The city’s burgeoning tech scene was a draw for him, and young workers infused the city with a vibrancy that touched and transformed neighborhoods like Columbia Heights, Petworth and the H Street NE corridor. It seemed to be the start of a new era for the city and its inner suburbs. But it was easier to lure millennials than to keep them. Many are now packing up for job prospects — buoyed by a stronger economy — and a higher quality of life in lowerpriced cities across the nation. Some, like Ferguson, are simply moving home. When it came time to get married and buy a house, there was no question that he would leave Washington. Mason University researchers finds that, among those already in the United States, more people are leaving the region than arriving for the first time since the Great Recession. Millennial deserters — ages 20 to 29 — are one factor. But another big one is baby boomers leaving to begin retirement life elsewhere. Families and the unemployed

are also going. For decades, the number of people coming into the nation’s capital has remained remarkably stable. The region’s government agencies kept hiring through the recession and the government contracts remained a bedrock for the business community. But historically, people tend to

pack up and leave when jobs are plentiful in other cities. The current exodus could complicate efforts to diversify the region’s mix of business and wean it off its dependence on the federal government. In recent years, Washington has persuaded large corporations like Nestle and Yelp to set up offices here, and local leaders are now mobilizing to lure Amazon’s second headquarters here. “This report clearly reinforces the need to change our trajectory,” said Jason Miller, chief executive of the Greater Washington Partnership. “When you look under the hood at the performance of the region, our growth has been below average compared to other metropolitan areas.” Even so, the metro area’s population is still growing, thanks to births and the arrival of foreign immigrants. “Our region has been gaining new residents steadily but has not been able to hold on to them,” said Jeannette Chapman, deputy director of the Stephen S. Should Metro have power to ban riders? TRANSPORTATION Prompted by a recent spate of assaults on bus drivers — including an incident in which a woman allegedly threw a cup of urine onto a driver and another in which a driver was spat on — Metro officials and lawmakers are pushing for tougher criminal penalties and the authority to ban offenders — particularly repeat offenders — from the system. Under the regional agreement that governs Metro fares and policies, transit police have the authority to keep people out of the system “on an immediate, short-term basis,” agency spokesman Richard L. Jordan said. But neither Metro nor the police department has a formal process to completely bar people from the system. They must seek

a stay-away order from a judge. Metro officials have complained that prosecutors usually opt to request limited, short-term bans that prevent a person from riding a particular bus line or entering a single station. “When we have a case where we can’t ban someone from the system who has a tremendous track record of doing this on our system, what message does that send?” Metro General Manager Paul J. Wiedefeld said. Wiedefeld said he is researching policies that exist at other transit authorities. Two of the agencies on his radar are the Metropolitan Atlanta Rapid Transit Authority and San Francisco’s Bay Area Rapid Transit. Both are able to issue temporary bans for certain offenses. Hundreds of students who go to school in some of D.C.’s poorest neighborhoods are getting a boost for their college ambitions. The Bill & Melinda Gates Foundation is granting $10 million to the D.C. College Access Program, a nonprofit that helps District high school students get into college. local Sophomore reportedly fell from dorm window after using hallucinogen FAIRFAX A student at George Mason University died Saturday after he reportedly took a hallucinogenic drug and then fell from a fifthfloor dormitory window. Campus police said Sunday they were concerned that other students might have the same drug. The student, whose name was not released, was a 19-year-old sophomore, according to GMU spokesman Michael Sandler. Sandler declined to say what type of hallucinogen the student

is believed to have taken, pending a toxicology exam by the medical examiner. Campus police chief Carl Rowan Jr. said in an email to students and staff Saturday night that the incident occurred in the Potomac Heights residence hall around 4:40 p.m. Saturday, and that the student was taken to Inova Fairfax hospital, where he died. Rowan said in the email that no foul play was suspected, but that other students may have the same hallucinogenic drug and may be at risk. The chief encouraged anyone who possesses or has taken the drug to call campus police, noting that George

Mason has a medical amnesty program and will not prosecute anyone who reports illegal drug activity in the interest of safety. Sandler said police were summoned to the Potomac Heights dorm on Saturday and found the student alive but unresponsive. Trump to Tillerson: Don’t waste time with N. Korea

