A man in Denmark is suspected of stealing 12 of Copenhagen’s green public benches, which Danes instantly associate with the city. An investigator said the unidentified man confessed to stealing the benches and selling them online. A total of 65 benches have been pilfered since mid-2016. Copenhagen is home to about 3,000 of the green benches, which feature a gray, iron frame with wrought swirls and cost about $1,250 each. (AP)

Art, activism on a clothesline CULTURE With accusations of sexual harassment and assault coming from all corners of the art and entertainment world, a Washington museum has opened an exhibit that focuses on the causes and potential solutions for the epidemic of violence against women. “El Tendedero/The Clothesline Project” continues through Jan. 5 at the National Museum of Women in the Arts. The work of Mexico City-based feminist artist Monica Mayer, the installation asks a series of questions about harassment and violence and invites participants to respond with their own experiences. become the work. Mayer first created the work in 1978 in Mexico City. She said she asked women where they felt safe in their city, and that query led to a discussion of harassment and assault. The work has been

recreated multiple times since then, with each new installation tailored to the community. “For me, the piece is now the story of the piece,” Mayer said. “It can be education, art, activism.”

Mayer’s interactive piece just opened, and Mayer and museum staff held workshops for community groups in Washington and Baltimore in September. The Washington version asks five questions, including if you have ever experienced sexual harassment or violence, what you have done to prevent it and how you find joy after experiencing it. After only a few days, hundreds of pink papers were pinned to the work, with answers both personal and political. Last Sunday, at a community forum at the museum in conjunction with the exhibition, Mayer encouraged others to continue to speak out and make art that tackles social problems. “What has changed in 40 years?” she asked. “The one thing that’s different now is that I’m not the only one doing it.” PEGGY MCGLONE (THE WASHINGTON POST)

TURKEYS COOKED BY INMATES

The number of donated turkeys that inmates at the Maryland Correctional Institution in Hagerstown prepared and cooked Tuesday ahead of an annual feast. The free feast was started in Baltimore by the late Bea Gaddy, who used her lottery winnings of $250 in 1981 to feed 49 neighbors. The tradition has continued, and about 50,000 people in the city are fed every year with help from inmates who are part of the Maryland Correctional Enterprises meat processing training plant at the prison. The Department of Public Safety and Correctional Services has participated in the tradition for nearly 30 years. (AP)

105-lb. opah a rare catch in Ocean City A Maryland fishing party had a rare catch over the weekend, reeling in an opah off Ocean City, Md. Fisherman Austin Ensor recounted the catch to Fox 5. He said it took him and his friends nearly 90 minutes to reel in the 105.4-pound fish Sunday. The orange-colored opah, also known as a moonfish, is warm-blooded and normally is found only in tropical waters. Ensor said he recognized the fish after seeing pictures of opahs on Instagram. It may be one of the few ever caught in Ocean City. (EXPRESS)

The MS-13 attackers had taken cellphone video of their attack. The screen showed 15-year-old Damaris A. Reyes Rivas with chubby cheeks, stonewashed jeans and a black T-shirt that read “’Ello Darling.” She looked like a girl ready to go to the mall. But Damaris was in snowdusted woods in Springfield on a January day, surrounded by taunting associates of MS-13. One ominously clicked a cigar cutter, while the girl was told in Spanish that she might lose a finger. They told Damaris they had a rifle and gas. They shouted at her, demanding information about her role in the killing of their clique leader, Christian Sosa Rivas,

Tuesday in the trial of Wilmer A. Sanchez Serrano, 22, one of 10 young people charged in connection with Damaris’ torture and killing. The jury sentenced him to 33 years in prison. A judge will issue a final sentence March 23. The case helped propel the MS13 street gang into a top issue in the recent Virginia governor’s race. A Prince George’s County police officer was found guilty Tuesday of assaulting a homeless woman while on duty last year. George Merkel, a corporal with the department who has been placed on administrative duty, was found guilty of seconddegree assault and official misconduct. Merkel’s use of force left one of the officers on the scene — who had been a member of the squad for only a few months — feeling “shocked.” A sentencing hearing is scheduled for Jan 5. Officers defend lack of a seat belt for Gray Two Baltimore police officers said a superior’s decision to put a black man in a van in handcuffs and shackles but without a seat belt was reasonable and based on safety concerns because the man was combative and a crowd that gathered was a threat to officers. The Baltimore Sun reports that Edward Nero and Garrett Miller testified Tuesday at a department hearing for Lt. Brian Rice for his role in the transport in 2015 of Freddie Gray, who died of a neck injury suffered in the van. Nero and Miller also said that at that time, they’d never seen an arrestee placed in a seat belt. (AP)

