An election for the governing board of a town of 5,000 in Connecticut has been decided by a coin toss. Republican Michael Eremita on Tuesday kept his seat on Bolton’s Board of Selectmen with a coin-toss win over Democratic challenger Kim Miller. Each received 718 votes last week. Under the town charter, tied elections can be decided by a special election or a coin toss. Eremita and Miller agreed on the latter to save money. (AP)

CULTURE Eight years ago, Hobby Lobby president Steve Green found a new way to express his Christian faith. His family’s $4 billion arts and craft chain was already known for closing stores on Sundays, waging a Supreme Court fight over birth control and donating tens of millions of dollars to religious groups. Green began collecting biblical artifacts that he hoped could become the starting point for a museum. That vision will be realized Friday, when the 430,000-squarefoot Museum of the Bible opens three blocks from the U.S. Capitol. The $500 million museum includes 300 objects from the family’s collection, including pieces of the Dead Sea Scrolls

and towering bronze gates inscribed with text from the Gutenberg Bible. It is an ambitious attempt to appeal simultaneously to people of deep faith and no faith, and to stand out amid the impressive constellation of museums in Washington. The Bible exhibits are so extensive, administrators say it would take days to see everything. Green says the institution he largely funded is meant to educate, not evangelize, though critics are dubious. Museum administrators have taken pains to hire a broad group of scholars as advisers. Lawrence Schiffman, a New York University Jewish studies professor and Dead Sea Scrolls expert, called the museum a “monument” to interfaith cooperation. Green’s response to the skeptics: Visit the museum and decide for yourself. Located steps from the National Mall, the building alone has been designed to inspire a sense of wonder. The Gutenberg gates flank the entrance. The floors are a mix of shimmering marble from Denmark and Tunisia, complemented by columns of Jerusalem stone. From two high stories, a glass atrium curves from ceiling to floor, echoing the shape of a scroll and providing a clear view of the Capitol dome and the Washington Monument. A section dedicated to the Bible’s modern-day influence includes a replica of the Liberty Bell, inscribed with a verse from Leviticus, and exhibits touching on slavery, abolition and the civil rights movement. The ceremony opening the museum aims to underscore a message of inclusivity, and will feature a rabbi and two Roman Catholic cardinals bearing a message from Pope Francis. “I think people will come in here and will be surprised at how much this book has impacted their life in ways that they probably don’t even know,” Green said. TRANSPORTATION Metro’s new message to the region’s disgruntled riders is akin to an exhortation from a repentant ex: We’re getting better, and we want you back. At Thursday’s Metro board meeting, General Manager Paul Wiedefeld, citing the latest round of performance statistics, said the transit agency has “moved the needle” on rail reliability and on-time performance. And board members generally agreed that the glowing picture painted by Wiedefeld and his staff in the latest report, which captures the system’s performance from July to September, was a signal the state of the system is improving. “I’m very excited about the customer satisfaction numbers, particularly on the rail side,” said board member Malcolm Augustine, referring to data that showed that the number of satisfied train riders increased to 74 percent from 66 percent. “It’s time to start talking to people about giving us another shot.” According to the quarterly performance report, railcar reliability surpassed Metro’s target — with the system logging 86,000 miles between significant delays, more than the 75,000-mile target.

According to Metro’s latest report, 88 percent of rail riders arrive at their destination close to the expected time, a jump from the same time last year.

said board member Robert Lauby. “This isn’t a dean’s list performance, but it’s certainly first honors.” What the report didn’t say: Metro is operating fewer trains than it did a year ago, and there are longer waits between trains. It’s easier to run an incident-free commute when the longer time between trains provides more room for error. But Wiedefeld disagreed about whether the flattering statistics painted an overly glowing picture of the state of the system. “It’s not a matter of patting ourselves on the back,” Wiedefeld said. “I think there is a recognition in the community that people have to understand that we have moved the needle. New bill would increase funds to restore bay Sen. Chris Van Hollen, D-Md., on Thursday introduced legislation to increase funding for a program that keeps pollutants from running off farms and into the Chesapeake Bay and other sensitive watersheds across the country. The bill, called the Chesapeake Bay Farm Bill Enhancements Act of 2017, would increase to $300 million a pot of money to help farmers build things such as manure storage and stream buffers that prevent harmful nutrients from flowing into sensitive watersheds. There is currently $100 million in the fund, part of the Regional Conservation Partnership Program. Van Hollen is the top Democrat on the Senate Agriculture subcommittee, which has jurisdiction over rural development. (TWP)

