A drunken man who insisted on voting in Sunday’s election in Germany despite lacking the necessary documents has landed in jail — after police discovered he was wanted for arrest. Police said the man, 46, tried to vote in the eastern town of Guben, but was turned away by election officials. When he caused a scene, officials called police, who arrested him after learning that he already had a seven-month sentence to serve. (AP)

The sheriff of Greene County, Tenn., is asking people not to call about a “body” trapped under a closed, blood-stained garage door. That’s because it isn’t a corpse; it’s an early Halloween display. The sheriff’s office has been inundated with calls from people fooled by the lifelike display. “Do NOT call 911 reporting a dead body,” the department said on Facebook. “Instead, congratulate the homeowner on a great display.” (AP)

Harper, who was expected to be activated from the disabled list before Monday’s game after missing 40 games with a bone bruise in his knee, thanked his wife, Kayla, on Instagram for her incredible makeup job. MONTGOMERY COUNTY The last time the Montgomery County council voted to increase minimum wage in Maryland’s largest jurisdiction, Richard Gorinson slashed his employees’ payroll hours by 26 percent. Sales had been flat since the 2008 recession at his shoe store in the Wheaton mall, and he said he couldn’t afford to pay his workers more without also cutting their hours. Now the council is weighing a bill to increase the hourly minimum even further — a revised version of legislation that was approved by the council but then vetoed earlier this year. “It would put me out of business,” said Gorinson, owner of J&S Shoes Stride Rite. “There’s just no way I could staff the store properly and have to pay $15 or more.” Yet for Dana Lande, who owns a Rockville-based online jewelry design business, the cost of hiring, recruiting and training new staff is more daunting than a $15 minimum wage. She said the bill before the council — which will be the focus of a public hearing in Rockville this evening — would likely mean reduced turnover in the long term. “One of the benefits I see of having higher wages is retaining employees,” said Lande, who opened Dayna Designs in 2004. “It’s a silver lining for employers.” Business owners o who support

a $15 minimum wage include Michael Lastoria, founder of &pizza. Lastoria said higher wages help connect people to their employers and, by reducing turnover, also reduce training costs. The company currently pays its D.C. employees $13 to $15 an hour. Workers at the Montgomery County stores — in Bethesda, North Bethesda, Gaithersburg and Germantown — are paid $12.25 to $14. “We’ve kicked this can as far down the road as we can,” Lastoria said. “You just can’t live off the wages that the government mandates you to pay.” But many other business owners, and multiple chambers of commerce, lobbied against earlier versions of the Montgomery County bill and are expected to

do so again today. At a public hearing in June 2016, they called a $15 minimum wage a one-size-fits-all solution that would force business owners to reduce their workforces and increase wages at all levels to accommodate a bump at the bottom. Joe Richardson employs about 260 people as the chief executive officer of the after-school and camp program Bar-T, which is based in Montgomery County. He said he wouldn’t be able to reduce his payroll by much if the council approves a higher minimum wage, given the number of kids Bar-T supervises. Instead, he would have to charge families more for programming, perhaps as much as $15 more per month. Above all, he said, an increase in the minimum wage to $15

would have ripple effects for staffers at all levels. “If any entry-level person who you hired with no experience is making [$15 per hour], it doesn’t feel right that people who have been working with you for awhile at $16 or $17 not to have a bump up,” Richardson said. “But I couldn’t increase everybody on that same curve.” Richardson said that if other jurisdictions in Maryland, or the entire state, were considering the increase, “everyone would understand.” But he argued that Montgomery, where the majority of Bar-T programs take place, should not become an outlier. “This is just Montgomery County being difficult for business,” Richardson said. TRANSPORTATION Metro station managers — the employees responsible for observing, inspecting and overseeing the system’s 91 stations — are ill-equipped to respond to emergencies, according to a new report that says inspectors found inoperative flash lights, expired first aid materials and myriad inconsistent mechanisms for unlocking emergency lockboxes in a review of 19 stations over the summer. Station managers were not regularly inspecting emergency cabinets, which are loaded with supplies including flashlights, first aid kits and bullhorns; often, the heavy-duty cabinets were dusty and unorganized, and some employees were found to be using them for storage purposes, according to the report by Metro’s quality control team. The report included a number of recommendations, namely ramping up the number of “spot-checks” to verify station managers are carrying out their job responsibilities. Metro also committed to ensuring stations are stocked with the proper documentation, employees are briefed on their record-keeping requirements and emergency equipment and supplies were available, after the report found deficiencies in those areas. Police: Man with firearms arrested near White House

