Perry Debuts Flat Tax Proposals Presidential hopeful says plan would spur economic growth
8[^_dZ j^[ FhefeiWb
=hWo 9ekhj" I$9$ Republican presidential candidate Rick Perry proposed dramatic tax and spending changes Tuesday, saying he would let Americans choose between a 20 percent flat tax and the current system; allow private Social Security accounts; and slash government spending and regulation. Perry, seeking to regain the momentum he enjoyed in late August, said his plan would significantly spur economic growth. But analysts from the left and right said he would need draconian federal budget cuts to avoid massive deficits. In a pitch to conservatives, the Texas governor said his “Cut, Balance and Grow” plan was bolder than what his Republican rivals or President Obama would do. His proposal calls for gradually increasing eligibility ages for Social Security and Medicare, and for amend-

ing the Constitution to require balanced budgets. “America is under a crushing burden of debt, and the president simply offers larger deficits and the politics of class division,” Perry said in South Carolina, whose primary will follow early voting in Iowa and New Hampshire. “Others simply offer microwaved plans with warmed-over reforms based on current ingredients.”
The heart of Rick Perry’s plan would reduce or eliminate an array of taxes. He would end taxes on Social Security benefits, estates, dividends and capital gains, which would most help upper-income people. He would lower the corporate income tax rate as well as the personal income tax rate for those who choose his 20 percent flat rate. The top marginal tax rate on individual income is now 35 percent. (AP)
Herman Cain was the first presidential candidate to propose a flat tax this year. He called for a 9 percent income tax rate — and no deductions for most people — along with a 9 percent sales tax. Perry’s plan “hemorrhages revenue” for the government, said Chuck Marr, an economist at the liberal Center on Budget and Policy Priorities. But it would not demand higher taxes from middle- and low-income people, who would stick with the current tax code because they fare better under its progressive structure. CHARLES BABINGTON (AP)

Panel: Give HPV Vaccine to Boys Treatment may help prevent spread of virus through sex
Fh[l[djWj_l[ C[Wikh[i
7jbWdjW The controversial HPV shot given to girls should also be given to boys, in part to help prevent the spread of the virus through sex, a government medical panel said Tuesday. The expensive vaccine, which protects females against cervical cancer, hasn’t been popular. And doctors admit it will be a tough sell to parents of 11- and 12-yearold males, too. For ma les, t he vaccine is licensed to prevent genital warts and anal cancer. Experts say another key benefit of routinely vaccinating boys could be preventing the spread of the human papilloma virus to others through sex — making up somewhat for the disappointing vaccination rate in girls. The Advisory Committee on
The human papillomavirus vaccine protects against HPV, which is the most common sexually transmitted infection. HPV causes genital warts and, in women, can lead to cervical cancer, a disease that strikes about 12,000 American women a year and kills about 4,000. For males, the vaccine is aimed at protecting against genital warts and less common malignancies that HPV can cause, such as penile and anal cancer, as well as cancer of the mouth and throat. The virus causes at least 250,000 new cases of genital warts and an estimated 7,500 cancers in males each year, leading to perhaps about 1,000 deaths. Vaccinating boys and men would also help prevent the spread of the virus to sexual partners. (THE WASHINGTON POST )
Immunization Practices made the recommendation Tuesday. Federal health officials usually adopt what the panel says, and asks doctors and patients to follow the advice. The vaccine is approved for use in boys and girls ages 9 to 26, but it is usually given to 11- and 12-year olds when they are scheduled to get other vaccines. Some feel it’s unlikely most families will agree to get their sons vaccinated primarily to protect girls. An estimated 50 percent to 80 percent
of men and women are infected with HPV in their lifetimes, although most clear the infection without developing symptoms or illness, according to the Centers for Disease Control and Prevention. The vaccine has been available to boys for two years, but Tuesday’s vote by the committee was the first to strongly recommend routine vaccination. Officials acknowledged that the disappointing rate in girls encouraged them to take a new, hard look. MIKE STOBBE (AP)

