It took at least 66 million years, but a duck-billed creature has finally won recognition as California’s state dinosaur. Gov. Jerry Brown announced the signing of a bill making Augustynolophus morrisi the state’s official dinosaur. Fossilized remains of the dinosaur — which may be as old as 100 million years — have been found only in the Golden State. California has more than 30 other official insignia, including a state fabric: denim. (AP)

A school’s link to slavery THE DISTRICT The boy’s name was Gabriel, and he was a slave. Once, he was tipped less than seven cents for weeding the garden at the Washington Seminary in Northwest D.C. Another time, he was given 12 cents for reasons unknown. Any knowledge of Gabriel was lost until six students from Gonzaga College High School — the later incarnation of Washington Seminary — decided to research their school’s history and its potential ties to slavery. They spent two weeks this summer mining archival material, their quest mirroring research conducted previously at Georgetown University and other schools that had discovered their institutions bore the stain of slavery. That earlier research showed how Georgetown had profited from Jesuit-owned plantations that thrived across the region. What about our school, the Gonzaga students wondered. Did it, too, benefit from, and help sustain, the global slave trade of the 19th century?

They found their answers: Profit from those plantations was funneled to Washington Seminary, which at the time was part of Georgetown. And two slaves — Gabriel and another named Isaih — worked at the school for an unknown period of time. Now, the 16- and 17-year-old students are left to grapple with this complicated and troubling past. “The research in some ways was the easy part,” said Ed Donnellan, a Gonzaga history teacher who supervised the project.

“How to respond is the true challenge to us.” The students presented their research on the link to slavery to Gonzaga faculty and students, and the school has planned a series of open discussions for students to talk about this complicated history. Jack Brown, 17, said the emergence of this history has left him with a “weird feeling.” He said he and his peers “weren’t putting any spin on this, no bias, just telling [students] what happened.” “Now that we have the information, what can we do?” said Hameed Nelson, 16, who also took part in the research. Perhaps, Donnellan said, they can build a memorial garden for Gabriel. Gonzaga’s president, the Rev. Stephen Planning, wrote a statement posted on the school’s website Tuesday imploring community members to recognize the school’s “past sinfulness” and its modern-day implications. “Our past sinfulness matters, both as individuals and institutions,” Planning wrote. “As much as we hate to admit it, our past sinfulness has an impact on who we are today.” RACHEL SIEGEL (THE WASHINGTON POST)

THE DISTRICT Decrying what he sees as political correctness run amok on college campuses, Attorney General Jeff Sessions said Tuesday the Justice Department will ramp up its support for students who sue universities claiming their free speech rights have been violated. The complexity of the free speech issue was on display as Sessions spoke to an invitationonly crowd at Georgetown University’s law school. About 200 protesters gathered outside in university-designated “free speech zones,” and some students complained that they were excluded from the Sessions event. Meanwhile, Sessions condemned the NFL players who have been exercising their own freedom of expression by kneeling silently during the national anthem before games. “These players, with all the assets they have, can express their political views without in effect denigrating the symbols of our nation, a nation that has provided our freedom to speak,” Sessions said during a questionand-answer period. In declaring free speech “under attack” on college campuses, Sessions dove into an issue that

has become a cause celebre for conservatives, who argue their voices are being drowned out on college campuses as speeches by right-wing figures have been derailed by protests and threats of violence. “The American university was once the center of academic freedom, a place of robust debate, a forum for the competition of ideas,” Sessions said. “But it is transforming into an echo chamber of political correctness and homogenous thought, a shelter for fragile egos.” The crowd of invited students, staff and Justice Department employees was mostly friendly. But in at least one row, students sat silently in black with duct tape over their mouths. “We respect your views no matter what they are,” Sessions
said in comments directed at protesters outside. “We will defend your views and the right to express them in appropriate and effective ways. We celebrate the diversity of opinion.” Sessions hasn’t always been a vocal supporter of free expression. As an Alabama senator in 2006, he spoke out against flag burning, which the Supreme Court has ruled is free speech. A huge glob of congealed fat, wet wipes and other waste — deemed a “fatberg” because of its size — has been blamed for a sewer overflow in Baltimore. The overflow discharged about 1.2 million gallons of sewage into the Jones Falls waterway last week. The Baltimore Sun reported Monday that the fatberg was discovered in a sewer main near Baltimore Penn Station. Public works officials said the walls of a century-old 24-inchwide pipe, above, were caked with oils, grease and congealed fats. Up to 85 percent of the pipe was clogged, blocking the flow of sewage. The fatberg has been mostly scraped off and sent to a landfill. A fatberg estimated to weigh more than 140 tons was recently discovered in London’s sewer system. (AP)

