Lincoln’s ghost roams Many accounts of specters have spilled out of 1600 Pennsylvania Avenue over two centuries, giving ghosts an undeniable place in the country’s history. Abraham Lincoln is one of the most common sightings among the White House’s ghosts. Here are some of the reports of the 16th president’s phantasmal roamings after his death in 1865. One of the most famous stories of Lincoln’s ghost is from Queen Wilhelmina of the Netherlands, who was on a state visit to the U.S. in 1942. The queen was sleeping in the Lincoln bedroom when she reportedly heard a knock on her bedroom door. She opened it to see the bearded president and then fainted.

British Prime Minister Winston Churchill, according to accounts, had just stepped out of a hot bath in the Lincoln bedroom and was wearing nothing but a cigar when he encountered the 16th president by the fireplace in 1940. “Good evening, Mr. President,” Churchill reportedly said. “You seem to have me at a disadvantage.”

In a 1989 Washington Post article, White House curator Rex Scouten said that President Ronald Reagan had said that his dog would not go into the Lincoln bedroom, but instead would “just stand outside the door and bark.” Scouten was also quoted in 1992 as saying, “I go down that long hall and into the Lincoln Bedroom, I get a strange feeling.”

Mary Eban, who worked for Eleanor Roosevelt, reported seeing Lincoln on his bed, pulling on his boots. Her screams apparently brought Secret Service agents running. Mrs. Roosevelt, in a 1932 talk about life in the White House, said that she felt another presence when she worked in a room where many presidents had also worked.

Local leaders push back on Metro’s budget plan Transit agency’s head seeks $136M in funds from Md., D.C. and Va. TRANSPORTATION Several local elected officials said Monday they don’t have the extra money Metro General Manager Paul Wiedefeld is asking them to contribute for his proposed budget for the coming fiscal year. Rather than raise fares or further cut service, Wiedefeld’s proposed spending plan, released Monday, seeks a $136 million increase in capital contributions from the District, Maryland and Virginia for the fiscal year that

begins July 1. But some Northern Virginia officials said they simply don’t have the means to increase their budgets to cover the extra funding for Metro and they’re hoping the state will step in with more money. D.C. Mayor Muriel Bowser and Maryland Gov. Larry Hogan both noted that they’ve proposed plans to provide Metro with funding in the coming years, but neither said directly whether they would increase their contributions for the coming fiscal year as Wiedefeld has requested. And while local leaders debated where to get the extra money Wiedefeld is asking for,

Metro board chairman Jack Evans complained that the general manager isn’t asking for enough. The proposed capital budget, Evans said, doesn’t represent the reality of the system’s needs and insulates the region’s decisionmakers from having to make tough choices about Metro’s long-term financial health. “In many ways, I wish he would have asked for what he needs — not what he thinks he can get,” Evans said. “I don’t want the region to lapse into a feeling of, ‘Well, things are OK.’ When the fact of the matter is, things are not okay.” MARTINE POWERS

Ex-Trump aides charged Manafort, associate indicted in Russia probe; former campaign adviser pleads guilty Indictments are a clear warning to other targets GETTY IMAGES, AP AND THE NATIONAL HERALD

NATIONAL SECURITY A former campaign adviser to President Trump has pleaded guilty to lying to the FBI about his contacts with Russians, special counsel Robert Mueller said Monday, while former campaign manager Paul Manafort and Manafort’s business partner pleaded not guilty to felony charges of conspiracy against the United States and other counts. The guilty plea by former adviser George Papadopoulos marked the first criminal case that cites interactions between Trump campaign associates and Russian intermediaries during the 2016 presidential campaign. The developments ushered Mueller’s sprawling investigation into a new phase with felony charges and possible prison sentences for key members of the Trump team including Manafort, who led the campaign during critical months, and Rick Gates, a campaign aide. Court papers also revealed that Papadopoulos was told about the Russians possessing “dirt” on Democrat Hillary Clinton in the form of “thousands of emails” on April 26, 2016, well before it became public that the Democratic National Committee and Clinton campaign chairman John Podesta’s emails had been hacked. Papadopoulos has been cooperating with investigators, according to court papers, a potentially ominous sign for others in the Trump orbit who might be implicated by his statements. Papadopoulos’ lawyers hinted strongly in a statement Monday that their client has more testimony to provide. During the daily press briefing, White House Press Secretary Sarah Sanders downplayed Papadopoulos’ role in the campaign, saying it was “extremely limited.” “He was not paid by the