Eleanor Holmes Norton, DD.C., and six other local members of the House of Representatives asked the National Park Service in a letter Tuesday to reconsider its proposal to ban recreational activities on the grounds of the Washington Monument. The legislators also asked the park service to reconsider its proposed increase in fees for use

of its ballfields elsewhere on the Mall and in Rock Creek Park. The park service said it wants to close the grounds of the Washington Monument to recreational activities and increase fees for use of its 28 athletic fields. The battered monument grounds were closed earlier this year for turf restoration, and the park service wants that closure to permanently continue after the project is finished next year. There are about a half-dozen fields on monument grounds. The park service wants to raise reservation fees “from the

Grand jury brings charges in fatal crash of food truck

Police arrest suspect in 9 residential burglaries

A grand jury has indicted a food truck operator on charges including involuntary manslaughter following a crash that killed a northern Virginia mother. Tony Dane was driving the Dane’s Great American Hamburger truck Sept. 8 when it crashed into an Audi carrying a family of five near Leesburg. The Audi driver, 39-year-old Erin Kaplan of Ashburn, was killed. Kaplan’s mother and three children were injured. Dane is charged with involuntary manslaughter, driving without a license and reckless driving for operating the food truck, actually a converted school bus, without proper brakes. (AP)

A civil rights group has filed a lawsuit over voter instructions in a Virginia county where a crucial race remains undecided. The NAACP’s suit in Stafford County is trying to stop officials from declaring a winner in a House of Delegates race. The outcome could determine which party controls the chamber in Richmond. The NAACP claims election officials gave “conflicting and misleading instructions” to voters. At the heart of the lawsuit is the race to fill the seat being vacated by Speaker William J. Howell. The Republican candidate, Robert Thomas, is ahead of Democrat Joshua Cole by 86 votes. (AP/THE WASHINGTON POST)

D.C. police have arrested and charged a man with breaking into nine residences this summer and fall in Northeast and Northwest. Police said that in many cases people were home when the burglaries occurred and, in some instances, confronted the suspect, who was armed with a knife. Police on Monday said they had arrested Deaundrey Williams, 23, of Northeast and charged him with nine counts of first-degree burglary. Authorities said the first burglary occurred in June and the last on Oct. 1. At times, police said, residents awoke and confronted the suspect, who fled with property. (TWP)

He greeted his employee clad in a towel. “He invited her in,” Comstock said. “At that point, he decided to expose himself.” Comstock doesn’t know her colleague’s name, but trusts the person who gave her the information. This story demonstrated, more than anything else said at the House Administration Committee hearing Tuesday, the critical need for Congress to do what the hearing’s title dictates: “Preventing Sexual Harassment in the Congressional Workplace.” The hearing was called to examine the mechanism Congress uses to deal with sexual abuse. Q. I’m planning to elect self-plus-one coverage in the Federal Employees Health Benefits Program (FEHBP) for next year, but that costs more in my plan than family coverage. Can that be right? A. The FEHBP offers self only, family and self-plus-one options. As in past years, in some plans — 39 of the 262 in 2018 — an enrollee will pay more to cover just a spouse or one eligible child than to cover a family of unlimited size. In some others, rates are the same or self plus one costs only slightly less. That’s due to the way the cost is split between the government and enrollees. The government share is capped at 72 percent of a weighted average cost across all plans for each type of enrollment. Enrollees therefore pay a higher share in the more expensive ones. Meanwhile, retirees account for 60 percent of those enrolled in self plus one, and older people in general consume more health care, skewing those premiums upward. However, in some plans, self plus one is substantially cheaper than family coverage. Sessions insists he never lied

