When people in Milton, W.Va., saw raccoons behaving weirdly, they called police, fearing rabies. Officers staked out the area in search of the masked perpetrators. But when they caught two of them, they realized the issue was a different one. The raccoons weren’t rabid. They were drunk. They’d been feasting on crab apples that had fermented, causing the animals to walk around “staggering and disoriented, police said. (TWP)

State police helped corral an “unruly pig in Palmyra, Maine. Police said on Facebook they were alerted to the “uncooperative pig along the interstate on Wednesday. They said the pig was spotted several times over the past week, but had eluded capture. Police got the pig off the highway with the help of an animal control officer. When asked if they read the pig its Miranda rights, police said “he waived the right to remain silent. (AP)

An Alabama county is in a financial pickle after the sheriff’s department ordered 24,000 extra rolls of toilet paper. WAFF-TV reported the Marshall County Sheriff’s Office mistakenly spent $22,000 on toilet paper and $9,000 for 450 cases of trash bags. Its entire budget for janitorial supplies is $15,000. The county negotiated the $30,000 bill down by about half, but there’s another problem: Storing an extra two years’ worth of TP. (AP)

Redskins fan dupes Bucs FOOTBALL Ryan Totolo, a die-hard Redskins fan living in Orlando, attended Sunday’s game in Tampa Bay with his dad, Chris. Before kickoff at Raymond James Stadium, Totolo entered a raffle to win a Publix gift card. He didn’t think much of it until he received a call informing him that he had been chosen to participate in Publix’s on-field football toss promotion during the second quarter. When Totolo reported to the designated staging area decked out in Redskins shoes, burgundy and gold striped socks, Redskins shorts and a Chris Cooley Redskins jersey, the woman organizing the promotion was concerned. “I wanted to throw the footballs, so I said, ‘Give me a Bucs T-shirt or something, we’ll work it out,’ ” Totolo said in a phone interview on Wednesday. Totolo assured the woman that he was “a big Bucs guy,” and she agreed to let him participate, provided he wear a Publix-branded

BALTIMORE

Man shouts ‘Heil Hitler’ during ‘Fiddler’ show A man laced the atmosphere of a Baltimore theater with menace when he began shouting “Heil Hitler! Heil Trump!” during intermission of the classic play ”Fiddler on the Roof,” set in a Jewish village. The patron’s proNazi and pro-Trump outburst Wednesday night sent panicked people running for the exits at Baltimore’s Hippodrome Theatre. After several minutes, the offending theatergoer was quietly escorted out of the Baltimore theater by security and the show continued. Police said no arrest was made. (AP)

More than an inch of snow fell in D.C. on Thursday, the biggest November snowfall since 1989.

that killed a 27-year-old man in Stafford County. Authorities said David M. Lenox, of Fredericksburg, lost control of his westbound Ford Mustang amid poor road conditions on Route 218, striking an eastbound Chevrolet Tahoe. Lenox died at the scene and a passenger was hospitalized with minor injuries, authorities said. In Maryland, a Montgomery County firetruck being driven to a site for maintenance work overturned along Interstate 70 near Myersville in Frederick County. Lanes were closed for several hours along the icy highway. Road conditions also forced the closure of southbound Interstate 270 near Frederick after several vehicles collided or slid off the road, authorities said.

REGION The biggest November snowfall in nearly three decades caught the region off-guard Thursday, closing schools and bringing a slew of crashes that delayed commuters and left one person dead. A mix of snow, sleet and freezing rain pummeled the area at the height of the morning rush, dropping 1.4 inches of snow in D.C. and higher amounts north and west of the city. The early-season bout with winter surprised road crews, as well as school districts that had initially called for only a delayed start to the day. “It’s worse than what was predicted,” said Ellen Kamilakis, a spokeswoman for the Virginia Department of Transportation. Barely a dusting of snow had fallen in the city’s western suburbs in the early morning hours, but by 7 a.m., heavy snow coincided with busy roadways across much of the region. Slick roads were blamed for numerous traffic accidents, according to the Metropolitan Area Transportation Operations Coordination. The group reported “unusual congestion” that grew as conditions deteriorated, noting that most crashes were minor. It was the first measurable November snowfall at Reagan National Airport since 1996 and the biggest in the month since 1989. Virginia State Police said weather was a factor in a crash

Much to Ferguson’s surprise, her hour-and-a-half commute wasn’t longer than normal, except for picking up passengers on another bus that broke down along Route 5. “I was surprised,” she said. “I expected it to be worse but it really wasn’t.” After lows in the mid-30s, temperatures were expected to reach about 50 degrees Friday afternoon in Washington with mostly sunny skies. The extended forecast showed no signs of winter’s return, with highs near 50 through the middle of next week. DANA HEDGPETH (THE WASHINGTON POST)

