Police said Vitus the donkey may have mistaken the orange car parked next to his enclosure for a giant carrot when he bit the back, damaging the paint and a carbonfiber piece. Even as other restaurants and bars — ones with walls and plumbing — have opened in the area, The Bullpen has remained an essential part of the game day experience. But many fans are under the impression that The Bullpen will be shutting its chain-link gates for good in 2018. Development of a residential building

on the south side of the block, directly across the street from the center-field gate of Nationals Park, began before opening day, slicing The Bullpen’s footprint in half. An office building, 25M, is slated to be built on the land that The Bullpen currently occupies. The man one would expect to know what the future holds — owner and restaurateur Bo Blair — isn’t certain. “The answer is we never know,” Blair said last week. “We’ve been on a year-to-year lease and, incredibly, with all the development going on all around us, we’ve just kind of been able to survive year after year.” Blair said that he’s negotiating a permanent lease for The

Bullpen that is close to the current location. He hopes to be able to share more details soon. The Bullpen was always intended to be a temporary spot, and Blair said “not in a million years” did he think it would still be standing eight seasons after its first iteration opened in 2009. With MLB’s All-Star Game coming to Nationals Park in July 2018, Blair said he’s hopeful The Bullpen will survive in its current space for one more year. “That would be a fitting end to it,” Blair said. “It’s been really satisfying to be able to be there this long. All eyes on Prince William November elections in the Va. county could be a referendum on Trump

PRINCE WILLIAM COUNTY, VA. Hala Ayala, a Democrat vying to represent Prince William County in the state legislature, heard the usual gripes when she approached Susan Frederick outside the voter’s tidy suburban townhome: low teacher pay, congested commutes to federal jobs. Then their chat turned intense. Frederick, a 38-year-old naturalized citizen from the Caribbean, choked up as she recounted an officer demanding to see her paperwork during a routine traffic stop. Ayala also began to cry, recalling how she had to teach her son, who is black, how to interact safely with police. They hugged. “It’s nice to have someone who shares our background so they understand people who they are speaking for,” said Fredericks, who is upset by President Trump’s handling of immigration. Across the country, strategists are watching to see whether Democrats can convert voter disapproval of Trump into victory at the ballot box. The first clues may come in November in Prince William County, just the kind of fast-growing, suburban swing district prized by both parties. In recent election cycles, Prince William has shifted from mostly white, rural and reliably Republican to diverse, developed and swingy — an example of a changing Virginia. The county voted for George W. Bush twice, then swung to Barack Obama, twice, and Hillary Clinton last year. It voted for Republican Robert McDonnell for governor in 2009, then swung to Terry McAuliffe four years later. This election, a diverse slate of Democrats are hoping to take advantage of those demographic

and political shifts to challenge longtime white male GOP incumbents in state legislative districts carried by Clinton last November. The challengers include a transgender woman taking on one of the legislature’s most conservative culture warriors, a Latina challenging a retired soldier, and one of the first black female graduates of Virginia Military Institute running against a GOP activist and military contractor for an open seat. In addition, Lee Carter, a white Marine Corps veteran who fits the more traditional Democratic candidate mold, is challenging