Former Trump campaign chair Paul Manafort, left, and Rick Gates, who was Manafort’s top deputy and helped run Trump’s inauguration, are separately being accused of a total of 12 counts of fraud, conspiracy and money laundering in a financial scheme that ran from 2006 to 2017.

campaign,” Sanders said, adding later: “Any actions that he took would have been on his own.” She said the White House has “indications” that Mueller’s investigation would conclude “soon.” The president tweeted about the allegations against Manafort, saying the alleged crimes were “years ago,” and insisting there was “NO COLLUSION” between his campaign and Russia. He added, “Why aren’t Crooked Hillary & the Dems the focus?????” Manafort and Gates appeared in federal court in Washington and pleaded not guilty to all charges. Manafort and Gates were both released on home confinement. Outside the courthouse, Manafort’s attorney Kevin Downing said “there is no evidence that Mr. Manafort or the Trump campaign colluded with the Russian government.” Papadopoulos’ plea occurred on Oct. 5 and was unsealed Monday. In court papers, he admitted to lying to FBI agents about the nature of his interactions

intermediaries who were attempting to line up a meeting between Trump and Russian President Vladimir Putin and offering “dirt” on Clinton. Manafort’s indictment doesn’t reference the Trump campaign or make any allegations about coordination between the Kremlin and the president’s aides to influence the outcome of the election in Trump’s favor. The indictment lays out 12 counts including conspiracy against the U.S., conspiracy to launder money, acting as an unregistered foreign agent and several charges related to failing to report foreign bank and financial accounts. The indictment alleges the men moved money through hidden bank accounts in Cyprus, St. Vincent and the Grenadines and the Seychelles. In total, more than $75 million flowed through the offshore accounts, according to the indictment. Manafort is accused of laundering more than $18 million. CHAD DAY AND ERIC TUCKER (AP)

The Podesta Group is not named in the indictments, but the company is one of two indirectly referenced in the charges. UN official: Over 13 million people inside Syria need humanitarian assistance, half in need of “acute aid”

WASHINGTON The one-two punch delivered Monday by special counsel Robert Mueller — an indictment of President Trump’s former campaign chairman Paul Manafort and his associate Rick Gates, and a guilty plea from former campaign adviser George Papadopoulos — is designed to send a powerful message that prosecutors aren’t bluffing. “This is the way you kick off a big case,” said Patrick Cotter, a defense lawyer who once worked as a federal prosecutor alongside Andrew Weissmann, a prosecutor on the probe. “They couldn’t have sent a message any clearer if they’d rented a revolving neon sign in Times Square,” he said. The guilty plea and cooperation from former campaign adviser George Papadopoulos is also a big deal, and it “goes much closer to the issue of collusion,” said Peter Zeidenberg, a former federal prosecutor. “Who else is cooperating that we don’t know about?” he said. “That’s what people in the White House need to be worried about.’’ Nick Akerman, a former assistant special Watergate prosecutor, said the court filings “all spell bad news for Trump.’’ “The only defense that [Manafort has] is to go in there and start singing like a canary to avoid jail time,” he said. “Once he starts singing, one of the tunes is bound to be Donald Trump.” DEVLIN BARRETT, SARI HORWITZ AND ELLEN NAKASHIMA (TWP)

Court blocks ban of trans soldiers MILITARY A federal judge on Monday barred President Trump’s administration from proceeding with plans to exclude transgender people from military service. U.S. District Judge Colleen Kollar-Kotelly ruled that the transgender service members who had sued over Trump’s policy were likely to win their lawsuit. She directed a return to the situation that existed before Trump announced his new policy this summer, saying the administration had provided no solid evidence for why a ban should be implemented. Trump had ordered a reinstatement of the long-standing policy that barred transgender individuals from joining the military; service members who were revealed to be transgender were subject to discharge. Under President Barack Obama, that policy was changed last year to allow transgender service members. The Trump administration may appeal Kollar-Kotelly’s decision, but for now, the proposed ban remains unenforceable. “We disagree with the court’s ruling and are currently evaluating the next steps,” said Justice

Judge: Administration had no solid evidence for the change in policy

President Trump announced over the summer he was barring trans people from joining the military.