U-Md. head warned of backlash COLLEGE PARK, MD. University of Maryland President Wallace Loh said Thursday that he told the school’s governing body that “all hell will break loose” if DJ Durkin were retained as head coach of its football team after a player’s death, a warning that went unheeded. Loh told a panel of state lawmakers that members of the University System of Maryland board of regents asked him on Oct. 26 if he would support Durkin’s reinstatement as coach. Loh said he explained why he couldn’t do that after the death of 19-yearold offensive lineman Jordan McNair, who collapsed from heatstroke on a practice field in

May and died two weeks later. “I made it very clear that, as president, I have the pulse of the campus,” he said. “I said, ‘If you bring him back, quote, all hell will break loose.’ ” The board’s chairman announced on Oct. 30 that Durkin

and athletic director Damon Evans would keep their jobs. But a backlash that reverberated far beyond the university’s campus led to Loh firing Durkin a day later. During the news conference where the board chair said Durkin would be reinstated, Loh

made the surprise announcement that he would retire in June 2019. “I completely accept the fact that the board has authority to hire and fire presidents. It is also the case that, as president, I have the authority on personnel issues,” Loh told members of the House Appropriations Committee. James Brady resigned as board chair a day after Durkin’s firing. Linda Gooden, who replaced Brady, also spoke at Thursday’s hearing in Annapolis. Gooden said some board members felt strongly that they should recommend firing Durkin, but they were outnumbered. “We have come to understand the board’s personnel recommendations were wrong,” she said. “College Park’s football program needed new leadership, and that need should have driven our decision.” MICHAEL KUNZELMAN (AP)

Md. appeals redistricting case to SCOTUS MARYLAND Maryland’s attorney general on Thursday asked the U.S. Supreme Court to review an order for state officials to draw up a new congressional redistricting plan that isn’t tainted by partisan gerrymandering. Attorney General Brian Frosh’s office also filed a separate request for the redistricting case to remain on hold until the Supreme Court acts on the state’s appeal. A Nov. 7 ruling by a panel of three federal judges orders the state to submit a new map by March 7. Otherwise, the court said it will appoint a commission to produce a redistricting plan for use in the 2020 congressional election. In a court filing Thursday, Frosh’s office argued the judges’ order should be suspended pending the outcome of the appeal “to avoid potentially contradictory results or needless expenditure of public resources.” The panel’s decision, written by 4th U.S. Circuit Court Judge Paul Niemeyer, says the state’s 2011 congressional map removed roughly 66,000 Republican voters from the 6th district and added around 24,000 Democratic voters, “bringing about the single greatest alteration of voter makeup in any district in the Nation following the 2010 census.” Redistricting maps are drawn by the governor and approved by the state’s General Assembly. Metro’s language barrier Advocates say the agency can do better communicating with non-English speakers A Metro service advisory provides details on both Spanish and English. Many other signs are English-only, which can be challenging for some riders.

KERY MURAKAMI (EXPRESS)

TRANSPORTATION The bus in Germantown, Md., had signs for Spanish-speaking riders about what not to do. Don’t bother the driver, one said. Another had a list of more no-nos. When 80-year-old Clementina Calderon got off the Montgomery County transit bus and walked into the Metro station at Shady Grove with her daughter, she noted some more signs in Spanish explaining that a pilot program charging $2 for parking on Saturdays was being extended. But while Metro estimates that tens of thousands of its riders each day are not fluent in English — and census figures show the number is growing — there wasn’t much help at the station to show people how to buy farecards or add money to them. Signs on the fare machines were only in English, as were the automated signs saying which of Metro’s elevators were broken at the moment. Sitting on a Red Line train a short time later, Calderon noted that instructions for what to do in an emergency — with seemingly important messages about how it’s safest to stay in the car, or what to do if you have to evacuate — were only in English. “English. English. Everything English,” Calderon said. Metro General Manager Paul Wiedefeld is focusing on reversing the agency’s ridership losses through such steps as running more frequent trains at nonrush-hour times. But advocates for immigrants — like Calderon’s daughter, Claudia Barragan — say another way Metro could boost ridership is to make taking Metro less intimidating for those who speak limited English. According to U.S. Census estimates, more of the people who commute by public

American Community Survey, nearly half of those who do not speak English rely on public transportation. The estimate is based on the Census’ annual survey of a sampling of Americans. Though more dated than the Census figures, Metro, based on a 2012 rider survey, estimated

last year that about 16,100 people who do not speak English well ride its trains around the region each day. That accounts for about 5 percent of its daily ridership, the agency said in a report last year updating its plan to serve those who aren’t fluent in English. Based on a 2008 bus survey, Metro also estimated that 53,500 people with language barriers ride its buses each day, making up about a quarter of bus riders. That has brought changes like a survey handed out at stations earlier this year asking what people thought about a proposal to raise train fares during major events. The surveys were printed in Vietnamese, Korean, Chinese, Amharic and French, as well as English and Spanish, Metro spokesman Dan Stessel said. About 100 of the roughly 146,500 calls that Metro’s call center gets each month ask for someone who speaks Spanish, and a few ask for someone who can speak Chinese, Metro says. To accommodate, five people in Metro’s customer service office speak Spanish and one speaks Portuguese. The office also has access to phone interpreters. Metro has also taken other steps, such as flashing emergency information in Spanish on automated signs at bus stops, Stessel said. Still, advocates say there’s more Metro could be doing — particularly because public transportation is a lifeline for many who do not speak English. In Washington, according to Census estimates, the nearly half of non-English speakers who commuted by train or bus in 2017 was double the number who drove alone. KERY MURAKAMI (EXPRESS)

