SPORTS The Redskins announced some of their plans for their first-ever home Thanksgiving game next week. Among other things, there will be a pregame parade, a tailgating contest and more than eight hours of potential tailgating, plus video boards to watch the 12:30 and 4:30 p.m. games. The team also referred to the game in its news release as “the Thanksgiving Game Presented by Loudoun County Economic Development,” which is as big a mouthful as any serving of turkey can provide. The team announced that FedEx Field’s parking lots will open at noon, more than eight hours before the scheduled 8:30 p.m. kickoff against the Giants. The organization will set up seven large HD video boards throughout the parking lots for fans to watch the two earlier games: Vikings-Lions, then Chargers-Cowboys. There will be a party for season ticket holders, featuring a performance by cover band White Ford Bronco. You can debate whether this is better or worse than debating politics

TRANSPORTATION At a recent public hearing on a proposal to decriminalize fare evasion on Metro, D.C. Council member Charles Allen made a shocking admission. Allen, chairman of the panel’s judiciary committee, is a repeat offender. “I can’t tell you the number of times that I’ve tapped my card and it gave me the beep that said my balance had dropped below what the fare was,” said Allen, D-Ward 6, a daily bus rider. “And the driver just said, ‘Just fill it up when you get to the station.’ ” “I’ve never once thought, ‘I’m going to actually get a citation or have a criminal record for riding the bus,’ ” he said. Allen’s conclusion — that a business suit-wearing white man would be an unlikely target of a fare evasion sting — is part of the perspective propelling proposed legislation in D.C. that would decriminalize fare evasion, lowering the maximum possible fine from $300 to $100 and eliminating the possibility of jail time. The D.C. Council’s move mirrors a trend in cities across the country, based on a growing awareness among lawmakers of how issues such as legacy policing practices, unconscious bias

Some legislators question whether fare evasion should be a crime at all, arguing targeted enforcement campaigns are bound to ensnare poor and low-income people who don’t have the money to pay their fares — let alone fines. “Absolutely, there’s been a raised consciousness on this that did not exist 20 or 30 years ago,” said Nassim Moshiree, policy director at the American Civil Liberties Union of D.C. “Activism like the Movement for Black Lives has had a positive impact on raising awareness that policing — and the explicit and implicit bias in policing — means that certain communities are impacted in unfair ways.” Metro General Manager Paul

Wiedefeld said he understands concerns about unfair targeting, but he also thinks that people across demographic boundaries feel a sense of injustice that some flout the rules and ride free. “It’s a fairness issue, across the entire community,” Wiedefeld said. “You have people in those same communities that they’re concerned about being targeted, who are paying their fares. And I think it’s right that everybody pay their fare.” At a recent hearing, that council bill to decriminalize fare evasion seemed to have the support of several members — with Jack Evans, who also is Metro board chairman, the lone voice of opposition. THE DISTRICT The tax package proposed by House Republicans could lead to a collapse of funding for affordable housing and spike taxes for many middle-class families in the nation’s capital, D.C. officials said Monday. At a news conference outside the U.S. Capitol, D.C. Mayor Muriel Bowser and Del. Eleanor Holmes Norton, both Democrats, said the proposal to eliminate the deduction for state and local income and property taxes could lead to sharp hikes in the overall tax bill for some District families. The increase could be more than 10 percent in some parts of the city, they said. The plan also could cripple efforts to create and preserve affordable housing in D.C. and cities across the country by eliminating a key provision of the tax code that encourages private developers to build low-income housing, they said. MIDDLE EAST Rescuers dug with their bare hands Monday through the debris of buildings brought down by a powerful earthquake that killed more than 400 people in the mountainous border region between Iraq and Iran, with nearly all of the victims in an area rebuilt since the end of the ruinous 1980s war. Sunday night’s magnitude 7.3 earthquake struck about 19 miles outside the eastern Iraqi city of Halabja, according to measurements from the U.S. Geological Survey. It hit at 9:48 p.m. Iran time. The worst damage appeared to be in the Kurdish town of Sarpol-e-Zahab in the western Iranian province of Kermanshah, which sits in the Zagros Mountains that divide Iran and Iraq. Residents fled into the streets as the quake struck, with no time to grab their possessions, as apartment complexes collapsed into rubble. Outside walls of some buildings were sheared off, power and water lines were severed, and telephone service was disrupted. The hospital in Sarpol-e-Zahab was heavily damaged, and the army set up field hospitals, although many of the injured were moved to other cities, including Tehran. The quake also damaged an army garrison and buildings in the border city and killed an