Grave for Gadhafi Shrouded in Secrecy Ex-dictator buried as Libyans look to move past civil war C_ihWjW" B_XoW Flamboyant and grandiose in life, Moammar Gadhafi was buried in secrecy and anonymity, laid to rest in an unmarked grave before dawn in the Libyan desert. Gadhafi, 69, was buried Tuesday along with his son Muatassim and former defense minister Abu Bakr Younis after a reluctant Muslim cleric was ordered to say the
required prayers. The burial ended the gruesome spectacle of Gadhafi’s corpse on display in Misrata for four days after he was killed in his hometown of Sirte on Oct. 20. The grave’s location was not disclosed by officials for fear of vandalism by his foes and veneration by his die-hard supporters. Libya’s leaders hope the funeral will allow the country to turn the page on the Gadhafi era and the eight-month uprising. Still, the book cannot be shut, as unanswered questions remain about his slaying, and his son and onetime heir apparent, Seif al-Islam,

The Italian government and a broad European plan to save the euro were both at risk Tuesday, with Premier Silvio Berlusconi locked in a high-stakes battle with coalition partners to muster support for emergency measures demanded by the European Union. Markets are looking to the EU’s grand plan, promised in time for an EU summit Wednesday, to turn around the debt crisis and avert a potential global recession. But Berlusconi’s government showed little sign of meeting the EU’s demands for reforms, a prerequisite for the grand plan to go ahead. The EU wants Italy to raise its standard pension age from 65 to 67, change the legal system to encourage investment, and pass other reforms to improve growth. EU officials say they will not present their comprehensive plan if Italy doesn’t agree to the economic measures. A policy impasse this time could cost Berlusconi his power. (AP)

Urbanized Asia Prone to Disaster As cities grow, risk of flooding problems increase, experts say 8Wd]aea As millions of urbanites fear floods will rage through Thailand’s capital, some in enclaves of a bygone era watch the rising waters with hardly a worry — they live in old-fashioned houses perched on stilts. “No problem for them. They’ll be safe,” says boatman Thongrat Sasai, floating along one of the remaining canals that once crisscrossed Bangkok. Like much of Asia, the city and its environs have experienced floods since Bangkok’s founding more than two centuries ago. But recent decades have witnessed dramatic changes — from intense urbanization to rising waters blamed on climate change — that are turning once-bearable events into crises. “In a sense, traditional society had an easier coexistence with water and flooding,” says Aslam Perawaiz, of the Bangkok-based Asian Disaster Preparedness Cen-

EdenPURE ranked #1 in North America ®
Save $192 - biggest savings ever Never be cold again
How it works:
Bob Vila, America’s Favorite Home Improvement Expert, Canton, Ohio
I know why millions of Americans are saving on their heating bills with the EdenPURE ® Infrared Portable Heater. And now you can save up to $192, our lowest prices ever on the new 2012 EdenPURE® Personal Heater. The heater I personally rank #1 in North America. For over 30 years as your home improvement television host, I have reviewed and experienced thousands of products. I have an EdenPURE ® in my Massachusetts home and found it to be a very safe and reliable source of portable heat. This is one of those few comfort investments I can recommend for your home that will truly pay dividends. We all know heating costs are expected to remain at record levels. The cost of heating our homes will continue to be a significant burden on the family budget. The EdenPURE® can cut your heating bills, pay for itself in a matter of weeks, and then start putting a great deal of extra money in your pocket after that. With over one million satisfied customers around the world, the new EdenPURE ® heats better, faster, saves more on heating bills, and runs almost silent. A major cause of residential fires in the United States is portable heaters. The choice of fire and safety professionals everywhere, the EdenPURE® has no exposed heating elements that can cause a fire. The outside of the EdenPURE® only gets warm to the touch so that it will not burn children or pets. And your pet may be just like my dog who has reserved a favorite spot near the EdenPURE®. Accept no imitations. The EdenPURE® can also help you feel better. Unlike EdenPURE® imitators, it will not reduce humidity or oxygen in the room. These imitators use ce-
Heats floor to the same temperature as ceiling.