Council votes to lower fare jump penalties in D.C. The D.C. Council voted Tuesday to decriminalize Metro fare evasion in the District, citing concerns over soaring enforcement levels and disproportionate enforcement against African-Americans. The law passed an initial vote of 11 to 2. Under the legislation, criminal fare evasion penalties of up to $300 would be replaced by a $50 civil infraction that would not appear on a criminal record. Data show fare-evasion arrests, citations and warnings have risen dramatically — from 4,000 in 2013 to 15,000 in 2017. Backers pointed to a disparity in fare evasion arrests that shows police disproportionately target black people. Council member Robert White Jr., D-At Large, argued that inaction on the measure would mean “condoning” that pattern, “with an overwhelming number of black people being arrested unnecessarily.” Metro Board Chairman Jack Evans, D, who also is a Ward 2 council member, argued against the measure, asking how Metro would enforce civil penalties when it can’t employ the same mechanisms someone would face if, for example, outstanding parking citations kept them from registering their vehicle. Metro has estimated it loses up to $25 million annually to fare evasion. The council still needs to take a final vote on the measure. FAIZ SIDDIQUI

Saudis aim to execute Khashoggi’s killers

RIYADH, SAUDI ARABIA Saudi Arabia will seek the death penalty against five men suspected of killing journalist Jamal Khashoggi, its top prosecutor said Thursday, while the U.S. slapped sanctions on 17 Saudi officials in the toughest action it has taken against the kingdom since the slaying. The Saudi moves failed to appease Turkey, which has put increasing pressure on its regional rival since Khashoggi was killed in Istanbul last month, but they could be enough for some of Saudi Arabia’s Western allies to move on. The prosecutor’s announcement sought to quiet the global outcry over Khashoggi’s death and distance the killers and their operation from the kingdom’s leadership, primarily Crown Prince Mohammed bin Salman. Pressed by Western journalists in Riyadh on Thursday, Saudi Arabia’s top diplomat said the crown prince had “absolutely” nothing to do with the slaying of the Washington Post columnist, who was sharply critical of the heir to the throne. The Saudi investigation pointed the finger at some members of the crown prince’s inner circle but stopped short of accusing them of ordering the writer’s

death. Those closest to the prince are instead accused of ordering Khashoggi’s forced return in an operation at the Saudi Consulate in Istanbul that the Saudis allege went awry. Sheikh Shalan al-Shalan, the deputy attorney general, said the killing was ordered by an individual whom he did not identify but said was responsible for negotiating Khashoggi’s return back to Saudi Arabia from Turkey. The individual was part of a 15-man team that was made up of negotiators, intelligence officers and logistics officials. Al-Shalan said that on the morning of Oct. 2, the leader of the negotiating team that confronted Khashoggi inside the

consulate saw that he would not be able to force him to return, “so he decided to kill him in the moment.” This appears to contradict a previous Saudi statement quoting Turkish intelligence as saying the killing was premeditated. The prosecutor said the agents sent to Istanbul drugged and killed the writer in the consulate before dismembering the body and giving it to an unidentified local collaborator for disposal. The body has not been found. Among those targeted for U.S. sanctions were Saud al-Qahtani, one of the crown prince’s closest aides, and Mohammed al-Otaibi, the diplomat in charge of the consulate. Astronomers have discovered evidence of an alien world circling one of our nearest stellar neighbors, according to a study published Wednesday in the journal Nature. The proposed new planet is unlike anything in our own solar system, researchers say — larger than Earth but smaller than Neptune, and far enough from its sun, a tiny body known as “Barnard’s Star,” that any water on its surface is locked away in ice. But this frozen “super Earth,” the second-closest exoplanet known to science, is a tantalizing clue to what else might be out there. And in the not-so-distant someday when telescopes become capable of photographing planets around other stars, it may well be the first new world we see. (AP)

Facebook touts progress Company says that it’s improving at detecting hate speech, violence

TECHNOLOGY Facebook said it’s making progress on detecting hate speech, graphic violence and other violations of its rules, even before users see and report them. Facebook said that during the April-to-September period, it doubled the amount of hate speech it detected proactively, compared with the previous six months. The findings were spelled out Thursday in Facebook’s second semiannual report on enforcing community standards. The reports come as Facebook grapples with challenge after challenge, ranging from fake news to Facebook’s role in elections interference, hate speech and incitement to violence in the U.S., Myanmar, India and elsewhere. The company also said it disabled more than 1.5 billion fake accounts in the latest six-month period, compared with 1.3 billion during the previous six months. Facebook said most of the fake accounts it found were financially motivated, rather than aimed at misinformation. The company has nearly 2.3 billion users. Facebook’s report comes a day after The New York Times published an extensive report on how Facebook dealt with crisis after crisis over the past two years. The Times described Facebook’s strategy as “delay, deny and deflect.” Facebook said Thursday it has cut ties with a Washington public relations firm, Definers, which the Times said Facebook hired to discredit opponents. Facebook CEO Mark Zuckerberg said during a call with reporters that he learned about the company’s relationship with Definers only

CEO Mark Zuckerberg said Facebook has disabled 1.5 billion accounts from April to September.