Zoo: Panda may have arthritis

Keepers at the National Zoo noticed something was off with Tian Tian, one of their giant pandas. So they took the 20-year-old panda to the zoo’s veterinary hospital and put him under anesthesia Tuesday to let veterinarians examine him. After an ultrasound and some X-rays, the experts deemed him fine, but they think he may have arthritis in his left shoulder. The vets did acupuncture and a laser treatment. They said the acupuncture “may help improve some of Tian Tian’s overall muscle tone,” and the laser treatment “may help” with the arthritis. (TWP)

McGowan arraigned on felony cocaine charge Actress Rose McGowan was arraigned Thursday on a felony cocaine charge. McGowan, 44, is accused by prosecutors of possessing cocaine that was found in a wallet recovered by an airline crew after her Jan. 20 flight to Dulles airport, where she had flown to join the Women’s March. McGowan had been expected to appear in a courtroom for her arraignment, but a judge agreed to waive her appearance. The judge scheduled a preliminary hearing for Jan. 23. Transportation officials plead guilty to bribery Two officials in the Virginia Department of Transportation took nearly a half-million dollars in cash bribes from snowplow companies in exchange for valuable winter contracts. Kenneth D. Adams, 42, and Anthony Willie, 55, pleaded guilty this week to a fraud conspiracy, as did three contractors who paid the bribes. The two were in charge of VDOT’s office in Burke and had the power to decide which contractors were used to plow roads. (TWP)

POLITICS Republican and Democratic senators have joined forces on legislation to strengthen the FBI database of prohibited gun buyers after the Air Force failed to report the criminal history of the gunman who slaughtered more than two dozen people at a Texas church. Congress has taken no steps on guns in the weeks after deadly shootings in Las Vegas and Sutherland Springs, Texas. The bill, which has the backing of the Senate’s No. 2 Republican, John Cornyn of Texas, would ensure that federal agencies, such as the Defense Department, and states accurately report relevant criminal information to the FBI. The Air Force has acknowledged that the Texas shooter, Devin P. Kelley, should have had his name and domestic violence conviction submitted to the National Criminal Information Center database. The bill would penalize federal agencies that fail to properly report required records by prohibiting appointees from receiving bonus pay and rewards states that comply by providing them with federal grant preferences. Cornyn said agencies and state governments have for years failed to forward legally required

Anyone who buys a gun from a federally licensed dealer must pass a background check. People convicted in any court of domestic violence are prohibited from buying a gun. The Air Force’s failure to disclose Kelley’s past made it possible for him to acquire weapons that federal law prohibited him from buying or possessing after his 2012 conviction. Who will win The Game of Life? Testimony began Thursday in federal court in Los Angeles in a lawsuit over who owns the rights to one of the most popular board games of all time. The widow of a toy inventor says her husband, Bill Markham, has been denied his legacy of creating The Game of Life after another man, Reuben Klamer, took full credit for it. Lorraine Markham also says she was cut out of more than $2 million in royalties by Klamer and toy company Hasbro. Both Hasbro and Klamer dispute that, arguing that Markham was merely hired by Klamer to create a prototype. The game has sold more than 30 million copies, and was spun off into an app, TV show and other ventures. It was inducted into the Toy Hall of Fame in 2010. (AP)