1. Electricity ignites powerful SYLVANIA infrared lamps. 2. The quartz infrared lamp gently warms the patented copper heating chambers.
3. The soft heat “rides” the humidity in the room and provides even, moist, soft heat ceiling to floor and wall to wall without reducing oxygen and humidity.

ramic plates instead of our patented copper. Cheap ceramic plates reduce humidity, dry out your sinuses and make your skin dry. With other heating sources, you'll notice that you get sleepy when the heat comes on because they are burning up oxygen. The advanced space-age EdenPURE ® also heats the room evenly, wall to wall and floor to ceiling. Other heating sources heat rooms unevenly with most of the heat concentrated high and to the center of the room. And as you know, portable heaters only heat an area a few feet around the heater. With the EdenPURE®, the temperature will not vary in any part of the room. How can a person cut their heating bill with the EdenPURE®? First, the EdenPURE® uses less energy to create heat than many other sources, but that is just part of why it will cut a person’s heating bill. The EdenPURE® will heat a room in minutes. You will immediately notice the difference! Therefore, you can turn the heat down in your
house to as low as 50 degrees, but the room you are occupying, which has the EdenPURE ® , will be warm and comfortable. Your EdenPURE ® easily moves from room to room. Using zone heating keeps you comfortable and reduces your heating bills. This can drasti-
cally cut heating bills; in some instances, the savings may be substantial. The EdenPURE® will pay for itself in weeks. It will keep a great deal of extra money in a user’s pocket. Because of today’s spiraling gas, oil, propane, and other energy costs, the EdenPURE® will provide even greater savings as time goes by. The EdenPURE® Personal Heater comes with a comprehensive three year warranty and a 60-day, no questions asked, satisfaction guarantee – EdenPURE® will even pay for
the return shipping. There is absolutely no risk. And EdenPURE ® is the only portable heater with a National Service Network. How to order: During this special 10 day offer we can deliver to your home our Personal Heater which comfortably covers an area up to 350 square feet. During our special, you are eligible for a $175 DISCOUNT PLUS FREE SHIPPING AND HANDLING FOR A TOTAL SAVINGS OF UP TO $192 on the EdenPURE ® Personal Heater. Our largest
discount ever. This special offer expires in 10 days. If you order after that, we reserve the right to either accept or reject order requests at the discounted price. See my attached Authorized Discount Coupon to take advantage of this savings opportunity. The EdenPURE® carries a 60-day unconditional, no-risk guarantee. If you are not totally satisfied, return it at our expense and your purchase price will be refunded. No questions asked. There is also a 3year warranty for the Personal Heater.

9el[h Ijeho encampment at Freedom Plaza. Protesters said the stories behind the District’s homeless are emblematic of a political and economic system failing the lower class.
Common Ground Patrick Clark is among the District’s homeless who are grateful for the Occupy D.C. protesters in McPherson Square.
MWi^_d]jed Rafael Cruz has been on the streets for four years, often catching free dinner from a mobile soup kitchen at McPherson Square before settling in for the night on the steps of a church. Cruz, 50, said he can earn up to a couple hundred dollars a week doing odd jobs. But the welder said he can’t afford a $500-a-month apartment, and he was convinced that few of those in suits who walk past him each day care. But three weeks ago, Cruz noticed young adults putting down camping gear in McPherson Square and making political signs that he related to. Cruz found himself wanting to join because he’s convinced officials care about the rich more than they do the poor. “If Barack Obama did what he
Though some homeless resent the newcomers’ claim on the park, many said the new neighbors are raising awareness while boosting their quality of life by bringing a sense of security and community to an otherwise cruel existence. The “occupiers provide the homeless with clothing, medical help, food and the opportunity to participate in forums and teach-ins. In turn, street veterans help protesters survive the outdoors. “I hope t hey a re here for months, said Lynwood Baylor, 64, who sleeps in a shelter but sits in McPherson Square during the day. “This is the first time I have seen so many people here [at the park] for the same thing. There really is strength in numbers.

MWd_d] Jeb[hWdY[ Fed up with petty crime; the all-night racket of beating drums; the smell of human waste; and the sight of trampled flowers and grass, police and neighbors are losing patience with some of the anti-Wall Street protests across the U.S.
In Oakland, Calif., police in riot gear fired tear gas and bean bags before dawn Tuesday to disperse about 170 protesters who had been camping in front of City Hall for the past two weeks, and 75 people were arrested. The mayor of Providence, R.I., is threatening to go to court within days to evict protesters from a park. Businesses and residents near New York’s Zuccotti Park, the unofficial headquarters of the movement that began in mid-September, are demanding something be done to discourage the hundreds of protesters from urinating in the street and making noise at all hours.