Prince George’s County high school locked down after student found with handgun
More than 180 protesters were arrested Monday inside and outside a Capitol Hill hearing room where the Senate Finance Committee was holding a session on health care legislation, according to the U.S. Capitol Police. Police said 15 people were arrested in the hearing room in the Dirksen Senate Office building, where protests were disrupting the proceedings, the police said. Virginia man charged in 2001 cold-case homicide A Virginia man has been charged in a homicide that occurred 16 years ago in Temple Hills, Md. Antwan Green, 36, of Leesburg, is accused of fatally shooting Taj Noble, 24, during a fight over money, according to Prince George’s County police. The shooting occurred shortly before midnight on Oct. 9, 2001, police said. Information from a witness directed detectives to Green, police said. Report: Health premiums set to rise in Va. in 2018 A state health actuary says health plan premiums are set to rise by an average of nearly 60 percent in Virginia’s 2018 individual marketplace. The Richmond Times-Dispatch quotes David Shea as telling lawmakers on Monday that the increase is “unquestionably the highest we’ve ever seen.” Shea said that next year, average monthly premiums will range from roughly $500 to $1,050, and the rise will come as many residents see their options for plans dwindle to one insurer. local VIRGINIA President Trump looms large over the race for Virginia governor, according to a new survey that finds the president is a factor for a sizable slice of the electorate. For nearly 40 percent of voters, Trump plays into the choice between Democrat Ralph Northam and Republican Ed Gillespie, according to a poll released Tuesday by the Wason Center for Public Policy at Christopher Newport University. For 28 percent of voters, the president is a major factor. The “Trump effect” is more
pronounced among Northam voters, who are much more likely to disapprove of the president and to say their vote is meant to send a message to Trump and congressional Republicans. “Disapproval of Trump and Congress is clearly motivating Northam’s voters,” said Rachel Bitecofer, assistant director of the Wason Center. “Gillespie voters mostly support Trump, but they’d rather keep him out of the picture here.” Trump has a 35 percent overall approval rating in the commonwealth, but Northam and Gillespie

Mail malpractice: Probe reveals unreported delays that followed Tester’s inquiry, Christopher P. Cherry, a deputy assistant inspector general, said that “four employees admitted to failing to report delayed mail,” including one who has since decided to leave the Postal Service. Tester was emphatic that those who engaged in manipulation or false reports should be sacked, “for violating the trust of America’s hardworking taxpayers and postal ratepayers.” In addition to Tester’s letter, one to Brennan from Democratic Sens. Claire McCaskill, Mo., and Heidi Heitkamp, N.D., said the Postal Service should “take immediate action to develop and implement formal training requirements for managers at Processing Distribution Centers.” The OIG report said that five of eight centers visited by investigators “did not accurately count on-hand delayed mail.” Over two days of observation, the centers did not report more than one-third of the late mail. “This occurred,” the report said, “because employees were not properly supervised and trained in counting and reporting delayed mail.” Citing an OIG estimate,

“Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.” Mail carriers do their best in all kinds of weather, no question. But the unofficial Postal Service motto promise of “swift completion” can be derailed by in-house human factors. And in some cases, those delays have been covered up by intentional employee manipulation, an investigation found. In a letter last week to Postmaster General Megan J. Brennan, Sen. Jon Tester, D-Mont., expressed his “great concern” about a U.S. Postal Service Inspector General (OIG) audit that was released last month. The OIG estimated that from March 1, 2016, through Feb. 28, 2017, “mail processing facilities underreported late arriving mail by about 2 billion mailpieces” — that’s billion with a “B.” Furthermore, another OIG investigation substantiated allegations of “time manipulation and inaccurate reporting of delayed mail.” During the investigation