Trump reverses ban on hunting trophy imports The Trump administration announced Wednesday that the remains of elephants legally hunted in Zimbabwe and Zambia can now be imported to the U.S. as trophies, reversing a ban under President Barack Obama. African elephants are listed as threatened under the Endangered Species Act, but the U.S. Fish and Wildlife Service has determined that large sums paid for permits to hunt the animals could actually help them “by putting much-needed revenue back into conservation,” according to an agency statement. Under the Obama administration, elephant-hunting trophies were allowed in countries such as South Africa but not in Zimbabwe because Fish and Wildlife decided in 2015 that the nation had failed to prove that its management of elephants enhanced the population. Zimbabwe could not confirm its elephant population in a way that was acceptable to U.S. officials, and did not demonstrate an ability to implement laws to protect it. The Service’s new statement did not specify what had changed in that country — where the African elephant population has declined 6 percent in recent years, according to the Great Elephant Census project — to allow hunting trophies. POLITICS Minnesota Sen. Al Franken apologized Thursday and likely will face a Senate ethics investigation after a Los Angeles radio anchor accused him of forcibly kissing her during a 2006 USO tour. Leeann Tweeden also accused Franken of posing for a photo of him grinning with his hands on her breasts as she slept after both performed for military personnel two years before the one-time comedian was elected to the Senate. The photo was taken on the trip home from Afghanistan. Tweeden said she didn’t discover the photo until she returned home. Tweeden posted the allegations, including the photo, on the website of KABC, where she works as a news anchor for a morning radio show. Tweeden said Thursday that Franken was persistent, and “every time I see him now, my hands clench into fists.” Both Senate Democratic Leader Chuck Schumer and Senate Republican Leader Mitch McConnell called on the Senate Ethics Committee to review

the allegations. Franken initially released a brief statement in which he apologized but questioned Tweeden’s recollection of his behavior. In a longer statement Thursday afternoon, he again apologized while maintaining that he remembered the rehearsal differently. “While I don’t remember the rehearsal for the skit as Leeann does, I understand why we need to listen to and believe women’s experiences,” he said. Of the photo, Franken said: “I look at it now, and I feel disgusted with myself.” He added that he welcomed the investigation. Tweeden told The Associated Press that Franken wrote a skit for the pair that was filled with

“sexual innuendo.” Part of the skit included a kiss, she said, and he insisted they practice during a rehearsal despite her protests. “We did the line leading up to the kiss and then he came at me, put his hand on the back of my head, mashed his lips against mine and aggressively stuck his tongue in my mouth,” she wrote. Tweeden said she didn’t come forward with the allegations sooner because she feared her career, including a stint as a swimsuit model, would lead others to discount her story. “ I felt b el it t le d . NEW YORK A Leonardo da Vinci painting, “Saviour of the World,” sold for $450.31 million Wednesday at auction, Christie’s said. The price, which includes the auction house fee, makes it “the most expensive painting ever sold at auction,” Christie’s said in a statement. The most expensive painting sold at auction had been $179.36 million for Pablo Picasso’s “Les Femmes d’Alger” (“Women of

Algiers”), according to Christie’s. The highest price previously paid at auction for a da Vinci was for his “Horse and Rider,” a work on paper that went for $11.48 million in 2001. House OKs GOP tax bill Republicans take step toward legislative win as the Senate version of plan faces backlash

POLITICS Republicans rammed a nearly $1.5 trillion package overhauling corporate and personal taxes through the House on Thursday, edging President Trump and the GOP toward their first big legislative triumph in a year in which they and their voters expected much more. The near party-line 227-205 vote came as Democrats on the other side of the Capitol pointed to new estimates showing the Senate version of the plan would boost future taxes on lowerand middle-income Americans. Those projections, coupled with complaints by some GOP senators about their chamber’s proposal, suggest party leaders still face a challenge in crafting a measure that can make it through Congress over solid Democratic opposition. House passage raised GOP hopes that Trump would be able to claim a big win in a year highlighted so far by the Senate crash of the party’s effort to repeal President Barack Obama’s health care law. The first major tax rewrite in three decades has been a careerlong goal of many Republicans. “Passing this bill is the single biggest thing we can do to grow the economy, to restore opportunity and help those middleincome families who are struggling,” said House Speaker Paul Ryan, R-Wis. Thirteen Republicans — all but one from high-tax California, New York and New Jersey — voted “no” because the plan would erase tax deductions for state and local income and sales taxes and limit property tax deductions to $10,000.

