Authorities said two men took a taxi to a home they planned to burglarize, but then stiffed the driver on the fare, leading him to call the cops. Police in Deal, N.J., last week said Kenneth Burke, 46, and Timothy Foote, 38, now face charges. They allegedly told the driver to wait outside the home, and soon returned with a TV and liquor. In a departure from the postelection booking frenzy that generally descends on Washington’s toniest properties every four years, hotel managers in and near the District say they’ve received very few calls, as stunned supporters on either side of the aisle pause to process the election results. “Things are definitely slower on the uptake this year,” said Shane Krige, general manager of the Fairmont in Georgetown. “It’s not like eight years ago, when the entire hotel was sold

THE DISTRICT A few blocks from the White House, employees at the St. Regis hotel had spent weeks preparing for election night. They knew that as soon as the country’s next president was announced, or even a few hours before, there would be an onslaught of requests from supporters looking to book rooms for January’s inauguration. As it does every four years, the hotel staffed its reservation desk around the clock and waited. Except this time, the calls didn’t come. Nearly 36 hours after Donald Trump was named the country’s next president, the luxury hotel hadn’t received a single new reservation for January’s festivities. “Nope, zero, nothing,” said Douglas Camp, the hotel’s director of sales and marketing. “Dead silence.” In fact, that wasn’t exactly true. The hotel did receive two calls on Wednesday morning — both from Democrats looking to cancel their previously made reservations.

TRANSPORTATION As the region mulls Presidentelect Donald Trump’s vows for a comprehensive infrastructure package, many are wondering: What does this mean for Metro? The short answer: Nobody knows for sure. On the one hand, some local leaders advocating on behalf of Metro say they’re hopeful. In his acceptance speech, Trump was quick to talk about his plans to “rebuild our infrastructure … [and] put millions of our people to work as we rebuild it.” He’s spoken fondly of cutting-edge transit systems in other countries — “You go to China, they have trains that go 300 miles an hour,” he bemoaned in March — and he has firsthand experience with New York City’s subway system and its importance to the New York economy. And yet, Trump will be working alongside a Congress controlled by Republicans who are vehemently opposed to tax increases and who have vowed to defund mass transit, “an inherently local affair that serves only a small portion of the population.” So … it’s complicated. “I think it makes everything much more arduous,” said Rep. Gerry Connolly, D-Va., about the potential for increased federal investment in Metro. “Republicans typically hate infrastructure bills — they don’t

like to spend money that way,” said Metro board member Carol Carmody, who represents the federal government. “Unless we have awfully different Republicans running things, I don’t see it.” “Our fight will be more difficult,” said Jackie Jeter, president of the Amalgamated Transit Union Local 689. “Local 689 will not sit back under this new administration and watch our system be privatized. … Assuring dedicated funding is the only way to make sure Metro is protected.” But Metro board Chairman Jack Evans had a characteristically optimistic take: Trump’s move to the White House could mean good things for Metro, he said Wednesday.

“The first thing he mentioned last night was infrastructure, and that’s exactly where we’re at here in D.C.,” said Evans, who also is a D.C. Council member. “I hope that continues, along the lines of getting the federal government more actively involved in the infrastructure of Metro.” Specifically, Evans wants more money. He’s argued for months that the federal government should help fund the transit agency’s annual operating costs because so many of the system’s riders are federal workers commuting to their jobs. “I don’t know what his thoughts are on Metro, but I do know he’s from New York, and they’ve gone through what we’re going through now,” Evans said, referring to the

crumbling infrastructure and unsafe conditions in New York’s subway in the 1970s and 1980s. Of course, the region’s struggling transit system is hardly likely to become a top priority for an incoming president. But President Obama was known to occasionally comment on the state of Metro, and the Federal Transit Administration’s beefedup role in safety oversight will mean that Trump’s administration likely will be engaged in Metro’s ongoing challenges. One bright spot, according to Metro’s local advocates: Rep. John Mica, R-Fla., perhaps Metro’s fiercest critic in Congress, was ousted from office Tuesday night. Man charged in 1995 fatal D.C. shooting Police in D.C. have arrested a man in the fatal shooting of another man in 1995. Hogan names longtime law enforcer as sheriff Maryland Gov. Larry Hogan has appointed Bill McMahon to be the new Howard County sheriff. Hogan announced the appointment Thursday. POLITICS President-elect Donald Trump and President Barack Obama met for the first time Thursday and pledged to work together, starting the whirlwind transition that will unfold over the next 10 weeks until the inauguration Jan. 20. Trump later met at the Capitol with House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell. Those three also will work together — but on Republican goals opposed by Obama and his fellow Democrats. “We’re going to lower taxes,” Trump told reporters, with Ryan seated by his side. “We’re going to fix health care and make it affordable and better.” He

