As of Tuesday, more than 20,000 people had signed a petition, UPI reported, to defend pigeons from birds of prey let loose by officials in a district of Paris. Jackie Miley of Rapid City, S.D., has spent 17 years collecting teddy bears. Now she is recognized by the Guinness Book of World Records as having the biggest such collection, UPI reported Tuesday. Miley, 68, has 8,026 teddy bears from every U.S. state and 29 other countries. ASSATEAGUE ISLAND, MD. A rare hatching of about 100 loggerhead sea turtles happened at Assateague Island in Maryland, wildlife experts said. The sea turtles came from one nest on the island and have recently made their way out to sea, according to the National Park Service. Experts said there are several unique factors with this group of loggerhead turtles, which are endangered. Typically, loggerheads nest on sandy beaches from Florida to North Carolina and rarely make their nests north of Virginia. So having a nest in Maryland is uncommon. While sea turtle nesting has happened in recent years along the shorelines of national lands, National Park Service officials said that this is the “first confirmed hatch and the largest number of hatchlings ever recorded” on a national park

seashore. “We are thrilled with this outcome,” said Bill Hulslander, chief of resource management for the national seashore at the Park Service. He said this event “underscores the increasing importance of undeveloped beaches along Assateague Island to sea turtles.” Loggerhead turtles are protected under federal law. Their nests and the hatchlings are common at national parks shores

in such places as Cape Hatteras in North Carolina, Padre Island in Texas and Cape Canaveral in Florida. Some areas at Assateague, where the latest hatchings have been, are closed to visitors for a bit. Officials said they are not expecting any additional sea turtle nests to hatch this season, according to a statement. But they’re hopeful that some will hatch next summer. BWI Marshall Airport set a new record for passenger numbers this summer. The airport said 2,533,582 commercial passengers flew through the airport in July, an increase of 5.4 percent from July of last year. WTOP reported that it was the first time that more than 2.5 million passengers traveled through BWI in a single month. TRANSPORTATION Washington’s bike rental system is expanding next year, promising to remain competitive as new, high-tech rivals enter the region’s bike-sharing market. Capital Bikeshare is slated to widen its reach in 2018 with the addition of more than 100 stations, hundreds more bikes and a larger coverage area — investments that are worth more than $5 million in federal, local and private funds. “When we launched in 2010 there were only 100 stations and two jurisdictions,” said Kimberly Lucas, the District’s bike-sharing program coordinator. Now, Capital Bikeshare is available in the District and Alexandria, plus Arlington, Montgomery and Fairfax counties. Prince George’s County and Falls Church are joining next year. And they are coming online at a critical time for bike sharing. D.C. last month opened its market to four dockless bike-sharing companies, allowing each of them to bring as many as 400 bikes to city streets. Some of the startups are eyeing expansion into the Washington suburbs. Transportation officials are keeping close watch on the upstarts, not only to determine whether the dockless systems are safely and orderly adapted to the region’s needs, but also to see whether they can coexist with

One bike was so popular it was ridden 39 times. “Right now we are looking at it as a very favorable complement to what we have on the ground,” said Henry Dunbar, director of Arlington’s active transportation programs, which include Capital Bikeshare. “We see the benefits of having additional bikes go places where you can’t put the docks in,” he said. “There is some competition, obviously, so Capital Bikeshare

