CAPITALS When word got out that pour-yourown-beer stations had appeared at Capital One Arena, along with $40 million in renovations that were completed over the summer, the Caps’ season opener Wednesday night suddenly became a must-see event. What could be a better fan experience than purchasing a $15 cup and getting to operate the tap yourself? As fans lined up, scanned the bar code on their cups and selected one of at least nine beers on tap (BUD LIGHT!), the foam began to pour. Frustrated, those fans emptied the froth, re-scanned their cups and topped them off, only to get ... more foam. Then, like some sort of cruel video game, the timer on the machine eventually ran out, disabling the tap and leaving the fans with a quarter-cup of beer and lots of head. ‘Poisoning democracy’ THE DISTRICT D.C. lawmakers have long complained that residents of the nation’s capital pay federal taxes and serve in the military yet are denied self-governance because they lack a vote in Congress. But on Tuesday, the D.C. Council reduced even the limited ability of District residents to decide local matters — by repealing a ballot measure that voters passed just four months ago. The council voted 8 to 5 to overturn Initiative 77, which would have raised the minimum wage for bartenders, servers, bellhops and others who receive tips. The move seemed hypocritical to some because local lawmakers howl when Congress uses its power to overturn laws and spending decisions made by the D.C. Council. In Northwest, Lisa B. Cohen of Takoma has been watching the repeal effort in horror. “They are acting just like our congressional masters,” said Cohen, a 58-year-old congressional staffer who tweeted her displeasure at D.C. Council Member Brandon Todd, D-Ward 4, one of the eight to overturn the measure. “It completely undermines our efforts for enfranchisement.” David Joseph, who lives in nearby, agreed. “The repeal of 77 and ignoring of the voters reinforces the idea we shouldn’t have democracy, and it’s right out of the playbook of the people who are standing against statehood,” said Joseph, a 38-year-old political consultant. “They can point to this and say, ‘Your city council doesn’t believe in democracy, so why should I?’ ” “What they are doing is poisoning democracy,” said Fernando

Laguarda, a 52-year-old who lives in Tenleytown. “D.C. should be a role model for a flowering, rampant democracy.” The council members who voted for repeal said they acted in the best interests of the city, which is what voters elected them to do. They said Initiative 77 was a bad law that threatened to harm the city’s burgeoning dining industry by driving up labor costs. And they saw no contradiction in repealing a voter initiative while also pressing for statehood. “Not one resident of the District of Columbia is able to vote for a single member of Congress. That’s the difference,” Council Chairman Phil Mendelson, D, who led the repeal charge, said last week. “They voted for me, and I was against the initiative.” Council member Charles Allen, D-Ward 6, disagreed. Allen opposed Initiative 77 but also

governments around the country have been increasingly overturning voter initiatives. “It’s not as if the D.C. Council was doing something that is inconsistent with the selfgoverning rights of states and cities,” Norton said. Still, Norton opposed repeal, and a quote from her to that effect was projected onto a building next to city hall on the eve of the vote. “It’s important for me to be consistent on overturning legislation because I don’t want anyone to throw it in my face that I’m for overturning matters when the District does it and not when Congress does it, even though I understand there are differences between the two,” Norton said. Bo Shuff, who leads the statehood advocacy group D.C. Vote, counters the notion that repealing voter initiatives undermines the principle of self-determination at the heart of the city’s statehood bid. “The fight for statehood and fight for equal representation is all about being able to elect representatives who speak for us,” Shuff said. “We have that on the D.C. Council. We may not always agree with what they do.” Mendelson has noted that he, Mayor Muriel Bowser and other officials easily beat primary challenges in June after campaigning against Initiative 77. But none of them announced they wanted to repeal the ballot measure before the primary, and Mendelson repeatedly declined to say what he would do if the measure passed. Dropped iPhone leads police to rape suspect A 25-year-old Maryland man with a long arrest record was charged with first-degree rape Wednesday amid allegations he dragged the victim into a wooded area in Rockville as she walked from a Metro station just before midnight. The woman fought the attacker and eventually was able to break away and run to a nearby office building. Investigators were led to the suspect, Dustin Thomas Rogers, in large part because he left his iPhone at the crime scene, according to Montgomery District Court records filed Thursday. Police officer found drunk on duty is fired A Baltimore police officer has been fired after he was found intoxicated and slumped over at the wheel of his patrol vehicle. Gerrymander case goes back to court MARYLAND Federal judges in Maryland floated the idea Thursday of taking the state’s congressional voting map out of the hands of political leaders and leaving the drawing of electoral lines to an independent, nonpartisan commission. A three-judge panel pressed the attorney general’s office and Republican voters challenging the electoral map about the possibility of settling their long-running case as it arrived back in court for the first time since the Supreme Court declined to immediately review the matter of redrawn maps. The high court in June avoided answering the question of when extreme partisan gerrymandering is unconstitutional in the Maryland case involving a Democratic-drawn map — and in another from Wisconsin involving a Republican-led effort. The unsigned opinion left

