A Texas man found a scenic location in the Colorado mountains to propose, but then things went downhill. They got lost as darkness fell, and were developing altitude sickness and dehydration when a hiker found them. He led them to his camp for food and water. Police in Ohio said a body reported near a park turned out to be a sex doll. Hamilton County engineers called police Thursday when they spotted a body near Richardson Forest Preserve. The figure had been wrapped in a garbage bag and abandoned on a hillside. Colerain Police Chief Mark Denney said officers pulled it out of the bag and discovered a life-sized female sex doll. Authorities said it looked lifelike from a distance. (AP)

‘The end of our journey’ THE DISTRICT One last time the faithful rose, mounting the steps and flocking into the pews of Lincoln Congregational Temple United Church of Christ, one of Washington’s most historically significant African-American churches. They broke bread one last time, stood for the last altar call, celebrated a last baptism for a baby, took the last Holy Communion in a church founded 149 years ago by free blacks and newly freed slaves. The organ was played and the choir sang as the autumn Sunday sun streamed through the historic stained-glass windows, over mahogany-colored benches worn by time and generations. “It may be the last day, but we can still praise God. Amen?” the Rev. Barbara Breland asked the congregation, which had been preparing — and dreading — this moment for months. “Lincoln Temple, we are at the end of our journey. But we are not at the end of God, and God is not at the end of us,” Breland said.

At its height, Lincoln Temple, the Romanesque building at 11th and R streets NW, drew thousands for its services. Paul Robeson, Marian Anderson, Jessye Norman and Roberta Flack performed in its sanctuary. Famous pastors, including Channing E. Phillips, the first black man nominated for U.S. president by a major political party, preached from its pulpit. The demise of the renowned church in Shaw — an anchor during decades of segregation,
a staging ground for the 1963 March on Washington and a haven during the 1968 riots — is the latest sign of the capital’s changing face, as black residents get priced out of this neighborhood and so many others. From 1990 to 2010, the percentage of African-American residents in the historically black Shaw-Logan Circle area plunged from 65 percent to 29 percent, according to census data. Black businesses have closed up shop, and black houses of worship have
sold their real estate and headed to the suburbs, where most of their congregants live. In 1994, Lincoln Temple’s beloved longtime pastor, the Rev. Benjamin E. Lewis, retired, marking the beginning of the church’s decline. In recent times, there were “literally two handfuls of members, 10 or 12 worshipers, on a regular basis,” Jeanne D. Cooper, the chief lay officer, said. Last spring, the church had $50,000 in its bank account, and needed more than $1 million in renovations. In June, a group of members went on a retreat and came to the conclusion that the church would have to dissolve. “People teared up because it is so painful,” Breland recalled. “They worked so hard and labored so long to keep the church going.” On Sunday, several hundred people were on hand to say farewell. Josephine Vines, who joined in 1963, said the closing “is breaking my heart. To leave this church, especially in its 149th year. Museum ends no-pass entry trial period “No passes, no problem” was the mantra for weekday visitors at the National Museum of African American History and Culture throughout September. But September is over, and weekday passes are now again being required. In a tweet, the museum clarified that same-day, timed passes are available every day at 6:30 a.m., and walk-up passes are passed out each weekday at 1 p.m. The museum also announced Monday that it will allow no-pass entry on weekdays in January. Airbnb blasts District’s proposed rental rules THE DISTRICT Airbnb lashed out Monday at a proposed bill to curtail short-term D.C. rentals, saying it would cost property owners tens of millions of dollars in lost income and give D.C. the most restrictive legislation of any major U.S. city except New York and San Francisco. Council member Charles Allen, D-Ward 6, whose Capitol Hill district includes large numbers of Airbnb hosts, said he may seek to soften the bill when it comes up for an initial vote today. Mayor Muriel Bowser, D, said Monday she is also concerned
that the legislation could be too restrictive, possibly setting up a clash with Council Chairman Phil Mendelson, D, a sponsor of the bill. The legislation, if approved, would represent a victory for the hotel industry, community groups and other Airbnb critics. They have mounted a campaign, including television ads, arguing that the growth of short-term rentals was disrupting neighborhoods and aggravating a shortage of affordable rental housing. Airbnb and similar companies have countered with their own media effort, saying the hotel