A week after the dockless bicycle arrived in D.C., Toby Sun, co-founder of LimeBike, was already talking about the possibility of demand so high that the city would need thousands of them — 20,000, to be exact. The new companies combined have more than 1,200 bicycles on city streets. LimeBike, Spin and Mobike say they each have deployed 400 bicycles, the maximum number allowed under city permits. Said Sun: “Four hundred is not enough. For this market, at least 20,000.” Nearly 5 percent of D.C. commuters make their trips on two wheels, according to census data, putting the city on pace to top Portland as the U.S. city with the highest share of bike commuters. THE DISTRICT The District’s dogs and dog lovers had reason to celebrate Tuesday when the D.C. Council unanimously decided to end a ban prohibiting canines from bar and restaurant patios. For years, the ban went unenforced, and a host of dogfriendly bars and restaurants thrived in the increasingly young and affluent city. But the health department began enforcing the ban in September, telling the owner at The Midlands, a beer garden in Park View, and Wonderland Ballroom in Columbia Heights that the pups on their patios had to go. “It was really sad not having all those fuzzy faces around,” said Midlands proprietor Peyton Sherwood, who received a visit from a city health inspector Sept. 19. “So today is really nice. It was awesome to see everyone working together to get this done so quickly.” His dog, AndyPants —The Midlands’ unofficial mascot — will be excited to return to his doghouse and friends on the patio, Sherwood added. But for years, the lobbying firm he ran, Quinn Gillespie & Associates, fought to do the exact opposite. At a turning point for the student loan industry a decade ago, the firm pressed Congress to kill legislation aimed at lowering the cost of college. How big is too big? New study sizes up scale of workforce have a financial incentive to get and keep people locked up, deprived of their liberty. Tony Reardon, president of the National Treasury Employees Union, points to the IRS mandate to use private debt collection agencies. “Twice this program has failed because of high cost and poor quality,” Reardon says, “yet Congress ignored the history and ordered a third attempt, knowing that highly trained federal employees are better equipped to collect the debts, and uniquely authorized to provide assistance and options to low-income taxpayers.” Broken down, the 9 million included about 2 million employees, 3.7 million contractors, 1.6 million grant employees, 1.3 million active-duty military personnel and 500,000 Postal Service employees in 2015. The 7 million figure excludes the Postal Service, which does not receive congressional appropriations for its operations, and the military. An important takeaway: “The study reminds us that the nation depends on a very large blended workforce that includes many more contract and grant employees than federal civil servants,” Light writes. “The question is not whether

What to know about federal leave policies

How big is the federal workforce? Much bigger than you think. A new study by Paul C. Light, professor of public service at New York University and the author of “The True Size of Government,” says the government’s “blended” workforce is 7 million to 9 million strong — including contractors and grantees. Light does not diminish the work of anyone serving the government, but he does raise a serious issue about the impact of so many non-employees. “Although Washington’s blended workforce has an imperative role in the nation’s success, it may have grown so large and poorly sorted that it has become a threat to the very liberty it protects,” Light writes. The blended workforce “may have become too complicated and codependent to control.” The threat to liberty, he explains, “comes from the pressure to maintain and expand missions that are primarily for the benefit of one or more parts of the blended workforce and not necessarily for the benefit of the public.” Think private prisons. Q. I’m pretty new to the government, and I’ve been hearing co-workers talk about “use or lose” leave. Is that some kind of leave no one told me about? A. They’re referring to the general policy that a federal employee can carry only 30 days of vacation time — what the government calls annual leave — from one year to the next. It’s not a consideration for relatively new employees, who get 13 days per year during their first three years. But the rate goes up to 20 days per year for those with between three and 15 years, and 26 days for those with 15 years or more. Unused leave accumulates year to year, but any above 30 days that an employee does not take by the end of the leave year — not a calendar year; the 2017 leave year ends Jan. 6, 2018 — is forfeited. (It can be restored for limited reasons, and some employees can carry forward more than 30 days.) Those who won’t be able to use their excess leave on time might want to consider donating it to a leave transfer program to help federal employees facing emergencies, such as those arising from the recent hurricanes. PUERTO RICO President Trump on Tuesday told Puerto Rican officials they should feel “very proud” they haven’t lost hundreds of lives like in “a real catastrophe like Katrina,” while adding that the devastated island territory has thrown the nation’s budget “a little out of whack.” Trump’s remarks came as he touched down in San Juan for his first visit to Puerto Rico since the storm ravaged the island nearly two weeks ago. He has faced criticism for the slow federal response to the natural disaster, although he praised himself earlier in the day for his administration’s “great job” and “A-plus” response to Hurricane Maria. “Every death is a horror, but if you look at a real catastrophe like Katrina, and you look at the tremendous — hundreds and hundreds and hundreds of people that died, and you look at what happened here, with really a storm that was just totally overpowering, nobody’s ever seen anything like this,” Trump said, before turning to a local official to ask how many people had died in the storm. “What is your death count as of this moment? 17? 16 people certified, 16 people versus in the thousands.” Trump then praised officials in the room over the death toll. “You can be very proud of all of your people, all of our people