Exhibits at three county fairs in Maryland have been closed after 11 pigs were found to be infected with a strain of swine flu at the Great Frederick fair. The initial results showed the pigs in Frederick were infected with influenza A. It is “not yet known if this strain is potentially transmissible to humans,” officials for the Maryland Department of Agriculture wrote in a statement Sunday. Officials with the state health and agriculture departments also closed the swine exhibits at the Calvert and St. Mary’s county fairs. It is rare for the swine flu to spread to humans but it is possible, health experts said. (THE WASHINGTON POST)

A Virginia woman is recovering after being bitten by a copperhead snake during a restaurant visit. Rachel Myrick told The Free Lance-Star she was at a LongHorn Steakhouse in Spotsylvania County earlier this month when she felt a sharp pain in her left foot. She reached down and realized she’d been bitten several times by a roughly 8-inch-long copperhead that had gotten inside the restaurant’s foyer. Myrick said the pain was excruciating. She was taken to a hospital, where she was given antivenin for treatment. She’s since been released but said it will likely take at least three months to fully recover. (AP)

A former Memphis police officer who was stopped for urinating near the White House on Sunday was arrested after authorities said they found at least nine firearms, including assault-style weapons, in the trunk of his car, according to a D.C. police report. D.C. police on Monday identified the man as Timothy Joseph Bates, 37, of Collierville, Tenn. Police said Bates faces charges that include illegal possession of firearms, illegal transportation of firearms and other gun offenses. D.C. police said Bates was taken to a hospital for observation and later booked on criminal charges. (TWP)

POLITICS Senate Republicans admitted defeat Monday in their latest attempt to undo the Affordable Care Act, as a third GOP senator announced her opposition to the measure. Sen. Susan Collins of Maine announced she could not back the measure authored by Republican Sens. Bill Cassidy, La., and Lindsey Graham, S.C., moments after a much-anticipated partial analysis of the measure by the Congressional Budget Office forecast that “millions” of Americans would lose coverage by 2026 if it was enacted. Two GOP senators — Rand Paul of Kentucky and John McCain of Arizona — had already come out against the bill, even after a new round of drafting. Collins’ announcement means it lacks the votes to pass. Republicans hold a 52-to-48 advantage in the Senate and can lose only two votes from their party and still pass legislation with the help of a tiebreaking vote from Vice President Pence. A fourth Republican, Sen. Ted Cruz of Texas, indicated through his aides Monday that he could not back the bill because it does not go far enough in repealing the 2010 law. Senate Finance Committee

Chairman Orrin Hatch, R-Utah, who had been overseeing a raucous hearing on the proposal, said Monday evening that he would allow only one more round of questions given the bill’s predicament. “Let’s face it, we’re not getting anywhere,” he remarked. The contentious debate surrounding the bill erupted into public view Monday afternoon as protesters chanted so loudly at the hearing’s outset that Hatch was forced to temporarily adjourn as police officers arrested and removed several of them. The CBO also projected that the reduction in government spending on health care would lessen the federal deficit by at least as much as the $133 billion decrease that was expected under an ACA-repeal bill that the House passed earlier this year.