Democrats derided the plan as a scheme to help the rich but do little for others. “Republicans have brought forth a bill that is pillaging the middle class to pad the pockets of the wealthiest and hand tax breaks to corporations shipping jobs out of America,” said House Minority Leader Nancy Pelosi, D-Calif. Both the House and Senate versions of the bill would cut the 35 percent corporate tax rate to 20 percent, while reducing some personal taxpayers’ rates and erasing and shrinking deductions for individuals. Projected federal deficits would grow by $1.5 trillion over the coming decade. Before the vote, Trump urged House Republicans at the Capitol to approve the bill, though it was clear beforehand that they had the votes. While House Republicans celebrated, the news was less encouraging for the version making its way through the Senate Finance Committee. New numbers from Congress’

Skeptical GOP senators On Wednesday, Ron Johnson, R-Wis., became the first Republican senator to say he opposed the Senate tax plan, complaining that it leaves taxes too high for some corporations and partnerships. Republican Sens. Susan Collins of Maine, Jeff Flake and John McCain of Arizona, Bob Corker of Tennessee and Lisa Murkowski of Alaska have yet to commit to backing the tax measure. With Republicans controlling the Senate 52-48 and a solid Democratic opposition likely, that means Republicans can lose just two GOP votes for it to pass. (AP)

Keystone pipeline spills 210,000 gallons of oil ENVIRONMENT The Keystone pipeline running from Canada across the Great Plains leaked Thursday morning, spilling about 5,000 barrels of oil — or 210,000 gallons — in northeast South Dakota. The spill came on the eve of a crucial decision by the Public Service Commission in Nebraska over whether to grant a permit for a new, long-delayed sister pipeline called Keystone XL, which has been mired in controversy for several years. Both are owned by Calgary-based TransCanada. The spill on the first Keystone

Gruden concedes Redskins’ desperation, says they must figure out a way to win NFL Washington is running out of time. The Redskins’ players know it, and so does their coach. There is no room for let up now, not after weeks of hovering at or around the .500 mark. They’ve afforded themselves no wiggle room and given themselves no other options except one. Win. “This is a heck of a football team,” coach Jay Gruden said Thursday of the NFC Southleading Saints, the Redskins’ hosts at 1 p.m. Sunday. “Great environment playing in New Orleans against a team that’s won seven in a row. “And we know that we don’t have a lot of margin for error right now. We have to go in there and play our best football. Knowing that we’ve won on the road is

great. … But going out and doing it again is a different story. We’ve got to figure out a way to do it.” The Redskins (4-5) have been here before, faced with the prospect of going into enemy territory as underdogs and yet they’ve proven themselves capable of playing complementary football. Twice, they were victorious on the West Coast, staving off the upstart Rams in Week 2 and later the Seahawks in Week 9. But the Saints are decidedly different. No longer is Drew Brees quarterbacking a predominantly pass-happy, one-dimensional offense. Now, New Orleans (7-2) has a far more balanced attack with running backs Mark Ingram and Alvin Kamara, who have combined to rush for 1,089 yards and 11 touchdowns.

Reed still ‘day-to-day’ Redskins tight end Jordan Reed acknowledged he was frustrated Thursday while dealing with a lingering hamstring injury he described as “day-to-day.” His status for Sunday was unclear. Reed, who has teased Washington with tremendous play-making skills, suffered a setback last week and has missed three games this year — including the past two — with hamstring and rib ailments. Rookie’s growing pains could hurt Lakers’ ability to lure free agents ANALYSIS Everything the Lakers have done for the past several months has been with one goal in mind: landing one or more stars — and, specifically, LeBron James — in free agency next July. To do so, however, the team needed to give them a reason to sign. When the Lakers selected Lonzo Ball with the No. 2 pick in June’s draft, they thought they found that reason, which could bolster the lure of the Southern California weather and the history of a flagship NBA franchise. But one month into Ball’s rookie season, the supposed savior in Los Angeles looks more like a long-term project with averages of 9.0 points, 6.6 rebounds and 6.9 assists in his first 15 games. More importantly, he’s shooting a dismal 30.3 percent from the field, and 23 percent from 3-point range. “What we know he’s going to become requires a lot of work,

and a lot of growth,” Lakers coach Luke Walton said. “He’ll get there, and there’s going to be some ups and downs on that path.” That’s fair. Ball didn’t turn 20 until late last month. But the problem for the Lakers is that by presenting him from the moment he was drafted as the face of the franchise, they didn’t allow any time for him to develop. Ball was supposed to be a finished product who would step on the court and transform the Lakers into a destination franchise again, as opposed to a bottom-feeder coming off the four worst seasons since the franchise moved from Minneapolis almost 60 years ago. That’s what made Wednesday night’s home game against the 76ers so fascinating to watch. There were players involved who looked good enough to intrigue current stars such as James or Thunder forward Paul George.