Soros demands probe Liberal philanthropist George Soros called on Facebook to initiate an independent, internal investigation of its lobbying and public relations work. The call comes after a New York Times report claimed the company had hired an opposition research firm to discredit critics by linking them to Soros, a frequent target of conservatives and anti-Semitic vitriol from the far right. According to the report, Facebook COO Sheryl Sandberg oversaw an aggressive lobbying campaign to counter the public backlash against the company. The company adopted a public relations strategy akin to campaignstyle opposition research, the report said, in which companies such as Google and Apple were attacked to deflect blame. when he read the Times report. On community guidelines, Facebook also released metrics on issues such as child nudity and sexual exploitation, terrorist propaganda, bullying and spam. While it is disclosing how many violations it is catching, the company said it can’t always reliably measure how prevalent these things are on Facebook overall. For instance, while Facebook took action on 2 million instances of bullying in the July-September period, this does not mean there were only 2 million instances of bullying during this time. Clifford Lampe, a professor of information at the University of Michigan, said it’s difficult for people to agree on what constitutes bullying or hate speech — so that makes it difficult, if not impossible, to teach artificial intelligence systems how to detect them. Overall, though, Lampe said Facebook is making progress on rooting out hate, fake accounts and other objectionable content,

but added that it could be doing more. “Some of this is tempered by [the fact that] they are a publicly traded company,” he said. “Their primary mission isn’t to be good for society. It’s to make money. There are business concerns.” Facebook also plans to set up an independent body by next year for people to appeal decisions to remove — or leave up — posts that may violate its rules. Appeals are currently handled internally. Facebook employs thousands of people to review posts, photos, comments and videos for violations. Some things are also detected without humans, using artificial intelligence. Zuckerberg said creating an independent appeals body will prevent the concentration of “too much decision-making” within Facebook. Facebook has faced accusations of bias against conservatives — something it denies — as well as criticism that it does not go far enough in removing hateful content. BARBARA ORTUTAY (AP)

POLITICS President Trump did not commit Thursday to avoiding a partial government shutdown next month if lawmakers don’t give him money to build a border wall, a top GOP senator said, raising the potential for a high-stakes budget battle as the GOP prepares to lose its grip on Congress. Senate Appropriations Chairman Richard Shelby, R-Ala., and other GOP leaders met with Trump on Thursday about ways to fund the government. Shelby said Trump did not commit to signing a bill that does not give him all the money he wants to fund construction of a wall along the Mexico border. Shelby said Trump was noncommittal about how he planned to proceed. “He didn’t say ‘I’m going to keep the government open.’ We didn’t ask him that question,” Shelby told reporters. “We talked about avoiding a shutdown. ... He seemed to agree with that.” GOP leaders this fall convinced Trump to delay any decision about the border wall until after the November midterm elections, fearful that a big showdown could hurt Republicans with voters. But the Republicans suffered heavy losses and will lose control of the House in early January. Funding for the Department of Homeland Security and a handful of other agencies runs out Dec. 7, and a partial shutdown would go into effect unless Congress and Trump act before then. Manual recount next in Fla. Senate race results still uncertain as election tally misses deadline TALLAHASSEE, FLA. The five-day sprint to run ballots in Florida through counting machines for a second time ended Thursday, with the state ordering a manual recount of results in the U.S. Senate race, where about 12,600 votes separated Democratic incumbent Bill Nelson from Republican Rick Scott, the state’s governor. Palm Beach County’s election supervisor said less than an hour before the 3 p.m. deadline that they would not finish the machine recount in any of three statewide races still in question

and would move on to the manual recount at 4 p.m. The state race for agriculture commissioner is also going to a manual recount. No such measure was ordered in the governor’s race, where former congressman Ron DeSantis, R, held an edge over Tallahassee Mayor Andrew Gillum, D. Judge Mark Walker of the U.S. District Court in Tallahassee ruled Thursday that at least 4,000 voters must be given two extra days to resolve signature issues