COURTS The Supreme Court begins its new term today with a fortified conservative majority and a docket filled with some of the moment’s most contentious issues: voting rights, religious liberty, protection from discrimination, and privacy in an increasingly monitored society. The court was shorthanded for more than a year after the death of Justice Antonin Scalia in February 2016 and responded by largely avoiding controversial topics. Now, with Justice Neil M. Gorsuch not only filling Scalia’s seat but also matching his conservative ideological role, the court is back to its full nine members and has a docket that will test harmony. A trio of cases that will probably be heard before the end of the year forms the nucleus. At issue: Whether the court for the first time will find that a state’s electoral districts were gerrymandered with such a partisan skew that they violate the Constitution. Whether prosecutors must seek a judge’s permission before securing cellphone tower records that contain months of details about a person’s whereabouts. Whether a wedding vendor whose religious beliefs do not condone same-sex marriage must comply with a state law that prohibits discrimination based on sexual orientation. A man with a knife killed two women at the main train station in Marseille, France, on Sunday, shouting “Allahu akbar” — Arabic for “God is great” — during an attack that authorities were investigating for links to Islamic extremism. The Islamic State said Sunday the man was its “soldier.” Interior Minister Gerard Collomb said police have video that shows a man attacking a woman and running away, then coming back and attacking a second woman. Former football legend O.J. Simpson became a free man Sunday after serving nine years for a botched hotel room heist that brought prison time he avoided after his 1995 acquittal in the killings of his ex-wife and her friend. CARIBBEAN In the cruelest season of storms that anyone alive has known, entire islands, such as Barbuda, have been wiped clear. There’s no power across most of Puerto Rico, and it likely won’t fully return for months. Dominica is devastated, with no commerce and hardly any usable homes. St. John and St. Martin have been hurled back to a time before luxury resorts and time-share condos. The storms pushed the islands back to the primitive, basic state that made the sandbars of the Caribbean so alluring to European empires, pirates and tourists for half a millennium. Investors, governments, visitors and the people who have called these islands home for generations now wonder: Has something elemental changed? Might paradise turn uninhabitable? Is it time to go? Devastation is part of the natural cycle of life in the islands. During the past four decades, the region has been hit by more than 200 major storms, which killed more than 12,000 people and caused nearly $20 billion in damage, according to an International Monetary Fund study. About 1 percent of the Caribbean’s gross domestic product is wiped out every year. “Storms shape the history of these places,” said geographer Joshua Jelly-Schapiro. “And people have been leaving these islands for decades,” heading for New York, London, Paris and other more stable places in countries that once colonized the Caribbean. But in recent years, hurricane season has delivered more intense storms. “A person in the Caribbean generally would experience one Category 5 hurricane in a generation,” said Tahseen Sayed, the

San Juan Mayor Carmen Yulin Cruz on Friday accused the Trump administration of “killing us with the inefficiency” after the storm. BARCELONA, SPAIN Catalonia’s defiant bid to hold a referendum on independence from Spain degenerated into scenes of mayhem on Sunday, with more than 800 people injured as riot police attacked peaceful protesters and unarmed civilians gathered to cast their ballots in a vote the government had banned as unconstitutional. Thirty-three officers were also injured. Hundreds of police armed with truncheons and rubber bullets were sent in from other regions to confiscate ballots and stop the voting, and amateur video showed some officers dragging people out of polling stations by the hair, throwing some down stairs, kicking them and pushing them to the ground. “What the police are doing is simply savage,” said Jordi Turull, spokesman for the Catalan regional government. “It’s an international scandal.” There also were some signs of provocation by activists. In footage released by the Spanish Interior Ministry, some protesters were seen throwing objects and metal barriers at riot police.

Police were acting on a judge’s orders to stop the referendum, which the Spanish government had declared illegal — and Prime Minister Mariano Rajoy said going forward with the vote only served to sow divisions. In a televised address after the majority of polls closed Sunday, Rajoy thanked the Spanish police, saying they had acted with “firmness and serenity.” Spanish Foreign Minister Alfonso Dastis said the violence was “proportionate.” “If people insist in disregarding the law and doing something that has been consistently declared illegal and unconstitutional, law enforcement officers need to uphold the law,” he said. Speaking in Barcelona after polls closed, Catalan regional president Carles Puigdemont said Catalonia had “won the right to become an independent state.” “Today, the Spanish state wrote another shameful page in its history with Catalonia,” he said, adding that he would appeal to the European Union to look into alleged human rights violations. By day’s end, Catalonia’s health services said 844 people had been treated in hospitals for injuries, including two in serious condition and one being treated after being hit in the eye by a rubber bullet.