POLITICS Attorney General Jeff Sessions on Tuesday again revised his account of what he knew about the Trump campaign’s dealings with Russians, acknowledging for the first time that he recalled a meeting where a foreign policy adviser mentioned having contacts who could possibly broker a meeting between then-candidate Donald Trump and Russian President Vladimir Putin. Testifying before the House Judiciary Committee, Sessions said he now remembered adviser George Papadopoulos saying in March 2016 that he knew people who might be able to help arrange a Trump-Putin meeting. When Sessions was asked last month whether he thought surrogates from the Trump campaign had communications with the Russians, he said, “I did not, and I’m not aware of anyone else that did, and I don’t believe it happened.” But at Tuesday’s hearing, Sessions said his memory had been refreshed. “I do now recall the March 2016 meeting at Trump hotel that Mr. Papadopoulos attended, but I have no clear recollection of the details of what he said at that meeting,” Sessions told lawmakers. “After reading his account, and to the best of my recollection, I believe that I wanted to make clear to him

Heart patients have worried that they may die suddenly from having sex, but a new study published in the Journal of the American College of Cardiology suggests they probably won’t. Researchers who examined data on more than 4,500 sudden cardiac arrests in Portland, Ore., from 2002 to 2015 found that less than 1 percent of people who experienced it were having, or just had, sex. GOP puts repeal of ACA mandate into its tax bill POLITICS Senate Republican leaders are altering their tax bill to include a repeal of the Affordable Care Act’s individual mandate, a major change as they now try to accomplish two of their top domestic priorities in a single piece of legislation. Party leaders said Tuesday their tax bill will include a provision that would repeal the individual mandate, a part of the health care law that creates penalties for Americans who don’t have health insurance. Up until Tuesday, Republicans had resisted making the change, worried that injecting health care politics would imperil the tax bill. But many of their members have supported adding the repeal, a move President Trump has pushed repeatedly as well. Repealing the mandate would free up more than $300 billion in government funding over the next decade, but it would also eventually lead to 13 million fewer people having health insurance, according to projections from the Congressional Budget Office. A gunman choosing targets at random opened fire in a rural Northern California town Tuesday, killing four people at several sites and wounding others at an elementary school before police shot him dead, authorities said. The gunfire began around 8 a.m. in the community of Rancho Tehama Reserve, about 130 miles north of Sacramento. Police offered no immediate word on the assailant’s motive,

but a sheriff’s official said the shooter’s neighbors had reported a domestic violence incident. “It was very clear at the onset that we had an individual that was randomly picking targets,” Tehama County Assistant Sheriff Phil Johnston said. Witnesses reported hearing gunshots and children screaming at an elementary school about 5 miles down a road from where the shooting is believed to have started.

Kids tend to view socializing in person and through devices as “one hybrid space,” he said. Larry Rosen, a professor at California State University at Dominguez Hills, says research has shown that heavy users of cellphones feel anxious when they can’t check their phones — and that interferes with learning. Others noted a 2015 high school study that found that exam performance improved after a cellphone ban was imposed, with the greatest gains for disadvantaged and underachieving students. “It’s just another source of entertainment for when you’re at lunch,” said Kendall Johnson, an eighth-grader at Farquhar Middle School in Olney, Md. HEALTH An increase in suicide rates among U.S. teenagers occurred at the same time social media use surged, and a new analysis suggests there may be a link. The study, published Tuesday in the journal Clinical Psychological Science, pointed out that suicide rates for teens rose from 2010 to 2015 after declining for nearly two decades, according to the Centers for Disease Control and Prevention. Researchers looked at CDC suicide reports from 2009-15 and the results of two surveys given to U.S. high school students to measure attitudes, behaviors and interests. About half a million teens were involved. The study found, for example, that teenagers’ use of electronic devices including smartphones for at least five hours daily more than doubled, from 8 percent in 2009 to 19 percent in 2015. These teens were 70 percent more likely to have suicidal thoughts or actions than those who reported an hour of daily use, the study said. “We need to stop thinking of smartphones as harmless,” said study author Jean Twenge, a psychology professor at San Diego State University who studies generational trends. “There’s a tendency to say, ‘Oh, teens are just communicating with their friends.’ Monitoring kids’ use of smartphones and social media is important, and so is setting reasonable limits.”