The quake killed 407 people in Iran and injured 7,156 others, Iran’s crisis management headquarters spokesman Behnam Saeedi told state TV. Most of the injuries were minor, he said, with fewer than 1,000 still hospitalized. In Iraq, the earthquake killed at least seven people and injured 535 others, all in the country’s northern, semiautonomous Kurdish region, according to its Interior Ministry. In Iraq, the quake shook buildings from Erbil to the capital of Baghdad, where people fled into the streets. Iraqi seismologist AbdulKarim Abdullah Taqi, who runs a state-run earthquake monitoring group, said the main reason for the lower casualty figure in Iraq was the angle and direction of the fault line in this particular quake.

Disregarding diversity COURTS President Trump is nominating white men to America’s federal courts at a rate not seen in nearly 30 years, threatening to reverse a slow transformation toward a judiciary that reflects the nation’s diversity. So far, 91 percent of Trump’s nominees are white, and 81 percent are male, an Associated Press analysis has found. Three of every four are white men, with few African-Americans and Hispanics in the mix. The last president to nominate a similarly homogenous group was George H.W. Bush. The shift could prove to be one of Trump’s most enduring legacies. These are lifetime appointments, and Trump has inherited both an unusually high number of vacancies and an aging population of judges. That puts him in position to significantly reshape the courts that decide thousands of civil rights, environmental, criminal justice and other disputes across the country. Trump is anything but shy about his plans, calling his imprint on the courts an “untold story” of his presidency. “Nobody wants to talk about it,” he says. “But when you think of it ... that has consequences 40 years out.” He predicted at a recent Cabinet meeting, “A big percentage of the court will be changed by this administration over a very short period of time.” Advocates for putting more women and racial minorities on the bench argue that courts that more closely reflect the demographics of the population ensure a broader range of viewpoints and inspire greater confidence in judicial rulings. The nation’s heart experts tightened the guidelines for high blood pressure Monday, a change that will sharply increase the number of U.S. adults considered hypertensive in the hope that they, and their doctors, will address the deadly condition sooner. Acting for the first time in 14 years, the American Heart Association, the American College of Cardiology and nine other groups redefined high blood pressure as a reading of 130 over 80, down from 140 over 90. The change means that 46 percent of U.S. adults, many of them younger than 45, now will be considered hypertensive. Under the previous guideline, 32 percent of U.S. adults had high blood pressure. “We’re recognizing that blood pressures that we in the past thought were normal or so-called ‘prehypertensive’ actually placed the patient at significant risk for heart disease and death and disability,” said Robert M. Carey, co-chairman of the group that produced the new report. “The risk hasn’t changed. What’s changed is our recognition of the risk.” The report’s authors predicted that relatively few of those who fall into the new hypertensive category will need medication. The letter calls on Congress not to pass any tax bill that “further exacerbates inequality” and adds to the debt. Instead of petitioning tax cuts for the wealthy, the letter tells Congress to raise taxes on rich people like them. It is being released publicly this week, as Republicans debate legislation that would add $1.5 trillion to the debt to pay for widespread tax cuts for businesses and individuals. The letter was put together by Responsible Wealth. The cost of Uncle Sam’s care BENEFITS Is the Federal Employees Health Benefits Program (FEHBP) a good deal? Is the premium increase another hit to the shallow pockets of staffers and retirees? Can feds save money by shopping around? Yes, yes and yes. For Walt Francis, an independent health economist who studies FEHBP, last month’s news about rising premiums was “almost a ho-hum” moment. No dramatic changes were announced, and that’s a good thing in Francis’ view. He said FEHBP “remains a solid program” that offers enrollees “spectacular savings opportunities.” Francis is the chief author of Checkbook’s annual Guide to Health Plans for Federal Employees & Annuitants. Health insurance premiums paid by federal employees and retirees will increase by 6.1 percent in 2018. The overall average premium increase of 4 percent, which includes the share paid by the government and enrollees, “certainly is not out of line” with other health insurance programs, Francis said. Four percent, however, is about twice the general inflation rate. Among some of the most popular plans, the increases were less than average and in a few cases, premiums dropped. “Everybody would rather have a bigger pay increase and a lower premium increase,” Francis said. But while the health insurance program might be a good value, the premium increase represents another hit on federal employees and retirees. Feds on the payroll expect a 1.9 percent pay raise in January, but that could