If it had been made law, the Cassidy-Graham legislation would have overhauled the Affordable Care Act by lumping together the current law’s spending on insurance subsidies and expanded Medicaid and redistributing it to states in the form of block grants. The legislation’s sponsors rewrote the bill to deliver more money to Alaska and Maine than the original version in an attempt to convince GOP senators Collins and Lisa Murkowski of Alaska, to back it. Collins, however, delivered a scathing assessment of the bill in a statement, saying the fourth version that the senators had produced in an effort to win over her vote and others’ “is as deeply flawed as the previous iterations.” SEAN SULLIVAN AND JULIET EILPERIN (THE WASHINGTON POST)

An enormous Antarctic glacier has given up an iceberg over 100 square miles in size, the second time in two years it has lost such a large piece. The Pine Island Glacier, which loses 45 billion tons of ice to the ocean each year, is 25 miles wide where its floating front touches the sea, and rests on the seafloor in waters more than a halfmile deep. On Saturday, Stef Lhermitte, a satellite observation specialist in the Netherlands, posted an image showing that Pine Island had “calved,” or broken off a piece of ice about 103 square miles in area — more than four times the size of Manhattan. “It’s the fifth large calving event since 2000,” Lhermitte said. A 2015 Pine Island break released an iceberg 225 square miles in area. (TWP)

Government: Insurgents killed 45 Hindu villagers Myanmar officials said Monday they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country’s conflict-torn northern Rakhine state. The government blames Rohingya Muslim insurgents for the killings. Police said two of the graves were found Sunday and contained the bodies of 20 females and eight males. All eight males were boys, including six who were under 10 years old. Police said another mass grave was discovered 200 yards away Monday that contained the bodies of 17 more Hindu villagers. Federal judge blocks state abortion limits A federal judge permanently struck down provisions of an Indiana law passed last year that would have banned abortions sought due to fetal genetic abnormalities and required that aborted fetuses be buried or cremated. U.S. District Judge Tanya Walton Pratt’s decision, issued Friday, found that those two provisions and a third one are unconstitutional. She granted an order permanently blocking all three from being enforced. Then-Gov Mike Pence signed the bill into law April 2016. (AP)

JUNCOS, PUERTO RICO Days after Hurricane Maria battered Puerto Rico, leaving the entire island in a communications and power blackout, regions outside San Juan remained disconnected from the rest of the island — and the world. Juncos, in a mountainous region southeast of the capital that was slammed with Maria’s most powerful winds, remains isolated and afraid. For many residents, the challenge of accessing the essentials of modern life — gasoline, cash, food, water — began to sink in. And government officials had no answers for them. Estimates for the return of electricity and other basic services will be measured in weeks and months. For those most vulnerable, that might be far too long. Many have been openly wondering when help will arrive, whether from local officials or from the federal government. Puerto Rico Gov. Ricardo Rossello is warning that his government needs broader assistance from the federal government, calling on the Pentagon especially to provide more aid for law enforcement and transportation. Rossello said he’s also worried that Congress will shortchange his island once the initial wave of emergency relief is gone. “We still need some more help. This is clearly a critical disaster in Puerto Rico,” he said Sunday night. “It can’t be minimized and we can’t start overlooking us now that the storm passed, because the danger lurks.” For federal agencies trying to respond to Maria, the situation in Puerto Rico and the U.S. Virgin Islands is inescapably more challenging than the situations in Texas and Florida after hurricanes Harvey and Irma. CRIME Violent crime in America rose in 2016 for the second straight year, driven by a spike in killings in some major cities, but remained near historically low levels, according to FBI data released Monday. The Trump administration seized on the figures as proof that the nation is in the midst of a crime wave that warrants a return to tougher tactics like more arrests and harsher punishments for drug criminals. But criminologists cautioned the new numbers may not indicate the start of a long-term trend, noting that violent crime rates remain well below where they were a quarter-century ago. Still, the FBI said it was the first time violent crime rose in consecutive years in more than a decade. Violent crimes such as shootings and robberies rose 4.1 percent in 2016 from the year before, with homicides climbing 8.6 percent. Violence increased 3.9 percent in 2015, while killings jumped by more than 10 percent. On Monday, Attorney General Jeff Sessions called upon law enforcement to “confront and turn back the rising tide of violent crime.” Despite the increase, the violent crime rate in 2016 was still down significantly from several years ago. 5 food rules that stick The nutrition “facts” we used to believe decades ago have changed. Even a study done last week will be refuted by a study this week, and it can be downright confusing. So, wouldn’t the most valuable advice be that which has stood the test of time? Combing through years of nutritional literature, there is plenty of practical advice that still holds true. There is no one superfood that can provide your body with the 40 nutrients that it requires. Variety is necessary to ensure you’ll get the protein, carbs, fat, vitamins and minerals needed for good health. From 1980 to 1995, the Dietary Guidelines for Americans included the advice to “eat a variety of foods.” The 2015 Dietary Guidelines still say to “choose a variety of nutrient-dense foods across and within all food groups.” So what about popular eating plans that cut out major food groups — such as vegans avoiding milk and paleo dieters skipping grains? There are ways to mix and match foods to create a plan that provides enough variety to meet nutrient needs.