Legal marijuana lights up hiring by California BUSINESS Scientists. Tax collectors. Clerical staff. Analysts. Lawyers. Truck drivers. And more scientists. Recreational marijuana use becomes legal in California in 2018, and one of the things to blossom is government jobs. The state is trying to fill what eventually will be hundreds of new positions by 2019 intended to bring order to the legal pot economy. Thousands of additional jobs are expected to be added by local governments. The booming bureaucracy represents just one aspect of the challenge faced by California: Come January, the state will unite its long-standing medical cannabis industry with the new recreational one, creating what will be the United States’ largest legal pot economy. The Bureau of Cannabis Control, the state’s chief regulatory agency overseeing the pot market, expects by February to have more than 100 staffers, about 10 times more than it had this past January. There also will be jobs added to issue licenses for sellers, growers, truck drivers, manufacturers and others working in the projected $7 billion industry. Pay varies with position but can be attractive, with some scientist posts earning more than $100,000 annually. Throwback coach: Pros love playing for Jim Tomsula Over the last two seasons, Washington allowed opposing teams to rush for an average of 4.7 yards per carry, the worst total in the league. This season, that number is 3.2, seventh-best in the NFL through the first three games. Want to ask a player for a potential explanation? “Tomsula,” said tight end Vernon Davis, who played in San Francisco when Jim Tomsula coached the defensive line. “He’s making an impact. That’s what he does.” It seems too simple to

attribute all this to the Redskins’ new D-line coach. Jonathan Allen, a high-first-round talent, slipped to the Redskins at No. 17 in the draft. The club signed Zach Brown, who entered Sunday second in the NFL in tackles. Depth has improved, Washington has largely played with the lead and it’s been just three games. Still, nine months after hiring Tomsula, 49, the Redskins’ line is almost unrecognizable. And it’s hard not to wonder how much of it is due to the man San Francisco Pro Bowler Justin Smith used to call “the best D-line coach in the NFL.”

Tomsula coached the 49ers’ line from 2007 to 2014; in that span, the team allowed the second-fewest rushing yards per carry in the league. Tomsula’s time in San Francisco, of course, ended after one 5-11 season he spent as the head coach. This was part of the turmoil after Jim Harbaugh’s departure, and it made Tomsula famous as the personification of blue-collar toughness, a man who worked his way up through every level of small-time football. It also made him into something of a folk hero among football fans drawn to vibrant, throwback personalities. Look at the way NBC cameras caught Tomsula enthusiastically cursing after a big stop last week, a moment every player in the Redskins’ locker room seems to have seen. “That’s just how he is every day, man. There’s no off button with him,” linebacker Mason Foster said. “That’s what he preaches: Be violent, make

it personal. And I think guys have. It’s important to us because it’s important to him.” It may be too early to get excited about a position group that has bedeviled the Redskins for years. But those three games have been striking, opening up new defensive possibilities in Washington. Also striking: how consistently players describe Tomsula. “I love him. I love playing for him,” said Allen, the former Alabama star. “I’ve only seen probably one guy who’s had a dedication to football as much as he does, and that’s Coach [Nick] Saban.” Davis said, “I can tell you that he’s a wonderful person. In order to be a great leader, you have to get your guys to love you, and you have to be able to influence them in ways to make them do their job ... really well. And he does that.”

The Redskins play in prime time for the second straight week tonight in Kansas City (8:30, ESPN). Here are a few things to watch as Washington attempts to hand the Chiefs their first loss of the year. (TWP)

Todd Gurley scored the go-ahead touchdown on a 53-yard catchand-run, and Greg Zuerlein kicked a career-high seven field goals to lead the Rams to a road win. Gurley finished with 215 total yards — 121 rushing and 94 receiving — as the Rams (3-1) overcame two first-half touchdowns by Ezekiel Elliott. Los Angeles rallied from 11 points down late in the first half and matched its start from a year ago, when the Rams went 1-11 the rest of the way. Dallas (2-2) is already a loss shy of its total from last season. With two more TD passes, Rams quarterback Jared Goff raised his season total to seven with just one interception. (AP)

With most of the work already done, a dominant U.S. team needed only one point from the 12 singles matches Sunday in Jersey City, N.J. The victory was assured when Daniel Berger went 3 up with three to play against Si Woo Kim in the fourth match. Berger wound up winning his match, and the celebration was on. The final score was 19-11. President Trump, honorary chairman of the matches, became the first sitting president to attend on the final day and present the trophy. He said he was dedicating the Presidents Cup trophy to the people of Puerto Rico, Texas and Florida who are recovering from hurricanes. He said of Puerto Rico: “We have it under really great control.” The U.S. fell short of its goal to become the first Presidents Cup team to win all five sessions. The Internationals won six matches and halved two others. One win belonged to Jhonattan Vegas, who waved his Venezuelan flag after beating Jordan Spieth. The last point came from Phil Mickelson, a 47-year-old on an American team that featured six players in their 20s. Mickelson has played in every Presidents Cup since it began in 1994. This was his 23rd straight time in the Presidents Cup and Ryder Cup. (AP)