working together,” he said. The president also seemed to fault the small island for imperiling the United States’ budget by requiring hurricane relief funds, saying, “I hate to tell you, Puerto Rico, but you’ve thrown our budget a little out of whack.” Senate Minority L eader Charles Schumer, D-N.Y., rebuffed Trump’s comments about how the Puerto Rican hurricane response is affecting the federal budget, noting that the president never made such comments in Texas or Florida following hurricanes there. “Mr. President, enough,” Schumer said. “Stop blaming Puerto Rico for the storm that devastated their shores. Breast cancer death rates declined almost 40 percent between 1989 and 2015, averting 322,600 deaths, the American Cancer Society reported Tuesday. Breast cancer death rates increased by 0.4 percent per year from 1975 to 1989, according to the study. After that, mortality rates decreased rapidly, for a 39 percent drop overall through 2015. The report, the latest to document a long-term reduction in breastcancer mortality, attributed the declines to both improvements in treatments and to early detection by mammography. Between 2006 and 2015, death rates decreased for all racial and ethnic groups tracked. But there were variations. In 2015, the death rate for black women diagnosed with breast cancer was 39 percent higher than that for white women. While high, that’s an improvement; the number was 44 percent higher in 2011. The black-white disparity emerged in the 1980s, underscoring that black women have not shared the screening and treatment advances that have benefited white women. One reason, the report said, is that black women didn’t benefit as much from the development of tamoxifen, a drug approved in the 1970s, because they are less likely to have the kind of cancer treated with the drug. Sources: Operatives exploited same tool U.S. businesses employ NATIONAL SECURITY Russian operatives set up an array of misleading websites and social media pages to identify American voters susceptible to propaganda, then used a powerful Facebook tool to repeatedly send them messages designed to influence their political behavior, say people familiar with the investigation into foreign meddling in the U.S. election. The tactic resembles what American businesses and political campaigns have been doing in recent years to deliver messages to potentially interested people. The Russians exploited this system by creating English-language sites and Facebook pages that closely mimicked those created by U.S. political activists.

The websites and Facebook pages displayed ads or other messages focused on such hotbutton issues as illegal immigration, African-American political activism and the rising prominence of Muslims in the U.S. The Russian operatives then used a Facebook “retargeting” tool, called Custom Audiences, to send specific ads and messages to voters who had visited those sites, say people familiar with the investigation who spoke on the condition of anonymity to share details from an ongoing investigation. People caught up in this web of tracking and disinformation would have had no indication that they had been singled out or that the ads came from Russians. One such ad featured photographs of an armed black woman “dry firing” a rifle — pulling the trigger of the weapon without a bullet in the chamber — the

He was 83. Talabani had been a frequent emissary to world capitals for the Kurdish people before and after the overthrow of Saddam Hussein in the U.S.-led invasion of Iraq in 2003. As a Kurd, Talabani was the first non-Arab president of an Arab nation. The Australian Transport Safety Bureau’s final report on the almost three-year search for Malaysia Airlines Flight 370 concedes that authorities are no closer to knowing the reasons for the plane’s disappearance, or its exact location. LAS VEGAS Authorities in Las Vegas said Tuesday that the gunman who killed least 59 people at a country music festival “extensively” planned the massacre, placing cameras in his suite and the hallway so he could see when police officers were closing in. “It was pre-planned, extensively, and I’m pretty sure that he evaluated everything that he did in his actions, which is troublesome,” Joseph Lombardo, the sheriff of the Las Vegas Metropolitan Police Department, said at a briefing Tuesday. Lombardo said one of the video cameras linked to a tablet was hidden in a food service cart in the hallway outside the suite on the 32nd floor. Law enforcement officials said the purpose of that camera was apparently to give the gunman a video feed that would warn him when police were closing in. He apparently also set up a security perimeter behind him while firing round after round into the crowd below. Lombardo also said the department has opened an investigation into the unauthorized release of images that show the crime scene, including the bullet-riddled door to the suite used by the gunman, Stephen Paddock. Christopher Willemse and his fiancee, Casey, were attending the festival when the gunshots rang out. Casey said she’d been hit and couldn’t feel her legs. Willemse stuck his finger in the hole to stop the bleeding, and then carried her out, dodging the gunfire.