was supposed to do, we wouldn’t be in this shape, Cruz said. “He put the money for schools and jobs and he put it in Wall Street. ... I’m waiting for a tent because I want to go protest. More than any other group in the District, the occupation movements are affecting many of the city’s estimated 6,500 homeless. While protests are routine here, it’s not every day that demonstrators rally in someone’s bedroom. In growing numbers, the city’s homeless are embracing the 100plus tent Occupy D.C. at McPherson Square and the Stop the Machine
But as the homeless join the protests, officials are growing uneasy over the modern-day tent cities. The camps include some families with children, and police have begun to worry about their safety, noting some homeless have a history of mental illness. A homeless man pulled a knife last week when some demonstrators urged him to leave McPherson Square after he became disruptive, officials and Occupy D.C. organizers said. Council member Jim Graham, D-Ward 1, chairman of the Human Services Committee, is concerned the homeless will get used to the tents. “We put a lot of money in this city into homeless shelters and support and temporary housing, Graham said. “I want people sleeping in apartments, not tents. TIM CR AIG (THE WASHINGTON POST )

NoVa commission says state owes it $8M in capital funds 7hb_d]jed The Northern Virginia Transportation Commission said Tuesday that it had received most of the funds that Virginia had withheld in a scuffle over local transit board seats but is still waiting on $8 million for capital projects. Since July, the Department of Rail and Public Transportation has withheld roughly $30 million from the NVTC because it refused to sign a new agreement that would allow Virginia officials more say on the boards. The NVTC, which appoints four members to Metro’s board, said it had concerns about how many seats the state wanted and whether it would violate existing contracts, including the one for Metro. After the state made changes clarifying that it was seeking only one seat, the NVTC last week signed the agreement.

Kala Quintana, director of communications for the NVTC, said Tuesday that the group had received nearly $30 million from the DRPT — the first batch came Friday for $9.4 million in operating funds, and another $20.6 million came Monday. “The immediate crisis has been averted,” she said. “We won’t be shutting down service anytime soon, because we do have our money.” But the NVTC said it is still owed roughly $8 million in capital funds. Quintana said the state wouldn’t “send us the forms to file for the capital until the agreement was signed.” Once the NVTC signed the amendment last week, the state sent the 38 different forms on Wednesday. Quintana said that the forms have been completed and returned to the state. “I hope they will process these as quickly as possible,” she said. “We did them as quickly as we could.” She said the $8 million is critical because “transit is so vastly underfunded.”
8WYaijeho Each year, the rail and transportation department gives $168 million to the NVTC. The money helps fund Metro, Virginia Railway Express and bus systems in Arlington, Fairfax, Loudoun and Alexandria. The disagreement over the funds occurred as Virginia Gov. Robert F. McDonnell appointed lawyer and longtime NoVa business leader James Dyke to the NVTC board last month. The NVTC board comprises officials from Loudoun, Fairfax and Arlington counties and the cities of Falls Church, Alexandria and Fairfax. (T WP)
“These are for things like buses and infrastructure that requires payment,” she said. “This money is for buses that have been purchased and VRE locomotives that need to be paid for.” Kimberly Kovac, a DRPT spokeswoman, confirmed the $30 million was sent as well as the forms for capital and other non-operating projects. Sulaimon Brown Pleads Not Guilty in Traffic Court A former District of Columbia mayoral candidate has pleaded not guilty to a charge of driving without a valid license. Sulaimon Brown entered the plea Tuesday and requested to go to trial. He was ordered to return to court on Nov. 14. Brown lives in Washington but has a Maryland driver’s license he claims is valid. Judge Richard Ringell advised him to obtain a D.C. license before he returns to court and said he could be jailed if he’s caught driving again without a valid license. (AP) 7B;N7D:H?7