Jealous, a former NAACP president who would be the state’s first black chief executive, was among 260 people Obama named in his second wave of endorsements. Chuck Theis, a spokesman for Gray, said an employee at the DC Eagle club “wouldn’t accept” the card. The circumstances surrounding the card’s reported rejection are unclear. Theis said Gray was at the club for a city-sponsored arts event and told the employee to “chill out.” A police report says Gray, 75, told officers he was then shoved out of the club, fell and was injured. D.C. police: 9-year-old girl shot while playing in yard Police in D.C. said a 9-year-old girl has been wounded by gunfire. Police said they found several shell casings near the site where the girl was shot Friday evening. D.C. police Commander William Fitzgerald said the girl’s wounds weren’t life-threatening. No information was available on what may have prompted the gunfire, and the commander didn’t believe the girl was the intended target. But he rejected the idea that she was hit by a stray bullet. Bill to repeal tipped-pay increase will address harassment, wage theft THE DISTRICT The District lawmaker who wants to overturn a wage hike for tipped workers that was approved by voters says he has amended his bill to address some concerns raised by proponents of the hike. D.C. Council Chairman Phil Mendelson, D, released a new version of his bill to repeal Initiative 77 that now includes provisions to address wage theft
and sexual harassment in the restaurant industry. Mendelson’s move also undercuts a separate effort by some D.C. Council members to preserve a watered-down version of the initiative and to spare lawmakers the political cost of overturning the will of the voters. The District currently allows employers to count gratuities toward the standard minimum wage while paying servers, bartenders and others a base wage of $3.89 an hour. Initiative 77, which passed in June, gradually raises that base wage until it matches the standard

In short, they are playing right into hackers’ hands. Most cyberattacks target small business because they invest less in cybersecurity, are less aware of threats and their losses don’t get the same attention as Fortune 500 companies. “Small businesses have this idea that they’re too small to bother with,” says Mario Delapena, a Technology Advisor with Dell Small Business. “Attackers know they can get away with it. If they can get $1,500 from you in a ransomware attack, they’ll absolutely take it.” A change in perspective for small business Instead of viewing cybersecurity as an expense, Delapena contends, small businesses should view it as an investment in their business’s health. “In your personal health, you know you need to eat healthy and exercise,” he says. “You also need to know what to avoid.” In cybersecurity terms, “healthy”
living means: • Setting strong passwords and making it a policy to change them regularly. • Installing security software, firewalls, and secure Wi-Fi. • Using laptops with TPM 2.0 (Trusted Platform Module) technology, fingerprint readers and facial recognition. • Knowing not to download suspicious files or click links from strange emails. • Investing in PCs powered by 8th gen Intel® Core™ i5 vPro™ processors, which deliver hardware-enhanced security features. What’s at risk in a cyberattack There’s the direct financial risk if a hacker is able to extort, steal or scam money from a business or its employees. But for small businesses, the risk can go much deeper. “I ask small businesses, what would you do if you couldn’t access your most important data?” says Delapena. “They have to think about the importance of efficiency and uptime. What if you had to shut down for a day? Or if all the files for a big project just went away?”
The effects tend to ripple outward. Employees might not get paid. Customers may have their own security compromised. And the harm to reputation can have a long-lasting effect. A constantly changing threat landscape The other thing small businesses need to remember is that cybersecurity is an ongoing and evolving practice. That’s because hackers never stop refining their attacks. “There’s a ton of new stuff coming out,” says Delapena. In addition to viruses, malware and other digital threats, hackers increasingly are using social skills, profiling and psychology in their attacks. “The best thing you can do is be very cautious,” Delapena concludes. “These people are very inventive and creative and have the wherewithal to try new things.”

Is Metro out of ideas? TRANSPORTATION Metro’s ridership keeps falling, and the system’s leaders are at a loss for how to fix it. Once comfortably the nation’s second-busiest subway, Metro has lost 125,000 average daily trips over the past decade, plunging it into a quarterly battle with the Chicago Transit Authority for the distinction. But as causes become increasingly clear, the transit agency’s leaders are no more certain of how to address the decline. In conversations with Metro board members and the agency’s chief executive, none was willing to commit to pushing for increased service, for example — despite a consultant’s conclusion that service was the key factor in riders’ decisions to abandon the system. Another recent analysis found the ridership decreases were most pronounced among riders ages 18 to 29, who are fleeing the system at nearly double the rate of other age groups — and riding 40 percent less on weekends amid a sea of alternatives, according to technology firm Teralytics. Suggestions for dealing with the trend include a subsidy war with ride-hailing services, among Metro’s biggest competition; limiting service-disrupting track work on weekends; and partnering with tech-based alternatives to attract that segment of the market. But with budget discussions soon to get underway, there is a recognition of a problem without an obvious solution among Metro leadership. “We’re looking for a silver bullet that doesn’t exist,” Metro Board Chairman Jack Evans said. “The silver bullet would be if I had the 1986 system, and it

was 10 years old and everything was working great and that’s when our ridership was going up, and up, and up.” More than a year after Metro cut late-night service and reduced the frequency of trains on five of six lines amid chronic safety and reliability problems, ridership has plunged to 2001 levels. Now that the agency has secured $500 million a year in dedicated funding for capital needs, riders and their advocates say it’s time to shift the focus to restoring some of that service to win back customers. Service is especially important heading into next year because fare increases are on the table for the coming budget. It will be difficult to ask riders to pay more without giving them something in return. Some board members pointed