LeRocque and her husband, Jason, had attended the Route 91 Harvest festival in Las Vegas before. This year, LeRocque’s aunt said, they made a last-minute decision to go back. They brought their 6-year-old daughter, Aliyah.

Hartfield was a Las Vegas police officer, a member of the armed services, a father, youth football coach and published author, friends and family said. He was off duty when he was killed. “He gave up his life for this country,” a relative told the New York Daily News.

Once Beaton and his wife realized the firecracker sounds were bullets, he told his wife to “get down” and lay on top of her. He said, “I love you, Laurie.” She said, “I love you, Jack.” And then “he took a bullet” to save his wife’s life.

Vegas hospitals overwhelmed with victims LAS VEGAS The victims just kept coming. In cars, in ambulances waiting four or five deep, from the walking wounded to the barely alive, they arrived in droves. “I have no idea who I operated on,” said Dr. Jay Coates, a trauma surgeon whose hospital took in many of the wounded after a gunman opened fire from his 32nd-floor hotel suite Sunday night on a country music concert below. “They were coming in so fast, we were taking care of bodies. We were just trying to keep people from dying.” It was the deadliest mass shooting in modern U.S. history, with at least 59 killed and 527 injured, some by gunfire, some during the chaotic escape. Scores remained in critical condition Tuesday. University Medical Center of Southern Nevada was one of many hospitals that were overflowing. “Every bed was full,” Coates said. “We had people in the hallways, people outside and more people coming in.” He said the huge, horrifying wounds on his operating table told him this shooting was something different. “It was very clear that the first patient I took back and operated on that this was a high-powered weapon,” Coates said. “This wasn’t a normal street weapon. Complete team: Battered defense still adds balance Mason Foster and Zach Brown stood in front of their lockers late Monday night and stared, amused, at Foster’s foot and middle toe. The toe was the color of grape jelly. The foot was purple, too, bulging like it had been stuffed with mini-marshmallows. Foster had also played through a shoulder that had been dislocated two weeks earlier. Have fun finding a prominent Redskins player who wasn’t hurt at some point in Monday night’s 29-20 loss to the Chiefs. Josh Norman had

a rib fracture. Robert Kelley sprained an ankle. Trent Williams left with a knee injury, although he later returned. Washington dressed nine defensive backs; at least five of them had to leave the field at various points. “Guys was dropping like flies,” said Brown, who got kneed in the face by an offensive lineman and had trouble opening his jaw after the game. Washington’s defeat was deserved. The song doesn’t go “Hail to the Redskins; hail (moral) victory.” The Redskins outplayed two of their first four opponents, and got outplayed in their two losses. A bye-week

record of 2-2 seems right. But the season’s first month was far more interesting than I’d have guessed, and that’s because the defense is far feistier than I ever imagined. If things go right, Washington could be one of the league’s more complete teams, something that hasn’t happened here in at least a decade. Think about the sequence in the first half when Norman and Bashaud Breeland leveled two Chiefs within seconds of each other, the sort of hits that make you gasp out loud. Or think about rookie defensive lineman Jonathan Allen bulldozing bodies with his buddy Matt Ioannidis. Or about Brown chasing down Kareem Hunt just short of the goal line. The Chiefs punted on their first three possessions, and the Redskins posted their third first-quarter shutout. Then Kansas City figured something out, even as Washington’s medical staffers ran on and off the field. Over the last three quarters,

there were so many “ifs,” many revolving around silly penalties away from the ball. Washington is still an “if” team: If this had happened, or if this hadn’t happened, maybe the result would be different. “We kind of had ’em on the ropes for a bit, but you can’t make that many mistakes,” Ryan Kerrigan said. If the Redskins had won this game — if Josh Doctson hadn’t dropped the go-ahead touchdown with less than 60 seconds left — people would be asking if Washington was the best team in the league. At 2-2, no one’s asking that. Maybe the Redskins will remain on this .500, what-mighthave-been treadmill. But you also can imagine something better now: an above-average offense joining an above-average defense to form an above-average team. That would’ve sounded silly in August. It doesn’t now.