The premium hikes “far eclipse any increase in wages or Social Security payments next year,” said J. David Cox Sr., president of the American Federation of Government Employees. “These rate hikes mean less take-home pay for current and retired federal workers and

another year of difficult decisions by many families on how to pay their bills.” The Office of Personnel Management (OPM) said the premium hike would amount to $9.04 on average per biweekly pay period, while the average pay raise would be $60.50. Individuals can shop around and choose health insurance plans during the open enrollment period for federal employees that runs through Dec. 11. FEHBP is the nation’s largest

employer-sponsored health insurance program, covering 8.3 million people. While the government pays about 70 percent of health insurance premiums, on average, its share of the premiums, which is determined by a statutory formula, will increase by about 3.2 percent. The nearly two-thirds of enrollees covered by a Blue Cross/ Blue Shield plan will pay $7.17 more per biweekly pay period next year than last year for self-only coverage; $17.04 more for self plus one other person; and $17.72 for self and family coverage, according to OPM. For enrollees with other health insurance companies, their premiums in those categories will increase by an average of $5.57, $12.55 and $12.17. The 6.1 percent increase for 2018 is a little lower than the average 6.67 percent hike of the previous 10 years. The high was 11.6 percent in 2010; the low, 3.5

percent in 2012. OPM said it “encouraged all insurance carriers to thoroughly evaluate their health plan options to find ways to improve affordability, reduce costs, and improve the quality of care and the health of the enrolled population. Negotiations were geared to keep premium increases as low as possible while minimizing changes in out-of-pocket costs, such as for deductibles, co-pays, and coinsurance.” Average premiums for vision plan coverage will drop by 0.48 percent, while the cost of dental plans will rise by 1.26 percent. “I urge federal employees and retirees to carefully review their health-care needs and to choose wisely among the plans and enrollment options available to them during this enrollment period,” OPM Acting Director Kathleen McGettigan said in a statement. Wading through the mess

Despite obstacles, plenty are signing up for Affordable Care Act insurance

More than 600,000 Americans signed up for insurance coverage under the Affordable Care Act during the first four days of the new enrollment season, according to federal figures that signal a brisk start despite Republicans’ efforts to dismantle the law. Some 601,462 Americans chose a health plan from Nov. 1-4 in states relying on the federal exchange, figures released Thursday by the Centers for Medicare and Medicaid Services show. Additionally, more than 200,000 Americans chose a plan on Nov. 1, the day open enrollment began, according to one Trump administration official. That’s more than double the number of consumers who signed up on the first day of enrollment last year. More than 1 million people visited healthcare.gov, the official federal website, the official

The 22 percent of new enrollees — 137,222 people — during the opening days in November compares with 24 percent in the early days of 2016. These figures capture only part of the nation’s overall ACA enrollment, because they encompass only states that use the federal health care marketplace or rely on its website for their consumers to sign up for coverage. Roughly a dozen states and the District of Columbia run their own programs and do not use healthcare.gov. In the countdown to the annual Affordable Care Act enrollment season, there were plenty of indications that the first sign-up period of the Trump era might be as daunting as any since the debut of healthcare.gov. Among the concerns: a messy mix of higher prices and fewer options, plus less time to sign up, less assistance for doing so and far less government promotion of the opportunity to enroll. Nonetheless, in the first four days of the new enrollment season, more than 600,000 Americans signed up for insurance coverage under the Affordable Care Act — evidence that efforts by President Trump and congressional Republicans to undo much of the 2010 law have not dampened consumers’ willingness to turn to the insurance marketplaces.

enrollment would result from actions — and inaction — from the Trump administration. President Trump’s posture toward the sprawling 2010 health care law could not be farther from the cheerleading of its predecessor. While President Barack Obama appeared on the popular online comedy series “Between Two Ferns” to talk up the ACA and enlisted celebrities in the effort, Trump has erroneously claimed that the law’s marketplaces are dead or “virtually dead.” A na r rowed enrol l ment

window — from three months to 45 days — was planned by the Obama administration for the approximately three dozen states that rely on the federal insurance exchange. But the change was to have begun for 2019 coverage; instead, the Health and Human Services Department announced in April that it would take effect for the current sign-up period, which ends Dec. 15. Additionally, the administration has lowered the enrollment season’s visibility. It slashed federal spending on advertising