Since the first U.S. Agriculture Department food guide appeared in 1917, the message to eat vegetables and fruit has been a mainstay, and the scientific research on the importance of vegetables has strengthened over time. Studies link vegetable and fruit consumption with a reduced risk of developing Type 2 diabetes, high blood pressure, heart disease, obesity, dementia and certain types of cancer. Nutritional guidelines suggest you fill half your plate with vegetables and fruit at every meal. Plus, they are totally versatile. If you don’t like vegetables, there are hundreds of ways to eat them: roasted, raw or in a salad with a good dressing.

Fiber-rich foods were recommended in the 1980 Dietary Guidelines for Americans to avoid constipation and reduce colon cancer risk. Fastforward almost 40 years and the advice remains the same. In addition to colon health, we also know that adequate fiber is vital for preventing heart disease and Type 2 diabetes. But just like in 1980, we’re still not getting enough of it. The average American gets just 16 grams of fiber per day but should aim for 25 grams (women) to 38 grams (men). Fiber-rich foods you can add to your diet include vegetables, beans, lentils, nuts, seeds and whole grains. A cup of raspberries or a half-cup of lentils will add eight grams of fiber to your day.

As early as the 1940s, the term “junk food” was used in the media as a negative way to describe foods such as cake, candy and soda. It linked those foods to health problems. The 1979 USDA food guide “Food: The Hassle-Free Guide to a Better Diet,” was the first version to add a category recommending moderation for foods that provided calories from sugar and fat but had little nutritional value. It’s safe to say that a healthy diet will never be built on cake and ice cream. There are no fad diets based on eating more junk food. Chips, candy and similar treats do not provide significant nutrients to the body, and overconsumption is linked to increased disease risk. That’s not going to change.

Since 1980, the Dietary Guidelines have advised that if you drink alcohol, do it in moderation. That means no more than one drink a day for women or two drinks a day for men. And no, you can’t save it up and consume seven to 14 drinks on the weekend. One drink equals 12 ounces of beer, 5 ounces of wine or 1½ ounces of liquor such as vodka. Alcohol carries the risk of dependency, and excess consumption is linked to liver damage, obesity and an increased risk of certain cancers. So the best advice is if you don’t drink, don’t start. And if you do drink, practice the Dietary Guidelines’ definition of moderation. There won’t be a time when alcohol becomes health food.

What to eat when expecting There are certain nutrients that are most vital to a baby’s healthy growth. While pregnant, it is recommended that a mother-to-be increase her intake of those nutrients. Here are three that are essential during pregnancy. CASEY SEIDENBERG (TWP)

Protein Protein cannot be stored by the baby so it is essential that it is ingested on a regular basis, ideally daily. Good sources of protein include salmon, chicken, eggs, beans, quinoa, nuts and seeds.

Calcium Calcium-rich foods are needed for bone and muscle growth, and to keep the baby’s circulatory and nervous systems running optimally. Foods with calcium include salmon, leafy greens, almonds, chickpeas and beans.

B vitamins B vitamins, especially folic acid, help to build the spinal cord and brain. Folic acid can be found in leafy green vegetables, eggs, Brewer’s yeast and avocados.

