TRANSPORTATION Complaints about noise from flights at the Washington region’s three major airports more than doubled last year, according to statistics compiled by the agencies that manage the facilities. Residents filed more than 96,000 noise complaints linked to flights at BWI, Reagan National and Dulles International airports in 2017 — more than double the number filed the previous year. The dramatic increase comes as the state of Maryland pursues legal action against the Federal Aviation Administration over changes to flight paths at BWI and National. The FAA’s implementation of new flight paths was part of the agency’s NextGen program, which includes shifting the air transportation system from radar to satellite-based navigation. The change allows jets to fly more-direct routes, saving fuel and improving efficiency. But in some cases, the new flight paths affect neighborhoods that had not previously been exposed

Complaints about loud aircraft in D.C. region doubled last year
according to figures compiled by the Maryland Aviation Administration, which manages the airport. This year is on track for another record, according to preliminary estimates. More than 81,000 noise complaints were filed about flights at Dulles and National in 2017, according to the Metropolitan Washington Airports Authority, and more than 90 percent of those were linked to National. FAA officials said the agency’s modernization program may have led to more noise because flight paths are now more precise and the noise is more concentrated in some areas. In a shift from previous years, the majority of complaints about National — roughly 31,000 — came from residents in Maryland. In June, Maryland Attorney General Brian Frosh filed a petition challenging the flight paths at National. He also petitioned the FAA to re-examine changes made to flight paths at BWI starting in 2014. The state’s case is pending. VIRGINIA News of Amazon’s plans to open a Northern Virginia outpost spurred swift reaction across the Washington region. Political and economic leaders celebrated the announcement as a boon for the area’s economy. Residents and advocates of affordable housing lamented that families of well-heeled technology workers could drive up housing costs and further burden congested roadways and crowded classrooms. In Northern Virginia, officials hope to parlay Amazon’s proximity into more learning opportunities for students. The Amazon campus is expected to rise in National Landing, a newly branded neighborhood that includes parts of Pentagon City and Crystal City in Arlington and Potomac Yard in Alexandria. Amazon executives have said they plan over a period of years to expand their workforce to 25,000, some of whom are expected to send their children to schools throughout Northern Virginia. School leaders said they are optimistic they will be able to forge partnerships with Amazon to create a pipeline to company jobs and help students develop career skills in technology fields. “It’s kind of like the perfect match,” said Gregory C.

Karen Corbett Sanders, chair of the Fairfax County School Board, said one-third of families that relocate to Northern Virginia for Amazon are expected to live in Fairfax County. A professor who devised a new model that can estimate the number of oysters in the Chesapeake Bay says the body of water’s market-sized oyster population is around half what it was in 1999. The Capital reported that Mike Wilberg of the University of Maryland’s Center for Environmental Science presented his report to Maryland’s Oyster Advisory Commission last week and estimated the population at 300 million. He did say there hasn’t been a major mortality event since 2005. A peer review of the model he’s spent the past 18 months working on called it sound. Shellfish Division Director Christopher Judy said the state will begin the public process of revising its oyster management plan after Wilberg sends a report to the state legislature Saturday. (AP)

Total sales of medical marijuana in Maryland in the first nine months of 2018, according to The Baltimore Sun. A market research firm predicted last year that the state’s sales in 2018 would be about $46 million. New Frontier Data senior economist Beau Whitney said sales for the year could hit $100 million in December. Lawmakers approved legislation earlier this year aimed at improving diversity in the industry by increasing the number of grower licenses and licenses to process marijuana. (AP)

