in Prince William to Fort Belvoir in Fairfax County, replicating the modern ferry experience with free WiFi, charging stations and onboard concessions. For riders, the best feature was the beautiful water scenery, traffic-free. “Better than the bumper- tobumper traffic of 95 and 395,” said Prince William County Supervisor Frank J. Principi. Principi, an enthusiastic backer of ferry service, spearheaded a day-long ferry summit Thursday that brought together more than 300 officials from the public and private sectors to discuss the vision for a system

Hogan announces major highway plan

MARYLAND Maryland Gov. Larry Hogan on Thursday announced $9 billion in projects to add lanes to Interstate 270, the Capital Beltway and the Baltimore-Washington Parkway to ease congestion in the traffic-choked suburbs of the nation’s capital — a plan that includes toll lanes. Hogan said the plan to add four lanes to all three roads “will substantially and dramatically improve our state highway system and traffic throughout the region,” while benefiting millions of Marylanders. “Daily backups on the Capital Beltway, I-270 and BaltimoreWashington Parkway have made the Baltimore-Washington corridor one of the most congested regions in the nation,” the Republican governor said at a news conference in Gaithersburg. “This problem has been marring the quality of life of Maryland citizens for decades. Today, we are finally going to do something about it.” The plan would add four lanes each to the Capital Beltway and I-270 to Frederick, in addition to widening the Baltimore-Washington Parkway after taking over ownership from the federal government.

The statewide cost of congestion in 2015, based on delays, wasted fuel and emissions, was estimated at $2 billion, Maryland officials said.

Stewart Schwartz, executive director of the Coalition for Smarter Growth in Washington, said his organization is urging the governor to pause and look at reasonable alternatives, such as more public transportation. He cited concerns about environmental impacts, and he said the new capacity will encourage people who found other ways to commute besides driving to return to the roads and make them congested again. “If you build it, they will come,” Schwartz said. The state will be seeking private developers to design, build, finance, operate and maintain the new lanes for those two projects in a public-private partnership, which is also known as a P3. “These ambitious and unprecedented traffic-relief plans will

collectively be the largest P3 highway project in North America,” Hogan said. Once completed, the plan calls for new express toll lanes, in addition to the existing lanes, on the three roads. Hogan said has met with U.S. Interior Secretary Ryan Zinke to begin the process of transferring the Baltimore-Washington Parkway to the Maryland Transportation Authority. The governor said he has directed state officials to finalize details and move forward with transfer negotiations. The statewide cost of congestion, based on auto delays, truck delays and wasted fuel and emissions, was estimated at $2 billion in 2015, the governor’s office said. Metro cars return after safety issue Metro’s new 7000-series trains have returned to service after an electricityrelated “hazardous condition” prompted the transit agency’s largest union to launch an emergency safety stand-down, causing hundreds of the railcars to be pulled from the system for the Thursday morning commute. Amalgamated Transit Union Local 689 launched the urgent safety measure after learning that a mechanic had received an electrical shock last Saturday as he performed an inspection on a 7000-series railcar. As a result, there were 18 percent fewer trains during Thursday’s morning. The unexpected shortage of cars resulted in significant delays and heavierthan-usual crowding for thousands of riders. The D.C. law requires that wipes sold in the city be labeled “flushable� only if they break apart “in a short period of time after flushing in the low-force conditions of a sewer system.� Wipes that don’t meet that standard must be “clearly and conspicuously� labeled as something that “should not be flushed.� “We’re not banning these wipes,� said D.C. Lloyd Welch, the 60-year-old former carnival worker who recently pleaded guilty in one of Maryland’s most notorious crimes — the 1975 abduction and murder of Katherine and Sheila Lyon — pleaded guilty Thursday in two other long-ago cases, the 1996 sex assaults of two girls in Prince William County. His plea agreement, reached during plea negotiations in the Lyon sisters case and made public last week, underscores what officials have come to believe about Welch: He engaged in a