MOSCOW Russian government officials had contacts with members of Donald Trump’s campaign team, a senior Russian diplomat said Thursday, in a disclosure that could reopen scrutiny over the Kremlin’s role in the president-elect’s bitter race against Hillary Clinton. Trump had faced criticism during the campaign for his positive statements about Russian President Vladimir Putin and for other Russia-friendly policy stances, although he repeatedly denied having financial or other ties to Moscow. Russia’s deputy foreign minister, Sergei Ryabkov, above, said in an interview with the state-run Interfax news agency that “there were contacts” with the Trump team. Gruden said Wednesday that he has been impressed with Norman from the day he arrived at Redskins Park. Norman signed a five-year, $75 million deal following the Carolina Panthers’ decision to let him hit the free agent market in April. Gruden pointed out that Norman is typically the first player to walk on to the field for practice and the last to come off, tacking extra drills on to the standard workouts to keep himself in tip-top condition. And in meetings, Gruden added, Norman is

VIRGINIA One of the lasting images of the 2015-16 men’s basketball season for Virginia is of point guard London Perrantes sitting alone in a locker room in Chicago with his head in his hands, mourning the best chance his team had at winning a national title since coach Tony Bennett took over in 2009. The picture is affecting not just because of the raw pain Perrantes showed after the Cavaliers’ loss to Syracuse in the Elite Eight. That Perrantes was sitting by himself, while then-seniors Malcolm Brogdon, Anthony Gill and Mike Tobey took questions from media down some corridor in the United Center, was also symbolic of the immediate future. That was the day Perrantes’ career changed. “As a person, as a player, as a leader, this has definitely been my biggest jump, from junior to senior year,” Perrantes said in Charlottesville last month. This season, Perrantes is one of three returning starters, along with junior forward Isaiah Wilkins and junior guard Devon Hall, for a team ranked eighth in the AP preseason poll. HOUSING TRENDS Before he moved to Washington a few years ago, to a new apartment building in a gentrifying hot spot just north of Logan Circle, Eric Rosecrants owned a house in Florida that was huge compared with his current digs. That house was only 1,200 square feet. His boyfriend, Jonathan Pinkerton, with whom he lives in the District, also gave up relatively spacious quarters in Florida — 890 square feet — when the two relocated to the nation’s capital, to a “micro-unit” in a high-end building called the Harper. Their $2,250-a-month “junior one-bedroom,” overlooking the bustling bar and restaurant scene along 14th Street NW, is “massive” at 500 square feet, says manager Jason Tremblay, grinning. That’s because the smallest of the Harper’s 144 units are practically shoeboxes, at 350 square feet. “It’s a blessing and it’s a curse,” says Pinkerton, 32, offering a

And when company is coming, the place cleans up in minutes. A fixture in New York City, micro-units — tiny luxury apartments for people willing to forfeit roominess for lower rents in desirable neighborhoods — are relatively new in Washington, an outgrowth of the enormous

But Pinkerton and Rosecrants, echoing residents of other micro-units, say that sacrificing square footage for affordability and a prime location has turned out to be a good bargain. “When we were doing this, when it was happening, I started thinking, ‘This is kind of risky,’ ” Rosecrants, 32, says. “But it ended up being surprisingly not hard. There’s actually something fun about it.” Storing their belongings becomes a puzzle to solve, a Rubik’s cube of apartment living. Pinkerton steps to a bookcase filled with knickknacks and lifts the lid off a small wicker basket. “This looks decorative, doesn’t it? In here, we have toiletries, medicines.” Removing the cover from another little basket,

says. “I think it was 800 square feet. I was paying $800 a month.” In the District, she got less than half the space for more than twice the price. On her move-in day at the H a r p e r, s t a nd i n g i n h e r 375-square-foot, $1,950-a-month studio, with her pared-down belongings piled on luggage carts, Wylie surveys her 12-by-15-foot living area and says: “I’ll have to choose between a couch and a table. I think I’ll pick a coffee table with a chair, so I can eat like that.” Pinkerton and Rosecrants chose a “junior one-bedroom,” so named because their queensize mattress fits in the hallway nook, which doesn’t have a door. The couple embraced the challenge of downsizing. Pinkerton donated his Florida furniture to charity, Rosecrants sold his house furnished, and the two shopped at Ikea after they got to Washington. As for their jobs, there’s not enough room for both to work in the apartment, so Rosecrants goes to Teach for America’s offices in the District. “See this?” Pinkerton says, pointing to a shelf. He reaches for what looks like a book the size of a dictionary, but it’s really a box, and he opens it. “All our Blu-rays and DVDs!”