Department spokesman Lauren Ehrsam. She reiterated the department’s view that the lawsuit was premature because the Pentagon was still in the process of reviewing how the transgender policy might evolve. Shannon Minter of the National Center for Lesbian Rights, an attorney handling the suit, said the ruling was a relief to his clients. “Their lives have been devastated since Trump first tweeted he was reinstating the ban,” Minter said. “They are now able to serve on equal terms with everyone else.” Trump tweeted in July that the government “will not accept or allow transgender individuals to serve in any capacity in the U.S. Military.” DAVID CRARY AND JESSICA GRESKO (AP)

Spain calls for rebellion charges SPAIN Spain moved Monday to put Catalonia’s secessionist leaders on trial for alleged crimes that carry maximum sentences of decades in prison, and some of the ousted government figures went to the Belgian capital, where they might be able to request asylum. As Catalonia spent its first working day under the direct rule of Madrid, following its regional parliament’s unsuccessful efforts to create a new country, Spain was venturing into new terrain. The Catalan parliament was formally dissolved Monday and an early regional election on Dec. 21 is on the horizon, when both separatists and unionists will present candidates. But before

that the country is likely to endure weeks of political uncertainty. Cranking up the tension, Spain’s state prosecutor said he would seek rebellion, sedition and embezzlement charges against members of the region’s secessionist government. Chief prosecutor Jose Manuel

Maza said he would ask judges for preventive measures against the politicians and the governing body of the Catalan parliament that allowed a secret vote to declare independence on Friday. Maza didn’t specify if those measures would include their arrest and detention before trial.

The rebellion, sedition and embezzlement charges carry maximum sentences of 30, 15 and six years in prison, respectively. Those facing charges include ousted regional leader Carles Puigdemont and his No. 2, Oriol Junqueras, as well as Catalan parliamentary speaker Carme Forcadell. Puigdemont’s whereabouts were a mystery early Monday. Spanish officials later confirmed that he, along with five other members of his government, were in Brussels. Puigdemont’s lawyer said it has not yet been decided whether he will seek political asylum there. Puigdemont has vowed a peaceful and “democratic opposition” to his Cabinet’s dismissal, and Forcadell was to head a transitional committee of lawmakers until the regional election is held. Dennis Banks, American Indian activist, dies 1937-2017 Dennis Banks, a co-founder of the American Indian Movement and a leader of the 1973 Wounded Knee occupation, has died, his family announced Monday. He was 80. Banks was one of several activists who founded the American Indian Movement in Minneapolis in 1968, and he was a leader of AIM’s armed takeover of Wounded Knee on the Pine Ridge Reservation in South Dakota in 1973, in a protest against both the tribal and U.S. governments. The village had been the site of a massacre by U.S. soldiers in 1890 that left an estimated 300 Indians dead. The occupiers held federal agents at bay for 71 days. Banks died Sunday night, his family wrote on his Facebook page. He had developed pneumonia following heart surgery, and his family said they honored his wishes not to be put on life support. Banks, whose Ojibwe name was Nowa Cumig, lived near the town of Federal Dam on the Leech Lake Reservation in northern Minnesota. His family said that as Banks took his last breaths, son Minoh Banks sang him four songs for his journey. “All the family who were present prayed over him and said our individual goodbyes,” the family said. “Then we proudly sang him the AIM song as his final send off.” STEVE KARNOWSKI (AP)

U.S. captures key militant behind Benghazi attacks

President Trump is expected to nominate Jerome Powell as the next chair of the Federal Reserve, according to two people familiar with the decision who spoke on the condition of anonymity. The White House intends to announce the Fed chair selection Thursday. If confirmed by the Senate, Powell would begin serving as chair in February, replacing Janet Yellen, a Democrat whom Trump has praised but many Republicans wanted replaced. Powell, a Republican and member of the Federal Reserve’s board, is widely viewed as a safe pick who is unlikely to make any dramatic changes. (THE WASHINGTON POST)

George Springer’s seventh-inning homer in a Houston win Sunday was one of seven combined long balls in Game 5.

