Her mother had been a cadet nurse in World War II, and in 1975 Chiccarelli, a dentist, joined the Air Force. But when she reported for duty, her commanding officer told her that he did not want women working there and assigned her to an auxiliary unit. On Saturday, watching the celebration for the 20th anniversary of the Women in Military Service for America Memorial, the retired lieutenant colonel’s eyes got misty. “We’ve touched every kind of service — medical, dental, computers, flying,” said Chiccarelli, 67, who had traveled from Panama City Beach, Fla., to attend with her daughter, who is in the Air Force and shares the same name. “Any place they needed people, women have stepped forward and demanded to give our talents to the country.” Women have been enlisting in the U.S. armed forces since 1917, but it wasn’t until 1997

Now the site, which includes indoor exhibits, attracts 150,000 visitors a year. Some visitors are scholars who come to view artifacts related to women’s military service — including books, photographs, documents and other objects donated by people around the country. Veterans can register and add a picture, the dates they served and a personal story. Lt. Col. Carmen Brown-Hill, 47, traveled from Oklahoma City to attend the anniversary, 20 years after being there for the memorial’s unveiling. local Tunnel for high-speed transport between D.C., Baltimore may proceed TRANSPORTATION Maryland’s Department of Transportation has given conditional approval to the construction of a tunnel from Baltimore to Washington, giving a boost — or hype, depending on one’s viewpoint — to entrepreneur Elon Musk’s plan to build a super-highspeed transportation system. The agency said Musk’s Boring Company can dig miles of tunnel
under state roads to be used for the privately financed Hyperloop. The decision was soon followed by a tweet from Gov. local THE DISTRICT D.C. police officers wearing body cameras reported using force about as often as colleagues who didn’t have them, and citizen complaints against the two groups were about even, according to a new study that bucks early expectations about the impact of the devices. When body cameras started to appear in police departments in 2014, experts predicted behavior on both sides of the badge would improve under the watchful eye of the lens. But the study by D.C.’s in-house research branch
suggests otherwise — a finding that could shift the debate on one argument used to put the cameras in virtually every big-city police department nationwide. D.C. Police Chief Peter Newsham said the results surprised department leaders and were “not what we anticipated.” He said it appears that in many police interactions, “cameras didn’t make a difference.” He said the recordings have been a valuable tool, providing a precise record of tense encounters, including police shootings.