McCaskill and Heitkamp’s letter said: “These delays cost customers and businesses valuable time and put an estimated $85.1 million of Postal Service revenue at risk. This comes at a time when the Postal Service is suffering severe financial difficulties due to declines in mail volume even after a decrease in the price of its products.” Robert Cintron, a vice president for network operations at the Postal Service, agreed with OIG recommendations on required training for staffers and managers to validate the
accuracy of reports, but he disagreed “entirely with the OIG’s suggested monetary impacts” of $85.1 million and challenged the report’s methodology. A. Predictions of a wave of federal employee retirements date back many years. This comes from the large population of baby-boomer workers — almost all now in their mid-50s or older — becoming old enough to meet the needed combinations of age and years of service. Some of those combinations allow for retirement as early as 55 — and even earlier in law enforcement and certain other occupations. However, except for those jobs, there is no mandatory retirement in the government. Many employees continue working out of desire or need: 15 percent already are eligible to retire, and the average federal retirement age now is about 62, up by more than two years over the past 10 years. Just under 64,000 of the 2.1 million federal workers outside the self-funding U.S. Postal Service retired in the fiscal year ending last September. That was about average for the past 10 years and actually the lowest since 2010. If budgets get tight, agencies may try to cut their staff costs by offering early retirements. MARIA President Trump on Tuesday lamented that Puerto Rico had been “destroyed” by Hurricane Maria but insisted that his administration is doing an “amazing job” in helping the U.S. territory recover. Trump, who has faced mounting questions about his commitment to addressing the island’s plight, announced that he would visit Puerto Rico next week to get a firsthand look at the “devastated” island, which remains without power and where residents are facing food shortages. “We’re doing a great job,” Trump said during a Rose Garden news conference with visiting Prime Minister Mariano Rajoy of Spain. “Everybody has said it’s amazing the job we have done in Puerto Rico. This was a place that was destroyed. I think we’ve done a very good job.” Trump’s assessment was at odds with many reports on the ground and ran counter to a growing chorus of critics, including lawmakers in both parties. Five days after the Category 4 storm slammed into Puerto Rico, many of the more than 3.4 million U.S. citizens in the territory were still without adequate food, water and fuel. Flights off the island were infrequent, communications were spotty and roads were clogged with debris. Officials said electrical power may not be fully restored

Earlier Tuesday, Trump told reporters that next Tuesday was the earliest that he could visit the island because of logistical issues. “It’s the earliest I can go because of the first responders, and we don’t want to disrupt the relief efforts,” Trump said. After being praised for his response to hurricanes Harvey and Irma, which struck Texas and Florida the hardest, Trump has received lower marks for his response to Maria. Officials say they are facing numerous logistical challenges, including damage to airports and seaports. State news agencies reported the news late Tuesday, saying King Salman decreed that both men and women may be issued drivers’ licenses. Women will not be allowed to obtain licenses immediately. A committee will be formed to look into how to implement the new order, which is slated to come into effect in June 2018. The kingdom was the only country in the world to bar women from driving and for years had garnered negative publicity internationally for detaining women who defied the ban. The move, which has been welcomed by the U.S., represents a significant opening for women in Saudi Arabia, where women’s rights have slowly gained ground. HEALTH In a quest to end cookie-cutter health care, U.S. researchers are getting ready to recruit more than 1 million people for an unprecedented study to learn how our genes, environments and lifestyles interact — and to customize ways to prevent and treat disease. Today, diseases typically are treated based on what worked best in short studies of a few hundred or thousand patients. “We depend on the average, the one-size-fits-all approach because it’s the best we’ve got,” said Dr. Francis Collins, director of the National Institutes of Health. That’s changing: The NIH’s massive “All Of Us” project will push what’s called precision medicine, using traits that make us unique in learning to forecast health and treat disease. Partly it’s genetics. But other factors like what you eat and how you sleep can affect genetic risk. Not to mention differences based on age, gender, race, ethnicity and socioeconomics. Layering all that information in what’s expected to be the largest database of its kind could help scientists spot patterns that drive or prevent certain diseases. Pilot testing is under way, with more than 2,500 people who already have enrolled. If it goes well, NIH plans to open the study next spring to just about any U.S. adult who’s interested. But we have no indication yet that he discussed those issues while using private email. The Trump team’s use of private email is still worth a full airing and lots of questions. People can disagree about whether Clinton’s email was overplayed as an issue in the 2016 election. But we have a long way to go before we’re talking apples-to-apples.
FOREIGN POLICY North Korean government officials have been quietly trying to arrange talks with Republicanlinked analysts in Washington, in an apparent attempt to make sense of President Trump and his confusing messages to Kim Jong Un’s regime. The outreach began before the current eruption of threats between the two leaders but will probably become only more urgent as Trump and Kim have descended into name-calling that, many analysts worry, sharply increases the chances of catastrophic misunderstandings. “Their Number 1 concern is Trump. They can’t figure him out,” said one person with direct knowledge of North Korea’s approach to Asia experts with Republican connections. ANALYSIS Private email accounts are reportedly alive and well in the Trump White House. Stories in recent days have linked the use of private accounts to many top staffers, with The New York Times naming six Monday evening: Jared Kushner, Ivanka Trump, Stephen Miller, Gary Cohn and former top aides Reince Priebus and Stephen Bannon. This, for obvious reasons, has Hillary Clinton supporters apoplectic. Donald Trump made Clinton’s private emails a centerpiece of his campaign, even suggesting she should be jailed for it. What could be more hypocritical than this? But let’s take a step back. Clinton’s private email issue is often vastly oversimplified, and the two situations just aren’t analogous at this point. That’s not to say what the Trump administration is doing is OK. At the very least, it lacks transparency. If aides are using their private accounts for official business without forwarding the emails to their official accounts for preservation, then they are violating the rules. But even that isn’t why Clinton’s emails were such a big issue. Her private emails were problematic for two reasons: because she set up her own server and used private email exclusively, and because she was discussing potentially sensitive national security matters on that private server. That latter one was the big one — and the focus of the FBI investigation — because it meant classified information could potentially have been jeopardized. Here’s what then-FBI Director James Comey said in recommending no charges against Clinton in July 2016: “From the group of 30,000 emails returned