NCAA head wants hoops to get clean

WORLD SERIES Home runs kept flying over the wall at Minute Maid Park, on line drives up toward the train tracks and on fly balls that just dropped over the fence. Seven were hit in Game 5 on Sunday in Houston, setting a new World Series record for long balls with two more games to possibly play. Twenty-five runs were scored in a game started by the Dodgers’ Clayton Kershaw and the Astros’ Dallas Keuchel, Cy Young Award winners regarded as among baseball’s best. After a season when sluggers outpaced even their steroid-era predecessors for home runs, some are convinced that something is amiss with the baseballs. “The main complaint is that the balls seem a little bit different in the postseason, and even from the postseason to the World

Series balls,” said Houston’s Justin Verlander, who takes the mound opposite Rich Hill as the Astros try to clinch the title in Game 6 tonight (8:20, Fox) in Los Angeles. “They’re a little slick. … I think as a whole, everybody is saying, ‘Whoa, something is a little off here.’ ” Both teams’ pitching coaches were quoted by Sports Illustrated on Sunday as saying the slickness of the ball made throwing sliders especially difficult, which would help explain poor performances by Astros closer Ken Giles — who’s given up five runs in 12/3 innings — and L.A. right-hander Yu Darvish, who was knocked out of his Game 3 start after 12/3 innings. A record eight home runs were hit in Game 2, including five in extra innings, and Game 5’s seven long balls would have tied the old mark. The 13-12, 10-inning Astros’ win Sunday night was the second-highest scoring game in World Series history. Keuchel was quoted as saying

giving up his record eighth homer of the playoffs. This year’s assault of 22 long balls topped the 2002 Series, when the Angels and Giants slugged 21 over seven games. That was the year before survey drug testing. Speculation that something has changed includes a study claiming to have found differences in the size and seam height of balls since the All-Star break in 2015, Commissioner Rob Manfred’s first year in his post. Manfred insisted Friday that nothing nefarious is going on. Verlander countered that “there’s enough information out there to say that’s not true,” referencing Manfred’s stated desire to increase offense in the majors. RONALD BLUM (AP)

In his most extensive comments since federal investigators blew open a bribery scandal in college basketball, NCAA President Mark Emmert said Monday that the organization needs to make major changes to the sport before the 2018-19 season. At a meeting of the Knight Commission on Intercollegiate Athletics in Washington, Emmert said the NCAA needs to regain public trust and prove it can govern the game. MLB The Nationals made it official Monday morning: Dave Martinez will be their next manager. He agreed to a three-year deal with an option for a fourth. In the news release, general manager Mike Rizzo praised Martinez as a “progressive” option who “embraces the analytical side of the game.” Everyone is excited. A new era is beginning. But while securing a new manager is the most high-profile move for the organization this offseason, Monday’s announcement does not signal a slowdown. Now, the Nationals must build a coaching staff. And while Dusty Baker had years of managerial staffs from which to choose, Martinez has never been a big league manager and has never had to build one. The Nationals likely will not give him total free rein to do so. They hired Mike Maddux before the 2016 season, a process that began before they hired Baker. Rizzo will surely allow Martinez to bring in some familiar faces. The question is how much

continuity the team wants between Baker’s staff and the new one. Maddux has joined the Cardinals, so Washington needs a pitching coach. The Nats will likely wait until after Martinez is officially introduced — later this week, after the World Series — to start filling vacancies. The general manager meetings are in two weeks, and those often offer the opportunity to interview many candidates at once. Free agency begins the day after the World Series, and trades become fair game, too. The Nationals could be hunting for starting pitching, infielder depth, bullpen help and a brand new bench. Walk to live longer