The gift makes the world’s largest retailer one of the project’s “founding donors,” who have given more than $1 million. Dog Walker Cleared in Poop Case <W_h\Wn" LW$ A Fairfax County woman has been found not guilty of violating the pooper scooper law. After a several-hour trial, a jury cleared Kimberly Zakrzewski of allegations that she left behind Baxter’s business. The case began one morning in April when Virginia Cornell said she saw her neighbor, Zakrzewski, leave behind a mess left by Baxter, a f luffy, Westiebichon frise mix. said no such incident occurred. Zakrzewski’s misdemeanor case was first heard in Fairfax County District Court. She said she missed the June court date, was found guilty and fined $250. Zakrzewski had the right to appeal her case to Circuit Court, which is where Tuesday’s trial occurred. She said that she understood the case must appear “absolutely absurd” to outsiders but that she had no choice other than to defend herself against the charges. JUSTIN JOUVENAL (THE WASHINGTON POST)
Last year, former first lady Laura Bush joined an advisory board to help raise money for the museum project. Others who have helped raise funds include Oprah Winfrey, Quincy Jones, Brown University President Ruth Simmons and Target Corp. CEO Gregg Steinhafel. (AP)
The Smithsonian is working to privately raise about half of the $500 million cost for what will be its 19th museum. Congress has pledged to provide the other half of the funding. In 2009, the Bill and Melinda Gates foundation gave $10 million to help start the effort. Bunch said the museum is on track to raise about $200 million by the end of 2012. As of this month, it’s nearly halfway there, Bunch said. BRET T ZONGKER (AP)

Rangers catcher Mike Napoli, left, throws the ball to second base after Cardinals star Albert Pujols, right, strikes out Monday.
Defining Moment Heroes on both sides emerge as Rangers near their first title Fhe 8Wi[XWbb Albert Pujols made the first big dent in this World Series, and then it was Mike Napoli’s turn. Bases loaded, eighth inning, tie game. A ballpark full of fans on their feet, “Nap-Oh-Lee” flashing on the scoreboard, crowd chanting his name. And, boy, did he deliver. A booming double that put his Texas Rangers one win from their first championship, a gigantic hit that moved him closer to possibly becoming the series’ MVP.
Napoli and the Rangers can close out the St. Louis Cardinals in Game 6 at Busch Stadium on Wednesday night. If they do, the catcher who was traded twice within a week in January will be a central part of the lore.

Cardinals ace Chris Carpenter, the franchise leader in postseason wins, says it’s not fair how October efforts can frame a player. “I think what defines who you are is, one, the consistency you put in day in and day out as a professional; and two, how you go about your business on and off the field,” he said. Despite being on the edge of the playoff picture for weeks and having the offensive capabilities to compete with just about anyone in the league, D.C. ultimately couldn’t get past its defensive shortcomings, its inconsistency and some inopportune injuries, limping to an 0-5-1 record in the final six games. “I’m disappointed, because this latter part of the season, this last stretch has not been good,” coach Ben Olsen said after Saturday’s season-ending 1-0 loss to Sporting Kansas City. “We have some excuses, some injuries, and in a lot of ways, they are real. But I still think that with a break or two, we were a playoff team. That’s what’s disappointing to me, that I couldn’t squeeze enough out of every guy to get into the playoffs.” Between the team’s Oct. 15 stoppage-time collapse against Chicago and its inability to top Portland in a wild finish Oct. 19, United lacked a killer instinct when it mattered most. Injuries, most notably to in-form left winger Chris Pontius, and the club’s youth movement also prevented United from reaching the

Charlie Davies’ comeback was remarkable, but his play over the past few months left much to be desired, and his frustration over a lack of playing time toward the end was palpable. His loan from French club Sochaux expires at the end of the year, and both sides must agree that a return makes sense.
'
Will D.C. Commit to De Rosario? After Dwayne De Rosario’s huge season, United must decide whether it should give the 33-yearold a longer-term, big-money deal or risk having an unsatisfied superstar in an otherwise young locker room.
(
Roster reshuffling: With the Montreal Impact joining MLS in 2012, D.C. may lose a piece to its puzzle in next month’s expansion draft. On the other hand, United used last year’s re-entry draft to help land Josh Wolff and Joseph Ngwenya. A.C.

postseason. But unlike after last season’s poor campaign, hope is the prevailing sentiment from the home locker room at RFK Stadium. D.C.’s young nucleus of secondyear players — Bill Hamid, Andy Najar and rookies Perry Kitchen and Ethan White — received muchneeded seasoning and should only improve. Combined with the likes of Dwayne De Rosario and a recovered Pontius, they should make D.C. a team to watch in 2012. AVI CREDITOR