Maryland reports Garrett County man in his 60s is first cold-related death this autumn
Police in Maryland say four teens were charged as adults with first-degree rape in connection with a junior varsity football hazing. Montgomery County police said 15-year-olds Jean Claude Abedi, Kristian Jamal Lee, Will Daniel Smith and Caleb Thorpe were arrested on the adult charges Wednesday. A fifth teen is charged as a juvenile with second-degree rape. Police did not release that teen’s name. Student with adenovirus dies; 5 other cases found A freshman at the University of Maryland died recently of an adenovirus-associated illness, the university said Tuesday. Olivia Paregol, 18, of Howard County, died Nov. 18. In a statement, U-Md. said it learned Nov. 1 of what it said was then an “isolated case” of adenovirus. However, the statement said that since then, five more cases have been reported of students with confirmed adenovirus-associated illness. CHARLOTTESVILLE A planned “Unite the Right” rally by white nationalists in Charlottesville exploded in chaos: violent brawling in the streets, racist chants, smoke bombs and, finally, a car speeding into a crowd of counter-protesters, killing one and injuring dozens more. Afterward, President Trump inflamed racial tensions when he said “both sides” were to blame, a comment some saw as a refusal to condemn racism. Fifteen months later, as the man accused of driving the car heads to trial today on murder charges, the wounds are still raw. Few in Charlottesville believe the trial will do much to heal the community or the country’s racial divide. “Hopefully, this will signal a chance for healing, although I am not entirely optimistic about that because the entire culture in which we live is so steeped these days in white supremacy and white nationalism that violence is becoming less an exception to the practice of American democracy and more like a brutal showing of it,” said Lisa Woolfork, a University of Virginia professor who was in a crowd of counter-protesters when the car seemed to come out of nowhere on Aug. 12, 2017. gatherings of white supremacists in a decade. Instead of strengthening the alt-right movement, the rally proved to be a disaster. The movement’s leaders are fighting lawsuits and have been kicked off mainstream internet platforms. A one-year anniversary rally held near the White House drew only about 30 white nationalists. Fields was photographed hours before the attack with a shield bearing the emblem of Vanguard America, one of the hate groups that participated in the rally, although the group denied any association with him. Pretrial hearings have offered few insights into Fields or his motivation. A Charlottesville police detective testified that
as he was being detained after the car crash, Fields said he was sorry and sobbed when he was told a woman had been killed. Fields later told a judge he is being treated for bipolar disorder, anxiety, depression and ADHD. Star Peterson, whose right leg was virtually crushed by Fields’ car, has had five surgeries and still uses a wheelchair and cane. She has received help paying her rent and other bills from Heal Charlottesville, a fund set up to help the injured. The survey, conducted by Genworth Financial, found that costs for home health aides in Virginia also rose. TRANSPORTATION Metro Yellow Line riders returning from Thanksgiving won’t want to miss the memo on Metro’s latest capital project. Beginning today, there will be no Yellow Line service for 14 days as the transit agency works to replace structural and rail components on the Yellow Line bridge linking L’Enfant Plaza and Pentagon stations. Be prepared for crowding and delays as service in Northern Virginia is cut in half, with Blue Line trains running every 16 minutes from both the Franconia-Springfield and Huntington stations. After 8 p.m., train service will become more sparse, with frequencies of every 20 minutes at Blue and Yellow Line stations in Virginia. The shutdown also coincides with another major disruption. Next Saturday and Sunday, Metro will suspend Green Line service from Mount Vernon Square through Navy Yard stations — closing Archives and Waterfront, along with the Gallery Place and L’Enfant Plaza platforms — to replace platform lighting. In addition to Blue Line service, Metro will run shuttle buses during the shutdown to carry passengers to transfer stations. EUROPE After months of hesitation, stopand-start negotiations and resignations, Britain and the European Union on Sunday finally sealed an agreement governing the U.K.’s departure from the bloc next year. So much for the easy part. British Prime Minister Theresa May must now sell the deal to her divided Parliament — a huge task considering the intense opposition from pro-Brexit and proEU lawmakers alike — to ensure Britain can leave with a minimum of upheaval on March 29. It’s a hard sell. The agreement leaves Britain outside the EU, with no say but still subject to its rules and the obligations of membership at least until the end of 2020, and possibly longer. Britons voted in June 2016 to leave, largely over concerns about immigration and losing sovereignty to Brussels. EU leaders were quick to warn that no better offer is available. “I am totally convinced this is the only deal possible,” European Commission President JeanClaude Juncker said. “Those who think that by rejecting the deal that they would have a better deal will be disappointed the first seconds after the rejection.” For once, May was in complete agreement. “This is the deal that is on the table,” she said. “It is the best possible deal. It is the only deal.” Acknowledging the vast political and economic consequences of Brexit, May promised lawmakers their say before Christmas and said that it “will be one of the most significant votes that Parliament has held for many years.” She argued that Parliament has a duty “to deliver Brexit” as voters have demanded. “The British people don’t want to spend any more time arguing