he says, “And these are Eric’s grooming things, like his nail clippers, stuff like that.” A mile away, on 17th Street NW in Adams Morgan, Meaghan Wolff, 37, bought a condo in July in the new Moda 17 building — $304,000 for about 400 square feet, which she shares with her dog, a whippet named Eddie. Wolff has a bedroom and a living room of roughly equal size, plus a bathroom. No space is wasted. There are cabinets inside cabinets, drawers within drawers. Even her bed frame, which came with the unit, is a warren of storage compartments. “The trade-off is, do you want to live in the city?” says Wolff, who works on Capitol Hill. Referring to new one-bedroom condos in the downtown area, she says, “Oh, my God, the kinds of things I saw would have cost me at least $100,000 — maybe $200,000 — more.” With the sweep of an arm, she says: “All of these things you adjust to. … I mean, I’m a super-minimalist now. I have a lot of books. I love books. But I keep them at work. This is not a library.” There are pros, too: The city’s new micro-units tend to come with high-end features. They include top-quality stainless-steel appliances, hardwood floors, marble countertops and floor-toceiling windows that are almost soundproof. A front-loading Bosch washer-dryer is tucked into a closet. Indeed, even for those with a preference for city living, the tiny spaces can feel confining for some young renters accustomed to bigger places. Janelle Wylie, 23, a George Washington University graduate student, moved to the District from Bellingham, Wash., in September and started hunting for apartments. “I wanted a place where I could step outside and have bars and restaurants right below me.” Then came the sticker shock. “I had a full one-bedroom in Bellingham, brand-new,” she

At Moda 17, Wolff enjoys the rooftop, which is divided into fenced-off lounging areas, one for each condo owner, each with a planter. Wolff put down patio blocks in her 12-by-9-foot space, bought porch chairs and a table, and is growing peppers. John Guggenmos, a vice president of the company that markets Moda 17, says the building “is geared toward the first-time home buyer, the person who’s maybe just out of college, trying to make it. They work at a law firm, for instance, but they definitely haven’t made partner. They’re still putting in the hours, working their way up.” One unit in the building is

630 square feet and priced at $549,000, he says. Of the other 44 condos, the smallest, costing $229,000, is 275 square feet. After paying $2,500 a month for a normal-size one-bedroom apartment in the high-rise Capitol View on Fourteenth building, a half-mile away, Wolff moved to Moda 17 after it opened this year because she wanted to accumulate equity. “Sometimes I have a hard time with it,” she says. “Because I’m 37, and I think, ‘Why am I this old and still living in such a small space?’ That’s not supposed to happen. A portrait of Richard and Mildred Loving, who became activists for interracial marriage when they wed in 1958, this gentle, deeply affecting story taps into the audience’s social conscience. Based on Nancy Buirski’s 2012 HBO documentary “The Loving Story” and dramatized by writer-director Jeff Nichols, “Loving” gets underway just as Richard (Joel Edgerton) and Mildred (Ruth Negga) decide to get married, after Mildred discovers she’s pregnant. A longtime couple in the rural town of Central Point, Va., Richard and Mildred reflect the organic ethnic integration of a community

in which white, black and Native American citizens routinely befriended each other. Because interracial marriage is still illegal in the commonwealth, Richard and Mildred get married in Washington, then move back to begin raising a family. Less than a month later, a sheriff is rousting them out of bed, snarling that the marriage license on the wall is “no good here” and taking the couple to jail. Ordered by a judge to move out of Central Point for 25 years, they move to Washington, where, in 1963, Mildred decides to write to Attorney General Robert F. Talking points: In ‘Arrival,’ words can only go so far Is a hammer a tool or a weapon? That’s “Arrival’s” most intriguing question (and one of the only intriguing things in the movie). “Arrival” follows Dr. Louise Banks (Amy Adams), a linguist recruited by the military to figure out how to talk to the aliens who have parked their spaceships at 12 locations around the world. Since spoken language doesn’t work — the vocal system of the heptapods, as they’ve come to be called, is wildly different from ours — Dr. Banks writes on a whiteboard to teach the visitors English and uses some crazy software to teach herself Heptapodian. As the linguistic chasm between human and heptapod narrows, there are obstacles — the biggest one being that hammer question. What is a hammer? In

one pair of hands, it pounds nails. In another, it shatters windows. In another, it cracks skulls. The fact that the definition of a thing can depend on circumstance is a difficult one to communicate to a species that looks like a hulking Wacky Wall Walker. Of course, humans communicating with other humans is sometimes more difficult than talking to aliens, an idea “Arrival” emphasizes to the point of annoyance. While the movie shows that humans can be stupid, selfish jerks who would rather talk than listen and hate

rather than empathize, it never really addresses why that’s the case. And part of the answer is right in its riddle: Some of us see a hammer as a tool, and some of us see it as a weapon. What’s becoming clearer and clearer is that we seem absolutely incapable of asking the other camp why they see what they see and listening to their answer. We would rather just prove them wrong or, if we can’t do that, grip the hammer so tightly that our hands atrophy from the effort. If we can’t convince the other side to see the hammer our way, we figure, we might as well make damn sure we won’t see it their way. We need to admit that the definitions of words shift with the context in which they’re spoken. You’d think “American” would have an immutable definition, but it’s pretty clear it doesn’t. Same with “feminist” and “Christian” and “privilege” and thousands of other words. What “Arrival” does well is show how imperfect communication can be, that the atmosphere surrounding the words carries meaning as well. Once we realize that, we can stop using language as a weapon and start using it as a tool.