“We have been the laughing stock of the world, election after election, and we chose not to fix this.” MARK WALKER, a U.S. District Court judge, blasting Florida for failing to anticipate election problems and saying officials should have ensured they had enough equipment in place for a Senate race recount

and have their ballots counted. More than 4,000 ballots across 45 counties in Florida were rejected because of inconsistent

signatures, he wrote. Nelson’s campaign filed a suit seeking a public list of all voters with mismatched signatures, while Scott’s campaign said it was appealing Walker’s decision. “We are confident we will prevail,” Scott campaign spokeswoman Lauren Schenone said in a statement. While the ruling gives Nelson new hope for chipping away at his deficit, it is probably not enough to change the outcome of the race on its own. In the governor’s race, DeSantis held a 0.41 percent lead over Gillum at the start of the recount, outside the 0.25 percent threshold for a hand recount. Gillum said in a statement that he would not concede. (THE WASHINGTON POST)

MOUNT HOLLY, N.J. A feel-good tale of a homeless man using his last $20 to help a stranded New Jersey woman buy gas was actually a complete lie, manufactured to get strangers to donate more than $400,000 to help the down-and-out good Samaritan, a prosecutor said Thursday. Burlington County prosecutor Scott Coffina announced criminal charges against the couple who told the story to newspapers and television stations along with the homeless man who conspired with them to tell the story. Coffina said the money, donated to homeless Marine veteran Johnny Bobbitt, will be refunded to people who saw the story and contributed to him through a GoFundMe page set up by the couple, Mark D’Amico and Katelyn McClure. “The entire campaign was predicated on a lie,” Coffina said. Less than an hour after the couple set up the page to solicit donations, McClure sent a text to a friend acknowledging the story was “completely made up,” prosecutors said. The couple spent all the money — they bought a BMW, took a New Year’s trip to Las Vegas, bought high-end handbags and withdrew more than $85,000 in cash at casinos. Prosecutors began investigating after Bobbitt, who was also charged, claimed he wasn’t getting the money raised on his behalf. He later sued the couple. MIKE CATLALINI (AP)

An urgent call to arms MILITARY The United States has lost its military edge to a dangerous degree and could potentially lose a war against China or Russia, according to a report released Wednesday by a bipartisan commission that Congress created to evaluate the Trump administration’s defense strategy. The National Defense Strategy Commission, made up of former top Republican and Democratic officials selected by Congress, evaluated the Trump administration’s 2018 National Defense Strategy, which ordered a vast reshaping of the U.S. military to compete with Beijing and Moscow in an era of renewed great-power competition. While endorsing the strategy’s aims, the commission warned that Washington isn’t moving fast enough or investing sufficiently to put the vision into practice, risking a further erosion of American military dominance that could become a national security emergency. At the same time, according to the commission, China and Russia are seeking dominance in their regions and the ability to project military power globally. “There is a strong fear of complacency,” said Kathleen Hicks, one of the commissioners. “It’s the flashing red that we are trying to relay.”

A new report details how U.S. military dominance is slipping

A bipartisan report on President Trump’s 2018 National Defense Strategy found that Washington isn’t moving fast enough to invest in the military.

The picture of the national security landscape that the commission sketched is a bleak one, in which an American military that has enjoyed undisputed dominance for decades is failing to receive the resources, innovation and prioritization its leaders need. “The U.S. military could suffer unacceptably high casualties and loss of major capital assets in its next conflict. It might struggle to win, or perhaps lose, a war against China or Russia,” the report said. “The United States is particularly at risk of being overwhelmed should its military be forced to fight on two or more fronts simultaneously.” In its list of 32 recommendations, the commission urged the Pentagon to explain more clearly

Mission impossible? The call for more robust defense spending comes as the Democrats take over the House and seek rollbacks of Pentagon programs. It also comes after the White House instructed the Pentagon to pare back its planned budget for the coming year by about 4.5 percent, or about $33 billion. White House national security adviser John Bolton has said he expects the defense budget to remain relatively flat as leaders seek to cut discretionary spending. It promises to be a dramatic shift after two years of increased defense spending and statements by President Trump that he is rebuilding the American military like never before. (TWP)

how it intends to defeat majorpower rivals. To counter Russia and China, the commission said the Navy should expand its submarine fleet and sealift forces; the Air Force should introduce more reconnaissance platforms and stealth long-range fighters and bombers; and the Army should pursue more armor, long-range precision missiles and air-defense and logistical forces. The report also advocated seeing through the modernization of the U.S. nuclear arsenal. Eric Edelman, who co-chaired the commission, said the report wrestled with the consequences of years of ignored warnings about the erosion of American military might. The commission said that despite a $716 billion American defense budget this year, which is four times the size of China’s and more than 10 times that of Russia, the effort to reshape the U.S. defense establishment to counter current threats is underresourced. It recommended that Congress lift budget caps on defense spending in the next two years that in the past have hobbled the military’s ability to plan for the long term. “It is beyond the scope of our work to identify the exact dollar amount required to fully fund the military’s needs,” the report concluded. “Yet available resources are clearly insufficient to fulfill the strategy’s ambitious goals.” PAUL SONNE AND SHANE HARRIS (THE WASHINGTON POST)