EDUCATION It’s been a long time since mobile phones arrived in schools, but educators are still grappling with what to do about them. Should they be allowed in elementary schools? Should middle schoolers be able to use them at lunch? What has become a more settled matter for high school students is sparking questions and controversy in lower grades, at least a decade after mobile phones became an inescapable part of the cultural landscape. The debate has emerged in Maryland’s biggest school system — Montgomery County — where some of the rules have been relaxed in recent months. It used to be that students through fifth grade could carry cellphones only with special permission. But over the years, an increasing number of parents wanted their elementary-age children to take phones to school, often believing kids would be safer with the device at the ready. As the Maryland district recently moved to do away with the old rule, other parents objected — shocked that children as young as 6 or 7 would be permitted to bring smartphones to school. One father recalled his child’s school banning fidget spinners. worried about their children’s time spent on screens, dismayed. While there is little national data on how school systems handle such issues, it appears that approaches vary widely. Some schools ban smartphones, while others allow them in hallways or during lunch periods, or incorporate them into instruction. “Nobody really knows what to do,” said Elizabeth Englander, a professor at Bridgewater State University in Massachusetts. “Everybody’s trying out different things and seeing how they work.” She said that a survey of thirdgraders in five states found that 40 percent had a cellphone in 2017, twice as many as in 2013. Among those who had a phone, more than 80 percent said they brought them to school daily. In Montgomery, school system officials say they are changing with the times, in an increasingly digital world where more parents buy their children phones and more children keep them close.

Rules in the DMV In the D.C. area, cellphone rules vary by school. In Fairfax County, some middle schools allow phones during lunch, and some don’t. In Prince George’s, they are allowed with principal approval. In the District, public schools develop policies at the school level. At least one middle school — Hart — gives phones back to students at lunch. (TWP)

Abandon the run: Let Cousins carry burden on offense

It’s time for the Redskins to put their season on Kirk Cousins’ shoulders. Coach Jay Gruden should consider permanently dropping him back in the shotgun formation. Running the ball has gotten the Redskins nowhere. Measly 2-yard runs and failed attempts on third-andshort have become the norm. Washington may not have a back run for 500 yards this season. That hasn’t happened since Clinton Portis led the team with 494 yards in 2009. Washington hasn’t had a 1,000-yard rusher

since Alfred Morris ran for 1,074 yards in 2014. Starting running back Rob Kelley was placed on injured reserve Tuesday with an MCL sprain and an ankle injury. Washington also signed Byron Marshall off the Eagles’ practice squad, but he’ll fit in behind rookie Samaje Perine and Chris Thompson. Perine is a shortyardage back who’s averaging 3.2 yards per carry. Thompson’s 4.6-yard average seems lofty, but the Redskins can’t risk playing him every down. The Redskins may need to use next year’s first-round pick on a running back, even if this draft class seems devoid

of a candidate who will make sense to take with a mid-round choice, where the team will likely be selecting. The Redskins are paying Cousins like a franchise quarterback, so they should spend the final seven games deciding whether he’s worth the $28 million or more it will take to sign him for next season. At 4-5, Washington is a long shot to make the playoffs anyway. The Redskins might as well develop young receivers Josh Doctson, Ryan Grant and Maurice Harris by increasing their targets. Despite Gruden’s insistence that Perine will improve with more playing time, there’s little evidence he’ll learn to gain yards after contact. Guard Brandon Scherff and tackle Morgan Moses both pull well and block defenders at the second level, but Redskins runners have struggled to take advantage. Now that the entire starting offensive line is healthy enough to play together again,

Cousins should have more time to throw. That is, if he can ignore the “trash” at his feet — pass rushers reaching for his legs — that he referenced in a very Robert Griffin III-like shot at the line after losing to Minnesota on Sunday. Gruden has committed to the run more this season than his first three years. Washington has only 81 more pass attempts than running plays this season — just nine more per game. Gruden will insist the passing game can only succeed if the threat of running keeps linebackers close, but opponents no longer fear Washington’s runners. They’re defending short passes instead. Gruden needs to play to his offense’s strength. Continue to use Thompson as more of a receiver and go with four wideouts. Running the ball is worthless until he has a worthy running back.