TIJUANA, MEXICO U.S. authorities fired tear gas at members of the Central American migrant caravan who rushed the border fence and closed a major port of entry in the San Diego area on Sunday afternoon, sealing off vehicle and foot traffic at the busiest crossing along the U.S.-Mexico border. The escalating tension at the border came after hundreds of members of the caravan marched through the Tijuana toward the San Ysidro border crossing, where many say they want to apply for asylum in the United States. As the group neared the crossing, Mexican police in riot gear blocked their path and used other barricades to close off access to a footbridge. U.S. Customs and Border Protection (CBP) helicopters flew overhead. At one point, dozens of people approached the border fence, some threw rocks and bottles, and U.S. authorities used tear gas to repel them. A CBP statement said the port of entry was closed at about 11:30 a.m. and remained that way at 2 p.m. local time. The statement

caravan from entering the U.S. While members of the caravan have been in Tijuana for several days, this is the first time that a significant group has massed at the border fence.
The San Ysidro border crossing is a large complex with multiple lanes of vehicle traffic and pedestrian access points. U.S. border authorities say that some 100,000 people legally pass through every day. In recent days, Mexican authorities have worried about the economic impact of the U.S. closing down, even temporarily, such an important crossing. The first members of the migrant caravan began arriving in Tijuana about two weeks ago and in recent days its size has grown to more than 5,000 people, according to Mexican authorities. Tijuana’s mayor declared the situation a humanitarian crisis. The bulk of the group has been camped out at a sports complex across a highway from the border. U.S. officials have said they have limited capacity to process asylum seekers, up to 100 per day. Others are staying at shelters. Mixed messages on deficit Trump demands cuts while pushing plans for higher federal spending POLITICS President Trump is demanding top advisers craft a plan to reduce the country’s ballooning budget deficits, but the president has flummoxed his own aides by repeatedly seeking new spending while ruling out measures needed to address the country’s unbalanced budget. Trump’s deficit-reduction directive came last month, after the White House reported a large increase in the deficit for the previous 12 months. Two days later, Trump demanded that his Cabinet secretaries identify
steep cuts in their agencies. This account of Trump’s deficit stance is based on conversations with 10 current and former officials in the White House and Congress. burning of coal, oil and gas is hurting each region of the United States and how it impacts different sectors of the economy, including energy and agriculture. “Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us,” the report says. That includes worsening air pollution causing heart and lung problems, more diseases from insects, the potential for a jump in deaths during heat waves, and nastier allergies. “Annual losses in some economic sectors are projected to reach hundreds of billions of
dollars by the end of the century — more than the current gross domestic product of many U.S. states,” the report says. It’ll be especially costly on the nation’s coasts because of rising seas and severe storm surges, which will lower property values. And in some areas, coastal flooding will likely force people to relocate. “We’re going to continue to see severe weather events get stronger and more intense,” said Donald Wuebbles, a co-author from the University of Illinois. The lower 48 states have warmed 1.8 degrees since 1900, with 1.2 degrees coming in the last few decades, the report says. By the end of the century, the U.S. will be 3 to 12 degrees hotter,
depending on the quantity of greenhouse gases released into the atmosphere, the report warns. Outside scientists and officials from 13 federal agencies wrote the report, which was released on the afternoon following Thanksgiving. It was originally scheduled for December. Releasing the report on Black Friday “is a transparent attempt by the Trump Administration to bury this report,” said study coauthor Andrew Light. During a press conference Friday, officials behind the report declined to answer questions about the timing of its release and why it contradicts tweets and statements from Trump on climate change. ENVIRONMENT As California’s catastrophic wildfires recede and people rebuild after two hurricanes, a massive new federal report warns that these types of disasters are worsening in the United States because of global warming. The White House report — quietly issued Friday — also frequently contradicts President Trump. The National Climate Assessment was written long before the deadly fires in California this month and before Hurricanes Florence and Michael raked the East Coast and Florida. It says warming-charged extremes “have already become more frequent, intense, widespread or of long duration.” The report notes that the last few years have smashed U.S. records for damaging weather, costing nearly $400 billion since 2015. The recent Northern California wildfires can be attributed to climate change, but there was less of a connection to those in Southern California, said coauthor William Hohenstein of the U.S. Department of Agriculture. “A warm, dry climate has increased the areas burned over the last 20 years,” he said at a press conference Friday. The report is mandated by law every few years and is based on more than 1,000 previous research studies. It details how global warming from the