A healthier Halloween for children Kids can still enjoy their trick-or-treating stash — as long as you mange it NUTRITION After Halloween celebrations today, most kids will likely have a huge stash of candy. There is plenty of debate about whether parents should restrict their kids’ access to Halloween candy, in the name of fending off a lifetime of sugar cravings, or let them eat their fill. With childhood obesity on the rise and many parents eager to limit added sugars in their children’s diet, which approach is best for helping kids learn healthy eating habits? Some avoid taking their kids trick-or-treating and take them swimming or bowling instead, while some subscribe to the “candy fairy” approach: They take their kids trick-or-treating and may let them have a couple of pieces of candy that evening. But once the kids are in bed, the parents switch out the candy stash for a toy, blaming the candy’s disappearance on a fairy. At the other extreme are parents who let their kids eat as much candy as they want. The theory behind this is that kids might overdo it the first couple of days but then tire of the treats and eventually forget

about them. According to research, though, h, letting kids indulge in as many ny treats as they want is linked to their being less in tune with the he signals their body sends them m when they are full. Parents should approach Halalloween as a learning opportunity. y. Sweets and other treats are part rt of life, and sheltering kids from m less healthy foods doesn’t teach ch them how to manage them and nd regulate their eating as adults. s. Here are some suggestions for or how to let children enjoy the he treats of Halloween without going overboard.

Keep candy hidden. Out of sight, out of mind. This holds true for kids and adults when it comes to food. Don’t let kids keep candy or other food in their rooms. Food stays in the kitchen, and the less healthy options should be hidden in a cupboard.

Have candy after meals. According to dietitian and family therapist Ellyn Satter, author of “Child of Mine: Feeding With Love and Good Sense,” it’s fine to let kids have a few pieces of candy a day, either as dessert after a meal or as a sit-down snack. You can include a piece of candy in their lunch if they want. This encourages mindful

eating rather than distracted eating in front of the TV. Eating small amounts of treats should help kids learn to savor them and enjoy them more so they’re satisfied. Having these treats after a meal or snack means there will be less room for candy, and the protein and fat will help slow down the sugar rush.

weight.

Let them pick their favorites .

Use Halloween as a growth opportunity for the family.

Have your kids pick out the candy they love and give away the rest. Learning to choose treats you really enjoy is an important part of healthy eating. You want your kids to savor and enjoy the treats they love rather than go for volume and not take pleasure in what they’re eating.

Focus on healthy living, not

When you talk about food with your kids, focus on making healthy choices rather than controlling weight. Research suggests that commenting on children’s weight can increase the likelihood of unhealthy dieting as well as binge eating and other eating disorders.

Regular walking may help older adults live longer, even if they don’t walk enough to meet exercise guidelines, a new study finds. According to federal guidelines, adults up to age 64 should get at least 2½ hours of moderate physical activity a week. But only about half of those adults, and 42 percent of people ages 65 to 74, meet this recommendation. The study analyzed information from nearly 140,000 U.S. adults in their 60s, 70s and 80s, and followed them for 13 years. They were asked how much time they spent exercising per week and which types of activity they engaged in. The researchers found that those who reported walking regularly but not enough to meet the exercise guidelines were less likely to die during the study period than those who didn’t get any physical activity. RACHAEL RETTNER (TWP)

Think about how you want your ur family to approach food and d treats, and consider the example le you’re setting with your eating g habits. Do your kids see you makk king your way to the candy bowl wl e every night? Practice the same balanced food habits you want nt your kids to have as adults. NIAAA invites volunteers, 21 - 60 years of age, who drink daily or almost daily, to participate in a study to examine alcohol self-administration in a human research laboratory setting. fit+wellness How to deal with the doubts Q. I have a lot invested in my seven-year relationship with my high school sweetheart. But for the past six months, I’ve had doubts. He doesn’t challenge me, and he says he’d be happy staying in his (deadend) job for life. The idea of this makes me claustrophobic, but the idea of starting over with someone else makes me anxious and sick. FORK IN THE ROAD