decades-long crime wave. “It’s pretty clear this guy is a pedophile, and a dangerous one,” Prince William County Commonwealth’s Attorney Paul B. Ebert said. “And he should never be on the streets again.” In court Thursday, Welch apologized to the sex assault victims, including one who told him she had bested him by becoming a strong woman despite his attack. Growing number of breaches highlight a broken system that has no clear fix ANALYSIS They’re supposed to be the nine most closely guarded numbers in your life. But with an evergrowing number of companies asking for Social Security numbers — and then hit by cyber breaches exposing them — experts say the Social Security number is clearly a flawed way to accurately identify someone. In fact, some argue that the IDs should be all but retired. “Congress should prohibit the use of Social Security numbers as a personal identifier outside of the Social Security system itself,” Daniel Castro, vice president of the Information Technology and Innovation Foundation, wrote recently at Real Clear Policy. Yet coming up with a good alternative is not an easy task. People have been thinking about it for years. In 2011, the Obama administration set up a center to look into the concept of a digital identity. After the Equifax breach, privacy and security experts have called for more funding to that program, the National

Strategy for Trusted Identities in Cyberspace, to replace the Social Security number as an identification number in both the public and private sector. Part of that group has come up with a set of guidelines for the best practices for security, but even with improving identification and security technologies, no silver bullet has emerged for replacing this broken system. The easiest way to understand why it’s so hard to find something that works is to lay out why Social Security numbers are such a bad option. One issue is that the numbers are widely distributed and, therefore, not at all private. You can hardly rent an apartment or apply for a job today without coughing up your SSN. Thanks to breaches, your number could be found nearly anywhere. Second, they aren’t particularly secret. The first three digits are known to be a geographical code based on where you lived when you first registered for your number. (You can find those codes on Wikipedia, for crying

Possible alternatives Biometrics: The strength is that your face and fingerprints are uniquely yours. But that’s also a weakness. Fingerprints are public, as Sen. Al Franken, D-Minn., noted in a 2013 letter to Apple detailing concerns about its Touch ID scanners. It’s easier for someone to grab your fingerprint than it is for them to force you to reveal your pass code. Plus, if one strike against SSNs is that they’re hard to replace, it could be much worse for biometrics. Estonia uses a form of this as the backbone for a digital ID system its citizens use for medical services, travel checkpoints and voting. be easy to figure out the rest. Researchers in 2009 wrote an algorithm that could predict a Social Security number correctly 44 percent of the time in the U.S. overall and as much as 90 percent of the time in smaller, individual states. And that was without having the last four digits — the numbers we most commonly give to companies and therefore are at the highest risk of a breach. Which brings us to another big issue with the SSN: It’s not easy to get a new one. The Social Security Administration lists fraud among the allowed reasons for obtaining a new number, but you have to submit proof of continuing harassment, plus other documents that prove who you are. In other words, you can’t change it as a preventive measure. When companies such as Equifax aren’t proactive or clear about telling users whether their information has been exposed, that leaves the average person in a lurch. So, anyone trying to develop an alternative has a clear mandate. Find something that’s easy to use, more secure, and can be replaced if it’s exposed in a breach. It’s not an easy bar to clear. No girl trapped under school, officials say MEXICO CITY A high-ranking navy official said Thursday there was no missing child at a collapsed Mexico City school that had become a focus of rescue efforts following this week’s deadly earthquake, although an adult still might have been alive in the rubble. Navy Assistant Secretary Angel Enrique Sarmiento said that while there were blood traces and other signs that someone was alive, all the school’s children were accounted for. “We are certain that all the children either died, unfortunately, are in hospitals or are safe at their homes,” he said. The attention of many in Mexico and abroad had been drawn to the girl identified as Frida Sofia, who was said to have been located alive under the pancaked Enrique Rebsamen school building in Mexico City. Multiple rescuers at the school site spoke of the girl. Some said she had reported five more children alive in the same space. Yet no family members had emerged while rescue efforts continued, and officials began to say her identity was not clear. A first for military women Female Marine passes harsh combat course, will be infantry officer

MILITARY The Marine Corps expects to soon have a female infantry officer, a historic first, following her anticipated graduation Monday from the grueling Infantry Officer Course, said three military officials with knowledge of the training. The lieutenant and her male colleagues completed a threeweek combat exercise Wednesday at the service’s training center in Twentynine Palms, Calif., the final graded requirement in the 13-week program.