Headways midday, evenings and daytime Saturdays are around 12 minutes, with 15-minute daytime waits on Sundays. At night, waits can stretch 20 minutes or longer. Not a single board member would commit to supporting a service increase in the fiscal year that begins July 1. “I think we have to explore all of our options,” said board member Corbett A. Price, who represents the District. “We’re focused on service, efficiency, reliability and looking at ways to improve and increase ridership.” Evans said the problem is reliability, not too few trains. “We’re going to make it more reliable and people are going to come back to the system. But is it going to happen overnight if I change the headways?” he asked. “No, it’s not going to happen.” Metro General Manager Paul Wiedefeld said at a news conference that the problem was largely out of his hands. Indeed, transit ridership is down in 31 of 35 major cities, according to transit advocacy group TransitCenter, a trend likely driven by the maintenance needs of aging systems. In addition, riders have more alternatives, post-recession fuel prices are lower and there is increased teleworking. But Metro’s ridership declines since 2015, exacerbated by its SafeTrack maintenance program, have surpassed 10 percent. “At the end of the day, there are certain things in the market that you cannot control, in terms of ridership,” Wiedefeld said. But what what should be done? Jim Corcoran, chairman of the board’s finance committee, said every option is on the table as the board looks toward the fiscal 2020 budget. Metro could re-examine its decision to cut late-night service, for example, since it was “because there was a limited time that we agreed to curtail late-night service for.” “What I can assure you is that we are looking at them and we are talking about them.” FAIZ SIDDIQUI (THE WASHINGTON POST)

If so, it would be “absolutely ridiculous,” he said. A. We went over to Forest Glen and the station manager there said the rumor isn’t true. The restroom is only under renovation. There’s also no change in Metro’s policies, said spokeswoman Sherri Ly. Generally, station managers let any customer use the restroom, but the official policy is that they’re for riders only if they urgently need to go — or if they’re children, the elderly or disabled, she said. Metro’s original design didn’t include public restrooms, and they’re still not publicly available in five stations — Anacostia, Pentagon, U St., Rhode Island Ave. and Congress Heights — where they are in areas that are supposed to be secure. You have to ask the station manager to let you into the restrooms. POLITICS President Trump said Monday that his use of economic threats and other hardball tactics to pressure Canada and Mexico into major trade concessions would serve as a model for future negotiations, putting other world leaders on notice. In a news conference, Trump said he would try a similar approach with the European Union, China and Japan, and potentially Brazil and India, convinced that foreign leaders take the U.S. seriously only if the White House threatens to upend economic ties. “We’re totally prepared to do that if they don’t negotiate,” Trump said, raising the prospect of new penalties if countries don’t remove trade restrictions or allow more U.S. investment. Trying to head off these threats, the EU and Japan have already begun discussions on how to address Trump’s concerns, and the president said similar conversations are underway with India. Trump said it was this pressure — particularly the threat to use tariffs as a negotiating weapon — that forced Canadian Prime Minister Justin Trudeau to agree to a number of changes Sunday night to the North American Free Trade Agreement. Trudeau faced some criticism from within his own borders. Ontario premier Doug Ford demanded an economic bailout for Canadian dairy farmers, arguing that Trudeau’s decision to scale back government support could put them on the brink. “If our farmers are being abandoned because of one-sided concessions from the federal government, they must take immediate action to support the families and livelihoods that are now at risk,” Ford wrote on Twitter. Indonesians desperate as rescue efforts falter Survivors of tsunami try to flee as death toll rises, supplies run low PALU, INDONESIA As officials began burying hundreds of dead in a mass grave on Monday, thousands of survivors of a devastating earthquake and tsunami converged on the airport of this heavily damaged Indonesian city and clamored to leave, saying there was little to eat and their homes were unsafe. The confirmed death toll of 844, mostly from the city of Palu, is expected to rise as authorities reach areas that were cut off by the disaster. The magnitude 7.5 earthquake struck at dusk Friday and generated a tsunami said to have been as high as 20 feet.
Search and rescue teams combed destroyed homes and buildings, including a collapsed eight-story hotel, for any trapped survivors, but they needed heavy equipment to clear the rubble. Those who found loved ones — alive and dead — over the weekend expressed frustration that it took rescue teams until Monday to reach Palu’s Petobo section. Desperation was evident across Palu, as about 3,000 residents flocked to its airport, trying to board military aircraft or one of the few commercial flights, local TV reported. Video showed some screaming because they were not able to get on a departing military plane. “We have not eaten for three days!” one woman yelled. “We just want to be safe!”
Nearly 50,000 people have been displaced from their homes in Palu alone, said disaster agency spokesman Sutopo Purwo Nugroho. Indonesian President Joko “Jokowi” Widodo authorized international help, Nugroho said. The European Union and 10 countries have offered assistance, including the U.S., Australia and China. Officials dug a trench 33 feet by 330 feet in Palu and began laying the dead in brightly colored body bags side by side. It’s complicated: Mutual love aside, Harper might split baseball history. Harper is from Las Vegas, and that’s where he headed as the offseason began. But he also came of age with Washington, for whom he hit each of those 183 doubles, plus 184 homers, in seven seasons. Shouldn’t this be simple? Harper spent the last week of the season saying how much he would like to stay. On Sunday morning, general manager Mike Rizzo said, “Of course he’s in our plans. He’s a guy we would love to have.” We have an employee who enjoys working for the only company he’s ever known and an employer who is happy with his work. Done deal, right? Not quite. Harper came into the public eye as an anomaly — a prodigy on the cover of Sports Illustrated as a 15-yearold — and he remains one now, as a veteran who has stature as a player and status as a star. And Harper’s agent, Scott Boras, treats record-setting contracts like pelts mounted on a wall. Both Harper and the Nats could be publicly