Maryland’s electoral lines untouched for the 2018 election and returned the case to the lower court. At issue is the 6th District in western Maryland, which was redrawn in 2011 to include parts of heavily Democratic Montgomery County. Michael Kimberly, an attorney for a group of Maryland Republicans, told the federal judges that new congressional districts designed by an independent commission would satisfy his clients. “We want the state to conduct elections with a neutrally drawn map,” he said. Former governor Martin O’Malley, a Democrat, has been blunt about the partisan mapmaking in a deposition in the case, saying Democratic leaders intentionally redrew the districts to try to give their party an advantage. Recalling Metro’s ads urging riders to join, MacKenzie said, “They said they wanted to hear from riders. They reached out and some of us reached back and said, ‘Yes!’ ” The council members at Wednesday’s meeting vowed not to go quietly, and talked about approaching members of Congress and local elected officials to intervene. But they acknowledged that salvation is a long shot. “I wouldn’t bet a lot of money on it,” Kortum said. At previous meetings, Metro staff have usually come to brief the group on some issue or another. They backed out of coming this time, canceling a planned briefing on how a pilot project testing out cashless buses on the 79 route is going. “Given it’s probably our last meeting, we’ll probably never have that discussion,” Kortum said of the cashless idea. On a speakerphone, Metro board member Christian Dorsey told council members he disagrees with the decision to disband the group, but acknowledged he likely lacks the votes to stop it from happening. He apologized and thanked

There are some vague complaints about the number of committees the body has, and that Metro could continue to get rider input through Amplify, an online survey tool it uses at times. But the surveys only ask what Metro officials want to know, the riders said. The council would bring up issues Metro might not ask about, like how it handles communications during service disruptions. And, as MacKenzie put it, asking riders questions online isn’t the same as rider representatives bringing ideas and complaints to Metro officials face-to-face.

The streets around Capital One Arena were filled Wednesday night with a sea of people in red making their way to celebrate the raising of the Capitals’ first Stanley Cup banner. But in a somber and sparse white room at Metro’s headquarters a few blocks away, a group of regular bus and rail riders were gathered, likely for the last time. Volunteers all, the members of Metro’s Riders’ Advisory Council give up one night per month to try to make Metro better. They’re people like Katherine Kortum, the group’s chair, who rides the Yellow or Green Line every day from Mt. Vernon Square to work by Gallery Place. On this night, for their efforts, Metro gave them a small container of broccoli and carrot sticks, some sort of packaged dip and some cookies. And the heave-ho. For 13 years, the council has at least provided the pretense that Metro officials care what riders think. It’s a pretense, Kortum said in an interview after the meeting, because when the group weighed in on service cuts, “we would never hear back from anybody.” Still, as Metro’s board signals that it plans to disband the committee at its meeting later this month, the optics are horrible. “It’s laughable,” transit advocate James Pizzurro told the group, “that as the board

