A 10-year-old Cleveland, Ohio, boy was charged last week with felony fleeing and eluding for leading police on a miles-long pursuit that hit 100 mph. Officials said the boy — whose mom said he was bored — took the car joyriding for the second time in two weeks. “He was a good driver for being 10 years old,” an eyewitness to the chase told a local TV station. “I don’t see how he even looked over the steering wheel.” (AP)

Andres aims to expand aid PUERTO RICO After preparing 2 million meals for the people of Puerto Rico, often the only hot food locals had on the island following Hurricane Maria, chef and restaurateur Jose Andres and his nonprofit organization are now looking to expand their mission and focus their efforts on feeding other victims of natural disasters. World Central Kitchen and the famous globe-trotting chef who founded it have attracted a lot of attention for their work in Puerto Rico since they arrived in late September. The group, along with a network of chefs, restaurants, food trucks, schools and volunteers, has developed a whole new model for feeding the hungry following a disaster. They activated any working kitchen they could find, whether a school or a coliseum, and put it to work preparing fresh meals for residents. Their efforts at preparing and distributing stews, paella and other hot meals have been particularly important in Puerto

I can’t just say, ‘Now, I’m closing.’ It would be a disservice to America.” To make the transition into a major disaster relief organization, Andres and WCK will have to make some big decisions. Will they focus on disasters on the U.S. mainland? Or in the American territories in the Caribbean? “We’ll go through that process in the next weeks,” Andres said. “But obviously we cannot disappear. ... I think our role has been fulfilled and maybe the reason I created World Central Kitchen was to take care of Puerto Rico. I don’t know. Virginia is the only competitive governor’s race in the country this year, and the contest between Republican Ed Gillespie and Democrat Ralph Northam could be an early referendum on President Trump’s political popularity ahead of the 2018 midterm elections. TRANSPORTATION Metro riders would face no fare increases or service cuts for the next 20 months, but the jurisdictions that fund the transit agency would pay more to subsidize its costs under a new budget proposed by Metro General Manager Paul J. Wiedefeld and scheduled to be released today. Instead of burdening riders, who are still smarting from this year’s fare hikes and service reductions, the $3.1 billion operating and capital budget for the fiscal year that begins July 1 would rely on a $165 million increase in subsidies from the District, Maryland and Virginia to cover Metro’s needs. The ask from the governments is less onerous than many had anticipated. But it’s still more than the jurisdictions have said they can afford, and Wiedefeld warned that it’s just a taste of much bigger demands to come. The budget, a summary of which was obtained by The Washington Post, projects that the need for additional capital spending for new equipment and repairs will soar in coming years to nearly triple what area governments are contributing now. “The region has got to come to grips with how they’re going to

afford that,” Wiedefeld said in an interview. “There are structural issues here that we need to address. We cannot maintain this into the future.” Regional leaders have argued for more than a year over how to cover Metro’s long-term costs, but the issue has been mired in infighting among local governments and resistance to new taxes. Wiedefeld’s budget appears designed to buy time by keeping new demands comparatively low, thus giving the region more time to come up with a plan for a longterm, dedicated revenue source. At the same time, he is sounding an alarm that demands on local governments will become unsustainable unless they approve dedicated funding, and Congress extends a federal subsidy for the agency that is scheduled to expire in two years.

Wiedefeld is scheduled to present the initial budget plan to the Metro board Thursday. A formal proposal will be published in December, followed by board deliberations and public outreach, with adoption in March. When it comes to day-to-day operations, Wiedefeld’s proposed budget holds the line on expenses: The operating budget would increase by $12 million, or less than 1 percent, to about $1.84 billion. Metro officials anticipate ridership will remain flat in the coming year, down 5 percent from the fiscal year that ended in June. Wiedefeld said the agency can balance its books through a combination of management cuts, reductions in overtime, outsourcing, increased parking fees and new advertising revenue. SAN JUAN, PUERTO RICO The head of Puerto Rico’s power company said Sunday the agency will cancel its $300 million contract with Whitefish Energy Holdings amid increased scrutiny of the tiny Montana company’s role in restoring the island’s power system following Hurricane Maria. The announcement by Ricardo Ramos came hours after Gov. Ricardo Rossello urged the company to scrap the deal. Ramos said Whitefish will continue with current work, but the contract for pending work would be scrapped — leading to a delay of 10 to 12 weeks in completing that work. “It’s an enormous distraction,” Ramos said, explaining why he canceled the contract. “This was negatively impacting the work we’re already doing.” Federal investigators have been trying to investigate the contract awarded to the small company from Interior Secretary Ryan Zinke’s hometown, and the deal, signed shortly before the hurricane hit, is being audited at the local and federal level. Whitefish spokesman Chris Chiames told The Associated Press that the company was “very disappointed” in the governor’s decision, and said it would only delay efforts to restore power.