GOP House Majority Whip Jackson Miller, who just months ago lost a special election in Prince William for county clerk of court, an upset seen as a wake-up call for Republicans. Some say the Democratic Party’s best hope for resurgence lies in changing suburbs like Prince William County. “The center of gravity, so far, for Democrats in 2018 is suburban districts with voters turned off by Trump and embracing the changes and diversity in their community,” said Democratic strategist Jesse Ferguson. For some, the historic nature of their candidacies is bringing national attention and dollars. Danica Roem, who would be the first openly transgender person elected and seated in a state legislature, has raised more than $300,000, roughly three times as much as her Republican opponent, Del Robert G. Marshall. The Latino Victory Fund has endorsed Ayala, whose father was an El Salvadorian immigrant, and Elizabeth Guzman, a Peruvian immigrant, to become the first Latinas elected to the legislature. Both raised in the range of $150,000 in July and August, near the top of the list for House candidates. But success is not a given. Democrats face challenges, including redistricting that has diluted the Democratic vote, and well-established Republicans who wield the power of incumbency. And voter turnout in Virginia’s gubernatorial contests usually plummets from the preceding presidential year — a phenomenon that tends to favor Republicans. “They have greater name recognition, greater ability to fundraise and they have connections built over years of constituent services,” said Stephen Farnsworth, a political scientist at the University of Mary Washington. U.S. court deals blow to D.C.’s strict gun laws THE DISTRICT D.C. officials will not be able to enforce the city’s strict limits on carrying concealed firearms in the nation’s capital under a court order issued Thursday. The brief statement from a federal appeals court in D.C. is the latest setback for the city’s efforts to restrict guns only to people who demonstrate a “good reason” to carry in public places. The District’s top lawyer had asked the full U.S. Court of Appeals for the D.C. Circuit to rehear a challenge to the gun-control law after a panel of three judges ruled against the city in July. But the appeals court declined to revisit the case Thursday, without explanation. The city’s permitting system had remained in effect while the appeal to the full court was under review — a holding pattern that meant D.C. still was able to bar most residents from carrying concealed guns. The city now has seven calendar days to decide whether to ask the D.C. Circuit to put its Thursday ruling on hold or to seek review by the Supreme Court. D.C. Council member Charles Allen, D-Ward 6, who leads the Judiciary and Public Safety Committee, said the court’s decision not to rehear the case “puts the city in a bind.” “Our city will be less safe with more guns on the streets and it will make the job of our metropolitan police officers all the more difficult,” Allen said in a statement. Terry McAuliffe said Wednesday that he will propose a dedicated funding source for Metro when he presents his final budget as governor in December, but his pledge appears largely symbolic because he will step down in January and leave the next governor and legislature to decide on the measure. McAuliffe and D.C. Mayor Muriel Bowser both emphasized that Metro needs a permanent, earmarked revenue source — which typically means a tax — in remarks Wednesday at a business

Scalise entered the House chamber on crutches to a roar of bipartisan applause, then embraced several colleagues and delivered his first floor remarks since the June 14 shooting in Alexandria, Va. “You have no idea how this feels, to be back at work in the people’s House,” the Louisiana Republican said. He added: “I’m definitely a living example that miracles really do happen.” Though he walked slowly, Scalise showed little sign of physical weakness, delivering more than 15 minutes of remarks — thanking God, family, friends, colleagues, doctors and the law enforcement officers who ultimately killed the shooter, 66-year-old James T. Hodgkinson, before he could harm more of the Republicans who had gathered for a morning baseball practice. Scalise talked about the two Capitol Police officers on his security detail, David Bailey and Crystal Griner, who were at the scene and fired the first shots that were credited with preventing Hodgkinson from wounding

