The president of Southeast Missouri State University apologized Friday after he was captured on video drinking from a beer bong at a tailgate. The Southeast Missourian reports that president Carlos Vargas-Aburto said in an email that it was a “poor decision� to accept the drink before Southeast’s Sept. 15 football game. A former puppet specialist with the Broadway musical “The Lion King� is accused of printing a 3D gun in the theater’s prop room. Ilya Vett was arrested last week on a misdemeanor charge. A criminal complaint says a police officer observed a 3D printer producing a “hard black plastic object� shaped like a revolver. REGION As the first sonorous notes burst from the pipe organ at Calvary Presbyterian Church on Sunday morning, it was easy to imagine the sound had boomed inside the Alexandria church since the building was erected in the 1950s. But the organ, with its more than 800 pipes, was brought to Alexandria from Arlington Presbyterian Church in an “organ transplant,” a pun that has provided no shortage of chuckles to congregants. On Sunday, the decades-old instrument made its official debut after an almost 2½-year process to get it transported and installed. The story begins at Arlington Presbyterian, where church elders decided three years ago to sell the church’s building, parking lot and grounds to a nonprofit that would use the land along Columbia Pike to build affordable housing. The decision came with a quandary: If the building was razed, what would happen to the church’s beloved pipe organ? That’s when Jane Kerr caught word that the organ’s stewards

were seeking an adoptive home. At the time, Kerr had just begun her role as resident organist at Calvary Presbyterian, getting accustomed to finessing the church’s 40-year-old electronic organ each Sunday morning. (An electronic organ, when compared to a fullsized pipe organ, is like the sound of an electric keyboard contrasted with that of a grand piano.) Arlington Presbyterian agreed to donate, and Calvary Presbyterian was delighted. All they had to do was transport the instrument

and get it installed in the balcony. That ended up taking 2½ years. It involved moving hundreds of pipes, estimated to weigh more than 6,000 pounds in total, from Arlington to Alexandria, in 2016. Then, Calvary had to receive a top-to-bottom revamp, including electrical upgrades and a new ventilation and speaker system. There were also rounds of engineering assessments to ensure that the balcony was sturdy enough to hold the new organ’s three tons. Finally, on Sunday morning,

parishioners crowded into pews, and the organ released the opening chords of “Old Hundredth,” a classical hymn. For Kerr, the feeling of playing the hymn’s swelling opening notes had already fulfilled all her hopes of how the new organ might inspire passion and comfort for her, and for her fellow churchgoers. “It’s just a joy,” Kerr said. “From the tiniest, softest whispers to the grandest of all sounds, it’s all there. District tops 2017 in total homicides THE DISTRICT The community crime walk along Benning Road in Northeast had been planned before a gunman sprayed bullets on a street corner there, wounding four people early Saturday. The attack made Monday night’s walk more urgent. The residents passed by Trinidad and Carver-Langston, led by a police commander and a young boy who is a fan of law enforcement. They were three blocks from the scene of Saturday’s shooting at 18th and Benning when police learned another person had just been shot at the same location. They rushed over. “It goes to show you how volatile the situation is throughout the city,” said Kathy Henderson, an advisory neighborhood

commission member. “A 6-yearold boy leading an anti-crime walk walked into a homicide scene. It’s absurd. We’re at war.” The victim, Marquiawn Williams, 25, was among four men fatally shot in D.C. from Monday to early Tuesday. THE DISTRICT Washington’s 2018 rainfall tally has now run up to nearly 49 inches, ranking third most on record year-to-date. So how does this precipitation compare with that of other cities notorious for rainfall? It turns out Washington is swamping them. Seattle and London are two particularly gray and rainy cities. But Washington’s 2018 rainfall is more than twice Seattle’s 20.39 inches and three times London’s 15 inches. A lot of people may not realize, though, that D.C. averages more rain than those cities even in a normal year. The average annual rainfall amounts in Seattle and London are 37 and 23 inches, compared with Washington’s 40 inches. Seattle and London have gained their reputations as rainy cities because of the number of cloudy, damp days they pile up. Their rain