Big 12 Paves Way for West Virginia 9ebb[][ <eejXWbb The Big 12 has approved bringing in West Virginia to replace Missouri when the Tigers complete their move to the Southeastern Conference, a person with knowledge of the decision told The Associated Press on Tuesday. The person spoke on condition of anonymity because neither the school nor the Big 12 had announced that its board of directors unanimously approved inviting West Virginia when Missouri’s spot opens
up. The move would allow the Big 12 to maintain 10 members and is another blow to the embattled Big East, which already has lost two members and one member-to-be in the last six weeks. The Big East is trying to reconfigure as a 12-team football league and has been courting Boise State, Navy and Air Force as football-only members, and Central Florida, SMU and Houston for all sports. Commissioner John Marinatto met with officials from some of those schools Sunday in Washington. (AP)

Tom Waits’ songs are better known than he is. Here are three artists who’ve covered his work.
Snout of Style
8hkY[ Ifh_d]ij[[d
Last month, I pitched an idea for a photo shoot that, in my mind, seemed ingenious. We planned to shoot a woman in menswear, and I suggested we contrast the masculinity with something soft. My brilliance? “She could hold a live, woolly animal. Think Tilda Swinton with a lamb!” My editor scoffed but had me present the concept to the art director anyhow, who deemed it, for us, “the dumbest idea I’ve ever heard.” 8o AWj^[h_d[ He was right: farm 8eob[ animals? What was I thinking? Well, sometimes fashion editors don’t think, and we get offensive stories with models in $5,000 gowns flanked by Maasai people or, worse, Kate Moss in a Ren Fest-y dress in Vogue, extolling her love of “gypsies.” On rare occasions, though, magazines produce an odd idea well. InStyle’s November spread with famed Muppet Miss Piggy is unexpectedly brilliant. Wearing outfits by Jason Wu and, above, Suno, the porky puppet satirizes every celeb fashion spread you’ve ever seen. It’s surprising social commentary for an industry that often lacks self-awareness. Fashion and farm animals? It sounds dumb, but when done with a famous pig, it’s a winning combination.
There are probably millions of Garden State gals who think the Boss wrote “Jersey Girl” just for them, but this tender song was actually written by Waits and his wife, Kathleen Brennan.

Tom Waits remains one of music’s great outliers, pushing boundaries on his own distinctive terms 7bXkc H[l_[m There is something astonishing about the near unanimity that characterizes Tom Waits’ acceptance as an important artist and admired fixture in American song, one worthy of comparison to everyone from Gershwin to Dylan.
Given that Waits’ most famous characteristic is a voice that resembles sandpaper in a blender, it 8WZ Wi C[ is a mark of his talent that one generTom Waits ation after the next falls into his thrall. Best of all, following a career that stretches nearly four decades, Waits remains an energetic and agitated musical outlier, pushing boundaries and avoiding compromise.
On Waits’ seminal 1985 album, “Rain Dogs,” “Downtown Train” is a dark lament — you can feel the desperation in his voice. Somehow, Stewart turned it into a pop hit in 1989.
IYWhb[jj @e^Wdiied Most scratched their heads when the actress announced that she would release an album in 2008, and the whole thing would be made up entirely of Waits covers. We’re still confused.

“Bad as Me” is loaded for bear with a baker’s dozen of terrific compositions. The album’s opener, “Chicago,” is an urgent, aggressive gutbucket blues, and when Waits shouts “All aboard!” the listener has to follow. The ensuing road is rough and ra mshack le but ne ver less t ha n thrilling. On the noir-ish shuffle “Talking at the Same Time,” Waits muses on our current state of war and economic depression, singing in a startling, nearandrogynous falsetto. The rough-andtumble “Get Lost” weds the immediacy of Elvis’ Sun Sessions to brutal garage rock. The titular track echoes Screamin’ Jay Hawkins at his most belligerent and unapologetic. The album’s closing ballad, “New Year’s Eve,” is a Waits classic. On that track, he audaciously pairs the chorus of “Auld Lang Sy ne” to a winding multicharacter narrative of his invention. The effect is stunning: Over the course of four-and-a-half minutes, Waits somehow alchemizes eight decades of folk culture into something wholly modern and original. It is a towering song sprung from the mind of a great author, one who began as a faithful follower and graduated into a legend of his own. ELIZ ABETH NELSON (THE WASHINGTON POST )

“Whitechapel.” It embraces two U.K. traditions with a certain gusto. In the first episode, it recalls the great Victorian mystery of Jack the Ripper. And its story is shot through with the class antagonisms of British society. Detective Joseph Chandler (Rupert Penry-Jones) has his hands full. London is beset by a horrible serial killer, and the fussy, fastidious and relatively untested Chandler faces a squad of angry, resentful officers who seethe at his style and generally ignore his directives. Chief among his troubles is Detective Miles (Phil Davis), a tough cop who considers Chandler a naive, inexperienced paperpusher whose only knowledge