Dirty laundry could hold the key to curbing the global spread of bedbugs, a team of British scientists believe. Researchers from the University of Sheffield set up a mock bedroom with bags of clean and dirty laundry but no humans, Gizmodo reports. They found the blood suckers were twice as likely to accumulate on the bags of dirty laundry, suggesting that dirty clothes bearing human scents lure the bugs to people’s luggage, where they can hitch a ride. Twitter finds ties to Russia POLITICS Twitter has shut down 201 accounts that were tied to the same Russian operatives who posted thousands of political ads on Facebook, the company told congressional investigators in a meeting Thursday and revealed in a blog in the afternoon. The company said it also found three accounts from the news site RT — which Twitter linked to the Kremlin — that spent $274,100 in ads on its platform in 2016. Despite the disclosures, Sen. Mark Warner, D-Va., questioned whether the company is doing enough to confront the problem of Russian meddling. Deportations fall despite rise in arrests by ICE NATIONAL SECURITY Despite President Trump’s push for tougher immigration enforcement, U.S. agents are on pace to deport fewer people in the government’s 2017 fiscal year than during the same period last year, the latest statistics show. As of Sept. 9, three weeks before the end of the 2017 fiscal year, ICE had deported 211,068 immigrants, according to the most recent figures provided by the agency. ICE removed 240,255 people during the government’s 2016 fiscal year. The lower totals are not for lack of effort. ICE said its agents have made 43 percent more arrests since Trump took office versus the same period last year. The fastest-growing category of arrests since Trump’s inauguration are those facing no criminal charges. The agency arrested more than 28,000 “noncriminal immigration violators” between Jan. 22 and Sept. 2, according to the agency’s records, a nearly threefold increase over the same period in 2016. There appear to be several factors that explain why deportations have declined despite the increase in arrests. The number of people attempting to sneak across the U.S. border with Mexico fell dramatically this year, and antipathy toward the president’s policies has supercharged the fundraising ability of groups who help immigrants fight deportation. With Playboy, he helped slip sex out of the confines of plain brown wrappers and into mainstream conversation. In 1953, a time when states could legally ban contraceptives and the word “pregnant” was not allowed on “I Love Lucy,” Hefner published the first issue of Playboy, featuring naked photos of Marilyn Monroe and an editorial promise of “humor, sophistication and spice.” Hefner, the pipe-smoking embodiment of the lifestyle he touted, died at his home, the Playboy Mansion in Los Angeles, of natural causes on Wednesday night, Playboy said in a statement. He was 91. Hefner and Playboy were brand names worldwide. Asked by The New York Times in 1992 of what he was proudest, Hefner responded: “That I changed attitudes toward sex. That nice people can live together now. That I decontaminated the notion of premarital sex. The Redskins’ defense faces its toughest test yet as it tries to slow down Hunt. The third-round pick out of Toledo leads the NFL in rushing with 401 yards and four touchdowns on 47 carries through three games, averaging 8.5 yards per carry and 133.7 yards a game. He also leads the league in yards from scrimmage (538). Washington’s defense has been formidable against the run, holding opponents to just 62.3 yards per game, second-fewest in the league. The Redskins have done well in the trenches, and linebacker Zach Brown has shined, racking up 33 tackles (second-most in the league) through three games.

The Chiefs have struggled against the run, yielding 111.7 yards per game on the ground, and 4.3 yards per rush. NFL Eleven teams picked before Clemson quarterback Deshaun Watson was selected in this year’s draft, including two that picked quarterbacks. The Browns used the No. 1 pick on defensive end Myles Garrett and passed on Watson again at No. 12, trading the pick to the Texans so they could select him. The Bears traded up to No. 2 to take QB Mitchell Trubisky. The Chiefs traded up to get QB Patrick Mahomes at No. 10. Those teams may not necessarily look back with regret, even if Watson becomes a star. But then again, they may. It took one half for the Texans to hand Watson the keys to the franchise, and all he’s done since is impress. In his first start, Watson led the Texans to a road win over the Bengals, keying the victory with a 49-yard touchdown run. He then validated himself as a viable NFL starter in a loss, pushing Houston to the precipice of an upset in New England. Watson passed for 301 yards with two touchdowns and two interceptions, one of which came on a Hail Mary, and ran for another 41 yards, making him the first

quarterback to go for 300 and 40 against the Patriots since 2011. “He’s a handful,” Patriots cornerback Malcolm Butler said. “Running around, people diving at him, missing him. … That’s an upcoming Cam Newton.” Watson’s coach at Clemson, Dabo Swinney, said teams that didn’t pick Watson would be “passing on Michael Jordan.” That’s a reach, but it’s possible Watson went after he should have. NFL teams typecast Watson as the product of a college spread offense. But he was different. One of the best indicators of NFL success among college quarterbacks is simply games played — Watson started 38 with 33 wins in three years. Clemson’s offense used