Union Station is particularly challenging because all the people coming from Amtrak, commuter trains and buses from the station upstairs make it the busiest entry point in the system. The escalators are set up the way they are, Ly said, based on “many years of observed customer behavior.” The issue, she said, is that for people coming down the escalator to enter the Metro station, the fare machines are to the left. Vet held in police shooting FLORENCE, S.C. The Vietnam veteran and disbarred lawyer accused of shooting seven law enforcement officers, killing one, bragged online about his marksmanship and love for the “smell of gunpowder” in the years before the deadly standoff, records and social media posts unearthed Thursday showed. Frederick Hopkins lost his law license in the 1980s for mishandling money and faced several minor criminal charges in recent years, including disorderly conduct in 2014. It was around the time of his disbarment that he got serious about amateur target-shooting. Details also emerged about the two-hour standoff Wednesday in which authorities say Hopkins’ gunfire prevented officers from rescuing comrades bleeding on the ground. The slain officer, a 30-year veteran, was tearfully described as the “epitome of a community police officer” by his chief. Two wounded city officers were released from the hospital. A third officer was listed in serious but stable condition, the police chief said. He said he did not know the conditions of three wounded sheriff’s deputies. Hopkins is accused of opening fire Wednesday from his home in an affluent South Carolina neighborhood after deputies tried to carry out a search warrant.

Juan Romero, a hotel busboy who came to the aid of Robert F. Kennedy after the New York senator was shot in Los Angeles, has died. He was 68. A family friend said Thursday that Romero had died at a Modesto, Calif., hospital on Monday, following a heart attack. Susan Collins of Maine, one of three Republicans who had not indicated how they plan to vote, said Thursday that “it appears to be a very thorough investigation, but I’m going back later to personally read the interviews.” Shortly afterward, Sen. Jeff Flake of Arizona, who requested the investigation, told reporters that “we’ve seen no additional corroborating information.” Collins, Flake and Sen. Monday night test: Saints may expose Redskins’ defense The Redskins’ defense is about to be judged — and definitely not on a curve. The Saints’ offense, which will be playing in the friendly confines of the Superdome on “Monday Night Football,” represents the harshest standard. Washington will either show its defense is truly good, or New Orleans will score more than 30 points. The Redskins enter a nationally televised game — where reputations are built and destroyed — allowing the secondfewest points per game in the NFL (14.7) and the third-fewest average passing yards (187.3). Critics would say the Redskins have faced one quarterback who’s already been

benched in Sam Bradford, a second returning from a long injury layoff in Andrew Luck and a third, Aaron Rodgers, who was playing on one leg. Washington’s 2-1 start would be 3-0 if not for a horrible home loss to Indianapolis. Now the Redskins return from a bye week ready to face five weeks worth of a variety of offensive styles that will really show how much Washington’s defense has improved from recent years when it ranked among the NFL’s worst. After New Orleans, Carolina presents balance with quarterback Cam Newton and multiuse back Christian McCaffrey. Then, Dallas showcases Ezekiel Elliott, who entered Thursday leading the NFL in rushing, and quarterback Dak Prescott, who has yet to play

Remember last season when Kamara scored on an 18yard catch to force overtime as the Saints beat the Redskins? Washington can’t get into another shootout like it did in that 34-31 loss last year. Not if this defense is to survive and advance through the schedule. Pass rushers Ryan Kerrigan and Preston Smith need to show a pulse. Kerrigan has no sacks and has barely sniffed a quarterback. Brees takes a little longer in the pocket, so there should be time to get after him. Rookie tackle Daron Payne needs to announce himself as a future star, maybe by stopping Kamara from converting first downs up the middle. It’s why the Redskins drafted him. The edge of glory: It’s the lucky stars who get to be true Jackson Maine can be pretty judgy. Which is rich, coming from him. In “A Star Is Born,” Jackson (Bradley Cooper) is a rock star, the kind that has undeniable talent and charisma but also a fondness for tequila and pills. He meets Ally No Last Name (Lady Gaga) as she’s slithering around a drag club singing “La Vie en Rose.” (Jackson stumbled in because he was stumbling drunk and therefore needed some more alcohol.) Jackson recognizes Ally’s talent, one that’s been ignored because every time she’s met with a record label, she’s been told that she doesn’t look the part of a bankable female singer. Eventually, he pulls her

