Do pooches, patios mix? THE DISTRICT The pleasures of AndyPants Sherwood, like those of other dogs, are intense but few. The D.C. Department of Health put a stop to one of them two weeks ago. AndyPants, the unofficial mascot of The Midlands, enjoys lounging in his doghouse on the patio at the trendy Park View watering hole. At least he did until Sept. 19, when a city health inspector showed up to tell his owner, Midlands proprietor Peyton Sherwood, that regulators were enforcing a forgotten section of the health code that prohibits dogs from restaurant and bar patios. Since then, Sherwood has reluctantly been following the rules and serving an exclusively human clientele. “We became a really dog-centric place, and it was really great,” he said wistfully. “It’s just not as cute anymore.” The health department’s visit to The Midlands, which came on the heels of a similar admonition to the dog-friendly Wonderland Ballroom in Columbia Heights,

Police: Man found dead abroad after killing uncle The man suspected of killing a 77-year-old man who was found dead in his apartment in a Fairfax City retirement community in April is his nephew, Fairfax County police said Monday. LAS VEGAS The rapid-fire popping sounded like firecrackers at first, and many in the crowd of 22,000 country music fans didn’t understand what was happening when the band stopped playing and singer Jason Aldean bolted off the stage. “That’s gunshots,” a man could be heard saying emphatically on a cellphone video in the nearly half-minute of silence and confusion that followed. A woman pleaded with others: “Get down! Get down! Stay down!” Then the bang-bang-bang sounds resumed. And pure terror set in. “People start screaming and yelling and we start running,” said Andrew Akiyoshi, who provided the cellphone video to The Associated Press. “You could feel the panic. You could feel like the bullets were flying above us. Everybody’s ducking down, running low to the ground.” While some concertgoers hit the ground, others pushed for the crowded exits, shoving through narrow gates and climbing over fences as 40- to 50-round bursts of what was believed to be automatic weapon fire rained down on them from the 32nd floor of the Mandalay Bay casino hotel. After about 45 minutes, Reeve and his friends left the trailer and ran through the streets to the MGM Grand Casino. “It was just shoes and clothing and blood and bodies,” Reeve said. “It was a war zone.” The crowd, funneled tightly into a wide-open space, had little cover and no easy way to escape. Victims fell to the ground while others fled in panic. Some hid behind concession stands. Others crawled under parked cars. Some of the injured were hit by shrapnel. Others were trampled. Paddock, 64, would disappear for days at a time, frequenting casinos with his longtime girlfriend, neighbors said. Relatives also said Paddock had frequently visited Las Vegas to gamble and take in concerts. Eric Paddock said his brother often gambled in the tens of thousands of dollars. “My brother is not like you and me. He plays high-stakes video poker,” he said. “He sends me a text that says he won $250,000 at the casino.” Eric Paddock said he showed the FBI three years of text messages from his brother and said he had no information as to whether Stephen Paddock had gambling debts or was financially troubled. “I have absolutely no information he lost a bunch of money. He knew his brother owned a couple of handguns but was shocked at the rapid-fire weapon apparently used by Stephen Paddock in Las Vegas. He said his brother didn’t hunt, barely shot his guns and once took Eric Paddock’s children on a skeet-shooting trip paid for by the casinos. Eric Paddock spoke in his

driveway as he was getting in his car to go with FBI agents to interview his mother, who is in her 90s and appears to have been the last family member to communicate with Stephen Paddock, about two weeks ago. Eric Paddock said his brother last texted him five days after Hurricane Irma hit Orlando to check if anyone in the family had been affected. He said that like him, their mother was bewildered as to why Stephen Paddock had shot and killed so many on Sunday. “We know nothing. If you told me an asteroid fell it would mean the same to me. There’s absolutely no sense, no reason he did this,” he said. “He’s just a guy who played video poker and took cruises and ate burritos at Taco Bell. There’s no political affiliation that we know of. There’s no religious affiliation that we know of.” For several years, the gunman lived with his girlfriend, Marilou Danley, in a retirement community in Reno, Nev., neighbors said. They said they interacted with Danley but not with Paddock, whom they described as extremely standoffish. Does massacre cross line into terrorism? NATIONAL SECURITY The mass shooting in Las Vegas is the deadliest in modern U.S. history, but is it terrorism? Much will hinge on the motives of a white gunman attacking a mostly white audience, but that question also hits some divisive issues: race, religion and politics. The FBI said that the shooter, identified as U.S. citizen Stephen Paddock, 64, had no connection to an international terrorist group. The Islamic State earlier claimed Paddock was a recent convert but offered no proof. The lack of a known motive clouds whether the shooting meets traditional definitions of terrorism. These generally include having a political, economic, religious or social goal; and using violence to convey a message to a broader audience. Prior to Monday’s shootings, Randall Law, who wrote “Terrorism: A History,” said he believed there is a racial component to the United States’ reluctance to clarify or prosecute using domestic terrorism laws. Many Americans, he said, think only “people with foreign names ... and people with dark skin funding foreign ideologies” would commit such horrific acts. He adds that different branches in the U.S. federal government have multiple definitions of terrorism. “It’s a truism that nobody can quite agree on how to define terrorism,” he said. Parents drive from California Jessica Cabrera called her father from Las Vegas and screamed into the phone: “They’re shooting at us. People are falling. I love you!” It was shortly after 10 p.m. The horror his 21-year-old daughter recounted was every parent’s worst nightmare. James Cabrera and his wife, Sonia Pena, jumped in their car and drove to Las Vegas as fast they could from their home in La Habra, Calif. “That was the fastest drive in history from California to Vegas,” he said, seated Monday morning at a slot machine in the Mandalay Bay Hotel.