simple reads, but Swinney eventually let Watson call his own plays and expand his progressions. Watson could diagnose a defense pre-snap, decide on a multilayered play and then execute it. He was doing NFL stuff. Watson is as good of a representative as a franchise could hope for. He advocates for Habitat for Humanity. This week he donated his first game check to Texans cafeteria workers who were decimated by Hurricane Harvey. It has only been two games, and plenty of good players were picked before him. COLLEGE FOOTBALL Clemson’s status as the team to beat in the ACC is motivating other schools to prove the league goes beyond the Tigers. Several rivals are making early cases that they could challenge the defending national champions. Three ACC teams are ranked in the top 25 behind No. 2 Clemson — No. 12 Virginia Tech, No. 14 Miami and No. 17 Louisville. Five schools — Clemson, Wake Forest, N.C. State, Duke and Georgia Tech — are unbeaten in ACC play. The Tigers, Demon Deacons, Blue Devils and Virginia Tech are all 4-0 overall, and Miami is 2-0 entering its ACC opener Friday night at Duke (7, ESPN). October should provide some clarity, but right now it’s anybody’s game in the ACC, even with Clemson again sitting atop the Atlantic Division. In the Coastal Division, Virginia Tech will have to fend off Georgia Tech and Duke. Victoria’s secret: This feel-good film doesn’t feel right “Victoria & Abdul” is a cheerful little lark about how friendship can bridge cultures. It’s also hugely problematic. The movie is based on a true story about Queen Victoria that wasn’t even told until 2010, when journalist Shrabani Basu published “Victoria & Abdul: The True Story of the Queen’s Closest Confidant.” Queen Victoria (Judi Dench) is lonely, sad and tired. After meeting Abdul Karim (Ali Fazal), who was chosen to present her with a ceremonial coin because he was tall, she appoints him to a position in her household, eventually elevating him to “Munshi and Indian Clerk to the Queen Empress” (“munshi” is a Persian and Urdu word meaning either “secretary” or “language

teacher”). He teaches the empress of India about the Koran and instructs her in Urdu, and the two become close. Upon Victoria’s death in 1901, a group of royals evict Abdul and his family from their house on the grounds of Windsor Castle, burn letters from the queen and set about erasing Abdul from existence. Erasure is a grievous sin, and shedding light on stories that have long been in darkness is at least a partial atonement. “Victoria & Abdul” not only sheds light on the long-forgotten relationship, it bathes it in a loving, golden glow that shimmers with nothing but warmth and kindness. That’s its problem. The movie glosses over everything that is problematic about the relationship between Abdul and the queen. Abdul

is informed that he will go to England. He is told he will stay in England. He is given English interpretations of Indian clothing (at one point he wears a fetching Mumbai-viaGlasgow ensemble, complete with tartan turban). He is appointed Victoria’s teacher. After years of separation, Abdul’s wife and mother-inlaw are sent for to come live in England, whether they like it or not. All of this he bears cheerfully, without a glimpse that any of this is his idea or even his desire. In the film, Victoria respects Abdul and his culture — at least in her mind. In her eagerness to experience something real from an exotic place, she decrees that she be brought a mango from India,

Her “respectful” learning about the countries her empire has colonized never comes with questioning why colonization is problematic — never mind what gives her the right to be the empress of a country she’s never stepped foot in. She gets all the benefits of power and never questions how that power came to be. Sometimes a mango is just a mango; here it’s a symbol of “I’m not a colonizer, but …” “Victoria & Abdul” is the kind of story about colonization that the colonizers always like to tell; people in power want their stories cheerful, their servants happy and their athletes standing, because anything else is an uncomfortable reminder of their complicity in a system of oppression. Yes, it’s good that the story of the queen and her munshi has been brought to light, but the bright shine of “Victoria & Abdul” means there’s no room for history’s more shadowy parts. FILM REVIEW Barry Seal, a real-life, albeit minor, figure in the Iran-Contra scandal, takes center stage in the fact-based yet heavily fictionalized “American Made,” with such major figures as Oliver North (Robert Farrior) and Ronald Reagan (depicted in archival clips) relegated to the periphery. A young George W. Bush makes a fleeting cameo — via the impersonation of actor Connor Trinneer — and the name Bill Clinton, then-governor of Arkansas, where much of the film is set, gets dropped. Directed by Doug Liman from a cheeky screenplay by Gary Spinelli, the antic saga unfolds from the point of view of Barry (Tom Cruise), beginning in 1978 as a series of darkly comic flashbacks. All of them are interspersed with Barry’s unreliable video-diary narration from late 1985 and early 1986, just before the film’s improbable but trueish events come crashing down. The Barry we first meet is as much Cruise as Seal, a roguish TWA pilot who is at once more handsome and charming than the guy on whom this story is based ever could have been. Barry is shown being recruited by a CIA handler called, pseudonymously, “Schafer” (Domhnall Gleeson), to undertake an aerial photo reconnaissance of insurgents in