The infantry course is widely seen as some of the toughest training in the military, with about 25 percent of all students washing out. The woman is the first of three dozen women who have attempted the course to pass. The lieutenant is expected to lead a platoon of infantry Marines in the branch of the military that is often seen as the most resistant to full gender integration. The class is expected to mark its graduation Monday with a “warrior breakfast” in Quantico, Va., where most of the course is conducted, the officials said. All three officials spoke to The Washington Post on condition of anonymity because the

graduation has not yet occurred. All that remains between now and Monday is returning equipment used during training, and a few administrative days, they said. It was almost two years ago that then-Defense Secretary Ash Carter lifted the armed forces’ last remaining restrictions for women — part of an effort by the Obama administration to make the military fully inclusive. Officials shared few details about the lieutenant Thursday. Two of them said it is unlikely that she will agree to do any interviews with the media, preferring to be a “quiet professional” and just do her job. The Marines first opened

the Infantry Officer Course to women on an experimental basis in 2012, allowing them to attempt it as a part of broader research across the Defense Department examining how to integrate allmale units. Thirty-two women tried the course before the research ended in spring 2015, and none completed it. Four additional female Marines have attempted the course since the Pentagon opened all jobs to women in 2015, including the lieutenant expected to graduate Monday. BUSINESS The Securities and Exchange Commission, the country’s top Wall Street regulator, announced Wednesday that hackers breached its system for storing documents filed by publicly traded companies last year, potentially accessing data that allowed the intruders to make an illegal profit. The agency detected the breach last year, but didn’t learn until last month that it could have been used for improper trading. The incident was briefly mentioned in an unusual eightpage statement on cybersecurity released late Wednesday by SEC Chairman Jay Clayton, above. The statement didn’t explain the delay in the announcement, the exact date of the breach or whether information about any specific company was targeted. “Notwithstanding our efforts to protect our systems and manage cybersecurity risk, in certain cases cyber threat actors have managed to access or misuse our systems,” Clayton said in the statement. The system that was breached, known as EDGAR, is a popular way for investors to access the detailed financial reports companies that sell stock to the public must periodically release. The breach “resulted in access to nonpublic information,” Clayton said. Puerto Rico takes stock of damage PUERTO RICO Search-and-rescue efforts on Puerto Rico redoubled Thursday as residents took stock of the devastation left by Hurricane Maria, which continued to plague the U.S. territory in the form of dangerous flash floods even as its core drifted northwest to deliver a weaker but still punishing blow to the Dominican Republic. The powerful storm knocked out power to the entire island and felled cellphone towers, leaving many residents unable to call for help or communicate with family members. Downed trees blocked roadways, some of which were turned into fast-flowing, muddy rivers. The obstacles complicated efforts to assess the full scope of damage, although authorities are already estimating that the potential cost could reach into the billions. “Today, we’re working on that assessment, evaluating what in terms of money is the real cost of the aftermath of the hurricane,” said Carlos Mercader, a Washington-based spokesman for Gov. Moses struggled two weeks ago against the Eagles, but rebounded last week against the Rams. He’s nursing a sprained ankle and has been limited in practice. If he has a setback and can’t play, Ty Nsekhe will step in. The line has to have another strong outing, paving the way for success in the run game, and giving Kirk Cousins more time to get the spotty passing game going.

Raiders RB Marshawn Lynch vs. Redskins ILB Mason Foster Washington’s defense has shown improvement, but the unit is in for its toughest attack yet, and leading the way on the ground is Marshawn Lynch, who came out of retirement to play for his hometown Raiders. Averaging 144.5 rushing yards per game, the Raiders rank fifth in the NFL. At 31, Lynch is still a punishing runner and specializes in generating yards after contact. Foster and the Redskins know they must swarm to the ball and gang tackle, because one guy won’t bring down Lynch. Complementing Lynch is the smaller but speedy Jalen Richard, who averages 7.3 yards per carry.