They say that if you walk late at night up Hog Alley — a short, steep street in Harpers Ferry, W.Va. — you might see a tall black man, dressed like a gentleman from the 1800s, pacing up and down. If you get close enough, he slowly lifts his head to show piercing blue eyes. But when he lifts his head a little farther, you see blood dripping from a scar that goes from ear to ear. ... Agghhhhhhh! There’s no better time than the Halloween season to hear a good ghost story. In the dark. By lantern light. I’m landing in India on Dec. 27, and my passport expires on May 29, 2012. The visa I’m getting is for six months, although I’ll be back sometime in January. Should I renew my passport? Typically, your passport should have a cushion of six months before it expires. To be safe, I would renew it. The State Department says its processing time is four to six weeks, but it could very well be less. You do get a new passport number so call the airline with the new number.

In 1945 Chicago, the Pump Room at the Ambassador Hotel served some items that sound familiar (lobster thermidor, lima beans in butter) and others that seem mystifying (What is this “Bermuda sauce” they’re putting on ice cream?). And in the 1940s and 1950s, there were enough Polynesian gods decorating American menus to launch a thousand Tiki bars. Late 19th- through late 20th-century restaurant customs meet dazzling printed designs in the new book “Menu Design in America” ($37, Taschen). We caught up with editor (and menu collector) Jim Heimann about what used to make ordering so enjoyable. JENNIFER BARGER (E X PRES S) When did people start using menus in the U.S.?
The tradition of getting a fancy menu started in the 1800s, when there weren’t so many restaurants. Most were for hotels or banquets, and they pulled out all the stops and did things like ribbon and scripts.

Well, there’s this place, the Hofbrau House, in Chicago, which had a lot of pig dishes that didn’t seem appealing — pig knuckles, pig in jelly. And you definitely see a lot of frog’s legs. Why do people save menus?

Probably first as a souvenir of an event. And sometimes you find them folded because people took them surreptitiously.
)
How did menus change in style as the 20th century went on?
The floodgates really opened at the turn of the 20th century. Before that, it had been sort of an elite thing, but when the graphic arts started to progress, menus really got started. And in this book, menus come in nutty shapes — hamburgers, frogs, crabs. What’s the most unusual thing you’ve seen?
I have one menu that’s in the shape of a woman doing the striptease. She’s an angel, and as you open it up, you’re opening up her cloth-

Was there a golden age of menu design?
When photography became more prominent, you started seeing photographs on menus, and that started the descent of the illustrated cover. Now chefs tend to print them on a computer and change their menus around a lot.

SCORPIO (Oct. 23-Nov. 21) Quality, not quantity, is likely to be the key issue today, and you must be sure you don’t get confused between the two. They are not the same. SAGITTARIUS (Nov. 22-Dec. 21) Putting your plans into motion today can come as naturally as anything else you do, but something may hold you back. CAPRICORN (Dec. 22-Jan. 19) You may want to give someone a taste of his or her own medicine today — but first you may want to consider unforeseen reactions. AQUARIUS (Jan. 20-Feb. 18) You may want to do something with your money that others consider unconventional — or even foolhardy. PISCES (Feb. 19-March 20) You may have experienced a setback recently, but today you’ll feel your confidence and ability are on the rise. It’s time to make a move.

GEMINI (May 21-June 20) You’re after something that is good for you, but not so good for the person who provides it. There may be some negotiating to do.
<EKH H79A JEJ7B Make a 2-7 letter word from the letters in each row. Add points of each word using scoring directions at right. 7-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.
ARIES (March 21-April 19) When you think back over a past encounter, you’ll realize that things did not, perhaps, transpire exactly as you had thought. TAURUS (April 20-May 20) You and a rival have much more in common than you may think, though you may be more resistant to join forces than he or she is.

VIRGO (Aug. 23-Sept. 22) You can say things in a much more creative way than usual today and win a new kind of support from those around you. LIBRA (Sept. 23-Oct. 22) You may be hesitant to call in a favor, but it is likely to be the only way you can climb out of a rut and turn things around.