Pelosi certain she will become House speaker POLITICS An unbowed House Minority Leader Nancy Pelosi, D-Calif., insisted Thursday that she has the votes to become the chamber’s speaker despite opposition from more than a dozen Democrats who want fresh leadership when the party takes control next year. “I have overwhelming support in my caucus to be speaker of the House,” Pelosi told reporters. “I happen to think at this point, I’m the best person for that.” Jockeying among the proPelosi and anti-Pelosi factions intensified Thursday, including in the Congressional Black Caucus. The group has traditionally been a strong source of support for Pelosi, but its chairman, Rep. Cedric Richmond, D-La., signaled Thursday he is willing to consider an alternative: Rep. Marcia Fudge, D-Ohio. Fudge has not announced her candidacy for the post but said Thursday she was taken aback by the people urging her to run. A vote in the Democratic caucus is scheduled for Nov. 28. The full House will vote Jan. 3. At least 17 Democrats oppose Pelosi, setting the stage for an intense battle over who will ascend to one of the most powerful positions in D.C. The defections, if they stand, would leave Pelosi, who has led the Democrats for more than 15 years, several votes short of the 218 she would need when the full House votes. REDSKINS VS. TEXANS | 1 P.M. SUNDAY, CBS

Big test for rebuilt line Redskins’ banged-up offense looks to control the Texans’ disruptive defensive front REDSKINS The Redskins had to rebuild their offensive line last week after injuries decimated their starting lineup, and the group held up well in Sunday’s 16-3 victory over the Buccaneers. But things will get more challenging this week. The Houston Texans will roll into FedEx Field with one of the best pass rushes in the league, featuring three-time defensive player of the year J.J. Watt, former No. 1 overall pick Jadeveon Clowney and former first-round pick Whitney Mercilus. Watt is tied for third in the league with nine sacks, and Clowney is tied for 21st with 5½. “Certainly one of the most disruptive fronts in football when you just talk about creating problems, penetration,” Redskins quarterback Alex Smith said. “They’re all over the place. They’re, obviously, really, really talented.” The Texans’ pass rush is typically the first thing mentioned

when discussing their defensive front, but the team is also stout against the run. The team ranks sixth in the league in rushing yards allowed, and only two teams have hit the 100-yard mark against Houston in the past six games. “They’re big, and they’re powerful,” Redskins coach Jay Gruden said. “And it’s hard to get outside. It’s hard to get to the edge because they set the edges. … So we’ve just got to figure out ways to attack and be smart about it.” Gruden added the most important thing against the Texans’ defense is to have early-down success and keep out of third and seven or longer. Running back Adrian Peterson expects to be particularly active in pass protection Sunday and said the offensive line will have to be at its best. “Those are special guys,” Peterson said. “You have to account for those guys, and you have to do some extra little things, as well,

A spotlight put on fans Cornerback Josh Norman called out Redskins fans after an ugly win at Tampa Bay last week, putting the spotlight on the atmosphere Sunday at FedEx Field. Washington’s average attendance of 61,201 ranks 26th in the NFL, and its 74.6 percent-of-capacity crowd ranks dead last. Chief marketing officer Steve Ziff said prior to the season there’s no timeline for when he expects fans to return in droves like the glory days at RFK Stadium. “We’re going to do things right for as long as it takes,” Ziff said. to kind of help. That’s chipping [pass rushers]. Those guys are coming free because, quite honestly, they’re playmakers. … You have to be prepared to bow down and hit them in their mouth.” There were concerns about how the offensive line would hold up last week with left tackle Trent Williams (thumb) out and

guards Shawn Lauvao (knee) and Brandon Scherff (shoulder) lost for the season. Jonathan Cooper started at left guard after being signed earlier in the week. Tony Bergstrom took over at right guard and Ty Nsekhe stepped in at left tackle. That same combination is expected to be used this week. Smith said he was impressed with how Cooper performed. “I think it’d be easy, in that situation, to be tentative and hold back,” Smith said. “I thought he didn’t blink in the huddle. He almost relished the challenge of it, and I thought that was really neat to be around.” The quarterback continues to be optimistic about a Washington offense that ranks 27th in the league in scoring, averaging just 19.6 points per game. Smith said: “I do feel like, as a whole, the consistency of execution is improving despite point output.” KAREEM COPELAND (THE WASHINGTON POST)

The title “Fantastic Beasts” presumably refers to the sexy beast that is Jude Law’s young Dumbledore.