onstage at one of his concerts to sing a song of hers that he’s arranged. This is the scene that you’ve seen in the trailers and all the commercials and might be getting pretty sick of. In what is a very solid movie, it’s a soaring scene. It’s beautifully shot (Cooper directed and cowrote the script), creating an intimacy that genuinely gives you goose bumps. Video of Ally’s debut immediately goes viral — an element not present in the 1976, 1954 or 1937 versions of “A Star Is Born” — and so begins her meteoric rise to fame and fortune, a path all paved with false eyelashes and glitter. When Ally starts to change how she performs, switching her hair color like her record label wants and wearing

sequins like her record label wants and using backup dancers like her record label wants, Jackson sniffs at the compromises she’s making to achieve success. Sometimes he has a point: Ally goes from writing lyrics like “I’m off the deep end/ watch as I dive in/ I’ll never meet the ground” to ones like “Why you keep on texting me like that?” Most of the time, though, he’s just showing his own ignorance about how the music business works. It’s nice that Jackson managed to make it big without sacrificing too much of his art. The thing is, he probably wasn’t ever asked to. He never had to fit into an idea of what a male superstar should be. It helps that Jackson looks like Bradley Cooper, but Jackson could be a lot uglier and still

be just as successful. Beyond that, no matter how cute Jackson is, he probably has the hair color he was born with. He probably never had any choreography rehearsals. There are probably no Spanx in his dresser drawers. Jackson sees the music world in one dimension: You’re either true to yourself or you’re not. Which is very nice for him. He’s so stuck in the mindset of “Why would she DO this?” that he can’t take a step back and ask himself, “Why WOULD she do this?” He simply can’t see that Ally’s place in the music business has a different shape than his. It’s flashier. It’s meaner. And, in all probability, it won’t last as long. “A Star Is Born” doesn’t judge Jackson for responding to Ally’s fame the way he does; his reaction to her success is complicated, to the movie’s credit. While he cycles between pride, jealously and anger, his one constant, underlying emotion is confusion as to why she’s doing things that he wouldn’t do — because he didn’t have to. A two-faced monstrosity Tom Hardy’s ‘Venom’ is a muddled mess — but it’s also kind of fun

‘Old Man & the Gun’ shows that charm is ageless

FILM REVIEW “Venom,” starring Tom Hardy as a TV investigative journalist whose body is invaded by an alien organism, is a destabilizing mix of intentional and unintentional comedy that, for better and worse, returns the superhero movie to its natural state: camp. What makes Ruben Fleischer’s first installment in the Sony universe of Marvel characters such an oddity is that it seems perpetually unsure of just how far it wants to teeter into ridiculousness. It’s an incoherent mess of tones, acting styles and visual effects. And yet it’s kind of a hoot. Having that feeling of “What the hell is this thing?” is an underrated quality in movies — good or bad ones — and it’s even more captivating when the movie itself seems to have thrown up its hands in exasperation. It’s not every movie that tries, however awkwardly, to marry ghoulish body horror with a goofball buddy comedy that happens to take place in the same body. These are the sorts of things we did in the ’80s. Hardy plays Eddie Brock, a motorcycling San Francisco reporter who loses his lawyer fiancee (Michelle Williams, lending warmth and depth to every scene) when he steals a tip from her work email. for saving humanity, Carlton Drake (Riz Ahmed), goes up in flames, and he’s sent packing. But a whistleblower in Drake’s lab contacts Brock and brings him in to reveal what’s going on: Drake has obtained an extraterrestrial parasite — a gummy, writhing black blob — and he’s conducting human trials with it. Just as in the “Spider-Man” comics, from which Venom originates, the movie is predicated on what can go wrong in a lab. Brock proves a surprisingly good host for the alien creature, which turns out to be much more sentient than your average blob. From inside Brock, it can not only form a slimy black exoskeleton. It can also in a deep growl tell Brock, “Hungry!”