The agency could not immediately be reached for comment. The governor also announced the appointment of an outside coordinator to oversee the power company’s purchase and contracting division. “If something illegal was done, once again, the officials involved in that process will feel the full weight of the law, and I will take administrative actions,” Rossello said. Roughly 70 percent of the island remains without power more

than a month after Hurricane Maria struck the U.S. territory on Sept. 20 as a Category 4 storm with winds of up to 154 mph. Ramos has said Puerto Rico’s Electric Power Authority reached a deal with Whitefish just days before the hurricane struck, and that he spoke with at least five other companies that demanded similar rates, in addition to a down payment the agency did not have. Whitefish Energy Holdings is based in Whitefish, Mont. Zinke, a former Montana congressman, knows Whitefish CEO Andy Techmanski, and Zinke’s son also had a summer job at a Whitefish construction site.

Being a former president has a lot of perks, but freedom from jury duty is not one of them. The Chicago Tribune reported last week that former President Barack Obama will report for jury duty in November in Cook County, Ill.; the Obamas own a home in Chicago. A court official said that Obama’s safety and security would be paramount and declined to specify when or where Obama would appear. Former presidents George W. POLITICS On Sunday morning, President Trump expressed frustration that his campaign is under investigation over possible ties to Russia’s plot to influence the 2016 election but that his former opponent Hillary Clinton is not facing the same level of scrutiny. In four tweets sent over 24 minutes, Trump wrote: “Never seen such Republican ANGER & UNITY as I have concerning the lack of investigation on Clinton made Fake Dossier (now $12,000,000?), the Uranium to Russia deal, the 33,000 plus deleted Emails, the Comey fix and so much more. FBI Director J. Edgar Hoover dictated a memo Nov. 24, 1963 — two days after Kennedy was killed and just hours after Jack Ruby fatally shot Lee Harvey Oswald in Dallas. Hoover said the FBI had an agent at the hospital in hopes of getting a confession from Oswald, but he died before that could happen. Hoover said he was concerned about “having something issued so we can convince the public that Oswald is the real assassin.”

U.S. Director of Central Intelligence Richard Helms said in a 1975 deposition that President Lyndon B. Johnson “used to go around saying that the reason [Kennedy] was assassinated was that he had assassinated [South Vietnamese President Ngo Dinh] Diem and this was just justice.” Diem and his brother were killed Nov. 2, 1963, after a coup by South Vietnamese generals.

In a 1966 letter, Hoover wrote that an FBI source reported that KGB officials claimed to have information in 1965 “purporting to indicate” Johnson had a role in the assassination. The source said the New York residency of the former Soviet Union’s intelligence agency received instructions from Moscow in September 1965 to “develop all possible information” on Johnson. Those instructions contained the assertion about LBJ.

A 1975 document described a $150,000 CIA offer to have Cuban leader Fidel Castro assassinated, but the mafia insisted on taking the job for free. The underworld murderfor-hire contract was detailed in a summary of a May 1962 CIA briefing for then-Attorney General Robert Kennedy. By then, the Kennedy White House had launched its failed Bay of Pigs invasion of Cuba and several attempts to kill Castro had failed.

With no managerial experience, Martinez represents a stark departure from Baker, who was the winningest active manager when his Nationals’ tenure ended. Martinez follows Matt Williams as the second rookie manager in the past five seasons for Washington. Williams won the NL Manager of the Year Award and took the Nationals to the playoffs in 2014. MLB The Nationals have agreed to a deal with Cubs bench coach Dave Martinez to become their next manager, according to a person familiar with the situation. As of Sunday afternoon, the club was still finalizing the details of a three-year deal with an option for a fourth. Martinez, 53, has served as Joe Maddon’s bench coach in Chicago and Tampa Bay for a decade but has never managed. The Nationals received permission Monday to discuss the job with Martinez, and he had a lengthy interview Thursday in Washington that included dinner with ownership. Martinez was considered the front-runner to replace Dusty Baker since the Nationals parted ways with the veteran manager Oct. 20. Washington also interviewed former Red Sox manager John Farrell on Friday, though briefly, and while Washington was also granted permission to speak with Mets hitting coach Kevin Long, it was unclear whether they did so or not.

Dave Martinez has no managerial experience but won the World Series last year and went to the NLCS two other times as the Cubs’ bench coach.

As Maddon’s right-hand man, Martinez helped the Rays win the AL pennant in 2008 and was a part of the Cubs’ World Series victory a year ago. On the heels of this year’s Emmy-winning Hulu series “The Handmaid’s Tale” comes a second adaptation of a Margaret Atwood novel. This six-episode miniseries follows a double murder in a Canadian town in 1843.