‘Green Book’ is a triumph on all counts

Happiness found in the darkest times

FILM REVIEW “Bunty, the baby nifflers are loose again.” And with that, the hero of “Fantastic Beasts: The Crimes of Grindelwald” signals to his housekeeper — and to the audience, really — that this new chapter in the adventures of magizoologist Newt Scamander (Eddie Redmayne, as mumbly and bumbly as ever) will have at least one antic chase scene featuring CGI critters. But there’s something — or, rather, someone — far less adorable that has also escaped in this Harry Potter prequel, which takes a turn for the dark side that will satisfy the franchise’s adult fans even more. As the film opens, in a bravura, wham-bam prologue, the evil wizard Gellert Grindelwald (Johnny Depp) is seen escaping from detention. W h at a r e t h o s e t it u l a r crimes? Possibly his haircut: a

peroxide-blond brush cut that makes Depp look like a scoutmaster for the local chapter of the Hitler Youth. More seriously, he wants power. Once Grindelwald lands in Paris, Newt is dispatched to go after the fugitive wizard by his former Hogwarts teacher, Albus Dumbledore (Jude Law). Newt is aided in this mission by sidekicks returning from the 2016 “Fantastic Beasts and Where to Find Them”: baker Jacob Kowalski and magical sisters Queenie and Porpentina — known as Tina — Goldstein (Dan Fogler, Alison Sudol and Katherine Waterston). J.K Rowling, who wrote this surprise-filled screenplay for veteran Potter director David Yates, has a real knack for names. The film’s other key returning character is a young man named Credence Barebone (Ezra Miller), the host to an uncontrollably destructive magical entity. Credence is being pursued by Newt, who wants to neutralize his power, and by Grindelwald, who wants to harness it. An apparent orphan, Credence wants

Ezra Miller plays a troubled young wizard at the center of the conflict in “The Crimes of Grindelwald.”

‘Fantastic Beasts’ sequel takes a magical step into an ominous world

ALSO OPENING

‘Fantastic Beasts: The Crimes of Grindelwald’ (PG-13, 134 min.)

DIRECTOR: David Yates STARS: Eddie Redmayne, Jude Law, Katherine Waterston, Johnny Depp IN A NUTSHELL: Albus Dumbledore recruits magizoologist Newt Scamander in a quest to thwart the dark wizard Gellert Grindelwald.

to discover his true identity. And boy, will he. “The Crimes of Grindelwald” has one of the biggest third-act reveals in the whole Harry Potter series.

All of this serves a greater purpose, the fullness of which will be revealed only over the course of the next three planned films. One other thing that Rowling is good at: planning. “Grindelwald’s” story, set in 1927, is very much a parable of the world today. Grindelwald is a demagogue. He holds rallies. He incites his followers to violence by demonizing the other. Sound familiar? It should. In “The Crimes of Grindelwald,” there’s another He Who Shall Not Be Named, whose shadow looms large over everything, and it ain’t Voldemort. MICHAEL O’SULLIVAN

The pain, peril and murderous racism that resulted in the Green Book — a guide for the Jim Crow South designed to “give the Negro traveler information that will keep him from running into difficulties” — seems like unlikely fodder for a crowdpleaser. But “Green Book,” a spirited film about black pianist Don Shirley (Mahershala Ali) and his white driver (Viggo Mortensen), is just that cinematic unicorn. It’s a lively amalgam of buddy comedy, road movie, fish-out-of-water fable and accessible social history. Most winningly, the film puts two fine actors in a funny chamber piece bursting with heart, art and soul. ANN HORNADAY (TWP)

‘Widows’ isn’t just another crime caper

PARAMOUNT PICTURES

The parents and kids in “Instant Family” gather at the table for a meal — just like real families used to do!

KRISTEN PAGE-KIRBY | THE REELIST

Parental warming: ‘Instant Family’ is relatively deep The primary point of trailers and commercials and other promotional materials isn’t to accurately represent the movie; the primary point is to get butts into seats. Which is probably why the trailer and commercials for “Instant Family” were what they were. In the movie (which is inspired by the real-life experiences of director and co-writer Sean Anders and his wife), Ellie and Pete (Mark Wahlberg and Rose Byrne), who live a Chip and Joanna Gaines-ian life as the owners of a houseflipping company, decide to foster-to-adopt a kid. They’re one of the rare families who not only are OK with taking

in an older kid, but actually want one. They hit it off with 15-year-old Lizzy (Isabela Moner, in a performance that really captures the experience of a kid forced to live beyond her years), who is a package deal with two younger siblings. The trailer suggests something Hallmark-y: There are pratfalls and laughs and a moment when Ellie and Pete say just the right thing while Lizzy is crying. Plus you add in Byrne and Wahlberg, notable comedic actors (well, she’s notable; he is … sometimes in movies that are sometimes funny) and it’s easy to assume it’ll be an hour and 15 minutes of zany with 15 minutes of emotions sprinkled throughout. And all of that happens. But that’s not all that happens.

Variety: Hugh Grant cast in HBO miniseries “The Undoing”

Octavia Spencer and Tig Notaro, who play caseworkers, drive home the difficulties for kids in the foster system and what their foster parents can expect. The frightening statistics on the prospects for kids who age out of the system without having found a permanent placement are clearly laid out (in real life, 20 percent immediately become homeless, less than 3 percent will earn a college degree by 26, and 70 percent of girls will become pregnant by 21). Ellie and Pete attend a support group where foster parents share how their kids have threatened them with violence. Lita, the youngest of the siblings, says some horrid things that you know she heard somewhere, and you

‘Instant Family’ (PG-13, 118 min.)