and other outreach efforts by 90 percent — to $10 million. Grants for “navigators,” which guide consumers seeking coverage, plummeted by about 40 percent overall. Despite Trump’s criticism, a narrowed enrollment window and steep cuts to federal advertising and enrollment assistance budgets, Americans appear to be signing up for coverage at a faster rate compared with last year. It is unclear whether the extensive media coverage of efforts to roll back the law or

consumers’ concerns about its viability may be helping fuel the increase. Grace-Marie Turner, president of the conservative Galen Institute, said some of the changes the administration has made may have helped boost enrollment, such as the fact that “private brokers are actually being engaged” to provide assistance through the federal website and some cheaper plans are now available. Liz Hagan, associate director of policy at the National

On just the first day last week, nearly 9,300 people visited the DC Health Link website to shop for plans, compared to 6,727 last year. Mila Kofman, executive director of the DC Health Benefit Exchange Authority, credits the uptick in interest to a concentrated effort by the District to publicize open enrollment as a way to push back against the confusion that has swirled around the law. Association of Health Access Assisters, said in an email that she and other ACA supporters are “encouraged by what we’ve seen thus far. Thankfully, people sharing the facts about coverage and open enrollment have cut through the noise and rhetoric by the Trump administration.” The chief marketing officer for the Washington (state) Health Benefit Exchange, Michael Marchand, believes the mixed messages and doomsday forecasts leading up to Nov. 1 may have actually helped increase

marketplace visitation — which is up 20 percent — because it forced people to ask themselves how the changes will affect them personally. But Peter Lee, executive director of Covered California, said that many of the people who tend to sign up for coverage as enrollment starts tend to need insurance the most, and the critical question is how many young, healthy Americans will sign up some weeks from now. “The real test for open enrollment isn’t Day One. Federally, it’s Day 45,” Lee said. “Young, healthy people need to be reminded, told, nudged and cajoled dozens of times to take the act of signing up for coverage.” For now, ACA support teams have their hands full. In Montgomery County, one navigator group even had to stay open two hours late last Sunday because of demand. The steady and consistent stream of insurance-seeking individuals are a mix of new applicants and re-enrollees, said Alma Luna, who has worked as an in-person navigator for all five enrollment seasons. “I’ve seen a lot of people who didn’t apply in previous years and are trying to apply now,” she said. “A lot of people already have enrollments, but they want to be reassured that nothing has changed considering what they’ve been hearing around the community.” Still, open enrollment isn’t over yet. Though this year’s process has gone relatively smoothly, Hagan said there is less assistance in rural areas, “creating an unequal playing field that harms consumers.” And while Lee expects many state-run exchanges will maintain the same number of insured residents by the time open enrollment ends, he thinks states relying on the federal exchange will see a drop-off. “We’re very likely to see fewer people enrolled in federal marketplace states, which is going to lead directly to higher premiums in 2019 because you’re going to have a sicker pool,” he said. “It’s bad math.” AMY GOLDSTEIN, JULIET EILPERIN AND COLBY ITKOWITZ (THE WASHINGTON POST)

More generous subsidies This is a phenomenon stemming from Trump’s decision to cut off extra payments to insurers for cost-sharing reductions they must offer. As a result, many insurers hiked prices for their mid-grade “silver plans,” which brought subsidies up for all plans, including low-cost ones. Enrollees eligible for subsidies will get $555 on average, up 45 percent from this year.

Reminder emails Healthcare.gov has been sending out emails to its database of enrollees, telling them to find a plan on the website. Although the Trump administration isn’t using some of the email messaging strategies that were effective in years past, email remains a major way Americans remember to sign up.

Return of the brokers Before the Obama administration instituted restrictions on private brokers, they had helped enroll about 40 to 50 percent of marketplace customers. Last spring, the Trump administration reversed the crackdown, so brokers can once again enroll people in marketplace plans.

Ads don’t matter … yet. Reduced advertising in the Trump era wouldn’t dampen sign-up at the beginning of the season, because that’s when motivated customers are enrolling. “Outreach has an outsize effect the last week or two weeks,” said Josh Peck, who heads up the group Get America Covered.