After lasting at least six innings all but one of his starts in June, July and August, he’d failed to record an out in the sixth in two straight outings. After allowing more than four runs just once from April to late August, he’d allowed five in two of his previous three starts. In a 7-3 win Wednesday in Atlanta, Gonzalez went seven innings and struck out eight while allowing two runs — both on solo homers — three hits and one walk. Twice, he fell behind 3-0. Both

times, he struck those batters out. After allowing five runs to the Braves in five innings last week, Gonzalez all but shut them down. His 2017 numbers should not be mistaken for a restoration of his old form, but rather as a sign of reinvention. His fastball no longer sits in the mid-90s, but dances in the high 80s. His curve is no longer a strikeout pitch as much as a get-over pitch, adapted to the breaking-ball-heavy times. His change is no longer a third pitch, but an integral one. Gonzalez, who turned 32 on Tuesday, has transformed from a frustrating but durable starter into an efficient workhorse. For most of this season, he avoided looking mediocre. But in the past three weeks, Gonzalez stalled.

What the lefty showed the Nationals on Wednesday was that he had not lost his edge. He looked like the man who nearly threw a no-hitter at Miami, and who has hovered in the league’s top five in ERA all season — like the kind of guy they would want pitching Game 3 in the playoffs. The other choice would be Tanner Roark, who entered a Thursday night game in Atlanta with a 3.18 ERA in the second half of the season. “We’re going to go with what we think is the best against who we’re playing,” Nationals manager Dusty Baker said. PERSPECTIVE The NFL has trotted out many explanations for ratings dips the past two years, from the election to hurricanes. Those reasons, though, aren’t pushing viewers from college football. This year, college football has been a better, more exciting version of the sport than the NFL, and viewers have made their relative preference clear. The most basic reason is the proficiency of the players. The stylistic and strategic chasm between college football and the NFL has never been greater, and the sport’s developmental system creates exceptional college football players and unprepared NFL players. The game at every rung below the college level, from high school to the youngest Pop Warner leagues, is nearly identical to college football. Quarterbacks stand in shotgun, receivers spread the field and offensive linemen stand in two-point stances. Players practice yearround, with seven-on-seven and flag football leagues prevalent. But when players reach the NFL, they’ve played almost no football befitting the NFL game. “It’s the same sport, but it’s two different games,” Senior Bowl director Phil Savage said. “It’s a night-and-day difference in terms of the style of play.” The result is a seemingly incongruous truth. College football players are better at playing college football than NFL players

are at playing NFL football. The problem is exacerbated by two effects of the recent collective bargaining agreement. Salary cap rules encourage teams to fill rosters with young, cheap players. But they are allowed fewer full-contact practices, which limits how they adapt to the NFL style.

In the NFL, faster defensive linemen prohibit wide splits between offensive linemen. Narrower hash marks change spacing for wide receivers and throwing angles for quarterbacks. Most crucially, spread and read-option offenses expose quarterbacks to punishment. “ W h a t d r ive s i t i s t h e

quarterback and the run-pass option things you can do in college that you can’t do in the NFL,” former Falcons and current UCLA coach Jim Mora said. “Defensively, it becomes real challenging, and that’s why you see a lot of exciting plays and big runs and big passes. It’s much less predictable than the NFL, and it’s fun.” Conservatism permeates the NFL, where offenses aim to hog possession and limit mistakes. College offenses uniformly use tempo to tire defenses and create personnel mismatches. College coaches try to win games, and NFL coaches try not to lose them. Pro teams have become content to dink and dunk and punt, pleased not be throwing interceptions or taking sacks. It is a good way for offenses to crawl around the middle 30 yards of the field, teams trading small chunks of territory. It has the aesthetic appeal of trench warfare in shoulder pads. The NFL also must figure out how to improve the quality of its games and to make NFL football easier for players who grew up in a different game. Mora expects college concepts to flow into the NFL in greater number and frequency. He said the preference between college and NFL “depends if you’re a purist or if you like to watch exciting action on the field.” Right now, the difference is making the choice easy. Nebraska fires AD with $1.7M left on contract Athletic director Shawn Eichorst has been fired from Nebraska, the school announced Thursday, citing his failure to improve “on-field performance.” Eichorst joined Nebraska in October 2012 and has about $1.7 million remaining on a contract that runs through June 2019. Eichorst and football coach Mike Riley have been under increased scrutiny with the continued mediocrity of a program that has won five national championships. Eichorst hired Riley in 2014, replacing Bo Pelini. Nebraska has started 1-2 for the second time in three years. (AP)