Central America. Just as quickly, this patriotic mission leads to a side gig as a drug courier for the Medellin cartel in Colombia. Before you know it, Barry is simultaneously running drugs, weapons and the Nicaraguan freedom fighters between South and Central America and his home base in Mena, Ark. There’s so much cash being made that it overflows from Samsonite suitcases, with bills sticking out like cartoonish corruption markers. And that’s really what “American Made” is: a cartoon. ‘Hocus Pocus’ is getting a remake

Disney Channel is developing a TV movie remake of the 1993 cult Halloween classic “Hocus Pocus,” which starred Bette Midler, Kathy Najimy and Sarah Jessica Parker as a trio of centuries-old, diabolical witches resurrected from the dead in Salem, Mass. Neither the original cast nor its director, Kenny Ortega, will be returning, according to Deadline. The script will be penned by “The Royals” writer Scarlett Lacey. willingness to get down and dirty as Barry. For much of the film, he’s covered with sweat, grime, blood or cocaine. It’s outlandish stuff, but probably only a little bit more preposterous than the true story. It’s also pretty funny. Until, suddenly, it isn’t. Although “American Made” spins a yarn of scot-free malfeasance, all the money and coke and chicanery must eventually come to an end, as it did in real life. Even as Cruise keeps us rooting for Barry, Liman reminds us that this is a story of bad guys. “American Made” closes this chapter of punch-drunk history, not with the titter of forced laughter, but with a real-world bang. FILM REVIEW For most of “Woodshock,” the feelings of its heroine remain obscure. Wherever she is, she seems to be in a haze, as if lost in her own thoughts. Drugs could be one explanation — she works at a marijuana dispensary — yet there’s a sense of something more tragic, more sinister. The debut of writer-directors Kate and Laura Mulleavy, “Woodshock” can test a viewer’s patience, yet the filmmakers’ self-confidence creates an alluring, oddly hypnotic effect. As for plot, an accidental killing and its aftermath — seen from the perspective of Theresa (Kirsten Dunst) — are at the center of “Woodshock.” Dunst’s performance doesn’t generate much sympathy, but it is at the same time magnetic. The camera often distorts the actress’s face, via reflection or neon lighting, in a muted way that evokes the feeling of being high. There is a point to these gimmicks: We never get a complete understanding of Theresa’s behavior, because she doesn’t have one, either, thanks to a fluctuating mental state. It’d be easy to write off “Woodshock” as pretentious. But there’s something universal about Theresa. Introspective and withdrawn, she uses marijuana as both catalyst and salve. Sustained, chemically induced bliss can be a blessing, “Woodshock” suggests, even if the fog is the only thing left to see. ALAN ZILBERMAN (TWP)

After Debra Messing wrote on Instagram that she “regret[s] going on” Megyn Kelly’s hour of the “Today” show this week, NBC has asked the actress to tone down her criticism of the host. “Debra was told to cut it out by someone high up in the NBC Entertainment division,” a source told the New York Post. Sofia Vergara this week debuted her new lingerie subscription service, EBY, which will donate 10 percent of its profits to the Seven Bar Foundation to provide microfinance loans for women-run businesses.