Know the difference between Medicare and Medicare Advantage

The basics Medicare Advantage plans must provide the same benefits offered through traditional Medicare — services from hospitals, physicians, home health care agencies, laboratories, medical equipment companies and rehabilitation facilities, among others. Nearly 90 percent of plans also supply drug coverage. In 2018, 68 percent of plans offered will be health maintenance organizations (HMOs), while 27 percent will be preferred provider organizations (PPOs). The remainder are small, specialized plans that are expected

For example, if someone enrolls in a Medicare Advantage plan when she first joins Medicare and stays with a plan for at least a year, she may not qualify for supplemental Medigap coverage if she joins traditional Medicare later. HEALTH CARE CHOICE As health insurers struggle with shifting government policies and considerable uncertainty, one market remains remarkably stable: Medicare Advantage plans. That’s good news for seniors as they select coverage for the year ahead during Medicare’s annual open enrollment period, which runs through Dec. 7. Medicare Advantage is an alternative to traditional Medicare. For 2018, 2,317 of these Advantage plans will be available across the country. Run by private insurance companies, the plans are expected to serve a record 20.4 million people next year, or slightly more than onethird of Medicare’s 59 million members. While a few insurers are entering or exiting the Medicare Advantage market, most established players are remaining in place. Eight insurers dominate the market: UnitedHealthcare, Humana, Anthem, plans affiliated with Blue Cross and Blue Shield, Kaiser Permanente, Aetna, Cigna and WellCare. Here are some essential facts to consider.

The cons The pros The Center for Medicare Advocacy, a nonprofit founded in 1986, recently summarized the pros and cons of Medicare Advantage plans. On the plus side, it cited: Little paperwork. (Plan members don’t have to submit claims, in most cases.) An emphasis on preventive care. Extra benefits, such as vision care, dental care and hearing exams, that aren’t offered under traditional Medicare. An all-in-one approach to

Access that is limited to hospitals and doctors within plan networks. (Traditional Medicare allows seniors to go to whichever doctor or hospital they want.) Rules that can create barriers to accessing care (for example, getting approval from a primary-care doctor before seeing a specialist). Financial incentives to limit services. (Medicare Advantage plans receive a set per-memberper-month fee from the government and risk losing money if medical expenses exceed

payments.) Limits on care that members can get when traveling. (Generally, only emergency care and urgent care are covered.) The potential for higher costs for specific services. (For example, some plans charge more than traditional Medicare for a short hospital stay, home health care or medical equipment such as oxygen.) Lack of flexibility. Once someone enrolls in Medicare Advantage, they’re locked in for the year. There are two exceptions: a special disenrollment period from Jan. 1 to Feb. 14 (anyone who leaves during this time must go back to traditional Medicare) and a chance to make changes during open enrollment. (Shifting to a different plan or going back to traditional Medicare are options at this point.)

Parsing costs There’s a widespread perception that Medicare Advantage plans cost less than traditional Medicare. But actual costs depend on an individual’s circumstances and aren’t always easy to calculate. T h i s ye a r, t he aver a ge monthly premium for Medicare Advantage plans is $30, almost $2 below last year’s. But nearly half of Medicare Advantage members are enrolled in plans that don’t charge a monthly premium, what are called zeropremium plans. (Seniors also need to pay Medicare Part B premiums, although some Medicare Advantage plans cover some or all of that charge.) To get a full picture of plan costs, which can vary annually, seniors should look beyond premiums to drug expenses; deductibles; what plans charge for hospital care (some have daily copayments for the first week or so); and coinsurance rates for services such as home health care or skilled nursing care. After a painful defeat, Kelley and Compton could be out for weeks REDSKINS There’s a silver lining in the final stretch of Washington’s season, and it takes the form of a string of games — five of their final six — against teams that currently have losing records. But for that late-season stretch to have an appreciable payoff, the Redskins must reach Week 12 — when they host the foundering Giants (1-8) on Thanksgiving night — with a viable chance at an NFC wild-card spot. With that as a goal, coach Jay Gruden’s club hurt itself badly with Sunday’s 38-30 loss to the Vikings, dropping to 4-5 after squandering an early lead. If it’s true that the Redskins simply didn’t match the Vikings’ venom at FedEx Field, as defensive backs Bashaud Breeland and D.J. Swearinger suggested in the aftermath, Gruden said Monday