St. arrested COLLEGE BASKETBALL In one of the biggest crackdowns on the corrupting role of money in college basketball, 10 men — including a top Adidas executive and four assistant coaches — were charged Tuesday with using hundreds of thousands of dollars in bribes to influence star athletes’ choice of schools, shoe sponsors, agents and even tailors. Federal prosecutors said that while some of the bribe money went straight to athletes and their families, some of it went to coaches, to get them to use their influence over their potentially NBA-bound players. The coaches were identified as Chuck Person of Auburn, Emanuel Richardson of Arizona, Tony Bland of USC and Lamont Evans of Oklahoma State. Among the six others charged were managers, fi financial a advisers
and the director of global sports marketing at Adidas. Two other schools, basketball powerhouse Louisville and Miami, were allegedly involved in arranging payments for prospects but weren’t directly named. “The picture of college basketball painted by the charges is not a pretty one,” acting Manhattan U.S. Attorney Joon H. Kim said. At a news conference Tuesday in New York, Kim described “managers and advisers circling blue-chip prospects like coyotes.” Since 2015, the FBI has been investigating the criminal influence of money on NCAA coaches and players, authorities said. Investigators said the coaches have “enormous influence” over players as they select agents and advisers when they leave college. But it wasn’t always this way. “In the early 1970s, West End was industrial, with a lot of surface parking lots and mechanics shops,” says Rebecca Coder, a resident and an Advisory Neighborhood Commission representative. “Today, it’s a livable neighborhood that’s near everything.” Joining several condo buildings in West End — including the Residences at the Ritz-Carlton and 22 West — is a new project that pairs a residence with a library. The 10-story building — the product of a public-private partnership involving the District, EastBanc, JBG and Clark Enterprises — will house the
new West End Library and the Westlight luxury condos above. An adjoining tower will house rental units. Besides books, the 21,000-square-foot library — which is expected to open sometime in November — will offer outdoor space, a media and technology center and a coffee shop. The condos are expected to be ready for move-in by October. “The neighborhood was very involved in the library’s development plans because it really is the community center,” Coder says. Two local artists — Adrienne Gaither and Nekisha Durrett — were commissioned to design decorative pieces. Another project from the EastBanc partnership is Square 50 on the corner of M and 23rd streets, a development that includes a new fire station, the high-end squash facility Squash on Fire and several dozen affordable rental residences rising above, available to people earning less than 60 percent of the area’s median income.
Another project is 2501 M — the conversion of offices to condos on five lower floors and an aesthetic blending with the existing condos on the top three floors through exterior resurfacing. PRP Real Estate Investment Management is the developer. Nobu, the acclaimed sushi restaurant with locations worldwide, is now open on the street level. Local amenities “Everything we need is right here,” says Frank Sciacca, a commercial real estate businessman and resident. Amenities include a handful of fitness venues, such as Soul Cycle, Solidcore, Equinox and Blast. Nearby Francis Pool and Francis Field offer outdoor recreation. There also are ample grocery shopping options — Trader Joe’s, Safeway and Whole Foods Market are nearby. The Kennedy Center is within walking distance, and fine dining options are plentiful. “Sometimes people look at tall buildings and think the residents probably don’t know their neighbors,” Coder says, but Foggy Bottom West End Village, West End Library Friends and Friends of
Francis Field promote neighborhood engagement. “As an older resident, I feel totally safe walking around at night, as do my women friends,” says Anita Sciacca, Frank’s wife.
Living there Patrick Chauvin, an executive vice president at realty firm Compass, says 90 percent of the residences in West End are condos and the rest are single-family homes and rowhouses. “Last year, West End properties sold for the highest price per square foot in D.C.,” he adds.
Transit Traffic is an issue. “The neighborhood is in the middle of a major commuter route, so the evening rush hour is challenging,” Coder says. “One of my summer projects is to see if we can make any tweaks.” Four Metro stations are close — Foggy Bottom and Farragut West on the Orange, Blue and Silver lines; and Dupont Circle and Farragut North on the Red Line. “Many who move here get rid of [their cars],” Coder says. BUYING NEW Hampton Square Condos opened its model home earlier this month, but there was little need: After seeing 3-D printed floor models, a slew of buyers had already purchased a home in the Prince William County development. The three-building community still has 10 homes available, which will be ready for move-in as early as January. Andrew Wilan, one of the sales consultants for Hampton Square, says the community is attracting buyers from a variety of areas because it is of equal distance to Northern Virginia communities such as Alexandria and the Fort Belvoir and Quantico military bases. Lady Gaga suffers from constant, debilitating pain. We knew this much already from recent headlines: Lady Gaga postponed the European leg of her tour because of chronic physical p pain. She’s been open p in the
past about her fibromyalgia, but this is the first time fans will see what she’s going through, and it really is awful to watch. There are scenes when she’s writhing and sobbing as doctors, massage therapists or friends with syringes try to ease her discomfort. She’s an incredible multitasker. The singer has her makeup done while simultaneously undergoing a procedure at her doctor’s office. She also practices her keyboard while getting her hair done. Lady Gaga put a lot of thought into her image makeover. Gaga decided to change her look during the lead-up to her album “Joanne,” which was named after her father’s sister, who died