She keeps giving, and I can’t take it Q. How do you handle a friend who is constantly doing you the “favor” of buying you books, accessories and cleaning products that she “knows you will love” and yet you don’t? I know her heart is in the right place, but it always either makes me feel like I have an assignment (like reading a book she likes) or that I’m not good enough. THANKS BUT NO THANKS

Ah, a “Burden You Through Gifting” Gold Star member. Just be thankful she hasn’t developed an interest in hermit crabs or chinchillas! If you know her heart is in the right place, your job is a lot easier. Tell her you love her thoughtfulness and appreciate how much she wants to share her interests with you, but that you don’t want

her wasting her money. Tell her you don’t always get a chance to use the products she gives because of lack of time/ existing habits/personal style/ loyalty to other products/your very sporadically enforced anti-consumerism. Make it clear that you truly prefer she doesn’t do it — and if she keeps up, feel free to donate the loot.

A life commitment shouldn’t spring from the fact that breaking up is hard to do (where have I heard that before?). Choosing a lifetime of moderate discomfort to avoid severe but temporary discomfort is bad math at its worst. In the best partnerships, we don’t just love our partner, but also love the versions of ourselves that they help bring out. You’re considering letting inertia dictate the rest of your life! I’m not saying you must dump him. But you must discuss your concerns openly, and see whether he could stretch, bend or grow enough to be the partner who helps you be the person you want to be. It may take time to think through, and it might hurt, but you must talk honestly and be honest with yourself. Months’ worth of doubts are far too valuable to ignore. Spacey apology met with backlash ‘House of Cards’ to end

NEWS Kevin Spacey on Sunday responded to accusations that he made a sexual advance on a minor, saying that he didn’t remember the encounter with actor Anthony Rapp but apologized “if I did behave as [Rapp] describes.” The veteran actor also publicly came out as gay in the same statement. “This story has encouraged me to address other things about my life,” he wrote. “I have loved and had romantic encounters with men throughout my life, and I choose now to live as a gay man.” In an interview with BuzzFeed published Sunday night, Rapp said he was in Spacey’s apartment

The two had known each other from their Broadway work; Rapp, a child actor at the time, was 14, and Spacey was 26. Reports detailing allegations of ongoing sexual harassment and abuse by movie mogul Harvey Weinstein prompted Rapp to speak publicly about Spacey. “I came forward with my story, standing on the shoulders of the

many courageous women and men who have been speaking out, to shine a light and hopefully make a difference, as they have done for me,” Rapp said in a statement. SCORPIO (Oct. 23-Nov. 21) Pay close attention to instructions and heed all warnings today. It’s time to commit to a very realistic project. SAGITTARIUS (Nov. 22-Dec. 21) You can expect a big change to come upon you very soon, and it will begin in small ways this very day. CAPRICORN (Dec. 22-Jan. 19) Frustration with recent results — or lack thereof — inspires you to come up with a new strategy today. AQUARIUS (Jan. 20-Feb. 18) You must devise a plan that you can follow step by step. Now is not the time to trust your fate to mere improvisation. PISCES (Feb. 19-March 20) You’re thinking big, whereas those around you may be limiting themselves to ideas that have worked in the past. ARIES (March 21-April 19) You may find yourself regretting a recent decision that cannot be rescinded. What you can do, of course, is make changes accordingly. TAURUS (April 20-May 20) You’ll be the subject of some considerable scrutiny today. Be ready to explain yourself in terms that virtually anyone can understand. GEMINI (May 21-June 20) Take care today that, in an attempt to be thorough, you don’t do anything that is unnecessary or inappropriate.

CANCER (June 21-July 22) You may not understand why someone close to you has stepped out of line in some way, but you can respond in a manner that restores unity.

TODAY: The day starts off cold but abundant sunshine helps the temperature climb up to near 60 during the afternoon, with light winds from the west. This could be the week’s coldest night. High pressure is overhead favoring clear skies and light winds. Most spots, except areas downtown, should dip into the frosty 30s.

LEO (July 23-Aug. 22) You may find it hard to accept what someone else is doing today. To begin with, it would be best to answer any and all questions honestly and plainly. VIRGO (Aug. 23-Sept. 22) You may have to break with tradition today and try something you would not have considered prior to today’s surprising developments.