that the fault was his. “For the most part, players have to get ready to play, and I have to do a better job of getting them ready to play,” Gruden said. “If they’re not ready, then that’s on me.” But Gruden has a more tangible problem to deal with — more injuries — as the team prepares to visit New Orleans on Sunday. MRIs confirmed that running back Rob Kelley suffered a high ankle sprain as well as a sprained medial collateral ligament in his knee Sunday. Strength training for seniors allows them to stay independent and prevent injuries EXERCISE Three years ago, she couldn’t do a single pushup and certainly had never heard of a “reverse fly.” Today, Solveig McCulloch, 79, can easily do 10 pushups and rocks her 5-pound dumbbell flys. “I am definitely stronger, and my balance and flexibility are better, too,” says McCulloch, who started exercising regularly — twice-a-week strength training, in addition to daily walking — for the first time at age 76. For her generation, she says, working out was not a thing. That said, the National Council on Aging reports that more than half of seniors are active at least four times per week.

Gluteus muscles can be strengthened with the gluteus bridge (lying on your back on the floor, feet planted close to the hips and lifting the hips) and squats. Many older adults also have

weak back muscles, causing them to hunch forward. Burgett might have them do a seated row (a pull motion) and a squat with a shoulder press to strengthen their upper back. He might also include planks for core strength (to help with posture) and a modified pullup (to help strengthen the upper back).

Quick progress “People — especially if their baseline is low — will see increased strength quickly. I would say within a month,” Burgett says. For seniors, fitness is often a way to stay independent: having strength to lift boxes off shelves, walk up and down stairs and carry groceries and do laundry. “I can lift things like garbage bags and packages, and gardening has become much easier,” McCulloch says of her newfound fitness. “I can do it without taking breaks. I can dig holes and bend over without any problems.”

Jon Bernthal’s Punisher is just as scary as he looks.

Amazon announced Monday that it has obtained television rights for “The Lord of the Rings” fantasy book series. Under the deal, which includes a multi-season production commitment and a potential spinoff, Amazon’s tales from J.R.R. Tolkien’s Middle Earth will effectively be a prequel to “The Fellowship of the Ring.” Sharon Tal Yguado, head of scripted series for Amazon Studios, said in a statement that they “are thrilled to be taking ‘The Lord of the Rings’ fans on a new epic journey.” Amazon Studios will produce the series while working with the Tolkien estate and trust, HarperCollins and the Warner Bros. division New Line Cinema. STREAMING Few Marvel characters have existed in the same live-action developmental purgatory that the Punisher has. Dolph Lundgren gave it a go as Frank Castle in 1989 in a movie you perhaps forgot existed. Thomas Jane had the charisma but none of the grit and was placed in an inexplicably sunny Tampa Bay setting in 2004’s “The Punisher.” And “Punisher: War Zone,” starring Ray Stevenson, flopped at the box office in 2008, with no franchise potential. The one thing those films had in common were that they were Punisher flicks in name only. They had guns and the iconic white skull logo over the chest, but that was it. There was no soul. In Netflix’s “The Punisher” series, out Friday, lead actor Jon Bernthal doesn’t need to a white skull or a gun for you to know that he is the Punisher. Though he debuted the character in Season 2 of “Daredevil,” Bernthal’s performance in his own series cements his status as one of Marvel’s great casting gets, on par with Robert Downey Jr.’s Iron Man/Tony Stark, Chris Evans’ Captain America/Steve Rogers and Chris Hemsworth’s Thor. In the series, after taking down what he believes to be the final evil element of the conspiracy that took away his family in cold murder, Bernthal’s Frank Castle burns his Punisher duds — white skull and all — and assumes that part of him is finally over. But even when bearded, in hiding and doing everything he can to keep the rage within, Castle is undeniably a man who

has come to be defined by punishment and vigilante justice. While all its violence — from the PTSD nightmares Frank Castle has from his days in the military, to his heavily armed war on corruption — is to be expected to those familiar with the source material, it might not even be the best part of the show. Instead, that may go to the very slow building toward a brotherly bond between Frank Castle and his technologically savvy sidekick, Micro (played by Ebon Moss-Bachrach). The Punisher and Micro (called “Microchip” in the comics) are not a good fit at the beginning of the season — Frank

refuses to trust Micro at first — but watching them work toward becoming a vigilante pair gives “The Punisher” its few moments of light fun. There’s also Ben Barnes, who is suave, if predictable, as Billy Russo, a major Punisher villain in the comics. He seduces Amber Rose Revah’s Dinah Madani, a federal agent who doesn’t realize how connected Russo is to the scarring moments that turned Frank Castle into the Punisher.