The perfect throwback In the ‘homage’ era, the satisfying new season of ‘Stranger Things’ is the prototype STREAMING Somewhere along the path of lostand-found ideas, popular culture decided that the rip-off is the highest form of praise there is. Rip-off, of course, is an insulting word to apply to something as absorbingly entertaining as “Stranger Things,” so we settle on “homage” — the all-purpose word that made it safe for filmmakers and TV creators to build new stories from the sentimental scraps of stuff that came before. T h e D u ffer Br ot h er s ’ “Stranger Things” first arrived in 2016 looking very much like an old videocassette movie found on the back shelf in a summer lake cabin. Although its production values are strictly 21st-century, the essence of “Stranger Things” is fed by a never-dry river of 1980s nostalgia that informs its plot, setting and characters. Easy references to Spielberg, Stephen King and John Carpenter drench “Stranger Things,” as do obvious nods to the decade’s slasher films and teen-angst comedies.

The first season was set in late 1983, in Hawkins, Ind., where a harried single mother, Joyce Byers (Winona Ryder, whose very presence acts as an ’80s imprimatur), goes out of her mind with worry when her 12-year-old son, Will (Noah Schnapp), disappears with a monstrous beast to a parallel existence nicknamed “the Upside Down.” As Will’s best pals, Mike, Dustin and Lucas (Finn Wolfhard, Gaten Matarazzo and Caleb McLaughlin), hunt for their friend with the urgent energy of Spielbergian youths, they eventually meet a frightened, nearly mute girl nicknamed Eleven (Millie Bobby Brown). In the final showdown, Eleven’s psychokinetic abilities save the day. If the Duffers were only just trying to be ’80s mimic artists, they might have intentionally delivered a lesser sequel, something bloated and jokey. The good news is that the nine-episode second season, out now on Netflix, is more satisfying. The story this time has the luxury of slowing

The story picks up in October 1984. Will continues to be haunted by visions of the Upside Down, while his friends are befuddled by the arrival of a skateboarding

California girl, Max (Sadie Sink), who wants in on their adventures. Meanwhile, Mike’s big sister, Nancy (Natalia Dyer), struggles with last season’s disappearance of her friend Barb (Shannon Purser), and seeks investigative help from Will’s brother, Jonathan (Charlie Heaton), who pines for her. Only the police chief, Jim Hopper (David Harbour), seems to be getting anywhere with the ongoing mystery of the Upside Down and the monster. Critically speaking, it’s possible to enjoy the ride while remaining a tad unresolved about what the Duffer Brothers are doing here. They’re clearly wistful for a kind of life that no longer exists. The viewer winds up loving these kids because they are free — living a full-blown adventure in one of the last pre-internet moments. That’s as close as “Stranger Things” ever gets to offering a theme. There’s no lesson here other than it’s fun to have fun. What’s the point of arguing that?

Home, strange home: Cook and cringe with Amy Sedaris Not since Dan Aykroyd dressed up as Julia Child on “Saturday Night Live” and “cut the dickens” out of his finger has anyone had as much fun mocking the ultra-sincere cooking and crafting shows of television. Yes, I’m talking about the new, 10-episode TruTV series “At Home With Amy Sedaris” (10:30 p.m. Tuesdays). The sister of best-selling author David, Amy portrayed 46-year-old high school freshman Jerri Blank on the hysterically vulgar Comedy Central series “Strangers With Candy” (sample Jerri Blankism: “If you’re gonna reach for a star,

reach for the lowest one you can”). And she’s written books on entertaining, like “Simple Times: Crafts for Poor People.” Each episode of her show has a theme, like making fish for guests or cooking dinner for one. Sounding like Martha Stewart high on cheap wine, Sedaris cheerfully shares unique household hints. For example: The little sheets of paper stuck to slices of cheese are “a great way to get off makeup.” And the mercury content of red snapper makes it “perfect for poisoning a loved one.” Beneath the surface of any well-oiled DIY show there is the potential for a million things to go wrong — only they never do. But Sedaris can’t seem to keep everything under

control. She says she’s so good at preparing spanakopita that she can do it blindfolded. On goes the blindfold. In an instant, shards of broken glass are everywhere. This is not a show for the squeamish. Fingers are sliced, a head is decapitated by a rotating fan. Strange guests drop by, like the neighborhood knife sharpener. He says he got interested in knives because “I watched my father slash my mother to death so now my feelings about sex are all jumbled up with thoughts of violence.” With her perky demeanor and a slightly demented glint in her eye, Sedaris manages to be upbeat as well as offbeat. She seems to genuinely enjoy her little projects, no matter how ridiculous. She’s so proud of her “edible potato ships” with a slice of cheese on a skewer for the mast. They look adorkable! NIAAA invites volunteers, 21 - 60 years of age, who drink daily or almost daily, to participate in a study to examine the effects of a study drug on brain receptors and alcohol self-administration among heavy drinkers. Research participation includes 4-5 outpatient visits which consist of alcohol self-administration, blood draws, and filling out questionnaires.