‘Venom’ (PG-13, 112 min.) DIRECTOR: Ruben Fleischer STARS: Tom Hardy, Michelle Williams, Riz Ahmed, Jenny Slate IN A NUTSHELL: Mild-mannered journalist Eddie Brock must come to terms with his powerful but malevolent alter ego after an alien symbiote latches onto his body.

“Let’s eat his brains!” or, when in a less violent mood, dispatch relationship advice. Brock and Venom turn out to be one of the odder Dr. Jekyll and Mr. Hyde routines. Venom plays puppeteer with Brock, who at first is mystified

at what’s happening to him. While Fleischer seems to have a darker, moodier film in mind, Hardy has the good sense to steer “Venom” in a more over-the-top direction, even if the movie can’t catch up. In a way, this is a more naked performance for Hardy, whose transformations have often been cloaked in masks (“Dunkirk,” “Mad Max,” “The Dark Knight Rises”) or more elaborate accents (“The Drop,” “Lawless”). His twitchy, spasmodic performance — bug-eyed and unevenly accented — doesn’t necessarily add up to anything in “Venom.” But it’s something to behold. FILM REVIEW After announcing that “The Old Man & the Gun” would be his final acting role, Robert Redford has backtracked, and watching the film makes one grateful for the change of heart. As Forrest Tucker, Redford plays to all his still-formidable strengths: subtlety, effortless charisma and looks that, though weathered, are still irresistible. As “The Old Man & the Gun” opens, Forrest is doing what he does best: presenting himself as a sweet old guy shuffling up to a young, female bank teller and telling her to give him a satchel full of money. It’s all very quiet and civilized. In fact, he comes up with an ingenious feint that has the benefit of introducing him to Jewel (Sissy Spacek), a kindhearted ranch-woman with whom he embarks on a shy flirtation. When a detective (Casey Affleck) decides to run Forrest to the ground, what ensues is less a game of cat-andmouse than sloth-and-sea turtle. Indeed, writer-director David Lowery’s film ambles along with such unhurried, folksy ease that it’s easy to overlook the people — mostly women — Forrest leaves in his wake, victims who often look as if they will bear unseen injuries. That’s a testament to the protagonist’s manipulative skills, as well as to the disarmingly seductive gifts of the man who plays him: 60 years into a varied and vigorous career, the kid’s still a natural. Trolls ruin everything, case No. 437 Anna Faris deleted an Instagram post after people shamed her for looking too skinny. In the photo, which TMZ posted, the actress holds a trash can while wearing what look like nude shorts. She captioned it: “Having preshow jitters. … I eventually decided to put on pants.” According to TMZ, users left such comments as: “You look so unhealthy, eat,” and “This is alarming!” Faris deleted the photo shortly after. Jennifer Garner wants her divorce from Ben Affleck to be finalized by the end of the year, TMZ reported Thursday. The couple have been separated since June 2015, and Garner filed for divorce in April 2017. TMZ reported that Garner has filed documents asking her case to be transferred to a private judge so it can be handled faster. Also on Thursday, Affleck shared on Instagram that he completed 40 days in rehab for treatment for alcoholism. “Battling addiction is a life-long and difficult struggle,” he wrote. TMZ reported in August that Garner did not want to finalize a custody agreement with Affleck for their three children until Affleck was sober. (EXPRESS)

A judge on Thursday sentenced former rap mogul Marion “Suge” Knight to 28 years in prison for the 2015 death of a man he ran over outside a Compton, Calif., burger stand. The sentencing ended a nearly four-year court saga over the fatal confrontation. Knight, a co-founder of Death Row Records, pleaded no contest to voluntary manslaughter last month. (AP)

Lamar Odom’s representatives told People that tabloid reports claiming he was kidnapped over gambling debts and held hostage while visiting a woman in Oregon in June are not false. They say the woman making the claims is a former acquaintance who is stalking the ex-NBA star. Odom addressed the claim on Instagram Wednesday: “This bulls--- makes me wanna start my own gossip online platform and report stories only about me.” (EXPRESS)