A wildfire that killed dozens of people and destroyed thousands of homes in Northern California has been fully contained after burning for more than two weeks, authorities said Sunday. The California Department of Forestry and Fire Protection said the Camp Fire had been surrounded by firefighters following several days of rain in and around the devastated town of Paradise. The nation’s deadliest wildfire in a century killed at least 85 people, and 249 are on a list of those unaccounted for. The number of missing dropped in recent days as officials confirmed that more people were alive. Crews continued sifting through debris and ash for human remains. “It’s certainly good to be done with the containment of this fire, even though there’s still a lot of work to be done moving forward,” fire spokeswoman Jennifer Erickson said. 49ers to cut Foster after domestic violence arrest The San Francisco 49ers said Sunday they plan to release linebacker Reuben Foster today after he was arrested at the team hotel in Tampa, Fla., on a domestic violence charge. Don’t get swindled: ‘Dirty John’ feels like a cheap con I was told there would be cake. Or rather, I imagined the cake, thinking I’d find something delectable about “Dirty John,” Bravo’s eight-episode limited series based on the gripping true-crime podcast by Los Angeles Times reporter Christopher Goffard. In addition to drawing on Goffard’s riveting reporting — about Debra Newell, a wealthy Orange County businesswoman who fell for a charming and dangerous grifter named John
Meehan — the drama stars Connie Britton, the patron saint of one-hour dramas. Alas, “Dirty John,” created by former “Desperate Housewives” writer-producer Alexandra Cunningham, leaves a lot to be desired. Britton was an obvious choice to play Debra, described in the podcast as beautiful and put together. When she meets John, she’s a divorcee, four times over, with four grown children. She continues to believe in love and endures a sequence of bad dates in an effort to find it. Things feel

different when she meets John, a handsome if scruffy anesthesiologist, who dotes on her. Eric Bana plays Meehan with effective but rudimentary creepiness, and the show, which premiered Sunday, requisitely introduces us to the podcast’s major players. Soon, we’ve met Debra’s daughters, Veronica and Terra (Juno Temple and Julia Garner, respectively), her mother, Arlane (Jean Smart), and her nephew, Toby (Kevin Zegers). Bana’s sinister turn as John, whose self-described biography begins to crumble shortly after he woos Debra, doesn’t include any charm, which puts the show in shaky territory. We need to be able to imagine Debra falling in love with him, even if we can see the red flags, which are aplenty. Debra’s daughters were integral to Goffard’s reporting in ways I won’t divulge here. But on screen, they are reduced to paper dolls, acting (or, in many
cases, overacting) out their podcast personas. “Dirty John” gets moderately interesting in the third episode, which begins to delve into John’s past and previous marriage. But it’s far too little, too late. Part of my disappointment undoubtedly stems from having seen Ryan Murphy’s “The People v. O.J. Simpson,” a drama that took a news event and spun it into thoughtful and timely commentary that was entertaining to boot. So far, there’s little commentary to be found in “Dirty John,” which seems unforgivable in a year punctuated by widespread condemnation of toxic men. I expected so much more. In the end, “Dirty John” only managed to spin a new con — promising dessert and delivering a plate of lukewarm leftovers.

Pleasantly palatable: ‘The Wine Show’ goes down nice and easy Even if you know zero about wine, it’s hard to resist the cheeky charm of “The Wine Show.” In the first episode of the newly uncorked Season 2 (10 p.m. Thursdays on Ovation TV), wine connoisseur Joe Fattorini (aka “Obi Wine Kenobi”) tries to find the perfect wine for brash British comic Gina Yashere, who asks, “Can I get a glass of wine that tastes something like Sprite?” Yet it is a very sophisticated show, with lots of wine info to share and multiple storylines in each episode. In the season premiere
Nov. 15, the Sprite search is intercut with segments featuring actors Matthew Goode (“The Crown”) and James Purefoy (“Churchill”). Purefoy describes his wine persona as “the useful idiot.” But that’s not quite true. In the season premiere, he and Goode swirl and swig wines to find the perfect pairings for a series of amazing amuse-bouches from a Michelin-starred chef, who’s preparing food for them as they hang out in a French villa. And in case that’s not enough British star power, Matthew Rhys (“The Americans”) sizes up new wine gadgets, like an inflatable bulb to pop in an opened bottle and
pump up so leftover wine won’t come into contact with air, which causes oxidation. The show will undoubtedly add to your wine vocabulary, with adjectives like “plush” and “pillowy.” For those whose taste buds are tickled by Sprite, we learn that a Riesling might do the trick. “Well done; I like that one,” says Yashere. The show also serves up glorious vistas from the world of wine country — the Pacific Coast and France, of course, along with vinescapes from Argentina, Bosnia and Spain. But don’t be envious of the cast members. “It’s an incredibly hard show to film because you start drinking at 8:30 every morning and you drink solidly — there’s no spittooning — until 6:30 p.m.,” Rhys told Entertainment Weekly. Prince Harry and Meghan Markle are planning to move from Kensington Palace in central London to Frogmore Cottage, a house on the grounds of Windsor Estate, early next year, ahead of the anticipated birth of their first child. The couple, who got married in a chapel on the Windsor Castle grounds in May, expect to welcome a child in the spring. Windsor is about 20 miles west of central London. They have been living at Nottingham Cottage on the grounds of Kensington Palace since announcing their engagement last year. (AP)