The problem for the Lakers? Those players were Philadelphia’s Joel Embiid (46 points, 15 rebounds, seven assists, seven blocks) and Ben Simmons (18 points, nine rebounds and 10 assists), who led the Sixers to a 115-109 win by making one jaw-dropping play after another. Ball, on the other hand? Well, he shot 1-for-9, missed all six of his 3-pointers and found himself sitting on the bench for the game’s final 16 minutes, as Walton chose to leave him there for the fourth quarter for a second straight game. Anyone watching Wednesday would say the Sixers, with Embiid, Simmons and Robert Covington — not to mention rookie No. 1 overall pick Markelle Fultz, who has had his own rough start to his pro career — offer a far more appealing prospect for future contention than the Lakers. The Badgers’ most impressive accomplishment under coach Paul Chryst — aside from their unblemished record — is that they haven’t cracked under pressure as attention mounts with each win. What do they do? Shake off the turnovers and finish games strong on offense. Despite opening as 17-point underdogs at undefeated No. 3 Miami on Saturday, the Virginia football team will feel right at home at Hard Rock Stadium, so long as the Cavaliers remember to pack their trusty toaster. After Virginia went 1-5 at home last year in its first season under Bronco Mendenhall, above, the coach moved many spring practices out of the team’s $13 million indoor facility and into Scott Stadium. The idea was for players to get comfortable and develop confidence on the same field they’d use for games. To help make the unfamiliar surroundings feel like home, Mendenhall started making toast. “It’s hard to eat breakfast unless you’re home, and it smells like toast when you walk into our locker room, which helps you know you’re home,” Mendenhall told The Virginian-Pilot in April. For the first time since 2011, the 6-4 Cavaliers won’t be stuck at home for bowl season. Virginia became bowl eligible with a 40-36 win over Georgia Tech on Nov. 4 at Scott Stadium, where Virginia is 4-2. The smell of toast has also wafted through Virginia’s locker room before every road game this year. “Every stadium we go into, we bring a toaster and we have toast, and so when we go, we know we’re home,” Mendenhall said this week on his coach’s show. “It’s kind of been symbolic.” SCOTT ALLEN (THE WASHINGTON POST)

Divvy Up Dishes Assign your close friends some side dishes. Don’t make yourself responsible for cooking the whole dang meal, you’ll drive yourself crazy.

Limit the Guest List It’s simple: Do not invite everyone you know. Do not invite your whole family. Choose a very specific audience/guest list for this special meal

Don’t be cooking at the last second; you’ll only get more stressed. Have everything prepared and chilled the night before, and then give everything a once-over in the oven before serving. You may want to plate food for your guests and distribute the plates, or set up a small buffet.

Leave Your Windows Open Depending on the size of your dinner, it could get pretty hot and stuffy in your space. Leave the windows open, choose chilled wine over warm ciders, and again, don’t jam pack your apartment too much. If you or your guests are uncomfortable, it won’t be quite so fun.

Clear Clutter Pre-Party

My last tip, be inventive and create more seating room on the floor by pulling out your largest pillows for chairs. It will make your gathering feel cozy and allow more visitors their own designated spot.

Don’t only clean before the party, but also declutter. Even if you have to shove excess junk in your car, you may really want to feng shui your space before meal prep. The more space you have and the more prepared you are, the better. You may want to temporarily re-organize your furniture to maximize seating space.

Super wrong: This isn’t why we need the Man of Steel “Justice League” shares many of the problems that have cropped up in DC Comics films — a thinly written villain, a criminal underuse of both Amy Adams and Lois Lane, LOUD NOISES, (presumably) Zack Snyder shooting Gal Gadot like she’s on a latenight Cinemax show. And it’s terribly uneven; Joss Whedon was brought in to complete the film, and Whedon and Snyder aren’t exactly the chocolate and peanut butter of cinematic styles. Its fundamental flaw, though, lies at its moral center. For those of you who were mercifully spared Snyder’s 2016 film “Batman v Superman: Dawn of Justice,” all you really need to know is that Superman died at the end. This