Adolescence isn’t easy Netflix’s ‘Big Mouth’ finds a smart way to wrestle with the monster called puberty

TV REVIEW Netflix’s provocative yet adorable animated series “Big Mouth,” out now, is only about the zillionth cartoon for grown-ups that attempts to plumb the awkward indignities of puberty. And yet, it somehow still provides. Comic actor Nick Kroll and his buddy John Mulaney, who found recent success on Broadway with their “Oh, Hello” routine, provide voices for “Big Mouth’s” main characters, Nick and Andrew, two seventh-grade boys who are best friends despite the fact that their growth spurts are occurring on separate schedules. Andrew has sprouted pubic hair and is haunted by a randy Hormone Monster that only he can see, whose suggestive powers

produce constant erections. “What is wrong with me?” Andrew wonders, on a trip to the boys room during class. “Nothing,” the Hormone Monster replies. “You’re a perfectly normal, gross little dirtbag.” Meanwhile, at a school dance, Nick has his first kiss with Jessi (Jessi Klein), which, while unsatisfying, ushers the two into a hotly scrutinized middle-school dating scene, the latest gossip of which is duly covered in the morning announcements by a catty gay boy, Matthew (Andrew Rannells). Thus Jessi and Nick must now reluctantly ride together in the back of the bus and hold hands all day on a class field trip to the Statue of Liberty, which makes Andrew jealous.

Up close and personal Nick Kroll, who created “Big Mouth” with his real-life best friend Andrew Goldberg, told Vanity Fair the series is “the most autobiographical thing” he’s ever done. He added that the show’s portrayal of puberty “seems so truthful and real” and “hopefully gives kids the opportunity to be like, ‘Yeah, that’s what it feels like,’ or have adults look back and be like, ‘That’s what I was going through.’ “ (EXPRESS)

It’s on the field trip that Jessi, wearing white shorts, has her first menstrual period and is visited by a Hormone Monstress (Maya Rudolph), who, in a later episode, encourages Jessi to get to know herself with

a hand-mirror. What a flash of genius to ask Kristen Wiig to provide the friendly, talkative voice of Jessi’s vagina. (“Hey, girl!”) “Big Mouth” can’t resist crossing several lines of decency — otherwise I’d happily recommend it as sympathetic viewing for the age group it portrays (and I still might, for older teenagers whose sense of humor has matured). There’s a frankness and honesty beneath the show’s raunchiness that sometimes echo the best work of Judy Blume and other great chroniclers of adolescent angst, especially where the fraught and seldom-discussed feelings of boys are involved. It’s charming and repulsive all at once.

The crewmen exist merely to do their bidding. The series looks gorgeous. When Georgiou and Burnham trek across the desert as storm clouds loom, the scene looks like an apocalyptic Renaissance painting, if they had CGI back in the 1600s. And the reflection of the galaxy in an eyeball — to crib a line from Burnham, “The only word to effectively describe it is: ‘Wow!’ ”

Bothered by Bunions?

Critic’s log, stardate 10022017. Watched “Star Trek: Discovery,” a prequel to the 1966 series that got the phasers firing. CBS aired the first episode on network TV, but now fans must sign up for CBS All Access to catch the rest (episodes stream at 8:30 p.m. Sundays). That’s $5.99 a month with commercials, although you can get a week for free. The opening featured the warrior race Klingons speaking Klingon, or, as it sounded to me, “Hoo mah whip choo!” Even with subtitles, I am bored by Klingon dialogue.

But much of the dialogue is pretentious in the worst Star Trek tradition: “This is Federation space. Retreat is not an option.” And as “Star Trek” captain James T. Kirk might put it in his dramatically paced speaking style: The plot pace is sometimes. A. Little. Slow. Martin-Green is clearly the star. Her logical Vulcan brain and emotional human heart battle it out. And she’s fearless, venturing into space to investigate a threat even though if she stays out more than 20 minutes, radiation will cause her DNA to “unravel like noodles.” The big question: Will the new series evolve into a predictable Federation vs. Klingon dust-up or will the USS Discovery discover really cool stuff? Meanwhile, significant changes occur in Episode 2. They definitely make you want to boldly go to CBS All Access and start paying after that first free week.