For example, it has logged substantially more rainfall than even New Orleans, Charleston, S.C., and Houston. These cities average

about 64, 51 and 50 inches of rain, compared with Washington’s 40 inches but this year have 42.63, 40.13 and 38.36 inches compared with Washington’s 48.64 inches (through Monday). While D.C. has absorbed lots of rain this year, it’s not alone. Baltimore has had 52.78 inches, Richmond sits at 47.97 inches and Wilmington, N.C., has had a whopping 86.5 inches. But one-year report shows a spike in hiring by federal contractors WASHINGTON The D.C. area economy generated 64,900 new jobs in the one-year period that ended in August, the Bureau of Labor Statistics reported Friday, capping off a strong summer for the local job market. The number of federal jobs across the region dropped,

however, while the category that includes federal contractors saw the largest job increase of any sector. Job creation has slowed slightly from 2017 but remains far ahead of where it was in 2013, when the so-called sequestration budget cuts brought the regional economy to a low point. Analysts said the figure might be overstated because three separate Labor Department surveys, evaluating the District, suburban

Dunkin’ is dropping the “donuts” — from its name, anyway. Doughnuts are still on the menu, but the company is renaming itself “Dunkin’ ” to reflect its increasing emphasis on coffee and other items. What’s ‘yogurt’? Industry seeks clarity on rules. FOOD If low-fat yogurt is blended with fatty ingredients like coconut or chocolate, is it still low-fat? Is it even yogurt? The U.S. government has rules about what can be called “yogurt,” and the dairy industry says it’s not clear what the answers are. Now it’s hopeful it will finally get to use the term with greater liberty, with the Trump administration in the process of updating the yogurt definition. The Food and Drug Administration established a standard for foods labeled as “yogurt” in 1981 that limited its ingredients. The industry swiftly objected. The following year, the agency suspended enforcement of various provisions and allowed the addition of preservatives. A never-finalized 2009 proposal offered a unified standard and allowed emulsifiers as well. The yogurt industry says that has cultivated confusion and left it vulnerable to lawsuits. “What’s the rule? I mean, make a rule,” said Bailey Wood, spokesman for the International Dairy Foods Association, whose members include Chobani, Danone and Yoplait. The International Dairy Foods Association is also renewing its push to get rid of the requirement that regular yogurt have at least 3.25 percent milkfat. Catholic Church report reveals more than 3K were abused by clergy BERLIN A top German bishop has apologized for thousands of sexual abuse cases that took place inside the Catholic Church in Germany, according to a devastating report released Tuesday that concludes at least 3,677 people were abused by clergy between 1946 and 2014.

“Sexual abuse is a crime,” Cardinal Reinhard Marx, who is also the head of the German Bishops Conference, told reporters. “I’m ashamed for so many [of us] looking away, not wanting to recognize what happened and not helping the victims. His Hollywood career and goodguy image in ruins, Bill Cosby was led away to prison in handcuffs Tuesday at age 81, sentenced to three to 10 years behind bars for drugging and sexually assaulting a woman at his gated estate. The punishment made him the first celebrity of the #MeToo era to be sent to prison and all but completed the dizzying, latein-life fall from grace for the comedian, TV star and breaker of racial barriers. “It is time for justice. Mr. Cosby, this has all circled back to you. The time has come,” Montgomery County Judge Steven O’Neill said. He quoted from victim Andrea Constand’s statement to the court, in which she said Cosby took her “beautiful, young spirit and crushed it.” Cosby declined the opportunity to speak before the sentence came down, and afterward sat laughing and chatting with his defense team. His wife of 54 years, Camille, was not in court. In a blistering statement, Cosby spokesman Andrew Wyatt said the comic was subjected to the “most racist and sexist trial in the history of the United States.” Among other things, Wyatt said all three of the psychologists who testified against Cosby were “white women who make money off of accusing black men of being sexual predators.”