6 JAMMIN JAVA Neighborhood: Vienna, VA Another kid-friendly venue, Jammin’ Java offers food and performances for the whole family, and a sweet back-story. It’s located semiclose to Tysons. Invested in music, family, and community, the venue is down-to-earth, books a diverse range of performers, and also offers music lessons (The Music School at Jammin’ Java). Another cozy venue, Comet is by day and most nights an excellent pizza place with a collection of ping pong tables in the back. However, Comet often clears out their ping pong tables to welcome bands to perform on the small stage they have in the back. Comet has a bar, a small patio in front (with dreamy twinkle lights in the summer), and tables inside. It’s a super versatile venue, shows are all ages, and it’s a go-to dinner spot too. They’re also regularly rolling out new kids shows.

SOUTHEAST

The Velvet Lounge is located right smack in the middle of U Street, near some of my favorite restaurants: El Centro, Ted’s Bulletin, and Busboys and Poets. Featuring both bands and DJ’s, Velvet Lounge is an 18+ bar/club with a moody and electric vibe; great for a late night out. My recommendation: snag a great meal then check out a show. Tips: this venue has street parking only and tickets can only be purchased at the doors.

The Black Cat is a quirky punk venue that always has something going on. From Harry Potter Happy Hour to Cryfest (a dance party pitting the Cure against the Smiths in a competition for most heart wrenching lyrics), this cafe/bar/music venue has you covered any night of the week. In addition to creative events (with typically low covers or none at all), the Black Cat also books local, national, and international entertainers who perform on their two stages. They even have PINBALL machines! Tickets are typically available at the door and in advance, though this varies from show to show and event to event. The owner of The Black Cat is none other than Dave Grohl of Nirvana/The Foo Fighters, who occasionally makes an appearance.

Neighborhood: Technically DC but borders Chevy Chase, Connecticut Avenue

King of all women: ‘Battle’ highlights an unfair burden Here’s something fun about being a woman: If any one of us fails, we all lose. If any one of us wins, we’re all a threat. I am being sarcastic. About the “fun” part. Not about all the rest. That not-at-all-fun experience is at the center of “Battle of the Sexes,” which is based on one of the stupidest stunts and most important tennis matches in history. In 1973, over-thehill player Bobby Riggs (Steve Carell) challenged the world’s top female players to prove that men were inherently better athletes. A few months after Riggs roundly defeated Aussie Margaret Court (Jessica McNamee), Billie Jean King (Emma Stone) stepped

onto the court and proceeded to kick his ass all over it. While that match is the climax of the movie, it’s not exactly the focus. The story starts with King’s 1970 founding of the Virginia Slims Circuit, which she did after the U.S. National Lawn Tennis Association (now the USTA) refused to pay its female players the same as their male counterparts. King knew the circuit had to succeed — and not just because the eight women who joined her needed it so they could pay their bills and eat and stuff. If it didn’t, it would “prove” that women’s tennis was a pleasant diversion in short skirts, not a sport worthy of respect or equal prize money. King carries the same burden into her match with Riggs. Stone’s performance

powerfully conveys the fact that King knows what she’s up against. She’s not playing the guy across the net; he’s basically an internet troll come to life (though Carell gives Riggs nuanced shades that almost make him bearable. Almost.). She knows she is playing for all women, AND she knows that the very idea of her “playing for all women” is problematic. When Andy Murray won Wimbledon in 2013, making him the first British man to do so in 77 years, there was buzz that he was playing “for all of Britain.” But there was no sense that British tennis would be discounted as a whole had he lost.