DIRECTOR: Sean Anders STARS: Mark Wahlberg, Rose Byrne, Isabela Moner, Octavia Spencer IN A NUTSHELL: A childless couple find their lives upended after they become foster parents to a rebellious teen and her two younger siblings.

know those things have been directed at her. One thing nonfictional parents should be aware of: The movie touches on emotional, physical and sexual abuse, as well as addiction and substance abuse. It’s all handled well, but isn’t appropriate for young kids, even if they’d be OK hearing an occasional rhymes-with-sit curse word. “Instant Family” is a better movie than the commercials suggest because it’s more than what the commercials suggest. The laughs are sometimes silly, but often come as moments of relief that the family has made it through something tough. The emotional scenes — both happy and sad — are genuinely emotional. The dark moments are genuinely dark. It’s not uncommon for comedy trailers to contain nearly every good joke in the actual movie, so when you get into the theater you find there’s nothing new to see. “Instant Family” is the opposite. Yes, you get what the trailer advertised. But you also get much more. For more movie musings, follow Kristen on Twitter: @kpagekirby

J.K. Simmons joins Hulu’s “Veronica Mars” revival

FILM “Widows” immediately signals that audiences aren’t in for just another heist movie. We begin with a tender moment between Veronica Rawlins (Viola Davis) and her husband, Harry (Liam Neeson). A smash cut later, we’re in the midst of a chaotic crime scene that concludes with a shocking moment of violence. Director Steve McQueen toggles with cool confidence between these scenarios. It turns out that Harry, a career criminal, has been killed in that opening conflagration, which also vaporized the $5 million he and his accomplices stole. When Veronica learns that Harry owed a portion of the loot to a gangsterturned-politician, she recruits the wives of Harry’s henchmen to make one last score. Adapted by McQueen and novelist Gillian Flynn from a British TV series, “Widows” obeys the most visceral beats of a classic caper flick, with none of the genre’s playfulness. McQueen also has cast his movie brilliantly, bringing in the likes of Elizabeth Debicki, Michelle Rodriguez, Cynthia Erivo, Brian Tyree Henry, Colin Farrell, Robert Duvall and Daniel Kaluuya. “Widows” moves so swiftly that viewers may not catch every nuance. Still, it proves how smarts and style can elevate even the pulpiest material into something shrewd, socially attuned and bracingly observant. ANN HORNADAY (THE WASHINGTON POST)

@XTOPHERCOOK, joking about the

chaos surrounding British Prime Minister Theresa May and Brexit. Just a day after May announced that her Cabinet had approved a draft agreement of the U.K.’s divorce from the European Union, Brexit Secretary Dominic Raab resigned, along with at least six other party ministers.

“The Elton John commercial is a great Elton John commercial but a terrible John Lewis ad.” @SOPHPOS, reacting to the British department store’s annual

holiday ad. The 2018 one features Elton John and traces his life from the present day, back through his career, to the day he received a piano for Christmas as a toddler. Many Twitter users viewed the ad, whose predecessors have been more emotional, as a plug for John’s Farewell Yellow Brick Road tour and “Rocketman,” the biopic of his life coming out in 2019.

“I hope that anyone that buys these for their kids spends the rest of their lives stepping on Legos.” @MANINTHEHOODY, tweeting about

the “MAGA Build the Wall” block set that Keep and Bear is selling for the holiday season. The Lego look-alike features 100 gray bricks to build a border wall and a figurine of President Trump in his signature “Make America Great Again” hat. The conservative website is selling the set for $29.95.

“We need a GoFundMe to buy these cats museum memberships.” @MOSHEROPERANDI, tweeting about

Ken Chan and Gosaku, two cats that have been trying to enter the Onomichi City Museum of Art in Japan for years. Ken Chan first appeared in 2016, but was turned away by a security guard. He returned in 2017 with Gosaku. The two still hang around the museum, where they are petted by the guard before he kicks them out. Again.

SCORPIO (Oct. 23-Nov. 21) You may have to enforce a rule that goes against the grain — but the reasons to do so outweigh the reasons not to or any objections against it. SAGITTARIUS (Nov. 22-Dec. 21) You may find yourself paying a price for something done without much thought some time ago. You knew this bill would come due, didn’t you? CAPRICORN (Dec. 22-Jan. 19) You have a tricky decision to make before you get in touch with someone who is waiting to hear from you. Weigh the pros and cons. AQUARIUS (Jan. 20-Feb. 18) Don’t pay too much attention to the clock today — but don’t neglect it entirely, either. You can use time to your advantage.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

In a video posted to her Instagram stories, Azalea had wet hair and wrote, “So the ‘Dr. Phil’ girl is really upset about me apparently and thought I’d fight a child?” Bhabie, 15, is best known for her appearance on “Dr. Phil” when she became a meme for the phrase “cash me outside.” Bhabie recently trolled Azalea, 28, in an Instagram comment telling the “Fancy” rapper to attend one of her concerts so she remembers “what a sold out show looks like.” (EXPRESS)