Accusers: Why not Trump?
POLITICS Almost a year after New Yorker Jessica Leeds and other women stepped forward with harrowing accounts of being sexually assaulted by a powerful man, another scandal with similar elements exploded. Only this time, the punishment was swift and devastating. “It is hard to reconcile that Harvey Weinstein could be brought down with this, and [President] Trump just continues to be the Teflon Don,” said Leeds, who claims she was groped 30 years ago on a plane by Trump. In Florida, Melinda McGillivray was having much the same reaction. “What pisses me off is that the guy is president,” said McGillivray, who a year ago went public with claims that Trump grabbed her at Mar-a-Lago in 2003 when she was 23. “It’s that simple.” Leeds and McGillivray were among the 11 women who came forward in the 2016 campaign to accuse the then-Republican presidential candidate of unwanted touching or kissing. Trump called the charges “pure fiction” and referred to the women as “horrible, horrible liars.” Their claims did not stop the celebrity real estate titan on his climb to the most powerful office in the world. Most notable among them were Bill O’Reilly, the star Fox News anchor who was ousted less than a year after Roger Ailes, the network’s co-founder; and Weinstein, once regarded as one of the most influential figures in the entertainment business. The Weinstein scandal, which has featured graphic accounts of assault from a string of celebrity accusers, has sparked a national debate about sexual harassment. Many women, inspired by the #MeToo campaign, have taken
to social media to tell their own stories. But for Trump’s accusers, the renewed debate offers a reminder that their allegations did not have the same effect. Trump, unlike Weinstein, was able to deflect their claims — despite the disclosure of a video in which he was heard bragging about the kind of behavior some of the women had alleged. Trump has never followed through with his vow to sue his accusers or produce the “substantial evidence” he said would refute their claims. The frustrations of some
Trump accusers surfaced publicly in the days after The New York Times revealed the allegations against Weinstein. “My pain is everyday with bastard Trump as President,” tweeted Jill Harth, who once worked with Trump on organizing beauty pageants and sued him in 1997, claiming he had repeatedly groped her breasts, tried to touch her genitals and kissed her against her will. “No one gets it unless it happens to them. NO one!” Cathy Heller, who last year told The Guardian that Trump forcibly kissed the side of her mouth during a brunch at Mar-aLago in 1997, expressed dismay that “nothing stuck” against him. Heller said she wondered whether the fame of Weinstein’s accusers — who include Oscar winners such as Gwyneth Paltrow — played a role in how their claims were received. “A lot of them were actresses we’ve all heard of,” said Heller, 64. “When it’s a celebrity, it has more weight than just someone who he met at Mar-a-Lago or a beauty pageant contestant. They’re not people we’ve heard of. And that, in our society, has much more weight because they’re famous.” Heller said Weinstein’s removal from his production company made her glad that “finally something was really done and a guy finally got his dues, his just deserts,” she said. “We’ll see about Trump. JAPAN Japan’s ruling coalition appeared headed to an impressive win in national elections Sunday, in what would represent an endorsement for Prime Minister Shinzo Abe’s nearly five-year leadership. A victory would boost Abe’s chances of winning another three-year term next September as leader of the Liberal Democratic Party. That could extend his premiership to 2021, giving him more time to try to win a reluctant public over to his longtime goal of revising Japan’s pacifist constitution. In the immediate term, a win means a continuation of the policies Abe has pursued since he took office in December 2012 — a hard line on North Korea, close ties with Washington and a super-loose monetary policy. Japanese media projected that Abe’s LDP and its junior partner Komeito might even retain their two-thirds majority in the lower house of parliament. In unofficial results, the ruling coalition had won 312 seats in the 465-seat lower house, exceeding a two-thirds majority at 310, and other parties had 143 seats, Japanese public broadcaster NHK said. Final results may not be tallied until today. Abe’s ruling coalition already has a two-thirds majority in the upper house. Baby business booming BUSINESS The multibillion-dollar fertility industry is booming, and experimenting with business models that are changing the American family in new and unpredictable ways. Would-be parents seeking donor eggs and sperm can pick and choose from long checklists of physical and intellectual characteristics. Clinics now offer volume discounts, package deals and 100 percent guarantees for babymaking that are raising complicated ethical and legal questions. According to the Centers for Disease Control and Prevention, 12 percent of American women 15 to 55 — 7.3 million — have used some sort of fertility service; the use of assisted reproductive technologies has doubled in the past decade. In 2015, these procedures resulted in nearly 73,000 babies — 1.6 percent of all U.S. births. Most couples use their own eggs and sperm, turning to doctors to facilitate pregnancy through techniques such as in vitro fertilization (IVF). But the use of donor gametes is on the rise. The number of attempted pregnancies with donor eggs has soared from 1,800 in 1992 to almost 21,200 in 2015. Yet in the U.S., the industry remains largely self-regulated. Questions abound about the recruitment of donors; the ethics of screening and selecting embryos for physical characteristics; the ownership of the estimated millions of unused eggs, sperm samples and embryos in longterm storage; and the emerging ability to tinker with embryos via the gene-editing tool CRISPR. Earlier this year, a group of donor-conceived adults documented numerous ethical lapses in the industry, including donors who lied to prospective parents

Prospective parents can filter and sort potential donors by race and ethnic background, hair and eye color, and education level. Fertility companies freely admit that specimens from attractive donors go fast, but it’s intelligence that drives the pricing: Many companies charge more for donors with a graduate degree. Shady Grove Fertility, the nation’s largest clinic, offers refunds if couples don’t go home with a baby. New Hope Fertility in New York City held a lottery this year that awarded 30 couples a $30,000 round of IVF. And the California IVF Fertility Center is pioneering what some refer to as the “Costco model” of babymaking, creating batches of embryos using donor eggs and sperm that can be shared among several families. The Seattle Sperm Bank categorizes its donors into three popular categories: “top athletes,” “physicians, dentists and medical residents,” and “musicians.” “It’s a little unsettling to be marketing characteristics as potentially positive in a future child,” said Rebecca Dresser, a bioethicist at Washington University in St. Louis. “But it’s hard to think on what basis to prohibit that.” And so, Dresser said, “what we have now is prospective parents making judgments about what they think ‘good’ genes are” — decisions that are literally changing the face of the next generation. Judge to weigh punishment for Bergdahl MILITARY The fate of Bowe Bergdahl — the Army sergeant who pleaded guilty to endangering his comrades by leaving his post in Afghanistan in 2009 — now rests in the hands of a judge. A sentencing hearing for Bergdahl starts today at Fort Bragg, N.C., and is expected to feature dramatic testimony about soldiers and a Navy SEAL badly hurt while they searched for Bergdahl, who was held captive for five years by Taliban allies after leaving his post. Bergdahl faces up to life in prison on charges of desertion and misbehavior before the enemy after pleading guilty to the charges last week. He made his plea without striking a deal with prosecutors for a lesser punishment, opting instead for a move known as a “naked plea,” in hopes of leniency from the judge. Bergdahl’s lawyers also are hoping that the five years he spent as a Taliban captive will win him some leniency. Bergdahl, 31, has said he was caged, kept in darkness and beaten. He said he tried to escape numerous times. The judge will also have to resolve arguments by defense attorneys that President Trump unfairly swayed the court-martial by repeatedly called Bergdahl a “traitor” when the president ran for office. Kelley (ankle) was limited in practice Thursday and Friday but said he expects to be healthy enough to play. Coach Jay Gruden said Kelley will be slotted as the Redskins’ No. 1 running back if