If you’re really going to go for this conversation — and I hope you do — you must acknowledge that it’s not just about this award. Otherwise, you’re creating a red herring, and he’ll likely just apologize and assume it’s over. So, frame it thus: There’s a larger issue that you need him to understand. You get that he had work, but he handled it poorly

(the seeming lack of regret, the late notice, the sense of inevitably) and he re-poked a bruise that already existed. Perhaps he doesn’t think it’d matter if it were his award, or he’s so work-focused that he gets obsessed and doesn’t realize it. Getting him to see your perspective might take real effort, but it’s the only chance you have at feeling understood.

The transition to being a boss can be fraught with interpersonal worries. Going from making sure your boss likes and appreciates your work to being the one who might have to ruffle feathers and lay down the law — to the tune of some dislike — is not something that comes automatically. Flex that muscle. Set a minor goal each day or week and step your way up. Each time, reward yourself and observe what made it easier and harder, so that the next time you lay down the hammer it gets that much easier. ‘Law & Order’ tries true crime with a case that isn’t worth revisiting

TV REVIEW The Dick Wolf empire’s new eight-part miniseries for NBC, “Law & Order True Crime: The Menendez Murders” (premiering today at 10 p.m.), can be interpreted as an envious response to the sensational 2016 series “The People v. O.J. Simpson,” the first of FX’s “American Crime Story” franchise. The point is to dramatize cases that are actually true, rather than cases that are almost-true in the “ripped from the headlines” style that made Wolf’s original “Law & Order” such an enduring hit. But what producer Ryan

Murphy and his collaborators achieved so smoothly in “People v. O.J.” does not translate as well to Wolf’s “Law & Order” realm — and the first problem may well be the choice of material. Where Simpson’s murder trial still serves as a platform to discuss such thorny matters as justice, race and fame, what’s all that interesting about the Menendez brothers locked up for all time for the coldblooded murders of their parents in 1989? An undercurrent of “who cares?” runs through the first two episodes. The series opens with Jose and Kitty Menendez (Carlos Gomez and Lolita Davidovich) being blown away by shotgun blasts while watching TV on a Sunday night in their Beverly Hills mansion. Their sons, 21-year-old Lyle

‘Menendez Murders’ lacks drama

Miles Gaston Villanueva and Gus Halper portray siblings charged with killing their parents in “Law & Order True Crime: The Menendez Murders.”

(Miles Gaston Villanueva) and 19-year-old Erik (Gus Halper), come home from the movies and make a frantic call to 911 — at least, that’s their story and they’re sticking to it until, as we

all know, they’re arrested. Homicide detectives take over the crime scene while Lyle and Erik pretend they’re innocent. Villanueva and Halper are bland as the Menendez brothers.

But, to their credit, older viewers will recall that the actual Menendez brothers weren’t so exciting to begin with. Yet there remains one good reason to watch “The Menendez Murders,” and of course it’s Emmy winner Edie Falco, who stars as Leslie Abramson, a tenacious, media-savvy defense attorney. Falco is so much better than the rest of the cast that the show quickly splits itself into terrific scenes that she is in vs. ho-hum scenes that she is not. What “The Menendez Murders” still lacks is a clear shot at the viewer’s empathy or interest. What you have here is a drawn-out period piece about a period and an event that aren’t worth remembering. The New York Post reported that Kravitz began unwrapping a piece of chocolate during the show. A man in front of Kravitz asked him to be quiet. Airbnb is launching local tours in New York City this week, with one listing promising “an unforgettable shoe-shopping experience” led by Sarah Jessica Parker. Each guest will get a pair of shoes from her SJP Collection at Bloomingdale’s, with a stop at the department store’s Forty Carrots cafe before the participants head off to the ballet. The listing for Parker’s Oct. 6 experience went live today, with four spaces bookable at $400 each. The money will go to the New York City Ballet, where Parker is a board member. Tish and Billy Ray Cyrus‘ divorce proceedings were called off due to inactivity, the New York Post reported. According to court documents, the Superior Court of Los Angeles dismissed the case because both parties failed to appear before a judge. The couple first filed for divorce in 2010 and called it off. Tish filed for divorce again 2013, but they quickly reconciled. The pair got married in 1993. (EXPRESS)