Russian ad on Facebook pushed racial tensions TECHNOLOGY One of the Russian-bought advertisements that Facebook shared with congressional investigators on Monday featured photographs of an armed black woman “dry firing” a rifle — pulling the trigger of the weapon without a bullet in the chamber, according to people familiar with the investigation. Investigators believe the advertisement may have been designed to encourage AfricanAmerican militancy and, at the same time, to stoke fears within white communities, the people

said. But the precise purpose of the ad remains unclear to investigators, the people said. While the U.S. allows digital altering of professional photos of models with no repercussions, in France it’s a different story. A new law there says commercial photos of models made to look thinner or thicker by digital editing must be labeled “photo retouched.” The pressure put on women to maintain unrealistic body shapes is so rampant that images of stars are commonly digitally altered. Failure to comply with France’s law comes with a fine of more than $44,000 or 30 percent of the money spent on advertising. The measure prompted Getty Images, one of the largest online stock image repositories, to say it won’t carry “any creative content depicting models whose body shapes have been retouched to make them look thinner or larger.” (TWP)

Two trump cards: If cramp-free, aces give Nats a leg up Luckily for the Nationals, the Phillies and the Pirates aren’t in the postseason. Last week, they have made the Nationals look like they were preparing for a fathers-vs.-families softball game, not a NL Division Series against the defending World Series champion Cubs. This is readiness? In the past six games, four of them losses, starters Gio Gonzalez and Tanner Roark have been hit hard, Sean Doolittle and Brandon Kintzler have blown saves and Bryce Harper has gone 3 for 19 as part of his return from a 42-game stint on the disabled list. Jayson Werth and Matt Wieters look a bit better but only in the context of their averages — .226 and .225.

The games were meaningless, but the images left behind weren’t without weight. Suddenly, it’s clear that Washington’s October baseball mood is linked to two men far more than any others. We knew it on opening day and are sharply reminded of it now. The Nats are built on Max Scherzer and Stephen Strasburg. This pair of aces, the best such duo in baseball this season, are paid $385 million on long-term deals because, over the past two regular seasons, the Nats are 86-31 when they start. When anybody else starts, they are 106-101. Over 2016 and 2017, Scherzer was 36-13 with a 2.75 ERA and ratios, relative to his 429 innings, that are absurdist: almost twice as many strikeouts (552) as hits (291).

Though dogged by minor pains since spring training, Scherzer has had one of his best years. Now the whole package is finally back together — if the hamstring “tweak” that caused him to leave Saturday’s game after 54 pitches allows. Strasburg is a similar alien: 30-8 with a 3.01 ERA over two years. Even more pertinent, he is the best and scariest pitcher since the All-Star Game with a 0.86 ERA in 10 starts. At a time when the Nats have hit worse for four months in a row, the value of having not one but two aces has never been more vital. The Cubs lead the NL in wins and MLB in runs since the All-Star break. Who’s going to stop them? The Nats are one of a few teams that might have an answer. On Friday, Strasburg, who was named NL Pitcher of the Month on Monday, had no-hit stuff immediately, in command of all five of his devastating pitches, but had to leave in the eighth inning, after allowing just two singles, because of a cramp in his left calf. The next night, Scherzer had what he says might have been his best stuff and command of the season. He allowed only

And load up on electrolytes, such as sodium and potassium. “Eat your bananas,” Scherzer said. “Monkeys never cramp.” For every other playoff team last weekend’s showings mean they better worry about how dominant Scherzer and Strasburg both look.

Backup center fielder There will likely be a bench spot for a natural defensive center fielder. Brian Goodwin, who’s been rehabbing a groin injury in Florida, or young Victor Robles could fill it.

Clearly, this is not how a kitchen renovation (now pricing out at what, four trillion dollars?) should go. By “mistakes in the design” I don’t know if you mean choices that were unwise in retrospect, or actual deficits in their workmanship. If it’s the latter, that calls for a more aggressive remediation. Even in the former case, though, you’ve paid a

substantial amount for a lifechanging project; it’s reasonable that the contractors would want you to be happier. I’m not saying to browbeat them with complaints, but see if there are a few tweaks or a mutually negotiable solution for the worst of the issues.