TELEVISION That blip of a generation known as X, born roughly between 1964 and 1982, is accustomed to being overlooked. Betwixt and between the old analog world and the digital one, they play grown-ups now — doctors or presidents or recently divorced detectives or, most often, sitcom parents. Their spotlight is fading, but it was never that bright to begin with. It is deeply satisfying, then, to recommend two dramedies — “Loudermilk” on DirecTV and “Better Things” on FX — that feature main characters who offer unapologetic expressions of Generation X in a state of grumpy, middle-aged dissatisfaction. The bitterly funny dramedy “Loudermilk” offers an aged example of the species, with
Ron Livingston starring as Sam Loudermilk, a 50-year-old former rock critic and recovering alcoholic living in Seattle. Loudermilk supervises an Alcoholics Anonymous chapter that meets at a Catholic church. He shares a shabby but comfortable apartment with his sponsor and best friend, Ben (Will Sasso). Loudermilk resents technology and is unmoved by the prevalent notion that “GET OFF MY LAWN” is an effective millennial retort to an elder’s opinion. “You live in a world with other people. A similarly beautiful grouchiness sets the tone for Pamela Adlon’s “Better Things,” currently in its superb second season Thursdays on FX. The show explores the believably exasperating life of Sam Fox (played by Adlon), a single mother of three daughters in Los Angeles. Sam, who found early success as a child actress, pieces together enough bit parts and commercial work to eke out a comfortable living for her family. A few of the series’ best moments have also involved the get-off-your-phone conflicts that seem mandatory whenever GenX tries to connect with its Gen-Z
offspring. In one restaurant scene last season, Sam suggests that her tuned-out teenager Max (Mikey Madison) go sit with the man at the next table who is more interested in talking about himself than his female companion. “You should sit over there since you both don’t listen, and I will sit here with [his] lovely date.” As cliche as it may seem, these scenes are perhaps sending a message to future historians: Not all of Gen-X fell quietly and passively into the screen. Years from now, Gen-X characters will either look like all those cardigan-wearing Silent Generation sitcom dads bemoaning shaggy hair and loud music, or like concerned prophets of doom trying to snap the world out of a trance.
This celebrity competition, based on the segment made popular by James Corden on “The Late Late Show,” pits two stars against each other for a rap battle. The premiere episode features Usher and Anthony Anderson.

More than one critic has observed that in this year of disasters and strife, TV viewers want to escape via sitcom. I can’t think of a better refuge than “Rosehaven.” The Aussie series is now airing on SundanceTV (11 p.m. Wednesdays). The title is the made-up name of a town on the island of Tasmania. It’s so small a resident compares it to
a single aisle in a supermarket. Local boy Daniel McCallum, a wimpy, red-headed millennial, is living in Australia when the show begins. Then his mum, Barbara, calls from Rosehaven. She wants him to fill in at her real estate business while she has back surgery. Daniel bids goodbye to best bud Emma, who’s about to get married, and off he goes. Tasmania is bucolic and beautiful, with lush, green hills and low-hanging clouds. When dusk falls, a blue fog

envelops everything and the lights of homes and shops twinkle like fairy dust. But this isn’t quite a fairytale sitcom. Everyone in Rosehaven is a little bit weird. A locksmith is not to be trusted because, as one lady says, “I saw him smell a bush with no flowers once.” Daniel,
meanwhile, ineptly confronts bullies from his past and unwisely attempts to steal a kiss from a former girlfriend, now a doctor, while she’s scanning his body for moles. And who should show up but Emma. She says her new husband dumped her on their honeymoon. But if the groom
dumped his bride, why does he keep calling her? And does she secretly have a crush on Daniel? As for Daniel’s mother, she is officially my favorite tough-love TV mom — except she evinces no love. Daniel wants to do a great job running the family business. “I don’t remember asking you to take over,” she says brusquely. She orders him to just “answer the phone and make sure you don’t have any ants in the kitchenette.” And therein lies the beauty of “Rosehaven”: It makes you feel like you’re a million miles away in a very special place, and it also makes you very glad that Barbara McCallum is not your mother.