If it was his last swing for the Nationals, it was such a nice one — smooth and violent through the ball, sending it into the right field corner. With that swing Sunday in Denver, Bryce Harper cruised into second base with a double, the 183rd of his career — all wearing a helmet with a curly “W” on it. Fittingly for this season, Harper was stranded on second in the ninth. So his last act at the end of a miserable 12-0 loss to the Rockies was to wander across the dirt and into the dugout, wearing a blank stare ahead into uncertainty. It felt final. It’s not — not yet. Yelich collected three more hits Monday in Chicago as the Brewers won their first division title since 2011, beating the Cubs 3-1 in a tiebreaker. “I know how hard it is to get to this point and I’m proud to be a part of this group,” Yelich said as Milwaukee’s boozy party swirled around him, filling every inch of the cramped visitors’ clubhouse at Wrigley Field. Lorenzo Cain hit a go-ahead single in the eighth inning to help Milwaukee to its eighth straight win and home-field advantage throughout the NL playoffs. Strength training can be fast
New spin on low-carb ‘Carb cycling’ is the latest dieting trend in the fitness world. Here’s how to do it. DIETS Low-carb diets continue to be popular for weight loss. But these diets can result in low energy levels and headaches, and research has generated conflicting results on their long-term safety. The negative side effects and growing concerns about the safety of low-carb eating have left some dieters searching for a more middle-of-the-road approach. Enter carb cycling. Carb cycling is a nutrition strategy in which you alter the amount of carbohydrates you eat on a daily, weekly or monthly basis to maximize sports performance and to build muscle and lose fat and weight. This approach has been practiced for years by bodybuilders and elite athletes in sports where body weight has an impact. It’s only lately that, because of our societal obsession with carbs, the approach has spread to the general public. Compared with low-carb dieting, the theory goes, carb cycling
could put your body under less stress, allow you to enjoy more flexibility in your diet and enable you to take advantage of the physiological perks that come from carbohydrate-rich foods. Carb cycling’s benefits are still theoretical because it’s mostly based on research on the effects of either low-carb diets or periods of high-carb consumption on athletes — not on alternating. Some research has found that carb loading can temporarily raise metabolism and increase levels of leptin, a hormone that blunts hunger, which together could promote weight loss. Research has also shown that carbohydrate-rich foods boost athletic performance and recovery, and that carbs burned for energy spare protein, which then can be used for muscle growth rather than for fuel. Thus, the thinking goes, higher-carb days can help prevent a metabolic slowdown, trim fat and build muscle. And lower-carb days can encourage
A day in the life Wondering what a couple of days of carb cycling might look like? On a lower-carb day, you could start with scrambled eggs and vegetables. Lunch could be a salad topped with salmon and oil and vinegar dressing, and dinner could be cauliflower rice with a grilled chicken breast. On a higher-carb day, you might add a slice of whole-grain toast at breakfast, a scoop of quinoa at lunch and some brown rice to your dinner while reducing the amount of oil you add to your salad and during cooking. a rough estimate by multiplying your weight in pounds by 10 for weight loss, by 12 to maintain your weight and by 15 to gain weight. On higher-carb days, you would try to get about half of your calories from carbohydrates, and on lower-carb days, you would try to get about 25 percent of your calories from carbs. You would aim to consume 1 gram of protein per pound of body weight, and make up the rest of your calorie budget from fat. Start with four high-carb and three low-carb days per week. It’s usually best to have highercarb days on the days you’re exercising, so that you can benefit from the boost in energy. Choose mostly nutrient-dense carbohydrates that are low on the glycemic index such as sweet potatoes, oats, quinoa and beans. Keep in mind that higher-carb days aren’t cheat days, so don’t think this diet is your license to go to an all-you-can-eat pasta bar.
A study has found that you don’t need to spend hours lifting weights to see benefits. The report, in the journal Applied Physiology, Nutrition and Metabolism, looked at whether relatively short strength training sessions could improve strength. Researchers tested three groups: A control group did two seconds of contraction from lifting and four seconds of contraction from lowering; a slow group did 10 seconds of lifting, 10 of lowering; and a very slow group did 30 seconds lowering, 30 seconds lifting, 30 seconds lowering. just tired. I get plenty of sleep. I don’t have any major health problems. And yet I can never keep up with my friends. They always want to go out after the workweek, or do big things on the weekend. I never have the energy. It leaves me feeling less-than. Any ideas what could be going on? Are you sure this is an energy issue — as in, your battery is actually deficient? Or might it just be that your battery needs to be recharged in a different way than your friends’ do? For some people, especially introverts, doing big, social things is actively exhausting in its own right. What kind of things do motivate you and get you moving? Are there times you feel more energized than others?
That said, you need not have major health problems to have a physiological predisposition to fatigue. I’d urge a thorough physical, telling the physician about your sluggishness and looking at bloodwork. Anything from nutrient deficiencies to thyroid issues could play a role here, as can sleep itself: You say you get plenty, but if its quality is poor, that’s a smoking lethargy gun right there.