Fergie’s still got chops Voices like Fergie’s are far and few between, so “Double Dutchess,” out now, is a welcome return after her solo debut, 2006’s “The Dutchess.” Sure, it shares similarities to her first album, and feels dated in spots. “L.A. Love (La La)” with rapper YG is a “London Bridge” retread with phony foreign accents. And the acoustic strum of “Save It Til Morning” copies the shimmering blueprint of “Big Girls Don’t Cry (Personal).” But those tracks sound great, with the gooey, gauzy new wave of “Hungry” (sampling Dead Can Dance), the torrid “Enchante (Carine),” and the Jamaicaninspired “Love Is Blind.” They all give Fergie the necessary wind — and unique musicality — for her breezy, buoyant voice. MUSIC It had been nearly two decades since a solo female rapper topped Billboard’s Hot 100 chart. And then Cardi B burst onto the scene. The Bronx native’s breakout anthem “Bodak Yellow (Money Moves)” secured the No. 1 spot on the latest chart, Billboard said Monday. The last time a female rapper held that spot without the assistance of any other credited artists was Lauryn Hill in 1998 with “Doo Wop (That Thing).” Aside from Hill, the only female rappers to top the Billboard Hot 100 had songs with other musicians: Lil’ Kim (“Lady Marmalade”); Shawnna (“Stand Up”); and Iggy Azalea (“Fancy”). Cardi B’s ascent also means she toppled Taylor Swift, who had occupied the No. 1 spot for three weeks with “Look What You Made Me Do.” Although Swift broke plenty of streaming records with that buzzy single, her reign was more short-lived than expected.