has given Batman (Ben Affleck) a severe case of Batguilt, not only because he feels somewhat responsible, but because he feels that the world needs Superman. And, judging from the new movie’s early scenes, we do: The loss of the Last Son of Krypton has apparently directly led to an uptick in crime, a heavy reliance on slow motion and an unfortunate alien invasion. It seems the only thing keeping Earth from devolving into a free-for-all hellscape was an undocumented immigrant from another planet who, 2013’s “Man of Steel” strongly suggested, attended the University of Kansas without even bothering to help out the football team. In the world of “Justice League,” Superman was a deterrent against the worst of humanity. Which is so reductive

that it borders on offensive — it means Superman is a redcaped crusader bent on saving humans from ourselves. It means he is reactive; he serves no function but to prevent and punish crime. While that is part of his role, it’s by no means the most important. The threat of punishment, whether it’s a speeding ticket or a building-demolishing punch in the face, does not deter all — or even a majority, I think — of evil acts. Most people don’t drive 90 mph in a 45 mph zone, because they recognize that doing so puts themselves and others at risk, not because they fear a ticket. For those who do drive that fast, the threat of a ticket is not enough to convince them to take their foot off the accelerator. Even larger crimes — rape, murder, genocide

— happen in spite of the legal or moral consequences. It’s not the law that keeps most people from committing murder, it’s that they don’t want to kill anyone. To cast Superman as cop, judge and jury and to suggest that without him all hell would break loose is not only to demean his message, but to render him largely ineffective. Evil is not deterred by authority, but counteracted with goodness. People don’t love Superman because of how he protects them (though he does come in handy for that), but because he’s a symbol of what we can be, even if we can only glimmer in response to his beacon. Bruce Wayne pays lip service to that argument, rambling on for a bit about how Superman gives Earth hope, but we never see that represented in the movie as a whole. In “Justice League,” Earth needs Superman primarily to protect, not to inspire — and that’s not what Superman was ever about. FILM REVIEW For an avatar of our current cultural appetite for accountability, truth-telling and radical moral reckoning, we couldn’t possibly do better than Mildred Hayes, a grieving mother seeking justice and closure in “Three Billboards Outside Ebbing, Missouri.” Portrayed by Frances McDormand in a performance as ferocious and uncompromising as any of her career, Mildred turns out to be an alternately off-putting and deeply sympathetic guide through the world that writerdirector Martin McDonagh creates. “Three Billboards” is as dark as they come, a pitch-black, often laceratingly funny look at human nature at its most nasty, brutish and dimwitted. But he anneals the cleansing fire with moments of startling tenderness. As the movie opens, Mildred has not yet recovered from the rape and murder of her teenage daughter Angela, a crime that occurred seven months ago in the Ozark mountain town of Ebbing. Spying three decrepit billboards on her way home one day, she hits on an idea to impel the local police chief, William Willoughby (Woody Harrelson), into action: She buys ad space on all three, fashioning a campaign asking him why the case is still unsolved. Mildred’s idea of avenging Angela inevitably has a cascading effect, not only on Willoughby,

but also on his dumb-as-a-rock deputy, Dixon, portrayed by Sam Rockwell. Casting vanity to the wind, Rockwell affects an ungainly posture and unflattering haircut to play a racist, homophobic, supremely idiotic mama’s-boy drunk on his own blunt-force power: If Mildred embodies fairness at its most extreme, Dixon is its opposite, a symbol of unacknowledged, unearned privilege. “Three Billboards” is shot with stinging commentaries about racism and policing in a community that even though it’s fictional, lies firmly within the orbit of Ferguson. But McDonagh couldn’t have anticipated his movie would arrive at a time when sexism in its most virulent forms has been revealed in a daily drumbeat of

ruthless, indomitable package. Which makes it all the more dubious when McDonagh trots out stereotypically young, pretty, somewhat ditsy girls for comic relief. Then there’s the inciting incident itself, a crime so heinous and hateful that Mildred’s comically outsize response feels tonally off and, frankly, not credible. If viewers can reconcile themselves with McDonagh’s universe — a far more schematic, lurid, literary-minded and perversely taboo-challenging one than our own — this film is brimming with subversive humor and deep satisfaction. “Three Billboards” is just the bitter pill the times call for, offered with a loving cup to make it go down just a bit easier.