Always waiting for the other shoe to drop does sound like an unsustainable and stressful way to live. But I don’t want to assume that for you. There are so many variables here, but it comes down to this: When the lows come, does he give up and cycle downward, or does he fight to re-up on tools and treatment (which would indicate a long-term trajectory toward progress)? Can you believe Jack Black happened to be working on his animated film when a photographer came by?
Jack Black is drawing on his inner artist with an animated musical film STREAMING The billboard is huge and Jack Black, rolling down Los Angeles’ Ventura Boulevard in a red Tesla, can’t resist taking note. “Now you can write about how famous Jack Black is,” he says with an exaggerated pause, making it clear he finds it mildly hilarious that his mug hovers over Encino. “I wasn’t trying to drive by that. It just happened naturally.” The ad is for “The House With a Clock in Its Walls,” a $42 million children’s fantasy film he’s made with actress Cate Blanchett and director Eli Roth. But “Clock,” you should know, is not the Jack Black movie the actor is most focused on this fall. That would be “Post-Apocalypto,” an animated musical that
Black says cost him $58.93 in pads and pens. The stop-motion saga stars his mock rock duo, Tenacious D, as they deal with the aftermath of a nuclear catastrophe. How much does Black expect “Post-Apocalypto” to earn? Try zero. Then again, “Post-Apocalypto” is not a business move. The movie, which Black and “D” partner Kyle Gass worked on for two years, is being posted on YouTube, one chapter at a time. It’s a creative act and a source of artistic pride, a DIY statement from an actor whose success rarely allows him to step outside the machine. “Post-Apocalypto’s” first chapter arrived last week, and the film will unfold though the fall until the release, on Nov. 2, of the fourth Tenacious D album, the movie’s soundtrack. Black and Gass will be on tour, as well. Ask Black how he can be so focused on “Post-Apocalypto” at the same

Black could easily have farmed out the work in “PostApocalypto,” hiring illustrators to punch out his brainstorms. Instead, he did all the sketches, more than 3,000 in total, with a ballpoint pen. Tenacious D producer John Spiker then scanned them into his Mac so that they could be colorized. “It took forever, but I really did enjoy the process,” Black says. “In many ways, I preferred that to going to set and working on a movie. My hope is that it’ll play like ‘Beavis and Butt-Head.’ Those are bad drawings, but they’re hilarious.