Norman (rib) might not miss a game Redskins cornerback Josh Norman is expected to miss two to four weeks after fracturing a rib in Monday’s 29-20 defeat in Kansas City, coach Jay Gruden said Tuesday. Under a best-case scenario, Norman wouldn’t miss a game, using the current bye week to heal and returning for the Oct. 15 home game against the winless 49ers. But Gruden made it clear that Redskins trainers and Norman would make the decision and that he wouldn’t be rushed back to competition if he were in danger of aggravating the injury. Miley Cyrus carves out her niche

With ‘Now,’ the icon reclaims her voice after battling Lyme disease MUSIC After becoming a global icon and one of the world’s best-selling singers of all time, Shania Twain had to utter the scariest five words a vocalist would ever hear: “I may never sing again.” The queen of country pop contracted Lyme disease, which crippled her most prized instrument — her voice — and she thought her career was over. “It can kill you. And if it doesn’t kill you, it can give you a seriously degenerated quality of life for the rest of your life,” she says. But Twain, who has persevered since launching her career in 1993, was ready to do the work to rebuild her voice, and life. She trained with coaches and worked extensively on her vocals, comparing the experience to an athlete recovering from a major injury.

Twain tested her voice in various ways in the 15 years between her last album, 2002’s “Up!,” and her newest effort, “Now,” which dropped last week. She sang duets with Lionel Richie and Michael Buble for their albums; she completed a Las Vegas residency; and she launched a U.S. tour, reconnecting with the fans who have helped her sell more than 90 million albums worldwide. “I feel triumphant,” Twain says about her comeback. “I just feel like I’ve climbed this huge mountain and I made it to the top.” In the decade and a half between albums, Twain was busy raising her son and getting remarried. But she still wrote songs and collected poems, lyrics and melodies. She spent two years creating “Now,” working with four producers: Ron Aniello (Bruce Springsteen), Jake Gosling (Ed Sheeran), Jacquire King (Kings of Leon) and Matthew Koma (Carly Rae Jepsen). Make no mistake — these songs are far more mature than anything else she’s done. APPRECIATION “My musical quest [is] to get more and more purity into the music.” That’s something Tom Petty told me over the phone once. One might wonder if he died — on Monday in California at age 66 — pushing that boulder uphill. Because it was always the impurity of Petty’s music that made it feel so sublime. Even back in the ’70s, when he was just a blond smirk in a black leather jacket, Petty’s brand of Americana was already exuding its own mood. His rock-and-roll songs came coated in a thin residue of psychedelic strangeness. And they still glisten in the light. Some of it had to do with Petty’s thing for electric guitars that jangled and wheezed, and the rest of it had to do with his voice — an unmistakable mewl that could sound vaguely sinister, gently pleading or stylishly aloof. His songs were well suited for ubiquity, and they often found their way to you. Maybe you first encountered his voice while hotboxing to “Refugee” in the passenger seat of your buddy’s Camaro circa 1979. Maybe you found Petty loitering in Wonderland when the video for “Don’t Come Around Here No More” landed

on MTV in 1985. Maybe you heard “Free Fallin’” on the radio 10,000 times in 1989. Or maybe — and pity your soul — you first heard 1976’s “American Girl” more recently, once politicians made a habit of pumping it on the campaign trail. We probably consider Petty’s music to be quintessentially American because it wafted so easily across so many different American moments. Petty rose to renown alongside similar American boys making similar American noise — Bruce Springsteen, John Mellencamp — but unlike those blue-jeaned alphas, he used MTV to burnish his image as a troubadour burnout whose closet happened to be overflowing with cool sunglasses and freaky top hats. Looking different helped make Petty a superstar in

the ’80s, but sounding different is what made him last. E ve n wh e n h e t r i e d to straighten his edges, his music refused to give up its bends and curls. The mild warping on 1994’s “Wildflowers” is the very thing that keeps such a handsomely understated solo album from sliding into an exercise in tastefulness. For a rush of the known and the unknown, it’s hard to beat “A Thing About You,” a hardcharging love song from 1981 about intense yearning. “I’m not much on mystery,” Petty sings in the opening line, but it’s already too late. TMZ reported that Morgan was in a group of soccer players who got into a fight with another party sitting nearby. Police intervened and asked four people, including Morgan, to leave.