It is his fame and his fortune and his phony philanthropy that has allowed him to get away with impunity. Judge blocks planned grizzly hunts in Rockies WYOMING The first public grizzly bear hunts in the Northern Rockies in almost three decades have been blocked by a U.S. judge who rejected government claims that the bears had recovered from near-extermination. U.S. District Judge Dana Christensen ordered federal protections restored on Monday for more than 700 bruins in and around Yellowstone National Park. Wyoming and Idaho were on the cusp of allowing hunters to kill up to 23 bears this fall — the first planned hunts in the U.S. outside Alaska since 1991. The ruling was condemned by state officials who spent months planning the hunts, but there was no word on whether an appeal would be filed. Christensen wrote in his ruling that the case was “not about the ethics of hunting.” Rather, he said, it was about whether federal officials adequately considered threats to the species’ long-term recovery when they lifted protections last year. He noted that an estimated 50,000 bears once roamed the contiguous U.S. and said it would be “simplistic at best and disingenuous at worst” not to consider the status of grizzlies outside the Yellowstone region, one of the few areas where they have bounced back. UNITED NATIONS President Trump poured scorn on the “ideology of globalism� and heaped praise on his own administration’s achievements Tuesday in a speech to the U.N. General Assembly that drew headshakes and even mocking laughter from his audience of fellow world leaders. “The U.S. will not tell you how to live and work or worship,� Trump said as he unapologetically promoted his “America First� agenda. “We only ask that you honor our sovereignty in return.� Trump approached his address to the world body as something of an annual report to the world on his country’s progress since his inauguration. He showcased strong economic numbers, declared that the U.S. military is “more powerful than it has ever been before� and crowed that in “less than two years, my administration has accomplished more than almost any administration in the history of our country.� Just sentences into the president’s remarks, the audience began to chuckle and some leaders broke into outright laughter. Trump appeared briefly flustered, then smiled and said it was not the reaction he expected “but that’s all right.� The leaders’ response to Trump’s address only reinforced the U.S. president’s isolation among allies and foes alike, as his nationalistic policies have created rifts with erstwhile partners and cast doubt in some circles about the reliability of American commitments around the world. Trump also seized his opportunity to assert U.S. independence from the international body. He referenced a list of U.N. bodies, from the International Criminal Court to the Human Rights Council, that he is

working to undermine. “America will always choose independence and cooperation over global governance, control and domination,� Trump declared. Barely an hour before he spoke, U.N. Secretary-General Antonio Guterres declared to the assembly that global cooperation is the world’s best hope and “multilateralism is under fire precisely when we need it most.� Since taking office, Trump has removed the U.S. from the Paris climate accord, promoted protectionist tariffs and questioned the value of the North Atlantic Treaty Organization and other alliances in furtherance of what he termed on Tuesday a strategy of “principled realism.� To that end, Trump flaunted his embrace of negotiations with North Korea’s Kim Jong Un just a year after he had warned of raining down “total destruction� on a leader he branded “Little

TRADE The Trump administration appears virtually certain to miss its weekend deadline for reaching an agreement with Canada on a new North American trade deal, according to U.S. officials and people close to the talks. A downbeat U.S. Trade Representative Robert Lighthizer on Tuesday said negotiators are “sort of running out of time� to include Canada in the trade deal with Mexico, which was finalized last month. The administration wants to notify Congress of its plans for a new North American accord by Sunday to meet a timetable permitting Mexican President Enrique Pena Nieto to sign it on his final day in office Nov. 30. Major disagreements remain over Canada’s dairy management program, a dispute resolution process and the fate of U.S. tariffs on metals imports from Canada. Harper’s last call: Nats star doesn’t want to leave D.C. A cardboard box sat in front of Bryce Harper, ready to be filled and taken home to the comfort of Las Vegas, and into the vast uncertainty beyond that. The six-time AllStar is a supremely confident player. But his last homestand under his contract with the Nationals, which will conclude today against Miami, has been unsettling and emotional. “If I walk into Nats Park as a visiting player?” Harper said Monday. “That’s weird. And who wants to see that? That’s really weird.” Harper has today’s 4:05 p.m. game against the Marlins at home, then three games in Colorado this weekend to close out this season, and then he will be

a free agent. The assumption, since he debuted with the Nats as a 19-year-old in 2012 has been that one day he would casually leave Washington and be happy to do so. But in the course of a 30-minute interview, he disputed that notion. “When I talk about D.C., I get giddy,” Harper said. “I get happy. Because it’s me. It’s what I know. I don’t know anything else.” It’s crazy that an iconic player, a 25-year-old who is capable of being the face of the sport, does not know whether the Nationals want him back. There is a financial element, of course, and it’s significant. But it would be nice to know, on both sides: Does Harper fit? On Monday, he looked toward the locker of 19-yearold Juan Soto — “He kind of

sparked me when he came up,” Harper said — and on to Victor Robles, the prospect who has been groomed to replace him. Looking forward to free agency? Doesn’t sound like it. “I would love to play next to Robles or Soto or [Adam] Eaton. I’d love to,” Harper said. “But am I in those plans? I have no idea.” If Harper sounds wistful, it’s because he is. He is a star, and loves the theatrics that go into that role. But he is also simple, something of a homebody. He relishes leaving the ballpark with his wife, Kayla, rolling into the comfort of their apartment, and settling into “our shows.” Episodes of “Grey’s Anatomy” are their escape. “Being able to separate is huge for me,” he said. So is familiarity. And professionally, there is only one place