Taylor Swift really just wants to fit in MUSIC REVIEW Music enters our airspace in mysterious ways. In 2017, a new Taylor Swift album arrives like a life sentence. So let’s take a deep breath, because at this point, Swift’s level of hyper-fame has torqued our expectations of what pop is supposed to do: When a song looms so large in our lives, it no longer has the responsibility to reflect how we live. Maybe that’s why people’s brains start to melt whenever Swift keeps mum on the burning social media issue of the hour, or when she refuses to say whom she voted for, or when she fails to publicly disavow all of those white supremacists who seem to think she’s neato. From behind the vacuum seal of her personal world, she doesn’t have to care about ours. And that’s the craziest thing about Swift’s sixth album, “Reputation” — it sounds so similar to everything else on the radio right now. Taylor Swift just wants to fit in. (She also wants to be the best at fitting in.) As bleak of a goal as that might be, tah-dah, she aces it. “Reputation” contains 15 meticulously constructed ditties about living in the romantic simmer of your late

20s, where the melodies are easy to listen to and the lyrics are even easier to understand. Few of these songs move in unexpected directions — save for “Look What You Made Me Do,” a haphazard lead single about her ancient beef with Kanye West during which she declares that “the old Taylor” is “dead.” She’s not, though. She’s still playing her trademark Who-am-I-singingabout? games, perhaps to compensate for the fact that her music carries no broader mysteries. If there’s any courage in making pop as unoriginal as this, it’s that your victories will always belong to someone else while the failures fall square on you. Across “Reputation,” Swift reminds us of this every time she pouts through a refrain like Lana Del Rey, or sasses a random syllable like Shania Twain, or reaches for a punk-soul blue note like Hayley Williams — and not so much whenever she tries to rap like Fergie (“Look What You Made Me Do”), or like Drake (“End Game”), or like Travis Scott (“So It Goes . . .”). There are hits and there are misses. As for her lyrics, this album shows how deeply Swift cares about words on an individual

In it, he and his friends drive up to a desert area where rockets are being shot into the sky, and Miguel just lets loose. One could argue that we’ve just been visited by the ghost of the “old Taylor.” But I also wonder if we’re hearing the next Taylor. The one who understands the boundaries of her voice and the depth of her gifts. The one who won’t try to impress anybody else by trying to sound like everybody else. The “Money Maker” rapper will serve as host of “Best.Cover. Ever,” which pairs budding musicians with established acts — including Demi Lovato, Katy Perry, Keith Urban, Jason Derulo, Charlie Puth, the Backstreet Boys, Flo Rida, Nicky Jam, DNCE and Bebe Rexha — for a shot at performing a duet on the online giant. The 10-episode series debuts Monday. Lady dating prince quits her day job Meghan Markle is set to leave the cast of “Suits” at the end of the current season, along with co-star Patrick J. Adams, Deadline reported. Markle and Adams have starred on the legal drama on USA since its premiere in 2011. Their characters are set to marry, which could set up their exit from the show. In an interview with People magazine, Jordin Sparks and model Dana Isaiah announced they are married and expecting their first child. “We’re both really excited,” Sparks said. “He’s been like, ‘I want to shout it from the mountaintops!’ We’re really proud to be married to each other and to be celebrating this.” The couple married in July, and are set to welcome a baby late next spring. Isaiah and Sparks met earlier this year after their parents set them up on a group text chat to discuss Isaiah’s planned move to Los Angeles. “A couple days after we had actually met, I was like in my head, ‘That’s going to be my husband!’ ” Sparks said.