And while it’s true that a rising tide lifts us all, it’s also true that every public failure leads to speculation on why women aren’t successful at managing companies or leading movies or running for president. I can’t imagine a match similar to King-Riggs happening today; our consciousness has grown past that. What we haven’t gotten past is a sense that a man’s successes and failures represent the man while a woman’s represent the gender. “Battle of the Sexes” is very clear on the burden Billie Jean King carried — and how she must have at least partly wished that while she was playing singles on that court, she was just playing for herself. Sounds like a downer, but it’s anything but. “Brad’s Status” has delicate humor, giving full voice to those midlife worries, but also to the reassurance that it’s possible to see the things that really matter. These spies are always game ‘Kingsman’s’ sequel delivers gore, vulgarity and cartoonish action

‘Stronger’ tells a survivor’s real, poignant story

FILM REVIEW Early on in “Kingsman: The Golden Circle,” we watch as a criminal mastermind encourages her newest hire to bite into a burger made from the flesh of a man who double-crossed her. The recruit sits at a diner counter, tentatively holding the burger in his hands while looking at a pair of legs sticking out of a nearby meat grinder. The repulsiveness of the sight gag is softened by its absurdity — just one reminder of many that this is a movie calibrated to cross the line, though always in service of a laugh. The follow-up to “Kingsman: The Secret Service,” a hit action comedy inspired by comic books by Mark Millar and Dave Gibbons, “Golden Circle” has many of the ingredients of the 2015 film: buckets of blood, expletives aplenty, cartoonish action and cute puppies in peril. It even resurrects a couple of characters — fan favorites who were presumably corpses at the end of the earlier film. Also returning is our hero Eggsy (Taron Egerton), a reformed ruffian who’s now a fixture in the dapper Kingsman crew — a group of undercover crime fighters headquartered behind the fake facade of a Savile Row tailor’s shop. For reasons best kept under wraps, Eggsy and his colleague Merlin (Mark

The only way they can complete the assignment is to team up with their American counterparts, the Statesman, whose front is a Kentucky whiskey distillery. All this is just an excuse to add Channing Tatum, Jeff Bridges and Pedro Pascal to the mix, along with cowboy hats, lassos and thick Western accents. They join with the Brits to bring down an international drug lord named Poppy (Julianne Moore). Wide-eyed and childlike, Poppy has a scheme that involves deliberately tainting her own product, causing pot smokers to develop a blue rash — closely followed by mania, paralysis and a dramatic, bloody demise. She’ll happily send in drones with an antidote — but

only if the American president (Bruce Greenwood) agrees to legalize drugs. One snag: The president sees this crisis a solution to the war on drugs, which would be a lot easier to fight with all the users dead. Can a movie this cynical still be hilarious? Apparently, yes. As troubling as such plot details

are, the laughs just keep coming, although most of them are in predictably poor taste. The action sequences are also reliably spectacular. Returning director Matthew Vaughn slows down and speeds up the punches and kicks, ensuring that the audience will be able to tell exactly what’s going on. It’s a happy respite from the kinetic visual gibberish common to most current action films. The action is one of the few things here that actually makes sense, in a film that’s light on logic. “Kingsman” is essentially a live-action cartoon, one that aims for an audible reaction and little else. That may not be the world’s loftiest goal, but whether it results in a gagging eww or a chuckle, it’s a plan that succeeds. STEPHANIE MERRY (THE WASHINGTON POST)

FILM REVIEW The most indelible image from the 2013 Boston Marathon bombing was the photo of Jeff Bauman in a wheelchair. Having lost both legs, he sat clutching his left thigh as people whisked him toward an ambulance. His story — how he ended up at the race and how he fared afterward — comes to the screen in the raw and moving “Stronger,” based on Bauman’s memoir. Jake Gyllenhaal, as always, disappears into the lead role, which is no small job. This isn’t a rosy tribute to a determined hero so much as the tale of an imperfect man who is forced to rise to the occasion. Viewers see his personal issues before the tragedy, including ones with his girlfriend Erin (Tatiana Maslany). After the bombing, “Stronger” hits a number of familiar beats charting the road to recovery. Jeff experiences post-traumatic stress, hits rock bottom and inevitably finds a reason to live. What sets the drama apart is how publicly Jeff deals with these tribulations. His story was “Boston Strong,” or so the city’s residents thought. Yet, Jeff never asked to be anyone’s hero. “Stronger” isn’t always easy to watch; Jeff makes bad decisions and life gets messy. But it does feel like a realistic depiction of one man’s life. He might not have been the idealized champion the world tried to make him, but in the end, that just makes his story more compelling. STEPHANIE MERRY (TWP)