His memories as an adult are in two places: Las Vegas and Washington. “I grew up here,” Harper said. “I mean, I was 19 years old living in Arlington, Va., driving up 395 every single day. Then you get married while you’re here. You live with your wife here. ... That’s what you know.” Today at Nationals Park Harper isn’t sure what to expect. “It’ll have to be emotional,” he said. “How could it not be?” It will be emotional because, whatever comes next, his big-league uniform will be the first he ever wore. “I know what it feels like to walk into the clubhouse as a Washington National and to walk into a playoff atmosphere with the Washington Nationals,” Harper said. “And I love it. I love every minute of it.”

To that point, Dolphins defensive end William Hayes tore an ACL trying to avoid a roughing call Sunday against the Raiders. “I don’t see no other way you can go full speed, hit a guy and turn your body,” Swearinger said. “You’re going to twist your ankle. Vikings defensive end Everson Griffen won’t play this week because of a mental health issue, the team said. Coach Mike Zimmer said Tuesday that the three-time Pro Bowl player won’t travel to Los Angeles for a Thursday game against the Rams. Zimmer said Sunday that Griffen missed a loss to the Bills because of a “personal matter.” According to KSTP-TV, he was acting erratically Saturday and threatened to shoot someone at a Minneapolis hotel. CONDO SPOTLIGHT Dupont Circle is well known for its cultural institutions and classic rowhouses, for its shopping, dining and nightlife. Bruce Packett considers the centrally located Northwest Washington neighborhood a highly desirable place to live. “I’ve worked in D.C. since the 1990s and lived in the city for more than a decade, and Dupont Circle has always been one of my favorite neighborhoods,” said Packett, who recently bought a condo unit at the James, a new building at 1761 P St. NW, with his wife, Holly Packett. New construction is rare in the historic Dupont Circle neighborhood, which has small and large condominium buildings and rental apartments among its housing options. The Packetts were pleasantly surprised to find a newly built condominium. Bruce works a few blocks from the James, and the neighborhood is pedestrian-friendly and served by public transit. The Packetts also like the fact that the James is a relatively small building, with just nine units, so they can get to know their neighbors when everyone moves in later this year. The James, which faces P Street, is part of a larger development that includes a 51unit apartment building under construction behind the condominium. “The parcel of land where the James is located was a parking lot that was part of the St. Thomas Episcopal Church,” said Robin Bettarel, a senior vice president with CAS Riegler, which is developing the James. After years of neighborhood controversy over the project, the condominium is nearly complete, and the apartment

building and a new church are being built. “We worked with the Historic Preservation Office in D.C. on the exterior architecture of the James because this is a historic district,” Bettarel said. “We needed to use masonry for the outside rather than new materials and the proportions of our bay windows facing P Street had to mimic the townhouses to the west of us on the block.” Though the exterior mirrors surrounding properties, each unit hides something a little unique inside. A revised TOPA means purchasing your rental might be complicated TENANT LAW The District’s Tenant Opportunity to Purchase Act, or TOPA, is designed to prevent tenants from being kicked out by landlords planning to sell their properties. It gives renters an opportunity to buy the properties with the right of first refusal. In July, the D.C. Council revised the law, exempting most single-family homes, including those with basement rentals, known as “accessory dwelling units.” The council changed the law based largely on a study

showing that only 5 percent of renters ended up buying their homes under the previous law. There are two exceptions to the revision: if tenants are more than 62 or disabled, and if they signed a lease before March 31 and moved in by April 15 they are entitled to a modified TOPA. The law is a little complex, so let’s take this example: John owns a single-family D.C. home, and Gale is his tenant. John has just listed the property for sale. Gale does not qualify for the modified TOPA. Before July 3, when the law changed, John had to send a single-family TOPA form to his tenant. Now, he only has to send Gale a notice that he intends to

sell. A copy of that form (referred to as “Form 1”) must also be sent to the D.C. Office of Tenant Advocate as well as to the D.C. Department of Housing and Community Development. Since TOPA is not applicable in this example, John is free to sign a contract with anyone and ultimately go to closing. But now let’s change the facts:

Gale is either older than 62 or disabled and meets the calendar requirements spelled out earlier. She receives Form 1. By law, she must advise John within 20 days after receiving the form that she may be eligible for the new TOPA. Gale officially advises John by sending him Form 2, which explains her status. That form is called “Letter to Landlord.”

She can prove she’s older than 62 by submitting a copy of a passport, driver’s license or some other document. Proving disability is more difficult. Gale sends another form (Form 4, called “Response Letter to DHCD” ). To protect the privacy of the tenant, that form goes only to the District, which will determine if Gale qualifies. If the city certifies her as eligible, John must then send her a form that tells her he has or does not have a third-party sales contract. Once Gale receives either form, she has 20 days to advise John of her interest in buying. She then has 25 days to negotiate a sale contract with John. If that is accomplished, Gale has an additional 45 days to go to settlement. Country fans have called Florida Georgia Line too mainstream, but come on, one of them is wearing a cowboy hat.

Florida Georgia Line could’ve been one-hit wonders. Instead, they built an empire. MUSIC Florida Georgia Line have experienced a lot of surreal moments in the six years since the release of “Cruise,” the duo’s debut single that shattered records. But last summer stood out, as the pair headlined three stadium shows with the Backstreet Boys. Who opened for them. “It was crazy,” says Brian Kelley, 33, sitting backstage with duo partner Tyler Hubbard, 31, before a recent concert in Maryland. He still can’t get over the fan reaction. “Crazy at the stadium shows to hear them singing ‘I Want It That Way.’ And then they’re singing ‘Cruise.’ ” It would have been easy for FGL to be a one-hit wonder. Yet, they used the momentum from

“Cruise,” one of the most-downloaded country songs in history, and kept going, releasing 14 more songs that went to No. 1. Hubbard and Kelley have also started to build an empire, leading to their own publishing company, Tree Vibez Music; a popular bar in downtown Nashville, FGL House; their own whiskey, Old Camp, which they name-drop in songs; and Kelley and his wife’s clothing line, Tribe Kelley. In December, they’ll start a five-date residency in Las Vegas. The duo are well aware that some are disappointed in the direction in which they helped take mainstream country music. FGL have quieted a few critics over time, however, especially with more serious songs about

FGL House, with four floors and a rooftop deck that overlooks downtown, is filled with pictures of the duo, and reminds Nashville that they’re not going anywhere. “We dreamed of having a bar or restaurant, just a place we could bring all our friends together and throw parties and continue it on a bigger level,” Hubbard says. “And to give back to Nashville, a city that’s given us so much.”

The Prince vault opens its doors Fans of Prince expecting his pyrotechnic guitar work will be surprised that one of the first official albums released from his fabled vault since his 2016 death showcases his jazzy piano playing. “Piano & A Microphone 1983,” released Friday, is just Prince noodling at a piano and singing nine songs in a one-take recording made at his home studio 35 years ago. Prince runs through “17 Days,” a quick “Purple Rain” and Joni Mitchell’s “A Case of You,” pounding out chords and breaking into riffs. “It was just mind-blowing listening to this raw, simplistic performance,” says Troy Carter, adviser to the Prince estate. “It just felt like the right next move to let the world hear this version of it.” JEFF BAENEN (AP)

Sad songs, if you know your FM radio history, say so much. But as much as we’re willing to cry along with ballads, I keep running into viewers who don’t want to be brought low by sad TV. It’s hard, I find, to get people interested in shows that feature subtle forms of darkness — the rain-cloud moods

that are more about existential dread, universal loneliness and human grief. There are several such shows premiering or returning this fall in which characters find themselves trapped in low emotional ebbs and visually drab circumstances. It’s a surplus of sad TV, and not merely the two-Kleenex-per-episode kind practiced so skillfully by NBC’s Emmy-winning drama “This Is Us,” which

Sam Smith spoke about his break-up with “13 Reasons Why” star Brandon Flynn in an interview with Britain’s The Times. “It’s still quite raw,” he told the newspaper. “All my relationships have ended in a nice way, never nasty.” The pair split in June after nine months of dating. Smith did not mention a reason for the split but revealed why he struggles with dating. “I feel like I’m in a Richard Curtis film all the time,” he said, referencing the “Love Actually” filmmaker. “Which is bad because I think everything should be like a movie and I get anxiety when it’s not.” (EXPRESS)
